  2. WEST COAST REGIONAL CARBON SEQUESTRATION PARTNERSHIP

    The West Coast Regional Carbon Sequestration Partnership is one of seven partnerships which have been established by the US Department of Energy (DOE) to evaluate carbon dioxide capture, transport and sequestration (CT&S) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, and the North Slope of Alaska. Led by the California Energy Commission, the West Coast Partnership is a consortium of over thirty five organizations, including state natural resource and environmental protection agencies; national labs and universities; private companies working on CO{sub 2} capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO{sub 2} point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT&S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT&S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct.1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

    The primary objective of this study is to conduct a preliminary dynamic analysis of two realistic hybrid energy systems (HES) including a nuclear reactor as the main baseload heat generator (denoted as nuclear HES or nuclear hybrid energy systems [[NHES]) and to assess the local (e.g., HES owners) and system (e.g., the electric grid) benefits attainable by the application of NHES in scenarios with multiple commodity production and high penetration of renewable energy. It is performed for regional cases not generic examples based on available resources, existing infrastructure, and markets within the selected regions. This study also briefly addresses the computational capabilities developed to conduct such analyses, reviews technical gaps, and suggests some research paths forward.

    West Papua region has fairly high of seismicity activities due to tectonic setting and many inland faults. In addition, the region has a unique and complex tectonic conditions and this situation lead to high potency of seismic hazard in the region. The precise earthquake hypocenter location is very important, which could provide high quality of earthquake parameter information and the subsurface structure in this region to the society. We conducted 1-D P-wave velocity using earthquake data catalog from BMKG for April, 2009 up to March, 2014 around West Papua region. The obtained 1-D seismic velocity then was used as input for improving hypocenter location using double-difference method. The relocated hypocenter location shows fairly clearly the pattern of intraslab earthquake beneath New Guinea Trench (NGT). The relocated hypocenters related to the inland fault are also observed more focus in location around the fault.

  10. Regional seismic evaluation of basement control on paleozoic sedimentation in Ohio and West Virginia

    Paleozoic sediments of the central Appalachian lie upon a complexly deformed basement that continued to deform during the Paleozoic. In West Virginia basement is cut by an aulocogen known as the Rome trough. Seismic data reveal that the Rome Trough is an asymmetrical graben with a faulted eastern margin, and generally rotational western margin. Differential subsidence across the western margin decreases exponentially following the early Cambrian inception of the Trough. Displacement of the East Margin fault appears coupled to west-flank rotation. Minor inversion of Trough structure is also observed following the initial phase of rapid subsidence. Inversion influences local sedimentation patterns and results in minor structures that may influence hydrocarbon distribution. Regional seismic evaluation has been extended further west into Ohio to define regional scale subsidence history and local structural reactivation. Three seismic lines have been analyzed in Ohio that extend northwest from West Virginia to the Ohio COCORP line. Seismic expressions of the basement is marked by a relatively coherent reflection event. The basement faults in the distal part have similar offsets and therefore less influence on the sedimentary features. This analysis evaluates the structural affects of Coshocton zone, Cambridge Arch and Burning Spring anticline on the depositional history of Paleozoic sedimentation in Ohio.

That's down 4 cents from a week ago, based on the weekly price survey by the U.S. Energy Information Administration. Pump prices were highest in the West Coast region at 3.90 a gallon, up 10.3 cents from a week ago marking the highest weekly increase in this region since May. Prices were lowest in the Gulf Coast States at 3.30 a gallon, down 7.6 cents.

    This study assesses the outlook for utility-scale renewable energy development in the West once states have met their renewable portfolio standard (RPS) requirements. In the West, the last state RPS culminates in 2025, so the analysis uses 2025 as a transition point on the timeline of RE development. Most western states appear to be on track to meet their final requirements, relying primarily on renewable resources located relatively close to the customers being served. What happens next depends on several factors including trends in the supply and price of natural gas, greenhouse gas and other environmental regulations, consumer preferences, technological breakthroughs, and future public policies and regulations. Changes in any one of these factors could make future renewable energy options more or less attractive.

