    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    This volume relates primarily to Time-of-Day rates standard, PURPA IB(d)3, and deals with the content and methods of providing rate and conservation information to customers when Time-of-Day rates are used. Information to customers in the Demonstration and Pilot Projects fell mainly into four categories: administrative communications; explanations of new rate structures; information and advice on load management; and facts, recommendations and encouragements about energy conservation and end-use improvement. Administrative communications were about such matters as the existence of Projects, their funding, their periods of performance, the selection of their test customers, conditions of participation, procedural changes during the tests, and the time and conditions of ending the tests. These communications were important to good customer cooperation. All Demonstration Projects devoted considerable effort to the crucial task of clearly explaining the rationale of Time-of-Use (TOU) pricing and the test rate structures. The Projects then presented the concept of TOU pricing as a means of (a) fairly charging customers the true cost of their electricity and (b) rewarding them for shifting consumption to times when costs are less. For the most part, Demonstration Projects gave specific information on the individual customer's own rate structure and none on any others that were under test. The information was presented in face-to-face interviews, group presentations, television, radio, and print media, and traveling exhibits. The results are evaluated. (LCL)

  18. Lead Research and Development Activity for DOE's High Temperature, Low Relative Humidity Membrane Program (Topic 2)

    The Department of Energy’s High Temperature, Low Relative Humidity Membrane Program was begun in 2006 with the Florida Solar Energy Center (FSEC) as the lead organization. During the first three years of the program, FSEC was tasked with developing non-Nafion® proton exchange membranes with improved conductivity for fuel cells. Additionally, FSEC was responsible for developing protocols for the measurement of in-plane conductivity, providing conductivity measurements for the other funded teams, developing a method for through-plane conductivity and organizing and holding semiannual meetings of the High Temperature Membrane Working Group (HTMWG). The FSEC membrane research focused on the development of supported poly[perfluorosulfonic acid] (PFSA) – Teflon membranes and a hydrocarbon membrane, sulfonated poly(ether ether ketone). The fourth generation of the PFSA membrane (designated FSEC-4) came close to, but did not meet, the Go/No-Go milestone of 0.1 S/cm at 50% relative humidity at 120 °C. In-plane conductivity of membranes provided by the funded teams was measured and reported to the teams and DOE. Late in the third year of the program, DOE used this data and other factors to decide upon the teams to continue in the program. The teams that continued provided promising membranes to FSEC for development of membrane electrode assemblies (MEAs) that could be tested in an operating fuel cell. FSEC worked closely with each team to provide customized support. A logic flow chart was developed and discussed before MEA fabrication or any testing began. Of the five teams supported, by the end of the project, membranes from two of the teams were easily manufactured into MEAs and successfully characterized for performance. One of these teams exceeded performance targets, while the other requires further optimization. An additional team developed a membrane that shows great promise for significantly reducing membrane costs and increasing membrane lifetime.

  10. Relative Accuracy of 1-Minute and Daily Total Solar Radiation Data for 12 Global and 4 Direct Beam Solar Radiometers

    We evaluated the relative performance of 12 global and four direct beam solar radiometers deployed at a single site over a 12-month period. Test radiometer irradiances were compared with a reference irradiance consisting of either an absolute cavity radiometer (during calibrations) or a low uncertainty thermopile pyrheliometer (during the evaluation period) for pyrheliometers; and for pyranometers a reference global irradiance computed from the reference pyrheliometer and diffuse irradiance from a shaded pyranometer. One minute averages of 3-second data for 12 months from the test instrument measurements were compared with the computed reference data set. Combined uncertainty in the computed reference irradiance is 1.8% {+-} 0.5%. Total uncertainty in the pyranometer comparisons is {+-}2.5%. We show mean percent difference between reference global irradiance and test pyranometer 1 minute data as a function of zenith angle, and percent differences between daily totals for the reference and test irradiances as a function of day number. We offer no explicit conclusion about the performance of instrument models, as a general array of applications with a wide range of instrumentation and accuracy requirements could be addressed with any of the radiometers.

