    Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

    Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. 'Living in a Materials World' was one of the fifteen content strands offered at the institute. The summer institute participants were pre/post tested on their comfort with STEM, their perceptions of STEM education, their pedagogical discontentment, their implementations of inquiry, their attitudes toward student learning of STEM, and their content knowledge associated with their specific content strand. The results from our research indicate a significant increase in content knowledge (t = 11.36, p < .01) for the Living in a Materials World strand participants. Overall the summer institute participants were found to have significant increases in their comfort levels for teaching STEM (t = 10.94, p < .01), in inquiry implementation (t = 5.72, p < .01) and efficacy for teaching STEM (t = 6.27, p < .01) and significant decrease in pedagogical discontentment (t = -6.26, p < .01).

    This invention relates to Stirling engines and to improved methods of operation whereby catalytic oxidation of a major proportion of the fuel takes place in the external combustor. An external combustion unit of a Stirling engine comprises a catalytic combustor having a thermally stable and oxidation resistant monolith made from and/or carrying a catalytic material and including a multiplicity of flow paths for catalytic combustion of combustible gases and injected fuel.     This Engineering Assessment and Certification of Integrity of used freon storage tanks 490-Q1A1 and 490-Q1A2 has been prepared in response to 40 CFR 265.192(a) and 22 CCR 66265.192(a) for new tank systems that store hazardous waste and have secondary containment. The regulations require that this assessment be completed and certified by an independent, qualified, California-registered professional engineer before the tank system is placed in use as a hazardous waste storage tank system. The technical assessments for the 490-Q1A1 and 490-Q1A2 tank systems have been reviewed by an independent, qualified, California-registered professional engineer, who has certified that the tank systems have sufficient structural integrity, are acceptable for transferring and storing hazardous waste, are compatible with the stored waste, and the tanks and containment system are suitably designed to achieve the requirements of the applicable regulations so they will not collapse, rupture, or fail.

    Across the international field of safeguards there has been a rising awareness of the need for development of the next generation of safeguards professionals. The 2010 International Atomic Energy Agency Safeguards Symposium includes a suggested topic of 'developing safeguards professionals.' This can first be addressed by making university students and young professionals aware of safeguards and the unique career opportunities it encompasses. Then, once someone decides to go into safeguards he/she needs to be offered professional development opportunities in order to become a more effective member of the international safeguards community. This paper begins to do that by reviewing opportunities currently available. There are not many opportunities that are well advertised and this paper will serve to raise awareness of what does already exist and therefore benefit the international safeguards community. The current opportunities that will be discussed include training programs, graduate degrees, organizational outreach, professional networks, and intensive topic specific programs. The paper will also identify current needs and holes in the current offerings of professional development opportunities and suggest ways they can be filled. In the conclusion the paper addresses what types of programs are still needed.

    Closing registers in forced air heating systems and leaving some rooms in a house unconditioned has been suggested as a method of quickly saving energy for California consumers. This study combined laboratory measurements of the changes in duct leakage as registers are closed together with modeling techniques to estimate the changes in energy use attributed to closing registers. The results of this study showed that register closing led to increased energy use for a typical California house over a wide combination of climate, duct leakage and number of closed registers. The reduction in building thermal loads due to conditioning only a part of the house was offset by increased duct system losses; mostly due to increased duct leakage. Therefore, the register closing technique is not recommended as a viable energy saving strategy for California houses with ducts located outside conditioned space. The energy penalty associated with the register closing technique was found to be minimized if registers furthest from the air handler are closed first because this tends to only affect the pressures and air leakage for the closed off branch. Closing registers nearer the air handler tends to increase the pressures and air leakage for the whole system. Closing too many registers (more than 60%) is not recommended because the added flow resistance severely restricts the air flow though the system leading to safety concerns. For example, furnaces may operate on the high-limit switch and cooling systems may suffer from frozen coils.

