    A canonical formalism and constraint analysis for discrete systems subject to a variational action principle are devised. The formalism is equivalent to the covariant formulation, encompasses global and local discrete time evolution moves and naturally incorporates both constant and evolving phase spaces, the latter of which is necessary for a time varying discretization. The different roles of constraints in the discrete and the conditions under which they are first or second class and/or symmetry generators are clarified. The (non-) preservation of constraints and the symplectic structure is discussed; on evolving phase spaces the number of constraints at a fixed time step depends on the initial and final time step of evolution. Moreover, the definition of observables and a reduced phase space is provided; again, on evolving phase spaces the notion of an observable as a propagating degree of freedom requires specification of an initial and final step and crucially depends on this choice, in contrast to the continuum. However, upon restriction to translation invariant systems, one regains the usual time step independence of canonical concepts. This analysis applies, e.g., to discrete mechanics, lattice field theory, quantum gravity models, and numerical analysis.

    The purpose of this Handbook is to provide guidance to the regulatory analyst to promote preparation of quality regulatory analysis documents and to implement the policies of the Regulatory Analysis Guidelines of the US Nuclear Regulatory Commission (NUREG/BR-0058 Rev. 2). This Handbook expands upon policy concepts included in the NRC Guidelines and translates the six steps in preparing regulatory analyses into implementable methodologies for the analyst. It provides standardized methods of preparation and presentation of regulatory analyses, with the inclusion of input that will satisfy all backfit requirements and requirements of NRC`s Committee to Review Generic Requirements. Information on the objectives of the safety goal evaluation process and potential data sources for preparing a safety goal evaluation is also included. Consistent application of the methods provided here will result in more directly comparable analyses, thus aiding decision-makers in evaluating and comparing various regulatory actions. The handbook is being issued in loose-leaf format to facilitate revisions. NRC intends to periodically revise the handbook as new and improved guidance, data, and methods become available.

    Eukaryotic gene expression is often under the control ofcooperatively acting transcription factors whose binding is limited bystructural constraints. By determining these structural constraints, wecan understand the "rules" that define functional cooperativity.Conversely, by understanding the rules of binding, we can inferstructural characteristics. We have developed an information theory basedmethod for approximating the physical limitations of cooperativeinteractions by comparing sequence analysis to microarray expressiondata. When applied to the coordinated binding of the sulfur amino acidregulatory protein Met4 by Cbf1 and Met31, we were able to create acombinatorial model that can correctly identify Met4 regulatedgenes.

    The Next Generation Nuclear Plant (NGNP) Project Regulatory Gap Analysis (RGA) for High Temperature Gas-Cooled Reactors (HTGR) was conducted to evaluate existing regulatory requirements and guidance against the design characteristics specific to a generic modular HTGR. This final report presents results and identifies regulatory gaps concerning current Nuclear Regulatory Commission (NRC) licensing requirements that apply to the modular HTGR design concept. This report contains appendices that highlight important HTGR licensing issues that were found during the RGA study. The information contained in this report will be used to further efforts in reconciling HTGR-related gaps in the NRC licensing structure, which has to date largely focused on light water reactor technology.

  8. Analysis of Fuel Ethanol Transportation Activity and Potential Distribution Constraints

    This paper provides an analysis of fuel ethanol transportation activity and potential distribution constraints if the total 36 billion gallons of renewable fuel use by 2022 is mandated by EPA under the Energy Independence and Security Act (EISA) of 2007. Ethanol transport by domestic truck, marine, and rail distribution systems from ethanol refineries to blending terminals is estimated using Oak Ridge National Laboratory s (ORNL s) North American Infrastructure Network Model. Most supply and demand data provided by EPA were geo-coded and using available commercial sources the transportation infrastructure network was updated. The percentage increases in ton-mile movements by rail, waterways, and highways in 2022 are estimated to be 2.8%, 0.6%, and 0.13%, respectively, compared to the corresponding 2005 total domestic flows by various modes. Overall, a significantly higher level of future ethanol demand would have minimal impacts on transportation infrastructure. However, there will be spatial impacts and a significant level of investment required because of a considerable increase in rail traffic from refineries to ethanol distribution terminals.

    A regulatory impact analysis (RIA) of the industries affected by the Petroleum Refineries National Emissions Standard for Hazardous Air Pollutants (NESHAP) was completed in support of this regulation. This (RIA) was required because the proposal is economically significant according to Executive Order 12866. The industry for which these impacts was computed was the petroleum refinery industry. Several different impact analyses were included in total or summarized in different chapters in the document. Those analyses were: the compliance cost analysis, the economic impact analysis, and the benefits analysis. Benefits and costs were then compared and discussed in the document`s last chapter.

    The report analyzes the regulatory impacts of the Petroleum Refinery National Emission Standard for Hazardous Air Pollutants (NESHAP), which is being promulgated under Section 112 of the Clean Air Act Amendments of 1990 (CCA). This emission standard would regulate the emissions of certain hazardous air pollutants (HAPs) from petroleum refineries. The petroleum refineries industry group includes any facility engaged in the production of motor gasoline, naphthas, kerosene, jet fuels, distillate fuel oils, residual fuel oils, lubricants, or other products made from crude oil or unfinished petroleum derivatives. The report analyzes the impact that regulatory action is likely to have on the petroleum refining industry.

  12. Violations of Lorentz invariance in the neutrino sector: an improved analysis of anomalous threshold constraints

    Recently there has been a renewed activity in the physics of violations of Lorentz invariance in the neutrino sector. Flavor dependent Lorentz violation, which generically changes the pattern of neutrino oscillations, is extremely tightly constrained by oscillation experiments. Flavor independent Lorentz violation, which does not introduce new oscillation phenomena, is much more weakly constrained with constraints coming from time of flight and anomalous threshold analyses. We use a simplified rotationally invariant model to investigate the effects of finite baselines and energy dependent dispersion on anomalous reaction rates in long baseline experiments and show numerically that anomalous reactions do not necessarily cut off the spectrum quite as sharply as currently assumed. We also present a revised analysis of how anomalous reactions can be used to cast constraints from the observed atmospheric high energy neutrinos and the expected cosmogenic ones.

  14. Analysis report for WIPP colloid model constraints and performance assessment parameters

    An analysis of the Waste Isolation Pilot Plant (WIPP) colloid model constraints and parameter values was performed. The focus of this work was primarily on intrinsic colloids, mineral fragment colloids, and humic substance colloids, with a lesser focus on microbial colloids. Comments by the US Environmental Protection Agency (EPA) concerning intrinsic Th(IV) colloids and Mg-Cl-OH mineral fragment colloids were addressed in detail, assumptions and data used to constrain colloid model calculations were evaluated, and inconsistencies between data and model parameter values were identified. This work resulted in a list of specific conclusions regarding model integrity, model conservatism, and opportunities for improvement related to each of the four colloid types included in the WIPP performance assessment.

  15. A complexity analysis of space-bounded learning algorithms for the constraint satisfaction problem

    Learning during backtrack search is a space-intensive process that records information (such as additional constraints) in order to avoid redundant work. In this paper, we analyze the effects of polynomial-space-bounded learning on runtime complexity of backtrack search. One space-bounded learning scheme records only those constraints with limited size, and another records arbitrarily large constraints but deletes those that become irrelevant to the portion of the search space being explored. We find that relevance-bounded learning allows better runtime bounds than size-bounded learning on structurally restricted constraint satisfaction problems. Even when restricted to linear space, our relevance-bounded learning algorithm has runtime complexity near that of unrestricted (exponential space-consuming) learning schemes.

    This document describes the results of the data quality objective (DQO) process undertaken to define data needs for state and federal requirements associated with toxic, hazardous, and/or radiological air emissions under the jurisdiction of the River Protection Project (RPP). Hereafter, this document is referred to as the Air DQO. The primary drivers for characterization under this DQO are the regulatory requirements pursuant to Washington State regulations, that may require sampling and analysis. The federal regulations concerning air emissions are incorporated into the Washington State regulations. Data needs exist for nonradioactive and radioactive waste constituents and characteristics as identified through the DQO process described in this document. The purpose is to identify current data needs for complying with regulatory drivers for the measurement of air emissions from RPP facilities in support of air permitting. These drivers include best management practices; similar analyses may have more than one regulatory driver. This document should not be used for determining overall compliance with regulations because the regulations are in constant change, and this document may not reflect the latest regulatory requirements. Regulatory requirements are also expected to change as various permits are issued. Data needs require samples for both radionuclides and nonradionuclide analytes of air emissions from tanks and stored waste containers. The collection of data is to support environmental permitting and compliance, not for health and safety issues. This document does not address health or safety regulations or requirements (those of the Occupational Safety and Health Administration or the National Institute of Occupational Safety and Health) or continuous emission monitoring systems. This DQO is applicable to all equipment, facilities, and operations under the jurisdiction of RPP that emit or have the potential to emit regulated air pollutants.

    We analyse the constraint structure of the topologically massive Yang-Mills theory in instant-form and null-plane dynamics via the Hamilton-Jacobi formalism. The complete set of hamiltonians that generates the dynamics of the system is obtained from the Frobenius integrability conditions, as well as its characteristic equations. As generators of canonical transformations, the hamiltonians are naturally linked to the generator of Lagrangian gauge transformations.