  11. SELF-CONSISTENT ION CYCLOTRON ANISOTROPY-BETA RELATION FOR SOLAR WIND PROTONS

    We derive a set of self-consistent marginally stable states for a system of ion-cyclotron waves propagating parallel to the large-scale magnetic field through a homogeneous proton-electron plasma. The proton distributions and the wave dispersions are related through the condition that no further ion-cyclotron resonant particle scattering or wave growth/damping may take place. The thermal anisotropy of the protons in these states therefore defines the threshold value for triggering the proton-cyclotron anisotropy instability. A number of recent papers have noted that the anisotropy of solar wind protons at 1 AU does not seem to be limited by the proton-cyclotron anisotropy threshold, even at low plasma beta. However, this puzzle seems to be due solely to the estimation of this anisotropy threshold under the assumption that the protons have a bi-Maxwellian distribution. We note that bi-Maxwellian distributions are never marginally stable to the resonant cyclotron interaction, so these estimates do not represent physically valid thresholds. The threshold anisotropies obtained from our marginally stable states are much larger, as a function of proton parallel beta, than the bi-Maxwellian estimates, and we show that the measured data remains below these more rigorous thresholds. Thus, the results of this paper resolve the apparent contradiction presented by the solar wind anisotropy observations at 1 AU: the bi-Maxwellian anisotropies are not rigorous thresholds, and so do not limit the proton distributions in the solar wind.

    This project reduces soft costs associated with siting, permitting, environmental compliance, and operations and maintenance to address glare and flux-related avian hazards for concentrating solar power (CSP) plants. Enhancements, training, and technical assistance will be provided for the Solar Glare Hazard Analysis Tool (SGHAT), which determines when and where solar glare can occur throughout the year from a user-specified solar array as viewed from user-prescribed observation points. By addressing glare and avian issues, this project will allow for solar projects to be installed on or near airport property in compliance of federal regulations.

    Here, we analyze different sunspot group (SG) behaviors from the points of view of both the sunspot counts (SSCs) and the number of SGs, in four categories, for the time period of 1982 January-2014 May. These categories include data from simple (A and B), medium (C), large (D, E, and F), and decaying (H) SGs. We investigate temporal variations of all data sets used in this study and find the following results. (1) There is a very significant decrease in the large groups' SSCs and the number of SGs in solar cycle 24 (cycle 24) compared to cycles 21-23. (2) There is no strong variation in the decaying groups' data sets for the entire investigated time interval. (3) Medium group data show a gradual decrease for the last three cycles. (4) A significant decrease occurred in the small groups during solar cycle 23, while no strong changes show in the current cycle (cycle 24) compared to the previous ones. We confirm that the temporal behavior of all categories is quite different from cycle to cycle and it is especially flagrant in solar cycle 24. Thus, we argue that the reduced absolute number of the large SGs is largely, if not solely, responsible for the weak cycle 24. These results might be important for long-term space weather predictions to understand the rate of formation of different groups of sunspots during a solar cycle and the possible consequences for the long-term geomagnetic activity.

    This report presents an overview of research conducted on solar energy technologies and their implementation in the ObjECTS framework. The topics covered include financing assumptions and selected issues related to the integration of concentrating thermal solar power (CSP) and photovoltaics PV technologies into the electric grid. A review of methodologies for calculating the levelized energy cost of capital-intensive technologies is presented, along with sensitivity tests illustrating how the cost of a solar plant would vary depending on financing assumptions. An analysis of the integration of a hybrid concentrating thermal solar power (CSP) system into the electric system is conducted. Finally a failure statistics analysis for PV plants illustrates the central role of solar irradiance uncertainty in determining PV grid integration characteristics.

    The invention relates to a solar energy collector comprising solar energy absorbing material within chamber having a transparent wall, solar energy being transmitted through the transparent wall, and efficiently absorbed by the absorbing material, for transfer to a heat transfer fluid. The solar energy absorbing material, of generally foraminous nature, absorbs and transmits the solar energy with improved efficiency.

  20. Report on the analysis of field data relating to the reliability of solar hot water systems.

    Utilities are overseeing the installations of thousand of solar hot water (SHW) systems. Utility planners have begun to ask for quantitative measures of the expected lifetimes of these systems so that they can properly forecast their loads. This report, which augments a 2009 reliability analysis effort by Sandia National Laboratories (SNL), addresses this need. Additional reliability data have been collected, added to the existing database, and analyzed. The results are presented. Additionally, formal reliability theory is described, including the bathtub curve, which is the most common model to characterize the lifetime reliability character of systems, and for predicting failures in the field. Reliability theory is used to assess the SNL reliability database. This assessment shows that the database is heavily weighted with data that describe the reliability of SHW systems early in their lives, during the warranty period. But it contains few measured data to describe the ends of SHW systems lives. End-of-life data are the most critical ones to define sufficiently the reliability of SHW systems in order to answer the questions that the utilities pose. Several ideas are presented for collecting the required data, including photometric analysis of aerial photographs of installed collectors, statistical and neural network analysis of energy bills from solar homes, and the development of simple algorithms to allow conventional SHW controllers to announce system failures and record the details of the event, similar to how aircraft black box recorders perform. Some information is also presented about public expectations for the longevity of a SHW system, information that is useful in developing reliability goals.

