In 2014, Sonoma Clean Power became the largest community choice aggregation program in California, providing power at lower cost and a 33% lower emission rate – as well as a 100% local renewable option.

    Calculating the benefits and costs of water conservation orefficiency programs requires knowing the marginal cost of the water andwastewater saved by those programs. Developing an accurate picture of thepotential cost savings from water conservation requires knowing the costof the last few units of water consumed or wastewater released, becausethose are the units that would be saved by increased water efficiency.This report describes the data we obtained on water and wastewater ratesand costs, data gaps we identified, and other issues related to using thedata to estimate the cost savings that might accrue from waterconservation programs. We identified three water and wastewater ratesources. Of these, we recommend using Raftelis Financial Corporation(RFC) because it: a) has the most comprehensive national coverage; and b)provides greatest detail on rates to calculate marginal rates. The figurebelow shows the regional variation in water rates for a range ofconsumption blocks. Figure 1A Marginal Rates of Water Blocks by Regionfrom RFC 2004Water and wastewater rates are rising faster than the rateof inflation. For example, from 1996 to 2004 the average water rateincreased 39.5 percent, average wastewater rate increased 37.8 percent,the CPI (All Urban) increased 20.1 percent, and the CPI (Water andSewerage Maintenance) increased 31.1 percent. On average, annualincreases were 4.3 percent for water and 4.1 percent for wastewater,compared to 2.3 percent for the All Urban CPI and 3.7 percent for the CPIfor water and sewerage maintenance. If trends in rates for water andwastewater rates continue, water-efficient products will become morevaluable and more cost-effective.

    The major emphasis of Public Key Infrastructure has been to provide a cryptographically secure means of authenticating identities. While there are a number of proposed standards for authorization structures and protocols based on X.509 or other key-based identities, none have been widely adopted. As part of an effort to use X.509 identities to provide authorization in highly distributed environments, we have developed and deployed an authorization service based on X.509 identified users and access policy contained in certificates signed by X.509 identified stakeholders. The major goal of this system, called Akenti, is to produce a usable authorization system for an environment consisting of distributed resources used by geographically and administratively distributed users.

    The ability to verify a Comprehensive Test Ban Treaty (CTBT) depends in part on the ability to seismically detect and discriminate between potential clandestine underground nuclear tests and other seismic sources, including earthquakes and mining activities. Regional techniques are necessary to push detection and discrimination levels down to small magnitudes, but existing methods of event discrimination are mainly empirical and show much variability from region to region. The goals of Lawrence Livermore National Laboratory`s (LLNL`s) regional discriminant research are to evaluate the most promising discriminants, improve the understanding of their physical basis and use this information to develop new and more effective discriminants that can be transported to new regions of high monitoring interest. In this report the authors discuss preliminary efforts to geophysically characterize the Middle East and North Africa. They show that the remarkable stability of coda allows one to develop physically based, stable single station magnitude scales in new regions. They then discuss progress to date on evaluating and improving physical understanding and ability to model regional discriminants, focusing on the comprehensive NTS dataset. The authors apply this modeling ability to develop improved discriminants including slopes of P to S ratios. They find combining disparate discriminant techniques is particularly effective in identifying consistent outliers such as shallow earthquakes and mine seismicity. Finally they discuss development and use of new coda and waveform modeling tools to investigate special events.

    Techniques and tools for quantum key distribution ("QKD") between a quantum communication ("QC") card, base station and trusted authority are described herein. In example implementations, a QC card contains a miniaturized QC transmitter and couples with a base station. The base station provides a network connection with the trusted authority and can also provide electric power to the QC card. When coupled to the base station, after authentication by the trusted authority, the QC card acquires keys through QKD with a trusted authority. The keys can be used to set up secure communication, for authentication, for access control, or for other purposes. The QC card can be implemented as part of a smart phone or other mobile computing device, or the QC card can be used as a fillgun for distribution of the keys.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members

    We present a summary of how X.509 authentication and authorization are used with OpenNebula in FermiCloud. We also describe a history of why the X.509 authentication was needed in FermiCloud, and review X.509 authorization options, both internal and external to OpenNebula. We show how these options can be and have been used to successfully run scientific workflows on federated clouds, which include OpenNebula on FermiCloud and Amazon Web Services as well as other community clouds. We also outline federation options being used by other commercial and open-source clouds and cloud research projects.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

Data included in this submission consists of: structural settings (target areas, recency of faulting, slip and dilation potential, slip rates, quality), regional-scale strain rates, earthquake density and magnitude, gravity data, temperature at 3 km depth, permeability models, favorability models, degree of exploration and exploration opportunities, data from springs and wells, transmission lines and wilderness areas, and published maps and theses for the Nevada Play Fairway area.

