    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore » map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.« less

    The Integrated Risk Information System (IRIS) is an electronic information system developed by the US Environmental Protection Agency (EPA) containing information related to health risk assessment. IRIS is the Agency`s primary vehicle for communication of chronic health hazard information that represents Agency consensus following comprehensive review by intra-Agency work groups. The original purpose for developing IRIS was to provide guidance to EPA personnel in making risk management decisions.     Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    This manual is a guide to the use of the Engineering Design Information System (EDIS) Phase I. The system runs on the Martin Marietta Energy Systems, Inc., IBM 3081 unclassified computer. This is the first phase in the implementation of EDIS, which is an index, storage, and retrieval system for engineering documents produced at various plants and laboratories operated by Energy Systems for the Department of Energy. This manual presents on overview of EDIS, describing the system's purpose; the functions it performs; hardware, software, and security requirements; and help and error functions. This manual describes how to access EDIS and how to operate system functions using Database 2 (DB2), Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), and Soft Master viewing features employed by this system. Appendix A contains a description of the Soft Master viewing capabilities provided through the EDIS View function. Appendix B provides examples of the system error screens and help screens for valid codes used for screen entry. Appendix C contains a dictionary of data elements and descriptions.

    In an effort to provide service-oriented environmental risk assessment expertise, the Department of Energy (DOE) Center for Risk Excellence (CRE) and DOE Oak Ridge Operations Office (ORO) are sponsoring Oak Ridge National Laboratory (ORNL) to develop a web-based system for disseminating risk tools and information to its users. This system, the Risk Assessment Information System (RAIS), was initially developed to support the site-specific needs of the DOE-ORO Environmental Restoration Risk Assessment Program. With support from the CRE, the system is currently being expanded to benefit all DOE risk information users and can be tailored to meet site-specific needs. Taking advantage of searchable and executable databases, menu-driven queries, and data downloads, using the latest World Wide Web technologies, the RAIS offers essential tools that are used in the risk assessment process or anywhere from project scoping to implementation. The RAIS tools can be located directly at http://risk.lsd.ornl.gov/homepage/rap{_}tool.htm or through the CRE`s homepage at http://www.doe.gov/riskcenter/home.html.

    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    Large enterprises are ever more dependent on their Large-Scale Information Systems (LSLS), computer systems that are distinguished architecturally by distributed components--data sources, networks, computing engines, simulations, human-in-the-loop control and remote access stations. These systems provide such capabilities as workflow, data fusion and distributed database access. The Nuclear Weapons Complex (NWC) contains many examples of LSIS components, a fact that motivates this research. However, most LSIS in use grew up from collections of separate subsystems that were not designed to be components of an integrated system. For this reason, they are often difficult to analyze and control. The problem is made more difficult by the size of a typical system, its diversity of information sources, and the institutional complexities associated with its geographic distribution across the enterprise. Moreover, there is no integrated approach for analyzing or managing such systems. Indeed, integrated development of LSIS is an active area of academic research. This work developed such an approach by simulating the various components of the LSIS and allowing the simulated components to interact with real LSIS subsystems. This research demonstrated two benefits. First, applying it to a particular LSIS provided a thorough understanding of the interfaces between the system's components. Second, it demonstrated how more rapid and detailed answers could be obtained to questions significant to the enterprise by interacting with the relevant LSIS subsystems through simulated components designed with those questions in mind. In a final, added phase of the project, investigations were made on extending this research to wireless communication networks in support of telemetry applications.

The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Historical examples of interoperability as an underlying principle in loosely-coupled systems is compared and contrasted with corresponding tightly-coupled, integrated systems. Examples of ad hoc information sharing solutions based on Web 2.0 social networks, mashups, blogs, wikis, and data tags are presented and discussed. The underlying technologies of these solutions are isolated and defined, and Sensorpedia is presented as a formalized application for implementing sensor information sharing across large-scale enterprises with incompatible autonomous sensor systems.

    The Information Systems Assessment Report documents the results from assessing the Project Hanford Management Contract (PHMC) Hanford Data Integrator 2000 (HANDI 2000) system, Business Management System (BMS) and Work Management System phases (WMS), with respect to the System Engineering Capability Assessment Model (CAM). The assessment was performed in accordance with the expectations stated in the fiscal year (FY) 1999 Performance Agreement 7.1.1, item (2) which reads, ''Provide an assessment report on the selected Integrated Information System by July 31, 1999.'' This report assesses the BMS and WMS as implemented and planned for the River Protection Project (RPP). The systems implementation is being performed under the PHMC HANDI 2000 information system project. The project began in FY 1998 with the BMS, proceeded in FY 1999 with the Master Equipment List portion of the WMS, and will continue the WMS implementation as funding provides. This report constitutes an interim quality assessment providing information necessary for planning RPP's information systems activities. To avoid confusion, HANDI 2000 will be used when referring to the entire system, encompassing both the BMS and WMS. A graphical depiction of the system is shown in Figure 2-1 of this report.

It seeks to identify the functional requirements of a waste tracking information system and to find feasible alternatives for meeting those requirements on the Oak Ridge Reservation (ORR) and the Portsmouth (PORTS) and Paducah (PGDP) facilities; identify options that offer potential cost savings to the US government and also show opportunities for improved efficiency and effectiveness in managing waste information; and, finally, to recommend a practical course of action that can be immediately initiated. In addition to identifying relevant requirements, it also identifies any existing requirements that are currently not being completely met. Another aim of this study is to carry out preliminary benchmarking by contacting representative companies about their strategic directions in waste information. The information obtained from representatives of these organizations is contained in an appendix to the document; a full benchmarking effort, however, is beyond the intended scope of this study.

