An independent review of the design verification process as applied to the K Basin projects was initiated in support of preparation for the SNF Project operational readiness review (ORR).

    There has been some concern that, as nuclear power plants age, protective measures taken to control and minimize the impact of fire may become ineffective, or significantly less effective, and hence result in an increased fire risk. One objective of the Fire Vulnerability of Aged Electrical Components Program is to assess the effects of aging and service wear on the fire vulnerability of electrical equipment. An increased fire vulnerability of components may lead to an overall increase in fire risk to the plant. Because of their widespread use in various electrical safety systems, electromechanical relays were chosen to be the initial components for evaluation. This test program assessed the impact of operational and thermal aging on the vulnerability of these relays to fire-induced damage. Only thermal effects of a fire were examined in this test program. The impact of smoke, corrosive materials, or fire suppression effects on relay performance were not addressed in this test program. The purpose of this test program was to assess whether the fire vulnerability of electrical relays increased with aging. The sequence followed for the test program was to: identify specific relay types, develop three fire scenarios, artificially age several relays, test the unaged and aged relays in the fire exposure scenarios, and compare the results. The relays tested were Agastat GPI, General Electric (GE) HMA, HGA, and HFA. At least two relays of each type were artificially aged and at least two relays of each type were new. Relays were operationally aged by cycling the relay under rated load for 2,000 operations. These relays were then thermally aged for 60 days with their coil energized.

    Among all equipment types considered for seismic qualification, relays have been most extensively studied through testing due to a wide variation of their designs and seismic capacities. A temporary electrical discontinuity or ``chatter`` is the common concern for relays. A chatter duration of 2 milliseconds is typically used as an acceptance criterion to determine the seismic capability of a relay. Many electrical devices, on the other hand, receiving input signals from relays can safely tolerate a chatter level much greater than 2 ms. In Phase I of a test program, Brookhaven National Laboratory performed testing of many relay models using the 2-ms chatter criterion. In Phase II of the program, the factors influencing the relay chatter criterion, and impacts of relay chatter on medium and low voltage circuit breakers and lockout relays were investigated. This paper briefly describes the Phase II tests and presents the important observations.

    Bidirectional relaying, where a relay helps two user nodes to exchange equal length binary messages, has been an active area of recent research. A popular strategy involves a modified Gaussian MAC, where the relay decodes the XOR of the two messages using the naturally-occurring sum of symbols simultaneously transmitted by user nodes. In this work, we consider the Gaussian MAC in bidirectional relaying with an additional secrecy constraint for protection against a honest but curious relay. The constraint is that, while the relay should decode the XOR, it should be fully ignorant of the individual messages of the users. We exploit the symbol addition that occurs in a Gaussian MAC to design explicit strategies that achieve perfect independence between the received symbols and individual transmitted messages. Our results actually hold for a more general scenario where the messages at the two user nodes come from a finite Abelian group, and the relay must decode the sum within the group of the two messages.     This report presents the results of a relay test program conducted by Brookhaven National Laboratory (BNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC). The program is a continuation of an earlier test program the results of which were published in NUREG/CR-4867. The current program was carried out in two phases: electrical testing and vibration testing. The objective was primarily to focus on the electrical discontinuity or continuity of relays and circuit breaker tripping mechanisms subjected to electrical pulses and vibration loads. The electrical testing was conducted by KEMA-Powertest Company and the vibration testing was performed at Wyle Laboratories, Huntsville, Alabama. This report discusses the test procedures, presents the test data, includes an analysis of the data and provides recommendations regarding reliable relay testing.

    This paper describes tests on the relays on a long 500kV ac line carried out on site using the RTDS (Real Time Digital Simulator) of the Manitoba HVDC Research Centre. The purpose of the tests was to examine the relay behavior when series compensation is inserted in the line in 1993. New settings for the relays have been found which will give adequate cover for all faults although some faults will be entirely dependent on the communication link for short clearance times.

    This article describes how delta-current admittance relays detect severe power system disturbances and initiate a power reduction signal on the dc transmission system to help stabilize the integrated ac/HVDC transmission system. It is always desirable to transmit as much power as possible over major transmission line interconnections, and the 500 kV line linking Manitoba in Canada to Minnesota in the US is a good example. A static var system (SVS) is part of this strategy. Note the southern end of an HVDC line through which the power is delivered from northern hydro-electric generation. The ability to quickly control dc-delivered power combined with the complication of SVS switching and the installation of series capacitors has led to special circumstances requiring an unusual approach to maintenance of system stability. The availability of a new protection-oriented computing platform has made the required algorithms feasible.

