    Reynolds Averaged Navier Stokes (RANS) models are widely used in industry to predict fluid flows, despite their acknowledged deficiencies. Not only do RANS models often produce inaccurate flow predictions, but there are very limited diagnostics available to assess RANS accuracy for a given flow configuration. If experimental or higher fidelity simulation results are not available for RANS validation, there is no reliable method to evaluate RANS accuracy. This paper explores the potential of utilizing machine learning algorithms to identify regions of high RANS uncertainty. Three different machine learning algorithms were evaluated: support vector machines, Adaboost decision trees, and random forests. The algorithms were trained on a database of canonical flow configurations for which validated direct numerical simulation or large eddy simulation results were available, and were used to classify RANS results on a point-by-point basis as having either high or low uncertainty, based on the breakdown of specific RANS modeling assumptions. Classifiers were developed for three different basic RANS eddy viscosity model assumptions: the isotropy of the eddy viscosity, the linearity of the Boussinesq hypothesis, and the non-negativity of the eddy viscosity. It is shown that these classifiers are able to generalize to flows substantially different from those on which they were trained. As a result, feature selection techniques, model evaluation, and extrapolation detection are discussed in the context of turbulence modeling applications.

  16. Links Between Flood Frequency and Annual Water Balance Behaviors: A Basis for Similarity and Regionalization

    This paper presents the results of a data based comparative study of several hundred catchments across continental United States belonging to the MOPEX dataset, which systematically explored the connection between the flood frequency curve and measures of mean annual water balance. Two different measures of mean annual water balance are used: (i) a climatic aridity index, AI, which is a measure of the competition between water and energy availability at the annual scale; and, (ii) baseflow index, BFI, the ratio of slow runoff to total runoff also at the annual time scale, reflecting the role of geology, soils, topography and vegetation. The data analyses showed that the aridity index, AI, has a first order control on both the mean and Cv of annual maximum floods. While mean annual flood decreases with increasing aridity, Cv increases with increasing aridity. BFI appeared to be a second order control on the magnitude and shape of the flood frequency curve. Higher BFI, meaning more subsurface flow and less surface flow leads to a decrease of mean annual flood whereas lower BFI leads to accumulation of soil moisture and increased flood magnitudes that arise from many events acting together. The results presented in this paper provide innovative means to delineate homogeneous regions within which the flood frequency curves can be assumed to be functionally similar. At another level, understanding the connection between annual water balance and flood frequency will be another building block towards developing comprehensive understanding of catchment runoff behavior in a holistic way.

    During this final year of the Pacific Northwest Regional Collaboratory we focused significantly on continuing the relationship between technical teams and government end-users. The main theme of the year was integration. This took the form of data integration via our web portal and integration of our technologies with the end users. The PNWRC's technical portfolio is based on EOS strategies, and focuses on 'applications of national priority: water management, invasive species, coastal management and ecological forecasting.' The products of our technical approaches have been well received by the community of focused end-users. The objective this year was to broaden that community and develop external support to continue and operationalize product development.

Future climate scenarios are developed with a series of global and regional climate models, and the model output is bias-corrected to be consistent with observed data for the recent past. Using this approach, the median decrease inmore » annual generation at federal projects is projected to be less than –2 TWh, with an estimated ensemble uncertainty of ±9 TWh. Although these estimates are similar to the recently observed variability in annual hydropower generation, and may therefore appear to be manageable, significantly seasonal runoff changes are projected and it may pose significant challenges in water systems with higher limits on reservoir storage and operational flexibility. Lastly, future assessments will be improved by incorporating next-generation climate models, by closer examination of extreme events and longer-term change, and by addressing the interactions among hydropower and other water uses.« less

    This document is the annual report for the period September 1, 2014 through August 31, 2015 for the project—Facilitation of the Estuary/Ocean Subgroup (EOS) and the Expert Regional Technical Group (ERTG). Pacific Northwest National Laboratory (PNNL) conducted the project for the Bonneville Power Administration (BPA). The EOS and ERTG are part of the research, monitoring, and evaluation (RME) and habitat restoration efforts, respectively, developed by the Action Agencies (BPA, U.S. Army Corps of Engineers [Corps or USACE], and U.S. Bureau of Reclamation) in response to obligations arising from the Endangered Species Act as a result of operation of the Federal Columbia River Power System (FCRPS) and implemented under the Columbia Estuary Ecosystem Restoration Program (CEERP). BPA/Corps (2015) explain the CEERP and the role of RME and the ERTG. For the purposes of this report, the lower Columbia River and estuary (LCRE) includes the floodplain from Bonneville Dam down through the lower river and estuary into the river’s plume in the ocean. The main purpose of this project is to facilitate EOS and ERTG meetings and work products. Other purposes are to provide technical support for CEERP adaptive management, CEERP restoration design challenges, and tributary RME. From 2002 through 2008, the EOS worked to design the federal RME program for the estuary/ocean (Johnson et al. 2008). From 2009 to the present day, EOS activities have involved RME implementation; however, EOS activities were minimal during the current reporting period. PNNL provided technical support to CEERP’s adaptive management process by convening 1.2 meetings of the Action Agencies (AAs) and drafting material for the “CEERP 2015 Restoration and Monitoring Plan” (BPA/Corps 2015).