    Priorities for basic research important to the future developments of solar energy are idenified, described, and recommended. SERI surveyed more than 120 leading scientists who were engaged in or knowledgeable of solar-related research. The result is an amalgam of national scientific opinion representing the views of key researchers in relevant disciplines and of SERI staff members. The scientific disciplines included in the report are: chemistry, biology, materials sciences, engineering and mathematics, and the social and behavioral sciences. Each discipline is subdivided into two to five topical areas-and, within each topical area, research needs are described and ranked according to the priorities suggested in the survey. Three categories of priority were established: crucial, important, and needed. A narrative accompanying the description of research needs in each topical area discusses the importance of research in the area for solar energy development and presents the bases for the priority rankings recommended.

    Several aspects of inflationary cosmologies are discussed. An introduction to the standard hot big bang cosmological model is reviewed, and some of the problems associated with it are presented. A short review of the proposals for solving the cosmological conundrums of the big bang model is presented. Old and the new inflationary scenarios are discussed and shown to be unacceptable. Some alternative scenarios especially those using supersymmetry are reviewed briefly. A study is given of inflationary models where the same set of fields that breaks supersymmetry is also responsible for inflation. In these models, the scale of supersymmetry breaking is related to the slope of the potential near the origin and can thus be kept low. It is found that a supersymmetry breaking scale of the order of the weak breaking scale. The cosmology obtained from the simplest of such models is discussed in detail and it is shown that there are no particular problems except a low reheating temperature and a violation of the thermal constraint. A possible solution to the thermal constraint problem is given by introducing a second field, and the role played by this second field in the scenario is discussed. An alternative mechanism for the generation of baryon number within the framework of supergravity inflationary models is studied using the gravitational couplings of the heavy fields with the hidden sector (the sector which breaks supersymmetry). This mechanism is applied to two specific models - one with and one without supersymmetry breaking. The baryon to entropy ratio is found to be dependent on parameters which are model dependent. Finally, the effect of direct coupling between the two sectors on results is related, 88 refs., 6 figs.

    A solar roof is disclosed for providing air heated by solar energy to the interior of a prefabricated building of the type having a relatively low pitched roof structure formed by a plurality of interlocking ribbed roof panels. A solar radiation transmissive glazing is attached between the roof panel ribs or other support members to form air passageways. A duct-like inlet plenum communicates with the inlet of each passageway for selectively directing air from inside or outside of the building passageways. A duct-like exhaust plenum communicates with the outlet of each passageway for directing heated air to the building interior. The roof surface may be provided with a darkened coating to increase the absorptivity of the surface and increase the collecting efficiency. The glazing material may be thin flexible solar radiation transmissive sheets or relatively rigid panels of solar radiation transmissive material. The solar roof may be retrofitted to an existing roof structure to provide supplemental solar heating capability.

    Portable solar heater structure is described. A substantially rectangular frame has a back with openings therethrough for permitting air to be drawn into the solar heater. A layer of insulating materials is in contact with the back. A plurality of cupshaped solar collectors open toward the front of the solar heater structure are positioned adjacent the insulating material. A cover is over the front of the solar heater having openings therein adjacent the top thereof through which air heated by the solar heater is passed. A passage is between the openings in the back and cover of the solar heater through which relatively cool air is drawn through the openings in the back over the collectors to be heated for subsequent withdrawal through the openings in the cover.

