    The meaning of global warming and its relevance to everyday life is explained. Simple thermodynamics is used to predict an oscillatory nature of the change in climate due to global warming. The regional economic impacts of global extreme events are what mankind needs to focus on in government and private sector policy and planning. The economic impact of global warming has been tracked by the Extreme Event Index (EEI) established by the Global Warming International Center (GWIC). This review will update the overall trend and the components of the EEI from 1960 to 1996. The regional components of the global EEI have provided an excellent gauge for measuring the statistical vulnerability of any geographical locality in climate related economic disasters. The author further explains why we no longer fully understand the nature and magnitudes of common phenomena such as storms and wind speeds because of these extreme events, precipitation and temperature oscillations, atmospheric thermal unrest, as well as the further stratification of clouds, and changes in the absorptive properties of clouds. Hurricane strength winds are increasingly common even in continental areas. The author links the increase in duration of the El Nino to global warming, and further predicts a high public health risk as a result of the earth`s transition to another equilibrium state in its young history.

    Purpose: Although the likelihood of radiation-related adverse events influences treatment decisions regarding radiation therapy after prostatectomy for eligible patients, the data available to inform decisions are limited. This study was designed to evaluate the genitourinary, gastrointestinal, and sexual adverse events associated with postprostatectomy radiation therapy and to assess the influence of radiation timing on the risk of adverse events. Methods: The Regione Emilia-Romagna Italian Longitudinal Health Care Utilization Database was queried to identify a cohort of men who received radical prostatectomy for prostate cancer during 2003 to 2009, including patients who received postprostatectomy radiation therapy. Patients with prior radiation therapy were excluded. Outcome measures were genitourinary, gastrointestinal, and sexual adverse events after prostatectomy. Rates of adverse events were compared between the cohorts who did and did not receive postoperative radiation therapy. Multivariable Cox proportional hazards models were developed for each class of adverse events, including models with radiation therapy as a time-varying covariate. Results: A total of 9876 men were included in the analyses: 2176 (22%) who received radiation therapy and 7700 (78%) treated with prostatectomy alone. In multivariable Cox proportional hazards models, the additional exposure to radiation therapy after prostatectomy was associated with increased rates of gastrointestinal (rate ratio [RR] 1.81; 95% confidence interval [CI] 1.44-2.27; P<.001) and urinary nonincontinence events (RR 1.83; 95% CI 1.83-2.80; P<.001) but not urinary incontinence events or erectile dysfunction. The addition of the time from prostatectomy to radiation therapy interaction term was not significant for any of the adverse event outcomes (P>.1 for all outcomes). Conclusion: Radiation therapy after prostatectomy is associated with an increase in gastrointestinal and genitourinary adverse events. However

    Technology-based enhancement of information analysis requires a detailed understanding of the cognitive tasks involved in the process. The information search and report production tasks of the information analysis process were investigated through evaluation of time-stamped workstation data gathered with custom software. Model tasks simulated the search and production activities, and a sample of actual analyst data were also evaluated. Task event durations were calculated on the basis of millisecond-level time stamps, and distributions were plotted for analysis. The data indicate that task event time shows a cyclic pattern of variation, with shorter event durations (< 2 sec) reflecting information search and filtering, and longer event durations (> 10 sec) reflecting information evaluation. Application of cognitive principles to the interpretation of task event time data provides a basis for developing “cognitive signatures” of complex activities, and can facilitate the development of technology aids for information intensive tasks.

    Interface Region Imaging Spectrograph data allow us to study the solar transition region (TR) with an unprecedented spatial resolution of 0.''33. On 2013 August 30, we observed bursts of high Doppler shifts suggesting strong supersonic downflows of up to 200 km s{sup –1} and weaker, slightly slower upflows in the spectral lines Mg II h and k, C II 1336, Si IV 1394 Å, and 1403 Å, that are correlated with brightenings in the slitjaw images (SJIs). The bursty behavior lasts throughout the 2 hr observation, with average burst durations of about 20 s. The locations of these short-lived events appear to be the umbral and penumbral footpoints of EUV loops. Fast apparent downflows are observed along these loops in the SJIs and in the Atmospheric Imaging Assembly, suggesting that the loops are thermally unstable. We interpret the observations as cool material falling from coronal heights, and especially coronal rain produced along the thermally unstable loops, which leads to an increase of intensity at the loop footpoints, probably indicating an increase of density and temperature in the TR. The rain speeds are on the higher end of previously reported speeds for this phenomenon, and possibly higher than the free-fall velocity along the loops. On other observing days, similar bright dots are sometimes aligned into ribbons, resembling small flare ribbons. These observations provide a first insight into small-scale heating events in sunspots in the TR.

