    The non-intrusive inspection (NII) of consolidated air cargo carried on commercial passenger aircraft continues to be a technically challenging, high-priority requirement of the Department of Homeland Security's Science and Technology Directorate (DHS S&T), the Transportation Security Agency and the Federal Aviation Administration. The goal of deploying a screening system that can reliably and cost-effectively detect explosive threats in consolidated cargo without adversely affecting the flow of commerce will require significant technical advances that will take years to develop. To address this critical National Security need, the Battelle Memorial Institute (Battelle), under a Cooperative Research and Development Agreement (CRADA) with four of its associated US Department of Energy (DOE) National Laboratories (Oak Ridge, Pacific Northwest, Idaho, and Brookhaven), conducted a research and development initiative focused on identifying, evaluating, and integrating technologies for screening consolidated air cargo for the presence of explosive threats. Battelle invested $8.5M of internal research and development funds during fiscal years 2007 through 2009. The primary results of this effort are described in this document and can be summarized as follows: (1) Completed a gap analysis that identified threat signatures and observables, candidate technologies for detection, their current state of development, and provided recommendations for improvements to meet air cargo screening requirements. (2) Defined a Commodity/Threat/Detection matrix that focuses modeling and experimental efforts, identifies technology gaps and game-changing opportunities, and provides a means of summarizing current and emerging capabilities. (3) Defined key properties (e.g., elemental composition, average density, effective atomic weight) for basic commodity and explosive benchmarks, developed virtual models of the physical distributions (pallets) of three commodity types and three explosive

    This morning I will describe a program that we refer to as STARS, for Science and Technology to Advance Regional Security, in Central Asia. It is a program that is based on cooperative, bilateral and multilateral, science and technology projects. It is our premise that such cooperative projects provide an opportunity for engagement while addressing real problems that could otherwise lead to destabilizing tensions in the region. The STARS program directly supports USCENTCOM's activities and objectives in environmental security. In fact, we think that STARS is a great vehicle for implementing and amplifying USCENTCOM's environmental security objectives and activities. We are very grateful and very pleased to have General DeLong's support in this matter. I am going to briefly describe the program. I want to stress again that it is a cooperative program. We would like to get input, suggestions, and feedback from the Central Asians here today so we can move forward together.

    This paper presents the process used by the Department of Energy (DOE) Environmental Management (EM) Program to collect and prioritize DOE soil and groundwater site science and technology needs, develop and document strategic plans within the EM Engineering and Technology Roadmap, and establish specific program and project initiatives for inclusion in the EM Multi-Year Program Plan. The paper also presents brief summaries of the goals and objectives for the established soil and groundwater initiatives.

    This report describes the findings of the effort initiated by the Arab Science and Technology Foundation and the Cooperative Monitoring Center at Sandia National Laboratories to identify, contact, and engage members of the Iraqi science and technology (S&T) community. The initiative is divided into three phases. The first phase, the survey of the Iraqi scientific community, shed light on the most significant current needs in the fields of science and technology in Iraq. Findings from the first phase will lay the groundwork for the second phase that includes the organization of a workshop to bring international support for the initiative, and simultaneously decides on an implementation mechanism. Phase three involves the execution of outcomes of the report as established in the workshop. During Phase 1 the survey team conducted a series of trips to Iraq during which they had contact with nearly 200 scientists from all sections of the country, representing all major Iraqi S&T specialties. As a result of these contacts, the survey team obtained over 450 project ideas from Iraqi researchers. These projects were revised and analyzed to identify priorities and crucial needs. After refinement, the result is approximately 170 project ideas that have been categorized according to their suitability for (1) developing joint research projects with international partners, (2) engaging Iraqi scientists in solving local problems, and (3) developing new business opportunities. They have also been ranked as to high, medium, or low priority.

In the RGGI region, changes in the value of electricity-generating assets may be positive or negative, while changes outside the Northeast are virtually always positive.     This paper is concerned with the promotion and advancement of regional security in the Middle East and Central Asia through the development of bilateral and multilateral cooperation on targeted scientific and technical projects. It is widely recognized that increasing tensions and instability in many parts of the world emphasize--or reemphasize--a need to seek and promote regional security in these areas. At the Lawrence Livermore National Laboratory (LLNL), a national security research facility operated for the US Department of Energy, we are pursuing an effort to use science and technology as a ''low risk'' means of engagement in regions of strategic importance to the United States. In particular, we are developing collaborations and cooperative projects among (and between) national laboratory scientists in the US and our various counterparts in the countries of interest.

