But you still do not have the galaxy cluster position information to look at. In order to see the galaxy clusters, you need to download another kmz file that tell Google Earth where to find the galaxy clusters in the co-added data region. We provide a kmz file for a few galaxy clusters in the stripe 82 region and you can download and open it with Google Earth. In the SDSS co-added region (stripe 82 region), the imagery from Google Earth itself is from the Digitized Sky Survey (2007), which is in very poor quality. In Figure1 and Figure2, we show screenshots of a cluster with and without the new co-added imagery in Google Earth. Much more details have been revealed with the deep images.

This system is integrated with a back-end spatiotemporal data mining system that continuously detects changes using high temporal resolution MODIS images.     Astrophysical observations provide robust evidence that our current picture of fundamental physics is incomplete. The discovery in 1998 that the expansion of the Universe is accelerating (apparently due to gravitational repulsion between regions of empty space!) presents us with a profound challenge, at the interface between gravity and quantum mechanics. This "Dark Energy" problem is arguably the most pressing open question in modern fundamental physics. The first talk will describe why the Dark Energy problem constitutes a crisis, with wide-reaching ramifications. One consequence is that we should probe our understanding of gravity at all accessible scales, and the second talk will present experiments and observations that are exploring this issue.

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    The US oil and gas industry has been dramatically weakened by the recent oil price collapse. Domestic drilling activity reached a new post-World War II low during the summer of 1986. Given a weak, unstable oil price outlook, US capability will continue to deteriorate. In the last year US imports of foreign oil have risen significantly, and if market forces alone dominate, US dependence is expected to rise from 32% in 1983 to the 50 to 70% level in the not-too-distant future. The 1973 oil embargo and the subsequent attempts to improve US energy security vividly demonstrated the huge costs and long periods of time required to change our energy system. These facts, coupled with the nation's generally short-term orientation, suggest a strong likelihood of a new US energy crisis in the early to middle 1990s. 39 refs., 6 figs., 3 tabs.

    We have used Matlab and Google Earth to construct a prototype application for modeling the performance of local seismic networks for monitoring small, contained explosions. Published equations based on refraction experiments provide estimates of peak ground velocities as a function of event distance and charge weight. Matlab routines implement these relations to calculate the amplitudes across a network of stations from sources distributed over a geographic grid. The amplitudes are then compared to ambient noise levels at the stations, and scaled to determine the smallest yield that could be detected at each source location by a specified minimum number of stations. We use Google Earth as the primary user interface, both for positioning the stations of a hypothetical local network, and for displaying the resulting detection threshold contours.

    This report describes the purpose and results of the two-year, Sandia-sponsored Laboratory Directed Research and Development (LDRD) project entitled Understanding Communication in Counterterrorism Crisis Management The purpose of this project was to facilitate the capture of key communications among team members in simulated training exercises, and to learn how to improve communication in that domain. The first section of this document details the scenario development aspects of the simulation. The second section covers the new communication technologies that were developed and incorporated into the Weapons of Mass Destruction Decision Analysis Center (WMD-DAC) suite of decision support tools. The third section provides an overview of the features of the simulation and highlights its communication aspects. The fourth section describes the Team Communication Study processes and methodologies. The fifth section discusses future directions and areas in which to apply the new technologies and study results obtained as a result of this LDRD.

Parliamentary elections were held in March, but runoff elections are needed for about one-quarter of the seats, and presidential elections will be held June 26.

Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few. The CMA defines a crisis as: ``an unplanned event that has the potential to significantly impact a company`s operability or credibility, or to pose a significant environment, economic or legal liability``; and crisis management as: ``those activities undertaken to anticipate or prevent, prepare for, respond to and recover from any incident that has the potential to greatly affect the way a company conducts its business.

    The 1996 spike in gasoline prices was not a signal of any fundamental worldwide shortage of crude oil. But based on a review of many studies of recoverable crude oil that have been published since the 1950s, it looks as though such a shortfall is now within sight. With world demand for oil growing at 2 percent per year, global production is likely to peak between the years 2007 and 2014. As this time approaches, we can expect prices to rise markedly and, most likely, permanently. Policy changes are needed now to ease the transition to high-priced oil. Oil production will continue, though at a declining rate, for many decades after its peak, and there are enormous amounts of coal, oil sands, heavy oil, and oil shales worldwide that could be used to produce liquid or gaseous substitutes for crude oil, albeit at higher prices. But the facilities for making such synthetic fuels are costly to build and environmentally damaging to operate, and their use would substantially increase carbon dioxide emissions (compared to emissions from products made from conventional crude oil). This paper examines ways of heading of the impending oil crisis. 8 refs., 3 figs.

