    The impacts of geothermal development projects are usually positive. However, without appropriate monitoring plans and mitigation actions firmly incorporated into the project planning process, there exists the potential for significant negative environmental impacts. The authors present five examples from Central America of environmental impacts associated with geothermal development activities. These brief case studies describe landslide hazards, waste brine disposal, hydrothermal explosions, and air quality issues. Improved Environmental Impact Assessments are needed to assist the developing nations of the region to judiciously address the environmental consequences associated with geothermal development.

  2. Wind Energy Resource Assessment of the Caribbean and Central America

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered sites and were thus not very useful in assessing the wind resource at locations that are well exposed to the winds. Ship data were determined to be the most useful for estimating the large-scale wind flow and assessing the spatial distribution of the wind resource throughout the region. Techniques were developed for analyzing and correcting ship wind data and extrapolating these data to coastal and inland areas by considering terrain influences on the large-scale wind flow. In areas where extrapolation of ship wind data was not entirely feasible, such as interior areas of Central America, other techniques were developed for estimating the wind flow and distribution of the wind resource. Through the application of the various innovative techniques developed for assessing the wind resource throughout the Caribbean and Central America region, many areas with potentially good to outstanding wind resource were identified that had not been previously recognized. In areas where existing site data were available from exposed locations, the measured wind resource was compared with the estimated wind resource that was derived using the assessment techniques. In most cases, there was good agreement between the measured wind resource and the estimated wind resource. This assessment project supported activities being pursued by the U.S. Committee for Renewable Energy Commerce and Trade (CORECT), the U.S. government's interagency program to assist in overseas marketing and promote renewable energy exports. An overall goal of the program is to improve U.S. competitiveness in the world renewable energy market. The Caribbean and Central America assessment, which is the first of several possible follow-on international wind energy resource assessments, provides valuable information needed by the U.S. wind energy industry to identify suitable wind resource areas and concentrate their efforts on these areas.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X).     This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

    There are two main uncertainties in determining future climate: the trajectories of future emissions of greenhouse gases and aerosols, and the response of the global climate system to any given set of future emissions [Meehl et al., 2007]. These uncertainties normally are elucidated via application of global climate models, which provide information at relatively coarse spatial resolutions. Greater interest in, and concern about, the details of climate change at regional scales has provided the motivation for the application of regional climate models, which introduces additional uncertainty [Christensen et al., 2007a]. These uncertainties in fi ne- scale regional climate responses, in contrast to uncertainties of coarser spatial resolution global models in which regional models are nested, now have been documented in numerous contexts [Christensen et al., 2007a] and have been found to extend to uncertainties in climate impacts [Wood et al., 2004; Oleson et al., 2007]. While European research in future climate projections has moved forward systematically to examine combined uncertainties from global and regional models [Christensen et al., 2007b], North American climate programs have lagged behind. To fi ll this research gap, scientists developed the North American Regional Climate Change Assessment Program (-NARCCAP). The fundamental scientifi c motivation of this international program is to explore separate and combined uncertainties in regional projections of future climate change resulting from the use of multiple atmosphere- ocean general circulation models (AOGCMs) to drive multiple regional climate models (RCMs). An equally important, and related, motivation for this program is to provide the climate impacts and adaptation community with high- resolution regional climate change scenarios that can be used for studies of the societal impacts of climate change and possible adaptation strategies.

    The North Central atlas assimilates six collections of wind resource data: one for the region and one for each of the five states that compose the North Central region (Iowa, Minnesota, Nebraska, North Dakota, and South Dakota). At the state level, features of the climate, topography and wind resource are discussed in greater detail than is provided in the regional discussion, and that data locations on which the assessment is based are mapped. Variations, over several time scales, in the wind resource at selected stations in each state are shown on graphs of monthly average and international wind speed and power, and hourly average wind speed for each season. Other graphs present speed direction and duration frequencies of the wind at these locations.