Because of the concern about the frequency of loss of offsite power, the number of failures of emergency diesel generators, and the potentially severe consequences of a loss of all ac power, ''Station Blackout'' was designated as Unresolved Safety Issue (USI) A-44. This report presents the regulatory/backfit analysis for USI A-44. It includes (1) a summary of the issue, (2) the recommended technical resolution, (3) alternative resolutions considered by the Nuclear Regulatory Commission (NRC) staff, (4) an assessment of the benefits and costs of the recommended resolution, (5) the decision rationale, (6) the relationship between USI A-44 and other NRC programs and requirements, and (7) a backfit analysis demonstrating that the resolution of USI A-44 complies with the backfit rule (10 CFR 50.109).

  2. Analysis of environmental constraints on expanding reserves in current and future reservoirs in wetlands. Final report

    Louisiana wetlands require careful management to allow exploitation of non-renewable resources without destroying renewable resources. Current regulatory requirements have been moderately successful in meeting this goal by restricting development in wetland habitats. Continuing public emphasis on reducing environmental impacts of resource development is causing regulators to reassess their regulations and operators to rethink their compliance strategies. We examined the regulatory system and found that reducing the number of applications required by going to a single application process and having a coherent map of the steps required for operations in wetland areas would reduce regulatory burdens. Incremental changes can be made to regulations to allow one agency to be the lead for wetland permitting at minimal cost to operators. Operators need cost effective means of access that will reduce environmental impacts, decrease permitting time, and limit future liability. Regulators and industry must partner to develop incentive based regulations that can provide significant environmental impact reduction for minimal economic cost. In addition regulators need forecasts of future E&P trends to estimate the impact of future regulations. To determine future activity we attempted to survey potential operators when this approach was unsuccessful we created two econometric models of north and south Louisiana relating drilling activity, success ratio, and price to predict future wetland activity. Results of the econometric models indicate that environmental regulations have a small but statistically significant effect on drilling operations in wetland areas of Louisiana. We examined current wetland practices and evaluated those practices comparing environmental versus economic costs and created a method for ranking the practices.

  3. Synthetic fuels and the environment: an environmental and regulatory impacts analysis

    Since July 1979 when DOE/EV-0044 report Environmental Analysis of Synthetic Liquid fuels was published the synthetic fuels program proposals of the Administration have undergone significant modifications. The program year for which the development goal of 1.5 million barrels per day is to be reached has been changed from 1990 to 1995. The program plan is now proposed to have two stages to ensure, among other things, better environmental protection: an initial stage emphasizing applied research and development (R and D), including environmental research, followed by a second stage that would accelerate deployment of those synthetic fuel technologies then judged most ready for rapid deployment and economic operation within the environmental protection requirements. These program changes have significantly expanded the scope of technologies to be considered in this environmental analysis and have increased the likelihood that accelerated environmental R and D efforts will be successful in solving principal environmental and worker safety concerns for most technologies prior to the initiation of the second stage of the accelerated deployment plan. Information is presented under the following section headings: summary; study description; the technologies and their environmental concerns (including, coal liquefaction and gasification, oil shale production, biomass and urban waste conversion); regulatory and institutional analyses; and environmental impacts analysis (including air and water quaility analyses, impacts of carbon dioxide and acid rain, water availability, solid and hazardous wastes, coal mining environmental impacts, transportation issues, community growth and change, and regional impacts).   4. Regulatory analysis on criteria for the release of patients administered radioactive material

    The Nuclear Regulatory Commission (NRC) has received two petitions to amend its regulations in 10 CFR Parts 20 and 35 as they apply to doses received by members of the public exposed to patients released from a hospital after they have been administered radioactive material. While the two petitions are not identical they both request that the NRC establish a dose limit of 5 millisieverts (0.5 rem) per year for individuals exposed to patients who have been administered radioactive materials. This Regulatory Analysis evaluates three alternatives. Alternative 1 is for the NRC to amend its patient release criteria in 10 CFR 35.75 to use the more stringent dose limit of 1 millisievert per year in 10 CFR 20.1301(a) for its patient release criteria. Alternative 2 is for the NRC to continue using the existing patient release criteria in 10 CFR 35.75 of 1,110 megabecquerels of activity or a dose rate at one meter from the patient of 0.05 millisievert per hour. Alternative 3 is for the NRC to amend the patient release criteria in 10 CFR 35.75 to specify a dose limit of 5 millisieverts for patient release. The evaluation indicates that Alternative 1 would cause a prohibitively large increase in the national health care cost from retaining patients in a hospital longer and would cause significant personal and psychological costs to patients and their families. The choice of Alternatives 2 or 3 would affect only thyroid cancer patients treated with iodine-131. For those patients, Alternative 3 would result in less hospitalization than Alternative 2. Alternative 3 has a potential decrease in national health care cost of $30,000,000 per year but would increase the potential collective dose from released therapy patients by about 2,700 person-rem per year, mainly to family members.

    This regulatory analysis was developed to respond to three petitions for rulemaking to amend 10 CFR parts 20 and 35 regarding release of patients administered radioactive material. The petitions requested revision of these regulations to remove the ambiguity that existed between the 1-millisievert (0.1-rem) total effective dose equivalent (TEDE) public dose limit in Part 20, adopted in 1991, and the activity-based release limit in 10 CFR 35.75 that, in some instances, would permit release of individuals in excess of the current public dose limit. Three alternatives for resolution of the petitions were evaluated. Under Alternative 1, NRC would amend its patient release criteria in 10 CFR 35.75 to match the annual public dose limit in Part 20 of 1 millisievert (0.1 rem) TEDE. Alternative 2 would maintain the status quo of using the activity-based release criteria currently found in 10 CFR 35.75. Under Alternative 3, the NRC would revise the release criteria in 10 CFR 35.75 to specify a dose limit of 5 millisieverts (0.5 rem) TEDE.

To help foster further improvements in estimating the SCC, the U.S. Environmental Protection Agency and the U.S. Department of Energy hosted a pair of workshops on “Improving the Assessment and Valuation of Climate Change Impacts for Policy and Regulatory Analysis.” The first focused on conceptual and methodological issues related to integrated assessment modeling and the second brought together natural and social scientists to explore methods for improving damage assessment for multiple sectors. These two workshops provide the basis for the 13 papers in this special issue.

    We present new constraints on the neutrino oscillation parameters {Delta}m{sub 21}{sup 2}, {theta}{sub 12}, and {theta}{sub 13} from a three-flavor analysis of solar and KamLAND data. The KamLAND data set includes data acquired following a radiopurity upgrade and amounts to a total exposure of 3.49 x 10{sup 32} target-proton-year. Under the assumption of CPT invariance, a two-flavor analysis ({theta}{sub 13} = 0) of the KamLAND and solar data yields the best-fit values tan{sup 2} {theta}{sub 12} = 0.444{sub -0.030}{sup +0.036} and {Delta}m{sub 21}{sup 2} = 7.50{sub -0.20}{sup +0.19} x 10{sup -5} eV{sup 2}; a three-flavor analysis with {theta}{sub 13} as a free parameter yields the best-fit values tan{sup 2} {theta}{sub 12} = 0.452{sub -0.033}{sup +0.035}, {Delta}m{sub 21}{sup 2} = 7.50{sub -0.20}{sup +0.19} x 10{sup -5}eV{sup 2}, and sin{sup 2} {theta}{sub 13} = 0.020{sub -0.016}{sup +0.016}. This {theta}{sub 13} interval is consistent with other recent work combining the CHOOZ, atmospheric and long-baseline accelerator experiments. We also present a new global {theta}{sub 13} analysis, incorporating the CHOOZ, atmospheric and accelerator data, which indicates sin{sup 2} {theta}{sub 13} = 0.017{sub -0.009}{sup +0.010}, a nonzero value at the 93% C.L. This finding will be further tested by upcoming accelerator and reactor experiments.

    The use of large-scale or genome-scale metabolic reconstructions for modeling and simulation of plant metabolism and integration of those models with large-scale omics and experimental flux data is becoming increasingly important in plant metabolic research. Here we report an updated version of bna572, a bottom-up reconstruction of oilseed rape (Brassica napus L.; Brassicaceae) developing seeds with emphasis on representation of biomass-component biosynthesis. New features include additional seed-relevant pathways for isoprenoid, sterol, phenylpropanoid, flavonoid, and choline biosynthesis. Being now based on standardized data formats and procedures for model reconstruction, bna572+ is available as a COBRA-compliant Systems Biology Markup Language (SBML) modelmore » and conforms to the Minimum Information Requested in the Annotation of Biochemical Models (MIRIAM) standards for annotation of external data resources. Bna572+ contains 966 genes, 671 reactions, and 666 metabolites distributed among 11 subcellular compartments. It is referenced to the Arabidopsis thaliana genome, with gene-protein-reaction (GPR) associations resolving subcellular localization. Detailed mass and charge balancing and confidence scoring were applied to all reactions. Using B. napus seed specific transcriptome data, expression was verified for 78% of bna572+ genes and 97% of reactions. Alongside bna572+ we also present a revised carbon centric model for 13C-Metabolic Flux Analysis (13C-MFA) with all its reactions being referenced to bna572+ based on linear projections. By integration of flux ratio constraints obtained from 13C-MFA and by elimination of infinite flux bounds around thermodynamically infeasible loops based on COBRA loopless methods, we demonstrate improvements in predictive power of Flux Variability Analysis (FVA).     With the constant implementation of complex and restrictive state and federal clean air laws, a facility must have a comprehensive understanding of the types and amount of emissions associated with the facility`s operations. Knowledge of the facility`s emissions is essential to assess the operational impacts of current and upcoming legislation. Lawrence Livermore National Laboratory (LLNL), located in California, is regulated by federal, state, and local air quality agencies. Of most concern to the facility is California`s Assembly Bill 2588 (also known as the {open_quotes}Air Toxics Hot Spots{close_quotes} program) and the federal Title III, Title V, and Title VI provisions of the Clean Air Act as amended in 1990. Because of the complex regulatory requirements, LLNL needed a system to calculate and classify air emissions by each applicable regulatory program. This paper outlines the development of LLNL`s comprehensive emissions inventory known as the Emissions Measurement and Information Tracking System (EMITS).

