    In 2011 the Department of Energy's Office of Electricity embarked on a comprehensive program to assist our Nation's three primary electric interconnections with long term transmission planning. Given the growing concern over water resources in the western U.S. the Western Electricity Coordinating Council (WECC) requested assistance with integrating water resource considerations into their broader electric transmission planning. The result is a project with three overarching objectives: (1) Develop an integrated Energy-Water Decision Support System (DSS) that will enable planners in the Western Interconnection to analyze the potential implications of water stress for transmission and resource planning. (2) Pursue the formulation and development of the Energy-Water DSS through a strongly collaborative process between the Western Electricity Coordinating Council (WECC), Western Governors Association (WGA), the Western States Water Council (WSWC) and their associated stakeholder teams. (3) Exercise the Energy-Water DSS to investigate water stress implications of the transmission planning scenarios put forward by WECC, WGA, and WSWC. The foundation for the Energy-Water DSS is Sandia National Laboratories Energy-Power-Water Simulation (EPWSim) model (Tidwell et al. 2009). The modeling framework targets the shared needs of energy and water producers, resource managers, regulators, and decision makers at the federal, state and local levels. This framework provides an interactive environment to explore trade-offs, and 'best' alternatives among a broad list of energy/water options and objectives. The decision support framework is formulated in a modular architecture, facilitating tailored analyses over different geographical regions and scales (e.g., state, county, watershed, interconnection). An interactive interface allows direct control of the model and access to real-time results displayed as charts, graphs and maps. The framework currently supports modules for

    This planning reference book is a document reflecting a Western Electricity Coordination Council (WECC) effort to put together multiple sources of information and provide a clear, systemic, comprehensive outline of the problems, both existing and anticipated; their impacts on the system; currently used and proposed solutions by the industry and research community; planning practices; new technologies, equipment, and standards; and expected future trends. This living (periodically updated) document could help WECC and other practicing engineers, especially the younger generation of engineers joining the workforce, to get familiar with a large variety of information related to the integration of variable resources into the WECC system, bypassing in part the need for time-consuming information gathering and learning processes from more experienced engineers or from the literature.

    A region-wide Energy Imbalance Market (EIM) was recently proposed by the Western Electricity Coordinating Council (WECC). In order for the Western Area Power Administration (Western) to make more informed decisions regarding its involvement in the EIM, Western asked Argonne National Laboratory (Argonne) to review the EIM benefits study (the October 2011 revision) performed by Energy and Environmental Economics, Inc. (E3). Key components of the E3 analysis made use of results from a study conducted by the National Renewable Energy Laboratory (NREL); therefore, we also reviewed the NREL work. This report examines E3 and NREL methods and models used in the EIM study. Estimating EIM benefits is very challenging because of the complex nature of the Western Interconnection (WI), the variability and uncertainty of renewable energy resources, and the complex decisions and potentially strategic bidding of market participants. Furthermore, methodologies used for some of the more challenging aspects of the EIM have not yet matured. This review is complimentary of several components of the EIM study. Analysts and modelers clearly took great care when conducting detailed simulations of the WI using well-established industry tools under stringent time and budget constraints. However, it is our opinion that the following aspects of the study and the interpretation of model results could be improved upon in future analyses. The hurdle rate methodology used to estimate current market inefficiencies does not directly model the underlying causes of sub-optimal dispatch and power flows. It assumes that differences between historical flows and modeled flows can be attributed solely to market inefficiencies. However, flow differences between model results and historical data can be attributed to numerous simplifying assumptions used in the model and in the input data. We suggest that alternative approaches be explored in order to better estimate the benefits of introducing market

  10. Renewable Generation Effect on Net Regional Energy Interchange: Preprint

    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    To examine the role that energy storage could play in mitigating the impacts of the stochastic variability of wind generation on regional grid operation, the Pacific Northwest National Laboratory (PNNL) examined a hypothetical 2020 grid scenario in which additional wind generation capacity is built to meet renewable portfolio standard targets in the Western Interconnection. PNNL developed a stochastic model for estimating the balancing requirements using historical wind statistics and forecasting error, a detailed engineering model to analyze the dispatch of energy storage and fast-ramping generation devices for estimating size requirements of energy storage and generation systems for meeting new balancing requirements, and financial models for estimating the life-cycle cost of storage and generation systems in addressing the future balancing requirements for sub-regions in the Western Interconnection. Evaluated technologies include combustion turbines, sodium sulfur (Na-S) batteries, lithium ion batteries, pumped-hydro energy storage, compressed air energy storage, flywheels, redox flow batteries, and demand response. Distinct power and energy capacity requirements were estimated for each technology option, and battery size was optimized to minimize costs. Modeling results indicate that in a future power grid with high-penetration of renewables, the most cost competitive technologies for meeting balancing requirements include Na-S batteries and flywheels.

    This report is a primer for solar developers who wish to engage directly in expediting the regulatory process and removing market barriers related to policy and planning. Market barriers unrelated to technology often limit the expansion of utility-scale solar power, even in areas with exceptional resource potential. Many of these non-technical barriers have to do with policy, regulation, and planning, and hardly ever do they resolve themselves in a timely fashion. In most cases, pre-emptive intervention by interested stakeholders is the easiest way to remove/address such barriers, but it requires knowing how to navigate the institutional waters of the relevant agencies and boards. This report is a primer for solar developers who wish to engage directly in expediting the regulatory process and removing market barriers related to policy and planning. It focuses on the Western Interconnection (WI), primarily because the quality of solar resources in the Southwest makes utility-scale concentrating solar power (CSP) and photovoltaics (PV) economically feasible, and because the relevant institutions have evolved in a way that has opened up opportunities for removing non-technical market barriers. Developers will find in this report a high-level field manual to identify the venues for mitigating and possibly eliminating systemic market obstacles and ensuring that the economic playing field is reasonably level. Project-specific issues such as siting for transmission and generation resources are beyond the scope of this report. Instead, the aim is to examine issues that pervasively affect all utility-scale PV and CSP in the region regardless of where the project may be. While the focus is on the WI, many of the institutions described here also have their counterparts in the Eastern and the Texas interconnections. Specifically, this report suggests a number of critical engagement points relating to generation and transmission planning.

  15. Power systems simulations of the western United States region.

    This report documents a part of a broad assessment of energy-water-related issues in the western United States. The full analysis involved three Department of Energy national laboratories: Argonne National Laboratory, Los Alamos National Laboratory, and Sandia National Laboratories. Argonne's objective in the overall project was to develop a regional power sector expansion forecast and a detailed unit-level operational (dispatch) analysis. With these two major analysis components, Argonne estimated current and future freshwater withdrawals and consumption related to the operation of U.S. thermal-electric power plants in the Western Electricity Coordinating Council (WECC) region for the period 2005-2025. Water is withdrawn and used primarily for cooling but also for environmental control, such as sulfur scrubbers. The current scope of the analysis included three scenarios: (1) Baseline scenario as a benchmark for assessing the adequacy and cost-effectiveness of water conservation options and strategies, (2) High nuclear scenario, and (3) High renewables scenario. Baseline projections are consistent with forecasts made by the WECC and the Energy Information Administration (EIA) in its Annual Energy Outlook (AEO) (EIA 2006a). Water conservation scenarios are currently limited to two development alternatives that focus heavily on constructing new generating facilities with zero water consumption. These technologies include wind farms and nuclear power plants with dry cooling. Additional water conservation scenarios and estimates of water use associated with fuel or resource extraction and processing will be developed in follow-on analyses.