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

  11. Regional Shelter Analysis Methodology

    The fallout from a nuclear explosion has the potential to injure or kill 100,000 or more people through exposure to external gamma (fallout) radiation. Existing buildings can reduce radiation exposure by placing material between fallout particles and exposed people. Lawrence Livermore National Laboratory was tasked with developing an operationally feasible methodology that could improve fallout casualty estimates. The methodology, called a Regional Shelter Analysis, combines the fallout protection that existing buildings provide civilian populations with the distribution of people in various locations. The Regional Shelter Analysis method allows the consideration of (a) multiple building types and locations within buildings, (b) country specific estimates, (c) population posture (e.g., unwarned vs. minimally warned), and (d) the time of day (e.g., night vs. day). The protection estimates can be combined with fallout predictions (or measurements) to (a) provide a more accurate assessment of exposure and injury and (b) evaluate the effectiveness of various casualty mitigation strategies. This report describes the Regional Shelter Analysis methodology, highlights key operational aspects (including demonstrating that the methodology is compatible with current tools), illustrates how to implement the methodology, and provides suggestions for future work.

    Prior to 2008, transfers of radioactive material within the Savannah River Site (SRS) boundary, referred to as onsite transfers, were authorized by Transportation Safety Basis (TSB) documents that only required approval by the SRS contractor. This practice was in accordance with the existing SRS Transportation Safety Document (TSD). In 2008 the Department of Energy Savannah River Field Office (DOE-SR) requested that the SRS TSD be revised to require DOE-SR approval of all Transportation Safety Basis (TSB) documents. As a result, the primary SRS contractor embarked on a multi-year campaign to consolidate old or generate new TSB documents and obtain DOE-SR approval for each. This paper focuses on the challenges incurred during the rewriting or writing of and obtaining DOE-SR approval of all Savannah River Site Onsite Transportation Safety Basis documents.

    Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

NYSERDA supports development and demonstration of CHP systems throughout all end-use sectors. It also collects and analyzes project performance data, conducts market studies, and supports the Northeast Clean Energy Application Center (CEAC). The NYSERDA-DOE partnership evaluates CHP project proposals and shares lessons learned through conferences, workshops, and other activities.     The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    The processes of defining managerial roles and providing for delegation of authority are essential to any enterprise. At most large organizations, these processes are defined in policy manuals and through sets of standard operating procedures for many, if not all, business and administrative functions. Many of these staff-initiated, administrative functions require the routing of documents for approval to one or more levels of management. These employee-oriented, back office types of workflows tend to require more flexibility in determining to whom these documents should go to, while, at the same time, providing the responsible parties with the flexibility to delegate their approval authority or allow others to review their work. Although this practice is commonplace in manual, paper-based processes that exist in many organizations, it is difficult to provide the same flexibility in the more structured, electronic-based, workflow systems. The purpose of this report is to present a framework or architecture for creating a R/DA system and provide some insights associated with its design and utilization. To improve understanding and clarify subsequent discussion, the goals and requirements for the major R/DA system components, namely, the database and interface modules, are initially presented along with the identification of important concepts and the definition of critical terms. Next high-level functions relating the types of inputs to the outputs of the R/DA interface module are introduced and discussed. Then the relationships between the major R/DA modules and the primary components associated with its creation and maintenance are presented and analyzed. Finally, some conclusions are drawn relative to the advantages associated with developing a R/DA system for use in implementing an enterprise-wide, work-facilitating information system.

    Nuclear cooperation between Argentina and Brazil has been growing since the early 1980`s and as it grew, so did cooperation with the US Department of Energy (DOE). The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) was formed in December 1991 to operate the Common System of Accounting and Control of Nuclear Materials (SCCC). In April 1994, ABACC and the DOE signed an Agreement of Cooperation in nuclear material safeguards. This cooperation has included training safeguards inspectors, exchanging nuclear material measurement and containment and surveillance technology, characterizing reference materials, and studying enrichment plant safeguards. The goal of the collaboration is to exchange technology, evaluate new technology in Latin American nuclear facilities, and strengthen regional safeguards. This paper describes the history of the cooperation, its recent activities, and future projects. The cooperation is strongly supported by all three governments: the Republics of Argentina and Brazil and the United States.