    The Waste Information Management System (WIMS) -2012 was updated to support the Department of Energy (DOE) accelerated cleanup program. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to waste treatment and disposal were potential critical path issues under the accelerated schedule. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast and transportation information regarding the volumes and types of radioactive waste that would be generated by DOE sites over the next 40 years. Each local DOE site historically collected, organized, and displayed waste forecast information in separate and unique systems. In order for interested parties to understand and view the complete DOE complex-wide picture, the radioactive waste and shipment information of each DOE site needed to be entered into a common application. The WIMS application was therefore created to serve as a common application to improve stakeholder comprehension and improve DOE radioactive waste treatment and disposal planning and scheduling. WIMS allows identification of total forecasted waste volumes, material classes, disposition sites, choke points, technological or regulatory barriers to treatment and disposal, along with forecasted waste transportation information by rail, truck and inter-modal shipments. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, developed and deployed the web-based forecast and transportation system and is responsible for updating the radioactive waste forecast and transportation data on a regular basis to ensure the long-term viability and value of this system.     Measured energy performance data are essential to national efforts to improve building efficiency, as evidenced in recent benchmarking mandates, and in a growing body of work that indicates the value of permanent monitoring and energy information feedback. This paper presents case studies of energy information systems (EIS) at four enterprises and university campuses, focusing on the attained energy savings, and successes and challenges in technology use and integration. EIS are broadly defined as performance monitoring software, data acquisition hardware, and communication systems to store, analyze and display building energy information. Case investigations showed that the most common energy savings and instances of waste concerned scheduling errors, measurement and verification, and inefficient operations. Data quality is critical to effective EIS use, and is most challenging at the subsystem or component level, and with non-electric energy sources. Sophisticated prediction algorithms may not be well understood but can be applied quite effectively, and sites with custom benchmark models or metrics are more likely to perform analyses external to the EIS. Finally, resources and staffing were identified as a universal challenge, indicating a need to identify additional models of EIS use that extend beyond exclusive in-house use, to analysis services.

    The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer�s diminishing recharge levels, the PVD extraction is affecting the response of the aquifer�s natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

In response to receiving a command to create a new user account or user group, an operating system of a clustered computing environment automatically checks multiple registries configured for the operating system to determine whether a candidate identification number for the new user account or user group has been assigned already to one or more existing user accounts or groups, respectively. The operating system automatically assigns the candidate identification number to the new user account or user group created in a target user registry if the checking indicates that the candidate identification number has not been assigned already to any of the existing user accounts or user groups, respectively.

Development of such a method was the goal of this project.

    One technology that can assist utilities remain financially viable in competitive markets and help utilities and regulators to better serve the public is information technology. Because geography is an important part of an electric, natural gas, telecommunications, or water utility, computer-based Geographic Information Systems (GIS) and related Automated Mapping/Facilities Management systems are emerging as core technologies for managing an ever-expanding variety of formerly manual or paper-based tasks. This report focuses on GIS as an example of the types of information systems that can be used by utilities and regulatory commissions.     A data analysis and classification system that reads the electronic information, analyzes the electronic information according to a user-defined set of logical rules, and returns a classification result. The data analysis and classification system may accept any form of computer-readable electronic information. The system creates a hash table wherein each entry of the hash table contains a concept corresponding to a word or phrase which the system has previously encountered. The system creates an object model based on the user-defined logical associations, used for reviewing each concept contained in the electronic information in order to determine whether the electronic information is classified. The data analysis and classification system extracts each concept in turn from the electronic information, locates it in the hash table, and propagates it through the object model. In the event that the system can not find the electronic information token in the hash table, that token is added to a missing terms list. If any rule is satisfied during propagation of the concept through the object model, the electronic information is classified.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

    This Annual Report covers the period October 1, 1995 through September 30, 1996, and includes both scientific and administrative activities. As of September 30, 1996, the Registries had a total of 886 registrants of whom 350 were deceased and 292 classified as active. An anticipated funding cut of approximately 35% for the period beginning October 1, 1996, necessitated some staff cuts, but it is anticipated that the Registries core research will be maintained albeit at a somewhat slower pace. The Registries received approximately 60 public information requests or inquiries ranging over a wide range of topics, about a third of which came from the media or official agencies, including Congress. Specific noteworthy inquiries were received from the President`s Advisory Committee on the Gulf War Veterans with regard to uranium biokinetics and toxicity, and from the County of Los Angeles and the State of California with regard to the management and dosimetry of two separate instances of acute accidental intakes of {sup 241}Am.

    We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: An architecture for quantum information processing is proposed. The quantum information transfer between any two selected SQs is implemented. This proposal is robust against the decoherence of the system. This architecture can be fabricated on a chip down to the micrometer scale.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    Complex physical systems contain information which, under some well-defined processes can differentiate between local and nonlocal information. Both these fundamental aspects of information are defined operationally. Local information is locally accessible and allows one to perform processes, such as physical work, while nonlocal information allows one to perform processes such as teleportation. It is shown that these two kinds of information are complementary in the sense that two parties can either gain access to the nonlocal information or to the local information but not both. This complementarity has a form similar to that expressed by entropic uncertainty relations. For pure states, the entanglement plays the role of Planck's constant. We also find another class of complementarity relations which applies to operators and is induced when two parties can only perform local operations and communicate classical (LOCC). In particular, observables such as the parity and phase of two qubits commute but under LOCC, they are complementary observables. It is also found this complementarity is pure in the sense that it can be ''decoupled'' from the uncertainty principle. It is suggested that these complementarities represent an essential extension of Bohr's complementarity to complex (distributed) systems which are entangled.

