  5. Economics of induction linac drivers for radiation sources

    Recent developments in high reliability components for linear induction accelerators (LIA) make possible the use of LIAs as large-scale, economical sources of radio-frequency (rf) power for many applications. One particularly attractive example of interest to high energy physicists is a ''two-beam accelerator'' version of a linear e/sup +/-e/sup -/ collider at TeV energies in which the LIA is configured as a monolithic relativistic klystron operating at 10 to 12 GHz. Another example of keen interest to the fusion community is the use of the LIA to drive a free-electron laser operating at 200 to 500 GHz for use in heating fusion plasma via electron resonance cyclotron heating. This paper briefly describes several potential uses of LIA radiation sources. It discusses the physical basis for scaling our present experience with LIAs to the operating characteristics applicable to large-scale sources of rf power and synchrotron radiation. 14 refs., 6 figs., 1 tab.

  6. Assessing the Drivers of Regional Trends in Solar Photovoltaic Manufacturing

    Using a bottom-up model for wafer-based silicon PV, we examine both historical and future factory-location decisions from the perspective of a multinational corporation. Our model calculates the cost of PV manufacturing with process step resolution, while considering the impact of corporate financing and operations with a calculation of the minimum selling price that provides an adequate rate of return. We quantify the conditions of China's historical PV price advantage, examine if these conditions can be reproduced elsewhere, and evaluate the role of innovative technology in altering regional competitive advantage.

  11. Global and Regional Ecosystem Modeling: Databases of Model Drivers and Validation Measurements

    Understanding global-scale ecosystem responses to changing environmental conditions is important both as a scientific question and as the basis for making policy decisions. The confidence in regional models depends on how well the field data used to develop the model represent the region of interest, how well the environmental model driving variables (e.g., vegetation type, climate, and soils associated with a site used to parameterize ecosystem models) represent the region of interest, and how well regional model predictions agree with observed data for the region. To assess the accuracy of global model forecasts of terrestrial carbon cycling, two Ecosystem Model-Data Intercomparison (EMDI) workshops were held (December 1999 and April 2001). The workshops included 17 biogeochemical, satellite-driven, detailed process, and dynamic vegetation global model types. The approach was to run regional or global versions of the models for sites with net primary productivity (NPP) measurements (i.e., not fine-tuned for specific site conditions) and analyze the model-data differences. Extensive worldwide NPP data were assembled with model driver data, including vegetation, climate, and soils data, to perform the intercomparison. This report describes the compilation of NPP estimates for 2,523 sites and 5,164 0.5{sup o}-grid cells under the Global Primary Production Data Initiative (GPPDI) and the results of the EMDI review and outlier analysis that produced a refined set of NPP estimates and model driver data. The EMDI process resulted in 81 Class A sites, 933 Class B sites, and 3,855 Class C cells derived from the original synthesis of NPP measurements and associated driver data. Class A sites represent well-documented study sites that have complete aboveground and below ground NPP measurements. Class B sites represent more numerous ''extensive'' sites with less documentation and site-specific information available. Class C cells represent estimates of NPP for 0.5{sup o

The analysis encompasses feedstocks for both conventional and advanced biofuels from agriculture and forestry sources.

    This paper describes the Regional Economic Accounting (REAcct) analysis tool that has been in use for the last 5 years to rapidly estimate approximate economic impacts for disruptions due to natural or manmade events. It is based on and derived from the well-known and extensively documented input-output modeling technique initially presented by Leontief and more recently further developed by numerous contributors. REAcct provides county-level economic impact estimates in terms of gross domestic product (GDP) and employment for any area in the United States. The process for using REAcct incorporates geospatial computational tools and site-specific economic data, permitting the identification of geographic impact zones that allow differential magnitude and duration estimates to be specified for regions affected by a simulated or actual event. Using these data as input to REAcct, the number of employees for 39 directly affected economic sectors (including 37 industry production sectors and 2 government sectors) are calculated and aggregated to provide direct impact estimates. Indirect estimates are then calculated using Regional Input-Output Modeling System (RIMS II) multipliers. The interdependent relationships between critical infrastructures, industries, and markets are captured by the relationships embedded in the inputoutput modeling structure.

    The meaning of global warming and its relevance to everyday life is explained. Simple thermodynamics is used to predict an oscillatory nature of the change in climate due to global warming. The regional economic impacts of global extreme events are what mankind needs to focus on in government and private sector policy and planning. The economic impact of global warming has been tracked by the Extreme Event Index (EEI) established by the Global Warming International Center (GWIC). This review will update the overall trend and the components of the EEI from 1960 to 1996. The regional components of the global EEI have provided an excellent gauge for measuring the statistical vulnerability of any geographical locality in climate related economic disasters. The author further explains why we no longer fully understand the nature and magnitudes of common phenomena such as storms and wind speeds because of these extreme events, precipitation and temperature oscillations, atmospheric thermal unrest, as well as the further stratification of clouds, and changes in the absorptive properties of clouds. Hurricane strength winds are increasingly common even in continental areas. The author links the increase in duration of the El Nino to global warming, and further predicts a high public health risk as a result of the earth`s transition to another equilibrium state in its young history.

Researchers worked with developers and industry representatives in each region to create potential offshore wind deployment and supply chain growth scenarios, specific to their locations. These scenarios were used as inputs into the offshore JEDI model to estimate jobs and other gross economic impacts in each region.

    Chapter 5 analyzes the anthropogenic greenhouse gas (GHG) emission trends until the present and the main drivers that explain those trends. The chapter uses different perspectives to analyze past GHG-emissions trends, including aggregate emissions flows and per capita emissions, cumulative emissions, sectoral emissions, and territory-based vs. consumption-based emissions. In all cases, global and regional trends are analyzed. Where appropriate, the emission trends are contextualized with long-term historic developments in GHG emissions extending back to 1750.

    This technical memorandum describes an analysis of regional economic impacts resulting from changes in retail electricity rates due to six power marketing programs proposed by Western Area Power Administration (Western). Regional economic impacts of changes in rates are estimated in terms of five key regional economic variables: population, gross regional product, disposable income, employment, and household income. The REMI (Regional Impact Models, Inc.) and IMPLAN (Impact Analysis for Planning) models simulate economic impacts in nine subregions in the area in which Western power is sold for the years 1993, 2000, and 2008. Estimates show that impacts on aggregate economic activity in any of the subregions or years would be minimal for three reasons. First, the utilities that buy power from Western sell only a relatively small proportion of the total electricity sold in any of the subregions. Second, reliance of Western customers on Western power is fairly low in each subregion. Finally, electricity is not a significant input cost for any industry or for households in any subregion.

  6. Regional economic activity and petroleum industry incentive policies: Utah`s Uintah Basin

    Proponents of petroleum industry subsidies often assert that such policies will have positive economic implications for rural communities. This paper examines the economic impacts of such a policy in Utah. Specifically, this paper quantifies the direct and indirect economic and fiscal impacts of a tax credit granted for oil and gas well workovers in Utah`s Uintah Basin. The analysis is made possible by an input-output model constructed specifically for Utah`s oil producing economy. The tax credit policy was found to generate a net fiscal loss for the state. However, it does generate employment in the Uintah Basin. The total per job cost to the state of generating an average of one job per year for 5 years through the tax credit policy is $24,056 (1991 dollars). However, if the public expenditure impacts are taken into account, then the cost per job could be as high as $48,423 (1991 dollars). Whether there are other ways to generate the same employment gains at a lower cost was lost in the political debate surrounding this petroleum industry tax credit. 8 refs., 2 figs., 9 tabs.

    The primary objectives of the project are to increase the base of scientific knowledge concerning (1) the fate and environmental effects of organics, trace metals, and NORM in water, sediment, and biota near several offshore oil and gas facilities; (2) the characteristics of produced water and produced sand discharges as they pertain to organics, trace metals, and NORM variably found in association with the discharges; (3) the recovery of three terminated produced water discharge sites located in wetland and high-energy open bay sites of coastal Louisiana; (4) the economic and energy supply impacts of existing and anticipated federal and state offshore and coastal discharge regulations; and (5) the catch, consumption and human use patterns of seafood species collected from coastal and offshore waters. The products of the effort will be a series of technical reports detailing the study procedures, results, and conclusions which contribute to the transfer of technology to the scientific community, petroleum industry, and state and federal agencies.

