    Methane is a greenhouse gas that oxidizes to form ground-level ozone, itself a greenhouse gas and a health-harmful air pollutant. Reducing methane emissions will both slow anthropogenic climate change and reduce ozone-related mortality. We estimate the benefits of reducing methane emissions anywhere in the world for ozone-related premature mortality globally and for eight geographic regions. Our methods are consistent with those used by the US Government to estimate the social cost of carbon (SCC). We find that the global short- and long-term premature mortality benefits due to reduced ozone production from methane mitigation are (2011) $790 and $1775 per tonnemore » methane, respectively. These correspond to approximately 70 and 150 % of the valuation of methane’s global climate impacts using the SCC after extrapolating from carbon dioxide to methane using global warming potential estimates. Results for monetized benefits are sensitive to a number of factors, particularly the choice of elasticity to income growth used when calculating the value of a statistical life. The benefits increase for emission years further in the future. Regionally, most of the global mortality benefits accrue in Asia, but 10 % accrue in the United States. As a result, this methodology can be used to assess the benefits of methane emission reductions anywhere in the world, including those achieved by national and multinational policies.« less

    The challenges facing the Department of Homeland Security (DHS) require not only multi-dimensional, but also multi-scale data analysis. In particular, the ability to seamlessly move from summary information, such as trends, into detailed analysis of individual entities, while critical for law enforcement, typically requires manually transferring information among multiple tools. Such time-consuming and error prone processes significantly hamper the analysts' ability to quickly explore data and identify threats. As part of a DHS Science and Technology effort, we have been developing and deploying for Immigration and Customs Enforcement the CubeLink system integrating information between relational data cubes and link analytical semantic graphs. In this paper we describe CubeLink in terms of the underlying components, their integration, and the formal mapping from multidimensional data analysis into link analysis. In so doing, we provide a formal basis for one particular form of automatic schema-ontology mapping from OLAP data cubes to semantic graphs databases, and point the way towards future ``intelligent'' OLAP data cubes equipped with meta-data about their dimensional typing.

    This report provides information on the economic, energy, and environmental impacts of inventions supported by the Energy-Related Inventions Program (ERIP) - a technology commercialization program jointly operated by the U.S. Department of Energy (DOE) and the National Institute of Standards and Technology (NIST). It describes the results of the latest in a series of ERIP evaluation projects that have been completed since 1980. The period of interest is 1980 through 1994. The evaluation is based on data collected in 1995 through mail and telephone surveys of 211 program participants, and historical data collected during previous evaluations for an additional 253 participants. As of September 1993, a total of 609 inventions had been recommended to DOE by NIST, which screens all submitted inventions for technical merit, potential for commercial success, and potential energy impact. By the end of 1994, at least 144 (or 24%) of these inventions had entered the market, generating total cumulative sales of $961 million (in 19944). It is estimated that in 1994 ERIP inventors earned royalties of $2.3 million, and over the lifetime of the program, royalties total $28.2 million. With $47.5 million in grants awarded from 1975 through 1994 and $124 million in program appropriations over the same period, ERIP has generated a 20:1 return in terms of sales values to grants, and an 8:1 return in sales versus program appropriations. Further, it is estimated that at least 757 job-years of employment were supported by ERIP technologies in 1994, and that this resulted in a return of approximately $3.4 million in individual income taxes to the U.S. Treasury. Finally, approximately $334 million of energy expenditures were saved in 1994 as a result of the commercial success of five ERIP projects. These energy savings resulted in reduced emissions of 2.1 million metric tons of carbon in 1994 alone.

    This report describes research on accelerated aging and diagnostic testing of cross-linked polyethylene (XLPE) insulation and an earlier test program on ethylene propylene rubber (EPR) cables. The XLPE research subjected cable specimens to accelerated cable life tests (ACLTs) and assessed the specimens with six nondestructive electrical tests and two destructive tests. The EPR program subjected EPR insulation to a similar accelerated aging protocol but focused on breakdown voltage to assess aging. Objectives ? To correlate advanced diagnostic test data with time-to-failure data as a means of determining the value of each diagnostic test for cable condition assessment and future life predictions (XLPE program) ? To perform accelerated aging tests of EPR insulated cables under various controlled conditions of temperature and voltage stress in a wet environment (EPR program) ? To ascertain the relative influence of temperature and voltage stress on aging (EPR program)

