    The ATM Link Delay Simulator (LDS) adds propagation delay to the ATM link on which it is installed, to allow control of link propagation delay in network protocol experiments simulating an adjustable piece of optical fiber. Our LDS simulates a delay of between 1.5 and 500 milliseconds and is built with commodity PC hardware, only the ATM network interface card is not generally available. Our implementation is special in that it preserves the exact spacing of ATM data cells a feature that requires sustained high performance. Our implementation shows that applications demanding sustained high performance are possible on commodity PC hardware. This illustrates the promise that PC hardware has for adaptability to demanding specialized testing of high speed network.

    The challenges facing the Department of Homeland Security (DHS) require not only multi-dimensional, but also multi-scale data analysis. In particular, the ability to seamlessly move from summary information, such as trends, into detailed analysis of individual entities, while critical for law enforcement, typically requires manually transferring information among multiple tools. Such time-consuming and error prone processes significantly hamper the analysts' ability to quickly explore data and identify threats. As part of a DHS Science and Technology effort, we have been developing and deploying for Immigration and Customs Enforcement the CubeLink system integrating information between relational data cubes and link analytical semantic graphs. In this paper we describe CubeLink in terms of the underlying components, their integration, and the formal mapping from multidimensional data analysis into link analysis. In so doing, we provide a formal basis for one particular form of automatic schema-ontology mapping from OLAP data cubes to semantic graphs databases, and point the way towards future ``intelligent'' OLAP data cubes equipped with meta-data about their dimensional typing.

    In response to the post-Cold War environment and the changes in the U. S. Department of Energy defense mission, many former nuclear operations are being permanently shut down. These operations include facilities where nuclear materials production, processing, and weapons manufacturing have occurred in support of the nation`s defense industry. Since defense-related operations have ceased, many of the classification and sensitive information concerns do not exist. However, nuclear materials found at these sites are of interest to the DOE from environmental, safety and health, and materials management perspectives. Since these facilities played a role in defense activities, the nuclear materials found at these facilities are considered special nuclear materials, primarily highly enriched uranium and/or plutonium. Consequently, these materials pose significant diversion, theft, and sabotage threats, and significant nuclear security issues exist that must be addressed. This paper focuses on the nuclear materials protection issues associated with facility decommissioning and decontamination, primarily safeguards.

In 2003, the Department continued ongoing activities to resolve issues identified by the Board in formal recommendations and correspondence, staff issue reports pertaining to Department facilities, and public meetings and briefings. Additionally, the Department is implementing several key safety initiatives to address and prevent safety issues: safety culture and review of the Columbia accident investigation; risk reduction through stabilization of excess nuclear materials; the Facility Representative Program; independent oversight and performance assurance; the Federal Technical Capability Program (FTCP); executive safety initiatives; and quality assurance activities. The following summarizes the key activities addressed in this Annual Report.

    Chillers are a significant component of large facility energy use. The focus of much of the development of chilled water systems in recent years has been on optimization of set point and staging controls, improvements in chiller design to increase efficiency and accommodate chlorofluorocarbon (CFC) refrigerant replacements. Other improvements have been made by upgrading controls to the latest digital technologies, improving access and monitoring via communications and sophisticated liquid crystal displays (LCD), more robust fault diagnostics and operating and maintenance information logging. Advances have also been made in how chiller plant systems are designed and operated, and in the diversity of chiller products that are available to support innovative approaches. As in many industries, these improvements have been facilitated by advances in, and lower costs for, enabling technologies, such as refrigerants, compressor design, electronics for controls and variable frequency drives (VFD). Along with the improvements in electronics one would expect that advances have also been made in the functionality of unit controls included with chillers. Originally, the primary purpose of this project was to investigate the state of practice of chiller unit controllers in terms of their energy saving capabilities. However, early in the study it was discovered that advances in this area did not include incorporation of significantly different capabilities than had existed 10-15 years ago. Thus the scope has been modified to provide an overview of some of the basic controls-related energy saving strategies that are currently available along with guideline estimates of their potential and applicability. We have minimized consideration of strategies that could be primarily implemented via design practices such as chiller selection and plant design, and those that can only be implemented by a building management system (BMS).     This is the ninth Annual Report to the Congress describing Department of Energy (Department) activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board (Board). The Board, an independent executive-branch agency established in 1988, provides advice and recommendations to the Secretary of energy regarding public health and safety issues at the Department`s defense nuclear facilities. The Board also reviews and evaluates the content and implementation of health and safety standards, as well as other requirements, relating to the design, construction, operation, and decommissioning of the Department`s defense nuclear facilities. The locations of the major Department facilities are provided. During 1998, Departmental activities resulted in the proposed closure of one Board recommendation. In addition, the Department has completed all implementation plan milestones associated with four other Board recommendations. Two new Board recommendations were received and accepted by the Department in 1998, and two new implementation plans are being developed to address these recommendations. The Department has also made significant progress with a number of broad-based initiatives to improve safety. These include expanded implementation of integrated safety management at field sites, a renewed effort to increase the technical capabilities of the federal workforce, and a revised plan for stabilizing excess nuclear materials to achieve significant risk reduction.