    Regulated pesticides, herbicides, miticides, and fungicides were evaluated for their potential past and current use at the Hanford Site. The starting list of these compounds is based on regulatory analyte input lists discussed in the Regulatory DQO. Twelve pesticide, herbicide, miticide, and fungicide compounds are identified for analysis in the Hanford SST and DST waste in support of the Regulatory DQO. The compounds considered for additional analyses are non-detected, considered stable in the tank waste matrix, and of higher toxicity/carcinogenicity.

    Our study focuses on discovering gene regulatory networks from time series gene expression data using the Granger causality (GC) model. However, the number of available time points (T) usually is much smaller than the number of target genes (n) in biological datasets. The widely applied pairwise GC model (PGC) and other regularization strategies can lead to a significant number of false identifications when n>>T. In this study, we proposed a new method, viz., CGC-2SPR (CGC using two-step prior Ridge regularization) to resolve the problem by incorporating prior biological knowledge about a target gene data set. In our simulation experiments, themore » propose new methodology CGC-2SPR showed significant performance improvement in terms of accuracy over other widely used GC modeling (PGC, Ridge and Lasso) and MI-based (MRNET and ARACNE) methods. In addition, we applied CGC-2SPR to a real biological dataset, i.e., the yeast metabolic cycle, and discovered more true positive edges with CGC-2SPR than with the other existing methods. In our research, we noticed a “ 1+1>2” effect when we combined prior knowledge and gene expression data to discover regulatory networks. Based on causality networks, we made a functional prediction that the Abm1 gene (its functions previously were unknown) might be related to the yeast’s responses to different levels of glucose. In conclusion, our research improves causality modeling by combining heterogeneous knowledge, which is well aligned with the future direction in system biology. Furthermore, we proposed a method of Monte Carlo significance estimation (MCSE) to calculate the edge significances which provide statistical meanings to the discovered causality networks. This study provides new perspective on that debate and examines the possibility of power outages resulting from electricity supply constraints. Previous studies have focused on electricity supply growth, demand growth, and on the linkages between electricity and economic growth. This study assumes the occurrence of electricity supply shortfalls in the 1990s and examines the steps that homeowners, businesses, manufacturers, and other electricity users might take in response to electricity outages.

    In large part, FERC's determination of market power is based on an analysis that focuses on the ability of power suppliers to foreclose' other potential power suppliers by withholding transmission access to the buyer. The authors believe that this analysis is flawed because the conditions it considers are neither necessary nor sufficient for the existence of market power. That is, it is possible that market-based rates can be subject to market power even if no transmission supplier has the ability to foreclose some power suppliers; conversely, it is possible that no market power exists despite the ability to foreclose other suppliers. This paper provides a critical analysis of FERC's market-power determinations. The concept of market power is defined and its relationship to competition is discussed in Section 1, while a framework for evaluating the existence of market power is presented in Section 2. In Section 3, FERC's recent order in Terra Comfort is examined using this framework. A brief preview of FERC's order in TECO Power Services comprises Section 4. Overall conclusions are presented in Section 5.

    Radioactive materials transportation is stringently regulated by the Department of Transportation and the Nuclear Regulatory Commission to protect the public and the environment. As a Federal agency, however, the U.S. Department of Energy (DOE) must seek State, Tribal and local input on safety issues for certain transportation activities. This interaction has invariably resulted in the imposition of extra-regulatory requirements, greatly increasing transportation costs and delaying schedules while not significantly enhancing the level of safety. This paper discusses the results an analysis of the regulatory and negotiated requirements established for a July 1998 shipment of spent nuclear fuel from foreign countries through the west coast to the Idaho National Engineering and Environmental Laboratory (INEEL). Staff from the INEEL Nuclear Materials Engineering and Disposition Department undertook the analysis in partnership with HMTC, to discover if there were instances where requirements derived from stakeholder interactions duplicate, contradict, or otherwise overlap with regulatory requirements. The study exhaustively lists and classifies applicable Department of Transportation (DOT) and Nuclear Regulatory Commission (NRC) regulations. These are then compared with a similarly classified list of requirements from the Environmental Impact Statements (EIS) and those developed during stakeholder negotiations. Comparison and analysis reveals numerous attempts to reduce transportation risk by imposing more stringent safety measures than those required by DOT and NRC. These usually took the form of additional inspection, notification and planning requirements. There are also many instances of overlap with, and duplication of regulations. Participants will gain a greater appreciation for the need to understand the risk-oriented basis of the radioactive materials regulations and their effectiveness in ensuring safety when negotiating extra-regulatory requirements.

    This report presents the regulatory analysis for Generic Issue (GI-143), {open_quotes}Availability of Chilled Water System and Room Cooling.{close_quotes} The heating, ventilating, and air conditioning (HVAC) systems and related auxiliaries are required to provide control of environmental conditions in areas in light water reactor (LWR) plants that contain safety-related equipment. In some plants, the HVAC and chilled water systems serve to maintain a suitable environment for both safety and non-safety-related areas. Although some plants have an independent chilled water system for the safety-related areas, the heat removal capability often depends on the operability of other supporting systems such as the service water system or the component cooling water system. The operability of safety-related components depends upon operation of the HVAC and chilled water systems to remove heat from areas containing the equipment. If cooling to dissipate the heat generated is unavailable, the ability of the safety-related equipment to operate as intended cannot be assured. Typical components or areas in the nuclear power plant that could be affected by the failure of cooling from HVAC or chilled water systems include the (1) emergency switchgear and battery rooms, (2) emergency diesel generator room, (3) pump rooms for residual heat removal, reactor core isolation cooling, high-pressure core spray, and low-pressure core spray, and (4) control room. The unavailability of such safety-related equipment or areas could cause the core damage frequency (CDF) to increase significantly.

    Partitioning-transmutation, sometimes called actinide burning, is an alternative approach to high-level radioactive waste management. It consists of removing long-lived radionuclides from wastes and destroying those radionuclides, thus reducing the long-term hazards of radioactive waste. It was studied in detail in the 1970's. New developments in technology and other factors are resulting in a reexamination of this waste management option. This report consists of three papers which summarize the historical work, update the analysis of the costs of waste disposal, and describe current regulatory requirements which might be impacted by P-T. The papers provide a starting point for future research on P-T. 152 refs., 2 figs., 19 tabs.

    We report that microbial syntrophy is a vital metabolic interaction necessary for the complete oxidation of organic biomass to methane in all-anaerobic ecosystems. However, this process is thermodynamically constrained and represents an ecosystem-level metabolic bottleneck. To gain insight into the physiology of this process, a shotgun proteomics approach was used to quantify the protein landscape of the model syntrophic metabolizer, Syntrophomonas wolfei, grown axenically and syntrophically with Methanospirillum hungatei. Remarkably, the abundance of most proteins as represented by normalized spectral abundance factor (NSAF) value changed very little between the pure and coculture growth conditions. Among the most abundant proteins detected were GroEL and GroES chaperonins, a small heat shock protein, and proteins involved in electron transfer, beta-oxidation, and ATP synthesis. Several putative energy conservation enzyme systems that utilize NADH and ferredoxin were present. The abundance of an EtfAB2 and the membrane-bound iron-sulfur oxidoreductase (Swol_0698 gene product) delineated a potential conduit for electron transfer between acyl-CoA dehydrogenases and membrane redox carriers. Proteins detected only when S. wolfei was grown with M. hungatei included a zinc-dependent dehydrogenase with a GroES domain, whose gene is present in genomes in many organisms capable of syntrophy, and transcriptional regulators responsive to environmental stimuli or the physiological status of the cell. In conclusion, the proteomic analysis revealed an emphasis on macromolecular stability and energy metabolism by S. wolfei and presence of regulatory mechanisms responsive to external stimuli and cellular physiological status.

    On August 29, 1988, the US Nuclear Regulatory Commission (NRC) issued an Advance Notice of Proposed Rulemaking on nuclear plant license renewal and solicited public comments on NUREG-1317, ''Regulatory Options for Nuclear Plant License Renewal.'' NUREG-1317 presents a discussion of fifteen topics involving technical, environmental, and procedural issues and poses a set of related questions. As part of its ongoing task for the NRC, The MITRE Corporation has summarized and analyzed the public comments received. Fifty-three written comments were received. Of these, 83 percent were from nuclear industry representatives; the remaining comments represented federal and state agencies, public interest groups, and a private citizen.