    We studied the effect of the perturbation of the meridional flow in the activity belts detected by local helioseismology on the development and strength of the surface magnetic field at the polar caps. We carried out simulations of synthetic solar cycles with a flux transport model, which follows the cyclic evolution of the surface field determined by flux emergence and advective transport by near-surface flows. In each hemisphere, an axisymmetric band of latitudinal flows converging toward the central latitude of the activity belt was superposed onto the background poleward meridional flow. The overall effect of the flow perturbation is to reduce the latitudinal separation of the magnetic polarities of a bipolar magnetic region and thus diminish its contribution to the polar field. As a result, the polar field maximum reached around cycle activity minimum is weakened by the presence of the meridional flow perturbation. For a flow perturbation consistent with helioseismic observations, the polar field is reduced by about 18% compared to the case without inflows. If the amplitude of the flow perturbation depends on the cycle strength, its effect on the polar field provides a nonlinearity that could contribute to limiting the amplitude of a Babcock-Leighton type dynamo.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    A solar heating panel arrangement and method are disclosed wherein a plurality of spherical lenses transmit and focus solar radiation onto the upper surface of a fluid passage for various relative positions of the sun. The upper surface of the passage is in heat transfer proximity to the fluid therein, causing solar radiation focused thereon to be transferred to the fluid in the form of heat. Solar radiation not directly incident on the lenses may be reflected onto them to increase the amount of solar energy available for transfer to the fluid. A supplementary insulating flow of fluid may also be provided above the passage to absorb heat passing upwardly therefrom and retain the heat within the system.

    This document is a final report that summarizes the research findings and research activities supported by the subcontract DOE-LANL-9-XG8-3931P-1 between the University of Illinois (D. S. Stewart Principal Investigator) and the University of California (Los Alamos National Laboratory, M-Division). The main focus of the work has been on investigations of Detonation Shock Dynamics. A second emphasis has been on modeling compaction of energetic materials and deflagration to detonation in those materials. The work has led to a number of extensions of the theory of Detonation Shock Dynamics (DSD) and its application as an engineering design method for high explosive systems. The work also enhanced the hydrocode capabilities of researchers in M-Division by modifications to CAVEAT, an existing Los Alamos hydrocode. Linear stability studies of detonation flows were carried out for the purpose of code verification. This work also broadened the existing theory for detonation. The work in this contract has led to the development of one-phase models for dynamic compaction of porous energetic materials and laid the groundwork for subsequent studies. Some work that modeled the discrete heterogeneous behavior of propellant beds was also performed. The contract supported the efforts of D. S. Stewart and a Postdoctoral student H. I. Lee at the University of Illinois.

    This report identifies, describes, and recommends priorities for basic research important to the future development of solar energy. In response to a request from the US Department of Energy, SERI surveyed more than 120 leading scientists who were engaged in or knowledgeable of solar-related research. SERI scientists relied heavily on the opinions of scientists polled, but weighted their own recommendations and opinions equally. The result is an amalgam of national scientific opinion representing the views of key researchers in relevant disciplines and of SERI staff members. The Scientific disciplines included in the report are: chemistry, biology, materials sciences, engineering and mathematics, and the social and behavioral sciences. Each discipline is subdivided into two to five topical areas and, wintin each topical area, research needs are described and ranked according to the priorities suggested in the survey. Three categories of priority were established: Crucial, important, and needed. A narrative accompanying the descripton of research needs in each topical area discusses the importance of research in the area for solar energy development and presents the bases for the priority rankings recommended.

    Along with temperature and density, the elemental abundance is a basic parameter required by astronomers to understand and model any physical system. The abundances of the solar corona are known to differ from those of the solar photosphere via a mechanism related to the first ionization potential of the element, but the normalization of these values with respect to hydrogen is challenging. Here, we show that the values used by solar physicists for over a decade and currently referred to as the 'coronal abundances' do not agree with the data themselves. As a result, recent analysis and interpretation of solar data involving coronal abundances may need to be revised. We use observations from coronal spectroscopy, the solar wind, and solar energetic particles as well as the latest abundances of the solar photosphere to establish a new set of abundances that reflect our current understanding of the coronal plasma.

The workshop was held at the facilities of the Solar Energy Institute. This proceeding is the record of that workshop containing all the summary papers submitted by the speakers as well as the rapporteur reports summarizing the presentations and the discussion. Papers were submitted in the following areas: water treatment, waste treatment, materials processing and synthesis, solar pumping of lasers, photochemical synthesis, fuel processing and thermochemical/photochemical cycles, and advanced research topics.

By creating business models that recognize and create value for multiple stakeholders, this project aimed to considerably increase the potential size of the U.S. solar market, creating a positive feedback cycle of enabling scale and accelerating PV cost reductions.

