    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    This paper discusses cooperative marketing and its role in recycling programs. The first section of the paper presents a snapshot of cooperative marketing, describes trends, and analyzes driving forces. The maturing recycling industry is examined to speculate on why cooperative marketing is emerging at this time, in certain areas, and in specific subsets of the industry. The second section provides analytical tools to help waste management personnel evaluate cooperative marketing alternatives. Criteria are presented to help evaluate programs to determine if and when cooperative marketing is practical and advantageous for rural, low budget, or new programs. Situations driven by special problems with local recyclable materials markets will be discussed. The last section focuses on steps for putting cooperative marketing programs in place. Attendees are given insight that should enable them to initiate the process of pursuing cooperative marketing. Strategies addressed range from developing program objectives compatible with other community programs and arranging necessary communications, to assessing markets, determining resource needs, predicting material quantities, and optimizing materials supplies to meet market requirements.

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    Since 1935, the federal government of the United States has administered a program designed to make electricity available to rural Americans. This dissertation traces the history of the rural electrification program, as well as its costs. While the Congress intended to simply provide help in building the capital structure of rural electric distribution systems, the program continues to flourish some 35 years after these systems first fully covered the countryside. Once the rural distribution systems were built, the government began to provide cooperatives with billions of dollars in subsidized loans for the generation of electric power. Although this program costs the taxpayers nearly $1 billion per year, no one has ever tested its efficacy. The coops' owner/members do not have the right to trade their individual ownership shares. The RECs do not fully exploit the scale and scope economies observed in the investor-owned sector of this industry. This dissertation compares the relative productive efficiencies of the RECs and the investor-owned electric utilities (IOUs) in the United States. Using multiproduct translog cost functions, the estimated costs of cooperatives are compared to those of IOUs in providing identical output bundles. Three separate products are considered as outputs: (1) wholesale power; (2) power sold to large industrial customers; and (3) power sold to residential and commercial customers. It is estimated that, were the RECs forced to pay market prices for their inputs, their costs would exceed those incurred by the IOUs by about 24 percent. Several policy recommendations are made: (1) the RECs should be converted to stockholder-owned, tax-paying corporations; (2) the government should discontinue its subsidized loan program; (3) the government should sell its hydroelectric power at market prices, nullifying the current preference given to cooperatives and municipal distributors in the purchase of this currently underpriced power.

    The cessation of hostilities between India and Pakistan is an immediate need and of global concern, as these countries have tested nuclear devices, and have the capability to deploy nuclear weapons and long-range ballistic missiles. Cooperative monitoring projects among neighboring countries in South Asia could build regional confidence, and, through gradual improvements in relations, reduce the threat of war and the proliferation of weapons of mass destruction. This paper discusses monitoring the trans-border movement of flow and sediment in the Indian and Pakistani coastal areas. Through such a project, India and Pakistan could initiate greater cooperation, and engender movement towards the resolution of the Sir Creek territorial dispute in their coastal region. The Joint Working Groups dialogue being conducted by India and Pakistan provides a mechanism for promoting such a project. The proposed project also falls within a regional framework of cooperation agreed to by several South Asian countries. This framework has been codified in the South Asian Seas Action Plan, developed by Bangladesh, India, Maldives, Pakistan and Sri Lanka. This framework provides a useful starting point for Indian and Pakistani cooperative monitoring in their trans-border coastal area. The project discussed in this paper involves computer modeling, the placement of in situ sensors for remote data acquisition, and the development of joint reports. Preliminary computer modeling studies are presented in the paper. These results illustrate the cross-flow connections between Indian and Pakistani coastal regions and strengthen the argument for cooperation. Technologies and actions similar to those suggested for the coastal project are likely to be applied in future arms control and treaty verification agreements. The project, therefore, serves as a demonstration of cooperative monitoring technologies. The project will also increase people-to-people contacts among Indian and Pakistani policy

    Traditionally, United States electric utilities have had informal agreements to share their spare parts with other utilities when emergency situations arise and the affected utility plant has no spare parts to perform a repair. The part(s) used in the repair are replaced later by the borrowing utility. It was recognized several years ago that formal agreements among a large number of utilities would better serve the objectives of these utilities to ensure equipment and spare parts are available if needed. The purpose of this paper is to describe in some detail a pooled spare parts inventory system in existence in the United States and recommend a method of extending the pooling system concept to the Pacific Basin Nuclear Countries.

    There has been a long-standing debate on the question of whether or not electric currents in solar active regions are neutralized. That is, whether or not the main (or direct) coronal currents connecting the active region polarities are surrounded by shielding (or return) currents of equal total value and opposite direction. Both theory and observations are not yet fully conclusive regarding this question, and numerical simulations have, surprisingly, barely been used to address it. Here we quantify the evolution of electric currents during the formation of a bipolar active region by considering a three-dimensional magnetohydrodynamic simulation of the emergence of a sub-photospheric, current-neutralized magnetic flux rope into the solar atmosphere. We find that a strong deviation from current neutralization develops simultaneously with the onset of significant flux emergence into the corona, accompanied by the development of substantial magnetic shear along the active region's polarity inversion line. After the region has formed and flux emergence has ceased, the strong magnetic fields in the region's center are connected solely by direct currents, and the total direct current is several times larger than the total return current. These results suggest that active regions, the main sources of coronal mass ejections and flares, are born with substantial net currents, in agreement with recent observations. Furthermore, they support eruption models that employ pre-eruption magnetic fields containing such currents.