    An integrated field-laboratory program evaluated the use of radon and CO2 flux measurements to constrain source and timescale of CO2 fluxes in environments proximate to CO2 storage reservoirs. By understanding the type and depth of the gas source, the integrity of a CO2 storage reservoir can be assessed and monitored. The concept is based on correlations of radon and CO2 fluxes observed in volcanic systems. This fundamental research is designed to advance the science of Monitoring, Verification, and Accounting (MVA) and to address the Carbon Storage Program goal of developing and validating technologies to ensure 99 percent storage performance. Graduate and undergraduate students conducted the research under the guidance of the Principal Investigators; in doing so they were provided with training opportunities in skills required for implementing and deploying CCS technologies. Although a final method or tool was not developed, significant progress was made. The field program identified issues with measuring radon in environments rich in CO2. Laboratory experiments determined a correction factor to apply to radon measurements made in CO2-bearing environments. The field program also identified issues with radon and CO2-flux measurements in soil gases at a natural CO2 analog. A systematic survey of radon and CO2 flux in soil gases at the LaBarge CO2 Field in Southwest Wyoming indicates that measurements of 222Rn (radon), 220Rn (thoron), and CO2 flux may not be a robust method for monitoring the integrity of a CO2 storage reservoir. The field program was also not able to correlate radon and CO2 flux in the CO2-charged springs of the Thermopolis hydrothermal system. However, this part of the program helped to motivate the aforementioned laboratory experiments that determined correction factors for measuring radon in CO2-rich environments. A graduate student earned a Master of Science degree for this part of the field program; she is currently employed with a geologic consulting company. Measurement of radon in springs has improved significantly since the field program first began; however, in situ measurement of 222Rn and particularly 220Rn in springs is problematic. Future refinements include simultaneous salinity measurements and systematic corrections, or adjustments to the partition coefficient as needed for more accurate radon concentration determination. A graduate student earned a Master of Science degree for this part of the field program; he is currently employed with a geologic consulting company. Both graduate students are poised to begin work in a CCS technology area. Laboratory experiments evaluated important process-level fundamentals that effect measurements of radon and CO2. Laboratory tests established that fine-grained source minerals yield higher radon emissivity compared to coarser-sized source minerals; subtleties in the dataset suggest that grain size alone is not fully representative of all the processes controlling the ability of radon to escape its mineral host. Emissivity for both 222Rn and 220Rn increases linearly with temperature due to reaction of rocks with water, consistent with faster diffusion and enhanced mineral dissolution at higher temperatures. The presence of CO2 changes the relative importance of the factors that control release of radon. Emissivity for both 222Rn and 220Rn in CO2-bearing experiments is greater at all temperatures compared to the experiments without CO2, but emissivity does not increase as a simple function of temperature. Governing processes may include a balance between enhanced dissolution versus carbonate mineral formation in CO2-rich waters.

    There are numerous software tools available for field deployment, reach-back, training and planning use in the event of a radiological or nuclear (RN) terrorist event. Specialized software tools used by CBRNe responders can increase information available and the speed and accuracy of the response, thereby ensuring that radiation doses to responders, receivers, and the general public are kept as low as reasonably achievable. Software designed to provide health care providers with assistance in selecting appropriate countermeasures or therapeutic interventions in a timely fashion can improve the potential for positive patient outcome. This paper reviews various software applications of relevance to radiological and nuclear (RN) events that are currently in use by first responders, emergency planners, medical receivers, and criminal investigators.

    Several characteristic emission lines from the metal targets (Cu, Zn and Pb) were investigated in trace presence of radon gas in the atmospheric air, using Q-SW Nd:YAG laser induced plasma inside a control chamber. The emission lines of metal species are noticeably enhanced in (Rn+air), relative to those in the synthetic air alone. Similar spectra were also taken in various sub-atmospheric environments in order to determine the optimum pressure for enhancement. Solid-state nuclear track detectors were also employed to count the tracks due to alpha particles for the activity assessment.

    Performance assessments for the Area 5 Radioactive Waste Management Site on the Nevada Test Site have used three different mathematical models to estimate Rn-222 flux density. This study describes the performance, uncertainty, and sensitivity of the three models which include the U.S. Nuclear Regulatory Commission Regulatory Guide 3.64 analytical method and two numerical methods. The uncertainty of each model was determined by Monte Carlo simulation using Latin hypercube sampling. The global sensitivity was investigated using Morris one-at-time screening method, sample-based correlation and regression methods, the variance-based extended Fourier amplitude sensitivity test, and Sobol's sensitivity indices. The models were found to produce similar estimates of the mean and median flux density, but to have different uncertainties and sensitivities. When the Rn-222 effective diffusion coefficient was estimated using five different published predictive models, the radon flux density models were found to be most sensitive to the effective diffusion coefficient model selected, the emanation coefficient, and the radionuclide inventory. Using a site-specific measured effective diffusion coefficient significantly reduced the output uncertainty. When a site-specific effective-diffusion coefficient was used, the models were most sensitive to the emanation coefficient and the radionuclide inventory.

