A Study of Experience Credit for Professional Engineering Licensure

Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

Living in a Materials World: Materials Science Engineering Professional Development for K-12 Educators

Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. 'Living in a Materials World' was one of the fifteen content strands offered at the institute. The summer institute participants were pre/post tested on their comfort with STEM, their perceptions of STEM education, their pedagogical discontentment, their implementations of inquiry, their attitudes toward student learning of STEM, and their content knowledge associated with their specific content strand. The results from our research indicate a significant increase in content knowledge (t = 11.36, p < .01) for the Living in a Materials World strand participants. Overall the summer institute participants were found to have significant increases in their comfort levels for teaching STEM (t = 10.94, p < .01), in inquiry implementation (t = 5.72, p < .01) and efficacy for teaching STEM (t = 6.27, p < .01) and significant decrease in pedagogical discontentment (t = -6.26, p < .01).

This invention relates to Stirling engines and to improved methods of operation whereby catalytic oxidation of a major proportion of the fuel takes place in the external combustor. An external combustion unit of a Stirling engine comprises a catalytic combustor having a thermally stable and oxidation resistant monolith made from and/or carrying a catalytic material and including a multiplicity of flow paths for catalytic combustion of combustible gases and injected fuel. The use of a catalytic combustor in accordance with this invention enables a Stirling or other engine fitted therewith to be used in areas such as mines and underwater installations where conventional flame combustion is impracticable or is controlled by stringent regulations.

Closing registers in forced air heating systems and leaving some rooms in a house unconditioned has been suggested as a method of quickly saving energy for California consumers. This study combined laboratory measurements of the changes in duct leakage as registers are closed together with modeling techniques to estimate the changes in energy use attributed to closing registers. The results of this study showed that register closing led to increased energy use for a typical California house over a wide combination of climate, duct leakage and number of closed registers. The reduction in building thermal loads due to conditioning only a part of the house was offset by increased duct system losses; mostly due to increased duct leakage. Therefore, the register closing technique is not recommended as a viable energy saving strategy for California houses with ducts located outside conditioned space. The energy penalty associated with the register closing technique was found to be minimized if registers furthest from the air handler are closed first because this tends to only affect the pressures and air leakage for the closed off branch. Closing registers nearer the air handler tends to increase the pressures and air leakage for the whole system. CHARACTERIZATION OF AIRFLOWS NEAR THE EXIT OF HVAC REGISTERS USING LASER DOPPLER VELOCIMETRY (LDV).

A facility to characterize the airflow at the exit of HVAC registers was designed and fabricated. The objective of this work is to obtain velocity and turbulence data at the exit of registers, which can then be used as an input boundary condition in a modern Computational Fluid Dynamics (CFD) code to predict the velocity and temperature distribution in an enclosure, and also the register performance parameters such as throw. During the course of this work, two commonly used registers were tested. Both registers were 8 inch x 4 inch sidewall registers. Laser Doppler Velocimetry was used to measure the axial and vertical components of the velocity vector at various locations across the face of the registers. For the two cases of registers studied here, the results suggest that the velocity field at the very exit of each of these registers scales with the flow rate through the registers. This means that, in the mode of operation in which the supply fan (of an HVAC system) has a ''High'' and ''Low'' setting, similar velocity scaling would result for the type of registers tested here.

Evaluation of flow hood measurements for residential register flows

Flow measurement at residential registers using flow hoods is becoming more common. These measurements are used to determine if the HVAC system is providing adequate comfort, appropriate flow over heat exchangers and in estimates of system energy losses. These HVAC system performance metrics are determined by using register measurements to find out if individual rooms are getting the correct airflow, and in estimates of total air handler flow and duct air leakage. The work discussed in this paper shows that commercially available flow hoods are poor at measuring flows in residential systems. There is also evidence in this and other studies that flow hoods can have significant errors even when used on the non-residential systems they were originally developed for. The measurement uncertainties arise from poor calibrations and the sensitivity of exiting flow hoods to non-uniformity of flows entering the device. The errors are usually large--on the order of 20% of measured flow, which is unacceptably high for most applications. Active flow hoods that have flow measurement devices that are insensitive to the entering airflow pattern were found to be clearly superior to commercially available flow hoods. In addition, it is clear that current calibration procedures for flow hoods may not take into account any field application problems and a new flow hood measurement standard should be developed to address this issue.

