    An ion optics system utilizing a wein filter velocity selector has been modeled and characterized for use as an ion source for an instrument to measure high resolution angular distributions of sputtered neutral atoms. Laser induced fluorescence detection techniques are used to measure ground state and first excited state sputtering angular distributions on a polycrystalline zirconium foil using argon and nitrogen sputter gases. The incident ion beam impact angle has been varied from 15 deg to 75 deg as measured from surface normal and the wein filter velocity selector has been used to select N2+ and N+ ion beams from the nitrogen ion beam. The experimental data gathered are compared to Roosandaal Sanders analytical sputtering theory along with data on xenon and neon. Roosandaal Sanders theory reproduces the near surface normal sputtering behavior but rapidly breaks down as the incident ion beam impact angle moves toward the surface. Modifications to the Roosandaal Sanders equation to introduce adjustable fitting parameters and non-linear least squares fitting of the experimental data to these parameters has been accomplished. The results are discussed relating the fitting parameters to physical constants based in Roosandaal Sanders Theory. Discrepancies in the theory are addressed with extensive discussion on ion surface interaction.

    Good morning. I wanted to follow up on our discussion regarding Section 4.4 of the briefing document used for the QER event on Energy Infrastructure Financing. Per my earlier comments, information in that section does not accurately reflect the business model of pipelines, and particularly for the "midstream" sector, or those gathering and processing activities and intrastate pipelines. Further, it does not accurately describe the "utility" designation of these lines or how or why these designations are used. It is also important to note that the reference to "take-or-pay" contracts is particularly concerning as those types of contracts are prohibited in many states as I understand it. I have attached an updated redline version of that section that addresses the issues. I would be more than happy to work with someone to correct the language if the suggested language does not work for any reason. Thank you for your consideration of the comments and proposed changes. Please let me know if you have any questions or if I can be of further assistance.

    BPA proposes to purchase the conservation easements on the Sanders (307 acres) and Seabaugh (449 acres) parcels of the Weaver Slough to ensure that current fisheries and natural resource values remain protected, and that no development or human encroachment would occur on these parcels, in perpetuity. No planned construction or improvements are currently proposed and the project does not involve fee title land acquisition. Protection will sustain quality aquatic habitats, water quality, and fish and wildlife habitat. Wetlands protected by this easement are priority wetlands in the basin, according to the Flathead Lakers Critical Lands Study. A ''Grant of Agricultural Conservation Easement'' has been prepared for both the Sanders parcel (Nov. 21, 2003) and Seabaugh parcel (December 4, 2003) which provide the parameters, rights and responsibilities, prohibitions, contingencies, and other provisions for the granting these properties for the above purpose and intent. In addition, a Memorandum of Agreement (among the Montana Department of Fish, Wildlife and Parks; Flathead Land Trust; and BPA) has also been established to protect and conserve the Sanders and Seabaugh parcels.

    Abatement of lead from various surfaces proves to be a rapidly developing industry. Removal techniques and effectiveness varies greatly with varying substrates (wood, concrete, steel, etc.) and surface configurations including interior/exterior considerations, habitability and anticipated retrofit. Numerous technologies advances, and/or adaptations of long accepted removal techniques have recently emerged. Some of the more commonly used removal procedures including vacuum blasting, chemical stripping, scarifiers, grinders, sanders, etc. will be reviewed. Specific emphasis will be placed upon mode of application, positive and negative environmental aspects, and varying emissions generated. Personnel sampling data will be discussed with respect to associated personal protective equipment impact to derive the most cost productive environmentally conscious alternatives.