    Long-lived alpha and beta emitters in the {sup 222}Rn decay chain on detector surfaces may be the limiting background in many experiments attempting to detect dark matter or neutrinoless double beta decay. Removal of tens of microns of material via electropolishing has been shown to be effective at removing radon daughters implanted into material surfaces. Some applications, however, require the removal of uniform and significantly smaller thicknesses. Here, we demonstrate that electropolishing < 1 ?m from stainless-steel plates reduces the contamination efficiently, by a factor > 100. Examination of electropolished wires with a scanning electron microscope confirms that the thickness removed is reproducible and reasonably uniform. Together, these tests demonstrate the effectiveness of removal of radon daughters for a proposed low-radiation, multi-wire proportional chamber (the BetaCage), without compromising the screeners energy resolution. More generally, electropolishing thin layers of stainless steel may effectively remove radon daughters without compromising precision-machined parts.

    In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    The survey of [sup 222]Rn concentration in the air of tunnels constructed during World War II has been performed using a solid-state nuclear track detector technique. For the practical application of this technique t the determination of [sup 222]Rn concentrations in air, some basic properties were experimentally examined on the cellulose nitrate film, Kodak LR 115 type II. The calibration coefficient of the cellulose nitrate film used is determined from a correlation between the [sup 222]Rn concentration in air and the observed number of perforated etched tracks for widespread radon concentrations. The slope of the linear relationship observed yields a calibration coefficient of (0.00209 [+-] 0.00018) tracks cm[sup [minus]2] (Bq m[sup [minus]3] h)[sup [minus]1]. From the survey of [sup 222]Rn concentration in the air of tunnels, the concentration of several thousand Bq m[sup [minus]3] was observed at the inner most area of the tunnel, and the seasonal variation was clearly observed. The exponential distribution of radon concentration as a function of distance from the openings of the tunnel suggests that the radon concentration in the tunnel is basically governed by diffusion and mixing of radon gas with air.

    Environmental radon ({sup 222}Rn) monitors that incorporate electret detectors are confounded by background gamma radiation, which may cause the electret to discharge by as much as 7.5 volts per mR. Although background gamma corrections were formerly made by multiplying the known background gamma exposure rate with a constant conversion factor, this research demonstrates that doing so introduces an error ranging up to about 20%, especially in high gamma background areas. A new, more accurate method of background gamma correction has been developed that uses an average, voltage-dependent discharge factor, D{sub {gamma}} (V Kg C{sup {minus}1}). This factor and its coefficients were experimentally determined by separately exposing groups of electret radon detectors to photons from {sup 60}Co and {sup 137}Cs. Statistical analysis shows that D{sub {gamma}} is independent of the orientation of the electret during irradiation but that some dependency on dose rate or energy of the irradiating photons may be expected. The discharge of the electret due only to gamma irradiation, V{sub {gamma}}, is determined by multiplying the total integrated gamma exposure by D{sub {gamma}}. The discharge of the electret during a radon measurement can then be corrected for background gamma radiation by subtracting V{sub {gamma}} from the total discharge of the electret resulting in a net discharge due solely to radon. A new equation has also been developed in this study for the radon discharge factor, D{sub Rn} (V m{sup 3}Bq{sup {minus}1} s{sup {minus}1}), that is entirely consistent with the gamma discharge radon detectors to known concentrations of radon.

