    This paper presents the results of a data based comparative study of several hundred catchments across continental United States belonging to the MOPEX dataset, which systematically explored the connection between the flood frequency curve and measures of mean annual water balance. Two different measures of mean annual water balance are used: (i) a climatic aridity index, AI, which is a measure of the competition between water and energy availability at the annual scale; and, (ii) baseflow index, BFI, the ratio of slow runoff to total runoff also at the annual time scale, reflecting the role of geology, soils, topography and vegetation. The data analyses showed that the aridity index, AI, has a first order control on both the mean and Cv of annual maximum floods. While mean annual flood decreases with increasing aridity, Cv increases with increasing aridity. BFI appeared to be a second order control on the magnitude and shape of the flood frequency curve. Higher BFI, meaning more subsurface flow and less surface flow leads to a decrease of mean annual flood whereas lower BFI leads to accumulation of soil moisture and increased flood magnitudes that arise from many events acting together. The results presented in this paper provide innovative means to delineate homogeneous regions within which the flood frequency curves can be assumed to be functionally similar. At another level, understanding the connection between annual water balance and flood frequency will be another building block towards developing comprehensive understanding of catchment runoff behavior in a holistic way.

    A process is provided for producing near-perfect optical surfaces, for EUV and soft-x-ray optics. The method involves polishing or otherwise figuring the multilayer coating that has been deposited on an optical substrate, in order to correct for errors in the figure of the substrate and coating. A method such as ion-beam milling is used to remove material from the multilayer coating by an amount that varies in a specified way across the substrate. The phase of the EUV light that is reflected from the multilayer will be affected by the amount of multilayer material removed, but this effect will be reduced by a factor of 1-n as compared with height variations of the substrate, where n is the average refractive index of the multilayer.

    A pedestal optical substrate that simultaneously provides high substrate dynamic stiffness, provides low surface figure sensitivity to mechanical mounting hardware inputs, and constrains surface figure changes caused by optical coatings to be primarily spherical in nature. The pedestal optical substrate includes a disk-like optic or substrate section having a top surface that is coated, a disk-like base section that provides location at which the substrate can be mounted, and a connecting cylindrical section between the base and optics or substrate sections. The optic section has an optical section thickness.sup.2 /optical section diameter ratio of between about 5 to 10 mm, and a thickness variation between front and back surfaces of less than about 10%. The connecting cylindrical section may be attached via three spaced legs or members. However, the pedestal optical substrate can be manufactured from a solid piece of material to form a monolith, thus avoiding joints between the sections, or the disk-like base can be formed separately and connected to the connecting section. By way of example, the pedestal optical substrate may be utilized in the fabrication of optics for an extreme ultraviolet (EUV) lithography imaging system, or in any optical system requiring coated optics and substrates with reduced sensitivity to mechanical mounts.

    As part of the internal Integrated Safety Management Assessment verification process, it was determined that there was a lack of documentation that summarizes the safety basis of the current Yucca Mountain Project (YMP) site characterization activities. It was noted that a safety basis would make it possible to establish a technically justifiable graded approach to the implementation of the requirements identified in the Standards/Requirements Identification Document. The Standards/Requirements Identification Documents commit a facility to compliance with specific requirements and, together with the hazard baseline documentation, provide a technical basis for ensuring that the public and workers are protected. This Safety Basis Report has been developed to establish and document the safety basis of the current site characterization activities, establish and document the hazard baseline, and provide the technical basis for identifying structures, systems, and components (SSCs) that perform functions necessary to protect the public, the worker, and the environment from hazards unique to the YMP site characterization activities. This technical basis for identifying SSCs serves as a grading process for the implementation of programs such as Conduct of Operations (DOE Order 5480.19) and the Suspect/Counterfeit Items Program. In addition, this report provides a consolidated summary of the hazards analyses processes developed to support the design, construction, and operation of the YMP site characterization facilities and, therefore, provides a tool for evaluating the safety impacts of changes to the design and operation of the YMP site characterization activities.

    The Medium-energy Electron-Ion Collider (MEIC) proposed by Jefferson Lab is designed to provide high polarization of both colliding beams. One of the unique features of JLab's MEIC is figure-8 shape of its rings. It allows preservation and control of polarization of all ion species including small-anomalous-magnetic-moment deuterons during their acceleration and storage. The figure-8 design conceptually expands the capability of obtaining polarized high-energy beams in comparison to conventional designs because of its property of having no preferred periodic spin direction. This allows one to control effectively the beam polarization by means of magnetic insertions with small field integrals. We present a complete scheme for preserving the ion polarization during all stages of acceleration and its control in the collider's experimental straights.

    A method and system of imagewise etching the surface of a substrate, such as thin glass, in a parallel process. The substrate surface is placed in contact with an etchant solution which increases in etch rate with temperature. A local thermal gradient is then generated in each of a plurality of selected local regions of a boundary layer of the etchant solution to imagewise etch the substrate surface in a parallel process. In one embodiment, the local thermal gradient is a local heating gradient produced at selected addresses chosen from an indexed array of addresses. The activation of each of the selected addresses is independently controlled by a computer processor so as to imagewise etch the substrate surface at region-specific etch rates. Moreover, etching progress is preferably concurrently monitored in real time over the entire surface area by an interferometer so as to deterministically control the computer processor to image-wise figure the substrate surface where needed.

    A conceptual framework is developed that categorizes measurement protocols for forced-air thermal distribution systems in small buildings. This framework is based on the distinction between two generic approaches. The {open_quote}system-comparison{close_quote} approach seeks to determine, via a pair of whole-house energy-use measurements, the difference in energy use between the house with the as-found duct system and the same house with no energy losses attributable to the thermal distribution system. The {open_quote}component loss-factor{close_quote} approach identifies and measures the individual causes of duct losses, and then builds up a value for the net overall duct efficiency, usually with the help of computer simulation. Examples of each approach are analyzed and related to a proposed Figure of Merit for thermal distribution systems. This Figure of Merit would serve as the basis for a Standard Method of Test analogous to those already in place for furnaces, boilers, air conditioners, and heat pumps.