    The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributes including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. The national aggregate impacts include forecasts of appliance sales, efficiencies, energy use, and consumer expenditures. The individual impacts are analyzed by Life-Cycle Cost (LCC), Payback Periods, and Cost of Conserved Energy (CCE), which evaluate the savings in operating expenses relative to increases in purchase price; A Manufacturer Analysis, which provides an estimate of manufacturers' response to the proposed standards. Their response is quantified by changes in several measures of financial performance for a firm. An Industry Impact Analysis shows financial and competitive impacts on the appliance industry. A Utility Analysis that measures the impacts of the altered energy-consumption patterns on electric utilities. A Environmental Effects analysis, which estimates changes in emissions of carbon dioxide, sulfur oxides, and nitrogen oxides, due to reduced energy consumption in the home and at the power plant.   10. Regulatory analysis for the resolution of Generic Safety Issue 29: Bolting degradation or failure in nuclear power plants

    Generic Safety Issue (GSI)-29 deals with staff concerns about public risk due to degradation or failure of safety-related bolting in nuclear power plants. The issue was initiated in November 1982. Value-impact studies of a mandatory program on safety-related bolting for operating plants were inconclusive: therefore, additional regulatory requirements for operating plants could not be justified in accordance with provisions of 10 CFR 50.109. In addition, based on operating experience with bolting in both nuclear and conventional power plants, the actions already taken through bulletins, generic letters, and information notices, and the industry-proposed actions, the staff concluded that a sufficient technical basis exists for the resolution of GSI-29. The staff further concluded that leakage of bolted pressure joints is possible but catastrophic failure of a reactor coolant pressure boundary joint that will lead to significant accident sequences is highly unlikely. For future plants, it was concluded that a new Standard Review Plant section should be developed to codify existing bolting requirements and industry-developed initiatives. 9 refs., 1 tab.

    This report is one of a series of supporting documents for the outcome-based characterization strategy developed by PNNL. This report presents a set of proposed risk measures with risk constraint (acceptance) levels for use in the Value of Information process used in the NCS. The characterization strategy has developed a risk-based Value of Information (VOI) approach for comparing the cost-effectiveness of characterizing versus mitigating particular waste tanks or tank clusters. The preference between characterizing or mitigating in order to prevent an accident depends on the cost of those activities relative to the cost of the consequences of the accident. The consequences are defined as adverse impacts measured across a broad set of risk categories such as worker dose, public cancers, ecological harm, and sociocultural impacts. Within each risk measure, various {open_quotes}constraint levels{close_quotes} have been identified that reflect regulatory standards or conventionally negotiated thresholds of harm to Hanford resources and values. The cost of consequences includes the {open_quotes}costs{close_quote} of exceeding those constraint levels as well as a strictly linear costing per unit of impact within each of the risk measures. In actual application, VOI based-decision making is an iterative process, with a preliminary low-precision screen of potential technical options against the major risk constraints, followed by VOI analysis to determine the cost-effectiveness of gathering additional information and to select a preferred technical option, and finally a posterior screen to determine whether the preferred option meets all relevant risk constraints and acceptability criteria.

    We suggest new strict constraints that the two-particle cumulant matrix should fulfill. The constraints are obtained from the decomposition of ?S-^{sup 2}?, previously developed in our laboratory, and the vanishing number of electrons shared by two non-interacting fragments. The conditions impose stringent constraints into the cumulant structure without any need to perform an orbital optimization procedure thus carrying very small or no computational effort. These constraints are tested on the series of Piris natural orbital functionals (PNOF), which are among the most accurate ones available in the literature. Interestingly, even though all PNOF cumulants ensure correct overall ?S{sup ^2}? values, none of them is consistent with the local spin structure of systems that dissociate more than one pair of electrons. A careful analysis of the local spin components reveals the most important missing contributions in the cumulant expression thus suggesting a means to improve PNOF5. The constraints provide an inexpensive tool for the construction and testing of cumulant structures that complement previously known conditions such as the N-representability or the square of the total spin angular momentum, ?S{sup ^2}?.

  4. Constraint-Based Routing Models for the Transport of Radioactive Materials

    The Department of Energy (DOE) has a historic programmatic interest in the safe and secure routing, tracking, and transportation risk analysis of radiological materials in the United States. In order to address these program goals, DOE has funded the development of several tools and related systems designed to provide insight to planners and other professionals handling radioactive materials shipments. These systems include the WebTRAGIS (Transportation Routing Analysis Geographic Information System) platform. WebTRAGIS is a browser-based routing application developed at Oak Ridge National Laboratory (ORNL) focused primarily on the safe transport of spent nuclear fuel from US nuclear reactors via railway, highway, or waterway. It is also used for the transport planning of low-level radiological waste to depositories such as the Waste Isolation Pilot Plant (WIPP) facility. One particular feature of WebTRAGIS is its coupling with high-resolution population data from ORNL s LandScan project. This allows users to obtain highly accurate population count and density information for use in route planning and risk analysis. To perform the routing and risk analysis WebTRAGIS incorporates a basic routing model methodology, with the additional application of various constraints designed to mimic US Department of Transportation (DOT), DOE, and Nuclear Regulatory Commission (NRC) regulations. Aside from the routing models available in WebTRAGIS, the system relies on detailed or specialized modal networks for the route solutions. These include a highly detailed network model of the US railroad system, the inland and coastal waterways, and a specialized highway network that focuses on the US interstate system and the designated hazardous materials and Highway Route Controlled Quantity (HRCQ) -designated roadways.     The extracytoplasmic functioning sigma factor ?E is known to play an essential role for Salmonella enterica serovar Typhimurium to survive and proliferate in macrophages and mice. However, its regulatory network is not well characterized, especially during infection. Here we used microarray to identify genes regulated by ?E in Salmonella grown in three conditions: a nutrient-rich condition and two others that mimic early and late intracellular infection. We found that in each condition ?E regulated different sets of genes, and notably, several global regulators. When comparing nutrient-rich and infection-like conditions, large changes were observed in the expression of genes involved inmoreSalmonella pathogenesis island (SPI)-1 type-three secretion system (TTSS), SPI-2 TTSS, protein synthesis, and stress responses. In total, the expression of 58% of Salmonella genes was affected by ?E in at least one of the three conditions. An important finding is that ?E up-regulates SPI-2 genes, which are essential for Salmonella intracellular survival, by up-regulating SPI-2 activator ssrB expression at the early stage of infection and down-regulating SPI-2 repressor hns expression at a later stage. Moreover, ?E is capable of countering the silencing of H-NS, releasing the expression of SPI-2 genes. This connection between ?E and SPI-2 genes, combined with the global regulatory effect of ?E, may account for the lethality of rpoE-deficient Salmonella in murine infection.less

    This analysis provides a description of the first U.S. national electricity capacity expansion model to incorporate water resource availability and costs as a constraint for the future development of the electricity sector. The Regional Energy Deployment System (ReEDS) model was modified to incorporate water resource availability constraints and costs in each of its 134 Balancing Area (BA) regions along with differences in costs and efficiencies of cooling systems. Water resource availability and cost data are from recently completed research at Sandia National Laboratories (Tidwell et al. 2013b).     The regulatory, environmental, and market constraints to development of US low-rank coal resources are analyzed. Government-imposed environmental and regulatory requirements are among the most important factors that determine the markets for low-rank coal and the technology used in the extraction, delivery, and utilization systems. Both state and federal controls are examined, in light of available data on impacts and effluents associated with major low-rank coal development efforts. The market analysis examines both the penetration of existing markets by low-rank coal and the evolution of potential markets in the future. The electric utility industry consumes about 99 percent of the total low-rank coal production. This use in utility boilers rose dramatically in the 1970's and is expected to continue to grow rapidly. In the late 1980's and 1990's, industrial direct use of low-rank coal and the production of synthetic fuels are expected to start growing as major new markets.

    Pseudomonas aeruginosa employs a type three secretion system to facilitate infections in mammalian hosts. The operons encoding genes of structural components of the secretion machinery and associated virulence factors are all under the control of the AraC-type transcriptional activator protein, ExsA. ExsA belongs to a unique subfamily of AraC-proteins that is regulated through protein-protein contacts rather than small molecule ligands. Prior to infection, ExsA is inhibited through a direct interaction with the anti-activator ExsD. To activate ExsA upon host cell contact this interaction is disrupted by the anti-antiactivator protein ExsC. Here we report the crystal structure of the regulatory domainmore » of ExsA, which is known to mediate ExsA dimerization as well as ExsD binding. The crystal structure suggests two models for the ExsA dimer. Both models confirmed the previously shown involvement of helix α-3 in ExsA dimerization but one also suggest a role for helix α-2. These structural data are supported by the observation that a mutation in α-2 greatly diminished the ability of ExsA to activate transcription in vitro. Lastly, additional in vitro transcription studies revealed that a conserved pocket, used by AraC and the related ToxT protein for the binding of small molecule regulators, although present in ExsA is not involved in binding of ExsD.« less