    Natural and man-made hazardous events resulting in loss of grid infrastructure assets challenge the electric power grid’s security and resilience. However, the planning and allocation of appropriate contingency resources for such events requires an understanding of their likelihood and the extent of their potential impact. Where these events are of low likelihood, a risk-informed perspective on planning can be problematic as there exists an insufficient statistical basis to directly estimate the probabilities and consequences of their occurrence. Since risk-informed decisions rely on such knowledge, a basis for modeling the risk associated with high-impact low frequency events (HILFs) is essential. Insights from such a model can inform where resources are most rationally and effectively expended. The present effort is focused on development of a HILF risk assessment framework. Such a framework is intended to provide the conceptual and overarching technical basis for the development of HILF risk models that can inform decision makers across numerous stakeholder sectors. The North American Electric Reliability Corporation (NERC) 2014 Standard TPL-001-4 considers severe events for transmission reliability planning, but does not address events of such severity that they have the potential to fail a substantial fraction of grid assets over a region, such as geomagnetic disturbances (GMD), extreme seismic events, and coordinated cyber-physical attacks. These are beyond current planning guidelines. As noted, the risks associated with such events cannot be statistically estimated based on historic experience; however, there does exist a stable of risk modeling techniques for rare events that have proven of value across a wide range of engineering application domains. There is an active and growing interest in evaluating the value of risk management techniques in the State transmission planning and emergency response communities, some of this interest in the context of

    Evidence from observational cosmology and astrophysics indicates that about one third of the universe is matter, but that the known baryonic matter only contributes to the universe at 4%. A large fraction of the universe is cold and non-baryonic matter, which has important role in the universe structure formation and its evolution. The leading candidate for the non-baryonic dark matter is Weakly Interacting Massive Particles (WIMPs), which naturally occurs in the supersymmetry theory in particle physics. The Cryogenic Dark Matter Search (CDMS) experiment is searching for evidence of a WIMP interaction off an atomic nucleus in crystals of Ge and Si by measuring simultaneously the phonon energy and ionization energy of the interaction in the CDMS detectors. The WIMP interaction energy is from a few keV to tens of keV with a rate less than 0.1 events/kg/day. To reach the goal of WIMP detection, the CDMS experiment has been conducted in the Soudan mine with an active muon veto and multistage passive background shields. The CDMS detectors have a low energy threshold and background rejection capabilities based on ionization yield. However, betas from contamination and other radioactive sources produce surface interactions, which have low ionization yield, comparable to that of bulk nuclear interactions. The low-ionization surface electron recoils must be removed in the WIMP search data analysis. An emphasis of this thesis is on developing the method of the surface-interaction rejection using location information of the interactions, phonon energy distributions and phonon timing parameters. The result of the CDMS Soudan run118 92.3 live day WIMP search data analysis is presented, and represents the most sensitive search yet performed.

    As managers of agricultural and natural resources are confronted with uncertainties in global change impacts, the complexities associated with the interconnected cycling of nitrogen, carbon, and water present daunting management challenges. Existing models provide detailed information on specific sub-systems (land, air, water, economics, etc). An increasing awareness of the unintended consequences of management decisions resulting from interconnectedness of these sub-systems, however, necessitates coupled regional earth system models (EaSMs). Decision makers needs and priorities can be integrated into the model design and development processes to enhance decision-making relevance and "usability" of EaSMs. BioEarth is a current research initiative with a focus on the U.S. Pacific Northwest region that explores the coupling of multiple stand-alone EaSMs to generate usable information for resource decision-making. Direct engagement between model developers and non-academic stakeholders involved in resource and environmental management decisions throughout the model development process is a critical component of this effort. BioEarth utilizes a "bottom-up" approach, upscaling a catchment-scale model to basin and regional scales, as opposed to the "top-down" approach of downscaling global models utilized by most other EaSM efforts. This paper describes the BioEarth initiative and highlights opportunities and challenges associated with coupling multiple stand-alone models to generate usable information for agricultural and natural resource decision-making.

For example, the classification might be: teleseismic, regional, local, vehicular, or noise. Self-organizing neural networks (SONNs) can be used for classifying such events. Both Kohonen and Adaptive Resonance Theory (ART) SONNs are useful for this purpose. Given the detection of a seismic event and the corresponding signal, computation is made of: the time-frequency distribution, its binary representation, and finally a shift-invariant representation, which is the magnitude of the two-dimensional Fourier transform (2-D FFT) of the binary time-frequency distribution. This pre-processed input is fed into the SONNs. These neural networks are able to group events that look similar. The ART SONN has an advantage in classifying the event because the types of cluster groups do not need to be pre-defined. The results from the SONNs together with an expert seismologist's classification are then used to derive event classification probabilities.