    The Oak Ridge Institute for Science and Education (ORISE), a U.S. Department of Energy (DOE) prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct a peak dose assessment in support of the Authorized Limits Request for Solid Waste Disposal at Landfill C-746-U at the Paducah Gaseous Diffusion Plant (DOE-PPPO 2011a). The peak doses were calculated based on the DOE-PPPO Proposed Single Radionuclides Soil Guidelines and the DOE-PPPO Proposed Authorized Limits (AL) Volumetric Concentrations available in DOE-PPPO 2011a. This work is provided as an appendix to the Dose Modeling Evaluations and Technical Support Document for the Authorized Limits Request for the C-746-U Landfill at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky (ORISE 2012). The receptors evaluated in ORISE 2012 were selected by the DOE-PPPO for the additional peak dose evaluations. These receptors included a Landfill Worker, Trespasser, Resident Farmer (onsite), Resident Gardener, Recreational User, Outdoor Worker and an Offsite Resident Farmer. The RESRAD (Version 6.5) and RESRAD-OFFSITE (Version 2.5) computer codes were used for the peak dose assessments. Deterministic peak dose assessments were performed for all the receptors and a probabilistic dose assessment was performed only for the Offsite Resident Farmer at the request of the DOE-PPPO. In a deterministic analysis, a single input value results in a single output value. In other words, a deterministic analysis uses single parameter values for every variable in the code. By contrast, a probabilistic approach assigns parameter ranges to certain variables, and the code randomly selects the values for each variable from the parameter range each time it calculates the dose (NRC 2006). The receptor scenarios, computer codes and parameter input files were previously used in ORISE 2012. A few modifications were made to the parameter input files as appropriate for this effort.     This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

    To define the gene content of the HLA class I region, cDNA selection was applied to three overlapping yeast artificial chromosomes (YACs) that spanned 1 megabase (Mb) of this region of the human major histocompatibility complex. These YACs extended from the region centromeric to HLA-E to the region telomeric to HLA-F. In additions to the recognized class I genes and pseudogenes and the anonymous non-class-I genes described recently by the authors and others, 20 additional anonymous cDNA clones were identified from this 1-Mb region. They also identified a long repetitive DNA element in the region between HLA-B and HLA-E. Homologues of this outside of the HLA complex. The portion of the HLA class I region represented by these YACs shows an average gene density as high as the class II and class III regions. Thus, the high gene density portion of the HLA complex is extended to more than 3 Mb.

    The Solid Waste Authority of Palm Beach County (SWA) manages a waste-to-energy facility and landfill adjacent to a site which, during the 1985 Florida drought, served as the largest communal Snail Kite (Rostrhamus sociabilis plumbeus) roost documented in the United States. Listed as an endangered species, the Snail Kite initiated a Section 7 consulation process as a USCOAE Dredge & Fill permit was sought for construction in 1987. In response to environmental permit requirements, SWA developed and implemented a Wildlife Conservation & Management Program which evaluated the roost`s response to activities associated with site development. Specifically, a seven-year bird monitoring program was conducted on kite usage of this roost from 1987-1993. Impact assessment was expanded to include monitoring the mixed-species wading bird colony which inhabits the same roosting area. Monitoring at the community level serves as a better environmental indicator because Snail Kites are nomadic and respond to regional water level changes. This paper gives an overview of the environmental concerns and approach taken to monitor the roost, describes the different components of the bird monitoring program, and summarizes the findings of the 7-year data collection. An evaluation of the SWA project with regards to impacts on Snail Kite and wading bird usage of the area is also discussed.