    This report summarizes the methods and conclusions of an economic analysis of the distributional effects of alternative actions that Sierra Nevada could take with its new marketing plan. These alternatives are summarized in the agency`s Environmental Impact Statement (EIS), and this study directly supports the findings in the EIS. The study evaluates the potential economic impacts projected to occur across the northern and central California area currently serviced by Sierra Nevada`s customers. A standard input-output estimation approach was used to calculate impacts on regional output, labor income, and employment. The IMPLAN regional economic modeling system was used to develop regional models for the analysis. Individual regional models were developed for the overall area, the San Francisco Consolidated Metropolitan Statistical Area, the Sacramento Consolidated Metropolitan Statistical Area, the Redding Metropolitan Statistical Area, and the Bakersfield Metropolitan Statistical Area. The analysis relies on information about the effect of Sierra Nevada`s alternative actions on overall system power costs for the year 2005 developed by RW Beck and Associates (Beck-1996). This information is used as input to the 2005 benchmarked IMPLAN regional economic models. The resulting economic impact estimates are inextricably linked to this input information about changes in system power costs, and the estimates reported here are of similar relative magnitude to those estimates. The potential economic effects of Sierra Nevada`s actions are extremely small in relation to the size of the economies potentially affected, and, although they are calculable, they are not significant and often difficult to separate from random error present in the models.

    Utility-scale photovoltaics (PV) system growth is largely driven by the economic metrics of total installed costs and levelized cost of electricity (LCOE), which differ by region. This study details regional cost factors, including environment (wind speed and snow loads), labor costs, material costs, sales taxes, and permitting costs using a new system-level bottom-up cost modeling approach. We use this model to identify regional all-in PV installed costs for fixed-tilt and one-axis tracker systems in the United States with consideration of union and non-union labor costs in 2015. LCOEs using those regional installed costs are then modeled and spatially presented. Finally, we assess the cost reduction opportunities of increasing module conversion efficiencies on PV system costs in order to indicate the possible economic impacts of module technology advancements and help future research and development (R&D) effects in the context of U.S. SunShot targets.

Unconventional gas resources are geologically distinct in that conventional gas resources are buoyancy-driven deposits, occurring as discrete accumulations in structural or stratigraphic traps, whereas unconventional gas resources are generally not buoyancy-driven deposits. The unconventional natural gas category (CAM, gas shales, tight sands, and landfill) is expected to continue at double-digit growth levels in the near term.     A dual burst transmitter for ultra-wideband (UWB) communication systems generates a pair of precisely spaced RF bursts from a single trigger event. An input trigger pulse produces two oscillator trigger pulses, an initial pulse and a delayed pulse, in a dual trigger generator. The two oscillator trigger pulses drive a gated RF burst (power output) oscillator. A bias driver circuit gates the RF output oscillator on and off and sets the RF burst packet width. The bias driver also level shifts the drive signal to the level that is required for the RF output device.

Health related impacts will be studied through field collections and analyses of commercially- and recreationally-important fish and shellfish tissues. Additionally, information on seafood catch, consumption, and use patterns for the Gulf of Mexico will be gathered and analyzed. The facilities to be studied will include both offshore and coastal facilities in the Gulf of Mexico. Coastal sites will be additionally studied to determine ecological recovery of impacted wetland and open bay areas. The economic impact of existing and proposed effluent federal and state regulations will also be evaluated. After an extensive search effort, it was concluded that no coastal sites are available in Texas. A meeting was held between the contractor, Department of Energy (DOE), and Brookhaven National Laboratory (BNL) personnel to discuss potential sites and sampling designs. A letter was sent to the Scientific Review Committee (SRC) providing a general description of the revised site selection process and sampling designs. Task 5 (Assessment of Economic Impacts of Offshore and Coastal Discharge Requirements on Present and Future Operations in the Gulf of Mexico Region) activities included continued evaluation of data types available for the economic analysis. Historical field basis data were acquired. The identification of permitted discharge points was also initiated. Task 6 (Synthesis of Gulf of Mexico Seafood Consumption and Use Patterns) activities have involved the completion of the literature review. Drafts of the fisherman and wholesaler surveys were prepared. The results also brought focus to the potential contributions that DOEs science and technology could make for solving the many difficult, multi-generational problems faced by hundreds of bi-national communities along the 2,000-mile shared border of the United States and Mexico. Efforts to address these U.S.-Mexico border issues were initially sponsored by the DOEs Albuquerque and Carlsbad offices. In subsequent years, the U.S. Congress directed appropriations to DOEs Carlsbad office to address public health, safety and security issues prevalent within U.S.-Mexico border communities. With ASLs assistance, DOEs Albuquerque office developed contacts and formed partnerships with interested U.S and Mexican government, academic, and commercial organizations. Border industries, industrial effluents, and public health conditions were evaluated and documented. Relevant technologies were then matched to environmental problem sets along the border. Several technologies that were identified and subsequently supported by this effort are now operational in a number of U.S.-Mexico border communities, several communities within Mexicos interior states, and in other parts of Latin America. As a result, some serious public health threats within these communities caused by exposure to toxic airborne pollutants have been reduced. During this time, DOEs Carlsbad office hosted a bilateral conference to establish a cross-border consensus on what should be done on the basis of these earlier investigative efforts. Participating border region stakeholders set an agenda for technical collaborations. This agenda was supported by several Members of Congress who provided appropriations and directed DOEs Carlsbad office to initiate technology demonstration projects. During the following two years, more than 12 private-sector and DOE-sponsored technologies were demonstrated in partnership with numerous border community stakeholders.     In 2004, motivated by the recent exciting developments in neutrino physics, the Fermilab Long Range Planning Committee identified a new high intensity Proton Driver as an attractive option for the future. At the end of 2004 the APS ''Study on the Physics of Neutrinos'' concluded that the future US neutrino program should have, as one of its components, ''A proton driver in the megawatt class or above and neutrino superbeam with an appropriate very large detector capable of observing Cp violation and measuring the neutrino mass-squared differences and mixing parameters with high precision''. The presently proposed Fermilab Proton Driver is designed to accomplish these goals, and is based on, and would help develop, Linear Collider technology. In this paper the Proton Driver parameters are summarized, and the potential physics program is described.

    A driver circuit for a light source including one or more solid state light sources, a luminaire including the same, and a method of so driving the solid state light sources are provided. The driver circuit includes a rectifier circuit that receives an alternating current (AC) input voltage and provides a rectified AC voltage. The driver circuit also includes a switching converter circuit coupled to the light source. The switching converter circuit provides a direct current (DC) output to the light source in response to the rectified AC voltage. The driver circuit also includes a mixing circuit, coupled to the light source, to switch current through at least one solid state light source of the light source in response to each of a plurality of consecutive half-waves of the rectified AC voltage.

    In this report, we analyze PV break-even costs for U.S. residential customers. We evaluate some key drivers of grid parity both regionally and over time. We also examine the impact of moving from flat to time-of-use (TOU) rates, and we evaluate individual components of the break-even cost, including effect of rate structure and various incentives. Finally, we examine how PV markets might evolve on a regional basis considering the sensitivity of the break-even cost to four major drivers: technical performance, financing parameters, electricity prices and rates, and policies. We find that electricity price rather than technical parameters are in general the key drivers of the break-even cost of PV. Additionally, this analysis provides insight about the potential viability of PV markets.

The second power delivery module sends a second energy in the form of a second pulse to the load. The second pulse has a frequency that is approximately three times the frequency of the first pulse.     To avoid regular maintenance, invasive plasma diagnostics with probes are not included in the inductively coupled plasma (ICP) based ITER Neutral Beam (NB) source design. Even non-invasive probes like optical emission spectroscopic diagnostics are also not included in the present ITER NB design due to overall system design and interface issues. As a result, negative ion beam current through the extraction system in the ITER NB negative ion source is the only measurement which indicates plasma condition inside the ion source. However, beam current not only depends on the plasma condition near the extraction region but also on the perveance condition of the ion extractor system and negative ion stripping. Nevertheless, inductively coupled plasma production region (RF driver region) is placed at distance (∼ 30cm) from the extraction region. Due to that, some uncertainties are expected to be involved if one tries to link beam current with plasma properties inside the RF driver. Plasma characterization in source RF driver region is utmost necessary to maintain the optimum condition for source operation. In this paper, a method of plasma density estimation is described, based on density dependent plasma load calculation.

