    A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X).     In this study we describe an innovative method to determine potential sites for optical and infrared astronomical observations in the Andes region of northern South America. The method computes the Clear sky fraction (CSF) from Geostationary Observational Environmental Satellite (GOES) data for the years 2008-12 through a comparison with temperatures obtained from long-term records of weather stations and atmospheric temperature profiles from radiosonde. Criteria for sky clearance were established for two infrared GOES channels in order to determine potential sites in the Andes region of northern South-America. The method was validated using the reported observed hours at Observatorio Nacional de Llano del Hato in Venezuela. Separate CSF percentages were computed for dry and rainy seasons for both, photometric and spectroscopic night qualities.     Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

Successful exploration and development efforts were most intense in Colombia and Venezuela, where activity centered around the Cano Limon field area. Initial production of 30,000 BOPD from Cano Limon started in December, raising Colombia again to the ranks of an exporting nation. Another significant discovery in Colombia was San Francisco field in the Upper Magdalena basin. Argentina reported significant discoveries by YPF in the Northwest Cretaceous and Neuquen basins and by Total offshore Tierra del Fuego. Brazil continued to discover major reserves in the offshore Campos basin in ever-increasing water depths. At year end, Venezuela was drilling Furrial-1 in eastern Venezuela.     Major natural catastrophes (e.g., 'universal' floods, fire, darkness, and sky falling down) are prominently reflected in traditional South American creation myths, cosmology, religion, and worldview. We are now beginning to recognize that cosmogonic myths represent a rich and largely untapped data set concerning the most dramatic natural events and processes experienced by each cultural group during the past several thousand years. Observational details regarding specific catastrophes are encoded in myth storylines, typically cast in terms of supernatural characters and actions. Not only are the myths amenable to scientific analysis, but also some sets of myths encode multiple catastrophes in meaningful relative chronological order. The present study considers more than 4200 myths, including more than 260 'universal' catastrophe myths from cultural groups throughout South America. These myths are examined in light of available geological, paleoenvironmental, archeological, and documentary evidence. Our analysis reveals three possible ultra-plinian volcanic eruptions, two in Columbia and the other in the Gran Chaco, the latter likely associated with a poorly dated late Holocene eruption of Nuevo Mundo in central Bolivia. Our analysis also identifies a set of traditions likely linked with the well-known Campo del Cielo iron meteorite impact in northern Argentina originally hypothesized to have occurred around 4000 years ago. Intriguingly, these traditions strongly suggest that the Campo del Cielo impact triggered widespread mass fires in the Gran Chaco region and possibly in the Brazilian Highlands. Several other potential cosmic impacts, distinct from Campo del Cielo, are hinted at in the mythology of other locations in South America. The numerous catastrophe myths in the Gran Chaco region exhibit the most coherent chronological sequence of any South American region. The sequence begins with a 'Great Flood,' by far the most widespread catastrophe myth in South America, typically represented as the beginning of our modern world. The great flood is followed 'many generations' later by the 'Great Fire' (hypothesized as the Campo del Cielo impact) with the 'Great Darkness' and 'sky falling down' (hypothesized as the Nuevo Mundo eruption) being the most recent catastrophe, occurring 'many generations' after the great fire. We draw upon the physical record to suggest rough calendrical dates for these witnessed catastrophic events.

    This atlas of the south central region combines seven collections of wind resource data: one for the region, and one for each of the six states (Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas). At the state level, features of the climate, topography, and wind resource are discussed in greater detail than that provided in the regional discussion, and the data locations on which the assessment is based are mapped. Variations, over several time scales, in the wind resource at selected stations in each state are shown on graphs of monthly average and interannual wind speed and power, and hourly average wind speed for each season.     Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