    This final report summarizes the Phase I research conducted by the Midwest regional Carbon Sequestration Partnership (MRCSP). The Phase I effort began in October 2003 and the project period ended on September 31, 2005. The MRCSP is a public/private partnership led by Battelle with the mission of identifying the technical, economic, and social issues associated with implementation of carbon sequestration technologies in its seven state geographic region (Indiana, Kentucky, Maryland, Michigan, Ohio, Pennsylvania, and West Virginia) and identifying viable pathways for their deployment. It is one of seven partnerships that together span most of the U.S. and parts of Canada that comprise the U.S. Department of Energy's (DOE's) Regional Carbon Sequestration Program led by DOE's national Energy Technology Laboratory (NETL). The MRCSP Phase I research was carried out under DOE Cooperative Agreement No. DE-FC26-03NT41981. The total value of Phase I was $3,513,513 of which the DOE share was $2,410,967 or 68.62%. The remainder of the cost share was provided in varying amounts by the rest of the 38 members of MRCSP's Phase I project. The next largest cost sharing participant to DOE in Phase I was the Ohio Coal Development Office within the Ohio Air Quality Development Authority (OCDO). OCDO's contribution was $100,000 and was contributed under Grant Agreement No. CDO/D-02-17. In this report, the MRCSP's research shows that the seven state MRCSP region is a major contributor to the U. S. economy and also to total emissions of CO2, the most significant of the greenhouse gases thought to contribute to global climate change. But, the research has also shown that the region has substantial resources for sequestering carbon, both in deep geological reservoirs (geological sequestration) and through improved agricultural and land management practices (terrestrial sequestration).     The announcement of NASA scientist James Hansen made at a United States Senate`s hearing in June 1988 about the onset of global warming ignited a whirlwind of public concern in United States and elsewhere in the world. Although the temperature had shown only a slight shift, its warming has the potential of causing environmental catastrophe. According to atmosphere scientists, the effect of higher temperatures will change rainfall patterns--some areas getting drier, some much wetter. The phenomenon of warming in the Arabian Gulf region was first reported by Alvi for Bahrain and then for Oman. In the recent investigations, the authors have found a similar warming in other regions of the Arabian Gulf and in several regions of Sudan in Africa. The paper will investigate the observed data on temperature and rainfall of Seeb in Oman, Bahrain, International Airport in Kuwait as index stations for the Arabian Gulf and Port Sudan, Khartoum and Malakal in the African Continent of Sudan. Based on various statistical methods, the study will highlight a drying of the regions from the striking increase in temperature and decline of rainfall amount. Places of such environmental behavior are regarded as desertifying regions. Following Hulme and Kelly, desertification is taken to mean land degradation in dryland regions, or the permanent decline in the potential of the land to support biological activity, and hence human welfare. The paper will also, therefore, include the aspect of desertification for the regions under consideration.

    An efficient algorithm for first-order grid intersections, by computing geometrically the intersection volume between donor and target zones, is developed for polyhedral meshes. The author examines two applications of grid intersections. One application is first-order remapping, in which zone and node centered fields defined on a given mesh are transferred to a different mesh. The second application is region overlays, in which a region with homogeneous material properties is approximated by a grid of polyhedra and mapped onto an arbitrary hexahedral mesh, creating mixed zones on the boundary of the region. He demonstrates the use of this grid intersection algorithm within the framework of hydrodynamics simulations, and using a domain decomposed mesh, he studies the feasibility of a parallel implementation.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     A 1 km square regular grid system created on the Universal Transverse Mercator zone 54 projected coordinate system is used to work with volcanism related data for Sengan region. The following geologic variables were determined as the most important for identifying volcanism: geothermal gradient, groundwater temperature, heat discharge, groundwater pH value, presence of volcanic rocks and presence of hydrothermal alteration. Data available for each of these important geologic variables were used to perform directional variogram modeling and kriging to estimate geologic variable vectors at each of the 23949 centers of the chosen 1 km cell grid system. Cluster analysis was performed on the 23949 complete variable vectors to classify each center of 1 km cell into one of five different statistically homogeneous groups with respect to potential volcanism spanning from lowest possible volcanism to highest possible volcanism with increasing group number. A discriminant analysis incorporating Bayes theorem was performed to construct maps showing the probability of group membership for each of the volcanism groups. The said maps showed good comparisons with the recorded locations of volcanism within the Sengan region. No volcanic data were found to exist in the group 1 region. The high probability areas within group 1 have the chance of being the no volcanism region. Entropy of classification is calculated to assess the uncertainty of the allocation process of each 1 km cell center location based on the calculated probabilities. The recorded volcanism data are also plotted on the entropy map to examine the uncertainty level of the estimations at the locations where volcanism exists. The volcanic data cell locations that are in the high volcanism regions (groups 4 and 5) showed relatively low mapping estimation uncertainty. On the other hand, the volcanic data cell locations that are in the low volcanism region (group 2) showed relatively high mapping estimation uncertainty