    This frankly personal account is based on my involvement in negotiations, design, and development for international bibliographic systems to support three different missions: fostering the peaceful uses of atomic energy (International Nuclear Information System, or INIS); supporting research, development, and better practices in agriculture (International Information System for the Agricultural Sciences and Technology, or AGRIS); and improving economic and social conditions in poorer countries (Development Sciences Information System, or DEVSIS). All three designs were based on the concept of decentralized operation: each country reports the information produced in its own territory; the merging of this input and the overall management are in the hands of an organization in the United Nations system; and all participants have equal rights to exploit the entire database. INIS began in 1970 and is still in steady operation; AGRIS started in 1975 and showed quantitative and qualitative growth for more than twenty years but has been in disastrous decline since its peak in 1996; and DEVSIS, unfortunately, was not launched on a global scale. Attempts are made to identify the condition -- political and technical -- likely to favor or frustrate efforts to obtain cooperation among countries for the construction of large, essentially comprehensive databases and ultimately for sharing knowledge without discrimination between rich and poor participants.

    The advancement of computer technologies has led to the development of a number of emergency management information systems (e.g., EIS, CAMEO, IEMIS). The design of these systems has tended to be technologically driven rather than oriented to meeting information management needs during an emergency. Of course, emergency management needs vary depending on the characteristics of the emergency. For example, in hurricanes, onset is typically slow enough to allow emergency managers to simulate evacuations dynamically while in chemical disasters onset may be sufficiently rapid to preclude such simulation(s). This paper describes a system design process in which the analysis of widely recognized emergency management functions was used to identify information requirements and the requisite software and hardware capabilities to deal with rapid onset, low probability, high consequence events. These requirements were then implemented as a prototype emergency management system using existing hardware and software to assure feasibility. Data, hardware, and software requirements were further developed, refined, and made more concrete through an iterative prototyping effort. This approach focuses attention directly on meeting emergency management information needs while avoiding unneeded technological innovations. 10 refs., 4 figs., 1 tab.

    Geographic information systems (GIS) offer great potential to the coal transportation industry for capitalizing on the growing availability of spatially-referenced data. As computer-based systems for the collection, storage, retrieval and analysis of spatial data, generating information products in a variety of formats, GIS have a great capability to improve the efficiency and effectiveness of coal transportation operations, planning, engineering, and facilities management. Currently GIS are used in the transportation industry at large to analyze, and display information about network infrastructure, fleet operations, property ownership, routing and scheduling, and utilities. Current coal transportation applications include consumer service inquiries, train and locomotive scheduling, and evaluation of network usage. The paper describes the significant potential uses of GIS in the coal transportation sector when integrated with optimization and decision support systems, scientific visualization, data forecasting, and strategic system planning approaches. Ultimately consumer demand and the drive for economic efficiency are likely to stimulate the integration and management of spatial information across the entire coal chain.

This Software Quality Assurance Plan (SQAP) is subordinate to the NIF QA Plan and establishes quality assurance (QA) activities for the software subsystems within Controls and Information Systems (CIS). This SQAP implements an activity level software quality assurance plan for NIF Projects as required by the LLNL Institutional Software Quality Assurance Program (ISQAP). Planned QA activities help achieve, assess, and maintain appropriate quality of software developed and/or acquired for control systems, shot data systems, laser performance modeling systems, business applications, industrial control and safety systems, and information technology systems. The objective of this SQAP is to ensure that appropriate controls are developed and implemented for management planning, work execution, and quality assessment of the CIS organization's software activities. Argonne studied existing commercial and government sources of technology databases in five general areas: on-line services, patent database sources, government sources, aerospace technology sources, and general technology sources. First, it conducted a preliminary investigation of these sources to obtain information on the content, cost, frequency of updates, and other aspects of their databases. The Laboratory then performed detailed examinations of at least one source in each area. On this basis, Argonne recommended which databases should be incorporated in DOE`s Technology Information Management System.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop. The TIS/IGP at th Lawrence Livermore National Laboratory (LLNL) serves as the host system for several different communities of users who develop integrated information systems for personal and shared programmatic resources. The TIS local area network utilizes a 10 Mbps Ethernet which serves as a testbed for high-technology hardware and software.

    Sandia National Laboratories was tasked with developing the Defense Nuclear Material Stewardship Integrated Inventory Information Management System (IIIMS) with the sponsorship of NA-125.3 and the concurrence of DOE/NNSA field and area offices. The purpose of IIIMS was to modernize nuclear materials management information systems at the enterprise level. Projects over the course of several years attempted to spearhead this modernization. The scope of IIIMS was broken into broad enterprise-oriented materials management and materials forecasting. The IIIMS prototype was developed to allow multiple participating user groups to explore nuclear material requirements and needs in detail. The purpose of material forecasting was to determine nuclear material availability over a 10 to 15 year period in light of the dynamic nature of nuclear materials management. Formal DOE Directives (requirements) were needed to direct IIIMS efforts but were never issued and the project has been halted. When restarted, duplicating or re-engineering the activities from 1999 to 2003 is unnecessary, and in fact future initiatives can build on previous work. IIIMS requirements should be structured to provide high confidence that discrepancies are detected, and classified information is not divulged. Enterprise-wide materials management systems maintained by the military can be used as overall models to base IIIMS implementation concepts upon.