    The potential to use ice cores from alpine glaciers in the midlatitudes to reconstruct paleoclimatic records has not been widely recognized. Although excellent paleoclimatic records exist for the polar regions, paleoclimatic ice core records are not common from midlatitude locations. An ice core removed from the Upper Fremont Glacier in Wyoming provides evidence for abrupt climate change during the mid-1800s. Volcanic events (Krakatau and Tambora) identified from electrical conductivity measurements (ECM) and isotopic and chemical data from the Upper Fremont Glacier were reexamined to confirm and refine previous chronological estimates of the ice core. At a depth of 152 m the refined age-depth profile shows good agreement (1736{+-}10 A.D.) with the {sup 14}C age date (1729{+-}95 A.D.). The {delta}{sup 18}O profile of the Upper Fremont Glacier (UFG) ice core indicates a change in climate known as the Little Ice Age (LIA). However, the sampling interval for {delta}{sup 18}O is sufficiently large (20 cm) such that it is difficult to pinpoint the LIA termination on the basis of {delta}{sup 18}O data alone. Other research has shown that changes in the {delta}{sup 18}O variance are generally coincident with changes in ECM variance. The ECM data set contains over 125,000 data points at a resolution of 1 data point per millimeter of ice core. A 999-point running average of the ECM data set and results from f tests indicates that the variance of the ECM data decreases significantly at about 108 m. At this depth, the age-depth profile predicts an age of 1845 A.D. Results indicate the termination of the LIA was abrupt with a major climatic shift to warmer temperatures around 1845 A.D. and continuing to present day. Prediction limits (error bars) calculated for the profile ages are {+-}10 years (90% confidence level). Thus a conservative estimate for the time taken to complete the LIA climatic shift to present-day climate is about 10 years, suggesting the LIA termination in alpine regions of central North America may have occurred on a relatively short (decadal) timescale.     The present study deals with the problem of evaluation of the recharge mechanism and the characterization of the groundwater flow system in the basement shallow aquifer, which is one of the groundwater resource in the semi-arid South region of Madagascar. Stable isotopes (deuterium and oxygen-18) and tritium are used to achieve with accuracy the hydrogeological and geochemical dynamics study. Chemical analysis is used to provide complementary information to the investigation. A space distribution of tritium concentration and isotopic composition in groundwater shows evidence of two opposite categories of aquifers, which is confirmed by the chemical analysis results and by the geological features of the study site.     As an ongoing part of the collaborative efforts between the Cooperative Monitoring Center (CMC) at Sandia National Laboratories, the United States Arms Control and Disarmament Agency (ACDA), and U.S. Department of Energy (DOE), staff from the CMC served as faculty in conducting a workshop in Shanghai, China. Sponsor of the workshop was the Regional Centre for Strategic Studies (RCSS) based in Colombo, Sri Lanka. The workshop included participants from throughout South Asia and China. The CMC presented four sessions related to the role of monitoring technologies in promoting regional security and building confidence among nations. Participation in these workshops supports U.S. efforts to further regional cooperation and promote arms control, nonproliferation and other cooperative securily measures and supplements efforts funded by DOE and ACDA over the past four years. The RCSS Shanghai meeting permitted a continued CMC involvement in regionally conducted training for anew generation of leaders in government, the military, and academia throughout South Asia and China. Nuclear issues are clearly a dominant South Asian concern since the nuclear tests of May 1998. However, there remains a strong interest in identifying opportunities for increased trade and reduced tensions in other areas. The RCSS and other regional organizations are enthusiastic about continued CMC involvement in future regional courses.

    Magnitudes and color indices in the Vilnius seven-color system are measured for 690 stars down to ~13.2 mag in the area of the North America and Pelican nebulae. Spectral types, absolute magnitudes, color excesses, interstellar extinctions and distances of the stars are determined. The plots of interstellar extinction Av versus distance for the North America Nebula and for the dark cloud L935 show that both areas are covered by the same absorbing cloud, situated at a distance of 600 pc.     Use of Al content geobarometry on clinopyroxene inclusions in plagioclase from the Carboniferous Liberty Hill pluton, South Carolina, yields pressure estimates of 8-10 kbar. Amphibole crystallization pressures are 3.1-4.7 kbar; contact metamorphic pressure are 4.5 kbar. Clinopyroxenes could be early crystallization products from the melt, restite crystals from the source region, xenocrysts from the magma conduit walls, or xenocrysts from a more mafic magma. Compositional uniformity of granitoid clinopyroxenes but dissimilarity with those in contemporaneous gabbroids is evidence against a xenocrystic origin. The deeper depths are interpreted as either the source region or a pausing place important in the crystallization history of the magma during its ascent to the upper crust. Early crystallization assemblage of the granitoid, and possibly the assemblage of the source region, was amphibole + clinopyroxene +/- plagioclase-bearing. An amphibolitic lower crustal source is consistent with the Sr and O isotopic and rare-earth-element studies of this and many other similar-age granitoids in the southern Appalachians.