A data word (resp. data tree) is a word (resp. tree) whose every position carries a label from a finite alphabet and a data value from an infinite domain. We investigate one-way automata with alternating control over data words or trees, with one register for storing data and comparing them for equality. This is a continuation of the study started by Demri, Lazic and Jurdzinski. From the standpoint of register automata models, this work aims at two objectives: (1) simplifying the existent decidability proofs for the emptiness problem for alternating register automata; and (2) exhibiting decidable extensions for these models.     A facility to characterize the airflow at the exit of HVAC registers was designed and fabricated. The objective of this work is to obtain velocity and turbulence data at the exit of registers, which can then be used as an input boundary condition in a modern Computational Fluid Dynamics (CFD) code to predict the velocity and temperature distribution in an enclosure, and also the register performance parameters such as throw. During the course of this work, two commonly used registers were tested. Both registers were 8 inch x 4 inch sidewall registers. Laser Doppler Velocimetry was used to measure the axial and vertical components of the velocity vector at various locations across the face of the registers. For the two cases of registers studied here, the results suggest that the velocity field at the very exit of each of these registers scales with the flow rate through the registers. This means that, in the mode of operation in which the supply fan (of an HVAC system) has a ''High'' and ''Low'' setting, similar velocity scaling would result for the type of registers tested here.

    Broad Funding Opportunity Announcement Project: MSU is developing a new engine for use in hybrid automobiles that could significantly reduce fuel waste and improve engine efficiency. In a traditional internal combustion engine, air and fuel are ignited, creating high-temperature and high-pressure gases which expand rapidly. This expansion of gases forces the engine’s pistons to pump and powers the car. MSU’s engine has no pistons. It uses the combustion of air and fuel to build up pressure within the engine, generating a shockwave that blasts hot gas exhaust into the blades of the engine’s rotors causing them to turn, which generates electricity. MSU’s redesigned engine would be the size of a cooking pot and contain fewer moving parts—reducing the weight of the engine by 30%. It would also enable a vehicle that could use 60% of its fuel for propulsion.

The Guidelines project, managed by the National Renewable Energy Laboratory (NREL) for DOE, addresses the need for a highly-skilled weatherization workforce equipped to complete consistent, high-quality home energy upgrades for single-family homes, multifamily homes, and manufactured housing. In doing so, it helps increase energy efficiency in housing, which can mitigate climate change, one of the major challenges of the 21st century.

Our model accounts for amphiphile-level structural features, particularly hydrophobic mismatch, which promotes antiregistration (AR), in competition with the `direct' trans-midplane coupling usually studied, promoting registration (R). We show that the phase diagram of coupled leaflets allows multiple \\textit{metastable} coexistences, then illustrate the kinetic implications with a detailed study of a bilayer of equimolar overall composition. For approximate parameters estimated to apply to phospholipids, equilibrium coexistence is typically registered, but metastable antiregistered phases can be kinetically favoured by hydrophobic mismatch. Thus a bilayer in the spinodal region can require nucleation to equilibrate, in a novel manifestation of Ostwald's `rule of stages'. Our results provide a framework for understanding disparate existing observations, elucidating a subtle competition of couplings, and a key role for phase transition kinetics in bilayer phase behaviour.

    The relative dose rate for the different Gamma Knife registered helmets (4, 8, 14, and 18 mm) is characterized by their respective helmet factors. Since the plateau of the dose profile for the 4 mm helmet is at most 1 mm wide, detector choices are limited. Traditionally helmet factors have been measured using 1x1x1 mm{sup 3} thermoluminescent dosimeters (TLDs). However, these are time-consuming, cumbersome measurements. This article investigates the use of metal-oxide-semiconductor field effect transistors (MOSFETs) (active area of 0.2x0.2 mm{sup 2}) as a more accurate and convenient dosimeter. Their suitability for these measurements was confirmed by basic characterization measurements. Helmet factors were measured using both MOSFETs and the established TLD approach. A custom MOSFET cassette was designed in analogy to the Elekta TLD cassette (Elekta Instruments AB) for use with the Elekta dosimetry sphere. Although both dosimeters provided values within 3% of the manufacturer's suggestion, MOSFETs provided superior accuracy and precision, in a fraction of the time required for the TLD measurements. Thus, MOSFETs proved to be a reasonable alternative to TLDs for performing helmet factor measurements.