    Hybrid electric vehicles, plug-in hybrid electric vehicles, and battery electric vehicles offer the potential to reduce both oil imports and greenhouse gases, as well as to offer a financial benefit to the driver. However, assessing these potential benefits is complicated by several factors, including the driving habits of the operator. We focus on driver aggression, i.e., the level of acceleration and velocity characteristic of travel, to (1) assess its variation within large, real-world drive datasets, (2) quantify its effect on both vehicle efficiency and economics for multiple vehicle types, (3) compare these results to those of standard drive cycles commonly used in the industry, and (4) create a representative drive cycle for future analyses where standard drive cycles are lacking.

    Hybrid electric vehicles, plug-in hybrid electric vehicles, and battery electric vehicles offer the potential to reduce both oil imports and greenhouse gases, as well as to offer a financial benefit to the driver. However, assessing these potential benefits is complicated by several factors, including the driving habits of the operator. We focus on driver aggression, i.e., the level of acceleration and velocity characteristic of travel, to (1) assess its variation within large, real-world drive datasets, (2) quantify its effect on both vehicle efficiency and economics for multiple vehicle types, (3) compare these results to those of standard drive cycles commonly used in the industry, and (4) create a representative drive cycle for future analyses where standard drive cycles are lacking.

    This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

    In federal fiscal year 2000 (FY00), Berkeley Lab had 4,347 full- and part-time employees. In addition, at any given time of the year, there were more than 1,000 Laboratory guests. These guests, who also reside locally, have an important economic impact on the nine-county Bay Area. However, Berkeley Lab's total economic impact transcends the direct effects of payroll and purchasing. The direct dollars paid to the Lab's employees in the form of wages, salaries, and benefits, and payments made to contractors for goods and services, are respent by employees and contractors again and again in the local and greater economy. Further, while Berkeley Lab has a strong reputation for basic scientific research, many of the Lab's scientific discoveries and inventions have had direct application in industry, spawning new businesses and creating new opportunities for existing firms. This analysis updates the Economic Impact Analysis done in 1996, and its purpose is to describe the economic and geographic impact of Laboratory expenditures and to provide a qualitative understanding of how Berkeley Lab impacts and supports the local community. It is intended as a guide for state, local, and national policy makers as well as local community members. Unless otherwise noted, this analysis uses data from FY00, the most recent year for which full data are available.

    Vegetation fires are a major driver of ecosystem dynamics and greenhouse gas emissions. Anticipating potential changes in fire activity and their impacts relies first on a realistic model of fire activity (e.g., fire incidence and interannual variability) and second on a model accounting for fire impacts (e.g., mortality and emissions). In this paper, we focus on our understanding of fire activity and describe a new fire model, HESFIRE (Human–Earth System FIRE), which integrates the influence of weather, vegetation characteristics, and human activities on fires in a stand-alone framework. It was developed with a particular emphasis on allowing fires to spread over consecutive days given their major contribution to burned areas in many ecosystems. A subset of the model parameters was calibrated through an optimization procedure using observation data to enhance our knowledge of regional drivers of fire activity and improve the performance of the model on a global scale. Modeled fire activity showed reasonable agreement with observations of burned area, fire seasonality, and interannual variability in many regions, including for spatial and temporal domains not included in the optimization procedure. Significant discrepancies are investigated, most notably regarding fires in boreal regions and in xeric ecosystems and also fire size distribution. The sensitivity of fire activity to model parameters is analyzed to explore the dominance of specific drivers across regions and ecosystems. The characteristics of HESFIRE and the outcome of its evaluation provide insights into the influence of anthropogenic activities and weather, and their interactions, on fire activity.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    This report describes a material model driver which has recently been implemented in the DYNA3D code. The material model driver allows plotting of the constitutive response predicted by a material model under a given load path. This capability is particularly useful when fitting complex material models to experimental data.     The various technical issues of HIF will be briefly reviewed in this paper. It will be seen that there are numerous areas in common in all the approaches to HIF. In the recent International Symposium on Heavy Ion Inertial Fusion, the attendees met in specialized workshop sessions to consider the needs for research in each area. Each of the workshop groups considered the key questions of this report: (1) Is this an appropriate time for international collaboration in HIF (2) Which problems are most appropriate for such collaboration (3) Can the sharing of target design information be set aside until other driver and systems issues are better resolved, by which time it might be supposed that there could be a relaxation of classification of target issues (4) What form(s) of collaboration are most appropriate, e.g., bilateral or multilateral (5) Can international collaboration be sensibly attempted without significant increases in funding for HIF The authors of this report share the conviction that collaboration on a broad scale is mandatory for HIF to have the resources, both financial and personnel, to progress to a demonstration experiment. Ultimately it may be possible for a single driver with the energy, power, focusibility, and pulse shape to satisfy the needs of the international community for target physics research. Such a facility could service multiple experimental chambers with a variety of beam geometries and target concepts.

    AEM (Arctic Economics Model) for oil and gas was developed to provide an analytic framework for understanding the arctic area resources. It provides the capacity for integrating the resource and technology information gathered by the arctic research and development (R&D) program, measuring the benefits of alternaive R&D programs, and providing updated estimates of the future oil and gas potential from arctic areas. AEM enables the user to examine field or basin-level oil and gas recovery,more » costs, and economics. It provides a standard set of selected basin-specified input values or allows the user to input their own values. AEM consists of five integrated submodels: geologic/resource submodel, which distributes the arctic resource into 15 master regions, consisting of nine arctic offshore regions, three arctic onshore regions, and three souhtern Alaska (non-arctic) regions; technology submodel, which selects the most appropriate exploration and production structure (platform) for each arctic basin and water depth; oil and gas production submodel, which contains the relationship of per well recovery as a function of field size, production decline curves, and production decline curves by product; engineering costing and field development submodel, which develops the capital and operating costs associated with arctic oil and gas development; and the economics submodel, which captures the engineering costs and development timing and links these to oil and gas prices, corporate taxes and tax credits, depreciation, and timing of investment.   12. Break-Even Cost for Residential Photovoltaics in the United States: Key Drivers and Sensitivities

    Grid parity--or break-even cost--for photovoltaic (PV) technology is defined as the point where the cost of PV-generated electricity equals the cost of electricity purchased from the grid. Break-even cost is expressed in $/W of an installed system. Achieving break-even cost is a function of many variables. Consequently, break-even costs vary by location and time for a country, such as the United States, with a diverse set of resources, electricity prices, and other variables. In this report, we analyze PV break-even costs for U.S. residential customers. We evaluate some key drivers of grid parity both regionally and over time. We also examine the impact of moving from flat to time-of-use (TOU) rates, and we evaluate individual components of the break-even cost, including effect of rate structure and various incentives. Finally, we examine how PV markets might evolve on a regional basis considering the sensitivity of the break-even cost to four major drivers: technical performance, financing parameters, electricity prices and rates, and policies. We find that local incentives rather than ?technical? parameters are in general the key drivers of the break-even cost of PV. Additionally, this analysis provides insight about the potential viability of PV markets.

A subscription model in which a service provider owns the battery and supplies access to battery swapping infrastructure could reduce upfront and replacement costs for batteries with a predictable monthly fee, while expanding BEV range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, battery life, etc. The National Renewable Energy Laboratory has applied its Battery Ownership Model to compare the economics and utility of BEV battery swapping service plan options to more traditional direct ownership options. Our evaluation process followed four steps: (1) identifying drive patterns best suited to battery swapping service plans, (2) modeling service usage statistics for the selected drive patterns, (3) calculating the cost-of-service plan options, and (4) evaluating the economics of individual drivers under realistically priced service plans. A service plan option can be more cost-effective than direct ownership for drivers who wish to operate a BEV as their primary vehicle where alternative options for travel beyond the single-charge range are expensive, and a full-coverage-yet-cost-effective regional infrastructure network can be deployed. However, when assumed cost of gasoline, tax structure, and absence of purchase incentives are factored in, our calculations show the service plan BEV is rarely more cost-effective than direct ownership of a conventional vehicle.

  17. Driver performance data acquisition system for ergonomics research

    A portable ergonomics data acquisition system consisting of state-of-the-art hardware being designed is described here. It will be employed to record driver, vehicle, and environment parameter data from a wide range of vehicles and trucks. The system will be unobtrusive to the driver and inconspicuous to the outside world. It will have three modes of data gathering and provide for extended periods of data collection. Modularity, flexibility, and cost will be key drivers in the development effort. The ergonomics data acquisition system project is being conducted in two phases--a feasibility study and a development, construction, and validation phase.