    This fact sheet describes an integrated solar thermochemical reaction system project awarded under the DOE's 2012 SunShot Concentrating Solar Power R&D award program. The team, led by the Pacific Northwest National Laboratory, is working to develop and demonstrate a high-performance solar thermochemical reaction system in an end-to-end demonstration that produces electricity. A highly efficient solar thermochemical reaction system would allow for 24-hour operation without the need for storage technology, and reductions in total system costs while providing a relatively low-risk deployment option for CSP systems.

    A solar energy collector has improved absorptance and emissivity levels comprising: (1) a silver-copper oxide-rhodium oxide solar absorption film, (2) a cerium oxide interlayer and a substrate of quartz, silica glass or metal. The cerium oxide interlayer minimizes agglomeration of the metal particles, maintains a relatively low thermal emittance and improves overall stability.

    This project provides an easy-to-use, menu-driven, software tool for designing hybrid solar-geothermal heat pump systems (GHP) for both heating- and cooling-dominated buildings. No such design tool currently exists. In heating-dominated buildings, the design approach takes advantage of glazed solar collectors to effectively balance the annual thermal loads on the ground with renewable solar energy. In cooling-dominated climates, the design approach takes advantage of relatively low-cost, unglazed solar collectors as the heat rejecting component. The primarymore » benefit of hybrid GHPs is the reduced initial cost of the ground heat exchanger (GHX). Furthermore, solar thermal collectors can be used to balance the ground loads over the annual cycle, thus making the GHX fully sustainable; in heating-dominated buildings, the hybrid energy source (i.e., solar) is renewable, in contrast to a typical fossil fuel boiler or electric resistance as the hybrid component; in cooling-dominated buildings, use of unglazed solar collectors as a heat rejecter allows for passive heat rejection, in contrast to a cooling tower that consumes a significant amount of energy to operate, and hybrid GHPs can expand the market by allowing reduced GHX footprint in both heating- and cooling-dominated climates. The design tool allows for the straight-forward design of innovative GHP systems that currently pose a significant design challenge. The project lays the foundations for proper and reliable design of hybrid GHP systems, overcoming a series of difficult and cumbersome steps without the use of a system simulation approach, and without an automated optimization scheme. As new technologies and design concepts emerge, sophisticated design tools and methodologies must accompany them and be made usable for practitioners.     The DOE grant, “An Integrated Partnership to Create and Lead the Solar Codes and Standards Working Group,” to New Mexico State University created the Solar America Board for Codes and Standards (Solar ABCs). From 2007 – 2013 with funding from this grant, Solar ABCs identified current issues, established a dialogue among key stakeholders, and catalyzed appropriate activities to support the development of codes and standards that facilitated the installation of high quality, safe photovoltaic systems. Solar ABCs brought the following resources to the PV stakeholder community; Formal coordination in the planning or revision of interrelated codes and standards removing “stove pipes” that have only roofing experts working on roofing codes, PV experts on PV codes, fire enforcement experts working on fire codes, etc.; A conduit through which all interested stakeholders were able to see the steps being taken in the development or modification of codes and standards and participate directly in the processes; A central clearing house for new documents, standards, proposed standards, analytical studies, and recommendations of best practices available to the PV community; A forum of experts that invites and welcomes all interested parties into the process of performing studies, evaluating results, and building consensus on standards and code-related topics that affect all aspects of the market; and A biennial gap analysis to formally survey the PV community to identify needs that are unmet and inhibiting the market and necessary technical developments.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The prospect of studying the solar energy generation process directly by observing the solar neutrino radiation has been discussed for many years. The main difficulty with this approach is that the sun emits predominantly low energy neutrinos, and detectors for observing low fluxes of low energy neutrinos have not been developed. However, experimental techniques have been developed for observing neutrinos, and one can foresee that in the near future these techniques will be improved sufficiently in sensitivity to observe solar neutrinos. At the present several experiments are being designed and hopefully will be operating in the next year or so. We will discuss an experiment based upon a neutrino capture reaction that is the inverse of the electron-capture radioactive decay of argon-37. The method depends upon exposing a large volume of a chlorine compound, removing the radioactive argon-37 and observing the characteristic decay in a small low-level counter.