    A high efficiency harmonic engine based on a resonantly reciprocating piston expander that extracts work from heat and pressurizes working fluid in a reciprocating piston compressor. The engine preferably includes harmonic oscillator valves capable of oscillating at a resonant frequency for controlling the flow of working fluid into and out of the expander, and also preferably includes a shunt line connecting an expansion chamber of the expander to a buffer chamber of the expander for minimizing pressure variations in the fluidic circuit of the engine. The engine is especially designed to operate with very high temperature input to the expander and very low temperature input to the compressor, to produce very high thermal conversion efficiency.

    An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

    Initialization and readout of coupled quantum systems are essential ingredients for the implementation of quantum algorithms. If the state of a multi-qubit register can be read out in a single shot, this enables further key resources such as quantum error correction and deterministic quantum teleportation, as well as direct investigation of quantum correlations (entanglement). While spins in solids are attractive candidates for scalable quantum information processing, thus far single-shot detection has only been achieved for isolated qubits. Here, we demonstrate preparation and measurement of a multi-spin quantum register by implementing resonant optical excitation techniques originally developed in atomic physics. We achieve high-fidelity readout of the electronic spin associated with a single nitrogen-vacancy (NV) centre in diamond at low temperature, and exploit this readout to project up to three nearby nuclear spin qubits onto a well-defined state. Conversely, we can distinguish the state of the nuclear spins in a single shot by mapping it onto and subsequently measuring the electronic spin. Finally, we show compatibility with qubit control by demonstrating initialization, coherent manipulation, and single-shot readout in a single experiment on a two-qubit register, using techniques suitable for extension to larger registers. These results pave the way for the first test of Bell's inequalities on solid-state spins and the implementation of measurement-based quantum information protocols.

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

    The major components of this rotary engine are two equal sized rotary units, the housing containing them along with associated ignition and cooling systems. Each of the rotary units consists of a shaft, gear, two outer compressor wheels, and one center power wheel which has twice the axial thickness as the compressor wheel. All the wheels are cylindrical in shape with a lobe section comprising a 180/sup 0/ arc on the periphery of each wheel which forms an expanding and contracting volumetric chamber by means of leading and trailing lips.     Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

    This report describes the process for and results of a comprehensive job task analysis of Building Operations Professionals. This study was performed by Professional Testing on behalf of the National Renewable Energy Laboratory (NREL). The competency (domains, tasks and associated knowledge) list, which defines the work performed by practitioners, was initially developed by a representative panel of practitioners during a meeting held on February 10-12, 2014 in Orlando Florida. Following the identification of the job tasks and associated knowledge and skills, a validation survey was conducted of the finding of the JTA and the results of the validation study were reviewed by a representative panel of practitioners during a conference call held on May 30, 2014. The committee finalized the JTA and examination blueprints for the Building Operations Professional credential scheme based on the survey results.