The database includes global, regional, and national annual estimates of C0{sub 2} emissions resulting from fossil-fuel burning, cement manufacturing, and gas flaring in oil fields for 1950--92 as well as the energy production, consumption, and trade data used for these estimates. The methods of Marland and Rotty (1983) are used to calculate these emission estimates. For the first time, the methods and data used to calculate CO, emissions from gas flaring are presented. This C0{sub 2}-emissions database is useful for carbon-cycle research, provides estimates of the rate at which fossil-fuel combustion has released C0{sub 2} to the atmosphere, and offers baseline estimates for those countries compiling 1990 C0{sub 2}-emissions inventories.

    This project covers facilitation of the Estuary/Ocean Subgroup (EOS) for federal research, monitoring, and evaluation (RME) and the Expert Regional Technical Group (ERTG) for estuary habitat restoration. The EOS is part of the research, monitoring, and evaluation effort that the Action Agencies (Bonneville Power Administration [BPA], U.S. Army Corps of Engineers [Corps], U.S. Bureau of Reclamation) developed in response to obligations arising from the Endangered Species Act as applied to operation of the Federal Columbia River Power System (FCRPS). The EOS is tasked by National Marine Fisheries Service (NMFS) and the Action Agencies (AAs) to design and coordinate implementation of the federal RME plan for the lower Columbia River and estuary, including the river’s plume in the ocean. Initiated in 2002, the EOS is composed of members from BPA, the Corps, NMFS, and Pacific Northwest National Laboratory’s (PNNL’s) Marine Sciences Laboratory, and other agencies as necessary.

    The measure problem of cosmology is how to obtain normalized probabilities of observations from the quantum state of the universe. This is particularly a problem when eternal inflation leads to a universe of unbounded size so that there are apparently infinitely many realizations or occurrences of observations of each of many different kinds or types, making the ratios ambiguous. There is also the danger of domination by Boltzmann Brains. Here two new Spacetime Average Density (SAD) measures are proposed, Maximal Average Density (MAD) and Biased Average Density (BAD), for getting a finite number of observation occurrences by using properties of the Spacetime Average Density (SAD) of observation occurrences to restrict to finite regions of spacetimes that have a preferred beginning or bounce hypersurface. These measures avoid Boltzmann brain domination and appear to give results consistent with other observations that are problematic for other widely used measures, such as the observation of a positive cosmological constant.

    The averaged null energy condition has known violations for quantum fields in curved space, even when one considers only achronal geodesics. Many such examples involve rapid variation in the stress-energy tensor in the vicinity of the geodesic under consideration, giving rise to the possibility that averaging in additional dimensions would yield a principle universally obeyed by quantum fields. However, after discussing various procedures for additional averaging, including integrating over all dimensions of the manifold, we give here a class of examples that violate any such averaged condition.

    A new approach called dynamic multiscale averaging (DMA) for computing the effects of turbulent flow is described. The new method encompasses multiple applications of temporal and spatial averaging, that is, multiscale operations. Initially, a direct numerical simulation (DNS) is performed for a relatively short time; it is envisioned that this short time should be long enough to capture several fluctuating time periods of the smallest scales. The flow field variables are subject to running time averaging during the DNS. After the relatively short time, the time-averaged variables are volume averaged onto a coarser grid. Both time and volume averaging of the describing equations generate correlations in the averaged equations. These correlations are computed from the flow field and added as source terms to the computation on the next coarser mesh. They represent coupling between the two adjacent scales. Since they are computed directly from first principles, there is no modeling involved. However, there is approximation involved in the coupling correlations as the flow field has been computed for only a relatively short time. After the time and spatial averaging operations are applied at a given stage, new computations are performed on the next coarser mesh using a larger time step. The process continues until the coarsest scale needed is reached. New correlations are created for each averaging procedure. The number of averaging operations needed is expected to be problem dependent. The new DMA approach is applied to a relatively low Reynolds number flow in a square duct segment. Time-averaged stream-wise velocity and vorticity contours from the DMA approach appear to be very similar to a full DNS for a similar flow reported in the literature. Expected symmetry for the final results is produced for the DMA method. The results obtained indicate that DMA holds significant potential in being able to accurately compute turbulent flow without modeling for practical