  20. Furnace Blower Electricity: National and Regional Savings Potential

    Currently, total electricity consumption of furnaces is unregulated, tested at laboratory conditions using the DOE test procedure, and is reported in the GAMA directory as varying from 76 kWh/year to 1,953 kWh/year. Furnace blowers account for about 80percent of the total furnace electricity consumption and are primarily used to distribute warm air throughout the home during furnace operation as well as distribute cold air during air conditioning operation. Yet the furnace test procedure does not provide a means to calculate the electricity consumption during cooling operation or standby, which account for a large fraction of the total electricity consumption. Furthermore, blower electricity consumption is strongly affected by static pressure. Field data shows that static pressure in the house distribution ducts varies widely and that the static pressure used in the test procedure as well as the calculated fan power is not representative of actual field installations. Therefore, accurate determination of the blower electricity consumption is important to address electricity consumption of furnaces and air conditioners. This paper compares the potential regional and national energy savings of two-stage brushless permanent magnet (BPM) blower motors (the blower design option with the most potential savings that is currently available in the market) to single-stage permanent split capacitor (PSC) blower motors (the most common blower design option). Computer models were used to generate the heating and cooling loads for typical homes in 16 different climates which represent houses throughout the United States. The results show that the potential savings of using BPM motors vary by region and house characteristics, and are very strongly tied to improving house distribution ducts. Savings decrease dramatically with increased duct pressure. Cold climate locations will see savings even in the high static pressure duct situations, while warm climate locations will see less

  1. Regional cooperation in energy efficiency standard-setting and labeling in North America

    The North American Energy Working Group (NAEWG) was established in 2001 by the governments of Canada, Mexico, and the United States. The goals of NAEWG are to foster communication and cooperation on energy-related matters of common interest, and to enhance North American energy trade and interconnections consistent with the goal of sustainable development, for the benefit of all three countries. At its outset, NAEWG established teams to address different aspects of the energy sector. One, the Energy Efficiency Expert Group, undertook activity in three areas: (1) analyzing commonalities and differences in the test procedures of Canada, Mexico, and the United States, and identifying specific products for which the three countries might consider harmonization; (2) exploring possibilities for increased mutual recognition of laboratory test results; and (3) looking at possibilities for enhanced cooperation in the Energy Star voluntary endorsement labeling program. To support NAEWG's Expert Group on Energy Efficiency (NAEWG-EE), USDOE commissioned Lawrence Berkeley National Laboratory, representing the Collaborative Labeling and Appliance Standards Program (CLASP), to prepare a resource document comparing current standards, labels, and test procedure regulations in Canada, Mexico, and the United States. The resulting document identified 46 energy-using products for which at least one of the three countries has energy efficiency regulations. Three products--refrigerators/freezers, room air conditioners, and integral horsepower three-phase electric motors--have identical minimum energy performance standards (MEPS) and test procedures in the three countries. Ten other products have different MEPS and test procedures, but have the near-term potential for harmonization. NAEWG-EE is currently working to identify mechanisms for mutual recognition of test results.     In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test. Sponsor of the workshop was the Regional Centre for Strategic Studies (RCSS) based in Colombo, Sri Lanka. The workshop included participants from throughout South Asia and China. The CMC presented four sessions related to the role of monitoring technologies in promoting regional security and building confidence among nations. Participation in these workshops supports U.S. efforts to further regional cooperation and promote arms control, nonproliferation and other cooperative securily measures and supplements efforts funded by DOE and ACDA over the past four years. The RCSS Shanghai meeting permitted a continued CMC involvement in regionally conducted training for anew generation of leaders in government, the military, and academia throughout South Asia and China.     In this project, we developed a confined cooperative self-assembly process to synthesize one-dimensional (1D) j-aggregates including nanowires and nanorods with controlled diameters and aspect ratios. The facile and versatile aqueous solution process assimilates photo-active macrocyclic building blocks inside surfactant micelles, forming stable single-crystalline high surface area nanoporous frameworks with well-defined external morphology defined by the building block packing. Characterizations using TEM, SEM, XRD, N{sub 2} and NO sorption isotherms, TGA, UV-vis spectroscopy, and fluorescence imaging and spectroscopy indicate that the j-aggregate nanostructures are monodisperse and may further assemble into hierarchical arrays with multi-modal functional pores. The nanostructures exhibit enhanced and collective optical properties over the individual chromophores. This project was a small footprint research effort which, nonetheless, produced significant progress towards both the stated goal as well as unanticipated research directions.