    The problem of calculating the inverse pole figure (IPF) is analyzed from the perspective of the application of time-of flight neutron diffraction toin situmonitoring of the thermomechanical behavior of engineering materials. On the basis of a quasi-Monte Carlo (QMC) method, a consistent set of grain orientations is generated and used to compute the weighting factors for IPF normalization. The weighting factors are instrument dependent and were calculated for the engineering materials diffractometer VULCAN (Spallation Neutron Source, Oak Ridge National Laboratory). Some documents that currently form part of the AB will be removed from the list. This SD identifies each - requirement from those documents, and recommends a disposition for each to ensure that necessary requirements are retained when the AB is revised to incorporate the BIO and TSRs. This SD also identifies documents that will remain part of the AB after the BIO and TSRs are implemented. This document does not change the AB, but provides guidance for the preparation of change documentation.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    Tank Characterization Technical Sampling Basis (this document) is the first step of an in place working process to plan characterization activities in an optimal manner. This document will be used to develop the revision of the Waste Information Requirements Document (WIRD) (Winkelman et al. 1997) and ultimately, to create sampling schedules. The revised WIRD will define all Characterization Project activities over the course of subsequent fiscal years 1999 through 2002. This document establishes priorities for sampling and characterization activities conducted under the Tank Waste Remediation System (TWRS) Tank Waste Characterization Project. The Tank Waste Characterization Project is designed to provide all TWRS programs with information describing the physical, chemical, and radiological properties of the contents of waste storage tanks at the Hanford Site. These tanks contain radioactive waste generated from the production of nuclear weapons materials at the Hanford Site. The waste composition varies from tank to tank because of the large number of chemical processes that were used when producing nuclear weapons materials over the years and because the wastes were mixed during efforts to better use tank storage space. The Tank Waste Characterization Project mission is to provide information and waste sample material necessary for TWRS to define and maintain safe interim storage and to process waste fractions into stable forms for ultimate disposal. This document integrates the information needed to address safety issues, regulatory requirements, and retrieval, treatment, and immobilization requirements. Characterization sampling to support tank farm operational needs is also discussed.

    The Commission for Environmental Cooperation (CEC) seeks to address, in a cooperative manner, the environmental issues affecting the North American region and understand the linkages between environment and economy. Broadly, the goal of the CEC can be thought of as an attempt to achieve a sustainable economy concomitantly with continued economic, cultural, and technological evolution. The emerging field of industrial ecology provides a useful means for balancing the environmental and economical objectives of NAFTA. As NAFTA stimulates economic cooperation and growth, we must collectively develop mechanisms that enhance the environmental quality of the region. LLNL`s effort in industrial ecology provides the scientific basis and innovative use of technology to reconcile environmental and economic concerns. Nevertheless, these are not issues which can be resolved by a single institution. Efficient use of the linkages established by NAFTA is necessary to nurture our regional partnership which forms the basis for a sustainable environment, economy and relationship.

    We developed an ion beam figuring system that utilizes electrostatic deflection. The system can produce an arbitrary shape by deterministically scanning the ion beam. The scan of the ion beam, which can be precisely controlled using only an electrical signal, enables us to avoid degradation of the mirror shape caused by imperfect acceleration or deceleration of a mechanically scanning stage. Additionally, this surface figuring method can easily be combined with X-ray metrology because the workpiece remains fixed during the figuring. We evaluated the figuring accuracy of the system by fabricating a plano-elliptical mirror for X-ray focusing. A mirror with a shape error of 1.4 nm root mean square (RMS) with a maximum removal depth of 992 nm, which corresponds to figuring accuracy of 0.14% RMS, was achieved. After the second shape corrections, an elliptical shape with a shape error of approximately 1 nm peak-to-valley, 0.48 nm RMS could be fabricated.     Automatic assembly sequencing and visualization tools are valuable in determining the best assembly sequences, but without Human Factors and Figure Models (HFFMs) it is difficult to evaluate or visualize human interaction. In industry, accelerating technological advances and shorter market windows have forced companies to turn to an agile manufacturing paradigm. This trend has promoted computerized automation of product design and manufacturing processes, such as automated assembly planning. However, all automated assembly planning software tools assume that the individual components fly into their assembled configuration and generate what appear to be perfectly valid operations, but in reality some operations cannot physically be carried out by a human. For example, the use of a ratchet may be reasoned feasible for an assembly operation; however, when a hand is placed on the tool the operation is no longer feasible, perhaps because of inaccessibility, insufficient strength or human interference with assembly components. Similarly, human figure modeling algorithms may indicate that assembly operations are not feasible and consequently force design modifications, however, if they had the capability to quickly generate alternative assembly sequences, they might have identified a feasible solution. To solve this problem, HFFMs must be integrated with automated assembly planning which allows engineers to quickly verify that assembly operations are possible and to see ways to make the designs even better. This paper presents a framework for integrating geometry-based assembly planning algorithms with commercially available human figure modeling software packages. Experimental results to selected applications along with lessons learned are presented.

    We present an approach for generating local numerical basis sets of improving accuracy for first-principles nanoplasmonics simulations within time-dependent density functional theory. The method is demonstrated for copper, silver, and gold nanoparticles that are of experimental interest but computationally demanding due to the semi-core d-electrons that affect their plasmonic response. The basis sets are constructed by augmenting numerical atomic orbital basis sets by truncated Gaussian-type orbitals generated by the completeness-optimization scheme, which is applied to the photoabsorption spectra of homoatomic metal atom dimers. We obtain basis sets of improving accuracy up to the complete basis set limit and demonstrate that the performance of the basis sets transfers to simulations of larger nanoparticles and nanoalloys as well as to calculations with various exchange-correlation functionals. This work promotes the use of the local basis set approach of controllable accuracy in first-principles nanoplasmonics simulations and beyond.

    NDFOM is a detector database and detector evaluation system, accessible as a web service. It runs on the same server as the Patriot service, but uses port 8081. In this user's guide, we will use the example case that the patriot service is running on http://patriot.lanl.gov. Then the NDFOM service would be accessible at the URL http://patriot.lanl.gov:8081/ndfom. In addition to local server installations, common server locations are 1) a patriot server running on a virtual machine (use the virtual machine URL with :8081/ndfom), and 2) a patriot server running on a local machine (use http://localhost:8081/ndfom or http://127.0.0.1:8081/ndfom). The home screen provides panels to select detectors, a scenario, and a figure-of-merit. It also has an 'analyze' button, which will evaluate the selected figure-of-merit for the selected detectors, for the scenario selected by the user. The detector effectiveness evaluations are presented through the browser in a ranked list of detectors. The user does not need to log in to perform analysis with pre-supplied detectors, scenarios, and FOMs. The homepage view is shown in Figure 1. The first panel displays a list of the detectors in the current detector database. The user can select one, some, or all detectors to evaluate. On the right of each listed detector, there is a star icon. Clicking that icon will open a panel that displays the details about that detector, such as detector material, dimensions, thresholds, etc. The center panel displays the pre-supplied scenarios that are in the database. A scenario specifies the source of interest, the spectrum of the radiation, the background radiation spectrum, the distance or distance of closest approach, the allowable false positive rate, and the dwell time or speed. Scenario details can be obtained by clicking the star to the right of a scenario. A scenario can be selected by clicking it.