    This paper is the summary of a conceptual study of a Proton Driver for Neutrino Factory based on the use of a Fixed-Field Alternating-Gradient (FFAG) Accelerator. The required proton energy range for an optimum neutrino production is 5 to 12 GeV. This can be accomplished with a group of three concentric rings each with 807 m circumference [1]. FFAG Accelerators [2] have the capability to accelerate charged particles over a large momentum range ({+-}30-50%) and the feature of constant bending and focusing fields. Particles can be accelerated very fast at the rate given by the accelerating field of RF cavities placed in proper locations between magnets. The performance of FFAG accelerators is to be placed between that of Super-Conducting Linear Accelerators (SCL), with which they share the fast acceleration rate, and Rapid-Cycling Synchrotrons (RCS), as they allow the beam to re-circulate over fewer revolutions. Brookhaven National Laboratory is involved in the study of feasibility of FFAG Accelerators to accelerate intense beams of protons in the GeV energy range for a variety of applications the most important of which is the Upgrade of the Alternating Gradient Synchrotron (AGS) with a new FFAG injector [3] accelerating from 400 MeV to 1.5 GeV. The ring would be housed in the AGS tunnel and has henceforth a circumference of 807 m.

    Commercial medium and heavy vehicles, though only a small portion of total vehicle population, play a significant role in energy consumption. In 2012, these vehicles accounted for about 5775.5 trillion btu of energy consumption and 408.8 million tons of CO2 emissions annually, which is a quarter of the total energy burden of highway transportation in the United States [1]. This number is expected to surpass passenger car fuel use within the next few decades. In the meantime, most commercial vehicle fleets are running at a very low profit margin. It is a well known fact that fuel economy can vary significantly between drivers, even when they operate the same vehicle on the same route. According to the US Environmental Protection Agency (EPA) and Natural Resource Canada (NRCan), there is up to 35% fuel economy difference between drivers within the same commercial fleet [2] [3], [4]. Similar results were obtained from a Field Operation Test conducted by Eaton Corporation [5]. During this test as much as 30% fuel economy difference was observed among pick-up-and-delivery drivers and 11% difference was observed among line-haul drivers. The driver variability can be attributed to the fact that different drivers react differently to driving conditions such as road grade, traffic, speed limits, etc. For instance, analysis of over 600k miles of naturalistic heavy duty truck driving data [5] indicates that an experienced driver anticipates a downhill and eases up on the throttle to save fuel while an inexperienced driver lacks this judgment.

    Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

    Driving style changes, e.g., improving driver efficiency and motivating driver behavior changes, could deliver significant petroleum savings. This project examines eliminating stop-and-go driving and unnecessary idling, and also adjusting acceleration rates and cruising speeds to ideal levels to quantify fuel savings. Such extreme adjustments can result in dramatic fuel savings of over 30%, but would in reality only be achievable through automated control of vehicles and traffic flow. In real-world driving, efficient driving behaviors could reduce fuel use by 20% on aggressively driven cycles and by 5-10% on more moderately driven trips. A literature survey was conducted of driver behavior influences, and pertinent factors from on-road experiments with different driving styles were observed. This effort highlighted important driver influences such as surrounding vehicle behavior, anxiety over trying to get somewhere quickly, and the power/torque available from the vehicle. Existing feedback approaches often deliver efficiency information and instruction. Three recommendations for maximizing fuel savings from potential drive cycle improvement are: (1) leveraging applications with enhanced incentives, (2) using an approach that is easy and widely deployable to motivate drivers, and (3) utilizing connected vehicle and automation technologies to achieve large and widespread efficiency improvements.

    , and will certainly have important implications for our understanding of cosmology and the evolution of the early Universe. The current Fermilab Program is an important part of the world-wide accelerator based effort to explore and understand the physics of neutrino oscillations. By early 2005, with both MINOS and MiniBooNE taking data, Fermilab will be able to answer some of the most pressing first-round questions raised by the discovery that neutrinos have mass. Fermilab's high-intensity neutrino beams are derived from 8- and 120-GeV proton beams. MiniBooNE is currently taking data using 8 GeV Protons from the Booster. The 120 GeV NuMI beam will start to operate in early 2005 using a 0.25 MW proton beam power from the Main Injector. Future neutrino programs will build on these existing facilities. New short and long baseline experiments have been proposed. There are proposals to increase the available number of protons at 8 and 120 GeV with the goal of addressing the full range of questions presented by neutrino oscillations. Key to that vision is a new intense proton source that usually is referred to as the Proton Driver.

    End-to-end beam simulations for the driver linac have shown that the design meets the necessary performance requirements including having adequate transverse and longitudinal acceptances. However, to achieve reliable operational performance, the development of appropriate beam diagnostic systems and control room procedures are crucial. With limited R&D funding, beam simulations provide a cost effective tool to evaluate candidate beam diagnostic systems and to provide a critical basis for developing early commissioning and later operational activities. We propose to perform beam dynamic studies and engineering analyses to define the requisite diagnostic systems of the driver linac and through simulation to develop and test commissioning and operational procedures.

    In the history of astronomy, major advances in our understanding of the Universe have come from dramatic improvements in our ability to accurately measure astronomical quantities. Aided by rapid progress in information technology, current sky surveys are changing the way we view and study the Universe. Next-generation surveys will maintain this revolutionary progress. We focus here on the most ambitious survey currently planned in the visible band, the Large Synoptic Survey Telescope (LSST). LSST will have unique survey capability in the faint time domain. The LSST design is driven by four main science themes: constraining dark energy and dark matter, taking an inventory of the Solar System, exploring the transient optical sky, and mapping the Milky Way. It will be a large, wide-field ground-based system designed to obtain multiple images covering the sky that is visible from Cerro Pachon in Northern Chile. The current baseline design, with an 8.4 m (6.5 m effective) primary mirror, a 9.6 deg{sup 2} field of view, and a 3,200 Megapixel camera, will allow about 10,000 square degrees of sky to be covered using pairs of 15-second exposures in two photometric bands every three nights on average. The system is designed to yield high image quality, as well as superb astrometric and photometric accuracy. The survey area will include 30,000 deg{sup 2} with {delta} < +34.5{sup o}, and will be imaged multiple times in six bands, ugrizy, covering the wavelength range 320-1050 nm. About 90% of the observing time will be devoted to a deep-wide-fast survey mode which will observe a 20,000 deg{sup 2} region about 1000 times in the six bands during the anticipated 10 years of operation. These data will result in databases including 10 billion galaxies and a similar number of stars, and will serve the majority of science programs.     "Break-even cost" for photovoltaic (PV) technology is defined as the point where the cost of PV-generated electricity equals the cost of electricity purchased from the grid. Break-even cost is expressed in $/W of an installed system. Achieving break-even cost is a function of many variables. Consequently, break-even costs vary by location and time for a country, such as the United States, with a diverse set of resources, electricity prices, and other variables. In this presentation, we introduce an analysis of PV break-even costs for residential customers in the United States, including an evaluation of some of the key drivers of PV breakeven both regionally and over time. This presentation includes our methodology and presents results for both near-term residential breakeven costs(2009) and future market sensitivities of break-even costs (2015).     It is now known with certainty that the type of fusion known as inertial fusion will work with sufficient energy input, so inertial fusion is really beyond the ``scientific breakeven`` point in many respects. The most important question that remains for inertial fusion energy (IFE) is whether this type of fusion can operate with sufficiently low input energy to make it economically feasible for energy production. The constraint for low input energy demands operation near the inertial fusion ignition threshold, and such operation creates enormous challenges to discover a target design that will produce sufficient energy gain. There are also multiple issues relating to the scientific feasibility of using a laboratory-type ``driver`` to energize a target, such as those concerning bandwidth and beam smoothing for ``direct drive,`` and extension of hohlraum plasma physics to the IFE scale for ``indirect drive.`` One driver that appears as though it will be able to meet the IFE requirements, assuming modest development and sufficient target gain, is a diode-pumped solid-state laser (DPSSL). We give an overview of this type of laser system, and explain what development remains for the economic production of electricity using this type of driver for IFE.

    Intense beams of high energy heavy ions (e.g., 10 GeV Hg) are an attractive option for an ICF driver because of their favorable energy deposition characteristics. The accelerator systems to produce the beams at the required power level are a development from existing technologies of the induction linac, rf linac/storage ring, and synchrotron. The high repetition rate of the accelerator systems, and the high efficiency which can be realized at high current make this approach especially suitable for commercial ICF. The present report gives a summary of the main features of the induction linac driver system, which is the approach now pursued in the USA. The main subsystems, consisting of injector, multiple beam accelerator at low and high energy, transport and pulse compression lines, and final focus are described. Scale relations are given for the current limits and other features of these subsystems. 17 refs., 1 fig., 1 tab.