    Highlights: Nicaraven mitigated the radiation-induced reduction of c-kit{sup +} stem cells. Nicaraven enhanced the function of hematopoietic stem/progenitor cells. Complex mechanisms involved in the protection of nicaraven to radiation injury. - Abstract: Nicaraven, a hydroxyl radical-specific scavenger has been demonstrated to attenuate radiation injury in hematopoietic stem cells with 5 Gy ?-ray exposures. We explored the effect and related mechanisms of nicaraven for protecting radiation injury induced by sequential exposures to a relatively lower dose ?-ray. C57BL/6 mice were given nicaraven or placebo within 30 min before exposure to 50 mGy ?-ray daily for 30 days in sequences (cumulative dose of 1.5 Gy). Mice were victimized 24 h after the last radiation exposure, and the number, function and oxidative stress of hematopoietic stem cells were quantitatively estimated. We also compared the gene expression in these purified stem cells from mice received nicaraven and placebo treatment. Nicaraven increased the number of c-kit{sup +} stem/progenitor cells in bone marrow and peripheral blood, with a recovery rate around 6090% of age-matched non-irradiated healthy mice. The potency of colony forming from hematopoietic stem/progenitor cells as indicator of function was completely protected with nicaraven treatment. Furthermore, nicaraven treatment changed the expression of many genes associated to DNA repair, inflammatory response, and immunomodulation in c-kit{sup +} stem/progenitor cells. Nicaraven effectively protected against damages of hematopoietic stem/progenitor cells induced by sequential exposures to a relatively low dose radiation, via complex mechanisms.

    Commissioning California's houses can result in better performing systems and houses. In turn, this will result in more efficient use of energy, carbon emission reductions, and improved occupant comfort. In particular, commissioning houses can save a significant amount of HVAC-related energy (15 to 30% in existing houses, 10 to 20% in new conventional houses, and up to 8% in advanced energy efficiency houses). The process that we considered includes corrective measures that could be implemented together during construction or during a single site visit (e.g., air tightening, duct sealing, and refrigerant and air handler airflow corrections in a new or existing house). Taking advantage of additional, more complex opportunities (e.g., installing new windows in an existing house, replacing the heating and air conditioning system in a new or existing house) can result in additional HVAC-related energy savings (60 to 75% in existing houses, and 50 to 60% in new conventional houses). The commissioning-related system and house performance improvements and energy savings translate to additional benefits throughout California and beyond. By applying commissioning principles to their work, the building community (builders and contractors) benefit from reduced callbacks and lower warranty costs. HERS raters and inspectors will have access to an expanded market sector. As the commissioning process rectifies construction defects and code problems, building code officials benefit from better compliance with codes. The utilities benefit from reduced peak demand, which can translate into lower energy acquisition costs. As houses perform closer to expectations, governmental bodies (e.g., the California Energy Commission and the Air Resources Board) benefit from greater assurance that actual energy consumption and carbon emissions are closer to the levels mandated in codes and standards, resulting in better achievement of state energy conservation and environmental goals.     A multilevel DC link inverter and method for improving torque response and current regulation in permanent magnet motors and switched reluctance motors having a low inductance includes a plurality of voltage controlled cells connected in series for applying a resulting dc voltage comprised of one or more incremental dc voltages. The cells are provided with switches for increasing the resulting applied dc voltage as speed and back EMF increase, while limiting the voltage that is applied to the commutation switches to perform PWM or dc voltage stepping functions, so as to limit current ripple in the stator windings below an acceptable level, typically 5%. Several embodiments are disclosed including inverters using IGBT's, inverters using thyristors. All of the inverters are operable in both motoring and regenerating modes.

    The evidence of health benefits of particle filtration in homes and commercial buildings is reviewed. Prior reviews of papers published before 2000 are summarized. The results of 16 more recent intervention studies are compiled and analyzed. Also, reviewed are four studies that modeled health benefits of using filtration to reduce indoor exposures to particles from outdoors. Prior reviews generally concluded that particle filtration is, at best, a source of small improvements in allergy and asthma health effects; however, many early studies had weak designs. A majority of recent intervention studies employed strong designs and more of these studies report statistically significant improvements in health symptoms or objective health outcomes, particularly for subjects with allergies or asthma. The percent age improvement in health outcomes is typically modest, for example, 7percent to 25percent. Delivery of filtered air to the breathing zone of sleeping allergic or asthmatic persons may be more consistently effective in improving health than room air filtration. Notable are two studies that report statistically significant improvements, with filtration, in markers that predict future adverse coronary events. From modeling, the largest potential benefits of indoor particle filtration may be reductions in morbidity and mortality from reducing indoor exposures to particles from outdoor air.