    Thermoelectric coolers with figure of merit (ZT) close to unity at low temperatures are the need of the hour with new advances in high temperature superconductors, superconducting microelectronic circuits, quantum computers, and photonics. Here, we demonstrate that the conducting polymer polyaniline (Pani) doped with camphor sulfonic acid synthesized in semi-crystalline nanostructures, possesses a giant Seebeck effect at low temperatures. The resulting enormously large Seebeck coefficient (up to 0.6 V/K) combined with an intrinsically low electrical conductivity and thermal conductivity give rise to a ZT = 0.77 at 45 K and ZT = 2.17 at 17 K.

    The Nuclear Detection Figure Of Merit (NDFOM) portal is a database of objects and algorithms for evaluating the performance of radiation detectors to detect nuclear material. This paper describes the algorithms used to model the physics and mathematics of radiation detection. As a first-principles end-to-end analysis system, it starts with the representation of the gamma and neutron spectral fluxes, which are computed with the particle and radiation transport code MCNPX. The gamma spectra emitted by uranium, plutonium, and several other materials of interest are described. The impact of shielding and other intervening material is computed by the method of build-up factors. The interaction of radiation with the detector material is computed by a detector response function approach. The construction of detector response function matrices based on MCNPX simulation runs is described in detail. Neutron fluxes are represented in a three group formulation to treat differences in detector sensitivities to thermal, epithermal, and fast neutrons.

    The Department of Energy (DOE) issued Title 10 of the Code of Federal Regulations Part 850, “Chronic Beryllium Disease Prevention Program” (the Beryllium Rule) in 1999 and required full compliance by no later than January 7, 2002. The Beryllium Rule requires the development of a baseline beryllium inventory of the locations of beryllium operations and other locations of potential beryllium contamination at DOE facilities. The baseline beryllium inventory is also required to identify workers exposed or potentially exposed to beryllium at those locations. Prior to DOE issuing 10 CFR 850, Pacific Northwest Nuclear Laboratory (PNNL) had documented the beryllium characterization and worker exposure potential for multiple facilities in compliance with DOE’s 1997 Notice 440.1, “Interim Chronic Beryllium Disease.” After DOE’s issuance of 10 CFR 850, PNNL developed an implementation plan to be compliant by 2002. In 2014, an internal self-assessment (ITS #E-00748) of PNNL’s Chronic Beryllium Disease Prevention Program (CBDPP) identified several deficiencies. One deficiency is that the technical basis for establishing the baseline beryllium inventory when the Beryllium Rule was implemented was either not documented or not retrievable. In addition, the beryllium inventory itself had not been adequately documented and maintained since PNNL established its own CBDPP, separate from Hanford Site’s program. This document reconstructs PNNL’s baseline beryllium inventory as it would have existed when it achieved compliance with the Beryllium Rule in 2001 and provides the technical basis for the baseline beryllium inventory.

    Skutterudites CoSb{sub 3} with multiple cofillers Ba, La, and Yb were synthesized and very high thermoelectric figure of merit ZT = 1.7 at 850 K was realized. X-ray diffraction of the densified multiple-filled bulk samples reveals all samples are phase pure. High-resolution scanning transmission electron microscopy (STEM) and energy dispersive X-ray spectroscopy (EDS) analysis confirm that multiple guest fillers occupy the nanoscale-cages in the skutterudites. The fillers are further shown to be uniformly distributed and the Co-Sb skutterudite framework is virtually unperturbed from atomic scale to a few micrometers. Our results firmly show that high power factors can be realized by adjusting the total filling fraction of fillers with different charge states to reach the optimum carrier density, at the same time, lattice thermal conductivity can also be significantly reduced, to values near the glass limit of these materials, through combining filler species of different rattling frequencies to achieve broad-frequency phonon scattering. Therefore, partially filled skutterudites with multiple fillers of different chemical nature render unique structural characteristics for optimizing electrical and thermal transports in a relatively independent way, leading to continually enhanced ZT values from single- to double-, and finally to multiple-filled skutterudites. The idea of combining multiple fillers with different charge states and rattling frequencies for performance optimization is also expected to be valid for other caged TE compounds.

  9. Phase transition enhanced thermoelectric figure-of-merit in copper chalcogenides

    While thermoelectric materials can be used for solid state cooling, waste heat recovery, and solar electricity generation, low values of the thermoelectric figure of merit, zT, have led to an efficiency too low for widespread use. Thermoelectric effects are characterized by the Seebeck coefficient or thermopower, which is related to the entropy associated with charge transport. For example, coupling spin entropy with the presence of charge carriers has enabled the enhancement of zT in cobalt oxides. We demonstrate that the coupling of a continuous phase transition to carrier transport in Cu{sub 2}Se over a broad (360–410 K) temperature range results in a dramatic peak in thermopower, an increase in phonon and electron scattering, and a corresponding doubling of zT (to 0.7 at 406 K), and a similar but larger increase over a wider temperature range in the zT of Cu{sub 1.97}Ag{sub .03}Se (almost 1.0 at 400 K). The use of structural entropy for enhanced thermopower could lead to new engineering approaches for thermoelectric materials with high zT and new green applications for thermoelectrics.

Stress Magnitudes and directions were calculated across the entire Great Basin. Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson?Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140). Slip and dilation tendency were calculated using 3DStress for the faults within each region using the mean Shmin for the region. Shmin variation throughout Great Basin are shown on Figure 3. For faults within the Great Basin proper, we applied a normal faulting stress regime, where the vertical stress (sv) is larger than the maximum horizontal stress (shmax), which is larger than the minimum horizontal stress (sv>shmax>shmin). Based on visual inspection of the limited stress magnitude data in the Great Basin, we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46. These values are consistent with stress magnitude data at both Dixie Valley (Hickman et al., 2000) and Yucca Mountain (Stock et al., 1985). For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike?slip faulting stress, where shmax > sv > shmin. This agreement outlines the management of double shell tank (DST) waste as Toxic Substance Control Act (TSCA) PCB remediation waste based on a risk-based disposal approval option per Title 40 of the Code of Federal Regulations 761.61 (c). The agreement calls for ''Quantification of PCBs in DSTs, single shell tanks (SSTs), and incoming waste to ensure that the vitrification plant and other ancillary facilities PCB waste acceptance limits and the requirements of the anticipated risk-based disposal approval are met.'' Waste samples will be analyzed for PCBs to satisfy this requirement. This document describes the DQO process undertaken to assure appropriate data will be collected to support management of PCBs and is presented in a DQO format.     We introduce a discretization for a nonlocal diffusion problem using a localized basis of radial basis functions. The stiffness matrix entries are assembled by a special quadrature routine unique to the localized basis. Combining the quadrature method with the localized basis produces a well-conditioned, sparse, symmetric positive definite stiffness matrix. We demonstrate that both the continuum and discrete problems are well-posed and present numerical results for the convergence behavior of the radial basis function method. As a result, we explore approximating the solution to anisotropic differential equations by solving anisotropic nonlocal integral equations using the radial basis function method.