    This demonstration project contributes to the knowledge base in the area of fuel cells in stationary applications, propane fuel cells, edge-of-grid applications for fuel cells, and energy storage in combination with fuel cells. The project demonstrated that it is technically feasible to meet the whole-house electrical energy needs of a typical upstate New York residence with a 5-kW fuel cell in combination with in-home energy storage without any major modifications to the residence or modifications to the consumption patterns of the residents of the home. The use of a fuel cell at constant output power through a 120-Volt inverter leads to system performance issues including: • relatively poor power quality as quantified by the IEEE-defined short term flicker parameter • relatively low overall system efficiency Each of these issues is discussed in detail in the text of this report. The fuel cell performed well over the 1-year demonstration period in terms of availability and efficiency of conversion from chemical energy (propane) to electrical energy at the fuel cell output terminals. Another strength of fuel cell performance in the demonstration was the low requirements for maintenance and repair on the fuel cell. The project uncovered a new and important installation consideration for propane fuel cells. Alcohol added to new propane storage tanks is preferentially absorbed on the surface of some fuel cell reformer desulfurization filters. The experience on this project indicates that special attention must be paid to the volume and composition of propane tank additives. Size, composition, and replacement schedules for the de-sulfurization filter bed should be adjusted to account for propane tank additives to avoid sulfur poisoning of fuel cell stacks. Despite good overall technical performance of the fuel cell and the whole energy system, the demonstration showed that such a system is not economically feasible as compared to other commercially available

    Electric power plants currently account for approximately one-half of the global industrial water withdrawal. While continued expansion of the electric sector seems likely into the future, the consequent water demands are quite uncertain, and will depend on highly variable water intensities by electricity technologies, at present and in the future. Using GCAM, an integrated assessment model of energy, agriculture, and climate change, we first establish lower-bound, median, and upper-bound estimates for present-day electric sector water withdrawals and consumption by individual electric generation technologies in each of 14 geopolitical regions, and compare them with available estimates of regional industrial or electric sector water use. We then explore the evolution of global and regional electric sector water use over the next century, focusing on uncertainties related to withdrawal and consumption intensities for a variety of electric generation technologies, rates of change of power plant cooling system types, and rates of adoption of a suite of water-saving technologies. Results reveal that the water withdrawal intensity of electricity generation is likely to decrease in the near term with capital stock turnover, as wet towers replace once-through flow cooling systems and advanced electricity generation technologies replace conventional ones. An increase in consumptive use accompanies the decrease in water withdrawal rates; however, a suite of water conservation technologies currently under development could compensate for this increase in consumption. Finally, at a regional scale, water use characteristics vary significantly based on characteristics of the existing capital stock and the selection of electricity generation technologies into the future.

The guidelines were structured to meet anticipated use as: a self-contained legal, technical and economic reference manual helpful in dealing with small power producers and cogenerators; a roadmap through some of the less obvious obstacles encountered by utilities interacting with small power producers and cogenerators; a starting point for those utilities who have not yet formulated specific policies and procedures, nor developed rates for purchasing power from small power producers and cogenerators; a discussion vehicle to highlight key issues and increase understanding in workshop presentations to rural electric cooperatives; and an evolutionary tool which can be updated to reflect changes in the law as they occur.     Plug-in hybrid electric vehicles (PHEVs) are being developed around the world, with much work aiming to optimize engine and battery for efficient operation, both during discharge and when grid electricity is available for recharging. However, the general expectation has been that the grid will not be greatly affected by the use of PHEVs because the recharging will occur during off-peak hours, or the number of vehicles will grow slowly enough so that capacity planning will respond adequately. This expectation does not consider that drivers will control the timing of recharging, and their inclination will be to plug in when convenient, rather than when utilities would prefer. It is important to understand the ramifications of adding load from PHEVs onto the grid. Depending on when and where the vehicles are plugged in, they could cause local or regional constraints on the grid. They could require the addition of new electric capacity and increase the utilization of existing capacity. Usage patterns of local distribution grids will change, and some lines or substations may become overloaded sooner than expected. Furthermore, the type of generation used to meet the demand for recharging PHEVs will depend on the region of the country and the timing of recharging. This paper analyzes the potential impacts of PHEVs on electricity demand, supply, generation structure, prices, and associated emission levels in 2020 and 2030 in 13 regions specified by the North American Electric Reliability Corporation (NERC) and the U.S. Department of Energy's (DOE's) Energy Information Administration (EIA), and on which the data and analysis in EIA's Annual Energy Outlook 2007 are based (Figure ES-1).     The cooperative program between NRC/ANL and EPRI on the validation of soil-structure interaction analysis methods with actual seismic response data is described. A large scale-model of a containment building has been built by EPRI/Taipower in a highly seismic region of Taiwan. Vibration tests were performed, first on the basemat before the superstructure was built and then on the completed structure. Since its completion, the structure has experienced many earthquakes. The site and structural response to these earthquakes have been recorded with field (surface and downhole) and structural instrumentation. The validation program involves blind predictions of site and structural response during vibration tests and a selected seismic event, and subsequent comparison between the predictions and measurements. The predictive calculations are in progress. The results of the correlation are expected to lead to the evaluation of the methods as to their conservatisms and sensitivities.