    South State Line field, discovered in 1970, is centrally located in the productive Jurassic Norphlet trend of the eastern Gulf Coast. The Norphlet Formation at South State Line has produced gas and condensate from normally pressured eolian sandstones at depths of more than 17,900 ft (5455 m). The 600-ft- (183-m) thick Norphlet Formation is composed of 100% sandstone and consists of two reservoir types: a poorer quality upper sandstone having low permeability (0.6 md) and a good-quality lower sandstone with better permeability (15.5 md). The upper sandstone exhibits tighter compaction of framework grains and more cement than the lower sandstone. Significantly, the upper sandstone contains authigenic illite (which promotes pressure solution), whereas the lower sandstone contains authigenic chlorite (which inhibits cementation and possibly pressure solution). On a regional scale, illite is the principal diagenetic clay mineral in the western area of the Norphlet trend (Mississippi to Texas), whereas chlorite is the principal diagenetic clay mineral in the east (Alabama to Florida). Not surprisingly, reservoir quality is poorer in the western portion of the trend. A comparison of framework grains in the upper and lower sandstones shows no significant compositional differences. Both are mature arkosic sandstones with a transitional-continental source (eastern Appalachians). No evidence was seen of a quartz-rich Ouachita or cratonic source. Volcanic and plutonic rock fragments are slightly more abundant in the lower sandstone, possibly reflecting a shifting of compositional terranes within a single source area along the eastern side of the Appalachians. The lower Norphlet sandstone may have been derived from Triassic volcanics, whereas the upper sandstone may have been derived from a more metamorphic source.

    The Australia Telescope Hubble Deep Field-South (ATHDFS) survey of the Hubble Deep Field South reaches sensitivities of ~10 miceoJyJy at 1.4, 2.5, 5.2 and 8.7 GHz, making the ATHDFS one of the deepest surveys ever performed with the Australia Telescope Compact Array. Here we present the optical identifications of the ATHDFS radio sources using data from the literature. We find that ~66% of the radio sources have optical counterparts to I = 23.5 mag. Deep HST imaging of the area identifies a further 12% of radio sources. We present new spectroscopic observations for 98 of the radio sources, and supplement these spectroscopic redshifts with photometric ones calculated from 5-band optical imaging. The host galaxy colors and radio-to-optical ratios indicate that low luminosity (or "radio quiet") AGN make up a significant proportion of the sub-mJy radio population, a result which is in accordance with a number of other deep radio studies. The radio-to-optical ratios of the bright (S_1.4GHz > 1 mJy) sources is consistent with a bimodal distribution.

    The Petroleum Technology Transfer Council (PTTC) and cooperating Regional Lead Organizations (RLOs) in its South Midcontinent (Oklahoma Geological Survey, Norman, Oklahoma) and West Coast (University of Southern California, Los Angeles, California) regions conducted a ''Mentor-Based Effort to Advance Implementation of Preferred Management Practices (PMPs) For Oil Producers'' (DE-FC26-01BC15272) under an award in Phase I of Department of Energy's (DOE's) PUMP (Preferred Upstream Management Practices) program. The project's objective was to enable producers in California, Oklahoma and Arkansas to increase oil production, moderating or potentially reversing production declines and extending the life of marginal wells in the near term. PTTC identified the primary constraints inhibiting oil production through surveys and PUMPer direct contacts in both regions. The leading common constraint was excess produced water and associated factors. Approaches for addressing this common constraint were tailored for each region. For Oklahoma and Arkansas, the South Midcontinent Region developed a concise manual titled ''Produced Water And Associated Issues'' that led to multiple workshops across the region, plus workshops in several other regions. In California, the West Coast Region leveraged PUMP funding to receive an award from the California Energy Commission for $300,000 to systematically evaluate water control solutions for the California geological environment. Products include still-developing remedial action templates to help producers identify underlying causes of excess water production and screen appropriate solutions. Limited field demonstrations are being implemented to build producer confidence in water control technologies. Minor leverage was also gained by providing technology transfer support to a Global Energy Partners project that demonstrated affordable approaches for reducing power consumption. PTTC leveraged PUMP project results nationally through expanding workshops to other regions, providing coverage in its newsletter, through columns and case studies in trade journals, and through coordinating presentations at association and professional society meetings. Combined, there were more than 800 participants. Applying ''application percentages'' from PTTC's total technology transfer program, more than 250 participants are likely to be applying technologies (39% of industry participants). Polymer gel water-shutoff (WSO) treatments and wellbore management were a focus in the Midcontinent area. A major provider of polymer gel WSO treatments has experienced a significant increase in treatment activity in Oklahoma, some of which can be logically attributed to this project. A provider of polylined tubing, a product related to wellbore management, has noted a 280% increase in their independent customer base and opening of a new market due to their involvement in PUMP-spinoff technology transfer. Detailed case studies on polymer gel WSO treatments and wellbore management, along with more global analyses, demonstrate the economic value of these technologies to producers. Among the many information sources that producers consider when applying technology, PTTC knows it is an important source in these technology areas.