    The success of gas reactors depends upon the safety and quality of the coated particle fuel. The fuel performance modeling code PARFUME simulates the mechanical, thermal and physico-chemical behavior of fuel particles during irradiation. This report documents the theory and material properties behind vari¬ous capabilities of the code, which include: 1) various options for calculating CO production and fission product gas release, 2) an analytical solution for stresses in the coating layers that accounts for irradiation-induced creep and swelling of the pyrocarbon layers, 3) a thermal model that calculates a time-dependent temperature profile through a pebble bed sphere or a prismatic block core, as well as through the layers of each analyzed particle, 4) simulation of multi-dimensional particle behavior associated with cracking in the IPyC layer, partial debonding of the IPyC from the SiC, particle asphericity, and kernel migration (or amoeba effect), 5) two independent methods for determining particle failure probabilities, 6) a model for calculating release-to-birth (R/B) ratios of gaseous fission products that accounts for particle failures and uranium contamination in the fuel matrix, and 7) the evaluation of an accident condition, where a particle experiences a sudden change in temperature following a period of normal irradiation. The accident condi¬tion entails diffusion of fission products through the particle coating layers and through the fuel matrix to the coolant boundary. This document represents the initial version of the PARFUME Theory and Model Basis Report. More detailed descriptions will be provided in future revisions.

    The Southeast Regional Carbon Sequestration Partnership (SECARB) is a diverse partnership covering eleven states involving the Southern States Energy Board (SSEB) an interstate compact; regulatory agencies and/or geological surveys from member states; the Electric Power Research Institute (EPRI); academic institutions; a Native American enterprise; and multiple entities from the private sector. Figure 1 shows the team structure for the partnership. In addition to the Technical Team, the Technology Coalition, an alliance of auxiliary participants, in the project lends yet more strength and support to the project. The Technology Coalition, with its diverse representation of various sectors, is integral to the technical information transfer, outreach, and public perception activities of the partnership. The Technology Coalition members, shown in Figure 2, also provide a breadth of knowledge and capabilities in the multiplicity of technologies needed to assure a successful outcome to the project and serve as an extremely important asset to the partnership. The eleven states comprising the multi-state region are: Alabama; Arkansas; Florida; Georgia; Louisiana; Mississippi; North Carolina; South Carolina; Tennessee; Texas; and Virginia. The states making up the SECARB area are illustrated in Figure 3. The primary objectives of the SECARB project include: (1) Supporting the U.S. Department of Energy (DOE) Carbon Sequestration Program by promoting the development of a framework and infrastructure necessary for the validation and deployment of carbon sequestration technologies. This requires the development of relevant data to reduce the uncertainties and risks that are barriers to sequestration, especially for geologic storage in the SECARB region. Information and knowledge are the keys to establishing a regional carbon dioxide (CO{sub 2}) storage industry with public acceptance.     Basing on the earlier works on the hierarchical equations of motion for quantum transport, we present in this paper a first principles scheme for time-dependent quantum transport by combining time-dependent density functional theory (TDDFT) and Keldysh's non-equilibrium Green's function formalism. This scheme is beyond the wide band limit approximation and is directly applicable to the case of non-orthogonal basis without the need of basis transformation. The overlap between the basis in the lead and the device region is treated properly by including it in the self-energy and it can be shown that this approach is equivalent to a lead-device orthogonalization. This scheme has been implemented at both TDDFT and density functional tight-binding level. Simulation results are presented to demonstrate our method and comparison with wide band limit approximation is made. Finally, the sparsity of the matrices and computational complexity of this method are analyzed.

  7. Josephson device with tunneling barrier having low density of localized states and enhanced figures of merit

    A superconducting tunnel junction device having superconductive electrodes has a non-homogeneous barrier layer of amorphous semiconductive material, wherein when the central region is deposited in the presence of a gaseous atmosphere containing hydrogen there obtains a reduced density of localized states in the central region of the barrier so as to minimize leakage currents, resulting in improved current-voltage characteristics approximating an ideal tunnel junction device. The low leakage currents improve margins of Josephson logic circuits over tunneling barriers using uniformly deposited hydrogenated silicon with niobium electrodes, and increase the sensitivity of S-I-S microwave and millimeter wave length detectors and mixers. In a preferred embodiment, superconductive electrodes of niobium are conjoined with a tri-layer barrier using pure silicon adjoining the electrodes and a core of hydrogenated amorphous silicon. V /SUB m/ parameters of merit (product of subgap resistance and critical current) as high as 28 mV at 4.2K were obtained with this embodiment, compared with 10 mV for the prior art.

    The gD–E317-Fab complex crystal revealed the conformational epitope of human mAb E317 on HSV gD, providing a molecular basis for understanding the viral neutralization mechanism. Glycoprotein D (gD) of Herpes simplex virus (HSV) binds to a host cell surface receptor, which is required to trigger membrane fusion for virion entry into the host cell. gD has become a validated anti-HSV target for therapeutic antibody development. The highly inhibitory human monoclonal antibody E317 (mAb E317) was previously raised against HSV gD for viral neutralization. To understand the structural basis of antibody neutralization, crystals of the gD ectodomain bound to the E317 Fab domain were obtained. The structure of the complex reveals that E317 interacts with gD mainly through the heavy chain, which covers a large area for epitope recognition on gD, with a flexible N-terminal and C-terminal conformation. The epitope core structure maps to the external surface of gD, corresponding to the binding sites of two receptors, herpesvirus entry mediator (HVEM) and nectin-1, which mediate HSV infection. E317 directly recognizes the gD–nectin-1 interface and occludes the HVEM contact site of gD to block its binding to either receptor. The binding of E317 to gD also prohibits the formation of the N-terminal hairpin of gD for HVEM recognition. The major E317-binding site on gD overlaps with either the nectin-1-binding residues or the neutralizing antigenic sites identified thus far (Tyr38, Asp215, Arg222 and Phe223). The epitopes of gD for E317 binding are highly conserved between two types of human herpesvirus (HSV-1 and HSV-2). This study enables the virus-neutralizing epitopes to be correlated with the receptor-binding regions. The results further strengthen the previously demonstrated therapeutic and diagnostic potential of the E317 antibody.