Crisis prevention activities are particularly important and should have two goals: stabilizing tense situations that could push countries toward war, and supporting or reinforcing efforts to move countries toward peace. A Crisis Prevention Center (CPC) should facilitate efforts to achieve these goals. Its functions can be grouped into three broad, inter-related categories: establishing and facilitating communication among participating countries; supporting negotiations and consensus-building on regional security issues; and supporting implementation of agreed confidence and security building measures. Technology will play a critical role in a CPC. First, technology is required to establishing communication systems and to provide the means for organizing and analyzing this information. Second, technically-based cooperative monitoring can provide an objective source of information on mutually agreed issues. In addition, technology can be a neutral subject of interaction and collaboration between technical communities from different countries. Establishing a CPC in Northeast Asia does not require the existence of an Asian security regime. Potential first steps for such a CPC should include establishing communication channels and a dedicated communications center in each country, together with an agreement to use the system as a {open_quotes}Hot Line{close_quotes} in bilateral and multilateral emergency situations. A central CPC could also be established as a regional communications hub. The central CPC could coordinate a number of functions aimed at stabilizing regional tensions and supporting confidence building activities, perhaps initially in an unofficial capacity. Specific recommendations for confidence building measures are discussed.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly.     Prospects for worldwide pipeline construction, viewed by operators as 1998 began, were very bright. But as the Asian financial crisis spreads and becomes more entrenched, it casts doubts on previously bullish petroleum and natural gas demand forecasts. These forecasts underpin pipeline operators` plans for new construction. Plans for petroleum (oil, condensate, and NGL) and natural gas pipeline installation during the year show a 27% jump over those announced a year ago for 1997 alone. Plans for construction beyond 1998, however, are off from what was envisioned a year ago, by nearly 17%. More than 67,000 miles of crude oil, product, and natural gas pipeline are planned for 1998 and beyond. The latest Oil and Gas Journal pipeline construction data indicate these trends. The data are derived from a survey of world pipeline operators, industry sources, and published information. But the data behind these trends were submitted before the full effects of the Asian financial crisis had begun to emerge. And, at presstime, industry forecasts for oil and gas demand among formerly booming Asian economies were being trimmed.

    The starting assumption of the authors was that the United States policy process had failed to respond effectively to the energy crisis. In the course of doing the research for this book, they report that their initial perception of policy failure was incorrect. Although the process of evolving an energy policy was fragmented, chaotic, and incremental, by the end of 1980 the United States had a workable energy policy. They found that between 1973 and 1980 the United States policy system had been developing a new national consensus on energy. That consensus existed, at least in rudimentary form, when the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan administration came into office. What occurred between the oil embargo and the advent of the Reagan adiminstration was a process of new policy formulation similar to what had occurred whenever the nation had faced policy crises in the past. The failure to understand both how the national policymaking process works and what it had accomplished before the advent of the Reagan administration has and will have costly consequences for our society. As the book explicates in some detail, those costs are clearly represented in the radical rejection by the Reagan adminstration of the nation's achievement in energy policy. In moving the management of energy into the marketplace, the Reagan adminstration rejected the fundamental tenet of the conservative: it rejected both the procedures and the mechanisms that for over two hundred years have provided national stability. The book concludes with a set of recommendations for actions that the authors feel are necessary if the nation is to have a stable energy future. They beleive that energy is so central to the nation's welfare that it should not be used as an instrument for experimenting with untried concepts.