    Differential relays are used extensively to provide protection for power transformers. Several issues must be considered in their application to ensure adequate protection. These include transformer magnetizing inrush current, relay burden and current transformer performance. The use of low ratio current transformers in high magnitude fault applications can produce distorted secondary waveforms to the relay whose performance may be directly affected. There is also a relationship between the magnetizing inrush and current transformer performance which may affect the operation of the differential relay. The formulas are analytically derived from the dynamic model of the generator and relay. In particular, instrumental design and engineering is oriented towards protection of human health in the Arctic, and with the additional goal of advancing Arctic education and research. POLARATS will obtain and transmit environmental data from hardened monitoring devices deployed in locations important to understanding atmospheric and aquatic pollutant migration as it is biomagnified in Arctic food chains. An Internet- and personal computer (PC)-based educational module will provide real time sensor data, on-line educational content, and will be integrated with workbooks and textbooks for use in middle and high school science programs. The educational elements of POLARATS include an Internet-based educational module that will instruct students in the use of the data and how those data fit into changing Arctic environments and food chains. POLARATS will: (1) Enable students, members of the community, and scientific researchers to monitor local environmental conditions in real time over the Internet; and (2) Provide additional educational benefits through integration with middle- and high-school science curricula. Information will be relayed from POLARATS devices to classrooms and libraries along with custom-designed POLARATS teaching materials that will be integrated into existing curricula to enhance the educational benefits realized from the information obtained.

The tool uses time-synchronized measurements obtained from both ends of the line during disturbances. The proposed fault analysis tool comes into the picture only after the protective device has operated and tripped the line. The proposed methodology is able not only to detect, classify, and locate transmission line faults, but also to accurately confirm whether the line was tripped due to a mis-operation of protective relays. The analysis report includes either detailed description of the fault type and location or detection of relay mis-operation. As such,more »it can be a source of very useful information to support the system restoration. The focus of the paper is on the implementation requirements that allow practical application of the methodology, which is illustrated using the field data obtained the real power system. The challenge here is that relaying introduces a nonconvex structure in the objective function, thereby excluding the possible use of previous methods dealing with mean feedback that generally rely on the concavity of the objective function.     A 200-kW fuel cell produced by International Fuel Cells (IFC), a United Technologies Company, began operation at the National Transportation Research Center (NTRC) in early June 2003. The NTRC is a joint Oak Ridge National laboratory (ORNL) and University of Tennessee research facility located in Knoxville, Tennessee. This research activity investigated the protective relaying functions of this fully commercialized fuel cell power plant, which uses ''synthesized'' protective relays. The project's goal is to characterize the compatibility between the fuel cell's interconnection protection system and the local distribution system or electric power system (EPS). ORNL, with assistance from the Electric Power Research Institute-Power Electronics Applications Center (EPRI-PEAC) in Knoxville, Tennessee, monitored and characterized the system compatibility over a period of 6 months. Distribution utility engineers are distrustful of or simply uncomfortable with the protective relaying and hardware provided as part of distributed generation (DG) plants. Part of this mistrust is due to the fact that utilities generally rely on hardware from certain manufacturers whose reliability is well established based on performance over many years or even decades. Another source of concern is the fact that fuel cells and other types of DG do not use conventional relays but, instead, the protective functions of conventional relays are simulated by digital circuits in the distributed generator's grid interface control unit. Furthermore, the testing and validation of internal protection circuits of DG are difficult to accomplish and can be changed by the vendor at any time. This study investigated and documented the safety and protective relaying present in the IFC fuel cell, collected data on the operation of the fuel cell, recorded event data during EPS disturbances, and assessed the compatibility of the synthesized protective circuits and the local distribution system. The project also addressed other important and timely issues. For instance, the study includes an evaluation of the effectiveness of the fuel cell's synthesized relay protection scheme relative to the recently issued IEEE 1547 interconnection standard. Together, these activities should serve to reduce the number of unknowns pertaining to unconventional protective circuits, to the benefit of DG manufacturers, vendors, prospective and current users of DG, and electricity suppliers/distributors. Although more grid-connect fuel cell interruptions were encountered in this study than originally anticipated, and the investigation and findings became quite complex, every effort was made to clearly summarize the interconnection causes and issues throughout the report and especially in the summary found in Sect. 4. ORNL's funding of this study is sponsored equally by (1) the Department of Energy's (DOE's) Office of Distributed Energy Resources and (2) the Distributed Generation Technologies program of the Tennessee Valley Authority (TVA).

    Viologens are receiving increasing attention from 2 major domains. First, photo- and electroreproductive processes are being developed which exploit the pronounced chromophore effect associated with the one-electron reduction of the viologens: the 2+ state is practically colorless, while the 1+ state has an intense color. However, the most prominent impact in viologen-related research arises from their use as mediators, sometimes referred to as electron relays, in the photionduced generation of hydrogen from water. Photobiologists had discovered earlier that methyl viologen in chloroplast suspensions is suited to act as a Hill reagent which can be coupled with hydrogenase to yield H/sub 2/ under illumination. More recently, in vitro systems have been developed in which synthetic dyes replace the chloroplasts as redox sensitizers. These have been shown to be remarkably effective in H/sub 2/ production. The surfactant and micellar properties of a series of potent candidates, i.e., long-chain-substituted viologens are investigated.