    Using data from the COSMOS survey, we perform the first joint analysis of galaxy-galaxy weak lensing, galaxy spatial clustering, and galaxy number densities. Carefully accounting for sample variance and for scatter between stellar and halo mass, we model all three observables simultaneously using a novel and self-consistent theoretical framework. Our results provide strong constraints on the shape and redshift evolution of the stellar-to-halo mass relation (SHMR) from z = 0.2 to z = 1. At low stellar mass, we find that halo mass scales as M{sub h} {proportional_to}M{sup 0.46}{sub *} and that this scaling does not evolve significantly with redshift from z = 0.2 to z = 1. The slope of the SHMR rises sharply at M{sub *} > 5 Multiplication-Sign 10{sup 10} M{sub Sun} and as a consequence, the stellar mass of a central galaxy becomes a poor tracer of its parent halo mass. We show that the dark-to-stellar ratio, M{sub h} /M{sub *}, varies from low to high masses, reaching a minimum of M{sub h} /M{sub *} {approx} 27 at M{sub *} = 4.5 Multiplication-Sign 10{sup 10} M{sub Sun} and M{sub h} = 1.2 Multiplication-Sign 10{sup 12} M{sub Sun }. This minimum is important for models of galaxy formation because it marks the mass at which the accumulated stellar growth of the central galaxy has been the most efficient. We describe the SHMR at this minimum in terms of the 'pivot stellar mass', M{sup piv}{sub *}, the 'pivot halo mass', M{sup piv}{sub h}, and the 'pivot ratio', (M{sub h} /M{sub *}){sup piv}. Thanks to a homogeneous analysis of a single data set spanning a large redshift range, we report the first detection of mass downsizing trends for both M{sup piv}{sub h} and M{sup piv}{sub *}. The pivot stellar mass decreases from M{sup piv}{sub *} = 5.75 {+-} 0.13 Multiplication-Sign 10{sup 10} M{sub Sun} at z = 0.88 to M{sup piv}{sub *} = 3.55 {+-} 0.17 Multiplication-Sign 10{sup 10} M{sub Sun} at z = 0.37.     The Interstate Oil and Gas Compact Commission (IOGCC) engaged in numerous projects outlined under the scope of work discussed in the United States Department of Energy (DOE) grant number DE-FC26-04NT15456 awarded to the IOGCC. Numerous projects were completed that were extremely valuable to state oil and gas agencies as a result of work performed utilizing resources provided by the grant. There are numerous areas in which state agencies still need assistance. This additional assistance will need to be addressed under future scopes of work submitted annually to DOE's Project Officer for this grant. This report discusses the progress of the projects outlined under the grant scope of work for the 2005-2006 areas of interest, which are as follows: Area of Interest No. 1--Regulatory Streamlining and Improvement: This area of interest continues to support IOGCC's regulatory streamlining efforts that include the identification and elimination of unnecessary duplications of efforts between and among state and federal programs dealing with exploration and production on public lands. Area of Interest No. 2--Technology: This area of interest seeks to improve efficiency in states through the identification of technologies that can reduce costs. Area of Interest No. 3--Training and Education: This area of interest is vital to upgrading the skills of regulators and industry alike. Within the National Energy Policy, there are many appropriate training and education opportunities. Education was strongly endorsed by the President's National Energy Policy Development group. Acting through the governors offices, states are very effective conduits for the dissemination of energy education information. While the IOGCC favors the development of a comprehensive, long-term energy education plan, states are also supportive of immediate action on important concerns, such as energy prices, availability and conservation.     The cooperative program between NRC/ANL and EPRI on the validation of soil-structure interaction analysis methods with actual seismic response data is described. A large scale-model of a containment building has been built by EPRI/Taipower in a highly seismic region of Taiwan. Vibration tests were performed, first on the basemat before the superstructure was built and then on the completed structure. Since its completion, the structure has experienced many earthquakes. The site and structural response to these earthquakes have been recorded with field (surface and downhole) and structural instrumentation. The validation program involves blind predictions of site and structural response during vibration tests and a selected seismic event, and subsequent comparison between the predictions and measurements. The predictive calculations are in progress. The results of the correlation are expected to lead to the evaluation of the methods as to their conservatisms and sensitivities.

These four papers investigate issues relating to the long-term regulation of nuclear energy. They were prepared as part of the Institute for Energy Analysis' project on Nuclear Regulation funded by a grant from the Mellon Foundation and a smaller grant by the MacArthur Foundation. Originally this work was to be supplemented by contributions from the Nuclear Regulatory Commission and from the Department of Energy. These contributions were not forthcoming, and as a result the scope of our investigations was more restricted than we had originally planned.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended by the National Appliance Energy Conservation Act of 1987 (P.L. 100-12) and by the National Appliance Energy Conservation Amendments of 1988 (P.L. 100-357), and by the Energy Policy Act of 1992 (P.L. 102-486), provides energy conservation standards for 12 of the 13 types of consumer products` covered by the Act, and authorizes the Secretary of Energy to prescribe amended or new energy standards for each type (or class) of covered product. The assessment of the proposed standards for refrigerators, refrigerator-freezers, and freezers presented in this document is designed to evaluate their economic impacts according to the criteria in the Act. It includes an engineering analysis of the cost and performance of design options to improve the efficiency of the products; forecasts of the number and average efficiency of products sold, the amount of energy the products will consume, and their prices and operating expenses; a determination of change in investment, revenues, and costs to manufacturers of the products; a calculation of the costs and benefits to consumers, electric utilities, and the nation as a whole; and an assessment of the environmental impacts of the proposed standards.

    This DOE-NE Advanced Small Modular Reactor (AdvSMR) regulatory technology development plan (RTDP) will link critical DOE nuclear reactor technology development programs to important regulatory and policy-related issues likely to impact a “critical path” for establishing a viable commercial AdvSMR presence in the domestic energy market. Accordingly, the regulatory considerations that are set forth in the AdvSMR RTDP will not be limited to any one particular type or subset of advanced reactor technology(s) but rather broadly consider potential regulatory approaches and the licensing implications that accompany all DOE-sponsored research and technology development activity that deal with commercial non-light water reactors. However, it is also important to remember that certain “minimum” levels of design and safety approach knowledge concerning these technology(s) must be defined and available to an extent that supports appropriate pre-licensing regulatory analysis within the RTDP. Final resolution to advanced reactor licensing issues is most often predicated on the detailed design information and specific safety approach as documented in a facility license application and submitted for licensing review. Because the AdvSMR RTDP is focused on identifying and assessing the potential regulatory implications of DOE-sponsored reactor technology research very early in the pre-license application development phase, the information necessary to support a comprehensive regulatory analysis of a new reactor technology, and the resolution of resulting issues, will generally not be available. As such, the regulatory considerations documented in the RTDP should be considered an initial “first step” in the licensing process which will continue until a license is issued to build and operate the said nuclear facility.     We investigate coupled stochastic differential equations governing N non-negative continuous random variables that satisfy a conservation principle. In various fields a conservation law requires that a set of fluctuating variables be non-negative and (if appropriately normalized) sum to one. As a result, any stochastic differential equation model to be realizable must not produce events outside of the allowed sample space. We develop a set of constraints on the drift and diffusion terms of such stochastic models to ensure that both the non-negativity and the unit-sum conservation law constraint are satisfied as the variables evolve in time. We investigate the consequences of the developed constraints on the Fokker-Planck equation, the associated system of stochastic differential equations, and the evolution equations of the first four moments of the probability density function. We show that random variables, satisfying a conservation law constraint, represented by stochastic diffusion processes, must have diffusion terms that are coupled and nonlinear. The set of constraints developed enables the development of statistical representations of fluctuating variables satisfying a conservation law. We exemplify the results with the bivariate beta process and the multivariate Wright-Fisher, Dirichlet, and Lochner’s generalized Dirichlet processes.

  12. Planck constraints on monodromy inflation

    We use data from the nominal Planck mission to constrain modulations in the primordial power spectrum associated with monodromy inflation. The largest improvement in fit relative to the unmodulated model has Δχ{sup 2} ≈ 10 and we find no evidence for a primordial signal, in contrast to a previous analysis of the WMAP9 dataset, for which Δχ{sup 2} ≈ 20. The Planck and WMAP9 results are broadly consistent on angular scales where they are expected to agree as far as best-fit values are concerned. However, even on these scales the significance of the signal is reduced in Planck relative to WMAP, and is consistent with a fit to the ''noise'' associated with cosmic variance. Our results motivate both a detailed comparison between the two experiments and a more careful study of the theoretical predictions of monodromy inflation.

    This study of potential land-related impacts of geothermal power development in The Geysers region focuses on Lake County because it has most of the undeveloped resource and the least regulatory capability. First, the land resource is characterized in terms of its ecological, hydrological, agricultural, and recreational value; intrinsic natural hazards; and the adequacy of roads and utility systems. Based on those factors, the potential land-use conflicts and constraints that geothermal development may encounter in the region are identified and the availability and relative suitability of land for such development is determined. A brief review of laws and powers germane to geothermal land-use regulation is included.

    Constraint satisfaction problems are typically solved using search, augmented by general purpose consistency inference methods. This paper proposes a paradigm shift in which inference is used as the primary problem solving method, and attention is focused on special purpose, domain specific inference methods. While we expect this approach to have computational advantages, we emphasize here the advantages of a solution method that is more congenial to human thought processes. Specifically we use inference-based constraint satisfaction to support explanations of the problem solving behavior that are considerably more meaningful than a trace of a search process would be. Logic puzzles are used as a case study. Inference-based constraint satisfaction proves surprisingly powerful and easily extensible in this domain. Problems drawn from commercial logic puzzle booklets are used for evaluation. Explanations are produced that compare well with the explanations provided by these booklets.

    Several multiagent systems exemplify the need for establishing distributed control laws that ensure the resulting agents' collective behavior satisfies a given coupled constraint. This technical note focuses on the design of such control laws through a game-theoretic framework. In particular, this technical note provides two systematic methodologies for the design of local agent objective functions that guarantee all resulting Nash equilibria optimize the system level objective while also satisfying a given coupled constraint. Furthermore, the designed local agent objective functions fit into the framework of state based potential games. Consequently, one can appeal to existing results in game-theoretic learning to derive a distributed process that guarantees the agents will reach such an equilibrium.