    Purpose: To compare the temporal lymph node (LN) regression and regional control (RC) after primary chemoradiation therapy/radiation therapy in human papillomavirus-related [HPV(+)] versus human papillomavirus-unrelated [HPV(?)] head-and-neck cancer (HNC). Methods and Materials: All cases of N2-N3 HNC treated with radiation therapy/chemoradiation therapy between 2003 and 2009 were reviewed. Human papillomavirus status was ascertained by p16 staining on all available oropharyngeal cancers. Larynx/hypopharynx cancers were considered HPV(?). Initial radiologic complete nodal response (CR) (?1.0 cm 8-12 weeks after treatment), ultimate LN resolution, and RC were compared between HPV(+) and HPV(?) HNC. Multivariate analysis identified outcome predictors. Results: A total of 257 HPV(+) and 236 HPV(?) HNCs were identified. The initial LN size was larger (mean, 2.9 cm vs 2.5 cm; P<.01) with a higher proportion of cystic LNs (38% vs 6%, P<.01) in HPV(+) versus HPV(?) HNC. CR was achieved is 125 HPV(+) HNCs (49%) and 129 HPV(?) HNCs (55%) (P=.18). The mean post treatment largest LN was 36% of the original size in the HPV(+) group and 41% in the HPV(?) group (P<.01). The actuarial LN resolution was similar in the HPV(+) and HPV(?) groups at 12 weeks (42% and 43%, respectively), but it was higher in the HPV(+) group than in the HPV(?) group at 36 weeks (90% vs 77%, P<.01). The median follow-up period was 3.6 years. The 3-year RC rate was higher in the HPV(?) CR cases versus non-CR cases (92% vs 63%, P<.01) but was not different in the HPV(+) CR cases versus non-CR cases (98% vs 92%, P=.14). On multivariate analysis, HPV(+) status predicted ultimate LN resolution (odds ratio, 1.4 [95% confidence interval, 1.1-1.7]; P<.01) and RC (hazard ratio, 0.3 [95% confidence interval 0.2-0.6]; P<.01). Conclusions: HPV(+) LNs involute more quickly than HPV(?) LNs but undergo a more prolonged process to eventual CR beyond the time of initial assessment at 8 to 12 weeks after treatment. Post

  20. Evidence That MR Diffusion Tensor Imaging (Tractography) Predicts the Natural History of Regional Progression in Patients Irradiated Conformally for Primary Brain Tumors

    Purpose: Stereotactic radiotherapy (SRT) is fast becoming the method of choice for treatment of nonsuperficial brain lesions. SRT treatment plans of malignant brain tumors typically incorporate a 20-mm isotropic margin to account for microscopic tumor spread; however, distant or progressive tumors occur outside this margin. Our hypothesis is that paths of elevated water diffusion may provide a preferred route for transport or migration of cancer cells. If our hypothesis is correct, then future SRT treatment volumes could be modified to provide elongated treatment margins along the paths of elevated water diffusion, thereby creating a biologically better treatment plan that may reduce the incidence of progression. Methods and Materials: Magnetic resonance diffusion tensor imaging (DTI) datasets were acquired on patient subjects before the appearance of >5 mm diameter progressive lesions or secondary tumors. DTI was performed using an echo-planar imaging sequence on a 1.5T clinical General Electric scanner with voxel dimensions of 0.98 x 0.98 x 6 mm. After SRT, patients were given repeated magnetic resonance imaging follow-ups at regular intervals to identify early tumor progression. When progressive disease was detected, DTIstudio and FMRIB Software Library software was used to compute paths of preferred water diffusion through the primary tumor site and the site of progression. Results: Our preliminary results on 14 patient datasets suggest a strong relationship between routes of elevated water diffusion from the primary tumor and the location of tumor progression. Conclusions: Further investigation is therefore warranted. Future work will employ more sophisticated fiber analysis in a prospective study.

    This report develops innovative and efficient methodologies and practical procedures to determine the wide-area security region of a power system, which take into consideration all types of system constraints including thermal, voltage, voltage stability, transient and potentially oscillatory stability limits in the system. The approach expands the idea of transmission system nomograms to a multidimensional case, involving multiple system limits and parameters such as transmission path constraints, zonal generation or load, etc., considered concurrently. The security region boundary is represented using its piecewise approximation with the help of linear inequalities (so called hyperplanes) in a multi-dimensional space, consisting of system parameters that are critical for security analyses. The goal of this approximation is to find a minimum set of hyperplanes that describe the boundary with a given accuracy. Methodologies are also developed to use the security hyperplanes, pre-calculated offline, to determine system security margins in real-time system operations, to identify weak elements in the system, and to calculate key contributing factors and sensitivities to determine the best system controls in real time and to assist in developing remedial actions and transmission system enhancements offline . A prototype program that automates the simulation procedures used to build the set of security hyperplanes has also been developed. The program makes it convenient to update the set of security hyperplanes necessitated by changes in system configurations. A prototype operational tool that uses the security hyperplanes to assess security margins and to calculate optimal control directions in real time has been built to demonstrate the project success. Numerical simulations have been conducted using the full-size Western Electricity Coordinating Council (WECC) system model, and they clearly demonstrated the feasibility and the effectiveness of the developed

    The goal of this study was to evaluate the small signal and transient stability of the Western Electric- ity Coordinating Council (WECC) under high penetrations of renewable energy, and to identify control technologies that would improve the system performance. The WECC is the regional entity responsible for coordinating and promoting bulk electric system reliability in the Western Interconnection. Transient stability is the ability of the power system to maintain synchronism after a large disturbance while small signal stability is the ability of the power system to maintain synchronism after a small disturbance. Tran- sient stability analysis usually focuses on the relative rotor angle between synchronous machines compared to some stability margin. For this study we employed generator speed relative to system speed as a metric for assessing transient stability. In addition, we evaluated the system transient response using the system frequency nadir, which provides an assessment of the adequacy of the primary frequency control reserves. Small signal stability analysis typically identi es the eigenvalues or modes of the system in response to a disturbance. For this study we developed mode shape maps for the di erent scenarios. Prony analysis was applied to generator speed after a 1.4 GW, 0.5 second, brake insertion at various locations. Six di erent WECC base cases were analyzed, including the 2022 light spring case which meets the renewable portfolio standards. Because of the di culty in identifying the cause and e ect relationship in large power system models with di erent scenarios, several simulations were run on a 7-bus, 5-generator system to isolate the e ects of di erent con gurations. Based on the results of the study, for a large power system like the WECC, incorporating frequency droop into wind/solar systems provides a larger bene t to system transient response than replacing the lost inertia with synthetic inertia.     This project focused on defining geothermal play fairways and development of a detailed geothermal potential map of a large transect across the Great Basin region (96,000 km2), with the primary objective of facilitating discovery of commercial-grade, blind geothermal fields (i.e. systems with no surface hot springs or fumaroles) and thereby accelerating geothermal development in this promising region. Data included in this submission consists of: structural settings (target areas, recency of faulting, slip and dilation potential, slip rates, quality), regional-scale strain rates, earthquake density and magnitude, gravity data, temperature at 3 km depth, permeability models, favorability models, degree of exploration and exploration opportunities, data from springs and wells, transmission lines and wilderness areas, and published maps and theses for the Nevada Play Fairway area.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