    The deliberations, conclusions, and recommendations of six panels asked to provide advice to the Department of Energy on the subject of solar energy are detailed. Approximately 60 invited panelists and 120 observers met in three panels devoted to Solar Energy and Cities and three panels on Solar Energy and Employment. The day-and-one-half meeting occurred at the Department of Energy's Forrestal Building headquarters in Washington, DC, on 23 and 24 October 1979. Introductory speeches by seven experts, excerpts from the succeeding two half-days of discussion, the final reports for the panel chairpersons, and subsequent discussion and questioning are included. Approximately 125 findings and recommendations were developed by the six panels covering a wide variety of topics. Major recurring themes were recommendations for increased funding, federal program improvement, conservation, outreach programs, small business funding, and solar training programs. Detailed responses from the Department of Energy have been prepared for all recommendations and are contained in a companion volume.

    The Solar Training and Education for Professionals (STEP) funding program will tackle soft costs by addressing gaps in solar training and energy education, both within the solar workforce and in professions that play a crucial role in solar deployment. First, it will support coordination among the Solar Instructor Training Network (SITN), military bases, and the solar industry. This will ensure that solar instructors are well connected to solar employers, the SITN materials are up-to-date, and veterans are connected to solar training institutions. Second, it will establish new credentials in solar operations and maintenance, and mid-scale installations. Third, this funding program will enable solar training and education for professionals in indirect and related fields such as real estate, finance, insurance, fire and code enforcement, and state regulations. Finally, it will support the expansion of the Grid Engineering for Accelerated Renewable Energy Deployment (GEARED) initiative.

    Two topics are addressed, the interactions of neutrinos during a type II supernova and the effect of current eddies on solar neutrino oscillations. The supernova discussion focuses on the nucleosynthesis that accompanies inelastic neutral current interactions of neutrinos in the mantle of a collapsing star, and on the effect of neutrino down-scattering'' and preheating on the explosion mechanism. The second half of the talk deals with the influence of solar turbulence (or density fluctuations) on the neutrino effective mass and the possibility that a time-varying neutrino flux could result.     The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    In recent years, more and more attention has been paid on the application potential of solar cooling for buildings. Due to the fact that the efficiency of solar collectors is generally low at the time being, the effectiveness of solar cooling would be closely related to the availability of solar irradiation, climatic conditions and geographical location of a place. In this paper, five types of solar cooling systems were involved in a comparative study for subtropical city, which is commonly featured with long hot and humid summer. The solar cooling systems included the solar electric compression refrigeration, solar mechanical compression refrigeration, solar absorption refrigeration, solar adsorption refrigeration and solar solid desiccant cooling. Component-based simulation models of these systems were developed, and their performances were evaluated throughout a year. The key performance indicators are solar fraction, coefficient of performance, solar thermal gain, and primary energy consumption. In addition, different installation strategies and types of solar collectors were compared for each kind of solar cooling system. Through this comparative study, it was found that solar electric compression refrigeration and solar absorption refrigeration had the highest energy saving potential in the subtropical Hong Kong. The former is to make use of the solar electric gain, while the latter is to adopt the solar thermal gain. These two solar cooling systems would have even better performances through the continual advancement of the solar collectors. It will provide a promising application potential of solar cooling for buildings in the subtropical region. (author)

    Financial innovations—independent of technology-cost improvements—could cut the cost of solar energy to customers and businesses by 30%–60% (see Feldman and Bolinger 2016). Financing is critical to solar deployment, because the costs of solar technologies are paid up front, while their benefits are realized over decades. Solar financing has been shaped by the government incentives designed to accelerate solar deployment. This is particularly true for federal tax incentives, which have spawned complex tax-equity structures that monetize tax benefits for project sponsors who otherwise could not use them efficiently. Although these structures have helped expand solar deployment, they are relatively costly and inefficient. This has spurred solar stakeholders to develop lower-cost financing solutions such as securitization of solar project portfolios, solar-specific loan products, and methods for incorporating residential PV’s value into home values. To move solar further toward an unsubsidized SunShot future, additional financial innovation must occur. Development of a larger, more mature U.S. solar industry will likely increase financial transparency and investor confidence, which in turn will enable simpler, lower-cost financing methods. Utility-scale solar might be financed more like conventional generation assets are today, non-residential solar might be financed more like a new roof, and residential solar might be financed more like an expensive appliance. Assuming a constant, SunShot-level installed PV system price, such financing innovations could reduce PV’s LCOE by an estimated 30%–60% (depending on the sector) compared with historical financing approaches.