    The PIE Activity Awareness Environment is designed to be an adaptive data triage and decision support tool that allows role and activity based situation awareness through a dynamic, trainable filtering system. This paper discusses the process and methodology involved in the application as well as some of its capabilities. 'Wikification of GIS by the masses' is a phrase-term first coined by Kamel Boulos in 2005, two years earlier than Goodchild's term 'Volunteered Geographic Information'. Six years later (2005-2011), OpenStreetMap and Google Earth (GE) are now full-fledged, crowdsourced 'Wikipedias of the Earth' par excellence, with millions of users contributing their own layers to GE, attaching photos, videos, notes and even 3-D (three dimensional) models to locations in GE. From using Twitter in participatory sensing and bicycle-mounted sensors in pervasive environmental sensing, to creating a 100,000-sensor geo-mashup using Semantic Web technology, to the 3-D visualisation of indoor and outdoor surveillance data in real-time and the development of next-generation, collaborative natural user interfaces that will power the spatially-enabled public health and emergency situation rooms of the future, where sensor data and citizen reports can be triaged and acted upon in real-time by distributed teams of professionals, this paper offers a comprehensive state-of-the-art review of the overlapping domains of the Sensor Web, citizen sensing and 'human-in-the-loop sensing' in the era of the Mobile and Social Web, and the roles these domains can play in environmental and public health surveillance and crisis/disaster informatics.     To examine how the financial crisis has impacted expectations of photovoltaic production, demand and pricing over the next several years, we surveyed the market forecasts of industry analysts that had issued projections in 2008 and 2009. We find that the financial crisis has had a significant impact on the PV industry, primarily through increasing the cost and reducing the availability of investment into the sector. These effects have been more immediately experienced by PV installations than by production facilities, due to the different types and duration of investments, and thus PV demand has been reduced by a greater proportion than PV production. By reducing demand more than production, the financial crisis has accelerated previously expected PV overcapacity and resulting price declines.

    This report presents a preliminary, detailed evaluation of various shelter options for use if the President orders crisis relocation of the US urban population because of strong expectation of a nuclear war. The availability of livable shelter space at 40 ft/sup 2/ per person (congregate-care space) by state is evaluated. Options are evaluated for construction of fallout shelters allowing 10 ft/sup 2/ per person - such shelters are designed to provide 100% survival at projected levels of radioactive fallout. The FEMA concept of upgrading existing buildings to act as fallout shelters can, in principle, provide adequate shelter throughout most of the US. Exceptions are noted and remedies proposed. In terms of upgrading existing buildings to fallout shelter status, great benefits are possible by turning away from a standard national approach and adopting a more site-specific approach. Existing FEMA research provides a solid foundation for successful crisis relocation planning, but the program can be refined by making suitable modifications in its locational, engineering, and institutionally specific elements.

    The pattern is nothing new. Congress, like any other institution, needs nudging-sometimes gentle, sometimes jolting-before it responds. An environmental crisis prompts a congressional reaction, sometimes an overreaction. The discovery of contamination at Love Canal prompted enactment of Superfund; the disaster at Bhopal, India, led to the Emergency Planning and Community Right to Know Act; and the collision of the Exxon Valdez brought about the enactment of the Oil Pollution Act of 1990. For better or for worse, the pattern of environmental crisis and legislative response remains. March 24, 1989, marked the beginning of a new age in federal and state oil spill law. After the Exxon Valdez ran aground on Bligh reef and spewed 11 million gallons of crude oil into Prince William Sound, Alaska congressional debate on comprehensive federal legislation would never be the same. The stalemate that characterized previous congressional efforts seemed to disappear overnight. Major differences between the two chambers were either eliminated or reduced, and only 4 major issues had to be negotiated: international protocols; technical requirements relating to double hulls; cargo owner liability; state and private industry roles in oil spill contingency planning, response and cleanup efforts. This article discusses the legal manuvering and major provisions of the Oil Pollution Act of 1990.

    When an earthquake and tsunami hit off the coast of Japan on March 11, 2011, and triggered a nuclear crisis, the U.S. immediately offered support. Among those tapped to assist was ORAU's National Security and Emergency Management team, which provided NNSA with technical and analytical nuclear incident support.     This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

Data included in this submission consists of: structural settings (target areas, recency of faulting, slip and dilation potential, slip rates, quality), regional-scale strain rates, earthquake density and magnitude, gravity data, temperature at 3 km depth, permeability models, favorability models, degree of exploration and exploration opportunities, data from springs and wells, transmission lines and wilderness areas, and published maps and theses for the Nevada Play Fairway area.