For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike‐slip faulting stress, where shmax > sv > shmin. Upon visual inspection of limited stress magnitude data from the Walker Lane and Eastern California Shear zone, we chose values such that SHmin/SHmax = .46 and Shmin/Sv= .527 representative of the region. Results: The results of our slip and dilation tendency analysis are shown in Figures 4 (dilation tendency), 5 (slip tendency) and 6 (slip tendency + dilation tendency). Shmin varies from northwest to east‐west trending throughout much of the Great Basin. As such, north‐ to northeast‐striking faults have the highest tendency to slip and to dilate, depending on the local trend of shmin. These results provide a first order filter on faults and fault systems in the Great Basin, affording focusing of local‐scale exploration efforts for blind or hidden geothermal resources.

  20. Possible Methods to Estimate Core Location in a Beyond-Design-Basis Accident at a GE BWR with a Mark I Containment Stucture

    It is difficult to track to the location of a melted core in a GE BWR with Mark I containment during a beyond-design-basis accident. The Cooper Nuclear Station provided a baseline of normal material distributions and shielding configurations for the GE BWR with Mark I containment. Starting with source terms for a design-basis accident, methods and remote observation points were investigated to allow tracking of a melted core during a beyond-design-basis accident. The design of the GE BWR with Mark-I containment highlights an amazing poverty of expectations regarding a common mode failure of all reactor core cooling systems resulting in a beyond-design-basis accident from the simple loss of electric power. This design is shown in Figure 1. The station blackout accident scenario has been consistently identified as the leading contributor to calculated probabilities for core damage. While NRC-approved models and calculations provide guidance for indirect methods to assess core damage during a beyond-design-basis loss-of-coolant accident (LOCA), there appears to be no established method to track the location of the core directly should the LOCA include a degree of fuel melt. We came to the conclusion that - starting with detailed calculations which estimate the release and movement of gaseous and soluble fission products from the fuel - selected dose readings in specific rooms of the reactor building should allow the location of the core to be verified.

    The Advanced Test Reactor (ATR) Design Basis Reconstitution Program (DBRP) is a structured assessment and reconstitution of the design basis for the ATR. The DBRP is designed to establish and document the ties between the Document Safety Analysis (DSA), design basis, and actual system configurations. Where the DBRP assessment team cannot establish a link between these three major elements, a gap is identified. Resolutions to identified gaps represent configuration management and design basis recovery actions. The proposed paper discusses the process being applied to define, evaluate, report, and address gaps that are identified through the ATR DBRP. Design basis verification may be performed or required for a nuclear facility safety basis on various levels. The process is applicable to large-scale design basis reconstitution efforts, such as the ATR DBRP, or may be scaled for application on smaller projects. The concepts are applicable to long-term maintenance of a nuclear facility safety basis and recovery of degraded safety basis components. The ATR DBRP assessment team has observed numerous examples where a clear and accurate link between the DSA, design basis, and actual system configuration was not immediately identifiable in supporting documentation. As a result, a systematic approach to effectively document, prioritize, and evaluate each observation is required. The DBRP issue resolution process provides direction for consistent identification, documentation, categorization, and evaluation, and where applicable, entry into the determination process for a potential inadequacy in the safety analysis (PISA). The issue resolution process is a key element for execution of the DBRP. Application of the process facilitates collection, assessment, and reporting of issues identified by the DBRP team.     An ideal thermoelectric material would be a semiconductor with high electrical conductivity and relatively low thermal conductivity: an electron crystal, phonon glass. Introducing nanoscale heterostructures into the bulk TE matrix is one way of achieving this intuitively anomalous electron/phonon transport behavior. The heterostructured interfaces are expected to play a significant role in phonon scattering to reduce thermal conductivity and in the energy-dependent scattering of electrical carriers to improve the Seebeck coefficient. A nanoparticle building block assembly approach is plausible to fabricate three-dimensional heterostructured materials on a bulk commercial scale. However, a key problem in applying this strategy is the possible negative impact on TE performance of organic residue from the nanoparticle capping ligands. Herein, we report a wet chemical, surfactant-free, low-temperature, and easily up-scalable strategy for the synthesis of nanoscale heterophase Bi?Te?-Te via a galvanic replacement reaction. The micro-nano heterostructured material is fabricated bottom-up, by mixing the heterophase with commercial Bi?Te?. This unique structure shows an enhanced zT value of ~0.4 at room temperature. This heterostructure has one of the highest figures of merit among bismuth telluride systems yet achieved by a wet chemical bottom-up assembly. In addition, it shows a 40% enhancement of the figure of merit over our lab-made material without nanoscale heterostructures. This enhancement is mainly due to the decrease in the thermal conductivity while maintaining the power factor. Overall, this cost-efficient and room-temperature synthesis methodology provides the potential for further improvement and large-scale thermoelectric applications.

    This report contains the design basis for a generic molten-salt solar power tower. A solar power tower uses a field of tracking mirrors (heliostats) that redirect sunlight on to a centrally located receiver mounted on top a tower, which absorbs the concentrated sunlight. Molten nitrate salt, pumped from a tank at ground level, absorbs the sunlight, heating it up to 565 C. The heated salt flows back to ground level into another tank where it is stored, then pumped through a steam generator to produce steam and make electricity. This report establishes a set of criteria upon which the next generation of solar power towers will be designed. The report contains detailed criteria for each of the major systems: Collector System, Receiver System, Thermal Storage System, Steam Generator System, Master Control System, and Electric Heat Tracing System. The Electric Power Generation System and Balance of Plant discussions are limited to interface requirements. This design basis builds on the extensive experience gained from the Solar Two project and includes potential design innovations that will improve reliability and lower technical risk. This design basis document is a living document and contains several areas that require trade-studies and design analysis to fully complete the design basis.     We introduce a new basis function (the spherical Gaussian) for electronic structure calculations on spheres of any dimension D. We find general expressions for the one- and two-electron integrals and propose an efficient computational algorithm incorporating the Cauchy-Schwarz bound. Using numerical calculations for the D = 2 case, we show that spherical Gaussians are more efficient than spherical harmonics when the electrons are strongly localized.