    The United States Department of Energy (DOE) has declared that all Hanford plutonium production- and operations-related information generated between 1944 and 1972 is declassified. Any documents found and deemed useful for meeting Hanford Environmental Dose Reconstruction (HEDR) objectives may be declassified with or without deletions in accordance with DOE guidance by Authorized Derivative Declassifiers. The September 1992, letter report, Declassifications Requested by the Technical Steering Panel of Hanford Documents Produced 1944--1960, (PNWD-2024 HEDR UC-707), provides an important milestone toward achieving a complete listing of documents that may be useful to the HEDR Project. The attached listing of approximately 7,000 currently classified Hanford-originated documents relative to Hanford Production Facilities Operations between 1961 and 1972 fulfills TSP Directive 89-3. This list does not include such titles as the Irradiation Processing Department, Chemical Processing Department, and Hanford Laboratory Operations monthly reports generated after 1960 which have been previously declassified with minor deletions and made publicly available. Also Kaiser Engineers Hanford (KEH) Document Control determined that no KEH documents generated between January 1, 1961 and December 31, 1972 are currently classified. Titles which address work for others have not been included because Hanford Site contractors currently having custodial responsibility for these documents do not have the authority to determine whether other than their own staff have on file an appropriate need-to-know. Furthermore, these documents do not normally contain information relative to Hanford Site operations.

    This report describes research on accelerated aging and diagnostic testing of cross-linked polyethylene (XLPE) insulation and an earlier test program on ethylene propylene rubber (EPR) cables. The XLPE research subjected cable specimens to accelerated cable life tests (ACLTs) and assessed the specimens with six nondestructive electrical tests and two destructive tests. The EPR program subjected EPR insulation to a similar accelerated aging protocol but focused on breakdown voltage to assess aging. Objectives ? To correlate advanced diagnostic test data with time-to-failure data as a means of determining the value of each diagnostic test for cable condition assessment and future life predictions (XLPE program) ?     This is the third in a series of seven volumes which constitute a guide to records of the Rocky Flats Plant useful for conducting health-related research. The primary purpose of Volume M is to describe record series pertaining to facilities and equipment at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of facilities and equipment practices at Rocky Flats, and identifies organizations contributing to facilities and equipment policies and activities. Other topics include the scope and arrangement of this volume and the organization to contact for access to these records. Comprehensive introductory and background information is available in Volume I. Other volumes in the guide pertain to administrative and general subjects, production and materials handling, workplace and environmental monitoring, employee health, and waste management. In addition, HAI has produced a subject-specific guide, titled The September 1957 Rocky Flats Fire: A Guide to Record Series of the Department of Energy and Its Contractors, which researchers should consult for further information about records related to this incident.

    This Annual Report to the Congress describes the Department of Energy's activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board. During 2000, the Department completed its implementation and proposed closure of one Board recommendation and completed all implementation plan milestones associated with two additional Board recommendations. Also in 2000, the Department formally accepted two new Board recommendations and developed implementation plans in response to those recommendations. The Department also made significant progress with a number of broad-based safety initiatives. These include initial implementation of integrated safety management at field sites and within headquarters program offices, issuance of a nuclear safety rule, and continued progress on stabilizing excess nuclear materials to achieve significant risk reduction.