    Correlation and depositional environments of the Upper Devonian-Lower Mississippian Price-Rockwell delta complex are well understood for units along the outcrop belt in eastern West Virginia. However, the correlation of these units with the sequence of subsurface driller's sandstones is poorly known. Furthermore, little is known concerning the relationships of the well-developed Lower Mississippian hydrocarbon-bearing strata of southern West Virginia with equivalent units to the north. Regional analysis of over 700 gamma-ray well logs, combined with study of outcrops at Rowlesburg and Caldwell, West Virginia, provides insight into the nature of the Cloyd conglomerate, and the Berea, Weir, Squaw, and Big Injun sandstones and allows the refinement of the stratigraphic succession of the Price Formation in southern West Virginia.     LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    West Antarctica is one of the most rapidly warming regions on Earth, and this warming is closely connected with global sea level rise. The discovery of rapid climate change on the West Antarctic Ice Sheet (WAIS) has challenged previous explanations of Antarctic climate change that focused on strengthening of circumpolar westerlies in response to the positive polarity trend in the Southern Annular Mode. West Antarctic warming does not yet have a comprehensive explanation: dynamical mechanisms may vary from one season to the next, and these mechanisms very likely involve complex teleconnections with subtropical and tropical latitudes. The prime motivation for this proposal is that there has been no substantial atmospheric science or climatological field work on West Antarctica since the 1957 International Geophysical Year and that research continued for only a few years. Direct meteorological information on the WAIS has been limited to a few automatic weather stations for several decades, yet satellite imagery and meteorological reanalyses indicate that West Antarctica is highly susceptible to advection of warm and moist maritime air with related cloud cover, depending on the location and strength of low pressure cells in the Amundsen, Ross, and Bellingshausen Seas. There is a need to quantify the role of these changing air masses on the surface energy balance, including all surface energy components and cloud-radiative forcing. More generally, global climate model simulations are known to perform poorly over the Antarctic and Southern Oceans, and the marked scarcity of cloud information at southern high latitudes has so far inhibited significant progress. Fortunately, McMurdo Station, where the Atmospheric Radiation Measurement Facility’s (ARM’s) most advanced cloud and aerosol instrumentation is situated, has a meteorological relationship with the WAIS via circulation patterns in the Ross and Amundsen Seas. We can therefore gather sophisticated data with cloud radars and high spectral resolution lidar and a complete aerosol suite at McMurdo that have relevance to the WAIS as well. At the same time, we will send basic radiometric, surface energy balance, and upper air equipment directly to the WAIS to make the first well calibrated climatological suite of measurements seen in this extremely remote but globally critical region in more than 40 years.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia. Most of the information requested regarded either the permitting process for wind facilities of various sizes in the state or information regarding the wind potential in various parts of the state. This report describes four sub-categories of work done by the Center for Business and Economic Research (CBER) at Marshall University under this contract. The four sub-projects are: (1) research on the impacts of wind turbines on residential property values; (2) research on the integration of wind energy in regional transmission systems; (3) review of state-based wind legislation in consideration of model new policy options for West Virginia; and (4) promotion of wind facilities on former surface mine sites through development of a database of potential sites.

    OAK-B135 This paper is submitted in fulfillment of DOE Grant No. DE-FG03-015F22369 on the experience of western states/provinces with demand response (DR) in the electricity sector. Demand-side resources are often overlooked as a viable option for meeting load growth and addressing the challenges posed by the region's aging transmission system. Western states should work together with utilities and grid operators to facilitate the further deployment of DR programs which can provide benefits in the form of decreased grid congestion, improved system reliability, market efficiency, price stabilization, hedging against volatile fuel prices and reduced environmental impacts of energy production. This report describes the various types of DR programs; provides a survey of DR programs currently in place in the West; considers the benefits, drawbacks and barriers to DR; and presents lessons learned and recommendations for states/provinces.

    Paleofloral and palynological records of Lower Jurassic sediments in West Siberia, Kuznetsk (Kuzbass), and Kansk-Achinsk basins and their correlation are discussed. In a number of recent papers dedicated to the Jurassic stratigraphy of Siberia this problem is ambiguously treated. The reference palynological scale has been developed for the Jurassic West Siberian sediments and an uninterrupted succession of floral assemblages associated with it and with regional stratigraphic units has been recognized. On this basis the scheme of the correlation between the Lower Jurassic sediments of the Kansk-Achinsk and Kuznetsk basins and West Siberia permitting a better age estimate of coal-bearing deposits, is proposed.