    The objective of this study was to identify and assess opportunities for demonstration and large scale deployment of solar electric facilities in the southeast region and to define the technical, economic, and institutional factors that can contribute to an accelerated use of solar energy for electric power generation. Graphs and tables are presented indicating the solar resource potential, siting opportunities, energy generation and use, and socioeconomic factors of the region by state. Solar electric technologies considered include both central station and dispersed solar electric generating facilities. Central stations studied include solar thermal electric, wind, photovoltaic, ocean thermal gradient, and biomass; dispersed facilities include solar thermal total energy systems, wind, and photovoltaic. The value of solar electric facilities is determined in terms of the value of conventional facilities and the use of conventional fuels which the solar facilities can replace. Suitable cost and risk sharing mechanisms to accelerate the commercialization of solar electric technologies in the Southeast are identified. The major regulatory and legal factors which could impact on the commercialization of solar facilities are reviewed. The most important factors which affect market penetration are reviewed, ways to accelerate the implementation of these technologies are identified, and market entry paths are identified.   20. Low lying electric dipole excitations in nuclei of the rare earth region

    From many experiments with low energy photon scattering on deformed rare earth nuclei we have obtained detailed information about the distribution of electric dipole strength below 4 MeV. Apart from some weaker transitions between 2 and 4 MeV we observed one, and sometimes two, very strong El-groundstate transitions around 1.5 MeV in all examined nuclei. They arise from the de-excitation of the bandheads of the (J{sup {pi}},K)=(l{sup {minus}},0) and (J{sup {pi}},K)=(l{sup {minus}},1) octupole vibrational bands. It is shown that the decay branching ratios and the absolute transition strengths of these states can be reproduced rather well with an improved T(El)-operator in the sdf-Interacting Boson Model. Another class of octupole states has been investigated in the region of the semimagic nucleus {sup 142}Nd. Here a quintuplet of collective excitations around 3.5 MeV is expected due to the coupling of the 3{minus}-octupole vibration with the 2+-quadrupole vibration. We performed photon scattering experiments on the odd A neighboring nucleus {sup 141}Pr and found first evidence for the existence of 3{sup {minus}}{circle_times}2+{circle_times}particle-states.

    This technical memorandum describes an analysis of regional economic impacts resulting from changes in retail electricity rates due to six power marketing programs proposed by Western Area Power Administration (Western). Regional economic impacts of changes in rates are estimated in terms of five key regional economic variables: population, gross regional product, disposable income, employment, and household income. The REMI (Regional Impact Models, Inc.) and IMPLAN (Impact Analysis for Planning) models simulate economic impacts in nine subregions in the area in which Western power is sold for the years 1993, 2000, and 2008. Estimates show that impacts on aggregate economic activity in any of the subregions or years would be minimal for three reasons. First, the utilities that buy power from Western sell only a relatively small proportion of the total electricity sold in any of the subregions. Second, reliance of Western customers on Western power is fairly low in each subregion. Finally, electricity is not a significant input cost for any industry or for households in any subregion.

    configuration and status of electrical system circuits and permit them to lock out customer-owned DG devices for safety purposes using a highly secure and ultra-reliable radio signal. The system consists of: (1) individual personal lockout devices, (2) lockout communications and logic module at circuit breakers, which are located at all DG devices, and (3) a database and configuration control process located at the utility operations center. The lockout system is a close permissive, i.e., loss of control power or communications will cause the circuit breaker to open. Once the DG device is tripped open, a visual means will provide confirmation of a loss of voltage and current that verifies the disconnected status of the DG. Further the utility personnel will be able to place their own lock electronically on the system to ensure a lockout functionally. The proposed LOTO system provides enhanced worker safety and protection against unintended energized lines when DG is present. The main approaches and challenges encountered through designing the proposed region-wide LOTO system are discussed in this paper. These approaches include: (1) evaluating the reliability of the proposed approach under N-modular redundancy with voter/spares configurations and (2) conducting a system level risk assessment study using the failure modes and effects analysis (FMEA) technique to identify and rank failure modes by probability of occurrence, probability of detection, and severity of consequences. This ranking allows a cost benefits analysis to be conducted such that dollars and efforts will be applied to the failures that provide greatest incremental gains in system capability (resilience, survivability, security, reliability, availability, etc.) per dollar spent whether capital, operations, or investment. Several simulation scenarios and their results are presented to demonstrate the viability of these approaches.

    Balmer-series spectral line profiles of deuterium emission near a lower-hybrid (3.7 GHz) wave, high power (1-4 MW) launcher were measured with high-spectral resolution in the Tore Supra tokamak and fitted to an atomic physics model which includes both Zeeman and dynamic Stark effects. The magnetic field is static and the electric field is assumed to be monochromatic at 3.7 GHz. The determined strength and direction of the high-frequency electric field is found to be in good agreement with the results of a simulation that computes the propagation of these lower hybrid waves into the plasma in the region around the launch antenna and specifically in the region of estimated peak emission contributing to the measurement. This agreement indicates feasibility for the use of dynamic Stark effect spectroscopy to study interaction at the plasma antenna interactions in a fusion plasma environment. (C) 2013 Elsevier B. V.     Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions. 