    In 1992, the Federal Energy Regulatory Commission (FERC) began using a Flow Duration Analysis (FDA) methodology to assess headwater benefits in river basins where use of the Headwater Benefits Energy Gains (HWBEG) model may not result in significant improvements in modeling accuracy. The purpose of this study is to validate the accuracy and appropriateness of the FDA method for determining energy gains in less complex basins. This report presents the results of Oak Ridge National Laboratory`s (ORNL`s) validation of the FDA method. The validation is based on a comparison of energy gains using the FDA method with energy gains calculated using the MWBEG model. Comparisons of energy gains are made on a daily and monthly basis for a complex river basin (the Alabama River Basin) and a basin that is considered relatively simple hydrologically (the Stanislaus River Basin). In addition to validating the FDA method, ORNL was asked to suggest refinements and improvements to the FDA method. Refinements and improvements to the FDA method were carried out using the James River Basin as a test case.

    The disclosed SQUID (Superconducting quantum interference device) comprises two superposed superconductive layers with an insulating layer therebetween. A plurality of holes through the insulating layer filled with superconductive material form weak links between the superconductive layers. One or more control lines superposed with respect to the superconductive layers provide magnetic flux through the area between the weak links to control the zero voltage supercurrent flowing through the weak links from one of the superconductive layers to the other thereby providing the switching function for Josephson superconductive circuits.

    Hydroprocessing provides a higher quality feed for the fluid catalytic cracking unit. As refiners face deteriorating crude quality and stricter environmental constraints for transportation fuels, hydroprocessing of the FCCU feed becomes more attractive. The benefits of high pressure operation of FCC pretreaters have been poorly defined. Proper selection of the hydroprocessing pressure, hydroprocessing catalyst and operating philosophy can result in increased profits relative to non-optimal operation. This paper first discusses the benefit resulting from FCC feed pretreatment and specifically evaluates for the first time the benefits of hydrogen partial pressure for FCC pretreatment at low, moderate and high pressures at two temperatures. Once the refiner has chosen pretreatment, further optimization of hydroprocessing unit operation and FCCU operation is illustrated.

    Existing and future distributed generation (DG) can provide significant benefits to customers, utilities and other service providers. For the customer, these benefits could include improved reliability, better power quality and lower costs. For the utility distribution company, these benefits could include deferral of costly distribution upgrades and local voltage support. For the region`s generation and transmission suppliers, DG can provide dependable capacity supply, relief from transmission constraints, and ancillary transmission services such as reactive supply and supplemental reserves. The promise of DG technologies is strong. The technical hurdles to capturing these benefits are being met with improved generators and with enhanced command, control, and communications technologies. However, institutional and regulatory hurdles to capturing these distributed generation benefits appear to be significant. Restructuring for retail access and the delamination of utilities into wires companies and generation companies may make it difficult to capture many of the multiple benefits of DG. Policy-makers should be aware of these factors and strive to craft policies and rules that give DG a fair change to deliver these strong benefits.

  13. Quantitative Assessment of Distributed Energy Resource Benefits

    Distributed energy resources (DER) offer many benefits, some of which are readily quantified. Other benefits, however, are less easily quantifiable because they may require site-specific information about the DER project or analysis of the electrical system to which the DER is connected. The purpose of this study is to provide analytical insight into several of the more difficult calculations, using the PJM power pool as an example. This power pool contains most of Pennsylvania, New Jersey, Maryland, and Delaware. The techniques used here could be applied elsewhere, and the insights from this work may encourage various stakeholders to more actively pursue DER markets or to reduce obstacles that prevent the full realization of its benefits. This report describes methodologies used to quantify each of the benefits listed in Table ES-1. These methodologies include bulk power pool analyses, regional and national marginal cost evaluations, as well as a more traditional cost-benefit approach for DER owners. The methodologies cannot however determine which stakeholder will receive the benefits; that must be determined by regulators and legislators, and can vary from one location to another.