  20. Science and Technology to Advance Regional Security in Central Asia

    This morning I will describe a program that we refer to as STARS, for Science and Technology to Advance Regional Security, in Central Asia. It is a program that is based on cooperative, bilateral and multilateral, science and technology projects. It is our premise that such cooperative projects provide an opportunity for engagement while addressing real problems that could otherwise lead to destabilizing tensions in the region. The STARS program directly supports USCENTCOM's activities and objectives in environmental security. In fact, we think that STARS is a great vehicle for implementing and amplifying USCENTCOM's environmental security objectives and activities. We are very grateful and very pleased to have General DeLong's support in this matter. I am going to briefly describe the program. I want to stress again that it is a cooperative program. We would like to get input, suggestions, and feedback from the Central Asians here today so we can move forward together.

  3. Wind Powering America's Regional Stakeholder Meetings and Priority State Reports: FY11 Summary

    Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

  4. Lg excitation, attenuation, and source spectral scaling in central and eastern North America

    Seismic moments and corner frequencies were obtained for many earthquakes in the central and eastern United States, and for a few events in the western United States, using the Lg phase and a recently developed inversion algorithm. Additionally, Q values for the Lg phase along paths to individual stations were obtained simultaneously with the source parameters. Both corner frequencies and magnitudes were found to vary systematically with moment. For moments between 0.15 and 400 x 10{sup 15} N-m corner frequencies vary between about 4 and 0.2 Hz while body-wave magnitude varies between about 3.5 and 5.8. A map of Lg Q values displays a systematic decrease from east and west. Maximum and minimum values are 989 and 160, respectively. Lg coda Q values were obtained for the entire United States with excellent coverage in the eastern and western portions of the country and somewhat poorer coverage in the central portion. Lg coda Q is highest (700-750) in a region of the northeastern United States that includes portions of New York and Pennsylvania and lowest (>200) in California. Lg coda Q is lower (250-450) everywhere west of Rocky Mountains than in the rest of the country (450-750). Q determinations for both the direct Lg phase and Lg coda indicate that, for an earthquake of a given magnitude, Lg and its coda will propagate much more efficiently, and cause damage over a wider area, in the eastern and central United States than it will in the United States.

  5. Geology of the Pavana geothermal area, Departamento de Choluteca, Honduras, Central America: Field report

    The Pavana geothermal area is located in southern Honduras near the Gulf of Fonseca. This region is underlain by late Tertiary volcanic rocks. Within ranges near the geothermal manifestations, the rock sequences is characterized by intermediate to mafic laharic breccias and lavas overlain by silicic tuffs and lavas, which are in turn overlain by intermediate to mafic breccias, lavas, and tuffs. The nearest Quaternary volcanoes are about 40 km to the southwest, where the chain of active Central American volcanoes crosses the mouth of the Gulf of Fonseca. Structure of the Pavana area is dominated by generally northwest-trending, southwest-dipping normal faults. This structure is topographically expressed as northwest-trending escarpments that bound blocks of bedrock separated by asymmetric valleys that contain thin alluvial deposits. Thermal waters apparently issue from normal faults and are interpreted as having been heated during deep circulation along fault zones within a regional environment of elevated heat flow. Natural outflow from the main thermal area is about 3000 l/min of 60/sup 0/C water. Geothermometry of the thermal waters suggests a reservoir base temperature of about 150/sup 0/C.

    This paper is concerned with the promotion and advancement of regional security in the Middle East and Central Asia through the development of bilateral and multilateral cooperation on targeted scientific and technical projects. It is widely recognized that increasing tensions and instability in many parts of the world emphasize--or reemphasize--a need to seek and promote regional security in these areas. At the Lawrence Livermore National Laboratory (LLNL), a national security research facility operated for the US Department of Energy, we are pursuing an effort to use science and technology as a ''low risk'' means of engagement in regions of strategic importance to the United States. In particular, we are developing collaborations and cooperative projects among (and between) national laboratory scientists in the US and our various counterparts in the countries of interest.