    Systems that allow users to store and retrieve spatial data, provide for analyses of spatial data, and offer highly detailed display of spatial data are referred to as geographic information systems, or more typically, GIS. Since their initial usage in the 1960s, GISs have evolved as a means of assembling and analyzing diverse data pertaining to specific geographical areas, with spatial locations of the data serving as the organizational basis for the information systems. The structure of GISs is built around spatial identifiers and the methods used to encode data for storage and manipulation. This paper examines how GIS has been used in typical environmental assessment, its use for cumulative impact assessment, and explores litigation that occurred in the United States Federal court system where GIS was used in some aspect of cumulative effects. The paper also summarizes fifteen case studies that range from area wide transportation planning to wildlife and habitat impacts, and draws together a few lessons learned from this review of literature and litigation.

    The Waste Isolation Pilot Plant (WIPP) is a DOE facility located in the desert outside Carlsbad, New Mexico. Its mission is to safely dispose of defense-related transuranic radioactive waste. Disposal ôroomsö are carved out of the Permian Salt Formation deep below the desertÆs surface. The WIPP Waste Information Service (WWIS) was established in accordance with an Agreement between the United States Department of Energy and the New Mexico Environment Department, dated February 11, 2005, Docket Number HWB 04-07 (CO). The service provides information the containers emplaced at WIPP and the waste products they hold. The public may query by shipment number, location of waste stream or location of the container after it is placed at WIPP, date placed, and Haz Codes or other information about the waste stream profiles. For example, choosing the waste stream identified as ID-SDA-SLUDGE reveals that it may contain more than 20 chemical waste products, including arsenic, spent halogenated solvents, potassium cyanide, and chloroform. The system then tells you each numbered container that has this kind of sludge. Container data is available within 14 days after the containerÆs emplacement in the WIPP Repository.

    A Systems Analysis Group has existed at Sandia National Laboratories since at least the mid-1950s. Much of the group’s work output (reports, briefing documents, and other materials) has been retained, along with large numbers of related documents. Over time the collection has grown to hundreds of thousands of unstructured documents in many formats contained in one or more of several different shared drives or SharePoint sites, with perhaps five percent of the collection still existing in print format. This presents a challenge. How can the group effectively find, manage, and build on information contained somewhere within such a large set of unstructured documents? In response, a project was initiated to identify tools that would be able to meet this challenge. This report documents the results found and recommendations made as of August 2013.

Although SRS has a continuing defense-related mission, the overall site mission is now oriented toward environmental restoration and management of legacy chemical and nuclear waste. With the change in mission, SRS no longer has a need for much of the infrastructure developed to support the weapons program. This excess infrastructure, which includes over 1000 facilities, will be decommissioned and demolished over the forthcoming years. Dis-positioning facilities for decommissioning and deactivation requires significant resources to determine hazards, structure type, and a rough-order-of-magnitude estimate for the decommissioning and demolition cost. Geographic information systems (GIS) technology was used to help manage the process of dis-positioning infrastructure and for reporting the future status of impacted facilities. Several thousand facilities of various ages and conditions are present at SRS. Many of these facilities, built to support previous defense-related missions, now represent a potential hazard and cost for maintenance and surveillance. To reduce costs and the hazards associated with this excess infrastructure, SRS has developed an ambitious plan to decommission and demolish unneeded facilities in a systematic fashion. GIS technology was used to assist development of this plan by: providing locational information for remote facilities, identifying the location of known waste units adjacent to buildings slated for demolition, and for providing a powerful visual representation of the impact of the overall plan. Several steps were required for the development of the infrastructure GIS model. The first step involved creating an accurate and current GIS representation of the infrastructure data.     The implementation of the Department of Energy (DOE) mandated accelerated cleanup program created significant potential technical impediments. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to site waste treatment and disposal were potential critical path issues under the accelerated schedules. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast information regarding the volumes and types of waste that would be generated by DOE sites over the next 30 years. Each local DOE site has historically collected, organized, and displayed site waste forecast information in separate and unique systems. However, waste information from all sites needed a common application to allow interested parties to understand and view the complete complex-wide picture. A common application allows identification of total waste volumes, material classes, disposition sites, choke points, and technological or regulatory barriers to treatment and disposal. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, has completed the deployment of this fully operational, web-based forecast system. New functional modules and annual waste forecast data updates have been added to ensure the long-term viability and value of this system. In conclusion: WIMS continues to successfully accomplish the goals and objectives set forth by DOE for this project. WIMS has replaced the historic process of each DOE site gathering, organizing, and reporting their waste forecast information utilizing different database and display technologies. In addition, WIMS meets DOE's objective to have the complex-wide waste forecast information available to all stakeholders and the public in one easy-to-navigate system

    Energy Information Systems (EIS), which monitor and organize building energy consumption and related trend data over the Internet, have been evolving over the past decade. This technology helps perform key energy management functions such as organizing energy use data, identifying energy consumption anomalies, managing energy costs, and automating demand response strategies. During recent years numerous developers and vendors of EIS have been deploying these products in a highly competitive market. EIS offer various software applications and services for a variety of purposes. Costs for such system vary greatly depending on the system's capabilities and how they are marketed. Some products are marketed directly to end users while others are made available as part of electric utility programs. EIS can be a useful tool in building commissioning and retro-commissioning. This paper reviews more than a dozen EIS. We have developed an analytical framework to characterize the main features of these products, which are developed for a variety of utility programs and end-use markets. The purpose of this research is to evaluate EIS capabilities and limitations, plus examine longer-term opportunities for utilizing such technology to improve building energy efficiency and load management.