    One way to reduce the computational cost of electronic structure calculations is to employ auxiliary basis expansions to approximate 4 center integrals in terms of 2 and 3-center integrals, usually using the variationally optimum Coulomb metric to determine the expansion coefficients. However the long-range decay behavior of the auxiliary basis expansion coefficients has not been characterized. We find that this decay can be surprisingly slow. Numerical experiments on linear alkanes and a toy model both show that the decay can be as slow as 1/r in the distance between the auxiliary function and the fitted charge distribution. The Coulomb metric fitting equations also involve divergent matrix elements for extended systems treated with periodic boundary conditions. An attenuated Coulomb metric that is short-range can eliminate these oddities without substantially degrading calculated relative energies. The sparsity of the fit coefficients is assessed on simple hydrocarbon molecules, and shows quite early onset of linear growth in the number of significant coefficients with system size using the attenuated Coulomb metric. This means it is possible to design linear scaling auxiliary basis methods without additional approximations to treat large systems.

The East and Midwest are expected to be net losers of employment, while a major portion of the Appalachian coal region and the West will show considerable growth. Further analysis to separate the percentage of change in employment into the components of change show major dislocations in the coal-mining industry. Historically, mining employment response to such dislocation has been sluggish.     The ability to verify a Comprehensive Test Ban Treaty (CTBT) depends in part on the ability to seismically detect and discriminate between potential clandestine underground nuclear tests and other seismic sources, including earthquakes and mining activities. Regional techniques are necessary to push detection and discrimination levels down to small magnitudes, but existing methods of event discrimination are mainly empirical and show much variability from region to region. The goals of Lawrence Livermore National Laboratory`s (LLNL`s) regional discriminant research are to evaluate the most promising discriminants, improve the understanding of their physical basis and use this information to develop new and more effective discriminants that can be transported to new regions of high monitoring interest. In this report the authors discuss preliminary efforts to geophysically characterize the Middle East and North Africa. They show that the remarkable stability of coda allows one to develop physically based, stable single station magnitude scales in new regions. They then discuss progress to date on evaluating and improving physical understanding and ability to model regional discriminants, focusing on the comprehensive NTS dataset. The authors apply this modeling ability to develop improved discriminants including slopes of P to S ratios. They find combining disparate discriminant techniques is particularly effective in identifying consistent outliers such as shallow earthquakes and mine seismicity. Finally they discuss development and use of new coda and waveform modeling tools to investigate special events.

  20. APPARATUS FOR THE MASS ANALYSIS OF PLASMA ON A CONTINUOUS BASIS

    An apparatus for the mass analysis of plasmas on a continuous basis is described. The apparatus comprises a pair of parallel electrodes in a tubular member which serve as a velocity-selecting region for ions drawn by an accelerating potential through a tapered nose cone affixed to the tubular member. The magnetic force and electrostatic forces in the velocity-selecting region are made equal and opposite in direction to prevent the ionic species from striking either of the electrodes as they traverse the region. A pair of parallel plates is positioned within the tubular member and in alignment with the electrodes, but displaced slightly so as not to be seen by direct light coming through the entrance slit of the nose cone, and one of these plates serves as a collector plate. This collector plate is coupled to the vertical amplifier of an oscilloscope or other recorder to provide a continuous indication of the ionic coinposition of the plasma under analysis. ( DELTA EC)

    This technical basis document was developed to support RPP-23429, Preliminary Documented Safety Analysis for the Demonstration Bulk Vitrification System (PDSA) and RPP-23479, Preliminary Documented Safety Analysis for the Contact-Handled Transuranic Mixed (CH-TRUM) Waste Facility. The main document describes the risk binning process and the technical basis for assigning risk bins to the representative accidents involving the release of dried radioactive waste materials from the Demonstration Bulk Vitrification System (DBVS) and to the associated represented hazardous conditions. Appendices D through F provide the technical basis for assigning risk bins to the representative dried waste release accident and associated represented hazardous conditions for the Contact-Handled Transuranic Mixed (CH-TRUM) Waste Packaging Unit (WPU). The risk binning process uses an evaluation of the frequency and consequence of a given representative accident or represented hazardous condition to determine the need for safety structures, systems, and components (SSC) and technical safety requirement (TSR)-level controls. A representative accident or a represented hazardous condition is assigned to a risk bin based on the potential radiological and toxicological consequences to the public and the collocated worker. Note that the risk binning process is not applied to facility workers because credible hazardous conditions with the potential for significant facility worker consequences are considered for safety-significant SSCs and/or TSR-level controls regardless of their estimated frequency. The controls for protection of the facility workers are described in RPP-23429 and RPP-23479. Determination of the need for safety-class SSCs was performed in accordance with DOE-STD-3009-94, Preparation Guide for US. Department of Energy Nonreactor Nuclear Facility Documented Safety Analyses, as described below.

    We report on the synthesis of Sb2Te3 nanoparticles with record-high figure of merit values of up to 1.5. The central thermoelectric parameters, electrical conductivity, thermal conductivity and Seebeck coefficient, were independently optimized. Critical influence of porosity for the fabrication of highly efficient thermoelectric materials is firstly demonstrated, giving a strong guidance for the optimization of other thermoelectric materials.

    In this paper we develop and investigate several criteria for assessing how well a proposed spectral form fits observed spectra. We consider the classical improved figure of merit (FOM) along with several modifications, as well as criteria motivated by Poisson regression from the statistical literature. We also develop a new FOM that is based on the statistical idea of the bootstrap. A spectral simulator has been developed to assess the performance of these different criteria under multiple data configurations.

    Design Basis Earthquake (DBE) horizontal and vertical response spectra are developed for moderate and high hazard facilities or Performance Categories (PC) 3 and 4, respectively, at the Idaho National Engineering and Environmental Laboratory (INEEL). The probabilistic DBE response spectra will replace the deterministic DBE response spectra currently in the U.S. Department of Energy Idaho Operations Office (DOE-ID) Architectural Engineering Standards that govern seismic design criteria for several facility areas at the INEEL. Probabilistic DBE response spectra are recommended to DOE Naval Reactors for use at the Naval Reactor Facility at INEEL. The site-specific Uniform Hazard Spectra (UHS) developed by URS Greiner Woodward Clyde Federal Services are used as the basis for developing the DBE response spectra. In 1999, the UHS for all INEEL facility areas were recomputed using more appropriate attenuation relationships for the Basin and Range province. The revised UHS have lower ground motions than those produced in the 1996 INEEL site-wide probabilistic ground motion study. The DBE response spectra were developed by incorporating smoothed broadened regions of the peak accelerations, velocities, and displacements defined by the site-specific UHS. Portions of the DBE response spectra were adjusted to ensure conservatism for the structural design process.