    South America is a region which is free from nuclear weapons. However, this was not an inevitable development from the relationships among its countries. Indeed, regional rivalries between Brazil and Argentina, with military implications for both countries, lasted a long time. After WWII these countries took part in the race to obtain nuclear technologies and nuclear ambitions were part of the game. In the mid 1980s, the end of military dictatorships and the successful establishing of democratic institutions put an end to the race. Thus regional and national interests in addition to the establishment of democracies in Latin America have been responsible for the building of trust between the two countries. Meaningful international initiatives are once again needed in the framework of worldwide cooperation. This cooperation is better developed when democratic regimes are in place.

    The Ecosystem Demography Model 2 is a dynamic ecosystem model and land surface energy balance model. ED2 discretizes landscapes of particular terrain and meteorology into fractional areas of unique disturbance history. Each fraction, defined by a shared vertical soil column and canopy air space, contains a stratum of plant groups unique in functional type, size and number density. The result is a vertically distributed representation of energy transfer and plant dynamics (mortality, productivity, recruitment, disturbance, resource competition, etc) that successfully approximates the behaviour of individual-based vegetation models. In previous exercises simulating Amazonian land surface dynamics with ED2, it was observed that when using grid averaged precipitation as an external forcing the resulting water balance typically over-estimated leaf interception and leaf evaporation while under estimating through-fall and transpiration. To investigate this result, two scenario were conducted in which land surface biophysics and ecosystem demography over the Northern portion of South America are simulated over {approx}200 years: (1) ED2 is forced with grid averaged values taken from the ERA40 reanalysis meteorological dataset; (2) ED2 is forced with ERA40 reanalysis, but with its precipitation re-sampled to reflect statistical qualities of point precipitation found at rain gauge stations in the region. The findings in this study suggest that the equilibrium moisture states and vegetation demography are co-dependent and show sensitivity to temporal variability in precipitation. These sensitivities will need to be accounted for in future projections of coupled climate-ecosystem changes in South America.

    The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration. The high level of regional integration in the scientific community reached thanks to this kind of major projects, has led to the recent formation of the CLES (Consorcio Latinoamericano de Experimentos Subterr\\'{a}neos).     Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

    The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work. The author`s intention here today is to describe things as they are, not as they might be, to tell about what is already happening in the sphere of business and growth of the economies in Latin America.

    The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. The Final Scientific Report - Wind Powering America State Outreach Project provides a summary of the objectives, activities, and outcomes of this project as accomplished by CESA over the period 12/1/2009 - 11/30/2011.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    Little published information is available about Silurian K-bentonites in North America, but a few occurrences of such beds are known from the Great lakes region and Nova Scotia. Only a small number of beds are recorded from the former area, but the Nova Scotia occurrences include about 20 beds of Llandoverian age, the most extensive sequence of Silurian K-bentonites known in North America. In contrast, more than 150 K-bentonites occur in the Silurian successions in Baltoscandia and the British Isles. Virtually all beds in North America are of Llandoverian age. There are numerous beds of that age also in Norway, Denmark (Bornholm), the British Isles, and the Swedish mainland but the successions in Estonia, Gotland, and the British Isles also include many K-bentonites of Wenlockian and Ludlovian age. Apparently, no Pridolian beds are known in North America and northwestern Europe. Many graptolite-dated collections from more than 20 sections in Baltoscandia and from many sections in the British Isles suggest that several single beds, or complexes of beds, can be traced regionally and hence have event-stratigraphic potential. The relatively few beds known from North America all occur in biostratigraphic intervals containing K-bentonites in Europe, and it is possible that some of these beds may have a common source. The much larger number of beds in northwestern Europe compared with North America may be taken as an indication that the source area of the European K-bentonites was closer to Baltica than to Laurentia, and probably located somewhere in the northern Iapetus.