    This document discusses the potential of the Climax pluton, at the Nevada Test Site, as the host for a granite mechanics test facility related to the geologic disposal of high-level nuclear waste. The Climax granitic pluton has been the site of three nuclear weapons effects tests: Hard Hat, Tiny Tot, and Piledriver. Geologic exploration and mapping of the granite body were performed at the occasion of these tests. Currently, it is the site Spent Fuel Test (SFT-C) conducted in the vicinity of and at the same depth as that of the Piledriver drifts. Significant exploration, mapping, and rock mechanics work have been performed and continue at this Piledriver level - the 1400 (ft) level - in the context of SFT-C. Based on our technical discussions, and on the review of the significant geological and rock mechanics work already achieved in the Climax pluton, based also on the ongoing work and the existing access and support, it is concluded that the Climax site offers great opportunities for a rock mechanics test facility. It is not claimed, however, that Climax is the only possible site or the best possible site, since no case has been made for another granite test facility in the United States. 12 figures, 3 tables.

    The Oregon State University (OSU) High Temperature Test Facility (HTTF) is an integral experimental facility that will be constructed on the OSU campus in Corvallis, Oregon. The HTTF project was initiated, by the U.S. Nuclear Regulatory Commission (NRC), on September 5, 2008 as Task 4 of the 5 year High Temperature Gas Reactor Cooperative Agreement via NRC Contract 04-08-138. Until August, 2010, when a DOE contract was initiated to fund additional capabilities for the HTTF project, all of the funding support for the HTTF was provided by the NRC via their cooperative agreement. The U.S. Department of Energy (DOE) began their involvement with the HTTF project in late 2009 via the Next Generation Nuclear Plant project. Because the NRC interests in HTTF experiments were only centered on the depressurized conduction cooldown (DCC) scenario, NGNP involvement focused on expanding the experimental envelope of the HTTF to include steady-state operations and also the pressurized conduction cooldown (PCC). Since DOE has incorporated the HTTF as an ingredient in the NGNP thermal-fluids validation program, several important outcomes should be noted: 1. The reference prismatic reactor design, that serves as the basis for scaling the HTTF, became the modular high temperature gas-cooled reactor (MHTGR). The MHTGR has also been chosen as the reference design for all of the other NGNP thermal-fluid experiments. 2. The NGNP validation matrix is being planned using the same scaling strategy that has been implemented to design the HTTF, i.e., the hierarchical two-tiered scaling methodology developed by Zuber in 1991. Using this approach a preliminary validation matrix has been designed that integrates the HTTF experiments with the other experiments planned for the NGNP thermal-fluids verification and validation project. 3. Initial analyses showed that the inherent power capability of the OSU infrastructure, which only allowed a total operational facility power capability of 0.6 MW, is

    The term {open_quotes}facility siting{close_quotes} refers to the spacial relationships between process units, process equipment within units, and the location of buildings relative to process equipment. Facility siting is an important consideration for the safe operation of manufacturing facilities. Paragraph (d) of the Process Safety Management (PSM) rule (29 CFR 1910.119) requires employers to document the codes and standards used for designing process equipment. This documentation includes facility siting. The regulation also requires employers to document that the design of the facility complies with recognized and generally accepted good engineering practices. In addition, paragraph (e) of the PSM regulation requires that facility siting be evaluated during Process Hazard Analyses. Facility siting issues may also need to be considered in emergency planning and response which are required under paragraph (n) of the PSM rule. This paper will demonstrate, by utilizing an example, one technique for evaluating whether buildings could be affected by a catastrophic incident and for determining if these buildings should be included in the PSM programs developed at the facility such as Process Hazard Analysis and Mechanical Integrity. In addition, this example will illustrate a methodology for determining if the buildings are designed and located in accordance with good engineering practice and industry standards.