    China's rapid economic expansion has propelled it to the rank of the largest energy consuming nation in the world, with energy demand growth continuing at a pace commensurate with its economic growth. The urban population is expected to grow by 20 million every year, accompanied by construction of 2 billion square meters of buildings every year through 2020. Thus residential energy use is very likely to continue its very rapid growth. Understanding the underlying drivers of this growth helps to identify the key areas to analyze energy efficiency potential, appropriate policies to reduce energy use, as well as to understand future energy in the building sector. This paper provides a detailed, bottom-up analysis of residential building energy consumption in China using data from a wide variety of sources and a modelling effort that relies on a very detailed characterization of China's energy demand. It assesses the current energy situation with consideration of end use, intensity, and efficiency etc, and forecast the future outlook for the critical period extending to 2020, based on assumptions of likely patterns of economic activity, availability of energy services, technology improvement and energy intensities. From this analysis, we can conclude that Chinese residential energy consumption will more than double by 2020, from 6.6 EJ in 2000 to 15.9 EJ in 2020. This increase will be driven primarily by urbanization, in combination with increases in living standards. In the urban and higher income Chinese households of the future, most major appliances will be common, and heated and cooled areas will grow on average. These shifts will offset the relatively modest efficiency gains expected according to current government plans and policies already in place. Therefore, levelling and reduction of growth in residential energy demand in China will require a new set of more aggressive efficiency policies.

    As part of this research effort, we developed a new methodology for projecting elderly traffic crash fatalities. This methodology separates exposure to crashes from crash risk per se, and further divides exposure into two components, the number of miles driven and the likelihood of being a driver. This component structure permits conceptually different determinants of traffic fatalities to be projected separately and has thorough motivation in behavioral theory. It also permits finer targeting of particular aspects of projections that need improvement and closer linking of projections to possible policy instruments for influencing them.

    In most visions of the AHS--including that of the National Automated Highway System Consortium--it has been assumed that when a vehicle was under automated control, the driver would be allowed to engage in any of a variety of activities not related to driving (e.g, working, reading, sleeping). The objective of the first study reported here--one of the noncommuter studies--was to determine what drivers do when traveling under automated control, and whether the age of and/gender or the driver and/or the intrastring gap have an influence on those activities. One the objectives of the commuter experiment--of relevance for this report--was to determine whether what drivers do when traveling under automated control changes as a function of experience with the AHS (i.e., across trials). As conceptualization of the AHS proceeds, the details of the interface between the driver and the in-vehicle system will become more important. One part of that interface will be information supplied by the AHS to the driver, perhaps about such things as traffic conditions ahead predicted trip time to the driver`s selected exit, and so on. To maximize the utility of that information, it is important to determine what it is that drivers would like to know when traveling under automated control. The objective of the third study reported here--the second of the five noncommuter experiments--was to provide a first investigation of that issue.

    A multi-burst transmitter for ultra-wideband (UWB) communication systems generates a sequence of precisely spaced RF bursts from a single trigger event. There are two oscillators in the transmitter circuit, a gated burst rate oscillator and a gated RF burst or RF power output oscillator. The burst rate oscillator produces a relatively low frequency, i.e., MHz, square wave output for a selected transmit cycle, and drives the RF burst oscillator, which produces RF bursts of much higher frequency, i.e., GHz, during the transmit cycle. The frequency of the burst rate oscillator sets the spacing of the RF burst packets. The first oscillator output passes through a bias driver to the second oscillator. The bias driver conditions, e.g., level shifts, the signal from the first oscillator for input into the second oscillator, and also controls the length of each RF burst. A trigger pulse actuates a timing circuit, formed of a flip-flop and associated reset time delay circuit, that controls the operation of the first oscillator, i.e., how long it oscillates (which defines the transmit cycle).

    Earth-sheltered buildings inherently posess near-absolute occupant protection from severe winds. They should sustain no structural damage and only minimal facial damage. Assuming that the lower-hazard risk attendant to this type of construction results in reduced insurance-premium rates, the owner accrues economic benefits from the time of construction. Improvements to aboveground buildings, in contrast, may not yield early economic benefits in spite of a favorable benefit-to-cost ratio. This, in addition to sensitivity to initial costs, traditionalism in residential construction, and lack of professional input to design, impede the widespread use of underground improvements and the subsequent economic losses from severe winds. Going underground could reverse the trend. 7 references.

    Recent studies assessing plausible futures for agricultural markets and global food security have had contradictory outcomes. Ten global economic models that produce long-term scenarios were asked to compare a reference scenario with alternate socio-economic, climate change and bioenergy scenarios using a common set of key drivers. Results suggest that, once general assumptions are harmonized, the variability in general trends across models declines, and that several common conclusions are possible. Nonetheless, differences in basic model parameters, sometimes hidden in the way market behavior is modeled, result in significant differences in the details. This holds for both the common reference scenario and for the various shocks applied. We conclude that agro-economic modelers aiming to inform the agricultural and development policy debate require better data and analysis on both economic behavior and biophysical drivers. More interdisciplinary modeling efforts are required to cross-fertilize analyses at different scales.

    Ecosystems are important and dynamic components of the global carbon cycle, and terrestrial biospheric models (TBMs) are crucial tools in further understanding of how terrestrial carbon is stored and exchanged with the atmosphere across a variety of spatial and temporal scales. Improving TBM skills, and quantifying and reducing their estimation uncertainties, pose significant challenges. The Multi-scale Synthesis and Terrestrial Model Intercomparison Project (MsTMIP) is a formal multi-scale and multi-model intercomparison effort set up to tackle these challenges. The MsTMIP protocol prescribes standardized environmental driver data that are shared among model teams to facilitate model model and model observation comparisons. Inmore » this article, we describe the global and North American environmental driver data sets prepared for the MsTMIP activity to both support their use in MsTMIP and make these data, along with the processes used in selecting/processing these data, accessible to a broader audience. Based on project needs and lessons learned from past model intercomparison activities, we compiled climate, atmospheric CO2 concentrations, nitrogen deposition, land use and land cover change (LULCC), C3 / C4 grasses fractions, major crops, phenology and soil data into a standard format for global (0.5⁰ x 0.5⁰ resolution) and regional (North American: 0.25⁰ x 0.25⁰ resolution) simulations. In order to meet the needs of MsTMIP, improvements were made to several of the original environmental data sets, by improving the quality, and/or changing their spatial and temporal coverage, and resolution. The resulting standardized model driver data sets are being used by over 20 different models participating in MsTMIP.     In a recent experiment conducted on the Jefferson Laboratory IR FEL driver the effects of Coherent Synchrotron Radiation (CSR) on beam quality were studied. The primary goal of this work was to explore CSR output and effect on the beam with variation of the bunch compression in the IR chicane. This experiment also provides a valuable opportunity to benchmark existing CSR models in a system that may not be fully represented by a 1-D CSR model. Here we present results from this experiment and compare to initial simulations of CSR in the magnetic compression chicane of the machine. Finally, we touch upon the possibility for CSR induced microbunching gain in the magnetic compression chicane, and show that parameters in the machine are such that it should be thoroughly damped.

    Cogeneration is a well established process for supplying heat and electricity from a single fuel source. Its feasibility and implementation in any particular case depend on technical, economic and internal and external {open_quotes}cultural{close_quotes} factors, including government policies. This paper describes the current status of small scale industrial cogeneration in Australia. A model has been developed to analyse the technical and economic aspects of retrofitting gas turbine cogeneration in the size range 3 to 30MW to industrial sites. The model demonstrates that for typical Australian energy cost data, the payback and the size of the optimized cogeneration plant depend strongly on electricity buyback prices. Also reviewed are some of the {open_quotes}cultural{close_quotes} factors which often militate against an otherwise economic installation, and government policies which may retard cogeneration by concern about local air emissions or favor it as increasing efficiency of energy use and reducing greenhouse emissions. A case study of a small gas turbine plant in Australia is outlined. 2 refs., 2 figs.