Domestic energy sources in the Baltics are limited to oil shale mines in Estonia, small oil deposits in Lithuania, peat, and some very small hydroelectric power plants. A RBMK nuclear power station, similar to Chernobyl, operates at Snieckus in Lithuania, but the reactor fuel is also imported from Russia. However, Lithuania and Estonia are net exporters of electricity despite their reliance on primary fuels imports. The major power stations in these two Republics are the Ignalina Nuclear Power Station and the two thermal power plants at Narva in Estonia which are fueled by oil shale. The only oil refinery in the Baltics is also located in Lithuania, at Mazeikiai. This refinery has the capacity to satisfy the demand for selected refined products of the entire region, including the Kaliningrad oblast, a noncontiguous part of Russia. The Mazeikiai refinery has operated at only forty to sixty percent capacity since 1990 due to halts in crude oil supplies from Russia. The Baltic Republics also import one hundred percent of their coal and natural gas supplies. Russia is the main trading partner for all the Baltic states, accounting for more than half of their trade flow. Mutual trade within the Baltics has been surprisingly low. Other Baltic states contribute less than ten percent to each Republic`s exports or imports, even less than Belarus or Ukraine. Aside from Russia, Ukraine, and Belarus, only Kazakhstan contributes more than two percent to Baltics trade.

    Chromosome abnormalities that are specific and recurrent may occur in regions of the genome that are involved in the conversion of normal cells to those with tumorigenic potential. Ovarian cancer is the primary cause of death among patients with gynecological malignancies. We have performed cytogenetic analysis of 16 ovarian tumors from women age 28-82. Three tumors of low malignant potential and three granulosa cell tumors had normal karyotypes. To look for the presence of trisomy 12, which has been suggested to be a common aberration in this group of tumors, interphase fluorescence in situ hybridization was performed on direct preparations from three of these tumors using a probe for alpha satellite sequences of chromosome 12. In the 3 preparations, 92-98 percent of the cells contained two copies of chromosome 12, indicating that trisomy 12 is not a universal finding in low grade ovarian tumors. Endometrioid carcinoma of the ovary is histologically indistinguishable from endometial carcinoma of the uterus. We studied 10 endometrioid tumors to determine the degree of genetic similarity between these two carcinomas. Six out of ten endometrioid tumors showed a near-triploid modal number, and one presented with a tetraploid modal number. Eight of the ten contained structural chromosome abnormalities, of which the most frequent were 1p- (5 tumors), 19q+ (3 tumors), 6q- or ins(6) (4 tumors), 3q- or 3q+ (4 tumors). These cytogenetic results resemble those reported for papillary ovarian tumors and differ from those of endometrial carcinoma of the uterus. We conclude that despite the histologic similarities between the endometrioid and endometrial carcinomas, the genetic abnormalities in the genesis of these tumors differ significantly.

    Loss of heterozygosity data from familial tumors suggested that BRCA1, a gene that confers susceptibility to ovarian and early-onset breast cancer, encodes a tumor suppressor. The BRCA1 region is also subject to allelic loss in sporadic breast and ovarian cancers, an indication that BRCA1 mutations may occur somatically in these tumors. The BRCA1 coding region was examined for mutations in primary breast and ovarian tumors that show allele loss at the BRCA1 locus. Mutations were detected in 3 of 32 breast and 1 of 12 ovarian carcinomas; all four mutations were germline alterations and occurred in early-onset cancers. These results suggest that mutation of BRCA1 may not be critical in the development of the majority of breast and ovarian cancers that arise in the absence of a mutant germline allele.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    Global climate models (GCMs) are the primary tools for predicting the evolution of the climate system. Through decades of development, GCMs have demonstrated useful skill in simulating climate at continental to global scales. However, large uncertainties remain in projecting climate change at regional scales, which limit our ability to inform decisions on climate change adaptation and mitigation. To bridge this gap, different modeling approaches including nested regional climate models (RCMs), global stretch-grid models, and global high-resolution atmospheric models have been used to provide regional climate simulations (Leung et al. 2003). In previous efforts to evaluate these approaches, isolating their relative merits was not possible because factors such as dynamical frameworks, physics parameterizations, and model resolutions were not systematically constrained. With advances in high performance computing, it is now feasible to run coupled atmosphere-ocean GCMs at horizontal resolution comparable to what RCMs use today. Global models with local refinement using unstructured grids have become available for modeling regional climate (e.g., Rauscher et al. 2012; Ringler et al. 2013). While they offer opportunities to improve climate simulations, significant efforts are needed to test their veracity for regional-scale climate simulations.

    The existing primary and secondary lead smelting processes have become uneconomic and cannot meet the current and proposed environmental standards. In the majority of plants retrofit programs will not solve the problems in the long term. A concept has been developed, however, which integrates the primary and secondary lead smelting operations in one plant - following the traditional approach used in the copper and nickel industries. The outlined processes provide an economic, environmentally acceptable method of returning scrap, particularly scrap batteries, to the circuit, thereby solving the growing and serious environmental problem facing most industrial nations.

    The fallout from a nuclear explosion has the potential to injure or kill 100,000 or more people through exposure to external gamma (fallout) radiation. Existing buildings can reduce radiation exposure by placing material between fallout particles and exposed people. Lawrence Livermore National Laboratory was tasked with developing an operationally feasible methodology that could improve fallout casualty estimates. The methodology, called a Regional Shelter Analysis, combines the fallout protection that existing buildings provide civilian populations with the distribution of people in various locations. The Regional Shelter Analysis method allows the consideration of (a) multiple building types and locations within buildings, (b) country specific estimates, (c) population posture (e.g., unwarned vs. minimally warned), and (d) the time of day (e.g., night vs. day). The protection estimates can be combined with fallout predictions (or measurements) to (a) provide a more accurate assessment of exposure and injury and (b) evaluate the effectiveness of various casualty mitigation strategies. This report describes the Regional Shelter Analysis methodology, highlights key operational aspects (including demonstrating that the methodology is compatible with current tools), illustrates how to implement the methodology, and provides suggestions for future work.

The article gives advice on crusher selection and application. Some factors dictating selection include the desired product size, capacity, Hard Grove grindability index, percentage of rock to be freed and hardness of that rock.     The primary objective of the Characterization of Most Promising Carbon Capture and Sequestration Formations in the Central Rocky Mountain Region project, or RMCCS project, is to characterize the storage potential of the most promising geologic sequestration formations within the southwestern U.S. and the Central Rocky Mountain region in particular. The approach included an analysis of geologic sequestration formations under the Craig Power Station in northwestern Colorado, and application or extrapolation of those local-scale results to the broader region. A ten-step protocol for geologic carbon storage site characterization was a primary outcome of this project.

