Preliminary survey of tuff distribution in Esmeralda, Nye, and Lincoln Counties, Nevada

This report inventories the surface distribution of silicic tuffs in Nye, Esmeralda, and Lincoln Counties, NV, based on a review of available literature. The inventory was taken to provide a data base in evaluating tuff sites for the disposal of high-level nuclear waste. Silicic ash-flow tuffs that are about 11 to 34 million years (my) old are widespread in these counties. These rocks are locally deformed by right-lateral movement along Walker Lane and the Las Vegas Shear Zone, and left-lateral movement along a zone from near the Nevada Test Site (NTS) to the Utah border, and are commonly offset by steeply dipping normal faults. The normal faults that bound horsts, grabens, and tilted-fault blocks of the Basin-and-Range Province began to form 30 my ago; some are still active. Tuff distribution is discussed on a regional basis. Tuff thicknesses and alterations, structural complexity, and proximity to recent faulting, recent volcanism, and mineral resources are discussed for each area. Although the literature on which it is based is often incomplete and sketchy, this report is intended to serve as a basis for future, more detailed work that includes initial field inspection, detailed field and laboratory studies, and extrapolations to the subsurface.

by Esmeralda Sanchez by Esmeralda Sanchez Errata -(7/14/04) The Office of Integrated Analysis and Forecasting has produced an annual evaluation of the accuracy of the Annual Energy Outlook (AEO) since 1996. Each year, the forecast evaluation expands on the prior year by adding the projections from the most recent AEO and the most recent historical year of data. The Forecast Evaluation examines the accuracy of AEO forecasts dating back to AEO82 by calculating the average absolute forecast errors for each of the major variables for AEO82 through AEO2003. The average absolute forecast error, which for the purpose of this report will also be referred to simply as "average error" or "forecast error", is computed as the simple mean, or average, of all the absolute values of the percent errors, expressed as the percentage difference between the Reference Case projection and actual historic value, shown for every AEO and for each year in the forecast horizon (for a given variable). The historical data are typically taken from the Annual Energy Review (AER). The last column of Table 1 provides a summary of the most recent average absolute forecast errors. The calculation of the forecast error is shown in more detail in Tables 2 through 18. Because data for coal prices to electric generating plants were not available from the AER, data from the Monthly Energy Review (MER), July 2003 were used.

The Emigrant Slimhole Drilling Project (ESDP) was a highly successful, phased resource evaluation program designed to evaluate the commercial geothermal potential of the eastern margin of the northern Fish Lake Valley pull-apart basin in west-central Nevada. The program involved three phases: (1) Resource evaluation; (2) Drilling and resource characterization; and (3) Resource testing and assessment. Efforts included detailed geologic mapping; 3-D modeling; compilation of a GIS database; and production of a conceptual geologic model followed by the successful drilling of the 2,938 foot deep 17-31 slimhole (core hole), which encountered commercial geothermal temperatures (327? F) and exhibits an increasing, conductive, temperature gradient to total depth; completion of a short injection test; and compilation of a detailed geologic core log and revised geologic cross-sections. Results of the project greatly increased the understanding of the geologic model controlling the Emigrant geothermal resource. Information gained from the 17-31 core hole revealed the existence of commercial temperatures beneath the area in the Silver Peak Core Complex which is composed of formations that exhibit excellent reservoir characteristics. Knowledge gained from the ESDP may lead to the development of a new commercial geothermal field in Nevada. Completion of the 17-31 core hole also demonstrated the cost-effectiveness of deep core drilling as an exploration tool and the unequaled value of core in understanding the geology, mineralogy, evolutional history and structural aspects of a geothermal resource.

When Francisco explains the changes they have seen, his smile beams from ear to ear. "They replaced my boiler, put in some new CFL light bulbs and gave me some carbon monoxide detectors," he says. "I was happy when I got approved after filling out the application for weatherization and even happier about the work they did for me - I appreciate it a lot." The Sanchez family was able to take advantage of both the Weatherization Assistance Program and a federally funded heating improvement program ran by La Casa de Don Pedro, a community action agency that is expected to

by Esmeralda Sánchez The Office of Integrated Analysis and Forecasting has produced an annual evaluation of the accuracy of the Annual Energy Outlook (AEO) since 1996. Each year, the forecast evaluation expands on the prior year by adding the projections from the most recent AEO and the most recent historical year of data. The Forecast Evaluation examines the accuracy of AEO forecasts dating back to AEO82 by calculating the average absolute forecast errors for each of the major variables for AEO82 through AEO2003. The average absolute forecast error, which for the purpose of this report will also be referred to simply as "average error" or "forecast error", is computed as the simple mean, or average, of all the absolute values of the percent errors,