  17. Additional EIPC Study Analysis: Interim Report on High Priority Topics

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    An International Meeting on Stability of Amorphous Silicon Materials and Solar Cells was held in Denver, CO on February 20--22, 1991. The main objectives of the meeting were to bring to light-and stimulate discussion on-recent advances in (1) understanding the underlying mechanisms of light-induced instability and (2) engineering approaches to stable solar cells. Several of the experimental and theoretical papers presented here, particularly those regarding low-hydrogen-content materials, give cause for optimism that the performance may finally be yielding to worldwide concerted efforts to understand and mitigate it. The four main topics discussed are modeling metastability, experimental data and model verification, materials studies, and solar cell studies.

    The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

    In February 2011 the US Department of Energy announced their new Sunshot Initiative. The Sunshot goal is to reduce the total cost of solar energy systems by about 75 percent before the end of the decade. The DOE estimated that a total installed cost of $$1 per watt for photovoltaic systems would be equivalent to 5-6¢/kilowatt hour (kWh) for energy available from the grid. The DOE also estimated that to meet the $1 per watt goal, PV module costs would need to be reduced to $ .50 per watt, balance of systems costs would need to be reduced to $.40 per watt, and power electronic costs would need to reach $.10 per watt. To address the BOS balance of systems cost component of the $1 per watt goal, the DOE announced a funding opportunity called (BOS-X) Extreme Balance of System Hardware Cost Reductions. The DOE identified eight areas within the total BOS costs: 1) installation labor, 2) installation materials, 3) installation overhead and profit, 4) tracker, 5) permitting and commissioning, 6) site preparation, 7) land acquisition, 8) sales tax. The BOS-X funding announcement requested applications in four specific topics;Topic 1: Transformational Building Integrated Photovoltaic (BIPV) Modules; Topic 2: Roof and Ground Mount Innovations; Topic 3: Transformational Photovoltaic System Designs; and Topic 4: Development of New Wind Load Codes for PV Systems.The application submitted by ARaymond Tinnerman reflected the requirements listed in Topic #2, Roof and Ground Mount Innovations. The goal of topic #2 was to develop technologies that would result in the extreme reduction of material and labor costs associated with applications that require physical connections and attachments to roof and ground mount structures. The topics researched in this project included component cost reduction, labor reduction, weight reduction, wiring innovations, and alternative material utilization.     Embodiments described herein relate to a method of producing energy from concentrated solar flux. The method includes dropping granular solid particles through a solar flux receiver configured to transfer energy from concentrated solar flux incident on the solar flux receiver to the granular solid particles as heat. The method also includes fluidizing the granular solid particles from the solar flux receiver to produce a gas-solid fluid. The gas-solid fluid is passed through a heat exchanger to transfer heat from the solid particles in the gas-solid fluid to a working fluid. The granular solid particles are extracted from the gas-solid fluid such that the granular solid particles can be dropped through the solar flux receiver again.

    A solar collector panel and method of making same are disclosed. The solar collector panel has four layers of fiberglass mat which are each saturated with a catalyzed liquiform resin. Between the first two layers, unimpregnated kraft honeycomb paper having an open cellular structure is placed so as to form a resinated honeycomb core between these first two layers. A black gel coat is sprayed onto the second layer of resin-saturated fiberglass mat and a plurality of copper tubes are then placed onto the black gel coat so as to be bonded in heat-transfer relation thereto. The third layer of resin-saturated fiberglass mat is draped over the copper tubes so as to insulate them. A second layer of kraft honeycomb paper is then placed between the third and forth layers of resin-saturated fiberglass mat, and a clear gel coat mixed with an ultraviolet inhibitor solution is rolled out over the top of the solar collector panel to partially screen out ultraviolet rays.

    By using single-point measurements in space physics it is possible to study a phenomenon only as a function of time. This means that we cannot have direct access to information about spatial variations of a measured quantity. However, the investigation of the properties of turbulence and of related phenomena in the solar wind widely makes use of an approximation frequently adopted in hydrodynamics under certain conditions, the so-called Taylor hypothesis; indeed, the solar wind flow has a bulk velocity along the radial direction which is much higher than the velocity of a single turbulent eddy embedded in the main flow. This implies that the time of evolution of the turbulent features is longer than the transit time of the flow through the spacecraft position, so that the turbulent field can be considered frozen into the solar wind flow. This assumption allows one to easily associate time variations with spatial variations and stationarity to homogeneity. We have investigated, applying criteria for weak stationarity to Ulysses magnetic field data in different solar wind regimes, at which timescale and under which conditions the hypothesis of stationarity, and then of homogeneity, of turbulence in the solar wind is well justified. We extend the conclusions of previous studies by Matthaeus and Goldstein to different parameter ranges in the solar wind. We conclude that the stationarity assumption in the inertial range of turbulence on timescales of 10 minutes to 1 day is reasonably satisfied in fast and uniform solar wind flows, but that in mixed, interacting fast, and slow solar wind streams the assumption is frequently only marginally valid.