    Modeled Bouger Gravity data was extracted from the Pan American Center for Earth and Environmental Studies Gravity Database of the U.S. at http://irpsrvgis08.utep.edu/viewers/Flex/GravityMagnetic/GravityMagnetic_CyberShare/ on 2/29/2012. The downloaded text file was opened in an Excel spreadsheet. This spreadsheet data was then converted into an ESRI point shapefile in UTM Zone 13 NAD27 projection, showing location and gravity (in milligals).     During April and May 2007, the Columbia Basin Fish and Wildlife Authority's (CBFWA) Regional HEP Team (RHT) conducted baseline Habitat Evaluation Procedures (HEP) (USFWS 1980, 1980a) analyses on five parcels collectively designated the West Foster Creek Expansion Project (3,756.48 acres). The purpose of the HEP analyses was to document extant habitat conditions and to determine how many baseline/protection habitat units (HUs) to credit Bonneville Power Administration (BPA) for funding maintenance and enhancement activities on project lands as partial mitigation for habitat losses associated with construction of Grand Coulee and Chief Joseph Dams. HEP evaluation models included mule deer (Odocoileus hemionus), western meadowlark (Sturnella neglecta), sharp-tailed grouse, (Tympanuchus phasianellus), Bobcat (Lynx rufus), mink (Neovison vison), mallard (Anas platyrhynchos), and black-capped chickadee (Parus atricapillus). Combined 2007 baseline HEP results show that 4,946.44 habitat units were generated on 3,756.48 acres (1.32 HUs per acre). HEP results/habitat conditions were generally similar for like cover types at all sites. Unlike crediting of habitat units (HUs) on other WDFW owned lands, Bonneville Power Administration received full credit for HUs generated on these sites.

    Characterization of geological sinks for sequestration of CO{sub 2} in California, Nevada, Oregon, and Washington was carried out as part of Phase I of the West Coast Regional Carbon Sequestration Partnership (WESTCARB) project. Results show that there are geologic storage opportunities in the region within each of the following major technology areas: saline formations, oil and gas reservoirs, and coal beds. The work focused on sedimentary basins as the initial most-promising targets for geologic sequestration. Geographical Information System (GIS) layers showing sedimentary basins and oil, gas, and coal fields in those basins were developed. The GIS layers were attributed with information on the subsurface, including sediment thickness, presence and depth of porous and permeable sandstones, and, where available, reservoir properties. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery (EGR). The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, depending on assumptions about the fraction of the formations used and the fraction of the pore volume filled with separate-phase CO{sub 2}. Potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, based on a screening of reservoirs using depth, an API gravity cutoff, and cumulative oil produced. The cumulative production from gas reservoirs (screened by depth) suggests a CO{sub 2} storage capacity of 1.7 Gt. In Oregon and Washington, sedimentary basins along the coast also offer sequestration opportunities. Of particular interest is the Puget Trough Basin, which contains up to 1,130 m (3,700 ft) of unconsolidated sediments overlying up to 3,050 m (10,000 ft) of Tertiary sedimentary rocks. The Puget Trough Basin also contains deep coal formations, which are sequestration targets and may have potential for enhanced coal bed methane recovery (ECBM).

The Office of Science is interested in its facilities meeting the renewable energy mandates set by Congress and the Administration. Those facilities on the west coast include a cluster in the Bay Area of California and at Hanford in central Washington State. Land constraints at the California facilities do not permit large scale projects. The Hanford Reservation has land and solar insolation available for a large scale solar project as well as access to a regional transmission system that can provide power to facilities in California. The premise of this study is that a large-scale solar project at Hanford may be able to provide renewable energy sufficient to meet the needs of select Office of Science facilities on the west coast at a COE that is competitive with costs in California despite the lower solar insolation values at Hanford. The study concludes that although the cost of solar projects continues to decline, estimated costs for a large-scale project at Hanford are still not competitive with avoided power costs for Office of Science facilities on the west coast. Further, although it is possible to transmit power from a solar project at Hanford to California facilities, the costs of doing so add additional costs. Consequently, development of a large- scale solar project at Hanford to meet the renewable goals of Office of Science facilities on the west coast is currently uneconomic. This may change as solar costs decrease and California-based facilities face increasing costs for conventional and renewable energy produced in the state. PNNL should monitor those cost trends.