    We report a teleportation experiment involving narrowband entangled photons at 1560 nm and qubit photons at 795 nm emulated by faint laser pulses. A nonlinear difference frequency generation stage converts the 795 nm photons to 1560 nm in order to enable interference with one photon out of the pairs, i.e., at the same wavelength. The spectral bandwidth of all involved photons is of about 25 MHz, which is close to the emission bandwidth of emissive quantum memory devices, notably those based on ensembles of cold atoms and rare earth ions. This opens the route towards the realization of hybrid quantum nodes, i.e., combining quantum memories and entanglement-based quantum relays exploiting either a synchronized (pulsed) or asynchronous (continuous- wave) scenario.

    The impact of restricted mass transport on high-temperature, free-radical reactions has been explored through the use of organic compounds immobilized on silica surfaces by a thermally robust Si-O-C{sub aromatic} linkage. The rate of thermolysis of surface-immobilized 1,3-diphenylpropane(=DPP) at 375{degree}C under vacuum, by a free-radical chain pathway, was found to be very sensitive (factor of 40 variation) to the structure and orientation of a second, neighboring spacer molecule on the surface. Compared with the inert aromatic spacers, (e.g., biphenyl) it was found that spacer molecules containing reactive benzylic C-H bonds (e.g., diphenylmethane) are capable of accelerating the =DPP thermolysis by a process that is unique to diffusionally constrained systems. A mechanism involving rapid serial hydrogen transfer steps on the surface is proposed, which results in radical intermediates being relayed across the surface and hence overcoming classical diffusional limitations. 33 refs., 3 figs., 3 tabs.

    The activity of phosphodiesterase-5 (PDE5) is specific for cGMP and is regulated by cGMP binding to GAF-A in its regulatory domain. To better understand the regulatory mechanism, x-ray crystallographic and biochemical studies were performed on constructs of human PDE5A1 containing the N-terminal phosphorylation segment, GAF-A, and GAF-B. Superposition of this unliganded GAF-A with the previously reported NMR structure of cGMP-bound PDE5 revealed dramatic conformational differences and suggested that helix H4 and strand B3 probably serve as two lids to gate the cGMP-binding pocket in GAF-A. The structure also identified an interfacial region among GAF-A, GAF-B, and the N-terminal loop, which may serve as a relay of the cGMP signal from GAF-A to GAF-B. N-terminal loop 98-147 was physically associated with GAF-B domains of the dimer. Biochemical analyses showed an inhibitory effect of this loop on cGMP binding and its involvement in the cGMP-induced conformation changes.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    This paper presents DynaBot, a domain-specific web service discovery system. The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

    Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

    The International Mass Loading Service computes four loadings: a) atmospheric pressure loading; b) land water storage loading; c) oceanic tidal loading; and d) non-tidal oceanic loading. The service provides to users the mass loading time series in three forms: 1) pre-computed time series for a list of 849 space geodesy stations; 2) pre-computed time series on the global 1deg x 1deg grid; and 3) on-demand Internet service for a list of stations and a time range specified by the user. The loading displacements are provided for the time period from 1979.01.01 through present, updated on an hourly basis, and have latencies 8-20 hours.

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    This article is the 1993 uranium market summary. During this reporting period, there were 50 deals in the concentrates market, 26 deals in the UF6 market, and 14 deals for enrichment services. In the concentrates market, the restricted value closed $0.15 higher at $9.85, and the unrestricted value closed down $0.65 at $7.00. In the UF6 market, restricted prices fluctuated and closed higher at $31.00, and unrestricted prices closed at their initial value of $24.75. The restricted transaction value closed at $10.25 and the unrestricted value closed at $7.15. In the enrichment services market, the restricted value moved steadily higher to close at $84.00 per SWU, and the unrestricted value closed at its initial value of $68.00 per SWU.

    Case histories and laboratory test data are presented to compare the predictive utility of NACE MR0175 with three alternatives. With some exceptions, the MR0175 definition is useful and conservative for most cases. The definition based on water phase pH and hydrogen sulfide (H{sub 2}S) partial pressure, proposed in European Federation of Corrosion (EFC) pub. 16, is not recommended since it does not predict sulfide stress cracking (SSC) in refining environments and presents higher risk of SSC of sweet service materials in certain Arabian Gulf production environments. A modified definition of sour service is proposed, which uses the MR0175 definition except in cases of very low water phase pH. 47 refs., 4 figs., 1 tab.

    This report contains the observations, test results, and conclusions of three separate in-service tests beginning in November 1979 and concluding in September 1983. The in-service tests described in this report produced encouraging results on filters constructed with fiberglass medium containing 5% Nomex and separators of aluminum foil coated with a thin film of vinyl-epoxy polymer. Filters containing medium with Kevlar fiber additives demonstrated they merited further evaluation. Other types of filters tested include separatorless filters (Flanders SuperFlow) and one filter with fiberglass separators. Asbestos-containing filters were used for comparison until their supply was exhausted. All filters tested were judged to have performed satisfactorily under the test conditions.