    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the greening of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing the mainstream by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ?     The fallout from a nuclear explosion has the potential to injure or kill 100,000 or more people through exposure to external gamma (fallout) radiation. Existing buildings can reduce radiation exposure by placing material between fallout particles and exposed people. Lawrence Livermore National Laboratory was tasked with developing an operationally feasible methodology that could improve fallout casualty estimates. The methodology, called a Regional Shelter Analysis, combines the fallout protection that existing buildings provide civilian populations with the distribution of people in various locations. The Regional Shelter Analysis method allows the consideration of (a) multiple building types and locations within buildings, (b) country specific estimates, (c) population posture (e.g., unwarned vs. minimally warned), and (d) the time of day (e.g., night vs. day). The protection estimates can be combined with fallout predictions (or measurements) to (a) provide a more accurate assessment of exposure and injury and (b) evaluate the effectiveness of various casualty mitigation strategies. This report describes the Regional Shelter Analysis methodology, highlights key operational aspects (including demonstrating that the methodology is compatible with current tools), illustrates how to implement the methodology, and provides suggestions for future work.

    Regional evacuation modeling is treated as a five step process: involving vehicle trip generation, trip departure time, trip destination, and trip route selection modeling, supplemented by plan set-up and analysis procedures. Progress under each of these headings is reviewed and gaps in the process identified. The potential for emergency planners to make use of real time traffic data, resulting from the recent technical and economic revolutions in telecommunications and infrared traffic sensing, is identified as the single greatest opportunity for the near future; and some beginnings in the development of real time dynamic traffic modeling specifically geared to evacuation planning are highlighted. Significant data problems associated with the time of day location of large urban populations represent a second area requiring extensive research. A third area requiring much additional effort is the translation of the considerable knowledge we have on evacuee behavior in times of crisis into reliable quantitative measures of the timing of evacuee mobilization, notably by distance from the source of the hazard. Specific evacuation models are referenced and categorized by method. Incorporation of evacuation model findings into the definition of emergency planning zone boundaries is also discussed.

    Nuclear cooperation between Argentina and Brazil has been growing since the early 1980`s and as it grew, so did cooperation with the US Department of Energy (DOE). The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) was formed in December 1991 to operate the Common System of Accounting and Control of Nuclear Materials (SCCC). In April 1994, ABACC and the DOE signed an Agreement of Cooperation in nuclear material safeguards. This cooperation has included training safeguards inspectors, exchanging nuclear material measurement and containment and surveillance technology, characterizing reference materials, and studying enrichment plant safeguards. The goal of the collaboration is to exchange technology, evaluate new technology in Latin American nuclear facilities, and strengthen regional safeguards. This paper describes the history of the cooperation, its recent activities, and future projects. The cooperation is strongly supported by all three governments: the Republics of Argentina and Brazil and the United States.

    The purpose of this publication is not to assess the causes of the 1973 energy crisis or the measures that were adopted to resolve it. The intent is to present some data on which such analyses can be based. Many of the trends presented here fall into two distinct periods. From 1973 to the mid-1980`s, prices continued at very high levels, in part because of a second oil shock in 1979--80. During this period, rapid progress was made in raising American oil production, reducing dependence on oil imports, and improving end-use efficiency. After the oil price collapse of the mid-1980`s, however, prices retreated to more moderate levels, the pace of efficiency gains slowed, American oil production fell, and the share of imports rose. 30 figs.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     A 1 km square regular grid system created on the Universal Transverse Mercator zone 54 projected coordinate system is used to work with volcanism related data for Sengan region. The following geologic variables were determined as the most important for identifying volcanism: geothermal gradient, groundwater temperature, heat discharge, groundwater pH value, presence of volcanic rocks and presence of hydrothermal alteration. Data available for each of these important geologic variables were used to perform directional variogram modeling and kriging to estimate geologic variable vectors at each of the 23949 centers of the chosen 1 km cell grid system. Cluster analysis was performed on the 23949 complete variable vectors to classify each center of 1 km cell into one of five different statistically homogeneous groups with respect to potential volcanism spanning from lowest possible volcanism to highest possible volcanism with increasing group number. A discriminant analysis incorporating Bayes theorem was performed to construct maps showing the probability of group membership for each of the volcanism groups. The said maps showed good comparisons with the recorded locations of volcanism within the Sengan region. No volcanic data were found to exist in the group 1 region. The high probability areas within group 1 have the chance of being the no volcanism region. Entropy of classification is calculated to assess the uncertainty of the allocation process of each 1 km cell center location based on the calculated probabilities. The recorded volcanism data are also plotted on the entropy map to examine the uncertainty level of the estimations at the locations where volcanism exists. The volcanic data cell locations that are in the high volcanism regions (groups 4 and 5) showed relatively low mapping estimation uncertainty. On the other hand, the volcanic data cell locations that are in the low volcanism region (group 2) showed relatively high mapping estimation uncertainty