    In this study, we present a case study on 16 October 2011 to show the first observational evidence of the influence of short period gravity waves in aerosol transport during daytime over the central Himalayan region. The Doppler lidar data has been utilized to address the daytime boundary layer evolution and related aerosol dynamics over the site. Mixing layer height is estimated by wavelet covariance transform method and found to be ~ 0.7 km, AGL. Aerosol optical depth observations during daytime revealed an asymmetry showing clear enhancement during afternoon hours as compared to forenoon. Interestingly, Fourier and wavelet analysis of vertical velocity and attenuated backscatter showed similar 50-90 min short period gravity wave signatures during afternoon hours. Moreover, our observations showed that gravity waves are dominant within the boundary layer implying that the daytime boundary layer dynamics is playing a vital role in transporting the aerosols from surface to the top of the boundary layer. Similar modulations are also evident in surface parameters like temperature, relative humidity and wind speed indicating these waves are associated with the dynamical aspects over Himalayan region. Finally, time evolution of range-23 height indicator snapshots during daytime showed strong upward velocities especially during afternoon hours implying that convective processes through short period gravity waves plays a significant role in transporting aerosols from the nearby valley region to boundary layer top over the site. These observations also establish the importance of wave induced daytime convective boundary layer dynamics in the lower Himalayan region.

    Particulate matter (PM) mass concentrations, seasonal cycles, source sector, and source region contributions in Central Asia (CA) are analyzed for the period April 2008–July 2009 using the Sulfur Transport and dEposition Model (STEM) chemical transport model and modeled meteorology from the Weather Research and Forecasting (WRF) model. Predicted aerosol optical depth (AOD) values (annual mean value ~0.2) in CA vary seasonally, with lowest values in the winter. Surface PM2.5 concentrations (annual mean value ~10 μg m-3) also exhibit a seasonal cycle, with peak values and largest variability in the spring/summer, and lowest values and variability in the winter (hourly valuesmore » from 2 to 90 μg m-3). Surface concentrations of black carbon (BC) (mean value ~0.1 μg m-3) show peak values in the winter. The simulated values are compared to surface measurements of AOD as well as PM2.5, PM10, BC, and organic carbon (OC) mass concentrations at two regional sites in Kyrgyzstan (Lidar Station Teplokluchenka (LST) and Bishkek). The predicted values of AOD and PM mass concentrations and their seasonal cycles are fairly well captured. The carbonaceous aerosols are underpredicted in winter, and analysis suggests that the winter heating emissions are underestimated in the current inventory. Dust, from sources within and outside CA, is a significant component of the PM mass and drives the seasonal cycles of PM and AOD. On an annual basis, the power and industrial sectors are found to be the most important contributors to the anthropogenic portion of PM2.5. Residential combustion and transportation are shown to be the most important sectors for BC. Biomass burning within and outside the region also contributes to elevated PM and BC concentrations. The analysis of the transport pathways and the variations in particulate matter mass and composition in CA demonstrates that this region is strategically located to characterize regional and intercontinental transport of pollutants. Aerosols at these sites are shown to reflect dust, biomass burning, and anthropogenic sources from Europe; South, East, and Central Asia; and Russia depending on the time period. Simulations for a reference 2030 emission scenario based on pollution abatement measures already committed to in current legislation show that PM2.5 and BC concentrations in the region increase, with BC growing more than PM2.5 on a relative basis. This suggests that both the health impacts and the climate warming associated with these particles may increase over the next decades unless additional control measures are taken.     Central California spans a wide variety of urban, agricultural, and natural terrain, including the San Francisco Bay area, the Central Valley, and the Sierra Nevada Mountains. Population within this region is growing rapidly, and there are persistent, serious air pollution problems including fine particulate matter (PM{sub 2.5}) and ozone. Summertime photochemical air pollution is the focus of the present study, which represents a first phase in the development and application of a modeling capability to assess formation and transport of ozone and its precursors within Central California over an entire summer season. This contrasts with past studies that have examined pollutant dynamics for a few selected high-ozone episodes each lasting 3-5 days. The Community Multiscale Air Quality model (CMAQ) has been applied to predict air pollutant formation and transport in Central California for a 15-day period beginning on July 24, 2000. This period includes a 5-day intensive operating period (July 29 to August 2) from the Central California Ozone Study (CCOS). Day-specific meteorological conditions were modeled by research collaborators at NOAA using a mesoscale meteorological model (MM5). Pollutant emissions within the study domain were based on CARB emission inventory estimates, with additional efforts conducted as part of this research to capture relevant emissions variability including (1) temperature and sunlight-driven changes in biogenic VOC, (2) weekday/weekend and diurnal differences in light-duty (LD) and heavy-duty (HD) motor vehicle emissions, (3) effects of day-specific meteorological conditions on plume rise from point sources such as power plants. We also studied the effects of using cleaner pollutant inflow boundary conditions, lower than indicated during CCOS aircraft flights over the Pacific Ocean, but supported by other surface, ship-based, balloon and aircraft sampling studies along the west coast. Model predictions were compared with measured concentrations for O{sub 3}, NO{sub x}, NO{sub y}, and CO at about 100 ground observation stations within the CCOS domain. Comparisons were made both for time series and for statistically aggregated metrics, to assess model performance over the whole modeling domain and for the individual air basins within the domain. The model tends to over-predict ozone levels along the coast where observed levels are generally low. Inland performance in the San Joaquin Valley is generally better. Model-measurement agreement for night-time ozone is improved by evaluating the sum of predicted O{sub 3} + NO{sub 2} against observations; this removes from the comparison the effect of any ozone titration that may occur. A variety of diagnostic simulations were conducted to investigate the causes for differences between predictions and observations. These included (1) enhanced deposition of O{sub 3} to the ocean, (2) reduced vertical mixing over the ocean, (3) attenuation of sunlight by coastal stratus, (4) the influence of surface albedo on photochemistry, and (5) the effects of observation nudging on wind fields. Use of advanced model probing tools such as process analysis and sensitivity analysis is demonstrated by diagnosing model sensitivity to boundary conditions and to weekday-weekend emission changes.