    With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept means various forms of collaboration between individual BAs must manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as ACE diversity interchange (ADI), wind only BA, BA consolidation, dynamic scheduling, regulation and load following sharing, extreme event impact study are discussed in this report. The objective of such strategies is to allow individual BAs within a large power grid to help each other deal with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics — such as capacity, ramp rate, ramp duration, energy and cycling requirements — to evaluate the performances of different virtual BA strategies. The report builds a systematic framework for evaluating BA consolidation and coordination. Results for case studies show that significant economic and reliability benefits can be gained. The merits and limitation of each virtual BA strategy are investigated. The report provides guidelines for the power industry to evaluate the coordination or consolidation method. The application of the developed strategies in cooperation with several regional BAs is in progress for several off-spring projects.

Stress Magnitudes and directions were calculated across the entire Great Basin. Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson?Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140). Slip and dilation tendency were calculated using 3DStress for the faults within each region using the mean Shmin for the region. Shmin variation throughout Great Basin are shown on Figure 3. For faults within the Great Basin proper, we applied a normal faulting stress regime, where the vertical stress (sv) is larger than the maximum horizontal stress (shmax), which is larger than the minimum horizontal stress (sv>shmax>shmin). Based on visual inspection of the limited stress magnitude data in the Great Basin, we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46. These values are consistent with stress magnitude data at both Dixie Valley (Hickman et al., 2000) and Yucca Mountain (Stock et al., 1985). For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike?slip faulting stress, where shmax > sv > shmin. Upon visual inspection of limited stress magnitude data from the Walker Lane and Eastern California Shear zone, we chose values such that SHmin/SHmax = .46 and Shmin/Sv= .527

    The Southeast Regional Carbon Sequestration Partnership's (SECARB) Phase I program focused on promoting the development of a framework and infrastructure necessary for the validation and commercial deployment of carbon sequestration technologies. The SECARB program, and its subsequent phases, directly support the Global Climate Change Initiative's goal of reducing greenhouse gas intensity by 18 percent by the year 2012. Work during the project's two-year period was conducted within a ''Task Responsibility Matrix''. The SECARB team was successful in accomplishing its tasks to define the geographic boundaries of the region; characterize the region; identify and address issues for technology deployment; develop public involvement and education mechanisms; identify the most promising capture, sequestration, and transport options; and prepare action plans for implementation and technology validation activity. Milestones accomplished during Phase I of the project are listed below: (1) Completed preliminary identification of geographic boundaries for the study (FY04, Quarter 1); (2) Completed initial inventory of major sources and sinks for the region (FY04, Quarter 2); (3) Completed initial development of plans for GIS (FY04, Quarter 3); (4) Completed preliminary action plan and assessment for overcoming public perception issues (FY04, Quarter 4); (5) Assessed safety, regulatory and permitting issues (FY05, Quarter 1); (6) Finalized inventory of major sources/sinks and refined GIS algorithms (FY05, Quarter 2); (7) Refined public involvement and education mechanisms in support of technology development options (FY05, Quarter 3); and (8) Identified the most promising capture, sequestration and transport options and prepared action plans (FY05, Quarter 4).

  1. An evaluation of author productivity in international radiography journals 20042011

    Radiography, the allied health profession, has changed beyond recognition over the last century; however, in academic terms radiography is a relatively young profession. It is therefore still establishing its professional knowledge base. This article uses peer-review author productivity distribution to evaluate its scholarly maturity. Four peer-reviewed journals in medical radiation sciences were examined over an 8-year period (20042011) and author productivity was compared to Lotka's law. Further analysis of the most prolific authors provided an evaluation of their characteristics. The 1306 unique authors contributed 835 articles during the study period. Of these, 1012 (77.5%) contributed only one article to the journals studied, with an inverse power relationship of author productivity. At the 0.1 level of significance, radiography does not fit Lotka's law (n = ?2.334; c = 0.712; D{sub max} = 0.0627; Critical threshold = 0.0337). There was a significant correlation between the most prolific authors and collaboration (P = 0.002), although variation was noted in author discipline and location. The results of this study add to the discussion of radiography scholarship and demonstrate that the radiography authors have similar productivity distribution to other professions, but do not follow Lotka's law.