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered sites and were thus not very useful in assessing the wind resource at locations that are well exposed to the winds. Ship data were determined to be the most useful for estimating the large-scale wind flow and assessing the spatial distribution of the wind resource throughout the region. Techniques were developed for analyzing and correcting ship wind data and extrapolating these data to coastal and inland areas by considering terrain influences on the large-scale wind flow. In areas where extrapolation of ship wind data was not entirely feasible, such as interior areas of Central America, other techniques were developed for estimating the wind flow and distribution of the wind resource. Through the application of the various innovative techniques developed for assessing the wind resource throughout the Caribbean and Central America region, many areas with potentially good to outstanding wind resource were identified that had not been previously recognized. In areas where existing site data were available from exposed locations, the measured wind resource was compared with the estimated wind resource that was derived using the assessment techniques. In most cases, there was good agreement between the measured wind resource and the estimated wind resource. This assessment project supported activities being pursued by the U.S. Committee for Renewable Energy Commerce and Trade (CORECT), the U.S. government's interagency program to assist in overseas marketing and promote renewable energy exports. An overall goal of the program is to improve U.S. competitiveness in the world renewable energy market. The Caribbean and Central America assessment, which is the first of several possible follow-on international wind energy resource assessments, provides valuable information needed by the U.S. wind energy industry to identify suitable wind resource areas and concentrate their efforts on these areas.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    Ozone pollution transported to the Arctic is a significant concern because of the rapid, enhanced warming in high northern latitudes, which is caused, in part, by short lived climate forcers, such as ozone. Long range transport of pollution contributes to background and episodic ozone levels in the Arctic. However, the extent to which plumes are photochemically active during transport, particularly during the summer, is uncertain. Regional chemical transport model simulations are used to examine photochemical production of ozone in air masses originating from boreal fire and anthropogenic emissions over North America and during their transport toward the Arctic during early July 2008. Model results shows good agreement with aircraft data collected over boreal fire source regions in Canada and several days downwind over Greenland during the study period. Pollutant plumes were transported east and north towards the Arctic and show significant ozone enhancements downwind of source regions. Anthropogenic plumes were more photochemically active than fire plumes. Together, both sources made an important contribution to ozone in pollution plumes transported to the Arctic.

    The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in Cold Climates on a cost-neutral basis.

    The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

    The Building America program conducts the system research required to reduce risks associated with the design and construction of homes that use an average of 30% to 90% less total energy for all residential energy uses than the Building America Research Benchmark, including research on homes that will use zero net energy on annual basis. To measure the program's progress, annual research milestones have been established for five major climate regions in the United States. The system research activities required to reach each milestone take from 3 to 5 years to complete and include research in individual test houses, studies in pre-production prototypes, and research studies with lead builders that provide early examples that the specified energy savings level can be successfully achieved on a production basis. This report summarizes research results for the 30% energy savings level and demonstrates that lead builders can successfully provide 30% homes in the Marine Climate Region on a cost neutral basis.

    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

    The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public.     Aromatic hydrocarbons are associated with direct adverse human health effects and can have negative impacts on ecosystems due to their toxicity, as well as indirect negative effects through the formation of tropospheric ozone and secondary organic aerosol that affect human health, crop production and regional climate. Measurements were conducted at the Welgegund measurement station (South Africa) that is considered to be a regionally representative background site. However, the site is occasionally impacted by plumes from major anthropogenic source regions in the interior of South Africa, which include the western Bushveld Igneous Complex (e.g. platinum, base metal and ferrochrome smelters), the eastern Bushveld Igneous Complex (platinum and ferrochrome smelters), the Johannesburg-Pretoria metropolitan conurbation (>10 million people), the Vaal Triangle (e.g. petrochemical and industries), the Mpumalanga Highveld (e.g. coal-fired power plants and petrochemical industry) and also a region of anti-cyclonic recirculation of air mass over the interior of South Africa. The aromatic hydrocarbon measurements were conducted with an automated sampler on Tenax-TA and Carbopack-B adsorbent tubes with heated inlet for one year. Samples were collected twice a week for two hours during daytime and two hours 1 during night-time. A thermal desorption unit, connected to a gas chromatograph and a mass 2 selective detector was used for sample preparation and analysis. Results indicated that the 3 monthly median total aromatic hydrocarbon concentrations ranged between 0.01 to 3.1 ppb. 4 Benzene levels did not exceed local air quality standards. Toluene was the most abundant 5 species, with an annual median concentration of 0.63 ppb. No statistically significant 6 differences in the concentrations measured during daytime and night-time were found and no distinct seasonal patterns were observed. Air mass back trajectory analysis proved that the lack of seasonal cycles could be attributed to patterns determining the origin of the air masses sampled. Aromatic hydrocarbon concentrations were in general significantly higher in air masses that passed over anthropocentrically impacted regions. Interspecies correlations and ratios gave some indications of the possible sources for the different aromatic hydrocarbons in the source regions defined in the paper. The highest contribution of aromatic hydrocarbon concentrations to ozone formation potential was also observed in plumes passing over anthropocentrically impacted regions.