    This paper presents an investigation of the economic benefit of thermal energy storage (TES) for cooling, across a range of economic and climate conditions. Chilled water TES systems are simulated for a large office building in four distinct locations, Miami in the U.S.; Lisbon, Portugal; Shanghai, China; and Mumbai, India. Optimal system size and operating schedules are determined using the optimization model DER-CAM, such that total cost, including electricity and amortized capital costs are minimized. The economic impacts of each optimized TES system is then compared to systems sized using a simple heuristic method, which bases system size as fraction (50percent and 100percent) of total on-peak summer cooling loads. Results indicate that TES systems of all sizes can be effective in reducing annual electricity costs (5percent-15percent) and peak electricity consumption (13percent-33percent). The investigation also indentifies a number of criteria which drive TES investment, including low capital costs, electricity tariffs with high power demand charges and prolonged cooling seasons. In locations where these drivers clearly exist, the heuristically sized systems capture much of the value of optimally sized systems; between 60percent and 100percent in terms of net present value. However, in instances where these drivers are less pronounced, the heuristic tends to oversize systems, and optimization becomes crucial to ensure economically beneficial deployment of TES, increasing the net present value of heuristically sized systems by as much as 10 times in some instances.

    The objective of this study is to assess the economics of SMART (System-integrated Modular Advanced Reactor) desalination plant in Korea through DEEP (Devaluation Economic Evaluation Program). SMART is mainly designed for the dual purpose of producing water and electricity with the total capacity of 100 MWe which 10 MWe is used for water production and the remains for the electric generation. SMART desalination plant using MED (Multi-Effect Distillation) process is in the stage of the commercial development and its cost information is also being accumulated. In this circumstances, the economic assessment of nuclear desalination by SMART and the effect of water(or electric) supply price to the regional economy is meaningful to the policy maker. This study is focused on the case study analysis about the economics of SMART desalination plant and the meanings of the case study result. This study is composed of two parts. One is prepared to survey the methodology regarding cost allocation between electricity and water in DEEP and the other is for the economic assessment of SMART. The cost allocation methods that have been proposed or used can be classified into two main groups, one is the cost prorating method and the other is the credit method. The cost of an product item in the dual-purpose plant can be determined differently depending on the costing methods adopted. When it comes to applying credit method adopted in this thesis, the production cost of water depends on what kind of the power cost will be chosen in calculating the power credit. This study also analyses the changes of nuclear desalination economics according to the changes of the important factors such as fossil fuel price. I wish that this study can afford to give an insight to the policy maker about SMART desalination plant. (authors)

    This analysis identifies the economic impacts associated with OTEC development and quantifies them at the national, regional, and industry levels. It focuses on the effects on the United States' economy of the domestic development and utilization of twenty-five and fifty 400 MWe OTEC power plants by the year 2000. The methodology employed was characteristic of economic impact analysis. After conducting a literature review, a likely future OTEC scenario was developed on the basis of technological, siting, and materials requirements parameters. These parameters were used to identify the industries affected by OTEC development; an economic profile was constructed for each of these industries. These profiles established an industrial baseline from which the direct, indirect, and induced economic impacts of OTEC implementation could be estimated. Each stage of this analysis is summarized; and the economic impacts are addressed. The methodology employed in estimating the impacts is described.

    An almost primordial trend in the conversion and use of energy is an increased complexity and cost of conversion systems designed to utilize cheaper and more-abundant fuels; this trend is exemplified by the progression fossil fission {yields} fusion. The present projections of the latter indicate that capital costs of the fusion ``burner`` far exceed any commensurate savings associated with the cheapest and most-abundant of fuels. These projections suggest competitive fusion power only if internal costs associate with the use of fossil or fission fuels emerge to make them either uneconomic, unacceptable, or both with respect to expensive fusion systems. This ``implementation-by-default`` plan for fusion is re-examined by identifying in general terms fusion power-plant embodiments that might compete favorably under conditions where internal costs (both economic and environmental) of fossil and/or fission are not as great as is needed to justify the contemporary vision for fusion power. Competitive fusion power in this context will require a significant broadening of an overly focused program to explore the physics and simbiotic technologies leading to more compact, simplified, and efficient plasma-confinement configurations that reside at the heart of an attractive fusion power plant.

    The Z-pinch phase of a dense plasma focus (DPF) heats the plasma by rapid compression and accelerates ions across its intense electric fields, producing neutrons through both thermonuclear and beam-target fusion. Driver characteristics have empirically been shown to affect performance, as measured by neutron yield per unit of stored energy. We are exploring the effect of driver characteristics on DPF performance using particle-in-cell (PIC) simulations of a kJ scale DPF. In this work, our PIC simulations are fluid for the run-down phase and transition to fully kinetic for the pinch phase, capturing kinetic instabilities, anomalous resistivity, and beam formation during the pinch. The anode-cathode boundary is driven by a circuit model of the capacitive driver, including system inductance, the load of the railgap switches, the guard resistors, and the coaxial transmission line parameters. It is known that the driver impedance plays an important role in the neutron yield: first, it sets the peak current achieved at pinch time; and second, it affects how much current continues to flow through the pinch when the pinch inductance and resistance suddenly increase. Here we show from fully kinetic simulations how total neutron yield depends on the impedance of the driver and the distributed parameters of the transmission circuit. Direct comparisons between the experiment and simulations enhance our understanding of these plasmas and provide predictive design capability for neutron source applications.

    Battelle's Economic Analysis of PEM Fuel Cell Systems project was initiated in 2003 to evaluate the technology and markets that are near-term and potentially could support the transition to fuel cells in automotive markets. The objective of Battelle?s project was to assist the DOE in developing fuel cell systems for pre-automotive applications by analyzing the technical, economic, and market drivers of direct hydrogen PEM fuel cell adoption. The project was executed over a 6-year period (2003 to 2010) and a variety of analyses were completed in that period.     This report describes a geospatial analysis method to estimate the economic potential of several renewable resources available for electricity generation in the United States. Economic potential, one measure of renewable generation potential, may be defined in several ways. For example, one definition might be expected revenues (based on local market prices) minus generation costs, considered over the expected lifetime of the generation asset. Another definition might be generation costs relative to a benchmark (e.g., a natural gas combined cycle plant) using assumptions of fuel prices, capital cost, and plant efficiency. Economic potential in this report is defined as the subset of the available resource technical potential where the cost required to generate the electricity (which determines the minimum revenue requirements for development of the resource) is below the revenue available in terms of displaced energy and displaced capacity. The assessment is conducted at a high geospatial resolution (more than 150,000 technology-specific sites in the continental United States) to capture the significant variation in local resource, costs, and revenue potential. This metric can be a useful screening factor for understanding the economic viability of renewable generation technologies at a specific location. In contrast to many common estimates of renewable energy potential, economic potential does not consider market dynamics, customer demand, or most policy drivers that may incent renewable energy generation.

Bromine and iodine appear to be the most attractive elements for the driver beams. Fluorine and chlorine appear to be the most appropriate feedstocks for initial tests of extractable negative-ion current densities. With regard to ion sources, photodetachment neutralizers, and vacuum requirements for accelerators and beam transport, this approach appears feasible within existing technology, and the vacuum requirements are essentially identical to those for positive-ion drivers except in the target chamber. The principal constraint is that this approach requires harder vacuums in the target chamber than do space-charge-neutralized positive-ion drivers. With realistic (but perhaps pessimistic) estimates of the total ionization cross section, limiting the ionization of a neutral beam to <5% while traversing a 3-m path would require a chamber pressure of no more than 1.3 x 10{sup -5} torr. However, it appears that substantial improvements in the beam spot size on target might be achieved at pressures a factor of 10 or more higher than this. Alternatively, even at still higher chamber pressures that would strongly ionize atomically neutral beams, the negative-ion approach may still have significant appeal, since it precludes the possibly challenging problem of electron contamination of a positive-ion beam during acceleration, drift compression, and focusing.

  3. Refueling Behavior of Flexible Fuel Vehicle Drivers in the Federal Fleet

    Federal fleets are a frequent subject of legislative and executive efforts to lead a national transition to alternative fuels and advanced vehicle technologies. Section 701 of the Energy Policy Act of 2005 requires that all dual-fueled alternative fuel vehicles in the federal fleet be operated on alternative fuel 100% of the time when they have access to it. However, in Fiscal Year (FY) 2012, drivers of federal flex fuel vehicles (FFV) leased through the General Services Administration refueled with E85 24% of the time when it was available--falling well short of the mandate. The U.S. Department of Energy's National Renewable Energy Laboratory completed a 2-year Laboratory Directed Research and Development project to identify the factors that influence the refueling behavior of federal FFV drivers. The project began with two primary hypotheses. First, information scarcity increases the tendency to miss opportunities to purchase E85. Second, even with perfect information, there are limits to how far drivers will go out of their way to purchase E85. This paper discusses the results of the project, which included a June 2012 survey of federal fleet drivers and an empirical analysis of actual refueling behavior from FY 2009 to 2012. This research will aid in the design and implementation of intervention programs aimed at increasing alternative fuel use and reducing petroleum consumption.