    A global cardinality constraint (gcc) is specified in terms of a set of variables X = (x{sub 1},..., x{sub p}) which take their values in a subset of V = (v{sub 1},...,v{sub d}). It constrains the number of times a value v{sub i} {epsilon} V is assigned to a variable in X to be in an interval [l{sub i}, c{sub i}]. Cardinality constraints have proved very useful in many real-life problems, such as scheduling, timetabling, or resource allocation. A gcc is more general than a constraint of difference, which requires each interval to be. In this paper, we present an efficient way of implementing generalized arc consistency for a gcc. The algorithm we propose is based on a new theorem of flow theory. Its space complexity is O({vert_bar}X{vert_bar} {times} {vert_bar}V{vert_bar}) and its time complexity is O({vert_bar}X{vert_bar}{sup 2} {times} {vert_bar}V{vert_bar}). We also show how this algorithm can efficiently be combined with other filtering techniques.

    This paper will complement that delivered by Thomas root by following his historical analysis of the Fifth Amendment through recent case law with an analysis of regulatory taking through environmental statutes. The discussion will center on takings of water rights through application of the Clean Water Act and the Threatened and Endangered Species Act. Although the examples used will be hypothetical, they will be based upon factual situations. Some of the issues presented for consideration will be an examination of standing of municipalities and corporations under the Fifth Amendment, federal and state legislation impacting the judicial trend toward reviving the Fifth Amendment, budgetary considerations, and convergence from focus on real property to other types of property. The author will also discuss the judicial trend in the Fifth Amendment cases from reliance on federal power to regulate to financial impact on real property resulting from regulation, and the potential for a return to the analysis of the power to regulate through a resurrection of the Tenth Amendment limitation of powers.

  10. A Framework for Parallel Nonlinear Optimization by Partitioning Localized Constraints

    We present a novel parallel framework for solving large-scale continuous nonlinear optimization problems based on constraint partitioning. The framework distributes constraints and variables to parallel processors and uses an existing solver to handle the partitioned subproblems. In contrast to most previous decomposition methods that require either separability or convexity of constraints, our approach is based on a new constraint partitioning theory and can handle nonconvex problems with inseparable global constraints. We also propose a hypergraph partitioning method to recognize the problem structure. Experimental results show that the proposed parallel algorithm can efficiently solve some difficult test cases.

The Dukovany, NPP is about ten years in operation (four units 440 MW - WWBFL model 213) and Tomelin NPP is under construction (two units 1000 MW - WWER model 320). Both NPPs were built to Soviet design and according to Soviet regulations and standards but most of equipment for primary circuits was supplied by home manufacturers. The objective of the Czech LBB program is to prove the LBB status of the primary piping systems of there NPPs and the LBB concept is a part of strategy to meet western style safety standards. The reason for the Czech LBB project is a lack of some standard safety Facilities too. For both Dukovany and Tomelin NPPs a full LBB analysis should be carried out. The application of LBB to the piping system should be also a cost effective means to avoid installations of pipe whip restraints and jet shields. The Czech regulatory body issued non-mandatory requirement, {open_quotes}Leak Before Break{close_quotes} which is in compliance with national legal documents and which is based on the US NRC Regulatory Procedures and US standards (ASMF CODE, ANSI). The requirement has been published in the document {open_quotes}Safety of Nuclear Facilities{close_quotes} No 1/1991 as {open_quotes}Requirements on the Content and Format of Safety Reports and their Supplements{close_quote} and consist of two parts (1) procedure for obtaining proof of evidence {open_quotes}Leak Before Break{close_quotes} (2) leak detection systems for the pressurized reactor primary circuit.     Economic policy in four oil-producing countries is analyzed within a framework that combines a qualitative assessment of the policy-making process with an empirical formulation based on historical and current trends in these countries. The concept of absorptive capacity is used to analyze the optimum rates of petroleum production in Iran, Iraq, Saudi Arabia, and Kuwait. A control solution with an econometric model is developed which is then modified for alternative development strategies based on analysis of factors influencing production decisions. The study shows the consistencies and inconsistencies between the goals of economic growth, oil production, and exports, and the constraints on economic development. Simulation experiments incorporated a number of the constraints on absorptive capacity. Impact of other constraints such as income distribution and political stability is considered qualitatively.     State legislatures and state utility commissions trying to attract renewable energy projects are considering feed-in tariffs, which obligate retail utilities to purchase electricity from renewable producers under standard arrangements specifying prices, terms, and conditions. The use of feed-in tariffs simplifies the purchase process, provides revenue certainty to generators, and reduces the cost of financing generating projects. However, some argue that federal law--including the Public Utility Regulatory Policies Act of 1978 (PURPA) and the Federal Power Act of 1935 (FPA)--constrain state-level feed-in tariffs. This report seeks to reduce the legal uncertainties for states contemplating feed-in tariffs by explaining the constraints imposed by federal statutes. It describes the federal constraints, identifies transaction categories that are free of those constraints, and offers ways for state and federal policymakers to interpret or modify existing law to remove or reduce these constraints. This report proposes ways to revise these federal statutes. It creates a broad working definition of a state-level feed-in tariff. Given this definition, this report concludes there are paths to non-preempted, state-level feed-in tariffs under current federal law.

With the prospect of constraining long-term climate prediction, scientists have recently uncovered several emergent constraints related to long-term cloud feedbacks. We review these proposed emergent constraints, many of which involve the behavior of low-level clouds, and discuss criteria to assess their credibility. With further research, some of the cases we review may eventually become confirmed emergent constraints, provided they are accompanied by credible physical explanations. Because confirmed emergent constraints identify a source of model error that projects onto climate predictions, they deserve extra attention from those developing climate models and climate observations. While a systematic bias cannot be ruled out, it is noteworthy that the promising emergent constraints suggest larger cloud feedback and hence climate sensitivity.

    This study analyzes China's coal industry by focusing on four related areas. First, data are reviewed to identify the major drivers of historical and future coal demand. Second, resource constraints and transport bottlenecks are analyzed to evaluate demand and growth scenarios. The third area assesses the physical requirements of substituting coal demand growth with other primary energy forms. Finally, the study examines the carbon- and environmental implications of China's past and future coal consumption. There are three sections that address these areas by identifying particular characteristics of China's coal industry, quantifying factors driving demand, and analyzing supply scenarios: (1) reviews the range of Chinese and international estimates of remaining coal reserves and resources as well as key characteristics of China's coal industry including historical production, resource requirements, and prices; (2) quantifies the largest drivers of coal usage to produce a bottom-up reference projection of 2025 coal demand; and (3) analyzes coal supply constraints, substitution options, and environmental externalities. Finally, the last section presents conclusions on the role of coal in China's ongoing energy and economic development. China has been, is, and will continue to be a coal-powered economy. In 2007 Chinese coal production contained more energy than total Middle Eastern oil production. The rapid growth of coal demand after 2001 created supply strains and bottlenecks that raise questions about sustainability. Urbanization, heavy industrial growth, and increasing per-capita income are the primary interrelated drivers of rising coal usage. In 2007, the power sector, iron and steel, and cement production accounted for 66% of coal consumption. Power generation is becoming more efficient, but even extensive roll-out of the highest efficiency units would save only 14% of projected 2025 coal demand for the power sector.     Current cosmological observations indicate a preference for a cosmological constant that is drastically smaller than what can be explained by conventional particle physics. The causal entropic principle (Bousso et al.) provides an alternative approach to anthropic attempts to predict our observed value of the cosmological constant by calculating the entropy created within a causal diamond. We have extended this work to use the causal entropic principle to predict the preferred curvature within the 'multiverse'. We have found that values larger than {rho}{sub k}=40{rho}{sub m} are disfavored by more than 99.99% peak value at {rho}{sub {lambda}}=7.9x10{sup -123} and {rho}{sub k}=4.3{rho}{sub m} for open universes. For universes that allow only positive curvature or both positive and negative curvature, we find a correlation between curvature and dark energy that leads to an extended region of preferred values. Our universe is found to be disfavored to an extent depending on the priors on curvature. We also provide a comparison to previous anthropic constraints on open universes and discuss future directions for this work.

  5. Cosmological constraints on extended Galileon models

    The extended Galileon models possess tracker solutions with de Sitter attractors along which the dark energy equation of state is constant during the matter-dominated epoch, i.e. w{sub DE} = ?1?s, where s is a positive constant. Even with this phantom equation of state there are viable parameter spaces in which the ghosts and Laplacian instabilities are absent. Using the observational data of the supernovae type Ia, the cosmic microwave background (CMB), and baryon acoustic oscillations, we place constraints on the tracker solutions at the background level and find that the parameter s is constrained to be s = 0.034{sub ?0.034}{sup +0.327} (95 % CL) in the flat Universe. In order to break the degeneracy between the models we also study the evolution of cosmological density perturbations relevant to the large-scale structure (LSS) and the Integrated-Sachs-Wolfe (ISW) effect in CMB. We show that, depending on the model parameters, the LSS and the ISW effect is either positively or negatively correlated. It is then possible to constrain viable parameter spaces further from the observational data of the ISW-LSS cross-correlation as well as from the matter power spectrum.