    Nuclear cooperation between Argentina and Brazil has been growing since the early 1980`s and as it grew, so did cooperation with the US Department of Energy (DOE). The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) was formed in December 1991 to operate the Common System of Accounting and Control of Nuclear Materials (SCCC). In April 1994, ABACC and the DOE signed an Agreement of Cooperation in nuclear material safeguards. This cooperation has included training safeguards inspectors, exchanging nuclear material measurement and containment and surveillance technology, characterizing reference materials, and studying enrichment plant safeguards. The goal of the collaboration is to exchange technology, evaluate new technology in Latin American nuclear facilities, and strengthen regional safeguards. This paper describes the history of the cooperation, its recent activities, and future projects. The cooperation is strongly supported by all three governments: the Republics of Argentina and Brazil and the United States.

    The Southeast Regional Carbon Sequestration Partnership (SECARB) is a diverse partnership covering eleven states involving the Southern States Energy Board (SSEB) an interstate compact; regulatory agencies and/or geological surveys from member states; the Electric Power Research Institute (EPRI); academic institutions; a Native American enterprise; and multiple entities from the private sector. Figure 1 shows the team structure for the partnership. In addition to the Technical Team, the Technology Coalition, an alliance of auxiliary participants, in the project lends yet more strength and support to the project. The Technology Coalition, with its diverse representation of various sectors, is integral to the technical information transfer, outreach, and public perception activities of the partnership. The Technology Coalition members, shown in Figure 2, also provide a breadth of knowledge and capabilities in the multiplicity of technologies needed to assure a successful outcome to the project and serve as an extremely important asset to the partnership. The eleven states comprising the multi-state region are: Alabama; Arkansas; Florida; Georgia; Louisiana; Mississippi; North Carolina; South Carolina; Tennessee; Texas; and Virginia. The states making up the SECARB area are illustrated in Figure 3. The primary objectives of the SECARB project include: (1) Supporting the U.S. Department of Energy (DOE) Carbon Sequestration Program by promoting the development of a framework and infrastructure necessary for the validation and deployment of carbon sequestration technologies. This requires the development of relevant data to reduce the uncertainties and risks that are barriers to sequestration, especially for geologic storage in the SECARB region.     The primary purpose of the new Transition Region (TR-II) is to optimize the phase matching of the H/sup +/ and H/sup -/ beams during simultaneous transport. TR-II incorporates several design improvements that include larger aperture, a straight beam track, greater beam-path length adjustments, and utility lines integrated with the support system. The close pack density of magnets and beam-line hardware required innovative solutions to magnet design and mounting, vacuum manifolding, and utility routing. Critical magnet placement was accomplished using a new three-dimensional alignment system that does real-time vector calculations on a computer with input from two digital theodolites. All assembly and a large fraction of the mechanical fabrication were done by LAMPF personnel. The TR-II has been operational since September 1983 and routinely transports production beams up to 900-..mu..A current with no major problems.

The work builds on previous studies in several key areas: it uses a large realistic model (i.e., the interconnection of the western United States and Canada); it establishes a set of metrics that can be used to assess the effectiveness of autonomous demand response; and it independently adjusts various parameters associated with using autonomous demand response to assess effectiveness and to examine possible threats or vulnerabilities associated with the technology.

Initially, the full arc voltage appears across the filament to collimator until the arc discharge strikes. Then the collimator biases itself to essentially filament potential due to current flow through the resistor thus defining the primary electron stream without intercepting any appreciable arc power. The collimator aperture is slightly smaller than the anode aperture to shield the anode from the arc power, thereby preventing the exposure of the anode to the full arc power which, in the past, has caused overheating and erosion of the anode collimator during extended time pulsed-beam operation of the source. With the self-biasing collimator of this invention, the ion source may be operated from short pulse periods to steady-state without destroying the anode.

    We used measurements from airborne imaging spectroscopy and LiDAR to quantify the biophysical structure and composition of vegetation on a dryland substrate age gradient in Hawaii. Both vertical stature and species composition changed during primary succession, and reveal a progressive increase in vertical stature on younger substrates followed by a collapse on Pleistocene-aged flows. Tall-stature Metrosideros polymorpha woodlands dominated on the youngest substrates (hundreds of years), and were replaced by the tall-stature endemic tree species Myoporum sandwicense and Sophora chrysophylla on intermediate-aged flows (thousands of years). The oldest substrates (tens of thousands of years) were dominated by the short-stature nativemore » shrub Dodonaea viscosa and endemic grass Eragrostis atropioides. We excavated 18 macroscopic charcoal fragments from Pleistocene-aged substrates. Mean radiocarbon age was 2,002 years and ranged from < 200 to 7,730. Genus identities from four fragments indicate that Osteomeles spp. or M. polymorpha once occupied the Pleistocene-aged substrates, but neither of these species is found there today. These findings indicate the existence of fires before humans are known to have occupied the Hawaiian archipelago, and demonstrate that a collapse in vertical stature is prevalent on the oldest substrates. In conclusion, this work contributes to our understanding of prehistoric fires in shaping the trajectory of primary succession in Hawaiian drylands.« less

    A combustor for a gas turbine having first and second passages for pre-mixing primary fuel and air supplied to a primary combustion zone. The flow of fuel to the first and second pre-mixing passages is separately regulated using a single annular fuel distribution ring having first and second row of fuel discharge ports. The interior portion of the fuel distribution ring is divided by a baffle into first and second fuel distribution manifolds and is located upstream of the inlets to the two pre-mixing passages. The annular fuel distribution ring is supplied with fuel by an annular fuel supply manifold, the interior portion of which is divided by a baffle into first and second fuel supply manifolds. A first flow of fuel is regulated by a first control valve and directed to the first fuel supply manifold, from which the fuel is distributed to first fuel supply tubes that direct it to the first fuel distribution manifold. From the first fuel distribution manifold, the first flow of fuel is distributed to the first row of fuel discharge ports, which direct it into the first pre-mixing passage.     In this study, simulations of the magnetic fields from the Super High Momentum Spectrometer in Hall C at Thomas Jefferson National Accelerator Facility show significant field leakage into the region of the primary beam line between the target and the beam dump. Without mitigation, these remnant fields will steer the unscattered beam enough to limit beam operations at small scattering angles. Presented here are magnetic field simulations of the spectrometer magnets and a solution using optimal placement of a minimal amount of shielding iron around the beam line.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     A 1 km square regular grid system created on the Universal Transverse Mercator zone 54 projected coordinate system is used to work with volcanism related data for Sengan region. The following geologic variables were determined as the most important for identifying volcanism: geothermal gradient, groundwater temperature, heat discharge, groundwater pH value, presence of volcanic rocks and presence of hydrothermal alteration. Data available for each of these important geologic variables were used to perform directional variogram modeling and kriging to estimate geologic variable vectors at each of the 23949 centers of the chosen 1 km cell grid system. Cluster analysis was performed on the 23949 complete variable vectors to classify each center of 1 km cell into one of five different statistically homogeneous groups with respect to potential volcanism spanning from lowest possible volcanism to highest possible volcanism with increasing group number. A discriminant analysis incorporating Bayes theorem was performed to construct maps showing the probability of group membership for each of the volcanism groups. The said maps showed good comparisons with the recorded locations of volcanism within the Sengan region. No volcanic data were found to exist in the group 1 region. The high probability areas within group 1 have the chance of being the no volcanism region. Entropy of classification is calculated to assess the uncertainty of the allocation process of each 1 km cell center location based on the calculated probabilities. The recorded volcanism data are also plotted on the entropy map to examine the uncertainty level of the estimations at the locations where volcanism exists. The volcanic data cell locations that are in the high volcanism regions (groups 4 and 5) showed relatively low mapping estimation uncertainty. On the other hand, the volcanic data cell locations that are in the low volcanism region (group 2) showed relatively high mapping estimation uncertainty