  5. Agricultural green revolution as a driver of increasing atmospheric CO2 seasonal amplitude

    The atmospheric carbon dioxide (CO2) record displays a prominent seasonal cycle that arises mainly from changes in vegetation growth and the corresponding CO2 uptake during the boreal spring and summer growing seasons and CO2 release during the autumn and winter seasons. The CO2 seasonal amplitude has increased over the past five decades, suggesting an increase in Northern Hemisphere biospheric activity. It has been proposed that vegetation growth may have been stimulated by higher concentrations of CO2 as well as by warming in recent decades, but such mechanisms have been unable to explain the full range and magnitude of the observed increase in CO2 seasonal amplitude. Here we suggest that the intensification of agriculture (the Green Revolution, in which much greater crop yield per unit area was achieved by hybridization, irrigation and fertilization) during the past five decades is a driver of changes in the seasonal characteristics of the global carbon cycle. Our analysis of CO2 data and atmospheric inversions shows a robust 15 per cent long-term increase in CO2 seasonal amplitude from 1961 to 2010, punctuated by large decadal and interannual variations. Using a terrestrial carbon cycle model that takes into account high-yield cultivars, fertilizer use and irrigation, we find that the long-term increase in CO2 seasonal amplitude arises from two major regions: the mid-latitude cropland between 256N and 606N and the high-latitude natural vegetation between 506N and 706 N. The long-term trend of seasonal amplitude increase is 0.311 ± 0.027 percent per year, of which sensitivity experiments attribute 45, 29 and 26 per cent to land-use change, climate variability and change, and increased productivity due to CO2 fertilization, respectively. Vegetation growth was earlier by one to two weeks, as measured by the mid-point of vegetation carbon uptake, and took up 0.5 petagrams more carbon in July, the height of the growing season, during 2001–2010 than in 1961–1970

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

  17. Job and Economic Development Impact (JEDI) Model: A User-Friendly Tool to Calculate Economic Impacts from Wind Projects; Preprint

    The U.S. Department of Energy/National Renewable Energy Laboratory (DOE/NREL) has developed a spreadsheet-based wind model (Jobs and Economic Development Impact (JEDI)) that incorporates economic multipliers for jobs, income, and output. Originally developed with state-specific parameters, it can also be used to conduct county and regional analyses. NREL has enlisted the Wind Powering America (WPA) State Wind Working Groups (SWWGs) to conduct county-specific economic impact analyses and has encouraged them to use JEDI if they do not have their own economic model. The objective of the analyses is to identify counties within WPA target states, and preferably counties with a significant agricultural sector, that could economically benefit from wind development. These counties could then explore opportunities to tap into the United States Department of Agriculture (USDA) Farm Bill Section 9006 grants and loans to stimulate wind development. This paper describes the JEDI model and how i t can be used. We will also summarize a series of analyses that were completed to fulfill a General Accounting Office (GAO) request to provide estimates of the economic development benefits of wind power.

  18. Condensing economizers for small coal-fired boilers and furnaces

    Condensing economizers increase the thermal efficiency of boilers by recovering sensible and latent heat from exhaust gas. These economizers are currently being used commercially for this purpose in a wide range of applications. Performance is dependent upon application-specific factors affecting the utility of recovered heat. With the addition of a condensing economizer boiler efficiency improvements up to 10% are possible. Condensing economizers can also capture flue gas particulates. In this work, the potential use of condensing economizers for both efficiency improvement and control of particulate emissions from small, coal water slurry-fired boilers was evaluated. Analysis was done to predict heat transfer and particulate capture by mechanisms including: inertial impaction, interception, diffusion, thermophoretic forces, and condensation growth. Shell-and-tube geometries were considered with flue gas on the outside of Teflon-covered tubes. Experimental studies were done with both air- and water-cooled economizers refit to a small boiler. Two experimental arrangements were used including oil-firing with injection of flyash upstream of the economizer and direct coal water slurry firing. Firing rates ranged from 27 to 82 kW (92,000 to 280,000 Btu/hr). Inertial impaction was found to be the most important particulate capture mechanism and removal efficiencies to 95% were achieved. With the addition of water sprays directly on the first row of tubes, removal efficiencies increased to 98%. Use of these sprays adversely affects heat recovery. Primary benefits of the sprays are seen to be the addition of small impaction sites and future design improvements are suggested in which such small impactors are permanently added to the highest velocity regions of the economizer. Predicted effects of these added impactors on particulate removal and pressure drop are presented.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2.     This paper attempts to investigate the drivers and barriers that large-scale Greek manufacturing industries experience in adopting electronic invoices (e-invoices), based on three case studies with organizations having international presence in many countries. The study focuses on the drivers that may affect the increase of the adoption and use of e-invoicing, including the customers demand for e-invoices, and sufficient know-how and adoption of e-invoicing in organizations. In addition, the study reveals important barriers that prevent the expansion of e-invoicing, such as suppliers’ reluctance to implement e-invoicing, and IT infrastructures incompatibilities. Other issues examined by this study include the observed benefits from e-invoicing implementation, and the financial priorities of the organizations assumed to be supported by e-invoicing.

    This presentation discusses a method of accounting for realistic levels of driver aggression to higher-level vehicle studies, including the impact of variation in real-world driving characteristics (acceleration and speed) on vehicle energy consumption and different powertrains (e.g., conventionally powered vehicles versus electrified drive vehicles [xEVs]). Aggression variation between drivers can increase fuel consumption by more than 50% or decrease it by more than 20% from average. The normalized fuel consumption deviation from average as a function of population percentile was found to be largely insensitive to powertrain. However, the traits of ideal driving behavior are a function of powertrain. In conventional vehicles, kinetic losses dominate rolling resistance and aerodynamic losses. In xEVs with regenerative braking, rolling resistance and aerodynamic losses dominate. The relation of fuel consumption predicted from real-world drive data to that predicted by the industry-standard HWFET, UDDS, LA92, and US06 drive cycles was not consistent across powertrains, and varied broadly from the mean, median, and mode of real-world driving. A drive cycle synthesized by NREL's DRIVE tool accurately and consistently reproduces average real-world for multiple powertrains within 1%, and can be used to calculate the fuel consumption effects of varying levels of driver aggression.

  11. Reliable, high repetition rate thyratron grid driver used with a magnetic modulator

    The Atomic Vapor Laser Isotope Separation (AVLIS) Program at Lawrence Livermore National Laboratory uses a magnetic modulator switched by a high voltage thyratron to drive a gas discharge laser. The thyratron trigger source must provide an extremely reliable, low jitter, high- rep-rate grid pulse. This paper describes a thyratron grid driver which delivers a 1.2 kV, 80 ns rise time grid pulse into a 50 ohm load at up to 4.5 kHz repetition rate and has demonstrated approximately 10,000 hours MTBF. Since the thyratron is used with a magnetic compression circuit having a delay time of 1.4 ms this grid driver incorporates a jitter compensation circuit to adjust the trigger timing of the thyratron to provide overall modulator/laser jitter of less than {plus minus} 2 ns. The specific grid driver requirements will be discussed followed by a description of the circuit design and theory of operation. Construction comments will be followed by performance data (for a specific thyratron and magnetic compression circuit), including pulse shape, jitter, and lifetime. 1 ref., 10 figs.

    Development of a new technology for commercial application can be significantly accelerated by leveraging related technologies used in other markets. Synergies across multiple application domains attract research and development (R and D) talent - widening the innovation pipeline - and increases the market demand in common components and subsystems to provide performance improvements and cost reductions. For these reasons, driver development plans for inertial fusion energy (IFE) should consider the non-fusion technology base that can be lveraged for application to IFE. At this time, two laser driver technologies are being proposed for IFE: solid-state lasers (SSLs) and KrF gas (excimer) lasers. This document provides a brief survey of organizations actively engaged in these technologies. This is intended to facilitate comparison of the opportunities for leveraging the larger technical community for IFE laser driver development. They have included tables that summarize the commercial organizations selling solid-state and KrF lasers, and a brief summary of organizations actively engaged in R and D on these technologies.