    The Southwest Partnership Region includes five states (Arizona, Colorado, New Mexico, Oklahoma, Utah) and contiguous areas from three adjacent states (west Texas, south Wyoming, and west Kansas). This energy-rich region exhibits some of the largest growth rates in the nation, and it contains two major CO{sub 2} pipeline networks that presently tap natural subsurface CO{sub 2} reservoirs for enhanced oil recovery at a rate of 30 million tons per year. The ten largest coal-fired power plants in the region produce 50% (140 million tons CO{sub 2}/y) of the total CO{sub 2} from power-plant fossil fuel combustion, with power plant emissions close to half the total CO{sub 2} emissions. The Southwest Regional Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach. These partners include 21 state government agencies and universities, the five major electric utility industries, seven oil, gas and coal companies, three federal agencies, the Navajo Nation, several NGOs including the Western Governors Association, and data sharing agreements with four other surrounding states. The Partnership is developing action plans for possible Phase II carbon sequestration pilot tests in the region, as well as the non-technical aspects necessary for developing and carrying out these pilot tests. The establishment of a website network to facilitate data storage and information sharing, decision-making, and future management of carbon sequestration in the region is a priority. The Southwest Partnership's approach includes (1) dissemination of existing regulatory/permitting requirements, (2) assessing and initiating public acceptance of possible sequestration approaches, and (3) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region. The Partnership will also identify potential gaps in monitoring and verification approaches needed to validate long-term storage efforts.

    The Turks and Caicos Islands represent the SE limit of emergent portions of the Bahamian Platform. Providenciales and West Caicos are low-lying islands, composed of Quaternary marine and eolian carbonates, that lie near the NW margin of the Caicos Bank. Highest elevations of marine skeletal-peletal grainstones on Providenciales are 6m above present s.l.; reefs associated with marine grainstones on West Caicos are 3-4m above s.l., and allowing for growth in several meters water depth support interpretation of maximum s.l. as +6m. Marine sediments are dated as approximately 50,000 C14 Years B.P. This suggests correlation with the mid-Wisconsin s.l. maximum and implies tectonic instability. Eolian dunes achieve an elevation of 48 m on Providenciales, where they are differentiated into five systems based on geomorphology and grain composition. Oolites, now generated exclusively in the narrow swash-zone, predominate on the Bank side whereas coated pellets and skeletal grains characterize calcarenites formed in the seaward reef tract. Fall in s.l. to the late Wisconsin minimum (17,000 years, perhaps -120m) generated successively lower arcs of dunes as carbonate productivity decreased, and resulted in subaerial diagenesis as the entire Bank emerged. Spectacular karst formation during the late Wisconsin as well as earlier s.l. lows provided conduits that allow restricted marine faunas to flourish in inland lakes and sink holes.

    Gas and Liquid samples have been collected from a selection of the approximately 3,820 spent fuel storage canisters in the K West Basin. The samples were taken to characterize the contents of the gas and water in the canisters providing source term information for two subprojects of the Spent Nuclear Fuel Project (SNFP) (Fulton 1994): the K Basins Integrated Water Treatment System Subproject (Ball 1996) and the K Basins Fuel Retrieval System Subproject (Waymire 1996). The barrels of ten canisters were sampled for gas and liquid in 1995, and 50 canisters were sampled in a second campaign in 1996. The analysis results from the first campaign have been reported (Trimble 1995a, 1995b, 1996a, 1996b). The analysis results from the second campaign liquid samples have been documented (Trimble and Welsh 1997; Trimble 1997). This report documents the results for the gas samples from the second campaign and evaluates all gas data in terms of expected releases when opening the canisters for SNFP activities. The fuel storage canisters consist of two closed and sealed barrels, each with a gas trap. The barrels are attached at a trunion to make a canister, but are otherwise independent (Figure 1). Each barrel contains up to seven N Reactor fuel element assemblies. A gas space of nitrogen was established in the top 2.2 to 2.5 inches (5.6 to 6.4 cm) of each barrel. Many of the fuel elements were damaged allowing the metallic uranium fuel to be corroded by the canister water. The corrosion releases fission products and generates hydrogen gas. The released gas mixes with the gas-space gas and excess gas passes through the gas trap into the basin water. The canister design does not allow canister water to be exchanged with basin water.

  17. The paradox of federal energy and defense installations in the West

    Most planners working west of the 100th meridian are aware that federal lands make up a large portion of the lands in the western states. In fact, federal lands comprise nearly 49% of the area of the fourteen states that make up the WPR family. These lands are usually under the Department of Agriculture (USFS) and the Department of Interior (BLM and NPS), but the Departments of Defense (DOD) and Energy (DOE) are also federal stewards of western lands. These federal military and energy installations play an important role in local and regional western communities and economies. They also play an important role in regional ecologies. It is a paradox that some of these sites have their share of legacy contamination from earlier missions, but they also include some of the most pristine remaining western ecosystems. In some cases, the sites are located near or surrounded by encroaching urbanization, making them particularly valuable lands both for recreation and habitat preservation.