    The primary objective of this study is to conduct a preliminary dynamic analysis of two realistic hybrid energy systems (HES) including a nuclear reactor as the main baseload heat generator (denoted as nuclear HES or nuclear hybrid energy systems [[NHES]) and to assess the local (e.g., HES owners) and system (e.g., the electric grid) benefits attainable by the application of NHES in scenarios with multiple commodity production and high penetration of renewable energy. It is performed for regional cases not generic examples based on available resources, existing infrastructure, and markets within the selected regions. This study also briefly addresses the computational capabilities developed to conduct such analyses, reviews technical gaps, and suggests some research paths forward.

    In this project we determined primary production and optical variability in the shelf and slope waters off of Cape Hatteras, N.C. These processes were addressed in conjunction with other Ocean Margins Program investigators, during the Spring Transition period and during Summer. We found that there were significant differences in measured parameters between Spring and Summer, enabling us to develop seasonally specific carbon production and ecosystem models as well as seasonal and regional algorithm improvements for use in remote sensing applications.

    The Council of Great Lakes Governors administered the Great Lakes Biomass State and Regional Partnership (GLBSRP) under contract with the U. S. Department of Energy (DOE). This Partnership grew out of the existing Regional Biomass Energy Program which the Council had administered since 1983. The GLBSRP includes the States of Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio and Wisconsin. The GLBSRP's overall goal is to facilitate the increased production and use of bioenergy and biobased products throughout the region. The GLBSRP has traditionally addressed its goals and objectives through a three-pronged approach: providing grants to the States; undertaking region-wide education, outreach and technology transfer projects; and, providing in-house management, support and information dissemination. At the direction of US Department of Energy, the primary emphasis of the GLBSRP in recent years has been education and outreach. Therefore, most activities have centered on developing educational materials, hosting workshops and conferences, and providing technical assistance. This report summarizes a selection of activities that were accomplished under this cooperative agreement.

    - The resulting along?fault and fault?to?fault variation in slip or dilation potential is a proxy for along fault and fault?to?fault variation in fluid flow conduit potential. Stress Magnitudes and directions were calculated across the entire Great Basin. Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson?Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140). Slip and dilation tendency were calculated using 3DStress for the faults within each region using the mean Shmin for the region. Shmin variation throughout Great Basin are shown on Figure 3. For faults within the Great Basin proper, we applied a normal faulting stress regime, where the vertical stress (sv) is larger than the maximum horizontal stress (shmax), which is larger than the minimum horizontal stress (sv>shmax>shmin). Based on visual inspection of the limited stress magnitude data in the Great Basin, we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46. These values are consistent with stress magnitude data at both Dixie Valley (Hickman et al., 2000) and Yucca Mountain (Stock et al., 1985). For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike?slip faulting stress, where shmax > sv > shmin. Upon visual inspection of limited stress magnitude data from the Walker Lane and Eastern California Shear zone, we chose values such that SHmin/SHmax = .46 and Shmin/Sv= .527

  20. U.S. Regional Demand Forecasts Using NEMS and GIS

    The National Energy Modeling System (NEMS) is a multi-sector, integrated model of the U.S. energy system put out by the Department of Energy's Energy Information Administration. NEMS is used to produce the annual 20-year forecast of U.S. energy use aggregated to the nine-region census division level. The research objective was to disaggregate this regional energy forecast to the county level for select forecast years, for use in a more detailed and accurate regional analysis of energy usage across the U.S. The process of disaggregation using a geographic information system (GIS) was researched and a model was created utilizing available population forecasts and climate zone data. The model's primary purpose was to generate an energy demand forecast with greater spatial resolution than what is currently produced by NEMS, and to produce a flexible model that can be used repeatedly as an add-on to NEMS in which detailed analysis can be executed exogenously with results fed back into the NEMS data flow. The methods developed were then applied to the study data to obtain residential and commercial electricity demand forecasts. The model was subjected to comparative and statistical testing to assess predictive accuracy. Forecasts using this model were robust and accurate in slow-growing, temperate regions such as the Midwest and Mountain regions. Interestingly, however, the model performed with less accuracy in the Pacific and Northwest regions of the country where population growth was more active. In the future more refined methods will be necessary to improve the accuracy of these forecasts. The disaggregation method was written into a flexible tool within the ArcGIS environment which enables the user to output the results in five year intervals over the period 2000-2025. In addition, the outputs of this tool were used to develop a time-series simulation showing the temporal changes in electricity forecasts in terms of absolute, per capita, and density of demand.

  2. Operational Benefits of Meeting California’s Energy Storage Targets

    In October 2013, the California Public Utilities Commission (CPUC) issued rules for its jurisdictional utilities to procure a minimum of 1,325 megawatts (MW) of energy storage systems by 2020. The goal of this study is to examine the operational value of this storage portfolio in California and the rest of the Western Electricity Coordinating Council (WECC) region. Modeled results show that the storage portfolio, when providing energy and operating reserves, reduces the total WECC-wide production costs by $78 million per year in the 33% renewable portfolio standard scenario. This value increases to $144 million per year in the 40% renewable portfolio standard scenario, primarily because of the increase in off-peak and peak price differences that are due to additional solar generation. These values are equivalent to $59/kW-year for the storage portfolio for the 33% scenario and $109/kW-year for the 40% scenario.

    The Southeast Regional Carbon Sequestration Partnership's (SECARB) Phase I program focused on promoting the development of a framework and infrastructure necessary for the validation and commercial deployment of carbon sequestration technologies. The SECARB program, and its subsequent phases, directly support the Global Climate Change Initiative's goal of reducing greenhouse gas intensity by 18 percent by the year 2012. Work during the project's two-year period was conducted within a ''Task Responsibility Matrix''. The SECARB team was successful in accomplishing its tasks to define the geographic boundaries of the region; characterize the region; identify and address issues for technology deployment; develop public involvement and education mechanisms; identify the most promising capture, sequestration, and transport options; and prepare action plans for implementation and technology validation activity. Milestones accomplished during Phase I of the project are listed below: (1) Completed preliminary identification of geographic boundaries for the study (FY04, Quarter 1); (2) Completed initial inventory of major sources and sinks for the region (FY04, Quarter 2); (3) Completed initial development of plans for GIS (FY04, Quarter 3); (4) Completed preliminary action plan and assessment for overcoming public perception issues (FY04, Quarter 4); (5) Assessed safety, regulatory and permitting issues (FY05, Quarter 1); (6) Finalized inventory of major sources/sinks and refined GIS algorithms (FY05, Quarter 2); (7) Refined public involvement and education mechanisms in support of technology development options (FY05, Quarter 3); and (8) Identified the most promising capture, sequestration and transport options and prepared action plans (FY05, Quarter 4).

