    This CERI report aims to provide an introductory overview of key regulatory issues associated with the deployment of renewable energy -- particularly variable renewable energy (VRE) sources such wind and solar power. The report draws upon the research and experiences from various international contexts, and identifies key ideas that have emerged from the growing body of VRE deployment experience and regulatory knowledge. The report assumes basic familiarity with regulatory concepts, and although it is not written for a technical audience, directs the reader to further reading when available. VRE deployment generates various regulatory issues: substantive, procedural, and public interest issues, and the report aims to provide an empirical and technical grounding for all three types of questions as appropriate.

    In a six-year program started in 2014 July, the Extended Baryon Oscillation Spectroscopic Survey (eBOSS) will conduct novel cosmological observations using the BOSS spectrograph at Apache Point Observatory. These observations will be conducted simultaneously with the Time Domain Spectroscopic Survey (TDSS) designed for variability studies and the Spectroscopic Identification of eROSITA Sources (SPIDERS) program designed for studies of X-ray sources. In particular, eBOSS will measure with percent-level precision the distance-redshift relation with baryon acoustic oscillations (BAO) in the clustering of matter. eBOSS will use four different tracers of the underlying matter density field to vastly expand the volume covered bymore » BOSS and map the large-scale-structures over the relatively unconstrained redshift range 0.6 < z < 2.2. Using more than 250,000 new, spectroscopically confirmed luminous red galaxies at a median redshift z = 0.72, we project that eBOSS will yield measurements of the angular diameter distance dA(z) to an accuracy of 1.2% and measurements of H(z) to 2.1% when combined with the z > 0.6 sample of BOSS galaxies. With ~195,000 new emission line galaxy redshifts, we expect BAO measurements of dA(z) to an accuracy of 3.1% and H(z) to 4.7% at an effective redshift of z = 0.87. A sample of more than 500,000 spectroscopically confirmed quasars will provide the first BAO distance measurements over the redshift range 0.9 < z < 2.2, with expected precision of 2.8% and 4.2% on dA(z) and H(z), respectively. Finally, with 60,000 new quasars and re-observation of 60,000 BOSS quasars, we will obtain new Lyα forest measurements at redshifts z > 2.1; these new data will enhance the precision of dA(z) and H(z) at z > 2.1 by a factor of 1.44 relative to BOSS. Furthermore, eBOSS will provide improved tests of General Relativity on cosmological scales through redshift-space distortion measurements, improved tests for non-Gaussianity in the primordial density

    Engineered barriers including cementitious barriers are used at sites disposing or contaminated with low-level radioactive waste to enhance performance of the natural environment with respect to controlling the potential spread of contaminants. Drivers for using cementitious barriers include: high radionuclide inventory, radionuclide characteristics (e.g., long half-live, high mobility due to chemical form/speciation, waste matrix properties, shallow water table, and humid climate that provides water for leaching the waste). This document comprises the first in a series of reports being prepared for the Cementitious Barriers Partnership. The document is divided into two parts which provide a summary of: (1) existing experience in the assessment of performance of cementitious materials used for radioactive waste management and disposal and (2) sensitivity and uncertainty analysis approaches that have been applied for assessments. Each chapter is organized into five parts: Introduction, Regulatory Considerations, Specific Examples, Summary of Modeling Approaches and Conclusions and Needs. The objective of the report is to provide perspective on the state of the practice for conducting assessments for facilities involving cementitious barriers and to identify opportunities for improvements to the existing approaches. Examples are provided in two contexts: (1) performance assessments conducted for waste disposal facilities and (2) performance assessment-like analyses (e.g., risk assessments) conducted under other regulatory regimes. The introductory sections of each section provide a perspective on the purpose of performance assessments and different roles of cementitious materials for radioactive waste management. Significant experience with assessments of cementitious materials associated with radioactive waste disposal concepts exists in the US Department of Energy Complex and the commercial nuclear sector.     If a state or regional compact does not have adequate disposal capacity for low-level radioactive waste (LLRW), then extended storage of certain LLRW may be necessary. The Nuclear Regulatory Commission (NRC) has contracted with Brookhaven National Laboratory to address the technical issues of extended storage. The dual objectives of this study are (1) to provide practical technical assessments for NRC to consider in evaluating specific proposals for extended storage and (2) to help ensure adequate consideration by NRC, Agreement States, and licensees of potential problems that may arise from existing or proposed extended storage practices. Storage alternatives are considered in order to characterize the likely storage environments for these wastes. In particular, the range of storage alternatives considered and being implemented by the nuclear power plant utilities is described. The properties of the waste forms and waste containers are discussed. An overview is given of the performance of the waste package and its contents during storage (e.g., radiolytic gas generation, corrosion) and of the effects of extended storage on the performance of the waste package after storage (e.g., radiation-induced embrittlement of polyethylene, the weakening of steel containers by corrosion). Additional information and actions required to address these concerns, including possible mitigative measures, are discussed. 26 refs., 1 tab.