  16. Solar neutrino experiments: An update

    The situation in solar neutrino physics has changed drastically in the past few years, so that now there are four neutrino experiments in operation, using different methods to look at different regions of the solar neutrino energy spectrum. These experiments are the radiochemical {sup 37}Cl Homestake detector, the realtime Kamiokande detector, and the different forms of radiochemical {sup 71}Ga detectors used in the GALLEX and SAGE projects. It is noteworthy that all of these experiments report a deficit of observed neutrinos relative to the predictions of standard solar models (although in the case of the gallium detectors, the statistical errors are still relatively large). This paper reviews the basic principles of operation of these neutrino detectors, reports their latest results and discusses some theoretical interpretations. The progress of three realtime neutrino detectors that are currently under construction, SuperKamiok, SNO and Borexino, is also discussed.

    The Department of Energy, Golden Field Office, awarded a grant to the UNLV Research Foundation (UNLVRF) on August 1, 2005 to develop a solar and renewable energy information center. The Solar Technology Center (STC) is to be developed in two phases, with Phase I consisting of all activities necessary to determine feasibility of the project, including design and engineering, identification of land access issues and permitting necessary to determine project viability without permanently disturbing the project site, and completion of a National Environmental Policy Act (NEPA) Environmental Assessment. Phase II is the installation of infrastructure and related structures, which leads to commencement of operations of the STC. The STC is located in the Boulder City designated 3,000-acre Eldorado Valley Energy Zone, approximately 15 miles southwest of downtown Boulder City and fronting on Eldorado Valley Drive. The 33-acre vacant parcel has been leased to the Nevada Test Site Development Corporation (NTSDC) by Boulder City to accommodate a planned facility that will be synergistic with present and planned energy projects in the Zone. The parcel will be developed by the UNLVRF. The NTSDC is the economic development arm of the UNLVRF. UNLVRF will be the entity responsible for overseeing the lease and the development project to assure compliance with the lease stipulations established by Boulder City. The STC will be operated and maintained by University of Nevada, Las Vegas (UNLV) and its Center for Energy Research (UNLV-CER). Land parcels in the Eldorado Valley Energy Zone near the 33-acre lease are committed to the construction and operation of an electrical grid connected solar energy production facility. Other projects supporting renewable and solar technologies have been developed within the energy zone, with several more developments in the horizon.

  20. Heat Pipe Solar Receiver Development Activities at Sandia National Laboratories

    Over the past decade, Sandia National Laboratories has been involved in the development of receivers to transfer energy from the focus of a parabolic dish concentrator to the heater tubes of a Stirling engine. Through the isothermal evaporation and condensation of sodium. a heat-pipe receiver can efficiently transfer energy to an engine's working fluid and compensate for irregularities in the flux distribution that is delivered by the concentrator. The operation of the heat pipe is completely passive because the liquid sodium is distributed over the solar-heated surface by capillary pumping provided by a wick structure. Tests have shown that using a heat pipe can boost the system performance by twenty percent when compared to directly illuminating the engine heater tubes. Designing heat pipe solar receivers has presented several challenges. The relatively large area ({approximately}0.2 m{sup 2}) of the receiver surface makes it difficult to design a wick that can continuously provide liquid sodium to all regions of the heated surface. Selecting a wick structure with smaller pores will improve capillary pumping capabilities of the wick, but the small pores will restrict the flow of liquid and generate high pressure drops. Selecting a wick that is comprised of very tine filaments can increase the permeability of the wick and thereby reduce flow losses, however, the fine wick structure is more susceptible to corrosion and mechanical damage. This paper provides a comprehensive review of the issues encountered in the design of heat pipe solar receivers and solutions to problems that have arisen. Topics include: flow characterization in the receiver, the design of wick systems. the minimization of corrosion and dissolution of metals in sodium systems. and the prevention of mechanical failure in high porosity wick structures.