    One of the fundamental regulations of the Russian State System for Nuclear Material Accounting and Control (SSAC), ''Basic Nuclear Material Control and Accounting Rules,'' directed that a uniform report system be developed to support the operation of the SSAC. According to the ''Regulation on State Nuclear Material Control and Accounting,'' adopted by the Russian Federation Government, Minatom of Russia is response for the development and adoption of report forms, as well as the reporting procedure and schedule. The report forms are being developed in tandem with the creation of an automated national nuclear material control and accounting system, the Federal Information System (FIS). The forms are in different stages of development and implementation. The first report forms (the Summarized Inventory Listing (SIL), Summarized Inventory Change Report (SICR) and federal and agency registers of nuclear material) have already been created and implemented. The second set of reports (nuclear material movement reports and the special anomaly report) is currently in development. A third set of reports (reports on import/export operations, and foreign nuclear material temporarily located in the Russian Federation) is still in the conceptual stage. To facilitate the development of a unified document system, the FIS must establish a uniform philosophy for the reporting system and determine the requirements for each reporting level, adhering to the following principles: completeness--the unified report system provides the entire range of information that the FIS requires to perform SSAC tasks; requisite level of detail; hierarchical structure--each report is based on the information provided in a lower-level report and is the source of information for reports at the next highest level; consistency checking--reports can be checked against other reports. A similar philosophy should eliminate redundancy in the different reports, support a uniform approach to the contents of

    The Federal Emergency Management Information System (FEMIS) is an emergency management planning and analysis tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the US Army Chemical Biological Defense Command. The FEMIS System Administration Guide defines FEMIS hardware and software requirements and gives instructions for installing the FEMIS software package. This document also contains information on the following: software installation for the FEMIS data servers, communication server, mail server, and the emergency management workstations; distribution media loading and FEMIS installation validation and troubleshooting; and system management of FEMIS users, login privileges, and usage. The system administration utilities (tools), available in the FEMIS client software, are described for user accounts and site profile. This document also describes the installation and use of system and database administration utilities that will assist in keeping the FEMIS system running in an operational environment. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs.     The Land Information System (LIS) was developed to use advanced flexible land surface modeling and data assimilation frameworks to integrate extremely large satellite- and ground-based observations with advanced land surface models to produce continuous high-resolution fields of land surface states and fluxes. The resulting fields are extremely useful for drought and flood assessment, agricultural planning, disaster management, weather and climate forecasting, water resources assessment, and the like. We envisioned transforming the LIS modeling system into a scientific cloud computing-aware web and data service that would allow clients to easily setup and configure for use in addressing large water management issues. The focus of this Phase 1 project was to determine the scientific, technical, commercial merit and feasibility of the proposed LIS-cloud innovations that are currently barriers to broad LIS applicability. We (a) quantified the barriers to broad LIS utility and commercialization (high performance computing, big data, user interface, and licensing issues); (b) designed the proposed LIS-cloud web service, model-data interface, database services, and user interfaces; (c) constructed a prototype LIS user interface including abstractions for simulation control, visualization, and data interaction, (d) used the prototype to conduct a market analysis and survey to determine potential market size and competition, (e) identified LIS software licensing and copyright limitations and developed solutions, and (f) developed a business plan for development and marketing of the LIS-cloud innovation. While some significant feasibility issues were found in the LIS licensing, overall a high degree of LIS-cloud technical feasibility was found.

  4. Towards Sustainable Watershed Dvelopment: A Geographic Information Systems based Approach

    With an unprecedented projection of population and urban growth in the coming decades, assessment of the long-term hydrologic impacts of land use change is crucial for optimizing management practices to control runoff and non-point source (NPS) pollution associated with sustainable watershed development. Land use change, dominated by an increase in urban/impervious areas, can have a significant impact on water resources. Non-point source (NPS) pollution is the leading cause of degraded water quality in the US and urban areas are an important source of NPS pollution. Most planners, government agencies, and consultants lack access to simple impact-assessment tools despite widespread concern over the environmental impacts of watershed development. Before investing in complex analyses and customized data collection, it is often useful to utilize simple screening analyses using data that are already available. In this paper, we discuss such a technique for long-term hydrologic impact assessment (L-THIA) that makes use of basic land use, soils and long-term rainfall data to compare the hydrologic impacts of past, present and any future land use change. Long-term daily rainfall records are used in combination with soils and land use information to calculate average annual runoff and NPS pollution at a watershed scale. Because of the geospatial nature of land use and soils data, and the increasingly widespread use of GIS by planners, government agencies and consultants, the model is integrated with a Geographic Information System (GIS) that allows convenient generation and management of model input and output data, and provides advanced visualization of the model results. An application of the L-THIA/NPS model on the Little Eagle Creek (LEC) watershed near Indianapolis, Indiana is illustrated in this paper. The FEMIS System Administration Guide provides information necessary for the system administrator to maintain the FEMIS system. Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are connected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via a Wide Area Network (WAN). Thus, FEMIS is an integrated software product that resides on client/server computer architecture. The main body of FEMIS software, referred to as the FEMIS Application Software, resides on the PC client(s) and is directly accessible to emergency management personnel. The remainder of the FEMIS software, referred to as the FEMIS Support Software, resides on the UNIX server. The Support Software provides the communication, data distribution, and notification functionality necessary to operate FEMIS in a networked, client/server environment. The UNIX server provides an Oracle relational database management system (RDBMS) services, ARC/INFO GIS (optional) capabilities, and basic file management services. PNNL developed utilities that reside on the server include the Notification Service, the Command Service that executes the evacuation model, and AutoRecovery. To operate FEMIS, the Application Software must have access to a site specific FEMIS emergency management database.     The Federal Emergency Management Information System (FEMIS) is an emergency management planning and response tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the U.S. Army Chemical Biological Defense Command. The FEMIS System Administration Guide provides information necessary for the system administrator to maintain the FEMIS system. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are corrected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via a Wide Area Network (WAN). Thus, FEMIS is an integrated software product that resides on client/server computer architecture. The main body of FEMIS software, referred to as the FEMIS Application Software, resides on the PC client(s) and is directly accessible to emergency management personnel. The remainder of the FEMIS software, referred to as the FEMIS Support Software, resides on the UNIX server. The Support Software provides the communication data distribution and notification functionality necessary to operate FEMIS in a networked, client/server environment.