  10. Optical emission from a small scale model electric arc furnace in 250-600 nm region

    Optical emission spectroscopy has been for long proposed for monitoring and studying industrial steel making processes. Whereas the radiative decay of thermal excitations is always taking place in high temperatures needed in steel production, one of the most promising environment for such studies are electric arc furnaces, creating plasma in excited electronic states that relax with intense characteristic emission in the optical regime. Unfortunately, large industrial scale electric arc furnaces also present a challenging environment for optical emission studies and application of the method is not straightforward. To study the usability of optical emission spectroscopy in real electric arc furnaces, we have developed a laboratory scale DC electric arc furnace presented in this paper. With the setup, optical emission spectra of Fe, Cr, Cr{sub 2}O{sub 3}, Ni, SiO{sub 2}, Al{sub 2}O{sub 3}, CaO, and MgO were recorded in the wavelength range 250-600 nm and the results were analyzed with the help of reference data. The work demonstrates that using characteristic optical emission, obtaining in situ chemical information from oscillating plasma of electric arc furnaces is indeed possible. In spite of complications, the method could possibly be applied to industrial scale steel making process in order to improve its efficiency.

    Inhomogeneities of plasma density and non-uniform electric fields are compared as possible sources of a sort of electrostatic ion cyclotron waves that can be identified with broadband extremely low frequency electrostatic turbulence in the topside auroral ionosphere. Such waves are excited by inhomogeneous energy-density-driven instability. To gain a deeper insight in generation of these waves, computational modeling is performed with various plasma parameters. It is demonstrated that inhomogeneities of plasma density can give rise to this instability even in the absence of electric fields. By using both satellite-observed and model spatial distributions of plasma density and electric field in our modeling, we show that specific details of the spatial distributions are of minor importance for the wave generation. The solutions of the nonlocal inhomogeneous energy-density-driven dispersion relation are investigated for various ion-to-electron temperature ratios and directions of wave propagation. The relevance of the solutions to the observed spectra of broadband extremely low frequency emissions is shown.

    Electric drive systems, which include electric machines and power electronics, are a key enabling technology for advanced vehicle propulsion systems that reduce the dependence of the U.S. transportation sector on petroleum. However, to penetrate the market, these electric drive technologies must enable vehicle solutions that are economically viable. The push to make critical electric drivesystems smaller, lighter, and more cost-effective brings respective challenges associated with heat removal and system efficiency. In addition, the wide application of electric drive systems to alternative propulsion technologies ranging from integrated starter generators, to hybrid electric vehicles, to full electric vehicles presents challenges in terms of sizing critical components andthermal management systems over a range of in-use operating conditions. This effort focused on developing a modular modeling methodology to enable multi-scale and multi-physics simulation capabilities leading to generic electric drive system models applicable to alternative vehicle propulsion configurations. The primary benefit for the National Renewable Energy Laboratory (NREL) is the abilityto define operating losses with the respective impact on component sizing, temperature, and thermal management at the component, subsystem, and system level. However, the flexible nature of the model also allows other uses related to evaluating the impacts of alternative component designs or control schemes depending on the interests of other parties.

    In this report, we introduce a new transparent regional capacity expansion model with high spatio-temporal resolution and detailed representation of dispatch. The development of this model, referred to as the Resource Planning Model (RPM), is motivated by the lack of a tool in the public domain that can be used to characterize optimal regional deployment of resources with detailed dispatch modeling. In particular, RPM is designed to evaluate scenarios of renewable technology deployment to meet renewable portfolio standard (RPS) and emission-reduction goals, and to project possible deployment levels for various projections of future technology and fuel prices.

    Electric utilities, which are dependent on high-sulfur coal are expected to reduce their SO{sub 2} emissions. The strategies for reduction of SO{sub 2} emissions may result in increased CO{sub 2} emissions. Thereby decrease of regional pollution may cause increase of global pollution. Environmental, political, moral, and economic consequences of the two types of pollution differ significantly. Midwestern electric utilities, USA, which are dependent on high-sulfur coal, are analyzed in the paper. However, the same problem is relevant for some European coal fueled power plants. Strategies for reduction of SO{sub 2} emissions, employed by Midwestern electric utilities to comply with the clean Air Act amendments (CAAA) of 1990 and their possible affects on CO{sub 2} emissions, are presented. The paper focuses on two general strategies for reduction of SO{sub 2} emissions. First is coal-switching or blending with a low-sulfur coal. Second is construction and use of flue-gas desulfurization devices (scrubbers). A combination of both strategies is also a viable option. Switching to low-sulfur coal may result in larger CO{sub 2} emissions because that coal has different characteristics and has to be transported much greater distances. Scrubbers require significant amounts of energy for their operation which requires burning more coal. This increases the level of CO{sub 2} emissions.