    Recent cosmological observations hint at a deviation from the simple power-law form of the primordial spectrum of curvature perturbations. In this paper we show that in the presence of a tensor component, a turn-over in the initial spectrum is preferred by current observations, and hence non-power-law models ought to be considered. For instance, for a power-law parameterisation with both a tensor component and running parameter, current data show a preference for a negative running at more than 2.5σ C.L. As a consequence of this deviation from a power-law, constraints on the tensor-to-scalar ratio r are slightly broader. We also present constraints on the inflationary parameters for a model-independent reconstruction and the Lasenby and Doran (LD) model. In particular, the constraints on the tensor-to-scalar ratio from the LD model are: r{sub LD} = 0.11±0.024. In addition to current data, we show expected constraints from Planck-like and CMB-Pol sensitivity experiments by using Markov-Chain-Monte-Carlo sampling chains. For all the models, we have included the Bayesian Evidence to perform a model selection analysis. The Bayes factor, using current observations, shows a strong preference for the LD model over the standard power-law parameterisation, and provides an insight into the accuracy of differentiating models through future surveys.

    The DOE Fuel Cycle Technologies (FCT) Program will be conducting a screening of fuel cycle options in FY2013 to help focus fuel cycle R&D activities. As part of this screening, performance criteria and go/no-go criteria are being identified. To help ensure that these criteria are consistent with current policy, an effort was initiated to identify the status and basis of potentially relevant regulations, laws, and policies that have been established external to DOE. As such regulations, laws, and policies may be beyond DOE’s control to change, they may constrain the screening criteria and internally-developed policy. This report contains a historical survey and analysis of publically available domestic documents that could pertain to external constraints on advanced nuclear fuel cycles. “External” is defined as public documents outside DOE. This effort did not include survey and analysis of constraints established internal to DOE.

    The MITRE Corporation conducted a five-month study for the Office of Resource Applications in the Department of Energy on the regulatory requirements of low-Btu coal gasification. During this study, MITRE interviewed representatives of five current low-Btu coal gasification projects and regulatory agencies in five states. From these interviews, MITRE has sought the experience of current low-Btu coal gasification users in order to recommend actions to improve the regulatory process. This report is the third of three volumes. It contains the results of interviews conducted for each of the case studies. Volume 1 of the report contains the analysis of the case studies and recommendations to potential industrial users of low-Btu coal gasification. Volume 2 contains recommendations to regulatory agencies.

  10. Constraint effects observed in crack initiation stretch

    The current paper characterizes constraint in fracture: J-modified resistance (Jr) curves were developed for two tough structural materials, 6061-T651 (aluminum) and IN718-STA1 (nickel-base superalloy). A wide variety of configurations was tested to consider load configurations from bending to tension including three specimen types (compact tension, center-crack tension, and single-edge notched tension), and a range of ligament lengths and thicknesses, as well as side-grooved and smooth-sided ligaments. The Jr curves exhibited an inflection point after some crack extension, and the data were excluded beyond the inflection. Qualified Jr curves for the two materials showed similar behavior, but R-curves were identical for equal ligament length-to-thickness ratio (RL), for the aluminum alloy, with increasing slope for increasing RL, while for the nickel, the resistance curves aligned for equal ligament thickness, B, and the slope increased for decreasing B. Displacements at the original crack tip (CToD) were recorded throughout the test for several specimens. CToD-versus-crack extension curves were developed, and data were excluded beyond the inflection point (as with the Jr curves). The data collapsed into two distinct curves, thought to represent the surface, plane stress effect and the central, plane strain effect. This was observed for both materials. A technique called profiling is presented for the aluminum alloy only, where the crack face displacements are recorded at the final point of the test as a function of the position throughout the crack cavity, along with an effort to extract the observations in a usable form. Displacements were consistent throughout the cross-section at and behind the original crack tip. In the region where the crack grew, this displacement was developed by a combination of stretch and crack growth. The stretch required to initiate crack extension was a function of the depth beneath the surface into the cross-section.

  11. New constraints on cosmic polarization rotation from B-mode polarization in the cosmic microwave background

    SPTpol, POLARBEAR, and BICEP2 have recently measured the cosmic microwave background (CMB) B-mode polarization in various sky regions of several tens of square degrees and obtained BB power spectra in the multipole range 20-3000, detecting the components due to gravitational lensing and to inflationary gravitational waves. We analyze jointly the results of these three experiments and propose modifications to their analyses of the spectra to include in the model, in addition to the gravitational lensing and the inflationary gravitational wave components, and also the effects induced by the cosmic polarization rotation (CPR), if it exists within current upper limits. Although in principle our analysis would also lead to new constraints on CPR, in practice these can only be given on its fluctuations (??{sup 2}), since constraints on its mean angle are inhibited by the derotation which is applied by current CMB polarization experiments, in order to cope with the insufficient calibration of the polarization angle. The combined data fits from all three experiments (with 29% CPR-SPTpol correlation, depending on the theoretical model) gives the constraint (??{sup 2}){sup 1/2} < 27.3 mrad (1.56), with r = 0.194 0.033. These results show that the present data are consistent with no CPR detection and the constraint on CPR fluctuation is about 1.5. This method of constraining the CPR is new, is complementary to previous tests, which use the radio and optical/UV polarization of radio galaxies and the CMB E-mode polarization, and adds a new constraint for the sky areas observed by SPTpol, POLARBEAR, and BICEP2.

  15. Characterization of evolutionary rates and constraints in three mammalian genomes

    We present an analysis of rates and patterns of microevolutionary phenomena that have shaped the human, mouse, and rat genomes since their last common ancestor. We find evidence for a shift in the mutational spectrum between the mouse and rat lineages, with the net effect being a relative increase in GC content in the rat genome. Our estimate for the neutral point substitution rate separating the two rodents is 0.196 substitutions per site, and 0.65 substitutions per site for the tree relating all three mammals. Small insertions and deletions of 1-10 bp in length (''microindels'') occur at approximately 5 percent of the point substitution rate. Inferred regional correlations in evolutionary rates between lineages and between types of sites support the idea that rates of evolution are influenced by local genomic or cell biological context. No substantial correlations between rates of point substitutions and rates of microindels are found, however, implying that the influences that affect these processes are distinct. Finally, we have identified those regions in the human genome that are evolving slowly, which are likely to include functional elements important to human biology. At least 5 percent of the human genome is under substantial constraint, most of which is noncoding.

Such data collections present fresh and complex challenges for bioinformatics, those of comparing models of complex relationships across hundreds and even thousands of sequences. Transcriptional Regulatory Network (TRN) structures document the influence of regulatory proteins called Transcription Factors (TFs) on associated Target Genes (TGs). TRNs are routinely inferred from model systems or iterative search, and analysis at these scales requires simultaneous displays of multiple networks well beyond those of existing network visualisation tools [1]. In this paper we describe TRNDiff, an open source system supporting the comparative analysis and visualization of TRNs (and similarly structured data) from many genomes, allowing rapid identification of functional variations within species. The approach is demonstrated through a small scale multiple TRN analysis of the Fur iron-uptake system of Yersinia, suggesting a number of candidate virulence factors; and through a larger study exploiting integration with the RegPrecise database (http://regprecise.lbl.gov; [2]) - a collection of hundreds of manually curated and predicted transcription factor regulons drawn from across the entire spectrum of prokaryotic organisms.

    The 25-year-old command-and-control environmental regulatory structure in the US has resulted in significant environmental improvements. Recently, however, its limitations (e.g., rigid application regardless of site-specific conditions, disregard of cross-media and multimedia impacts, limited incentives for new technology development and use) have become increasingly apparent. New regulatory approaches that recognize current and anticipated economic constraints, new knowledge of environmental processes and impacts, and the benefits of new technologies are needed. Such approaches could be especially important for the US petroleum refining industry. This industry operates under thin profit margins, releases chemicals that can produce adverse health and environmental impacts, and must meet the technological challenges of producing more highly refined fuels from poorer quality feedstocks. Under a grant from the Environmental Technology Initiative (ETI), Argonne National Laboratory and its subcontractor, Analytical Services, Inc. developed two alternative environmental regulatory programs for next-generation petroleum refineries. (In this report, next-generation refineries refers to the refineries of today as they operate in the next 20 or more years rather than to fully reengineered future refineries.) The objective of the ETI refinery project was to develop future-oriented regulatory programs for next-generation refineries that will expand the use of innovative technologies, encourage pollution prevention, demonstrate environmental responsibility, and maintain refinery economic performance. Rather than suggesting targeted, short-term modifications to existing media-specific command-and-control regulations, the ETI project suggests the use of new approaches that are broader and more flexible.     } reduction, i.e., small {chi}{sup 2} reduction with large changes of {Delta}K. Under effects of random noise, the fitting solution tends to crawl toward these patterns and ends up with unrealistically large {Delta}K. Such a solution is not very useful in optics correction because after the solution is dialed in, the quadrupoles will not respond as predicted by the lattice model due to magnet hysteresis. We will show that adding constraints to the fitting parameters is an effective way to combat this problem of LOCO. In fact, it improves optics calibration precision even for machines that don't show severe degeneracy behavior. LOCO fitting is essentially to solve a nonlinear least square problem with an iterative approach. The linear least square technique is applied in each iteration to move the solution toward the minimum. This approach is commonly referred to as the Gauss-Newton method. By using singular value decomposition (SVD) to invert the Jacobian matrix, this method has generally been very successful for LOCO. However, this method is based on a linear expansion of the residual vector over the fitting parameters which is valid only when the starting solution is sufficiently close to the real minimum. The fitting algorithm can have difficulties to converge when the initial guess is too far off. For example, it's possible for the {chi}{sup 2} merit function to increase after an iteration instead of decrease. This situation can be improved by using more robust nonlinear least square fitting algorithms, such as the Levenberg-Marquardt method. We will discuss the degeneracy problem in section 2 and then show how the constrained fitting can help in section 3. The application of Levenberg-Marquadt method to LOCO is shown in section 4. A summary is given in section 5.