    The Luminous Infrared Galaxy NGC 1614 hosts a prominent circumnuclear ring of star formation. However, the nature of the dominant emitting mechanism in its central ?100 pc is still under debate. We present sub-arcsecond angular resolution radio, mid-infrared, Pa?, optical, and X-ray observations of NGC 1614, aimed at studying in detail both the circumnuclear ring and the nuclear region. The 8.4 GHz continuum emission traced by the Very Large Array and the Gemini/T-ReCS 8.7 ?m emission, as well as the Pa? line emission, show remarkable morphological similarities within the star-forming ring, suggesting that the underlying emission mechanisms are tightly related. We used a Hubble Space Telescope/NICMOS Pa? map of similar resolution to our radio maps to disentangle the thermal free-free and non-thermal synchrotron radio emission, from which we obtained the intrinsic synchrotron power law for each individual region within the central kiloparsec of NGC 1614. The radio ring surrounds a relatively faint, steep-spectrum source at the very center of the galaxy, suggesting that the central source is not powered by an active galactic nucleus (AGN), but rather by a compact (r ? 90 pc) starburst (SB). Chandra X-ray data also show that the central kiloparsec region is dominated by SB activity, without requiring the existence of an AGN. We also used publicly available infrared data to model-fit the spectral energy distribution of both the SB ring and a putative AGN in NGC 1614. In summary, we conclude that there is no need to invoke an AGN to explain the observed bolometric properties of the galaxy.