In the core of a tokamak, the nontrivial difference appears only in high-order corrections to a local Maxwellian distribution due to the intrinsic ambipolarity of particle transport. The evaluation of such high-order corrections may be inconsistent with the accuracy of the standard long wavelength gyrokinetic equation (GKE), thus imposing limitations on the applicability of the standard approaches.   10. Climate mitigation’s impact on global and regional electric power sector water use in the 21st Century

    Over the course of this coming century, global electricity use is expected to grow at least five fold and if stringent greenhouse gas emissions controls are in place the growth could be more than seven fold from current levels. Given that the electric power sector represents the second largest anthropogenic use of water and given growing concerns about the nature and extent of future water scarcity driven by population growth and a changing climate, significant concern has been expressed about the electricity sector’s use of water going forward. In this paper, the authors demonstrate that an often overlooked but absolutely critical issue that needs to be taken into account in discussions about the sustainability of the electric sector’s water use going forward is the tremendous turn over in electricity capital stock that will occur over the course of this century; i.e., in the scenarios examined here more than 80% of global electricity production in the year 2050 is from facilities that have not yet been built. The authors show that because of the large scale changes in the global electricity system, the water withdrawal intensity of electricity production is likely to drop precipitously with the result being relatively constant water withdrawals over the course of the century even in the face of the large growth in electricity usage. The ability to cost effectively reduce the water intensity of power plants with carbon dioxide capture and storage systems in particular is key to constraining overall global water use.

    New tools are employed to develop an electricity demand map for the southeastern United States at neighborhood resolution to serve as a baseline from which to project increases in electricity demand due to a rise in global and local temperature and to population shifts motivated by increases in extreme weather events due to climate change. We find that electricity demand increases due to temperature rise over the next 40 years have a much smaller impact than those due to large population influx. In addition, we find evidence that some, sections of the national electrical grid are more adaptable to thesemore » population shifts and changing demand than others are; and that detailed projections of changing local electricity demand patterns are viable and important for planning at the urban level.« less

A hot liquid metal flows from a liquid metal blanket region into a pump duct of an electromagnetic pump which moves the liquid metal to a mixer where a gas of predetermined pressure is mixed with the pressurized liquid metal to form a Froth mixture. Electrical power is generated by flowing the Froth mixture between electrodes in a generator duct. When the Froth mixture exits the generator the gas is separated from the liquid metal and both are recycled.

    This report examines the balance between the demand and supply of new renewable electricity in the United States on a regional basis through 2015. It expands on a 2007 NREL study that assessed the supply and demand balance on a national basis. As with the earlier study, this analysis relies on estimates of renewable energy supplies compared to demand for renewable energy generation needed to meet existing state renewable portfolio standard (RPS) policies in 28 states, as well as demand by consumers who voluntarily purchase renewable energy. However, it does not address demand by utilities that may procure cost-effective renewables through an integrated resource planning process or otherwise.

    Nuclear cooperation between Argentina and Brazil has been growing since the early 1980`s and as it grew, so did cooperation with the US Department of Energy (DOE). The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) was formed in December 1991 to operate the Common System of Accounting and Control of Nuclear Materials (SCCC). In April 1994, ABACC and the DOE signed an Agreement of Cooperation in nuclear material safeguards. This cooperation has included training safeguards inspectors, exchanging nuclear material measurement and containment and surveillance technology, characterizing reference materials, and studying enrichment plant safeguards. The goal of the collaboration is to exchange technology, evaluate new technology in Latin American nuclear facilities, and strengthen regional safeguards. This paper describes the history of the cooperation, its recent activities, and future projects. The cooperation is strongly supported by all three governments: the Republics of Argentina and Brazil and the United States.

    The Office of Energy Resources of the Bonneville Power Administration carriers out generation and conservation resource planning. The analysis of historical trends in and determinants of energy consumption is carried out by the office's End-Use Research Section. The End-Use Research Section operates a comprehensive data collection program to provide pertinent information to support demand-side conservation planning, load forecasting, and conservation program development and delivery. Part of this on-going program, commonly known as the End-Use Load and Consumer Assessment Program (ELCAP), was recently renamed the Regional End-Use Metering Project (REMP) to reflect an emphasis on metering rather than analytical activities. REMP is designed to collect electricity usage data through direct monitoring of end-use loads in buildings in the residential and commercial sectors and is conducted for Bonneville by Pacific Northwest Laboratories (Battelle). The detailed summary information in this report is on energy used for water heaters in the residential sector and is based on data collected from September 1985 through December 1990 for 336 of the 499 REMP metered homes. Specific information is provided on annual loads averaged over the years and their variation across residences. Descriptions are given of use as associated with demographic and energy-related characteristics. Summaries are also provided for electricity use by each year, month, and daytype, as well as at peak hot water load and peak system times. This is the second residential report. This report focuses on a specific end use and adds detail to the first report. Subsequent reports are planned on other individual end uses or sets of end uses. 15 refs., 29 figs., 10 tabs.