All assumptions, parameters, and models used to provide the analysis of the design basis accidents are documented to support the conclusions in the FSAR. The calculations in this document address the design basis accidents (DBAs) selected for analysis in HNF-3553, ''Spent Nuclear Fuel Project Final Safety Analysis Report'', Annex B, ''Cold Vacuum Drying Facility Final Safety Analysis Report.'' The objective is to determine the quantity of radioactive particulate available for release at any point during processing at the Cold Vacuum Drying Facility (CVDF) and to use that quantity to determine the amount of radioactive material released during the DBAs. The radioactive material released is used to determine dose consequences to receptors at four locations, and the dose consequences are compared with the appropriate evaluation guidelines and release limits to ascertain the need for preventive and mitigative controls.

Here, the requirements are reviewed and the rationale for each provided.     The current method at Hanford for dealing with the results from multiple dosimeters worn during non-uniform irradiation is to use a compartmentalization method to calculate the effective dose (E). The method, as documented in the current version of Section 6.9.3 in the 'Hanford External Dosimetry Technical Basis Manual, PNL-MA-842,' is based on the compartmentalization method presented in the 1997 ANSI/HPS N13.41 standard, 'Criteria for Performing Multiple Dosimetry.' With the adoption of the ICRP 60 methodology in the 2007 revision to 10 CFR 835 came changes that have a direct affect on the compartmentalization method described in the 1997 ANSI/HPS N13.41 standard, and, thus, to the method used at Hanford. The ANSI/HPS N13.41 standard committee is in the process of updating the standard, but the changes to the standard have not yet been approved. And, the drafts of the revision of the standard tend to align more with ICRP 60 than with the changes specified in the 2007 revision to 10 CFR 835. Therefore, a revised method for calculating effective dose from non-uniform external irradiation using a compartmental method was developed using the tissue weighting factors and remainder organs specified in 10 CFR 835 (2007).

    The 2007 Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) concludes: "Warming in the climate system is unequivocal." Without the contribution of Physics to climate science over many decades, such a statement would not have been possible. Experimental physics enables us to read climate archives such as polar ice cores and so provides the context for the current changes. For example, today the concentration of CO2 in the atmosphere, the second most important greenhouse gas, is 28% higher than any time during the last 800,000 years. Classical fluid mechanics and numerical mathematics are the basis of climate models from which estimates of future climate change are obtained. But major instabilities and surprises in the Earth System are still unknown. These are also to be considered when the climatic consequences of proposals for geo-engineering are estimated. Only Physics will permit us to further improve our understanding in order to provide the foundation for policy decisions facing the global climate change challenge.

    Development of the engineering technology basis of pyrometallurgical reprocessing is a key issue for industrialization. For development of the transport technologies of molten salt and liquid cadmium at around 500 deg. C, a salt transport test rig and a metal transport test rig were installed in Ar glove box. Function of centrifugal pump and 1/2' declined tubing were confirmed with LiCl- KCl molten salt. The transport behavior of molten salt was found to follow that of water. Function of centrifugal pump, vacuum sucking and 1/2' declined tubing were confirmed with liquid Cd. With employing the transport technologies, industrialization applicable electro-refiner was newly designed and engineering-scale model was fabricated in Ar glove box. The electro-refiner has semi-continuous liquid Cd cathode instead of conventional one used in small-scale tests. With using actinide-simulating elements, demonstration of industrial-scale throughput will be carried out in this electro-refiner for more precise evaluation of industrialization potential of pyrometallurgical reprocessing.     Approximate exchange-correlation functionals for Kohn-Sham density functional theory often benefit from incorporating exact exchange. Exact exchange is constructed from the noninteracting reference system's nonlocal one-particle density matrix γ(r{sup -vector},r{sup -vector}′). Rung 3.5 functionals attempt to balance the strengths and limitations of exact exchange using a new ingredient, a projection of γ(r{sup -vector},r{sup -vector} ′) onto a semilocal model density matrix γ{sub SL}(ρ(r{sup -vector}),∇ρ(r{sup -vector}),r{sup -vector}−r{sup -vector} ′). γ{sub SL} depends on the electron density ρ(r{sup -vector}) at reference point r{sup -vector}, and is closely related to semilocal model exchange holes. We present a practical implementation of Rung 3.5 functionals, expanding the r{sup -vector}−r{sup -vector} ′ dependence of γ{sub SL} in an auxiliary basis set. Energies and energy derivatives are obtained from 3D numerical integration as in standard semilocal functionals. We also present numerical tests of a range of properties, including molecular thermochemistry and kinetics, geometries and vibrational frequencies, and bandgaps and excitation energies. Rung 3.5 functionals typically provide accuracy intermediate between semilocal and hybrid approximations. Nonlocal potential contributions from γ{sub SL} yield interesting successes and failures for band structures and excitation energies. The results enable and motivate continued exploration of Rung 3.5 functional forms.

  14. Safety evaluation of MHTGR licensing basis accident scenarios

    The safety potential of the Modular High-Temperature Gas Reactor (MHTGR) was evaluated, based on the Preliminary Safety Information Document (PSID), as submitted by the US Department of Energy to the US Nuclear Regulatory Commission. The relevant reactor safety codes were extended for this purpose and applied to this new reactor concept, searching primarily for potential accident scenarios that might lead to fuel failures due to excessive core temperatures and/or to vessel damage, due to excessive vessel temperatures. The design basis accident scenario leading to the highest vessel temperatures is the depressurized core heatup scenario without any forced cooling and with decay heat rejection to the passive Reactor Cavity Cooling System (RCCS). This scenario was evaluated, including numerous parametric variations of input parameters, like material properties and decay heat. It was found that significant safety margins exist, but that high confidence levels in the core effective thermal conductivity, the reactor vessel and RCCS thermal emissivities and the decay heat function are required to maintain this safety margin. Severe accident extensions of this depressurized core heatup scenario included the cases of complete RCCS failure, cases of massive air ingress, core heatup without scram and cases of degraded RCCS performance due to absorbing gases in the reactor cavity. Except for no-scram scenarios extending beyond 100 hr, the fuel never reached the limiting temperature of 1600/degree/C, below which measurable fuel failures are not expected. In some of the scenarios, excessive vessel and concrete temperatures could lead to investment losses but are not expected to lead to any source term beyond that from the circulating inventory. 19 refs., 56 figs., 11 tabs.