Hecker as a winner of the Enrico Fermi Award 'in recognition for his contributions to plutonium metallurgy, his broad scientific leadership and for his energetic and continuing efforts to reduce the danger of nuclear weapons around the globe. The processors, also called field-programmable gate arrays, can be reconfigured while the satellite is in orbit, enabling researchers to modify them for a variety of tasks like studying lightning, disturbances in the ionosphere, and radio-frequency sources. The CFE satellite was launched on March 8, 2007, in low-earth orbit, and has operated successfully since its deployment. The test well was drilled to a total depth of 770 m during 2003. Maximum temperatures approached 140degrees C and a short flow test suggested that a production well could be drilled to 600 m and produce economic volumes of 130-140degrees C fluid. LWDM (Warm Dark Matter) is progressing impressively.The galactic scale crisis and decline of LCDM+baryons are staggering. The 16th Paris Chalonge Colloquium 2012 combined real cosmological/astrophysical data and hard theory predictive approach in the LWDM Standard Model. News and reviews from ACT,WMAP,SPT,QUIET,Planck,Herschel,JWST,UFFO,KATRIN and MARE experiments; astrophysics, particle and nuclear physics WDM searches, galactic observations, related theory and simulations, with the aim of synthesis and clarification. Here highlights by P Biermann, C Burigana, C Conselice, A Cooray, H de Vega, C Giunti & M Laveder, J Kormendi & K Freeman, E Ma, J Mather, L Page, G Smoot, N Sanchez. Summary and conclusions by de Vega, Falvella and Sanchez. Data confirm primordial CMB gaussianity. Effective (Ginsburg-Landau) Inflation theory predicts r about 0.04-0.05, negligeable running of ns, the inflation energy scale (GUT scale) and the set of CMB observables in agreement with the data. WMAP9 and Planck measurements are compatible with one or two Majorana sterile neutrinos in the eV mass scale. Cored (non cusped) DM halos and keV WDM are strongly favored by theory and observations, Wimps are strongly disfavoured. LambdaCDM with baryons do not work at small scales. Inside galaxy cores, quantum WDM effects are important. Quantum WDM calculations (Thomas-Fermi) provide galaxy masses, velocity dispersions and cored profiles and their sizes in agreement with observations. A WDM fermion of about 2 keV naturally reproduces galaxy, large scale and cosmological observations. WDM keV particles deserve dedicated astronomical and laboratory searches, theoretical work and numerical simulations. KATRIN can be adapted to look to keV scale sterile neutrinos. P Biermann, D Boyanovsky, A Cooray, C Destri, H de Vega, G Gilmore, S Gottlober, E Komatsu, S McGaugh, A Lasenby, R Rebolo, P Salucci, N Sanchez and A Tikhonov present here their highlights of the Colloquium. Inflection points emerged: LambdaWDM (Warm DM) emerges impressively over LambdaCDM whose galactic scale problems are ever-increasing. Summary and conclusions by H. J. de Vega, M. C. Falvella and N. G. Sanchez stress among other points: (i) Primordial CMB gaussianity is confirmed. (iii) Cored (non cusped) DM halos and warm (keV scale mass) DM are increasingly favored from theory and observations, naturally producing observed small scale structures, wimps turn strongly disfavoured. LambdaWDM 1 keV simulations well reproduce observations. Evidence that LambdaCDM does not work at small scales is staggering. In situ steam generated (ISSG) oxides have recently attracted interest for use as gate dielectrics because of their demonstrated reliability improvement over oxides formed by dry oxidation. [G. SPIE 4181, 220 (2000).] We show in this letter that nitridation of ISSG oxide using a remote plasma decreases the gate leakage current of ISSG oxide by an order of magnitude without significantly degrading transistor performance. In particular, it is shown that the peak normalized transconductance of n-channel devices with an ISSG oxide gate dielectric decreases by only 4% and the normalized drive current by only 3% after remote plasma nitridation (RPN). In addition, it is shown that the reliability of the ISSG oxide exhibits only a small degradation after RPN. Simplified treatment of exact resonance elastic scattering model in deterministic slowing down equation