  5. Developing a Regional Recovery Framework

    Abstract A biological attack would present an unprecedented challenge for local, state, and federal agencies; the military; the private sector; and individuals on many fronts ranging from vaccination and treatment to prioritization of cleanup actions to waste disposal. To prepare the Seattle region to recover from a biological attack, the Seattle Urban Area Security Initiative (UASI) partners collaborated with military and federal agencies to develop a Regional Recovery Framework for a Biological Attack in the Seattle Urban Area. The goal was to reduce the time and resources required to recover and restore wide urban areas, military installations, and other critical infrastructure following a biological incident by providing a coordinated systems approach. Based on discussions in small workshops, tabletop exercises, and interviews with emergency response agency staff, the partners identified concepts of operation for various areas to address critical issues the region will face as recovery progresses. Key to this recovery is the recovery of the economy. Although the Framework is specific to a catastrophic, wide-area biological attack using anthrax, it was designed to be flexible and scalable so it could also serve as the recovery framework for an all-hazards approach. The Framework also served to coalesce policy questions that must be addressed for long-term recovery. These questions cover such areas as safety and health, security, financial management, waste management, legal issues, and economic development.

  6. Regional Slip Tendency Analysis of the Great Basin Region

    Slip and dilation tendency on the Great Basin fault surfaces (from the USGS Quaternary Fault Database) were calculated using 3DStress (software produced by Southwest Research Institute). Slip and dilation tendency are both unitless ratios of the resolved stresses applied to the fault plane by the measured ambient stress field. - Values range from a maximum of 1 (a fault plane ideally oriented to slip or dilate under ambient stress conditions) to zero (a fault plane with no potential to slip or dilate). - Slip and dilation tendency values were calculated for each fault in the Great Basin. As dip is unknown for many faults in the USGS Quaternary Fault Database, we made these calculations using the dip for each fault that would yield the maximum slip or dilation tendency. As such, these results should be viewed as maximum slip and dilation tendency. - The resulting along‐fault and fault‐to‐fault variation in slip or dilation potential is a proxy for along fault and fault‐to‐fault variation in fluid flow conduit potential. Stress Magnitudes and directions were calculated across the entire Great Basin. Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson‐Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140).   8. The effect of adjuvant immunotherapy on tumor recurrence after segmental resection of carcinogen-induced Wistar/Furth primary bowel adenocarcinomas

    Primary bowel tumors were induced in Wistar/Furth (W/Fu) rats by 16 weekly subcutaneous injections of 1,2-Dimethylhydrazine (DMH). After ''curative'' resection of primary adenocarcinomas of the colon, 75% of control rats who received no further treatment developed local or regional recurrence within 22 wk. In 4 separate experiments, rats immunized after primary tumor resection by 3 weekly subcutaneous inoculations of 1 x 10/sup 6/ irradiated (10,000 rad) DMH-W15 sarcoma cells (no tumor-associated antigens cross-reacting with bowel adenocarcinomas) developed recurrent tumor at a rate similar to the controls. By contrast, after primary bowel tumor resection, rats immunized with DMH-W-163 colon adenocarcinoma (possessing tumor-associated antigens cross-reactive with W/Fu bowel adenocarcinomas) showed a consistently reduced rate of local or regional recurrence compared to either of the controls (x/sup 2/ = 4.62, p < 0.05) or the rats immunized with sarcomas (X/sup 2/ = 5.42, p < 0.05)= 4.62, p < 0.05). By 22 wk after primary tumor resection, only 35% of the DMH-W-163-immunized animals in each of the 4 experiments showed recurrence. No deaths from recurrences were note in any of the experimental groups after this time, and selected animals sacrificed in the immunized groups up to 30 wk after primary tumor resection were documented to be disease-free. Protection against tumor recurrence was, therefore, a reflection of increased disease-free survival. No change in the effectiveness of immunoprotection in this model could be demonstrated after resection of less invasive primary tumors. These data reflect the utility of a new model in which modification of the natural history of individual primary bowel adenocarcinomas can be examined. The similarities and differences between this system and humans with colon cancer are discussed.

    In 1990, the Lower Savannah Council of Governments (LSCOG) began dialogue with the United States Department of Energy (DOE) regarding possibilities for cooperation and coordination of solid waste management practices among the local governments and the Savannah River Site. The Department of Energy eventually awarded a grant to the Lower Savannah Council of Governments for the development of a study, which was initiated on March 5, 1992. After careful analysis of the region`s solid waste needs, this study indicates a network approach to solid waste management to be the most viable. The network involves the following major components: (1) Rural Collection Centers, designed to provide convenience to rural citizens, while allowing some degree of participation in recycling; (2) Rural Drop-Off Centers, designed to give a greater level of education and recycling activity; (3) Inert landfills and composting centers, designed to reduce volumes going into municipal (Subtitle D) landfills and produce useable products from yard waste; (4) Transfer Stations, ultimate landfill disposal; (5) Materials Recovery Facilities, designed to separate recyclables into useable and sellable units, and (6) Subtitle D landfill for burial of all solid waste not treated through previous means.

    Brookhaven National Laboratory (BNL) has developed the new pre-injector system, Electron Beam Ion Source (EBIS) for Relativistic Heavy Ion Collider (RHIC) and NASA Space Radiation Laboratory (NSRL). Design of primary ion provider is an essential problem since it is required to supply beams with different ion species to multiple users simultaneously. The laser ion source with a defocused laser can provide a low charge state and low emittance ion beam, and is a candidate for the primary ion source for RHIC-EBIS. We show a suitable design with appropriate drift length and solenoid, which helps to keep sufficient total charge number with longer pulse length. The whole design of primary ion source, as well as optics arrangement, solid targets configuration and heating about target, is presented.

  12. Fracture mechanics evaluation for at typical PWR primary coolant pipe

    For the primary coolant piping of PWRs in Japan, cast duplex stainless steel which is excellent in terms of strength, corrosion resistance, and weldability has conventionally been used. The cast duplex stainless steel contains the ferrite phase in the austenite matrix and thermal aging after long term service is known to change its material characteristics. It is considered appropriate to apply the methodology of elastic plastic fracture mechanics for an evaluation of the integrity of the primary coolant piping after thermal aging. Therefore we evaluated the integrity of the primary coolant piping for an initial PWR plant in Japan by means of elastic plastic fracture mechanics. The evaluation results show that the crack will not grow into an unstable fracture and the integrity of the piping will be secured, even when such through wall crack length is assumed to equal the fatigue crack growth length for a service period of up to 60 years.