    Battle Management and Command, Control and Communications (BM/C3) issues in the Strategic Defense Initiative (SDI) context were discussed at a two-day workshop at the Institute for Defense Analyses (IDA). Another workshop-probed civilian systems that require handling of large amounts of data and that have fault-tolerant features that may be useful in resolving the SDI BM/C3 problems. The findings are summarized in this report, with special emphasis on possible research to be supported by the Innovative Science and Technology Office of SDIO.

    The problem of explaining the X-ray emission properties of the massive, close binary WR 20a is discussed. Located near the cluster core of Westerlund 2, WR 20a is composed of two nearly identical Wolf-Rayet stars of 82 and 83 solar masses orbiting with a period of only 3.7 days. Although Chandra observations were taken during the secondary optical eclipse, the X-ray light curve shows no signs of a flux decrement. In fact, WR 20a appears slightly more X-ray luminous and softer during the optical eclipse, opposite to what has been observed in other binary systems. To aid in our interpretation of the data, we compare with the results of hydrodynamical simulations using the adaptive mesh refinement code Mezcal which includes radiative cooling and a radiative acceleration force term. It is shown that the X-ray emission can be successfully explained in models where the wind-wind collision interface in this system occurs while the outflowing material is still being accelerated. Consequently, WR 20a serves as a critical test-case for how radiatively driven stellar winds are initiated and how they interact. Our models not only procure a robust description of current Chandra data, which cover the orbital phases between 0.3 and 0.6, but also provide detailed predictions over the entire orbit.

    This milestone has been accomplished. The Heavy Ion Fusion Science Virtual National Laboratory (HIFS-VNL) has developed and implemented an initial beam-in-plasma implicit modeling capability in Warp; has carried out tests validating the behavior of the models employed; has compared the results of electrostatic and electromagnetic models when applied to beam expansion in an NDCX-I relevant regime; has compared Warp and LSP results on a problem relevant to NDCX-I; has modeled wave excitation by a rigid beam propagating through plasma; and has implemented and begun testing a more advanced implicit method that correctly captures electron drift motion even when timesteps too large to resolve the electron gyro-period are employed. The HIFS-VNL is well on its way toward having a state-of-the-art source-to-target simulation capability that will enable more effective support of ongoing experiments in the NDCX series and allow more confident planning for future ones.

    In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact

    I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    The U.S. Department of Energy (DOE) is launching a major research and development initiative to create a small, fast, inexpensive and environmentally friendly rig for drilling 5000 feet boreholes to investigate potential oil and gas reservoirs. DOE wishes to get input from petroleum industry operators, service companies and equipment suppliers on the operation and application of this coiled-tubing-based drilling unit. To that end, DOE has asked Spears & Associates, Inc. (SAI) to prepare a special state-of-the-market report and assist during a DOE-sponsored project-scoping workshop in Albuquerque near the end of April 2003. The scope of the project is four-fold: (1) Evaluate the history, status and future of demand for very small bore-hole drilling; (2) Measure the market for coiled tubing drilling and describe the state-of-the-art; (3) Identify companies and individuals who should have an interest in micro drilling and invite them to the DOE workshop; and (4) Participate in 3 concurrent workshop sessions, record and evaluate participant comments and report workshop conclusions.

    In 2003 a joint effort between the U.S. Department of Homeland Security (DHS) and the U.S. Department of Justice created state and metropolitan intelligence fusion centers. These fusion centers were an effort to share law enforcement, disaster, and terrorism related information and intelligence between state and local jurisdictions and to share terrorism related intelligence between state and local law enforcement agencies and various federal entities. In 2006, DHS commissioned the Oak Ridge National Laboratory to establish and manage a groundbreaking program to assist local, state, and tribal leaders in developing the tools and methods required to anticipate and forestall terrorist events and to enhance disaster response. This program, called the Southeast Region Research Initiative (SERRI), combines science and technology with validated operational approaches to address regionally unique requirements and suggest regional solutions with the potential for national application. In 2009, SERRI sponsored the Multistate Sharing Initiative (MSSI) to assist state and metropolitan intelligence fusion centers with sharing information related to a wider variety of state interests than just terrorism. While these fusion centers have been effective at sharing data across organizations within their respective jurisdictions, their organizational structure makes bilateral communication with federal entities convenient and also allows information to be further disbursed to other local entities when appropriate. The MSSI-developed Suspicious Activity Report (SAR) sharing system allows state-to-state sharing of non-terrorism-related law enforcement and disaster information. Currently, the MSSI SAR system is deployed in Alabama, Kentucky, Tennessee, and South Carolina. About 1 year after implementation, cognizant fusion center personnel from each state were contacted to ascertain the status of their MSSI SAR systems. The overwhelming response from these individuals was that the MSSI