    nuclear energy utilisation, it is now the time to reach a national consensus on the disposal of radioactive waste as well. This is a task that the country and society, federal and state governments, political parties and the citizens will have to jointly master within the current generation and within German territory. The basis for the consensus will be a reset to the beginning of this process. It has to start with a new site selection procedure that will take into account and compare up to four alternative sites. This procedure will have to follow the principle of highest possible security. It should be based on a stepwise approach, strictly following scientific criteria. Public confidence in the process and trust can only be achieved by a transparent procedure allowing for the participation of the public and the stakeholders. It is therefore mandatory to consult, both on a national and regional level, all involved parties (public authority, scientist and citizen). The national consensus must also include a decision on the future of the Gorleben exploratory site. The site selection procedure must therefore take this site into account as well. Furthermore, the final decision on safe disposal of German radioactive wastes must be made by sovereign rule by Federal Parliament and Federal Council. (authors)

    Abstract A biological attack would present an unprecedented challenge for local, state, and federal agencies; the military; the private sector; and individuals on many fronts ranging from vaccination and treatment to prioritization of cleanup actions to waste disposal. To prepare the Seattle region to recover from a biological attack, the Seattle Urban Area Security Initiative (UASI) partners collaborated with military and federal agencies to develop a Regional Recovery Framework for a Biological Attack in the Seattle Urban Area. The goal was to reduce the time and resources required to recover and restore wide urban areas, military installations, and other critical infrastructure following a biological incident by providing a coordinated systems approach. Based on discussions in small workshops, tabletop exercises, and interviews with emergency response agency staff, the partners identified concepts of operation for various areas to address critical issues the region will face as recovery progresses. Key to this recovery is the recovery of the economy. Although the Framework is specific to a catastrophic, wide-area biological attack using anthrax, it was designed to be flexible and scalable so it could also serve as the recovery framework for an all-hazards approach. The Framework also served to coalesce policy questions that must be addressed for long-term recovery. These questions cover such areas as safety and health, security, financial management, waste management, legal issues, and economic development.

    Slip and dilation tendency on the Great Basin fault surfaces (from the USGS Quaternary Fault Database) were calculated using 3DStress (software produced by Southwest Research Institute). Slip and dilation tendency are both unitless ratios of the resolved stresses applied to the fault plane by the measured ambient stress field. - Values range from a maximum of 1 (a fault plane ideally oriented to slip or dilate under ambient stress conditions) to zero (a fault plane with no potential to slip or dilate). - Slip and dilation tendency values were calculated for each fault in the Great Basin. As dip is unknown for many faults in the USGS Quaternary Fault Database, we made these calculations using the dip for each fault that would yield the maximum slip or dilation tendency. As such, these results should be viewed as maximum slip and dilation tendency. - The resulting along‐fault and fault‐to‐fault variation in slip or dilation potential is a proxy for along fault and fault‐to‐fault variation in fluid flow conduit potential.     In 1990, the Lower Savannah Council of Governments (LSCOG) began dialogue with the United States Department of Energy (DOE) regarding possibilities for cooperation and coordination of solid waste management practices among the local governments and the Savannah River Site. The Department of Energy eventually awarded a grant to the Lower Savannah Council of Governments for the development of a study, which was initiated on March 5, 1992. After careful analysis of the region`s solid waste needs, this study indicates a network approach to solid waste management to be the most viable. The network involves the following major components: (1) Rural Collection Centers, designed to provide convenience to rural citizens, while allowing some degree of participation in recycling; (2) Rural Drop-Off Centers, designed to give a greater level of education and recycling activity; (3) Inert landfills and composting centers, designed to reduce volumes going into municipal (Subtitle D) landfills and produce useable products from yard waste; (4) Transfer Stations, ultimate landfill disposal; (5) Materials Recovery Facilities, designed to separate recyclables into useable and sellable units, and (6) Subtitle D landfill for burial of all solid waste not treated through previous means.