    The U.S. Environmental Protection Agency's (EPA) Integrated Risk Information System (IRIS) Program develops assessments of health effects that may result from chronic exposure to chemicals in the environment. The IRIS database contains more than 540 assessments. When supported by available data, IRIS assessments provide quantitative analyses of carcinogenic effects. Since publication of EPA's 2005 Guidelines for Carcinogen Risk Assessment, IRIS cancer assessments have implemented new approaches recommended in these guidelines and expanded the use of complex scientific methods to perform quantitative dose-response assessments. Two case studies of the application of the mode of action framework from the 2005 Cancer Guidelines are presented in this paper. The first is a case study of 1,2,3-trichloropropane, as an example of a chemical with a mutagenic mode of carcinogenic action thus warranting the application of age-dependent adjustment factors for early-life exposure; the second is a case study of ethylene glycol monobutyl ether, as an example of a chemical with a carcinogenic action consistent with a nonlinear extrapolation approach. The use of physiologically based pharmacokinetic (PBPK) modeling to quantify interindividual variability and account for human parameter uncertainty as part of a quantitative cancer assessment is illustrated using a case study involving probabilistic PBPK modeling for dichloromethane. We also discuss statistical issues in assessing trends and model fit for tumor dose-response data, analysis of the combined risk from multiple types of tumors, and application of life-table methods for using human data to derive cancer risk estimates. These issues reflect the complexity and challenges faced in assessing the carcinogenic risks from exposure to environmental chemicals, and provide a view of the current trends in IRIS carcinogenicity risk assessment.

    This year was my fourteenth year with the U. S. Transuranium and Uranium Registries (USTUR). How time flies! Since I became the director of the program five years ago, one of my primary goals was to increase the usefulness of the large USTUR database that consists of six tables containing personal information, medical histories, radiation exposure histories, causes of death, and the results of radiochemical analysis of organ samples collected at autopsy. It is essential that a query of one or more of these tables by USTUR researchers or by collaborating researchers provides complete and reliable information. Also, some of the tables (those without personal identifiers) are destined to appear on the USTUR website for the use of the scientific community. I am pleased to report that most of the data in the database have now been verified and formatted for easy query. It is important to note that no data were discarded; copies of the original tables were retained and the original paper documents are still available for further verification of values as needed.

    The DOE has identified the Lawrence Livermore National Laboratory ARGUS system as the standard entry control system for the DOE Complex. ARGUS integrates several key functions, specifically, badging, entry control, and verification of clearance status. Not all sites need or can afford an ARGUS system. Such sites are therefore limited to commercial equipment which provide ARGUS like features. In this project an alternative way to integrate commercial equipment into an integrated system to include badging, access control, property control, and automated verification of clearance status has been investigated. Such a system would provide smaller sites the same functionality as is provided by ARGUS. Further, it would allow sites to fully participate in the DOE`s concept of Complex wide access control. This multi-year task is comprised of three phases. Phase 1, system requirements and definitions, and phase 2, software and hardware development, were completed during fiscal year 1994. This report covers these two phases and the demonstration system which resulted. Phase three would employ the demonstration system to evaluate system performance, identify operational limits and to integrate additional features. The demonstration system includes a badging station, a database server, a managers workstation, an entry control system, and a property protection system. The functions have been integrated through the use of custom interfaces and operator screens which greatly increase ease of use.

    Energy information systems (real-time acquisition, analysis, and presentation of information from energy end-uses) in commercial buildings have demonstrated value as tools for improving energy efficiency and thermal comfort. These improvements include characterization through benchmarking, identification of retrofit opportunities, anomaly detection to inform retro-commissioning, and feedback to occupants to encourage shifts in behavior. Energy information systems can play a vital role in achieving a variety of ambitious sustainability goals for the existing stock of commercial buildings, but their implementation is often fraught with pitfalls. In this paper, we present a case study of an EIS and sub-metering project executed in a representative commercial office building. We describe the building, highlight a few of its problems, and detail the hardware and software technologies we employed to address them. We summarize the difficulties encountered and lessons learned, and suggest general guidelines for future EIS projects to improve performance and save energy in the commercial building fleet. These guidelines include measurement criteria, monitoring strategies, and analysis methods. In particular, we propose processes for: - Defining project goals, - Selecting end-use targets and depth of metering, - Selecting contractors and software vendors, - Installing and networking measurement devices, - Commissioning and using the energy information system.

    The purpose of this project was to study how farmers manage anaerobic digesters on three New York State dairy farms. Two years of data collected were from both plug-flow and tower-type mixed-flow digesters at regular intervals over a three-year period revealed that the financial return from the energy produced by a biogass system in the late 1980`s is marginal. Little difficulty was experienced in operation of the anaerobic digester; however, several farms utilizing congeneration to convert biogas into electricity and heat suffered from not applying maintenance to the congenerator in a timely fashion.