    The US Department of Energy Light Water Reactor Sustainability Program is focused on the long-term operation of US commercial power plants. It encompasses two facets of long-term operation: (1) manage the aging of plant systems, structures, and components so that nuclear power plant lifetimes can be extended and the plants can continue to operate safely, efficiently, and economically; and (2) provide science-based solutions to the nuclear industry that support implementation of performance improvement technologies. An important aspect of the Light Water Reactor Sustainability Program is partnering with industry and the Nuclear Regulatory Commission to support and conduct the long-term research needed to inform major component refurbishment and replacement strategies, performance enhancements, plant license extensions, and age-related regulatory oversight decisions. The Department of Energy research, development, and demonstration role focuses on aging phenomena and issues that require long-term research and/or unique Department of Energy laboratory expertise and facilities and are applicable to all operating reactors. This paper gives an overview of the Department of Energy Light Water Reactor Sustainability Program, including vision, goals, and major deliverables.

    This paper summarizes the findings of an investigation of four probabilistic risk assessments (PRAs), those for Millstone 3, Seabrook, Shoreham, and Oconee 3, performed by Brookhaven National Laboratory (BNL) for the Reliability and Risk Assessment Branch of the US Nuclear Regulatory Commission (NRC). This group of four PRAs was subjected to an overview process with the basic goal of ascertaining what insights might be gained (beyond those already documented within the individual PRAs) by an independent evaluation of the group with respect to nuclear plant safety and vulnerability. Specifically, the objectives of the study were (1) to identify and rank initiators, systems, components, and failure modes from dominant accident sequences according to their contribution to core melt probability and public risk; and (2) to derive from this process plant-specific and generic insights. The effort was not intended to verify the specific details and results of each PRA but rather - having accepted the results - to see what they might mean in a more global context. The NRC had previously sponsored full detailed reviews of each of these PRAs, but only two, those for Millstone 3 and Shoreham, were completed and documented in time to allow their consideration within the study. This paper also presents some comments and insights into the amenability of certain features of these PRAs to this type of overview process.

    The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

    An apparatus for securing a closure such as door or a window that opens and closes by movement relative to a fixed structure such as a wall or a floor. Many embodiments provide a device for relocating a padlock from its normal location where it secures a fastener (such as a hasp) to a location for the padlock that is more accessible for locking and unlocking the padlock. Typically an extender is provided, where the extender has a hook at a first end that is disposed through the eye of the staple of the hasp, and at an opposing second end the extender has an annulus, such as a hole in the extender or a loop or ring affixed to the extender. The shackle of the padlock may be disposed through the annulus and may be disposed through the eye of a second staple to secure the door or window in a closed or open position. Some embodiments employ a rigid sheath to enclose at least a portion of the extender. Typically the rigid sheath has an open state where the hook is exposed outside the sheath and a closed state where the hook is disposed within the sheath.