    Real-time gaming engines, such as Epic Game's Unreal Engine[1], provide an excellent resource as a training environment. These engines provide an alternate reality that can accurately depict not only real world geometry, but they can also achieve realistic physical effects such as radiation fields and blast physics. The real time photorealistic graphics available through the Unreal Engine add to its applicability to this project's needs. Moreover, this engine provides a very efficient means to modify the game's physics modeling, visual effects, and game play structure to fit the ever-evolving needs of a training curriculum. To this end, we have worked to extend the Unreal Engine to incorporate radiation effects dependent on distance from a radiological source, similar to what one would experience in the real world. In order to help better prepare first responders for using the radiological detection equipment vital for mission success, we have continued work, previously described by Sanders and Rhodes [2], on a Geiger counter readout display being implemented and added to the interface's Heads Up Display (HUD) as well as incorporating a physically accurate model within the engine that will allow the first responder to acclimate themselves to the sounds and possible size of the device. Moreover, the Karma Physics Engine, which works in conjunction with the Unreal Engine 2, accurately simulates fluid physics, blast effects, and basic player movements. It is this physics engine that has been the focus of our continued efforts and has been extended to include realistic modeling of radiological effects.

    The Chan, Karolyi, Longstaff and Sanders (CKLS) model is a popular one-factor model for describing the spot interest rates. In this paper, the four parameters in the CKLS model are regarded as stochastic. The parameter vector φ{sup (j)} of four parameters at the (J+n)-th time point is estimated by the j-th window which is defined as the set consisting of the observed interest rates at the j′-th time point where j≤j′≤j+n. To model the variation of φ{sup (j)}, we assume that φ{sup (j)} depends on φ{sup (j−m)}, φ{sup (j−m+1)},…, φ{sup (j−1)} and the interest rate r{sub j+n} at the (j+n)-th time point via a four-dimensional conditional distribution which is derived from a [4(m+1)+1]-dimensional power-normal distribution. Treating the (j+n)-th time point as the present time point, we find a prediction interval for the future value r{sub j+n+1} of the interest rate at the next time point when the value r{sub j+n} of the interest rate is given. From the above four-dimensional conditional distribution, we also find a prediction interval for the future interest rate r{sub j+n+d} at the next d-th (d≥2) time point. The prediction intervals based on the CKLS model with stochastic parameters are found to have better ability of covering the observed future interest rates when compared with those based on the model with fixed parameters.

    Process Control System (PCS) security is critical to our national security. Yet, there are a number of technological, economic, and educational impediments to PCS owners implementing effective security on their systems. OPSAID (Open PCS Security Architecture for Interoperable Design), a project sponsored by the US Department of Energy's Office of Electricity Delivery and Reliability, aims to address this issue through developing and testing an open source architecture for PCS security. Sandia National Laboratories, along with a team of PCS vendors and owners, have developed and tested this PCS security architecture.     The construction of Grand Coulee and Chief Joseph dams on the Columbia River resulted in the complete extirpation of the anadromous fishery upstream of these structures. Today, this area is totally dependent upon resident fish resources to support local fisheries. The resident fishing is enhanced by an extensive stocking program for target species in the existing fishery, including kokanee (Oncorhynchus nerka kennerlyi) and rainbow trout (O. mykiss). The kokanee fishery in Lake Roosevelt has not been meeting the return goals set by fisheries managers despite the stocking program. Investigations of physical and biological factors that could affect the kokanee population found predation and entrainment had a significant impact on the fish population. In 1999 and 2000, walleye (Sander vitreum) consumed between 15% and 9%, respectively, of the hatchery kokanee within 41 days of their release, while results from a study in the late 1990s estimated that entrainment at Grand Coulee Dam could account for up to 30% of the total mortality of the stocked fish. To address the entrainment loss, the Bonneville Power Administration commissioned a study to determine if fish would avoid areas illuminated by strobe lights in the forebay of the third powerplant. This work was conducted by Pacific Northwest National Laboratory (PNNL) in conjunction with the Confederated Tribes of the Colville Reservation (Colville Confederated Tribes). From 2002 through 2004, six strobe lights were suspended in the center of the opening to the third powerplant forebay during summer months. Results from those studies indicated that fish appeared to be attracted to the illuminated area but only at night and when flow conditions within the third powerplant forebay were minimal. However, small but consistent results from these studies indicated that under high flow conditions, fish might be avoiding the lights. The 2005 study was designed to examine whether, under high flow conditions near the penstock