    Liquid and gas samples were taken from 50 K West Basin fuel storage canisters in 1996. The cesium-137 data from the liquid samples and an analysis of the data are presented. The analysis indicated that the cesium-137 data follow a lognormal distribution. Assuming that the total distribution of the K West canister water was predicted, the total K West Basin canister water was estimated to contain about 8,150 curies. The mean canister contains about 2.14 curies with as many as 5% or 190 of the canisters exceeding 19 curies. Opening ten canisters per shift could include a hot canister (cesium-137 > 25 curies) in one out of eight shifts.

    This report focuses on interpretation of gravity and new magnetic data west of the Nevada Test Site (NTS) and within the northwestern part of NTS. The interpretations integrate the gravity and magnetic data with other geophysical, geological, and rock property data to put constraints on tectonic and magmatic features not exposed at the surface. West of NTS, where drill hole information is absent, these geophysical data provide the best available information on the subsurface. Interpreted subsurface features include calderas, intrusions, basalt flows and volcanoes, Tertiary basins, structurally high pre-Tertiary rocks, and fault zones. New features revealed by this study include (1) a north-south buried tectonic fault east of Oasis Mountain, which the authors call the Hogback fault; (2) an east striking fault or accommodation zone along the south side of Oasis Valley basin, which they call the Hot Springs fault; (3) a NNE striking structural zone coinciding with the western margins of the caldera complexes; (4) regional magnetic highs that probably represent a thick sequence of Tertiary volcanic rocks; and (5) two probable buried calderas that may be related to the tuffs of Tolicha Peak and of Sleeping Butte, respectively.

Spurred by technological advances and high energy prices, extraction of natural gas from Marcellus shale is increasing in the Appalachian Region. Because little is known about effects on wildlife populations, we studied immediate impacts of oil and gas CO&G) extraction on demographics and relative abundance of Louisiana Waterthrush'CLOWA), a riparian obligate species, to establish a baseline for potential future changes. Annually in 2008-2010, we conducted point counts, monitored Mayfield nesting success, spotted-mapped territories, and measured habitat quality using the EPA Rapid Bioassessment protocol for high gradient streams and a LOWA Habitat Suitability Index CHSI) on a 4,100 ha study area in northern West Virginia. On 11 streams, the stream length affected by O&G activities was 0-58%. Relative abundance, territory denSity, and nest success varied annually but were not significantly different across years. Success did not differ between impacted and unimpacted nests, but territory density had minimal correlation with percent of stream impacted by O&G activities. Impacted nests had lower HSI values in 2010 and lower EPA indices in 2009. High site fidelity could mask the immediate impacts of habitat disturbance from drilling as we measured return rates of 57%. All returning individuals were on the same stream they were banded and 88% were within 250 m of their territory from the previous year. We also observed a spatial shift in LOWA territories, perhaps in response to drilling activities. Preliminary results identified few differences at low habitat disturbance levels but highlight the need for continued monitoring with increasing disturbance. file:

Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson?Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140). Slip and dilation tendency were calculated using 3DStress for the faults within each region using the mean Shmin for the region. Shmin variation throughout Great Basin are shown on Figure 3. For faults within the Great Basin proper, we applied a normal faulting stress regime, where the vertical stress (sv) is larger than the maximum horizontal stress (shmax), which is larger than the minimum horizontal stress (sv>shmax>shmin). Based on visual inspection of the limited stress magnitude data in the Great Basin, we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46. These values are consistent with stress magnitude data at both Dixie Valley (Hickman et al., 2000) and Yucca Mountain (Stock et al., 1985). For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike?slip faulting stress, where shmax > sv > shmin. Upon visual inspection of limited stress magnitude data from the Walker Lane and Eastern California Shear zone, we chose values such that SHmin/SHmax = .46 and Shmin/Sv= .527 representative of the region.     Following a building-wide waste assessment in September, 2014, and subsequent presentation to Sandia leadership regarding the goal of Zero Waste by 2025, the occupants of the IPOC Second Floor, West Wing contacted the Materials Sustainability and Pollution Prevention (MSP2) team to guide them to Zero Waste in advance of the rest of the site. The occupants are from Center 3600, Public Relations and Communications , and Center 800, Independent Audit, Ethics and Business Conduct . To accomplish this, MSP2 conducted a new limited waste assessment from March 2-6, 2015 to compare the second floor, west wing to the building as a whole. The assessment also serves as a baseline with which to mark improvements in diversion in approximately 6 months.