    The Interstate Oil and Gas Compact Commission (IOGCC) engaged in numerous projects outlined under the scope of work discussed in the United States Department of Energy (DOE) grant number DE-FC26-04NT15456 awarded to the IOGCC. Numerous projects were completed that were extremely valuable to state oil and gas agencies as a result of work performed utilizing resources provided by the grant. There are numerous areas in which state agencies still need assistance. This additional assistance will need to be addressed under future scopes of work submitted annually to DOE's Project Officer for this grant. This report discusses the progress of the projects outlined under the grant scope of work for the 2005-2006 areas of interest, which are as follows: Area of Interest No. 1--Regulatory Streamlining and Improvement: This area of interest continues to support IOGCC's regulatory streamlining efforts that include the identification and elimination of unnecessary duplications of efforts between and among state and federal programs dealing with exploration and production on public lands. Area of Interest No. 2--Technology: This area of interest seeks to improve efficiency in states through the identification of technologies that can reduce costs. Area of Interest No. 3--Training and Education: This area of interest is vital to upgrading the skills of regulators and industry alike. Within the National Energy Policy, there are many appropriate training and education opportunities. Education was strongly endorsed by the President's National Energy Policy Development group. Acting through the governors offices, states are very effective conduits for the dissemination of energy education information. While the IOGCC favors the development of a comprehensive, long-term energy education plan, states are also supportive of immediate action on important concerns, such as energy prices, availability and conservation.     A lightweight extendable and retractable telescopic pole is disclosed comprising a plurality of non-metallic telescoping cylinders with sliding and sealing surfaces between the cylinders, a first plug member on the upper end of the smallest cylinder, and a second plug member on the lower end of the largest cylinder, whereby fluid pressure admitted to the largest cylinder will cause the telescoping cylinders to slide relative to one another causing the pole to extend. An elastomeric member connects the first plug member with one of the intermediate cylinders to urge the cylinders back into a collapsed position when the fluid pressure in the cylinders is vented. Annular elastomer members are provided which seal one cylinder to another when the pole is fully extended and further serve to provide a cushion to prevent damage to the cylinders when the pole is urged back into its retractable position by the elastomeric members and the venting of the pressure. A value mechanism associated with the pole is provided to admit a fluid under pressure to the interior of the telescoping cylinders of the pole while pressurizing a pressure relief port having an opening larger than the inlet port in a closed position whereby removal of the pressure on the relief port will cause the relief port to open to quickly lower the pressure in the interior of the telescoping cylinders to thereby assist in the rapid retraction of the extended pole.

    A pipe crawler for moving through a pipe in inchworm fashion having front and rear leg assemblies separated by air cylinders to increase and decrease the spacing between assemblies. Each leg of the four legs of an assembly is moved between a wall-engaging, extended position and a retracted position by a separate air cylinder. The air cylinders of the leg assemblies are preferably arranged in pairs of oppositely directed cylinders with no pair lying in the same axial plane as another pair. Therefore, the cylinders can be as long a leg assembly is wide and the crawler can crawl through sections of pipes where the diameter is twice that of other sections. The crawler carries a valving system, a manifold to distribute air supplied by a single umbilical air hose to the various air cylinders in a sequence controlled electrically by a controller. The crawler also utilizes a rolling mechanism, casters in this case, to reduce friction between the crawler and pipe wall thereby further extending the range of the pipe crawler.

    A study was performed by Brookhaven National Laboratory (BNL) under the sponsorship of the U. S. Nuclear Regulatory Commission (USNRC), to determine the applicability of established soil-structure interaction analysis methods and computer programs to deeply embedded and/or buried (DEB) nuclear power plant (NPP) structures. This paper provides an overview of the BNL study including a description and discussions of analyses performed to assess relative performance of various SSI analysis methods typically applied to NPP structures, as well as the importance of interface modeling for DEB structures. There are four main elements contained in the BNL study: (1) Review and evaluation of existing seismic design practice, (2) Assessment of simplified vs. detailed methods for SSI in-structure response spectrum analysis of DEB structures, (3) Assessment of methods for computing seismic induced earth pressures on DEB structures, and (4) Development of the criteria for benchmark problems which could be used for validating computer programs for computing seismic responses of DEB NPP structures. The BNL study concluded that the equivalent linear SSI methods, including both simplified and detailed approaches, can be extended to DEB structures and produce acceptable SSI response calculations, provided that the SSI response induced by the ground motion is very much within the linear regime or the non-linear effect is not anticipated to control the SSI response parameters. The BNL study also revealed that the response calculation is sensitive to the modeling assumptions made for the soil/structure interface and application of a particular material model for the soil.