    The Southeast Regional Carbon Sequestration Partnership's (SECARB) Phase I program focused on promoting the development of a framework and infrastructure necessary for the validation and commercial deployment of carbon sequestration technologies. The SECARB program, and its subsequent phases, directly support the Global Climate Change Initiative's goal of reducing greenhouse gas intensity by 18 percent by the year 2012. Work during the project's two-year period was conducted within a ''Task Responsibility Matrix''. The SECARB team was successful in accomplishing its tasks to define the geographic boundaries of the region; characterize the region; identify and address issues for technology deployment; develop public involvement and education mechanisms; identify the most promising capture, sequestration, and transport options; and prepare action plans for implementation and technology validation activity. Milestones accomplished during Phase I of the project are listed below: (1) Completed preliminary identification of geographic boundaries for the study (FY04, Quarter 1); (2) Completed initial inventory of major sources and sinks for the region (FY04, Quarter 2); (3) Completed initial development of plans for GIS (FY04, Quarter 3); (4) Completed preliminary action plan and assessment for overcoming public perception issues (FY04, Quarter 4); (5) Assessed safety, regulatory and permitting issues (FY05, Quarter 1); (6) Finalized inventory of major sources/sinks and refined GIS algorithms (FY05, Quarter 2); (7) Refined public involvement and education mechanisms in support of technology development options (FY05, Quarter 3); and (8) Identified the most promising capture, sequestration and transport options and prepared action plans (FY05, Quarter 4).

    Abstract A biological attack would present an unprecedented challenge for local, state, and federal agencies; the military; the private sector; and individuals on many fronts ranging from vaccination and treatment to prioritization of cleanup actions to waste disposal. To prepare the Seattle region to recover from a biological attack, the Seattle Urban Area Security Initiative (UASI) partners collaborated with military and federal agencies to develop a Regional Recovery Framework for a Biological Attack in the Seattle Urban Area. The goal was to reduce the time and resources required to recover and restore wide urban areas, military installations, and other critical infrastructure following a biological incident by providing a coordinated systems approach. Based on discussions in small workshops, tabletop exercises, and interviews with emergency response agency staff, the partners identified concepts of operation for various areas to address critical issues the region will face as recovery progresses. Key to this recovery is the recovery of the economy. Although the Framework is specific to a catastrophic, wide-area biological attack using anthrax, it was designed to be flexible and scalable so it could also serve as the recovery framework for an all-hazards approach. The Framework also served to coalesce policy questions that must be addressed for long-term recovery. These questions cover such areas as safety and health, security, financial management, waste management, legal issues, and economic development.

  6. Regional Slip Tendency Analysis of the Great Basin Region

    Slip and dilation tendency on the Great Basin fault surfaces (from the USGS Quaternary Fault Database) were calculated using 3DStress (software produced by Southwest Research Institute). Slip and dilation tendency are both unitless ratios of the resolved stresses applied to the fault plane by the measured ambient stress field. - Values range from a maximum of 1 (a fault plane ideally oriented to slip or dilate under ambient stress conditions) to zero (a fault plane with no potential to slip or dilate). - Slip and dilation tendency values were calculated for each fault in the Great Basin. As dip is unknown for many faults in the USGS Quaternary Fault Database, we made these calculations using the dip for each fault that would yield the maximum slip or dilation tendency. As such, these results should be viewed as maximum slip and dilation tendency. - The resulting along‐fault and fault‐to‐fault variation in slip or dilation potential is a proxy for along fault and fault‐to‐fault variation in fluid flow conduit potential.     The Iraqi invasion of Kuwait and the subsequent war between Iraq and an international alliance led by the United States triggered immediate increases in world oil prices. Increases in world petroleum prices and in US petroleum imports resulted in higher petroleum prices for US customers. In this report, the effects of the Persian Gulf War and its aftermath are used to demonstrate the potential impacts of petroleum price changes on majority, black, and Hispanic households, as well as on poor and nonpoor households. The analysis is done by using the Minority Energy Assessment Model developed by Argonne National Laboratory for the US Department of Energy (DOE). The differential impacts of these price increases and fluctuations on poor and minority households raise significant issues for a variety of government agencies, including DOE. Although the Persian Gulf crisis is now over and world oil prices have returned to their prewar levels, the differential impacts of rising energy prices on poor and minority households as a result of any future crisis in the world oil market remains a significant long-term issue.