    A safety and performance enhancement arrangement for primary explosive detonators. This arrangement involves a circuit containing an energy storage capacitor and preset self-trigger to protect the primary explosive detonator from electrostatic discharge (ESD). The circuit does not discharge into the detonator until a sufficient level of charge is acquired on the capacitor. The circuit parameters are designed so that normal ESD environments cannot charge the protection circuit to a level to achieve discharge. When functioned, the performance of the detonator is also improved because of the close coupling of the stored energy.

    A description is provided of the software algorithms developed for the CMS tracker both for reconstructing charged-particle trajectories in proton-proton interactions and for using the resulting tracks to estimate the positions of the LHC luminous region and individual primary-interaction vertices. Despite the very hostile environment at the LHC, the performance obtained with these algorithms is found to be excellent. For tbar t events under typical 2011 pileup conditions, the average track-reconstruction efficiency for promptly-produced charged particles with transverse momenta of pT > 0.9GeV is 94% for pseudorapidities of |?| < 0.9 and 85% for 0.9 < |?| < 2.5. The inefficiency is caused mainly by hadrons that undergo nuclear interactions in the tracker material. For isolated muons, the corresponding efficiencies are essentially 100%. For isolated muons of pT = 100GeV emitted at |?| < 1.4, the resolutions are approximately 2.8% in pT, and respectively, 10?m and 30?m in the transverse and longitudinal impact parameters. The position resolution achieved for reconstructed primary vertices that correspond to interesting pp collisions is 1012?m in each of the three spatial dimensions. The tracking and vertexing software is fast and flexible, and easily adaptable to other functions, such as fast tracking for the trigger, or dedicated tracking for electrons that takes into account bremsstrahlung.

    The purpose of this study includes extensive characterization of the most promising geologic CO{sub 2} storage formations on the Colorado Plateau, including estimates of maximum possible storage capacity. The primary targets of characterization and capacity analysis include the Cretaceous Dakota Formation, the Jurassic Entrada Formation and the Permian Weber Formation and their equivalents in the Colorado Plateau region. The total CO{sub 2} capacity estimates for the deep saline formations of the Colorado Plateau region range between 9.8 metric GT and 143 metric GT, depending on assumed storage efficiency, formations included, and other factors.

    At present, cast duplex stainless steel has been used for the primary coolant piping of PWRs in Japan and joints of dissimilar material have been applied for welding to reactor vessels and steam generators. For the primary coolant piping of the next APWR plants, application of low alloy steel that results in designing main loops with the same material is being studied. It means that there is no need to weld low alloy steel with stainless steel and that makes it possible to reduce the welding length. Attenuation of Ultra Sonic Wave Intensity is lower for low alloy steel than for stainless steel and they have advantageous inspection characteristics. In addition to that, the thermal expansion rate is smaller for low alloy steel than for stainless steel. In consideration of the above features of low alloy steel, the overall reliability of primary coolant piping is expected to be improved. Therefore, for the evaluation of crack stability of low alloy steel piping to be applied for primary loops, elastic-plastic future mechanics analysis was performed by means of a three-dimensioned FEM. The evaluation results for the low alloy steel pipings show that cracks will not grow into unstable fractures under maximum design load conditions, even when such a circumferential crack is assumed to be 6 times the size of the wall thickness.

    This paper reports the successful design and operation of a system to remove highly radioactive cesium from the sodium coolant of the BN-350 reactor in Aktau, Kazakhstan. As an international effort between the United States and the Republic of Kazakhstan, a cesium-trapping system was jointly designed, fabricated, installed, and successfully operated. The results are significant for a number of reasons, including (a) a significant reduction of radioactivity levels of the BN-350 coolant and reactor surfaces, thereby reducing exposure to workers during shutdown operations; (b) demonstration of scientific ideas; and (c) the engineering application of effective cesium trap deployment for commercial-sized liquid-metal reactors. About 255 300 GBq (6900 Ci) of cesium was trapped, and the {sup 137}Cs specific activity in BN-350 primary sodium was decreased from 296 MBq/kg (8000 {mu}Ci/kg) to 0.37 MBq/kg (10 {mu}Ci/kg) by using seven cesium traps containing reticulated vitreous carbon (RVC) as the cesium adsorbent. Cesium trapping was accomplished by pumping sodium from the primary circuit, passing it through a block of RVC within each trap, and returning the cleaned sodium to the primary circuit. Both to predict and to analyze the behavior of the cesium traps in the BN-350 reactor primary circuit, a model was developed that satisfactorily describes the observed results of the cesium trapping. By using this model, thermodynamic parameters, such as the heat of adsorption of cesium atoms on RVC and on internal piping surfaces of the BN-350 reactor primary circuit, -22.7 and -5.0 kJ/mole, respectively, were extracted from the experimental data.

  19. Effects of primary breakup modeling on spray and combustion characteristics of compression ignition engines

    Injector flow dynamics and primary breakup processes are known to play a pivotal role in determining combustion and emissions in diesel engines. In the present study, we examine the effects of primary breakup modeling on the spray and combustion characteristics under diesel engine conditions. The commonly used KH model, which considers the aerodynamically induced breakup based on the Kelvin-Helmholtz instability, is modified to include the effects of cavitation and turbulence generated inside the injector. The KH model and the new (KH-ACT) model are extensively evaluated by performing 3-D time-dependent simulations with detailed chemistry under diesel engine conditions. Results indicate that the inclusion of cavitation and turbulence enhances primary breakup, leading to smaller droplet sizes, decrease in liquid penetration, and increase in the radial dispersion of spray. Predictions are compared with measurements for non-evaporating and evaporating sprays, as well as with flame measurements. While both the models are able to reproduce the experimentally observed global spray and combustion characteristics, predictions using the KH-ACT model exhibit closer agreement with measurements in terms of liquid penetration, cone angle, spray axial velocity, and liquid mass distribution for non-evaporating sprays. Similarly, the KH-ACT model leads to better agreement with respect to the liquid length and vapor penetration distance for evaporating sprays, and with respect to the flame lift-off location for combusting sprays. The improved agreement is attributed to the ability of the new model to account for the effects of turbulence and cavitation generated inside the injector, which enhance the primary breakup. Results further indicate that the combustion under diesel engine conditions is characterized by a double-flame structure with a rich premixed reaction zone near the flame stabilization region and a non-premixed reaction zone further downstream.   20. Multiscalar black holes with contingent primary hair: Mechanics and stability

    We generalize a class of magnetically charged black holes nonminimally coupled to two scalar fields previously found by one of us to the case of multiple scalar fields. The black holes possess a novel type of primary scalar hair, which we call a contingent primary hair: although the solutions possess degrees of freedom which are not completely determined by the other charges of the theory, the charges necessarily vanish in the absence of the magnetic monopole. Only one constraint relates the black hole mass to the magnetic charge and scalar charges of the theory. We obtain a Smarr-type thermodynamic relation, and the first law of black hole thermodynamics for the system. We further explicitly show in the two-scalar-field case that, contrary to the case of many other hairy black holes, the black hole solutions are stable to radial perturbations.