    The processive cycle of the bacterial cellulose synthase (Bcs) includes the addition of a single glucose moiety to the end of a growing cellulose chain followed by the translocation of the nascent chain across the plasma membrane. The mechanism of this translocation and its precise location within the processive cycle are not well understood. In particular, the molecular details of how a polymer (cellulose) whose basic structural unit is a dimer (cellobiose) can be constructed by adding one monomer (glucose) at a time are yet to be elucidated. Here, we have utilized molecular dynamics simulations and free energy calculations tomore » the shed light on these questions. We find that translocation forward by one glucose unit is quite favorable energetically, giving a free energy stabilization of greater than 10 kcal mol-1. In addition, there is only a small barrier to translocation, implying that translocation is not rate limiting within the Bcs processive cycle (given experimental rates for cellulose synthesis in vitro). Perhaps most significantly, our results also indicate that steric constraints at the transmembrane tunnel entrance regulate the dimeric structure of cellulose. Namely, when a glucose molecule is added to the cellulose chain in the same orientation as the acceptor glucose, the terminal glucose freely rotates upon forward motion, thus suggesting a regulatory mechanism for the dimeric structure of cellulose. We characterize both the conserved and non-conserved enzyme-polysaccharide interactions that drive translocation, and find that 20 of the 25 residues that strongly interact with the translocating cellulose chain in the simulations are well conserved, mostly with polar or aromatic side chains. Our results also allow for a dynamical analysis of the role of the so-called 'finger helix' in cellulose translocation that has been observed structurally. Taken together, these findings aid in the elucidation of the translocation steps of the Bcs processive

    This imperfect analogy likens the history and current status of public utility regulation to a military campaign. Clearly, the relationship between regulators and utilities has not always been combative, but intermittent conflict has necessarily characterized the relationship. Nonetheless, this military analogy describes some of the elements of the history of regulation and may have implications for regulatory policy in the near term. The scene is a battlefield headquarters not far from the heat of the conflict. The commanders of regulatory units are gathered. In the distance, the low rumble of troop movements can be heard. Ladies and gentlemen, please take your seats. As you are aware, recent developments have placed regulatory forces in extreme jeopardy. Our forces are under stress, and though they continue to fight, the confusion of the current situation is beginning to take its toll. In most cases, reinforcements have been denied and our lines of logistical support have been weakened. Without effective and rapid action on our part, the regulatory battle will be lost and we will be driven from the field. Until consumers are well-enough armed to protect themselves, a process that is certainly suspect and potentially time-consuming, they will be powerless and undoubtedly victimized.

    Despite the growing inevitability of climate change and the attendant need for mitigation strategies, carbon capture and sequestration (CCS) has yet to gain much traction in the United States. Recent regulatory proposals by the U.S. Environmental Protection Agency (EPA), limited in scope to new-build power plants, represent the only significant policy initiative intended to mandate diffusion of CCS technology. Phase I of this Project assessed barriers to CCS deployment as prioritized by the CCS community. That research concluded that there were four primary barriers: (1) cost, (2) lack of a carbon price, (3) liability, and (4) lack of a comprehensive regulatory regime. Phase II of this Project, as presented in this Report, assesses potential regulatory models for CCS and examines where those models address the hurdles to diffusing CCS technology identified in Phase I. It concludes (1) that a CCS-specific but flexible standard, such as a technology performance standard or a very particular type of market-based regulation, likely will promote CCS diffusion, and (2) that these policies cannot work alone, but rather, should be combined with other measures, such as liability limits and a comprehensive CCS regulatory regime.

  16. Implementing 'Continuous Improvement' in the U.S. Nuclear Regulatory Commission's Decommissioning Program

    The United States Nuclear Regulatory Commission's (US NRC's) comprehensive decommissioning program encompasses the decommissioning of all US NRC licensed facilities, ranging from the termination of routine licenses for sealed sources, to the closure of complex materials sites and nuclear power reactor facilities. Of the approximately 200 materials licenses that are terminated each year, most are routine and require little, if any, remediation to meet the US NRC unrestricted release criteria. However, some present technical and policy challenges that require large expenditures of resources, including a few complex materials sites that have requested license termination under the restricted-use provisions of 10 CFR 20.1403. Fiscal constraints to reduce budgeted resources in the decommissioning program, as well as concerns over the time to complete the decommissioning process have led to actions to improve the program and use resources more efficiently. In addition, the US NRC's Strategic Plan requires efforts to identify and implement improvements to US NRC programs in order to improve efficiency, effectiveness, timeliness, and openness, of the US NRC's activities, while maintaining the necessary focus on safety. Decommissioning regulations, and more recently the analysis of several issues associated with implementing those regulations, also have been significant catalysts for improvements in the decommissioning program. Actions in response to these catalysts have resulted in a program focused on the management of complex sites in a comprehensive, consistent, and risk-informed manner, as opposed to the past practice of focusing on sites deemed to be problematic. This paper describes the current status of the decommissioning of US NRC-licensed nuclear facilities, including an overview of recent decommissioning project completion efforts.   17. Detection of Weakly Conserved Ancestral Mammalian RegulatorySequences by Primate Comparisons

    Genomic comparisons between human and distant, non-primatemammals are commonly used to identify cis-regulatory elements based onconstrained sequence evolution. However, these methods fail to detectcryptic functional elements, which are too weakly conserved among mammalsto distinguish from nonfunctional DNA. To address this problem, weexplored the potential of deep intra-primate sequence comparisons. Wesequenced the orthologs of 558 kb of human genomic sequence, coveringmultiple loci involved in cholesterol homeostasis, in 6 nonhumanprimates. Our analysis identified 6 noncoding DNA elements displayingsignificant conservation among primates, but undetectable in more distantcomparisons. In vitro and in vivo tests revealed that at least three ofthese 6 elements have regulatory function. Notably, the mouse orthologsof these three functional human sequences had regulatory activity despitetheir lack of significant sequence conservation, indicating that they arecryptic ancestral cis-regulatory elements. These regulatory elementscould still be detected in a smaller set of three primate speciesincluding human, rhesus and marmoset. Since the human and rhesus genomesequences are already available, and the marmoset genome is activelybeing sequenced, the primate-specific conservation analysis describedhere can be applied in the near future on a whole-genome scale, tocomplement the annotation provided by more distant speciescomparisons.

  18. Impact of leaf motion constraints on IMAT plan quality, deliver accuracy, and efficiency

    quality but can lead to less accurate dose distribution as evidenced by increasing discrepancies between the planned and the delivered doses. For example, the results from our patient-specific quality assurance measurements demonstrated that the average gamma analysis passing rate decreased from 98% to 80% when the allowable leaf motion increased from 3 to 20 mm/deg. Larger leaf motion constraints also led to longer treatment delivery times (2 to 4 folds) due to the additional MLC leaf motion. Conclusions: Leaf motion constraints significantly impact IMAT plans in terms of plan quality, delivery accuracy, and delivery efficiency with the impact magnified for more complex cases. Our studies indicate that a leaf motion constraint of 2 to 3 mm/deg of gantry rotation can provide an optimal balance between plan quality, delivery accuracy, and efficiency.

  19. The US uranium industry: Regulatory and policy impediments

    The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Several US policies, including the imposition of NRC fees and licensing costs and Harbor Maintenance fees, directly harm the competitiveness of the domestic uranium industry. Finally, requirements under US law, such as those in the 1979 Nuclear Nonproliferation Act, place very strict limits on the use of US-origin uranium, limitations not imposed by other uranium-producing countries. Export promotion and coordination are two areas in which the US can help the domestic uranium industry without violating existing trade agreements or other legal or policy constraints.

  20. Response model and activity analysis of the revenue reconciliation problem in the marginal cost pricing of electricity

    The objective of the research was to determine if feasible reconciliation procedures exist that meet the multiple (and sometimes competing) goals of the electricity pricing problem while staying within the constraints of the problem. The answer was that such procedures do exist. Selection among the alternative, feasible procedures depends on the weighting factors placed on the goals. One procedure did not universally satisfy all the goals; the various procedures satisfied the alternative goals to varying degrees. The selection process was sensitive to the initial conditions of the model and to the band width of the constraint boundary conditions. Discriminate analysis was used to identify the variables that contribute the most to the optimal selection process. The results of the research indicated that the variables that are the most effective in selecting among the various procedures were the following: the ratio of peak to off-peak prices, the amount of revenue adjustment required, the constraint on equity, the constraint on peak price stability, and the constraint on meeting the revenue requirement. The poicy recommendations that can be derived from this research are very relevant in light of today's energy problems. Time-of-use pricing of electricity is needed in order to signal to the consumer the true cost of electricity by season and by time of day. Marginal costs capture such costs and rates should be based on such costs. Revenue reconciliation procedures make marginal cost-based rates feasible from a regulatory requirement perspective. This research showed that such procedures are available and selection among alternative procedures depends on the preference rankings placed on the multiple, and sometimes competing goals of electricity pricing.