    The spatial patterns and ecological processes of the southeastern upland hardwood forests have evolved to reflect past climatic conditions and natural disturbance regimes. Changes in climate can lead to disturbances that exceed their natural range of variation, and the impacts of these changes will depend on the vulnerability or resiliency of these ecosystems. Global Circulation Models generally project annual increases in temperature across the southeastern United States over the coming decades, but changes in precipitation are less consistent. Even more unclear is how climate change might affect future trends in the severity and frequency of natural disturbances, such as severe storms, fires, droughts, floods, and insect outbreaks. Here, we use a time-series satellite data record to map the spatial pattern and severity of broad classes of natural disturbances the southeast region. The data derived from this map allow analysis of regional-scale trends in natural and anthropogenic disturbances in the region over the last three decades. Throughout the region, between 5% and 25% of forest land is affected by some sort of disturbance each year since 1985. The time series reveals periodic droughts that themselves are widespread and of low severity but are associated with more localized, high-severity disturbances such as fire and insect outbreaks. The map also reveals extensive anthropogenic disturbance across the region in the form of forest conversion related to resource extraction and urban and residential development. We discuss how changes in climate and disturbance regimes might affect southeastern forests in the future via altering the exposure, sensitivity and adaptive capacity of these ecosystems. Changes in climate are highly likely to expose southeastern forests to more frequent and severe disturbances, but ultimately how vulnerable or resilient southeastern forests are to these changes will depend on their sensitivity and capacity to adapt to these novel conditions.

    The caustic technique measures the mass of galaxy clusters in both their virial and infall regions and, as a byproduct, yields the list of cluster galaxy members. Here we use 100 galaxy clusters with mass M{sub 200} {>=} 10{sup 14} h {sup -1} M{sub Sun} extracted from a cosmological N-body simulation of a {Lambda}CDM universe to test the ability of the caustic technique to identify the cluster galaxy members. We identify the true three-dimensional members as the gravitationally bound galaxies. The caustic technique uses the caustic location in the redshift diagram to separate the cluster members from the interlopers. We apply the technique to mock catalogs containing 1000 galaxies in the field of view of 12 h {sup -1} Mpc on a side at the cluster location. On average, this sample size roughly corresponds to 180 real galaxy members within 3r{sub 200}, similar to recent redshift surveys of cluster regions. The caustic technique yields a completeness, the fraction of identified true members, f{sub c} = 0.95 {+-} 0.03, within 3r{sub 200}. The contamination, the fraction of interlopers in the observed catalog of members, increases from f{sub i}=0.020{sup +0.046}{sub -0.015} at r{sub 200} to f{sub i}=0.08{sup +0.11}{sub -0.05} at 3r{sub 200}. No other technique for the identification of the members of a galaxy cluster provides such large completeness and small contamination at these large radii. The caustic technique assumes spherical symmetry and the asphericity of the cluster is responsible for most of the spread of the completeness and the contamination. By applying the technique to an approximately spherical system obtained by stacking the individual clusters, the spreads decrease by at least a factor of two. We finally estimate the cluster mass within 3r{sub 200} after removing the interlopers: for individual clusters, the mass estimated with the virial theorem is unbiased and within 30% of the actual mass; this spread decreases to less than 10% for the spherically symmetric stacked cluster.

    In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

    Surface mining of coal and subsequent reclamation represent the dominant land use change in the central Appalachian Plateau (CAP) region of the United States. Hydrologic impacts of surface mining have been studied at the plot scale, but effects at broader scales have not been explored adequately. Broad-scale classification of reclaimed sites is difficult because standing vegetation makes them nearly indistinguishable from alternate land uses. We used a land cover data set that accurately maps surface mines for a 187-km{sup 2} watershed within the CAP. These land cover data, as well as plot-level data from within the watershed, are used with HSPF (Hydrologic Simulation Program-Fortran) to estimate changes in flood response as a function of increased mining. Results show that the rate at which flood magnitude increases due to increased mining is linear, with greater rates observed for less frequent return intervals. These findings indicate that mine reclamation leaves the landscape in a condition more similar to urban areas rather than does simple deforestation, and call into question the effectiveness of reclamation in terms of returning mined areas to the hydrological state that existed before mining.

  5. Integrated assessment of a new Waste-to-Energy facility in Central Greece in the context of regional perspectives

    The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.