The mesoporous composites have a high specific surface area (655.7 m{sup 2} g{sup ?1}). The composites exhibited a strong photoluminescence and better biocompatibility. The mechanisms of formation and photoluminescence of sample were discussed. - Abstract: By converting modified silica aerogels to the corresponding silicon/silicon carbide (Si/SiC) without losing its nanostructure, three-dimensional mesoporous (3DM) Si/SiC composites are successfully synthesized via one-step magnesothermic reduction at relative low temperature (650 C). The phase composition and microstructure of the resulting samples are measured by X-ray diffraction (XRD), energy dispersive X-ray spectroscopy (EDX), Raman spectra, scanning electron microscopy (SEM) and transmission electron microscopy (TEM). N{sub 2}-sorption isotherms results show that the products have high BrunauerEmmettTeller (BET) specific surface areas (up to 656 m{sup 2} g{sup ?1}) and narrow pore-size distributions (1.530 nm). The composites exhibit a strong photoluminescence (PL) in blue-green light region (peak centered at 533 nm). We have set out work on the biocompatibility and enhancing PL of samples. As a result of excellent performances of the composites, it can be expected to have significant application in optoelectronics, biosensors, biological tracer and so on.

    The results described in this report are an analysis of nationwide surveys, administered between 2006 and 2015, which measure preferences of US residents concerning the environment and energy sources. The Energy & Environment (EE) survey series is conducted annually by the Center for Energy, Security & Society (CES&S), a joint research collaboration of the University of Oklahoma and Sandia National Laboratories. The annual EE survey series is designed to track evolving public views on nuclear materials management in the US. The 2015 wave of the Energy and Environment survey (EE15) was implemented using a web-based questionnaire, and was completed by 2,021 respondents using an Internet sample that matches the characteristics of the adult US population as estimated in the US Census. A special focus of the EE15 survey is how survey respondents understand and evaluate “consent” in the context of the storage and transportation of spent nuclear fuel (SNF). This report presents an overview of key results from analyses of questions related to consent-based siting and other elements of the nuclear energy fuel cycle.

    This Guide provides information on facilities at US Department of Energy (DOE) and other government laboratories that focus on research and development of energy efficiency and renewable energy technologies. These laboratories have opened these facilities to outside users within the scientific community to encourage cooperation between the laboratories and the private sector. The Guide features two types of facilities: designated user facilities and other research facilities. Designated user facilities are one-of-a-kind DOE facilities that are staffed by personnel with unparalleled expertise and that contain sophisticated equipment. Other research facilities are facilities at DOE and other government laboratories that provide sophisticated equipment, testing areas, or processes that may not be available at private facilities. Each facility listing includes the name and phone number of someone you can call for more information.

    The objective of this calculation is to evaluate the criticality risk in the surface facility for design basis events (DBE) involving Department of Energy (DOE) Spent Nuclear Fuel (SNF) standardized canisters (Civilian Radioactive Waste Management System [CRWMS] Management and Operating Contractor [M&O] 2000a). Since some of the canisters will be stored in the surface facility before they are loaded in the waste package (WP), this calculation supports the demonstration of concept viability related to the Surface Facility environment. The scope of this calculation is limited to the consideration of three DOE SNF fuels, specifically Enrico Fermi SNF, Training Research Isotope General Atomic (TRIGA) SNF, and Mixed Oxide (MOX) Fast Flux Test Facility (FFTF) SNF.

    . Understanding the subtle differences between Tshirege Member cooling units and the nature of the contacts between cooling units is critical to identifying the presence or absence of faults associated with the Pajarito fault system on the Pajarito Plateau. The Los Alamos Seismic Network (LASN) continuously monitors local earthquake activity in the Los Alamos area in support of LANL's Seismic Hazards program. Seismic monitoring of LANL facilities is a requirement of DOE Order 420.1B (Facility Safety). LASN currently consists of nine permanent seismic instrument field stations that telemeter real-time sensitive ground motion data to a central recording facility. Four of these stations are located on LANL property, with three of those within 2.5 miles of TA-63. The other five stations are in remote locations in the Jemez Mountains, Valles Caldera, St Peters Dome, and the Caja del Rio plateau across the Rio Grande from the Los Alamos area. Local earthquakes are defined as those with locations within roughly 100 miles of Los Alamos. Plate 1 shows the current LASN station locations and all local earthquakes recorded from 1973 through 2011. During this time period, LASN has detected and recorded over 850 local earthquakes in north-central New Mexico. Over 650 of these were located within about 50 miles of Los Alamos, and roughly 60 were within 10 miles. The apparent higher density of earthquakes close to Los Alamos, relative to the rest of north-central New Mexico, is due largely to the fact that LASN is a sensitive local seismic network, recording many very small nearby events (magnitude less than 1.0) that are undetectable at greater distances.