    The primary purpose of this analysis is to evaluate seismic- and igneous-related features, events, and processes (FEPs). These FEPs represent areas of natural system processes that have the potential to produce disruptive events (DE) that could impact repository performance and are related to the geologic processes of tectonism, structural deformation, seismicity, and igneous activity. Collectively, they are referred to as the DE FEPs. This evaluation determines which of the DE FEPs are excluded from modeling used to support the total system performance assessment for license application (TSPA-LA). The evaluation is based on the data and results presented in supporting analysis reports, model reports, technical information, or corroborative documents that are cited in the individual FEP discussions in Section 6.2 of this analysis report.

    The purpose of this analysis report is to evaluate and document the inclusion or exclusion of the disruptive events features, events, and processes (FEPs) with respect to modeling used to support the total system performance assessment for license application (TSPA-LA). A screening decision, either ''Included'' or ''Excluded,'' is given for each FEP, along with the technical basis for screening decisions. This information is required by the U.S. Nuclear Regulatory Commission (NRC) at 10 CFR 63.114 (d), (e), and (f) [DIRS 156605]. The FEPs addressed in this report deal with both seismic and igneous disruptive events, such as fault displacements through the repository and an igneous intrusion into the repository. For included FEPs, this analysis summarizes the implementation of the FEP in TSPA-LA (i.e., how the FEP is included). For excluded FEPs, this analysis provides the technical basis for exclusion from TSPA-LA (i.e., why the FEP is excluded). Previous versions of this report were developed to support the total system performance assessments (TSPA) for various prior repository designs. This revision addresses the repository design for the license application (LA).

    The WCEDS prototype software system was developed to investigate the usefulness of waveform correlation methods for CTBT monitoring. The WCEDS prototype performs global seismic event detection and has been used in numerous experiments. This report documents the software system design, presenting an overview of the system operation, describing the system functions, tracing the information flow through the system, discussing the software structures, and describing the subsystem services and interactions. The effectiveness of the software design in meeting project objectives is considered, as well as opportunities for code refuse and lessons learned from the development process. The report concludes with recommendations for modifications and additions envisioned for regional waveform-correlation-based detector.

    The ability to verify a Comprehensive Test Ban Treaty (CTBT) depends in part on the ability to seismically detect and discriminate between potential clandestine underground nuclear tests and other seismic sources, including earthquakes and mining activities. Regional techniques are necessary to push detection and discrimination levels down to small magnitudes, but existing methods of event discrimination are mainly empirical and show much variability from region to region. The goals of Lawrence Livermore National Laboratory`s (LLNL`s) regional discriminant research are to evaluate the most promising discriminants, improve the understanding of their physical basis and use this information to develop new and more effective discriminants that can be transported to new regions of high monitoring interest. In this report the authors discuss preliminary efforts to geophysically characterize the Middle East and North Africa. They show that the remarkable stability of coda allows one to develop physically based, stable single station magnitude scales in new regions. They then discuss progress to date on evaluating and improving physical understanding and ability to model regional discriminants, focusing on the comprehensive NTS dataset. The authors apply this modeling ability to develop improved discriminants including slopes of P to S ratios. They find combining disparate discriminant techniques is particularly effective in identifying consistent outliers such as shallow earthquakes and mine seismicity. Finally they discuss development and use of new coda and waveform modeling tools to investigate special events.

    Regional climate modeling with regional climate models (RCMs) has matured over the past decade and allows for meaningful utilization in a broad spectrum of applications. In this paper, latest progresses in regional climate modeling studies are reviewed, including RCM development, applications of RCMs to dynamical downscaling for climate change assessment, seasonal climate predictions and climate process studies, and the study of regional climate predictability. Challenges and potential directions of future research in this important area are discussed, with the focus on those to which less attention has been given previously, such as the importance of ensemble simulations, further development and improvement of regional climate modeling approach, modeling extreme climate events and sub-daily variation of clouds and precipitation, model evaluation and diagnostics, applications of RCMs to climate process studies and seasonal predictions, and development of regional earth system models. It is believed that with both the demonstrated credibility of RCMs capability in reproducing not only monthly to seasonal mean climate and interannual variability but also the extreme climate events when driven by good quality reanalysis and the continuous improvements in the skill of global general circulation models (GCMs) in simulating large-scale atmospheric circulation, regional climate modeling will remain an important dynamical downscaling tool for providing the needed information for assessing climate change impacts and seasonal climate predictions, and a powerful tool for improving our understanding of regional climate processes. An internationally coordinated effort can be developed with different focuses by different groups to advance regional climate modeling studies. It is also recognized that since the final quality of the results from nested RCMs depends in part on the realism of the large-scale forcing provided by GCMs, the reduction of errors and improvement in