    In order to anticipate the need for generating capacity, utility planners must estimate the future growth in electricity demand. The need for demand forecasts is no less important for the nation's Rural Electric Cooperatives (RECs) than it is for the investor-owned utilities. The RECs serve an historically agrarian region; therefore, the irrigation sector accounts for a significant portion of the western RECs' total demand. A model is developed of the RECs' demand for electricity used in irrigation. The model is a simultaneous equation system which focuses on both the short-run utilization of electricity in irrigation and the long-run determination of the number of irrigators using electricity. Irrigation demand is described by a set of equations in which the quantity of electricity demanded, the average electricity price, the number of irrigation customers, and the ratio of electricity to total energy used for irrigation are endogenous. The structural equations are estimated using pooled state-level data for the period 1961-1977. In light of the model's results, the impact of changes in relative energy prices on irrigation can be examined.

    The eastern Connecticut town of Windham in cooperation with the Boston-based Kendall Company, a division of Colgate-Palmolive, recently completed construction of the Windham Energy Recovery Facility, which began operation in late October 1981. Steam generated from the new facility travels through underground piping into the Kendall plant where it is used to dry non-woven fabrics and to produce electricity for the plant. Operating around the clock, the incinerator will be capable of consuming 108 tons of waste a day. The pyrolitic process, termed a ''starved air'' system, absorbs heat from the combustion of refuse material and transforms it into steam within a combustion chamber.

    A description of the modifications made to improve the plasma parameters of the U-25B Facility is presented. The oxygen enrichment system was modified to allow oxygen enrichment of up to 50% (by volume) ahead of the preheaters. Optimum design and operating conditions of the seed injection system were defined as a result of experimental investigations. An account of the extensive diagnostic studies performed and a description of the measurement techniques and of the new submillimeter laser interferometer are given. The performance of the MHD generator is analyzed for different operating modes. Studies of fluctuations and nonuniformities, current take-off distributions, local electrical analysis, overall heat transfer history of the MHD channel, and an extensive parametric study of the generator are presented. A detailed account of the complete disassembly and inspection of channel No. 1 after more than 100 hours of operation with the combustor, and of the condition of its various elements is also given.

    The Commission for Environmental Cooperation (CEC) seeks to address, in a cooperative manner, the environmental issues affecting the North American region and understand the linkages between environment and economy. Broadly, the goal of the CEC can be thought of as an attempt to achieve a sustainable economy concomitantly with continued economic, cultural, and technological evolution. The emerging field of industrial ecology provides a useful means for balancing the environmental and economical objectives of NAFTA. As NAFTA stimulates economic cooperation and growth, we must collectively develop mechanisms that enhance the environmental quality of the region. LLNL`s effort in industrial ecology provides the scientific basis and innovative use of technology to reconcile environmental and economic concerns. Nevertheless, these are not issues which can be resolved by a single institution. Efficient use of the linkages established by NAFTA is necessary to nurture our regional partnership which forms the basis for a sustainable environment, economy and relationship.

    The Energy Information Administration (EIA) prepares the Electric Power Monthly (EPM) for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant.     Sandia National Laboratories and the Institute for Global Conflict and Cooperation hosted a workshop on the application of cooperative monitoring to the Middle East. The workshop, held in Albuquerque, New Mexico, from July 17 through 21, 1994, was sponsored by the US Department of Energy, the Arms Control and Disarmament Agency, and the US Department of State. The meeting, which focused on use of technical monitoring tools and sharing of collected information to facilitate regional agreements, included participants from five regional countries as well as from American universities, the US government, and US National Laboratories. Some attendees previously participated in meetings of the Arms Control and Regional Security working group of the Middle East Multilateral Peace Talks. The workshop combined presentations, demonstrations and hands-on experimentation with monitoring hardware and software. An exercise was conducted to evaluate and recommend cooperative monitoring options for a model agreement between two hypothetical countries. Historical precedents were reviewed and the role of environmental and natural resource conflicts explored. These activities were supplemented by roundtable discussions covering Middle East security issues, the relationship of ``national means`` to cooperative monitoring, and cooperative monitoring of ballistic missiles in the Middle East.

    Flexible Alternating Current Transmission Systems (FACTS) devices are installed on electric power transmission lines to stabilize and regulate power flow. Power lines protected by FACTS devices can increase power flow and better respond to contingencies. The University of Missouri Rolla (UMR) is currently working on a multi-year project to examine the potential use of multiple FACTS devices distributed over a large power system region in a cooperative arrangement in which the FACTS devices work together to optimize and stabilize the regional power system. The report describes operational and security challenges that need to be addressed to employ FACTS devices in this way and recommends references, processes, technologies, and policies to address these challenges.

    The author describes a joint program to use renewables for rural electrification projects in Chile. The initial focus was in a limited part of the country, involving wind mapping, pilot project planning, training, and development of methodologies for comparative evaluations of resources. To this point three wind hybrid systems have been installed in one region, as a part of the regional private utility, and three additional projects are being designed. Additional resource assessment and training is ongoing. The author points out the difficulties in working with utilities, the importance of signed documentation, and the need to look at these programs as long term because of the time involved in introducing such new technologies.