    Controlled nuclear fusion initiated by highly intense laser beams has been the subject of experiment for many years. The National Ignition Facility (NIF) represents the culmination of design efforts to provide a laser facility that will successfully demonstrate fusion ignition in the laboratory. In this so-called inertial confinement approach, energetic driver beams (laser, X-ray, or charged particle) heat the outer surface of a spherical capsule containing deuterium and tritium (DT) fuel. As the capsule surface explosively evaporates, reaction pressure compresses the DT fuel causing the central core of the fuel to reach extreme density and temperature. When the central temperature is high enough, DT fusion reactions occur. The energy released from these reactions further heats the compressed fuel, and fusion burn propagates outward through the colder regions of the capsule much more rapidly than the inertially confined capsule can expand. The resulting fusion reactions yield many times more energy than was absorbed from the driver beams.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    The molecular basis for rubber elasticity is arguably the oldest and one of the most important questions in the field of polymer physics. The theoretical investigation of rubber elasticity began in earnest almost a century ago with the development of analytic thermodynamic models, based on simple, highly-symmetric configurations of so-called Gaussian chains, i.e. polymer chains that obey Markov statistics. Numerous theories have been proposed over the past 90 years based on the ansatz that the elastic force for individual network chains arises from the entropy change associated with the distribution of end-to-end distances of a free polymer chain. There aremore » serious philosophical objections to this assumption and others, such as the assumption that all network nodes undergo affine motion and that all of the network chains have the same length. Recently, a new paradigm for elasticity in rubber networks has been proposed that is based on mechanisms that originate at the molecular level. Using conventional statistical mechanics analyses, quantum chemistry, and molecular dynamics simulations, the fundamental entropic and enthalpic chain extension forces for polyisoprene (natural rubber) have been determined, along with estimates for the basic force constants. Concurrently, the complex morphology of natural rubber networks (the joint probability density distributions that relate the chain end-to-end distance to its contour length) has also been captured in a numerical model. When molecular chain forces are merged with the network structure in this model, it is possible to study the mechanical response to tensile and compressive strains of a representative volume element of a polymer network. As strain is imposed on a network, pathways of connected taut chains, that completely span the network along strain axis, emerge. Although these chains represent only a few percent of the total, they account for nearly all of the elastic stress at high strain. Here we provide

    Mcm10 is an essential eukaryotic DNA replication protein required for assembly and progression of the replication fork. The highly conserved internal domain (Mcm10-ID) has been shown to physically interact with single-stranded (ss) DNA, DNA polymerase alpha, and proliferating cell nuclear antigen (PCNA). The crystal structure of Xenopus laevis Mcm10-ID presented here reveals a DNA binding architecture composed of an oligonucleotide/oligosaccharide-fold followed in tandem by a variant and highly basic zinc finger. NMR chemical shift perturbation and mutational studies of DNA binding activity in vitro reveal how Mcm10 uses this unique surface to engage ssDNA. Corresponding mutations in Saccharomyces cerevisiae result in increased sensitivity to replication stress, demonstrating the functional importance of DNA binding by this region of Mcm10 to replication. In addition, mapping Mcm10 mutations known to disrupt PCNA, polymerase alpha, and DNA interactions onto the crystal structure provides insight into how Mcm10 might coordinate protein and DNA binding within the replisome.

    reviewing documents used in classifying controls for Nuclear Safety, it was noted that DOE-HDBK-1188, 'Glossary of Environment, Health, and Safety Terms', defines an Administrative Control (AC) in terms that are different than typically used in Criticality Safety. As part of this CCR, a new term, Criticality Administrative Control (CAC) was defined to clarify the difference between an AC used for criticality safety and an AC used for nuclear safety. In Nuclear Safety terms, an AC is a provision relating to organization and management, procedures, recordkeeping, assessment, and reporting necessary to ensure safe operation of a facility. A CAC was defined as an administrative control derived in a criticality safety analysis that is implemented to ensure double contingency. According to criterion 2 of Section IV, 'Linkage to the Documented Safety Analysis', of DOESTD-3007-2007, the consequence of a criticality should be examined for the purposes of classifying the significance of a control or component. HNF-PRO-700, 'Safety Basis Development', provides control selection criteria based on consequence and risk that may be used in the development of a Criticality Safety Evaluation (CSE) to establish the classification of a component as a design feature, as safety class or safety significant, i.e., an Engineered Safety Feature (ESF), or as equipment important to safety; or merely provides defense-in-depth. Similar logic is applied to the CACs. Criterion 8C of DOE-STD-3007-2007, as written, added to the confusion of using the basic CCR from HNF-7098. The PFP CCR attempts to clarify this criterion by revising it to say 'Programmatic commitments or general references to control philosophy (e.g., mass control or spacing control or concentration control as an overall control strategy for the process without specific quantification of individual limits) is included in the PFP DSA'.     For the past 20 years, extensive field, laboratory, and modeling investigations have been performed at Yucca Mountain, which have led to the development of a number of conceptual models of infiltration and climate for the Yucca Mountain region around the repository site (Flint, A.L. et al. 2001; Wang and Bodvarsson 2003). Evaluating the amount of infiltrating water entering the subsurface is important, because this water may affect the percolation flux, which, in turn, controls seepage into the waste emplacement drifts and radionuclide transport from the repository to the water table. Forecasting of climatic data indicates that during the next 10,000 years at Yucca Mountain, the present-day climate should persist for 400 to 600 years, followed by a warmer and much wetter monsoon climate for 900 to 1,400 years, and by a cooler and wetter glacial-transition climate for the remaining 8,000 to 8,700 years. The analysis of climatic forecasting indicates that long-term climate conditions are generally predictable from a past climate sequence, while short-term climate conditions and weather predictions may be more variable and uncertain. The use of past climate sequences to bound future climate sequences involves several types of uncertainties, such as (1) uncertainty in the timing of future climate, (2) uncertainty in the methodology of climatic forecasting, and (3) uncertainty in the earth's future physical processes. Some of the uncertainties of the climatic forecasting are epistemic (reducible) and aleatoric (irreducible). Because of the size of the model domain, INFIL treats many flow processes in a simplified manner. For example, uptake of water by roots occurs according to the ''distributed model'', in which available water in each soil layer is withdrawn in proportion to the root density in that layer, multiplied by the total evapotranspirative demand. The methodology, called a Regional Shelter Analysis, combines the fallout protection that existing buildings provide civilian populations with the distribution of people in various locations. The Regional Shelter Analysis method allows the consideration of (a) multiple building types and locations within buildings, (b) country specific estimates, (c) population posture (e.g., unwarned vs. minimally warned), and (d) the time of day (e.g., night vs. day). The protection estimates can be combined with fallout predictions (or measurements) to (a) provide a more accurate assessment of exposure and injury and (b) evaluate the effectiveness of various casualty mitigation strategies. This report describes the Regional Shelter Analysis methodology, highlights key operational aspects (including demonstrating that the methodology is compatible with current tools), illustrates how to implement the methodology, and provides suggestions for future work.