    The Hydrogen Incident Reporting and Lessons Learned website (www.h2incidents.org) was launched in 2006 as a database-driven resource for sharing lessons learned from hydrogen-related safety events to raise safety awareness and encourage knowledge-sharing. The development of this database, its first uses and subsequent enhancements have been described at the Second and Third International Conferences on Hydrogen Safety. [1,2] Since 2009, continuing work has not only highlighted the value of safety lessons learned, but enhanced how the database provides access to another safety knowledge tool, Hydrogen Safety Best Practices (http://h2bestpractices.org). Collaborations with the International Energy Agency (IEA) Hydrogen Implementing Agreement (HIA) Task 19 Hydrogen Safety and others have enabled the database to capture safety event learnings from around the world. This paper updates recent progress, highlights the new Lessons Learned Corner as one means for knowledge-sharing and examines the broader potential for collecting, analyzing and using safety event information.

  14. Evaluating resilience of DNP3-controlled SCADA systems against event buffer flooding

    The DNP3 protocol is widely used in SCADA systems (particularly electrical power) as a means of communicating observed sensor state information back to a control center. Typical architectures using DNP3 have a two level hierarchy, where a specialized data aggregator device receives observed state from devices within a local region, and the control center collects the aggregated state from the data aggregator. The DNP3 communication between control center and data aggregator is asynchronous with the DNP3 communication between data aggregator and relays; this leads to the possibility of completely filling a data aggregator's buffer of pending events, when a relay is compromised or spoofed and sends overly many (false) events to the data aggregator. This paper investigates how a real-world SCADA device responds to event buffer flooding. A Discrete-Time Markov Chain (DTMC) model is developed for understanding this. The DTMC model is validated by a Moebius simulation model and data collected on real SCADA testbed.

    A system is described for receiving a stream of events and scoring the events based on anomalousness and maliciousness (or other classification). The system can include a plurality of anomaly detectors that together implement an algorithm to identify low-probability events and detect atypical traffic patterns. The anomaly detector provides for comparability of disparate sources of data (e.g., network flow data and firewall logs.) Additionally, the anomaly detector allows for regulatability, meaning that the algorithm can be user configurable to adjust a number of false alerts. The anomaly detector can be used for a variety of probability density functions, including normal Gaussian distributions, irregular distributions, as well as functions associated with continuous or discrete variables.

    A means and method for single event time of flight mass spectrometry for analysis of specimen materials. The method of the invention includes pulsing an ion source imposing at least one pulsed ion onto the specimen to produce a corresponding emission of at least one electrically charged particle. The emitted particle is then dissociated into a charged ion component and an uncharged neutral component. The ion and neutral components are then detected. The time of flight of the components are recorded and can be used to analyze the predecessor of the components, and therefore the specimen material.     The ionic charge states of solar energetic particles (SEPs) provide direct information about the source plasma, the acceleration environment, and their transport. Recent studies report that both gradual and impulsive SEP events show mean iron charge states (Q {sub Fe}) ? 10-14 at low energies E ? 0.1 MeV nuc{sup 1}, consistent with their origin from typical corona material at temperatures 1-2 MK. Observed increases of (Q {sub Fe}) up to 20 at energies 0.1-0.5 MeV nuc{sup 1} in impulsive SEPs are attributed to stripping during acceleration. However, Q {sub Fe} > 16 is occasionally found in the solar wind, particularly coming from active regions, in contrast to the exclusively reported (Q {sub Fe}) ? 14 for low energy SEPs. Here we report results from a survey of all 89 SEP events observed with Advanced Composition Explorer Solar Energetic Particle Ionic Charge Analyzer (SEPICA) in 1998-2000 for iron charge states augmented at low energy with Solar and Heliospheric Observatory CELIAS suprathermal time-of-flight (STOF). Nine SEP events with (Q {sub Fe}) ? 14 throughout the entire SEPICA and STOF energy range have been identified. Four of the nine events are impulsive events identified through velocity dispersion that are consistent with source temperatures ?2 MK up to ?4 MK. The other five events show evidence of interplanetary acceleration. Four of them involve re-acceleration of impulsive material, whose original energy dependent charge states appear re-distributed to varying extent bringing higher charge states to lower energy. One event, which shows flat but elevated (Q {sub Fe}) ? 14.2 over the entire energy range, can be associated with interplanetary acceleration of high temperature material. This event may exemplify a rare situation when a second shock plows through high temperature coronal mass ejection material.