    We present a new catalog of galaxies in the wider region of the Virgo cluster, based on the Sloan Digital Sky Survey (SDSS) Data Release 7. The Extended Virgo Cluster Catalog (EVCC) covers an area of 725 deg{sup 2} or 60.1 Mpc{sup 2}. It is 5.2 times larger than the footprint of the classical Virgo Cluster Catalog (VCC) and reaches out to 3.5 times the virial radius of the Virgo cluster. We selected 1324 spectroscopically targeted galaxies with radial velocities less than 3000 km s{sup –1}. In addition, 265 galaxies that have been overlooked in the SDSS spectroscopic survey but have available redshifts in the NASA Extragalactic Database are also included. Our selection process secured a total of 1589 galaxies, 676 of which are not included in the VCC. The certain and possible cluster members are defined by means of redshift comparison with a cluster infall model. We employed two independent and complementary galaxy classification schemes: the traditional morphological classification based on the visual inspection of optical images and a characterization of galaxies from their spectroscopic features. SDSS u, g, r, i, and z passband photometry of all EVCC galaxies was performed using Source Extractor. We compare the EVCC galaxies with the VCC in terms of morphology, spatial distribution, and luminosity function. The EVCC defines a comprehensive galaxy sample covering a wider range in galaxy density that is significantly different from the inner region of the Virgo cluster. It will be the foundation for forthcoming galaxy evolution studies in the extended Virgo cluster region, complementing ongoing and planned Virgo cluster surveys at various wavelengths.

    A comprehensive formalism to calculate fission cross sections based on the extension of the optical model for fission is presented. It can be used for description of nuclear reactions on actinides featuring multi-humped fission barriers with partial absorption in the wells and direct transmission through discrete and continuum fission channels. The formalism describes the gross fluctuations observed in the fission probability due to vibrational resonances, and can be easily implemented in existing statistical reaction model codes. The extended optical model for fission is applied for neutron induced fission cross-section calculations on 234,235,238U and 239Pu targets. A triple-humped fission barrier ismore » used for 234,235U(n,f), while a double-humped fission barrier is used for 238U(n,f) and 239Pu(n,f) reactions as predicted by theoretical barrier calculations. The impact of partial damping of class-II/III states, and of direct transmission through discrete and continuum fission channels, is shown to be critical for a proper description of the measured fission cross sections for 234,235,238U(n,f) reactions. The 239Pu(n,f) reaction can be calculated in the complete damping approximation. Calculated cross sections for 235,238U(n,f) and 239Pu(n,f) reactions agree within 3% with the corresponding cross sections derived within the Neutron Standards least-squares fit of available experimental data. Lastly, the extended optical model for fission can be used for both theoretical fission studies and nuclear data evaluation.« less

    The accurate and efficient description of strongly correlated systems remains an important challenge for computational methods. Doubly occupied configuration interaction (DOCI), in which all electrons are paired and no correlations which break these pairs are permitted, can in many cases provide an accurate account of strong correlations, albeit at combinatorial computational cost. Recently, there has been significant interest in a method we refer to as pair coupled cluster doubles (pCCD), a variant of coupled cluster doubles in which the electrons are paired. This is simply because pCCD provides energies nearly identical to those of DOCI, but at mean-field computational cost (disregarding the cost of the two-electron integral transformation). Here, we introduce the more complete pair extended coupled cluster doubles (pECCD) approach which, like pCCD, has mean-field cost and reproduces DOCI energetically. We show that unlike pCCD, pECCD also reproduces the DOCI wave function with high accuracy. Moreover, pECCD yields sensible albeit inexact results even for attractive interactions where pCCD breaks down.

    This paper presents the project status of the Model 9980, a new Type A fissile packaging for use in air transport. The Savannah River National Laboratory (SRNL) developed this new packaging to be a light weight (<150-lb), drum-style package and prepared a Safety Analysis for Packaging (SARP) for submission to the DOE/EM. The package design incorporates unique features and engineered materials specifically designed to minimize packaging weight and to be in compliance with 10CFR71 requirements. Prototypes were fabricated and tested to evaluate the design when subjected to Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC).