    High initial cost and lack of public awareness of ground source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This paper highlights findings of a case study of one of the ARRA-funded GSHP demonstration projects, which is a heating only central GSHP system using shallow aquifer as heat source and installed at a warehouse and truck bay at Kalispell, MT. This case study is based on the analysis of measured performance data, utility bills, and calculations of energy consumptions of conventional central heating systems for providing the same heat outputs as the central GSHP system did. The evaluated performance metrics include energy efficiency of the heat pump equipment and the overall GSHP system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of GSHP system compared with conventional heating systems. This case study also identified areas for reducing uncertainties in performance evaluation, improving operational efficiency, and reducing installed cost of similar GSHP systems in the future. Publication of ASHRAE at the annual conference in Seattle.

    The changes in generating capacity projected for 1980 to 1989 are summarized. Tabulated data provide summaries to the information on projected generating unit construction, retirements, and changes, in several different categories and groupings. The new generating units to be completed by the end of 1989 total 699, representing 259,490 megawatts. This total includes 10 wind power and one fuel cell installations totaling 48.5 MW to be completed by the end of 1989. There are 321 units totaling 13,222 MW to be retired. There are capacity changes due to upratings and deratings. Summary data are presented for: total requirement for electric energy generation for 1985; hydroelectric energy production for 1985; nuclear energy production for 1985; geothermal and other energy production for 1985; approximate non-fossil generation for 1985; range of fossil energy requirements for 1985; actual fossil energy sources 1974 to 1979; estimated range of fossil fuel requirements for 1985; coal capacity available in 1985; and computation of fuel use in 1985.     Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    1. In an electrical energy generator, the combination comprising a first elongated annular electrical current conductor having at least one bare surface extending longitudinally and facing radially inwards therein, a second elongated annular electrical current conductor disposed coaxially within said first conductor and having an outer bare surface area extending longitudinally and facing said bare surface of said first conductor, the contiguous coaxial areas of said first and second conductors defining an inductive element, means for applying an electrical current to at least one of said conductors for generating a magnetic field encompassing said inductive element, and explosive charge means disposed concentrically with respect to said conductors including at least the area of said inductive element, said explosive charge means including means disposed to initiate an explosive wave front in said explosive advancing longitudinally along said inductive element, said wave front being effective to progressively deform at least one of said conductors to bring said bare surfaces thereof into electrically conductive contact to progressively reduce the inductance of the inductive element defined by said conductors and transferring explosive energy to said magnetic field effective to generate an electrical potential between undeformed portions of said conductors ahead of said explosive wave front.

    These meetings provide an important opportunity for the nuclear community to assess the scope and direction of its wide-ranging activities. Nuclear technology has given us the tools to understand and shape our physical environment in ways which can solve ancient problems of health, food supply, energy, and many others which affect the quality of our lives. International cooperation is necessary to secure the peaceful benefits of nuclear technology. Meeting global energy needs must be high on any priority list of issues for the coming decade and the 21st century. The satisfaction of energy needs is today and will increasingly be a crucial factor in international stability. Hand in hand with the need to assure energy sufficiency is the need to assure the long-term protection of the environment. Three key elements that give a useful framework for approaching the future of nuclear cooperation are technological factors, economic issues, and political acceptability. Technological avenues to greater safety must be vigorously pursued. Economic alternatives must be identified and objectively weighed. Most important of all, the framework of public confidence must be strengthened.

    The Steam-Electric Power Plant Cooling Handbook provides summary data on steam-electric power plant capacity, generation and number of plants for each cooling means, by Electric Regions, Water Resource Regions and National Electric Reliability Council Areas. Water consumption by once-through cooling, cooling ponds and wet evaporative towers is discussed and a methodology for computation of water consumption is provided for a typical steam-electric plant which uses a wet evaporative tower or cooling pond for cooling.

    This paper highlights the key results from the Renewable Electricity (RE) Futures Study. It is a detailed consideration of renewable electricity in the United States. The paper focuses on technical issues related to the operability of the U. S. electricity grid and provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective. The results indicate that the future U. S. electricity system that is largely powered by renewable sources is possible and the further work is warranted to investigate this clean generation pathway. The central conclusion of the analysis is that renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of the total U. S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the United States.

    The mission of international cooperation is defined in the Comprehensive Nuclear-Test-Ban Treaty (CTBT). Ways and means of implementation were the subject of discussion during the International Cooperation Workshop held in Vienna in November 1998, and during the Regional Workshop for CTBTO International Cooperation held in Cairo, Egypt in June 1999. In particular, a database of ''Scientific and Technical Meetings Directly or Indirectly Related to CTBT Verification-Related Technologies'' was developed by the CTBTO PrepCom/PTS/International Cooperation section and integrated into the organization's various web sites in cooperation with the U.S. Department of Energy CTBT Research and Development Program. This database, the structure and use of which is described in this paper/presentation is meant to assist the CTBT-related scientific community in identifying worldwide expertise in the CTBT verification-related technologies and should help experts, particularly those of less technologically advanced States Signatories, to strengthen contacts and to pursue international cooperation under the Tredy regime. Specific opportunities for international cooperation, in particular those provided by active participation in the use and further development of this database, are presented in this paper and/or presentation.