    In 1990, the Lower Savannah Council of Governments (LSCOG) began dialogue with the United States Department of Energy (DOE) regarding possibilities for cooperation and coordination of solid waste management practices among the local governments and the Savannah River Site. The Department of Energy eventually awarded a grant to the Lower Savannah Council of Governments for the development of a study, which was initiated on March 5, 1992. After careful analysis of the region`s solid waste needs, this study indicates a network approach to solid waste management to be the most viable. The network involves the following major components: (1) Rural Collection Centers, designed to provide convenience to rural citizens, while allowing some degree of participation in recycling; (2) Rural Drop-Off Centers, designed to give a greater level of education and recycling activity; (3) Inert landfills and composting centers, designed to reduce volumes going into municipal (Subtitle D) landfills and produce useable products from yard waste; (4) Transfer Stations, ultimate landfill disposal; (5) Materials Recovery Facilities, designed to separate recyclables into useable and sellable units, and (6) Subtitle D landfill for burial of all solid waste not treated through previous means.

    Despite considerable activity and attention, the overall state of information security continues to get worse. Attacks are increasing, fraud and theft are rising, and losses may exceed $100 billion per year worldwide. Many factors contribute to this, including misplaced incentives for industry, a lack of attention by government, ineffective law enforcement, and an uninformed image of who the perpetrators really are. As a result, many of the intended attempts at solutions are of limited (if any) overall effectiveness. This presentation will illustrate some key aspects of the cyber security problem and its magnitude, as well as provide some insight into causes and enabling factors. The talk will conclude with some observations on how the computing community can help improve the situation, as well as some suggestions for 'cyber self-defense.'

    We examine the statistics of the low-redshift Lyα forest from smoothed particle hydrodynamic simulations in light of recent improvements in the estimated evolution of the cosmic ultraviolet background (UVB) and recent observations from the Cosmic Origins Spectrograph (COS). We find that the value of the metagalactic photoionization rate (Γ{sub HI}) required by our simulations to match the observed properties of the low-redshift Lyα forest is a factor of five larger than the value predicted by state-of-the art models for the evolution of this quantity. This mismatch in Γ{sub HI} results in the mean flux decrement of the Lyα forest being overpredicted by at least a factor of two (a 10σ discrepancy with observations) and a column density distribution of Lyα forest absorbers systematically and significantly elevated compared to observations over nearly two decades in column density. We examine potential resolutions to this mismatch and find that either conventional sources of ionizing photons (galaxies and quasars) must contribute considerably more than current observational estimates or our theoretical understanding of the low-redshift universe is in need of substantial revision.

    An electrode structure is described in which conductive regions are recessed into a semiconductor region. Trenches may be formed in a semiconductor region, such that conductive regions can be formed in the trenches. The electrode structure may be used in semiconductor devices such as field effect transistors or diodes. Nitride-based power semiconductor devices are described including such an electrode structure, which can reduce leakage current and otherwise improve performance.

    However, all three Baltic Republics are heavily dependent on primary energy imports. Domestic energy sources in the Baltics are limited to oil shale mines in Estonia, small oil deposits in Lithuania, peat, and some very small hydroelectric power plants. A RBMK nuclear power station, similar to Chernobyl, operates at Snieckus in Lithuania, but the reactor fuel is also imported from Russia. However, Lithuania and Estonia are net exporters of electricity despite their reliance on primary fuels imports. The major power stations in these two Republics are the Ignalina Nuclear Power Station and the two thermal power plants at Narva in Estonia which are fueled by oil shale. The only oil refinery in the Baltics is also located in Lithuania, at Mazeikiai. This refinery has the capacity to satisfy the demand for selected refined products of the entire region, including the Kaliningrad oblast, a noncontiguous part of Russia. The Mazeikiai refinery has operated at only forty to sixty percent capacity since 1990 due to halts in crude oil supplies from Russia. The Baltic Republics also import one hundred percent of their coal and natural gas supplies. Russia is the main trading partner for all the Baltic states, accounting for more than half of their trade flow. Mutual trade within the Baltics has been surprisingly low. Other Baltic states contribute less than ten percent to each Republic`s exports or imports, even less than Belarus or Ukraine. Aside from Russia, Ukraine, and Belarus, only Kazakhstan contributes more than two percent to Baltics trade.