    This document presents preliminary information on the radiological and nonradiological risks in the nuclear waste management system. The objective of the study was to (1) review the literature containing information on risks in the nuclear waste management system and (2) use this information to develop preliminary estimates of the potential magnitude of these risks. Information was collected on a broad range of risk categories to assist the US Department of Energy (DOE) in communicating information about the risks in the waste management systems. The study examined all of the portions of the nuclear waste management system currently expected to be developed by the DOE. The scope of this document includes the potential repository, the integral MRS facility, and the transportation system that supports the potential repository and the MRS facility. Relevant literature was reviewed for several potential repository sites and geologic media. A wide range of ``risk categories`` are addressed in this report: (1) public and occupational risks from accidents that could release radiological materials, (2) public and occupational radiation exposure resulting from routine operations, (3) public and occupational risks from accidents involving hazards other than radioactive materials, and (4) public and occupational risks from exposure to nonradioactive hazardous materials during routine operations. The report is intended to provide a broad spectrum of risk-related information about the waste management system. This information is intended to be helpful for planning future studies.

    Energy information systems comprise software, data acquisition hardware, and communication systems that are intended to provide energy information to building energy and facilities managers, financial managers, and utilities. This technology has been commercially available for over a decade, however recent advances in Internet and other information technology, and analytical features have expanded the number of product options that are available. For example, features such as green house gas tracking, configurable energy analyses and enhanced interoperability are becoming increasingly common. Energy information systems are used in a variety of commercial buildings operations and environments, and can be characterized in a number of ways. Basic elements of these systems include web-based energy monitoring, web-based energy management linked to controls, demand response, and enterprise energy management applications. However the sheer number and variety of available systems complicate the selection of products to match the needs of a given user. In response, a framework was developed to define the capabilities of different types of energy information systems, and was applied to characterize approximately 30 technologies. Measurement is a critical component in managing energy consumption and energy information must be shared at all organizational levels to maintain persistent, efficient operations. Energy information systems are important to understand because they offer the analytical support to process measured data into information, and they provide the informational link between the primary actors who impact building energy efficiency - operators, facilities and energy managers, owners and corporate decision makers. In this paper, preliminary findings are presented, with a focus on overall trends and the general state of the technology.     This paper summarizes a study that was conducted to address user information requirements for the Force Level Control System. It was the first in a series being conducted at the US Army Tactical Command and Control System Experimentation Site (AES). User information requirements were determined via monitoring and classification of communications during a command and control exercise, as well as through subsequent exercise participant input. Separate measures of observed communication frequency, rated importance, and rated perishability were obtained for a set of information elements that comprised a comprehensive taxonomy of tactical command and control communications content. Analyses were then conducted to explore the relationships between frequency, importance, and perishability as well as develop a comprehensive index of criticality. The resulting comprehensive index of criticality is intended to be used by systems developers in selecting the information to be conveyed and processed by the Force Level Control System. 2 refs., 2 figs.

    Purpose: To evaluate, in the setting of breast cancer, the accuracy of registry radiation therapy (RT) coding compared with the gold standard of Medicare claims. Methods and Materials: Using Surveillance, Epidemiology, and End Results (SEER)–Medicare data, we identified 73,077 patients aged ≥66 years diagnosed with breast cancer in the period 2001-2007. Underascertainment (1 - sensitivity), sensitivity, specificity, κ, and χ{sup 2} were calculated for RT receipt determined by registry data versus claims. Multivariate logistic regression characterized patient, treatment, and geographic factors associated with underascertainment of RT. Findings in the SEER–Medicare registries were compared with three non-SEER registries (Florida, New York, and Texas). Results: In the SEER–Medicare registries, 41.6% (n=30,386) of patients received RT according to registry coding, versus 49.3% (n=36,047) according to Medicare claims (P<.001). Underascertainment of RT was more likely if patients resided in a newer SEER registry (odds ratio [OR] 1.70, 95% confidence interval [CI] 1.60-1.80; P<.001), rural county (OR 1.34, 95% CI 1.21-1.48; P<.001), or if RT was delayed (OR 1.006/day, 95% CI 1.006-1.007; P<.001). Underascertainment of RT receipt in SEER registries was 18.7% (95% CI 18.6-18.8%), compared with 44.3% (95% CI 44.0-44.5%) in non-SEER registries. Conclusions: Population-based tumor registries are highly variable in ascertainment of RT receipt and should be augmented with other data sources when evaluating quality of breast cancer care. Future work should identify opportunities for the radiation oncology community to partner with registries to improve accuracy of treatment data.

In this research, the Fourier series has been modified become non-linear function to follow the recent characteristics of rainfall that is non stationary. The results have been also validated in 4 steps, including R-Square, RMSE, R-Skill, and comparison with field data. The development of information system (cyber extension) provides information such as rainfall prediction, prediction of the planting time, and interactive space for farmers to respond to the information submitted. Interfaces for interactive response will be critical to the improvement of prediction accuracy of information, both rainfall and planting time. The method used to get this information system includes mapping on rice planting prediction, converting the format file, developing database system, developing website, and posting website. Because of this map was overlaid with the Google map, the map files must be converted to the .kml file format.