    Highly reactive gases present unique problems due to the number of factors which must be taken into account to determine regional respiratory tract uptake. The authors reviewed some of the physical, chemical, and biological factors that affect dose and that must be understood to interpret toxicological data, to evaluate experimental dosimetry studies, and to develop dosimetry models. Selected dosimetry experiments involving laboratory animals and humans were discussed, showing the variability and uptake according to animal species and respiratory tract region for various reactive gases. New experimental dosimetry approaches, such as those involving isotope ratio mass spectroscopy and cyclotron generation reactive gases, were discussed that offer great promise for improving the ability to study regional respiratory tract absorption of reactive gases. Various dosimetry modeling applications were discussed which demonstrate: the importance of airflow patterns for site-specific dosimetry in the upper respiratory tract, the influence of the anatomical model used to make inter- and intraspecies dosimetric comparisons, the influence of tracheobronchial path length on predicted dose curves, and the implications of ventilatory unit structure and volume on dosimetry and response. Collectively, these examples illustrate important aspects of regional respiratory tract absorption of inhaled reactive gases. Given the complex nature of extent and pattern of injury in the respiratory tract from exposure to reactive gases, understanding interspecies differences in the absorption of reactive gases will continue to be an important area for study.

    The meaning of global warming and its relevance to everyday life is explained. Simple thermodynamics is used to predict an oscillatory nature of the change in climate due to global warming. The regional economic impacts of global extreme events are what mankind needs to focus on in government and private sector policy and planning. The economic impact of global warming has been tracked by the Extreme Event Index (EEI) established by the Global Warming International Center (GWIC). This review will update the overall trend and the components of the EEI from 1960 to 1996. The regional components of the global EEI have provided an excellent gauge for measuring the statistical vulnerability of any geographical locality in climate related economic disasters. The author further explains why we no longer fully understand the nature and magnitudes of common phenomena such as storms and wind speeds because of these extreme events, precipitation and temperature oscillations, atmospheric thermal unrest, as well as the further stratification of clouds, and changes in the absorptive properties of clouds. Hurricane strength winds are increasingly common even in continental areas. The author links the increase in duration of the El Nino to global warming, and further predicts a high public health risk as a result of the earth`s transition to another equilibrium state in its young history.

However, Lithuania and Estonia are net exporters of electricity despite their reliance on primary fuels imports. The major power stations in these two Republics are the Ignalina Nuclear Power Station and the two thermal power plants at Narva in Estonia which are fueled by oil shale. The only oil refinery in the Baltics is also located in Lithuania, at Mazeikiai. This refinery has the capacity to satisfy the demand for selected refined products of the entire region, including the Kaliningrad oblast, a noncontiguous part of Russia. The Mazeikiai refinery has operated at only forty to sixty percent capacity since 1990 due to halts in crude oil supplies from Russia. The Baltic Republics also import one hundred percent of their coal and natural gas supplies. Russia is the main trading partner for all the Baltic states, accounting for more than half of their trade flow. Mutual trade within the Baltics has been surprisingly low. Other Baltic states contribute less than ten percent to each Republic`s exports or imports, even less than Belarus or Ukraine. Aside from Russia, Ukraine, and Belarus, only Kazakhstan contributes more than two percent to Baltics trade.

    The Morris County Improvement Authority (Authority), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (Solar Projects) at fifteen (15) sites for seven (7) local government units (Local Units) in and including the County. The Program uses a Power Purchase Agreement (PPA) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    The purpose of preparing this annotated bibliography was to compile information on coal localities for the Caribbean region used for preparation of a coal map of the region. Also, it serves as a brief reference list of publications for future coal studies in the Caribbean region. It is in no way an exhaustive study or complete listing of coal literature for the Caribbean. All the material was gathered from published literature with the exception of information from Cuba which was supplied from a study by Gordon Wood of the US Geological Survey, Branch of Coal Resources. Following the classification system of the US Geological Survey (Wood and others, 1983), the term coal resources has been used in this report for reference to general estimates of coal quantities even though authors of the material being annotated may have used the term coal reserves in a similar denotation. The literature ranges from 1857 to 1981. The countries listed include Colombia, Mexico, Venezuela, Cuba, the Dominican Republic, Haiti, Jamaica, Puerto Rico, and the countries of Central America.

    In the electricity sector the use of merger remedies is a risky game to play. To protect consumers, economics suggests that merger controls be more cautious and stringent than in other sectors.