    Dear Secretary Chu, I am pleased to present the financial statements and operating data for Southwestern Power Administration (Southwestern) for Fiscal Year (FY) 2008. In FY 2008, Southwestern delivered over 7.3 billion kilowatt-hours of energy to its wholesale customers – nearly 31% more than average due to numerous record rainfall amounts in the southwest region. These record amounts produced revenues which exceeded the average annual revenue requirement by nearly $20 million and resulted in over $200 million in economic benefits to the region. Yet even as Southwestern exceeded its goals of marketing and delivering Federal hydroelectric power to our customers, we stayed focused on safety, security, and reliability. For example, we maintained our nearly 1,400 miles of high-voltage transmission lines, substations, and communications sites while achieving a Recordable Accident Frequency Rate of 0.0, a record that reflects Southwestern’s safety achievement of no recordable injuries for every 200,000 hours worked. We kept our rights-of-way secure from vegetation and other obstacles, work that not only supports our mission but also promotes reliability of the regional and National grid. We exceeded all North American Electric Reliability Corporation (NERC) Control Performance Standards (CPS- 1 and CPS-2), and maintained regulation and reserve obligations and reactive reserve margins to ensure the reliability of the bulk electric system, even during extended periods of restricted hydro operations due to unusually high project inflows. Finally, we continued our partnerships with the Department of Energy, the U.S. Army Corps of Engineers, our customers, and other Federal power stakeholders, partnerships that are vital to our continued success in marketing and delivering carbon-free, renewable, and domestically produced energy to our customers and to the Nation.     This contribution describes some of the challenges associated with developing a polarized electron source capable of uninterrupted days-long operation at milliAmpere average beam current with polarization greater than 80%. Challenges will be presented in the context of assessing the required level of extrapolation beyond the performance of today's CEBAF polarized source operating at ~ 200 uA average current. Estimates of performance at higher current will be based on hours-long demonstrations at 1 and 4 mA. Particular attention will be paid to beam-related lifetime-limiting mechanisms, and strategies to construct a photogun that operate reliably at bias voltage > 350kV.

    Historically, the first demonstration of the optical FEL was in an amplifier configuration at Stanford University [l]. There were other notable instances of amplifying a seed laser, such as the LLNL PALADIN amplifier [2] and the BNL ATF High-Gain Harmonic Generation FEL [3]. However, for the most part FELs are operated as oscillators or self amplified spontaneous emission devices. Yet, in wavelength regimes where a conventional laser seed can be used, the FEL can be used as an amplifier. One promising application is for very high average power generation, for instance FEL's with average power of 100 kW or more. The high electron beam power, high brightness and high efficiency that can be achieved with photoinjectors and superconducting Energy Recovery Linacs (ERL) combine well with the high-gain FEL amplifier to produce unprecedented average power FELs. This combination has a number of advantages. In particular, we show that for a given FEL power, an FEL amplifier can introduce lower energy spread in the beam as compared to a traditional oscillator. This properly gives the ERL based FEL amplifier a great wall-plug to optical power efficiency advantage. The optics for an amplifier is simple and compact. In addition to the general features of the high average power FEL amplifier, we will look at a 100 kW class FEL amplifier is being designed to operate on the 0.5 ampere Energy Recovery Linac which is under construction at Brookhaven National Laboratory's Collider-Accelerator Department.

    A generation ago the Ford Foundation convened a group of experts to explore and assess the Nation’s energy future, and published their conclusions in A Time To Choose: America’s Energy Future (Cambridge, MA: Ballinger, 1974). The Energy Policy Project developed scenarios of U.S. potential energy use in 1985 and 2000. Now, with 1985 well behind us and 2000 nearly on the record books, it may be of interest to take a look back to see what actually happened and consider what it means for our future. The study group sketched three primary scenarios with differing assumptions about the growth of energy use. The Historical Growth scenario assumed that U.S. energy consumption would continue to expand by 3.4 percent per year, the average rate from 1950 to 1970. This scenario assumed no intentional efforts to change the pattern of consumption, only efforts to encourage development of our energy supply. The Technical Fix scenario anticipated a “conscious national effort to use energy more efficiently through engineering know-how." The Zero Energy Growth scenario, while not clamping down on the economy or calling for austerity, incorporated the Technical Fix efficiencies plus additional efficiencies. This third path anticipated that economic growth would depend less on energy-intensive industries and more on those that require less energy, i.e., the service sector. In 2000, total energy consumption was projected to be 187 quadrillion British thermal units (Btu) in the Historical Growth case, 124 quadrillion Btu in the Technical Fix case, and 100 quadrillion Btu in the Zero Energy Growth case. The Annual Energy Review 1999 reports a preliminary total consumption for 1999 of 97 quadrillion Btu (see Table 1.1), and the Energy Information Administration’s Short-Term Energy Outlook (April 2000) forecasts total energy consumption of 98 quadrillion Btu in 2000.     The technology base formed by the development of high peak power simulators, laser drivers, FEL`s, and ICF drivers from the early 60`s through the late 80`s is being extended to high average power short-pulse machines with the capabilities of supporting new types of manufacturing processes and performing new roles in environmental cleanup applications. This paper discusses a process for identifying and developing possible commercial applications, specifically those requiring very high average power levels of hundreds of kilowatts to perhaps megawatts. The authors discuss specific technology requirements and give examples of application development efforts. The application development work is directed at areas that can possibly benefit from the high specific energies attainable with short pulse machines.