We derive a mean-field free energy for the phase behaviour of coupled bilayer leaflets, which is implicated in cellular processes and important to the design of artificial membranes. Our model accounts for amphiphile-level structural features, particularly hydrophobic mismatch, which promotes antiregistration (AR), in competition with the `direct' trans-midplane coupling usually studied, promoting registration (R). We show that the phase diagram of coupled leaflets allows multiple \\textit{metastable} coexistences, then illustrate the kinetic implications with a detailed study of a bilayer of equimolar overall composition. For approximate parameters estimated to apply to phospholipids, equilibrium coexistence is typically registered, but metastable antiregistered phases can be kinetically favoured by hydrophobic mismatch. Thus a bilayer in the spinodal region can require nucleation to equilibrate, in a novel manifestation of Ostwald's `rule of stages'. Our results provide a framework for understanding disparate existing observations, elucidating a subtle competition of couplings, and a key role for phase transition kinetics in bilayer phase behaviour.

The Association of Energy Engineers (AEE) has offered energy efficiency training and certification programs for over 30 years. During that time AEE has certified more than 22,000 professionals. All of our certification programs are the result of extensive industry research and program development and oversight by certification boards. For this project award, AEE proposed to work with the Department of Energy to utilize and extend existing industry recognized Certified Energy Auditor (CEA) and Certified Building Commissioning Professional (CBCP) programs under this Training Program Development Announcement. These expanded training programs will have significant impact in training professionals for building commissioning and energy auditing to achieve the goal of bringing existing buildings up to their optimal energy performance potential and ensuring that new buildings maintain their expected optimal level of performance. The goals and objectives of the training development project were achieved with the development of new training programs that are now being offered as self-sustaining commercial training and certification programs. Engineered Decoherence: Characterization and Suppression

Due to omnipresent environmental interferences, quantum coherences inevitably undergo irreversible transformations over certain time-scales, thus leading to the loss of encoded information. This process, known as decoherence, has been a major obstacle in realizing efficient quantum information processors. Understanding the mechanism of decoherence is crucial in developing tools to inhibit it. Here we utilize a method proposed by Cory and co-workers [Phys. Rev. A 67, 062316 (2003)] to engineer artificial decoherence in the system qubits by randomly perturbing their surrounding ancilla qubits. Using a two qubit nuclear magnetic resonance quantum register, we characterize the artificial decoherence by noise spectroscopy and quantum process tomography. Further, we study the efficacy of dynamical decoupling sequences in suppressing the artificial decoherence. Here we describe the experimental results and their comparisons with theoretical simulations.

An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

It is proposed to use four atomic optical energy levels as a two qubit quantum register. A single Pr3+ atom in a monocrystal LaF3 subjected to resonant laser irradiation is used as an example to illustrate the implementation of the universal set of quantum gates. The equilibrium state of this physical system is a desirable input state for quantum computation and therefore there is no need for its special preparation procedure.

This paper deals with the arrow of complexification of engineering. We claim that the complexification of engineering consists in (a) that shift throughout which engineering becomes a science; thus it ceases to be a (mere) praxis or profession; (b) becoming a science, engineering can be considered as one of the sciences of complexity. In reality, the complexification of engineering is the process by which engineering can be studied, achieved and understood in terms of knowledge, and not of goods and services any longer. Wind Energy Workforce Development: Engineering, Science, & Technology

Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

Forced air heating and cooling systems and whole house ventilation systems deliver air to individual rooms in a house via supply registers located on walls ceilings or floors; and occasionally less straightforward locations like toe-kicks below cabinets. Ideally, the air velocity out of the registers combined with the turbulence of the flow, vectoring of air by register vanes and geometry of register placement combine to mix the supply air within the room. A particular issue that has been raised recently is the performance of multiple capacity and air flow HVAC systems. These systems vary the air flow rate through the distribution system depending on the system load, or if operating in a ventilation rather than a space conditioning mode. These systems have been developed to maximize equipment efficiency, however, the high efficiency ratings do not include any room mixing effects. At lower air flow rates, there is the possibility that room air will be poorly mixed, leading to thermal stratification and reduced comfort for occupants. This can lead to increased energy use as the occupants adjust the thermostat settings to compensate and parts of the conditioned space have higher envelope temperature differences than for the well mixed case. In addition, lack of comfort can be a barrier to market acceptance of these higher efficiency systems To investigate the effect on room mixing of reduced air flow rates requires the measurement of mixing of supply air with room air throughout the space to be conditioned. This is a particularly difficult exercise if we want to determine the transient performance of the space conditioning system. Full scale experiments can be done in special test chambers, but the spatial resolution required to fully examine the mixing problem is usually limited by the sheer number of thermal sensors required. Current full-scale laboratory testing is therefore severely limited in its resolution. As an alternative, we used a water-filled scale model of a room in which whole-field supply air mixing maps of two vertical planes were measured using a Planar Laser-Induced Fluorescence (PLIF) measurement technique. Water marked with fluorescent dye was used to simulate the supply airflow; and the resulting concentrations within the water filled model show how the supply air mixes with the room air and are an analog for temperature (for thermal loads) or fresh air (for ventilation). In addition to performing experiments over a range of flow rates, we also changed register locations and examined the effects for both heating and cooling operation by changing the water density (simulating air density changes due to temperature changes) using dissolved salt.

Each of the rotary units consists of a shaft, gear, two outer compressor wheels, and one center power wheel which has twice the axial thickness as the compressor wheel. All the wheels are cylindrical in shape with a lobe section comprising a 180/sup 0/ arc on the periphery of each wheel which forms an expanding and contracting volumetric chamber by means of leading and trailing lips. This patent describes a Stirling engine wherein a pressure variation is provided by reciprocative movement of a displacer and is utilized by a power piston to obtain an output motive force, which comprises: a pressurized crankcase, an expansion cylinder having a seal carrying wall, a displacer located in the expansion cylinder, a displacer rod connected to the displacer and projecting through the seal and into the crankcase, a first elastic film attached to the displacer rod and to the seal carrying wall so as to produce a first hermetically sealed space, a compression cylinder, a power piston having a power piston rod located in the compression cylinder, a second elastic film attached to the power piston rod and to the compression cylinder so as to produce a second hermetically sealed space below the power piston, the first and the second hermetically sealed spaces being included in a pressurized reactive space, a pressure adjusting means for equalizing the mean pressure within the reactive space and the mean pressure within the crankcase, a heater tube, a regenerator, and a cooler tube are connected to the expansion cylinder, and are included in a working space, as is the expansion cylinder and the compression cylinder, and a first gas having a low viscosity, a low molecular weight and a high thermal conductivity is sealed in the working space and the reactive space, and a second gas having a high viscosity and a high molecular weight is sealed in the crankcase.

Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

Economic development in the United States depends on a reliable and affordable power supply. The nation will need well educated engineers to design a modern, safe, secure, and reliable power grid for our future needs. An anticipated shortage of qualified engineers has caused considerable concern in many professional circles, and various steps are being taken nationwide to alleviate the potential shortage and ensure the North American power system's reliability, and our world-wide economic competitiveness. To help provide a well-educated and trained workforce which can sustain and modernize the nation's power grid, Gonzaga University's School of Engineering and Applied Science has established a five-course (15-credit hour) Certificate Program in Transmission and Distribution (T&D) Engineering. The program has been specifically designed to provide working utility engineering professionals with on-line access to advanced engineering courses which cover modern design practice with an industry-focused theoretical foundation. A total of twelve courses have been developed to-date and students may select any five in their area of interest for the T&D Certificate. As each course is developed and taught by a team of experienced engineers (from public and private utilities, consultants, and industry suppliers), students are provided a unique opportunity to interact directly with different industry experts over the eight weeks of each course. Course material incorporates advanced aspects of civil, electrical, and mechanical engineering disciplines that apply to power system design and are appropriate for graduate engineers. As such, target students for the certificate program include: (1) recent graduates with a Bachelor of Science Degree in an engineering field (civil, mechanical, electrical, etc.); (2) senior engineers moving from other fields to the utility industry (i.e. paper industry to utility engineering or project management positions); and (3) regular working professionals wishing to update their skills or increase their knowledge of utility engineering design practices and procedures. By providing graduate educational opportunities for the above groups, the T&D Program will help serve a strong industry need for training the next generation of engineers in the cost-effective design, construction, operation, and maintenance of modern electrical transmission and distribution systems. In addition to developing the on-line engineering courses described above, the T&D Program also focused significant efforts towards enhancing the training opportunities available to power system operators in the northwest. These efforts have included working with outside vendors to provide NERC-approved training courses in Gonzaga University's (GU) system operator training facility, support for an accurate system model which can be used in regional blackstart exercises, and the identification of a retired system operator who could provide actual regional training courses. The GU system operator training facility is also being used to recruit young workers, veterans, and various under-represented groups to the utility industry. Over the past three years students from Columbia Gorge Community College, Spokane Falls Community College, Walla Walla Community College, Central Washington University, Eastern Washington University, Gonzaga University, and various local high schools have attended short (one-day) system operator training courses free of charge. These collaboration efforts has been extremely well received by both students and industry, and meet T&D Program objectives of strengthening the power industry workforce while bridging the knowledge base across power worker categories, and recruiting new workers to replace a predominantly retirement age workforce. In the past three years the T&D Program has provided over 170 utility engineers with access to advanced engineering courses, been involved in training more than 300 power system operators, and provided well over 500 college and high school students with an experienc

This report describes the process for and results of a comprehensive job task analysis of Building Operations Professionals. This study was performed by Professional Testing on behalf of the National Renewable Energy Laboratory (NREL). The competency (domains, tasks and associated knowledge) list, which defines the work performed by practitioners, was initially developed by a representative panel of practitioners during a meeting held on February 10-12, 2014 in Orlando Florida. Following the identification of the job tasks and associated knowledge and skills, a validation survey was conducted of the finding of the JTA and the results of the validation study were reviewed by a representative panel of practitioners during a conference call held on May 30, 2014. The committee finalized the JTA and examination blueprints for the Building Operations Professional credential scheme based on the survey results.

Amateur contributions to professional publications have increased exponentially over the last decades in the field of Planetary Astronomy. Here we review the different domains of the field in which collaborations between professional and amateur astronomers are effective and regularly lead to scientific publications. We discuss the instruments, detectors, softwares and methodologies typically used by amateur astronomers to collect the scientific data in the different domains of interest. Amateur contributions to the monitoring of planets and interplanetary matter, characterization of asteroids and comets, as well as the determination of the physical properties of Kuiper Belt Objects and exoplanets are discussed.

The controlled indirect coupling between spatially-separated qubits in antiferromagnet-based NMR quantum registers

It is considered the indirect inter-qubit coupling in 1D chain of atoms with nuclear spins 1/2, which plays role of qubits in the quantum register. This chain of the atoms is placed by regular way in easy-axis 3D antiferromagnetic thin plate substrate, which is cleaned from the other nuclear spin containing isotopes. It is shown that the range of indirect inter-spin coupling may run to a great number of lattice constants both near critical point of quantum phase transition in antiferromagnet of spin-flop type (control parameter is external magnetic field) and/or near homogeneous antiferromagnetic resonance (control parameter is microwave frequency).

Quantum Simulation of Helium Hydride in a Solid-State Spin Register

\\emph{Ab initio} computation of molecular properties is one of the most promising applications of quantum computing. While this problem is widely believed to be intractable for classical computers, efficient quantum algorithms exist which have the potential to vastly accelerate research throughput in fields ranging from material science to drug discovery. Using a solid-state quantum register realized in a nitrogen-vacancy (NV) defect in diamond, we compute the bond dissociation curve of the minimal basis helium hydride cation, HeH$^+$. Moreover, we report an energy uncertainty (given our model basis) of the order of $10^{-14}$ Hartree, which is ten orders of magnitude below desired chemical precision. As NV centers in diamond provide a robust and straightforward platform for quantum information processing, our work provides several important steps towards a fully scalable solid state implementation of a quantum chemistry simulator.