  1. EBR-II Primary Tank Wash-Water Alternatives Evaluation

    The EBR-II reactor at Idaho National Laboratory was a liquid sodium metal cooled reactor that operated for 30 years. It was shut down in 1994; the fuel was removed by 1996; and the bulk of sodium metal coolant was removed from the reactor by 2001. Approximately 1100 kg of residual sodium remained in the primary system after draining the bulk sodium. To stabilize the remaining sodium, both the primary and secondary systems were treated with a purge of moist carbon dioxide. Most of the residual sodium reacted with the carbon dioxide and water vapor to form a passivation layer of primarily sodium bicarbonate. The passivation treatment was stopped in 2005 and the primary system is maintained under a blanket of dry carbon dioxide. Approximately 670 kg of sodium metal remains in the primary system in locations that were inaccessible to passivation treatment or in pools of sodium that were too deep for complete penetration of the passivation treatment. The EBR-II reactor was permitted by the Idaho Department of Environmental Quality (DEQ) in 2002 under a RCRA permit that requires removal of all remaining sodium in the primary and secondary systems by 2022. The proposed baseline closure method would remove the large components from the primary tank, fill the primary system with water, react the remaining sodium with the water and dissolve the reaction products in the wash water. This method would generate a minimum of 100,000 gallons of caustic, liquid, low level radioactive, hazardous waste water that must be disposed of in a permitted facility. On February 19-20, 2008, a workshop was held in Idaho Falls, Idaho, to look at alternatives that could meet the RCRA permit clean closure requirements and minimize the quantity of hazardous waste generated by the cleanup process. The workshop convened a panel of national and international sodium cleanup specialists, subject matter experts from the INL, and the EBR-II Wash Water Project team that organized the workshop. The

  2. Mechanical Design of the HER Synchrotron Light Monitor Primary Mirror

    This paper describes the mechanical design of the primary mirror that images the visible portion of the synchrotron radiation (SR) extracted from the High Energy Ring (HER) of the PEP-II B-Factory. During off-axis operation, the water-cooled GlidCop mirror is subjected to a heat flux in excess of 2000 W/cm2. When on-axis imaging occurs, the heat flux due to scattered SR, resistive wall losses and Higher-Order-Mode (HOM) heating is estimated at 1 W/cm2. The imaging surface is plated with Electroless Nickel to improve its optical characteristics. The design requirements for the primary mirror are listed and discussed. Calculated mechanical distortions and stresses experienced by the mirror during on-axis and off-axis operation will be presented.

    A series of three Hubble Space Telescope/Space Telescope Imaging Spectrograph spectroscopic mappings, spaced approximately one year apart, reveal three partial arcs in [Fe II] and [Ni II] emissions moving outward from {eta} Carinae. We identify these arcs with the shell-like structures, seen in the three-dimensional hydrodynamical simulations, formed by compression of the primary wind by the secondary wind during periastron passages.

    High-resolution characterizations of intergranular attack in alloy 600 (Ni-17Cr-9Fe) exposed to 325 C simulated pressurized water reactor (PWR) primary water have been conducted using a combination of scanning electron microscopy, NanoSIMS, analytical transmission electron microscopy and atom probe tomography. The intergranular attack exhibited a two-stage microstructure that consisted of continuous corrosion/oxidation to a depth of ~200 nm from the surface followed by discrete Cr-rich sulfides to a further depth of ~500 nm. The continuous oxidation region contained primarily nanocrystalline MO-structure oxide particles and ended at Ni-rich, Cr-depleted grain boundaries with spaced CrS precipitates. Three-dimensional characterization of the sulfidized region using site-specific atom probe tomography revealed extraordinary grain boundary composition changes, including total depletion of Cr across a several nm wide dealloyed zone as a result of grain boundary migration.

  10. Estimation of net primary productivity using a process-based model in Gansu Province, Northwest China

    The ecological structure in the arid and semi-arid region of Northwest China with forest, grassland, agriculture, Gobi, and desert, is complex, vulnerable, and unstable. It is a challenging and sustaining job to keep the ecological structure and improve its ecological function. Net primary productivity (NPP) modeling can help to improve the understanding of the ecosystem, and therefore, improve ecological efficiency. The boreal ecosystem productivity simulator (BEPS) model provides the possibility of NPP modeling in terrestrial ecosystem, but it has some limitations for application in arid and semi-arid regions. In this paper we improve the BEPS model, in terms of its water cycle by adding the processes of infiltration and surface runoff, to be applicable in arid and semi-arid regions. We model the NPP of forest, grass, and crop in Gansu Province as an experimental area in Northwest China in 2003 using the improved BEPS model, parameterized with moderate resolution remote sensing imageries and meteorological data. The modeled NPP using improved BEPS agrees better with the ground measurements in Qilian Mountain than that with original BEPS, with a higher R2 of 0.746 and lower root mean square error (RMSE) of 46.53 gC/m2 compared to R2 of 0.662 and RMSE of 60.19 gC/m2 from original BEPS. The modeled NPP of three vegetation types using improved BEPS show evident differences compared to that using original BEPS, with the highest difference ratio of 9.21% in forest and the lowest value of 4.29% in crop. The difference ratios between different vegetation types lie on the dependence on natural water sources. The modeled NPP in five geographic zones using improved BEPS are higher than those with original BEPS, with higher difference ratio in dry zones and lower value in wet zones.

    The present study is part of a sequence of programs designed to provide the MMS with a basis for evaluating the potential environmental impacts of oil and gas production off of the Cape Hatteras region. The primary objective of this review is to summarize and critique the present state of knowledge of the physical oceanography of the complex region offshore of Cape Hatteras, North Carolina, within the context of understanding the regional circulation and its relation to the fate of any discharges resulting from offshore oil and gas activity. The two other related objectives are to produce an annotated bibliography of the pertinent literature, primarily from 1970 to the present, and to identify relevant oceanographic data sets which can provide a basis for an improved understanding of circulation patterns and physical oceanographic conditions in the study area.

    The Channel 4 data from the Coastal Zone Color Scanner (CZCS), a space-borne radiometer, was analyzed to infer aerosol distributions in the Australasian region for 1979. Monthly, seasonal, and annual composites of the Channel 4 data were created. An accompanying data density image was created for each composite to indicate the degree of data coverage. Australian climatological data and 1000mb and 850mb monthly mean wind fields were used to interpret the dominant features in the composites. Because the primary source of the measured radiances in the Channel 4 data was thought to be suspended dust, it was theorized that the dominant aerosol features would be located downwind of regions with high dust storm activity. Elevated 670nm radiances were observed throughout 1979 within the portion of study region located between 1505 and the equator. However, the wind field data and rainfall climatology did not support dust transport to this region. Although biomass burning and biogenic hydrocarbon production were likely aerosol sources, the Channel 4 data suggested that they were not likely to be the primary source for the elevated radiances in the region. The low level wind fields and climatological data supported the feasibility of dust transport off the northwest coast of Australia over the Indian Ocean. The 1979 CZCS data indicated elevated 670nm radiances did occur in this region. However, the pattern of the signal suggested these radiances may not have been due to dust transport. The daily 670nm images indicated sun glint and faulty cloud-masking were probable sources for the observed radiances.