    Economic development in the United States depends on a reliable and affordable power supply. The nation will need well educated engineers to design a modern, safe, secure, and reliable power grid for our future needs. An anticipated shortage of qualified engineers has caused considerable concern in many professional circles, and various steps are being taken nationwide to alleviate the potential shortage and ensure the North American power system's reliability, and our world-wide economic competitiveness. To help provide a well-educated and trained workforce which can sustain and modernize the nation's power grid, Gonzaga University's School of Engineering and Applied Science has established a five-course (15-credit hour) Certificate Program in Transmission and Distribution (T&D) Engineering. The program has been specifically designed to provide working utility engineering professionals with on-line access to advanced engineering courses which cover modern design practice with an industry-focused theoretical foundation. A total of twelve courses have been developed to-date and students may select any five in their area of interest for the T&D Certificate. As each course is developed and taught by a team of experienced engineers (from public and private utilities, consultants, and industry suppliers), students are provided a unique opportunity to interact directly with different industry experts over the eight weeks of each course. Course material incorporates advanced aspects of civil, electrical, and mechanical engineering disciplines that apply to power system design and are appropriate for graduate engineers. As such, target students for the certificate program include: (1) recent graduates with a Bachelor of Science Degree in an engineering field (civil, mechanical, electrical, etc.); (2) senior engineers moving from other fields to the utility industry (i.e. paper industry to utility engineering or project management positions); and (3) regular working professionals wishing to update their skills or increase their knowledge of utility engineering design practices and procedures. By providing graduate educational opportunities for the above groups, the T&D Program will help serve a strong industry need for training the next generation of engineers in the cost-effective design, construction, operation, and maintenance of modern electrical transmission and distribution systems. In addition to developing the on-line engineering courses described above, the T&D Program also focused significant efforts towards enhancing the training opportunities available to power system operators in the northwest. These efforts have included working with outside vendors to provide NERC-approved training courses in Gonzaga University's (GU) system operator training facility, support for an accurate system model which can be used in regional blackstart exercises, and the identification of a retired system operator who could provide actual regional training courses. The GU system operator training facility is also being used to recruit young workers, veterans, and various under-represented groups to the utility industry. Over the past three years students from Columbia Gorge Community College, Spokane Falls Community College, Walla Walla Community College, Central Washington University, Eastern Washington University, Gonzaga University, and various local high schools have attended short (one-day) system operator training courses free of charge. These collaboration efforts has been extremely well received by both students and industry, and meet T&D Program objectives of strengthening the power industry workforce while bridging the knowledge base across power worker categories, and recruiting new workers to replace a predominantly retirement age workforce. In the past three years the T&D Program has provided over 170 utility engineers with access to advanced engineering courses, been involved in training more than 300 power system operators, and provided well over 500 college and high school students with an experienc

    Purpose: To develop a delineation tool that refines physician-drawn contours of the gross tumor volume (GTV) in nasopharynx cancer, using combined pixel value information from x-ray computed tomography (CT) and magnetic resonance imaging (MRI) during delineation. Methods: Operator-guided delineation assisted by a so-called ''snake'' algorithm was applied on weighted CT-MRI registered images. The physician delineates a rough tumor contour that is continuously adjusted by the snake algorithm using the underlying image characteristics. The algorithm was evaluated on five nasopharyngeal cancer patients. Different linear weightings CT and MRI were tested as input for the snake algorithm and compared according to contrast and tumor to noise ratio (TNR). The semi-automatic delineation was compared with manual contouring by seven experienced radiation oncologists. Results: A good compromise for TNR and contrast was obtained by weighing CT twice as strong as MRI. The new algorithm did not notably reduce interobserver variability, it did however, reduce the average delineation time by 6 min per case. Conclusions: The authors developed a user-driven tool for delineation and correction based a snake algorithm and registered weighted CT image and MRI. The algorithm adds morphological information from CT during the delineation on MRI and accelerates the delineation task.

    Amateur contributions to professional publications have increased exponentially over the last decades in the field of Planetary Astronomy. Here we review the different domains of the field in which collaborations between professional and amateur astronomers are effective and regularly lead to scientific publications. We discuss the instruments, detectors, softwares and methodologies typically used by amateur astronomers to collect the scientific data in the different domains of interest. Amateur contributions to the monitoring of planets and interplanetary matter, characterization of asteroids and comets, as well as the determination of the physical properties of Kuiper Belt Objects and exoplanets are discussed.

    The goal of the project was to develop and broadcast monthly one-hour teleconferences to support the professional development of engineering faculty. The {open_quotes}Engineering Faculty Forum{close_quotes} was available nationwide over the NTU Satellite Network and was also available from a C-Band Satellite. There was no cost to participate in the live teleconferences for the two year period. The programs were developed in response to a questionnaire sent to engineering faculty members across the United States. Copies of the flyers and a print out of each course participation form has been included as a part of this report.