    Soil concentrations of [sup 239+240]Pu, [sup 238]Pu, [sup 241]Am, [sup 90]Sr, and [sup 137]Cs are investigated in the Marche Region of Central Italy. Mean values in uncultivated soils are 3.5--8 times higher than the corresponding values in cultivated soils. Radionuclide inventories and ratios are consistent with values reported by the United nations Scientific Committee on the Effect of Atomic Radiation for this latitude. This suggests that radiocontamination in this region is mainly due to atmospheric deposition of nuclear weapon test fallout. The vertical distribution of these radionuclides is also studied. The results show that, with the exception of [sup 90]Sr, more than 90% of these radionuclides are contained in the first 20 cm of soil and that mobility follows the order [sup 90]Sr > [sup 241]Am > [sup 239+240]Pu, [sup 238]Pu > [sup 137]Cs.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    This collaborative proposal addressed key issues in understanding the Earth??s climate system, as highlighted by the U.S. Climate Science Program. The research focused on documenting past climatic changes and on assessing future climatic changes based on suites of global and regional climate models. Geographically, our emphasis was on the mountainous regions of the world, with a particular focus on the Neotropics of Central America and the Hawaiian Islands. Mountain regions are zones where large variations in ecosystems occur due to the strong climate zonation forced by the topography. These areas are particularly susceptible to changes in critical ecological thresholds, and we conducted studies of changes in phonological indicators based on various climatic thresholds.

    Scientific understanding of the global carbon cycle is required for developing national and international policy to mitigate fossil-fuel CO2 emissions by managing terrestrial carbon uptake. Toward that understanding and as a contribution to the REgional Carbon Cycle Assessment and Processes (RECCAP) project, this paper provides a synthesis of net land-atmosphere CO2 exchange for North America over the period (1990-2009). This synthesis is based on results from three different methods: atmospheric inversion, inventory-based methods and terrestrial biosphere modeling. All methods indicate that the North America land surface was a sink for atmospheric CO2, with a net transfer from atmosphere to land. Estimates ranged from -890 to -280 Tg C yr-1, where the atmospheric inversion estimate forms the lower bound of that range (a larger land-sink) and the inventory-based estimate the upper (a smaller land sink). Integrating across estimates, a best estimates (i.e., measures of central tendency) are -472 281 Tg C yr-1 based on the mean and standard deviation of the distribution and -360 Tg C yr-1 (with an interquartile range of -496 to -337) based on the median. Considering both the fossil-fuel emissions source and the land sink, our analysis shows that North America was, however, a net contributor to the growth of CO2 in the atmosphere in the late 20th and early 21st century. The continents CO2 source to sink ratio for this time period was likely in the range of 4:1 to 3:1.

When fully deployed, proven solutions will reduce building-related energy use in new and existing residential building stock by 30% and 25%, respectively, by 2020, and by 50% and 40% by 2030. The Building America Partnership for Improved Residential Construction (BA-PIRC) team focuses on cost-effective efficiency solutions for new and existing homes in hot-humid and marine climates. BA-PIRC is led by the Florida Solar Energy Center (FSEC), a research institute of the University of Central Florida. BA-PIRC works closely with industry and utility partners to develop real-world solutions that achieve significant energy and cost savings for homeowners, builders, and remodelers.

    The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders.     Scientific understanding of the global carbon cycle is required for developing national and international policy to mitigate fossil fuel CO2 emissions by managing terrestrial carbon uptake. Toward that understanding and as a contribution to the REgional Carbon Cycle Assessment and Processes (RECCAP) project, this paper provides a synthesis of net landatmosphere CO2 exchange for North America (Canada, United States, and Mexico) over the period 19902009. Only CO2 is considered, not methane or other greenhouse gases. This synthesis is based on results from three different methods: atmospheric inversion, inventory-based methods and terrestrial biosphere modeling. All methods indicate that the North American land surface was a sink for atmospheric CO2, with a net transfer from atmosphere to land. Estimates ranged from -890 to -280 Tg C yr-1, where the mean of atmospheric inversion estimates forms the lower bound of that range (a larger land sink) and the inventory-based estimate using the production approach the upper (a smaller land sink). This relatively large range is due in part to differences in how the approaches represent trade, fire and other disturbances and which ecosystems they include. Integrating across estimates, \\"best\\" estimates (i.e., measures of central tendency) are -472 281 Tg C yr-1 based on the mean and standard deviation of the distribution and -360 Tg C yr-1 (with an interquartile range of -496 to -337) based on the median. Considering both the fossil fuel emissions source and the land sink, our analysis shows that North America was, however, a net contributor to the growth of CO2 in the atmosphere in the late 20th and early 21st century. With North America's mean annual fossil fuel CO2 emissions for the period 19902009 equal to 1720 Tg C yr-1 and assuming the estimate of -472 Tg C yr-1 as an approximation of the true terrestrial CO2 sink, the continent's source : sink ratio for this time period was 1720:472, or nearly 4:1.

