    Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

  14. Living in a Materials World: Materials Science Engineering Professional Development for K-12 Educators

    Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. 'Living in a Materials World' was one of the fifteen content strands offered at the institute. The summer institute participants were pre/post tested on their comfort with STEM, their perceptions of STEM education, their pedagogical discontentment, their implementations of inquiry, their attitudes toward student learning of STEM, and their content knowledge associated with their specific content strand. The results from our research indicate a significant increase in content knowledge (t = 11.36, p < .01) for the Living in a Materials World strand participants. Overall the summer institute participants were found to have significant increases in their comfort levels for teaching STEM (t = 10.94, p < .01), in inquiry implementation (t = 5.72, p < .01) and efficacy for teaching STEM (t = 6.27, p < .01) and significant decrease in pedagogical discontentment (t = -6.26, p < .01).

    Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals.     This paper considers a critical component of the PV infrastructure--the many non-installation related professionals--and how the PV industry and advocates can reach out to educate and train these groups. These professionals include inspectors, builders, developers, architects, utility engineers, lenders, appraisers, and realtors. Each one of these professionals plays a different role through the life of a PV project, and although some professionals are more critical than others, each needs PV-related education. This paper addresses each of these professional groups and their relevance to expanding PV markets. Recommendations are then made for bringing these professional groups to a reasonable stage of familiarity with PV. The focus here is on the development of an infrastructure for PV, but many of the ideas and recommendations apply equally well to other solar and renewable technologies. This paper does not address the training needs for PV installers because several other organizations are now giving attention to this audience since the authors conducted their original study in mid-1998. Many of the recommendations developed in this paper are based on a survey of individuals in the solar field. A survey of over 400 professionals involved in solar energy was conducted by the NC Solar Center in August 1998. Questions addressed both public and professional education needs for the expansion of markets for PV.

    A multi bank power plant is described comprising at least a first and a second rotary internal combustion engine connectable together in series, each of the engines comprising: a housing; a cam track internally disposed within the housing and adapted to receive a cam follower; an engine block disposed within the housing and rotatable about a central axis; an output shaft extending axially from each the engine block, each output shaft being coaxial with the other; means for coupling the output shafts together so that the output shafts rotate together in the same direction at the same speed; at least one radially arranged cylinder assembly on each block, each cylinder assembly including a cylinder having a longitudinal axis extending generally radially outwardly from the rotational axis of the block, the cylinder including means defining an end wall, a piston member disposed within the cylinder and adapted to reciprocate within the cylinder; a combustion chamber, means permitting periodic introduction of air and fuel into the combustion chamber, means for causing combustion of a compressed mixture of air and fuel within the combustion chamber, means permitting periodic exhaust of products of combustion of air and fuel from the combustion chamber, and means for imparting forces and motions of the piston within the cylinder to and from the cam track, the means comprising a cam follower operatively connected to the piston; wherein the cam track includes at least a first segment and at least a second segment thereof, the first segment having a generally positive slope wherein the segment has a generally increasing radial distance from the rotational axis of the engine block whereby as a piston moves outwardly in a cylinder on a power stroke while the cam follower is in radial register with the cam track segment, the reactive force of the respective cam follower against the cam track segment acts in a direction tending to impart rotation to the engine block.

The Guidelines project, managed by the National Renewable Energy Laboratory (NREL) for DOE, addresses the need for a highly-skilled weatherization workforce equipped to complete consistent, high-quality home energy upgrades for single-family homes, multifamily homes, and manufactured housing.     The Association of Energy Engineers (AEE) has offered energy efficiency training and certification programs for over 30 years. During that time AEE has certified more than 22,000 professionals. All of our certification programs are the result of extensive industry research and program development and oversight by certification boards. For this project award, AEE proposed to work with the Department of Energy to utilize and extend existing industry recognized Certified Energy Auditor (CEA) and Certified Building Commissioning Professional (CBCP) programs under this Training Program Development Announcement. These expanded training programs will have significant impact in training professionals for building commissioning and energy auditing to achieve the goal of bringing existing buildings up to their optimal energy performance potential and ensuring that new buildings maintain their expected optimal level of performance. The goals and objectives of the training development project were achieved with the development of new training programs that are now being offered as self-sustaining commercial training and certification programs. These new programs are training and certifying professionals who are accomplishing the goal of increasing building energy performance in both existing and new buildings.

    Thermoacoustic engines, or acoustic heat engines, are energy-conversion devices that achieve simplicity and concomitant reliability by use of acoustic technology. Their efficiency can be a substantial fraction of Carnot's efficiency. In thermoacoustic prime movers, heat flow from a high-temperature source to a low-temperature sink generates acoustic power (which may be converted to electric power using a transducer). In thermoacoustic heat pumps and refrigerators, acoustic power is used to pump heat from a low-temperature source to a high-temperature sink. This review teaches the fundamentals of thermoacoustic engines, by analysis, intuition, and example.

    A water model has been used to determine the positions of separate inlet ports for a natural gas, stratified charge rotary engine. The flow inside the combustion chamber (mainly during the induction period) has been registered by a film camera. From these tests the best locations of the inlet ports have been obtained, a prototype of this engine has been built by Audi NSU and tested in the laboratories of the university of Gent. The results of these tests, for different stratification configurations, are given. These results are comparable with the best results obtained by Audi NSU for a homogeneous natural gas rotary engine.

    An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

    The rotary engine has a circumferential main chamber and at least one smaller combustion chamber spaced from the main chamber. The rotor includes a plurality of radially-projecting sealing members in spaced relationship thereabout for maintaining a fluid-sealed condition along a single fixed transverse strip area on the interior surface of the main chamber. A single radially-oriented axially-parallel piston vane is also carried by the rotor and moves through the fixed strip area of the main chamber at each revolution of the rotor. Plural passages for intake, compression, expansion, and exhaust are ported into the main chamber at locations proximate to the fixed strip area. Valve means in the passages selectively open and close the same for a cycle of engine operation involving intake, compression, burning, and exhaust.

    An engine has at least two piston-cylinder assemblies each comprising a cylinder formed in an engine block with a cylinder head and a piston therein in sliding relationship toward and away from the head, a piston rod operatively connected to the piston and to a crankshaft, motion producing member of shape-memory material, e.g. Nitinol, having a transformation temperature range, secured to the cylinder head and the side of the piston opposite from the connecting rod, the motion producing member having a heat treated high temperature extended shape memory position and a low temperature low energy compressed position, the Nitinol member being of hollow tubular form and having pressure and return hoses connected thereto for supplying and removing cooling fluid into and from the Nitinol member, an electrical heating device connected to the Nitinol member, whereby the Nitinol member is easily compressed with relatively little force from the extended shape memory position to the compressed position when cooling fluid is supplied thereto to reduce the temperature of the Nitinol member to or below the lower limit of the transformation temperature range and the Nitinol member is automatically extended with relatively great force from the compressed position to the shape memory position when heated by the heating device to or above the upper limit of the transformation temperature range.

    The major components of this rotary engine are two equal sized rotary units, the housing containing them along with associated ignition and cooling systems. Each of the rotary units consists of a shaft, gear, two outer compressor wheels, and one center power wheel which has twice the axial thickness as the compressor wheel. All the wheels are cylindrical in shape with a lobe section comprising a 180/sup 0/ arc on the periphery of each wheel which forms an expanding and contracting volumetric chamber by means of leading and trailing lips. The lobes of the first rotary unit are situated 180/sup 0/ opposite the lobes of the second adjacent mating rotary unit, thus lobes can intermesh with its corresponding wheel.