    Energy information systems are the web-based software, data acquisition hardware, and communication systems used to store, analyze, and display building energy data. They often include analysis methods such as baselining, benchmarking, load profiling, and energy anomaly detection. This report documents a large-scale assessment of energy information system (EIS) uses, costs, and energy benefits, based on a series of focused case study investigations that are synthesized into generalizable findings. The overall objective is to provide organizational decision makers with the information they need to make informed choices as to whether or not to invest in an EIS--a promising technology that can enable up to 20 percent site energy savings, quick payback, and persistent low-energy performance when implemented as part of best-practice energy management programs.

  16. Multi-service briefing on radioisotope systems for defense applications, briefing notes and supporting information

    A briefing on isotope systems technology and applications was held at the Pentagon on 9 May 1990, cosponsored by the Department of Defense and the Department of Energy. The objective was to provide isotope systems information to interested individuals and offices from the DOD and the Services, and then to discuss potential uses of this technology within the defense community. Presentations were given on the useful characteristics of radioactive decay, isotope sources, properties of specific isotopes, and details of isotope systems that have been deployed for terrestrial and space applications. Application areas covered included: electrical, thermal and mechanical energy conversion systems; radiation applications; and radioluminescent lights. Talks were also given on system licensing and approvals, and conclusions from the 1986 workshop on isotope systems applications. This document contains the meeting agenda, copies of the vu-graphs used in the presentations, face sheets given to meeting attendees, a list of attendees, and supplementary information requested during the meeting.

  17. Implementation of an Integrated Information Management System for the US DOE Hanford Tank Farms Project

    In its role as the Tank Operations Contractor at the U.S. Department of Energy's site in Hanford, WA, Washington River Protection Solutions, LLC is implementing an integrated document control and configuration management system. This system will combine equipment data with technical document data that currently resides in separate disconnected databases. The new system will provide integrated information, enabling users to more readily identify the documents that relate to a structure, system, or component and vice-versa. Additionally, the new system will automate engineering work processes through electronic workflows, and where practical and feasible provide integration with design authoring tools. Implementation of this system will improve configuration management of the technical baseline, increase work process efficiencies, support the efficient design of future large projects, and provide a platform for the efficient future turnover of technical baseline data and information.

  18. National information network and database system of hazardous waste management in China

    Industries in China generate large volumes of hazardous waste, which makes it essential for the nation to pay more attention to hazardous waste management. National laws and regulations, waste surveys, and manifest tracking and permission systems have been initiated. Some centralized hazardous waste disposal facilities are under construction. China`s National Environmental Protection Agency (NEPA) has also obtained valuable information on hazardous waste management from developed countries. To effectively share this information with local environmental protection bureaus, NEPA developed a national information network and database system for hazardous waste management. This information network will have such functions as information collection, inquiry, and connection. The long-term objective is to establish and develop a national and local hazardous waste management information network. This network will significantly help decision makers and researchers because it will be easy to obtain information (e.g., experiences of developed countries in hazardous waste management) to enhance hazardous waste management in China. The information network consists of five parts: technology consulting, import-export management, regulation inquiry, waste survey, and literature inquiry.

  19. The California Climate Action Registry: Development of methodologies for calculating greenhouse gas emissions from electricity generation

    The California Climate Action Registry, which will begin operation in Fall 2002, is a voluntary registry for California businesses and organizations to record annual greenhouse gas emissions. Reporting of emissions in the Registry by a participant involves documentation of both ''direct'' emissions from sources that are under the entity's control and ''indirect'' emissions controlled by others. Electricity generated by an off-site power source is considered to be an indirect emission and must be included in the entity's report. Published electricity emissions factors for the State of California vary considerably due to differences in whether utility-owned out-of-state generation, non-utility generation, and electricity imports from other states are included. This paper describes the development of three methods for estimating electricity emissions factors for calculating the combined net carbon dioxide emissions from all generating facilities that provide electricity to Californians. We find that use of a statewide average electricity emissions factor could drastically under- or over-estimate an entity's emissions due to the differences in generating resources among the utility service areas and seasonal variations. In addition, differentiating between marginal and average emissions is essential to accurately estimate the carbon dioxide savings from reducing electricity use. Results of this work will be taken into consideration by the Registry when finalizing its guidance for use of electricity emissions factors in calculating an entity's greenhouse gas emissions.

  20. The DOE Wide Area Measurement System (WAMS) Project: Demonstration of dynamic information technology for the future power system

    In 1989 the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) joined the US Department of Energy (DOE) in an assessment of longer-term research and development needs for future electric power system operation. The effort produced a progressively sharper vision of a future power system in which enhanced control and operation are the primary means for serving new customer demands, in an environment where increased competition, a wider range of services and vendors, and much narrower operating margins all contribute to increased system efficiencies and capacity. Technology and infrastructure for real time access to wide area dynamic information were identified as critical path elements in realizing that vision. In 1995 the DOE accordingly launched the Wide Area Measurement System (WAMS) Project jointly with the two Power Marketing Administrations (PMAs) to address these issues in a practical operating environment--the western North America power system. The Project draws upon many years of PMA effort and related collaboration among the western utilities, plus an expanding infrastructure that includes regionally involved contractors, universities, and National Laboratories plus linkages to the Electric Power Research Institute (EPRI). The WAMS project also brings added focus and resources to the evolving Western System Dynamic Information Network, or WesDINet. This is a collective response of the Western Systems Coordinating Council (WSCC) member utilities to their shared needs for direct information about power system characteristics, model fidelity, and operational performance. The WAMS project is a key source of the technology and backbone communications needed to make WesDINet a well integrated, cost effective enterprise network demonstrating the role of dynamic information technology in the emerging utility environment.