Simplified treatment of resonance elastic scattering model considering thermal motion of heavy nuclides and the energy dependence of the resonance cross section was implemented into NJOY [1]. In order to solve deterministic slowing down equation considering the effect of up-scattering without iterative calculations, scattering kernel for heavy nuclides is pre-calculated by the formula derived by Ouisloumen and Sanchez [2], and neutron spectrum in up-scattering term is expressed by NR approximation. To check the verification of the simplified treatment, the treatment is applied to U-238 for the energy range from 4 eV to 200 eV. Calculated multi-group capture cross section of U-238 is greater than that of conventional method and the increase of the capture cross sections is remarkable as the temperature becomes high. Therefore Doppler coefficient calculated in UO{sub 2} fuel pin is calculated more negative value than that on conventional method. The impact on Doppler coefficient is equivalent to the results of exact treatment of resonance elastic scattering reported in previous studies [2-7]. The agreement supports the validation of the simplified treatment and therefore this treatment is applied for other heavy nuclide to evaluate the Doppler coefficient in MOX fuel. The result shows that the impact of considering thermal agitation in resonance scattering in Doppler coefficient comes mainly from U-238 and that of other heavy nuclides such as Pu-239, 240 etc. is not comparable in MOX fuel. Diffusion and Leaching Behavior of Radionuclides in Category 3 Waste Encasement Concrete and Soil Fill Material Summary Report

One of the methods being considered for safely disposing of Category 3 low-level radioactive wastes is to encase the waste in concrete. Such concrete encasement would contain and isolate the waste packages from the hydrologic environment and would act as an intrusion barrier. The current plan for waste isolation consists of stacking low-level waste packages on a trench floor, surrounding the stacks with reinforced steel, and encasing these packages in concrete. These concrete-encased waste stacks are expected to vary in size with maximum dimensions of 6.4 m long, 2.7 m wide, and 4 m high. The waste stacks are expected to have a surrounding minimum thickness of 15 cm of concrete encasement. These concrete-encased waste packages are expected to withstand environmental exposure (solar radiation, temperature variations, and precipitation) until an interim soil cover or permanent closure cover is installed, and to remain largely intact thereafter. Any failure of concrete encasement may result in water intrusion and consequent mobilization of radionuclides from the waste packages. The mobilized radionuclides may escape from the encased concrete by mass flow and/or diffusion and move into the surrounding subsurface environment. Therefore, it is necessary to assess the performance of the concrete encasement structure and the ability of the surrounding soil to retard radionuclide migration. The retardation factors for radionuclides contained in the waste packages can be determined from measurements of diffusion coefficients for these contaminants through concrete and fill material. Some of the mobilization scenarios include (1) potential leaching of waste form before permanent closure cover is installed; (2) after the cover installation, long-term diffusion of radionuclides from concrete waste form into surrounding fill material; (3) diffusion of radionuclides from contaminated soils into adjoining concrete encasement and clean fill material. Additionally, the rate of diffusion of radionuclides may be affected by the formation of structural cracks in concrete, the carbonation of the buried waste form, and any potential effect of metallic iron (in the form of rebars) on the mobility of radionuclides. The radionuclides iodine-129 ({sup 129}I), technetium-99 ({sup 99}Tc), and uranium-238 ({sup 238}U) are identified as long-term dose contributors in Category 3 waste (Mann et al. 2001; Wood et al. 1995). Because of their anionic nature in aqueous solutions, {sup 129}I, {sup 99}Tc, and carbonate-complexed {sup 238}U may readily leach into the subsurface environment (Serne et al. 1989, 1992a, b, 1993, and 1995). The leachability and/or diffusion of radionuclide species must be measured to assess the long-term performance of waste grouts when contacted with vadose-zone pore water or groundwater. Although significant research has been conducted on the design and performance of cementitious waste forms, the current protocol conducted to assess radionuclide stability within these waste forms has been limited to the Toxicity Characteristic Leaching Procedure, Method 1311 Federal Registry (EPA 1992) and ANSI/ANS-16.1 leach test (ANSI 1986). These tests evaluate the performance under water-saturated conditions and do not evaluate the performance of cementitious waste forms within the context of waste repositories which are located within water-deficient vadose zones. Moreover, these tests assess only the diffusion of radionuclides from concrete waste forms and neglect evaluating the mechanisms of retention, stability of the waste form, and formation of secondary phases during weathering, which may serve as long-term secondary hosts for immobilization of radionuclides. The results of recent investigations conducted under arid and semi-arid conditions (Al-Khayat et al. 2002; Garrabrants et al. 2002; Garrabrants and Kosson 2003; Garrabrants et al. 2004; Gervais et al. 2004; Sanchez et al. 2002; Sanchez et al. 2003) provide valuable information suggesting structural and chemical changes to concrete waste forms which may affect contaminant containm