    A quantum average atom model is reformulated using Green's functions. This allows integrals along the real energy axis to be deformed into the complex plane. The advantage being that sharp features such as resonances and bound states are broadened by a Lorentzian with a half-width chosen for numerical convenience. An implementation of this method therefore avoids numerically challenging resonance tracking and the search for weakly bound states, without changing the physical content or results of the model. A straightforward implementation results in up to a factor of 5 speed-up relative to an optimized orbital based code.

  11. Long-term average performance benefits of parabolic trough improvements

    Improved parabolic trough concentrating collectors will result from better design, improved fabrication techniques, and the development and utilization of improved materials. The difficulty of achieving these improvements varies as does their potential for increasing parabolic trough performance. The purpose of this analysis is to quantify the relative merit of various technology advancements in improving the long-term average performance of parabolic trough concentrating collectors. The performance benefits of improvements are determined as a function of operating temperature for north-south, east-west, and polar mounted parabolic troughs. The results are presented graphically to allow a quick determination of the performance merits of particular improvements. Substantial annual energy gains are shown to be attainable. Of the improvements evaluated, the development of stable back-silvered glass reflective surfaces offers the largest performance gain for operating temperatures below 150/sup 0/C. Above 150/sup 0/C, the development of trough receivers that can maintain a vacuum is the most significant potential improvement. The reduction of concentrator slope errors also has a substantial performance benefit at high operating temperatures.

    Monthly averaged data is presented which describes the availability of solar radiation at 248 National Weather Service stations. Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3/sup 0/C (65/sup 0/F). For each station, global anti K/sub T/ (cloudiness index) were calculated on a monthly and annual basis.     The Supplement to the Annual Energy Outlook 1993 is a companion document to the Energy Information Administration`s (EIA) Annual Energy Outlook 1993 (AEO). Supplement tables provide the regional projections underlying the national data and projections in the AEO. The domestic coal, electric power, commercial nuclear power, end-use consumption, and end-use price tables present AEO forecasts at the 10 Federal Region level. World coal tables provide data and projections on international flows of steam coal and metallurgical coal, and the oil and gas tables provide the AEO oil and gas supply forecasts by Oil and Gas Supply Regions and by source of supply. All tables refer to cases presented in the AEO, which provides a range of projections for energy markets through 2010.

    The National Renewable Energy Laboratory is conducting a study sponsored by the U.S. Department of Energy DOE, Office of Energy Efficiency and Renewable Energy (EERE), that aims to document and implement an annual process designed to identify a realistic and timely set of input assumptions (e.g., technology cost and performance, fuel costs), and a diverse set of potential futures (standard scenarios), initially for electric sector analysis. This primary product of the Annual Technology Baseline (ATB) project component includes detailed cost and performance data (both current and projected) for both renewable and conventional technologies. This data is presented in MS Excel.

    The projections in the U.S. Energy Information Administration's (EIA's) Annual Energy Outlook 2015 (AEO2015) focus on the factors that shape the U.S. energy system over the long term. For the first time, the Annual Energy Outlook (AEO) is presented as a shorter edition under a newly adopted two-year release cycle. With this approach, full editions and shorter editions of the AEO will be produced in alternating years. This approach will allow EIA to focus more resources on rapidly changing energy markets both in the United States and internationally, and to consider how they might evolve over the next few years.

    The Uranium Industry Annual 1998 (UIA 1998) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. It contains data for the period 1989 through 2008 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data provides a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. The Form EIA-858 ``Uranium Industry Annual Survey`` is shown in Appendix D. For the readers convenience, metric versions of selected tables from Chapters 1 and 2 are presented in Appendix E along with the standard conversion factors used. A glossary of technical terms is at the end of the report. 24 figs., 56 tabs.