    The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future. When these well-intentioned projects and plans never materialized, partners and supporters in the United States and other countries were frustrated and disappointed by the failure to make things work.     The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    Aside from the target storage regions being underground, geologic carbon sequestration (GCS) and radioactive waste disposal (RWD) share little in common in North America. The large volume of carbon dioxide (CO{sub 2}) needed to be sequestered along with its relatively benign health effects present a sharp contrast to the limited volumes and hazardous nature of high-level radioactive waste (RW). There is well-documented capacity in North America for 100 years or more of sequestration of CO{sub 2} from coal-fired power plants. Aside from economics, the challenges of GCS include lack of fully established legal and regulatory framework for ownership of injected CO{sub 2}, the need for an expanded pipeline infrastructure, and public acceptance of the technology. As for RW, the USA had proposed the unsaturated tuffs of Yucca Mountain, Nevada, as the region's first high-level RWD site before removing it from consideration in early 2009. The Canadian RW program is currently evolving with options that range from geologic disposal to both decentralized and centralized permanent storage in surface facilities. Both the USA and Canada have established legal and regulatory frameworks for RWD. The most challenging technical issue for RWD is the need to predict repository performance on extremely long time scales (10{sup 4}-10{sup 6} years). While attitudes toward nuclear power are rapidly changing as fossil-fuel costs soar and changes in climate occur, public perception remains the most serious challenge to opening RW repositories. Because of the many significant differences between RWD and GCS, there is little that can be shared between them from regulatory, legal, transportation, or economic perspectives. As for public perception, there is currently an opportunity to engage the public on the benefits and risks of both GCS and RWD as they learn more about the urgent energy-climate crisis created by greenhouse gas emissions from current fossil-fuel combustion practices.

    A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    We investigate major results of the NARCCAP multiple regional climate model (RCM) experiments driven by multiple global climate models (GCMs) regarding climate change for seasonal temperature and precipitation over North America. We focus on two major questions: How do the RCM simulated climate changes differ from those of the parent GCMs and thus affect our perception of climate change over North America, and how important are the relative contributions of RCMs and GCMs to the uncertainty (variance explained) for different seasons and variables? The RCMs tend to produce stronger climate changes for precipitation: larger increases in the northern part of the domain in winter and greater decreases across a swath of the central part in summer, compared to the four GCMs driving the regional models as well as to the full set of CMIP3 GCM results. We pose some possible process-level mechanisms for the difference in intensity of change, particularly for summer. Detailed process-level studies will be necessary to establish mechanisms and credibility of these results. The GCMs explain more variance for winter temperature and the RCMs for summer temperature. The same is true for precipitation patterns. Thus, we recommend that future RCM-GCM experiments over this region include a balanced number of GCMs and RCMs.

    A group of studies describes accomplishments in 1980 in South America drilling and producing. There may be 3285 wells drilled during 1980, with the majority in Venezuela, Argentina and Peru, compared with a 2934 total for all countries on the continent in 1979. Reserves at the end of 1979 in South America exceeded 27 billion bbl, and production averaged 3.8 million bpd. Individual country reports are given for Venezuela, Argentina, Brazil, Trinidad, Peru, Ecuador, Colombia, Chile, Bolivia, Paraguay, Urauguay, and Guyana.