    One of the major driving forces in the decision of a facility operator to implement a multimedia approach to examining pollution is the economics of the situation. A multimedia approach has gained favor with many facility operators because it has been shown to be more cost-effective than dealing with a number of phases, or media, separately. To a great extent, this is due to elimination of inefficiencies involved with cross-media transfer of pollutants. Even more basic to the problem of industrial pollution is the generation of waste. All industrial processes yield some percentage of waste products, but frequently during the design phase the costs associated with producing wastes are underestimated. As part of this series on multimedia issues, the costs related to manufacturing waste products are examined in detail. An obvious inefficiency associated with waste generation is the loss of material that potentially could be converted to salable products. The value of commodity raw materials frequently is ignored when considering the total costs of pollution generation at an industrial facility. Although the economics of pollution generation are affected by a number of factors, including regulatory costs, disposal costs and impacts on health and safety, this article focuses on the economics of lost production in industrial facilities.

    After dissolution of Soviet Union, each new States had to confront the legacy of an unsustainable, and ultimately failed, economic and political system. Enormous environmental problems resulted from centrally planned economics, which promoted rapid growth through exploitation of the former Soviet Union`s (FSU) vast natural resources. Unconstrained by scarcity-based pricing, extractive and heavy industry ministries created huge, inefficient, and heavily polluting enterprises. The region also experienced extensive forest-cutting, steady deterioration of soils, and contaminated runoff and infiltration from over-excessive application of agrichemicals. The fate of the environment will depend largely on successful transition to a market-based economy. Funds for environmental protection will remain scarce, and poor technology combined with a degraded and overworked infrastructure will slow cleanup of contaminated regions. With failed economies, policy-makers and legislators will be forced to overlook sustainable development as they exploit natural resources in an effort to produce food and obtain hard currency. Ukraine, the second-most populous republic of the FSU, experienced possibly the world`s greatest single environment disaster--the 1986 Chernobyl catastrophe. Today, heavy industry, with its resource-intensive and highly polluting technologies, contributes 61% of Ukraine`s GNP, in comparison with 34% in the European Union. Energy production is grossly inefficient. Environmental agencies in Ukraine are new, with limited legal or economic tools, financial resources, or technical skills. Yet the country has commenced environmental management initiatives that, when combined with economic reforms, will start to improve environmental conditions. This paper presents an overview of Ukraine`s environmental and economic conditions, steps already undertaken to manage the environment, and additional measures needed to improve the situation.

    Abstract A biological attack would present an unprecedented challenge for local, state, and federal agencies; the military; the private sector; and individuals on many fronts ranging from vaccination and treatment to prioritization of cleanup actions to waste disposal. To prepare the Seattle region to recover from a biological attack, the Seattle Urban Area Security Initiative (UASI) partners collaborated with military and federal agencies to develop a Regional Recovery Framework for a Biological Attack in the Seattle Urban Area. The goal was to reduce the time and resources required to recover and restore wide urban areas, military installations, and other critical infrastructure following a biological incident by providing a coordinated systems approach. Based on discussions in small workshops, tabletop exercises, and interviews with emergency response agency staff, the partners identified concepts of operation for various areas to address critical issues the region will face as recovery progresses. Key to this recovery is the recovery of the economy. Although the Framework is specific to a catastrophic, wide-area biological attack using anthrax, it was designed to be flexible and scalable so it could also serve as the recovery framework for an all-hazards approach. The Framework also served to coalesce policy questions that must be addressed for long-term recovery. These questions cover such areas as safety and health, security, financial management, waste management, legal issues, and economic development.

    Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

    In the twentieth century, coal has become the major fuel for electric power generation in the U.S. and most of the nonpetroleum-producing countries of the world. In 1998, the world coal-fired capacity for electric power generation was about 815 GW, consuming large quantities of coals of all ranks. Today, coal provides a third of the world`s energy requirements. In fact, coal use for power generation has grown steadily since the oil embargo in 1973 and has seen an even faster rate of growth in recent years. It has been reported that the global demand for new coal will increase by more than 1500 million tons by the year 2000. However, this increased production of coal has its drawbacks, including the concomitant production of coal waste. Reported estimates indicate that billions of tons of coal waste have already been disposed of in waste impoundments throughout the U.S. Further, in the U.S. today, about 20-25 % of each ton of mined coal is discarded by preparation plants as gob and plant tailings. It appears that the most economical near-term approach to coal waste recovery is to utilize the waste coal fines currently discarded with the refuse stream, rather than attempt to recover coal from waste impoundments that require careful prior evaluation and site preparation. A hypothetical circuit was designed to examine the economics of recovery and utilization of waste coal fines. The circuit recovers products from 100 tons per hour (tph) of coal waste feed recovering 70 tph of fine coal that can be used in coal-fired boilers. The present analysis indicates that the coal waste recovery is feasible and economical. In addition, significant environmental benefits can be expected.

  6. Battery Electric Vehicles: Range Optimization and Diversification for the U.S. Drivers

    Properly selecting the driving range is critical for accurately predicting the market acceptance and the resulting social benefits of BEVs. Analysis of transportation technology transition could be biased against battery electric vehicles (BEV) and mislead policy making, if BEVs are not represented with optimal ranges. This study proposes a coherent method to optimize the BEV driving range by minimizing the range-related cost, which is formulated as a function of range, battery cost, energy prices, charging frequency, access to backup vehicles, and the cost and refueling hassle of operating the backup vehicle. This method is implemented with a sample of 36,664 drivers, representing U.S. new car drivers, based on the 2009 National Household Travel Survey data. Key findings are: 1) Assuming the near term (2015) battery cost at $405/kWh, about 98% of the sampled drivers are predicted to prefer a range below 200 miles, and about 70% below 100 miles. The most popular 20-mile band of range is 57 to77 miles, unsurprisingly encompassing the Leaf s EPA-certified 73-mile range. With range limited to 4 or 7 discrete options, the majority are predicted to choose a range below 100 miles. 2) Found as a statistically robust rule of thumb, the BEV optimal range is approximately 0.6% of one s annual driving distance. 3) Reducing battery costs could motivate demand for larger range, but improving public charging may cause the opposite. 4) Using a single range to represent BEVs in analysis could significantly underestimate their competitiveness e.g. by $3226/vehicle if BEVs are represented with 73-mile range only or by $7404/BEV if with 150-mile range only. Range optimization and diversification into 4 or 7 range options reduce such analytical bias by 78% or 90%, respectively.

    A method and apparatus for generating low-jitter, high-voltage and high-current pulses for driving low impedance loads such as detonator fuses uses a MOSFET driver which, when triggered, discharges a high-voltage pre-charged capacitor into the primary of a toroidal current-multiplying transformer with multiple isolated secondary windings. The secondary outputs are suitable for driving an array of thyristors that discharge a precharged high-voltage capacitor and thus generating the required high-voltage and high-current pulse.

  8. Electrorefining Experience For Pyrochemical Reprocessing of Spent EBR-II Driver Fuel

    Pyrochemical processing has been implemented for the treatment of spent fuel from the Experimental Breeder Reactor-II (EBR-II) at Idaho National Laboratory since 1996. This report summarizes technical advancements made in electrorefining of spent EBR-II driver fuel in the Mk-IV electrorefiner since the pyrochemical processing was integrated into the AFCI program in 2002. The significant advancements include improving uranium dissolution and noble metal retention from chopped fuel segments, increasing cathode current efficiency, and achieving co-collection of zirconium along with uranium from the cadmium pool.

  9. Overview of proton drivers for neutrino super beams and neutrino factories

    There has been a world-wide interest in Proton Drivers in the past decade. Numerous design proposals have been presented in Asia, Europe and North America, ranging from low energy rapid cycling synchrotrons, normal or superconducting linacs to high energy slow cycling synchrotrons and FFAGs. One thing in common is that all these machines provide MW beam power and are used primarily for neutrino experiments. This paper gives an overview of these activities. In the last section the author expresses his personal opinion on the future of this field.

  10. Linear beam raster magnet driver based on H-bridge technique

    An improved raster magnet driver for a linear particle beam is based on an H-bridge technique. Four branches of power HEXFETs form a two-by-two switch. Switching the HEXFETs in a predetermined order and at the right frequency produces a triangular current waveform. An H-bridge controller controls switching sequence and timing. The magnetic field of the coil follows the shape of the waveform and thus steers the beam using a triangular rather than a sinusoidal waveform. The system produces a raster pattern having a highly uniform raster density distribution, eliminates target heating from non-uniform raster density distributions, and produces higher levels of beam current.
