    This paper describes an effort undertaken by subcommittee C26.12 (Safeguards) of the American Society for Testing and Materials (ASTM) to develop a standard guide for performing vulnerability assessments (VAs). VAs are performed to determine the effectiveness of safeguards and security systems for both domestic and international nuclear facilities. These assessments address a range of threats, including theft of nuclear material and sabotage, and use an array of methods. The approach to performing and documenting VAs is varied and is largely dependent upon the tools used to perform them. This diversity can lead to tools being misused, making validation of VAs more difficult. The development of a standard guide for performing VAs would, if generally accepted, alleviate these concerns. ASTM provides a forum for developing guides that includes a high level of peer review to assure that the result is acceptable to all potential users. Additionally, the ASTM is widely recognized for setting standards, and endorsement by the Society may increase the likelihood of acceptance by the nuclear community. The goal of this work is to develop a guide that is independent of the tools being used to perform the VA and applicable to the spectrum of threats described above.

    An update is presented of the activities of the American Society for Testing and Materials (ASTM) Committee C-28 on Advanced Ceramics. Since its inception in 1986, this committee, which has five standard producing subcommittees, has written and published over 32 consensus standards. These standards are concerned with mechanical testing of monolithic and composite ceramics, nondestructive examination, statistical analysis and design, powder characterization, quantitative microscopy, fractography, and terminology. These standards ensure optimum material behavior with physical and mechanical property reproducibility, component reliability, and well-defined methods of data treatment and material analysis for both monolithic and composite materials. Committee C-28 continues to sponsor technical symposia and to cooperate in the development of international standards. An update of recent and current activities as well as possible new areas of standardization work will be presented.

A very important aspect of these efforts is the preparation, revision, and balloting of standards identified in the ASTM E706 Standard on Master Matrix for Light Water Reactor (LWR) Pressure Vessel (PV) Surveillance Standards. The current version (E706-87) of the Master Matrix identifies 21 ASTM LWR physics-dosimetry-metallurgy standards for Reactor Pressure Vessel (RPV) and Support Structure (SS) surveillance programs, whereas, for the next revision 34 standards are identified. The need for national and international coordination of Standards Technology Development, Transfer and Training (STDTT) is considered in this and other Symposium papers that address specific standards related physics-dosimetry-metallurgy issues. 69 refs.

    An overview is presented of the activities of ASTM Committee C-28 on Advanced Ceramics. This activity originated in 1986 when it became apparent that advanced ceramics were being considered for extensive use in applications such as advanced heat engines, heat exchangers, combustors, etc. in aerospace and energy conservation activities. These applications require optimum material behavior with physical and mechanical property reproducibility, component reliability, and well defined methods of data treatment and material analysis for both monolithic and composite ceramic materials. As new materials are introduced into the market place, these issues are best dealt with via standard methods. Therefore, a progress report is given describing activities of the five standard writing subcommittees who support the ASTM Committee C-28 effort. Accomplishments to date are given, as well as likely future activities, including a brief summary of joint cooperative efforts with international standard formulating organizations.

    The impact of recent changes to the ASTM Standard E722 is investigated. The methodological changes in the production of the displacement kerma factors for silicon has significant impact for some energy regions of the 1-MeV(Si) equivalent fluence response function. When evaluating the integral over all neutrons energies in various spectra important to the SNL electronics testing community, the change in the response results in an increase in the total 1-MeV(Si) equivalent fluence of 2 7%. Response functions have been produced and are available for users of both the NuGET and MCNP codes.

    Steels with improved resistance to temper embrittlement are now being produced using ``superclean`` steelmaking technology. This technology involves the use of scrap control, proper electric arc furnace and ladle refining furnace practices to produce steel with very low Mn, Si, P, S and other residual impurities such as Sn, As and Sb. This technology has been applied on a production basis to modified ASTM A508 Cl- 4 material intended for high temperature pressure vessel forgings. Processing and properties of this superclean material are reviewed. In addition, the cleanliness and mechanical properties are compared to conventionally melted A508 Cl. 4 material. The ``superclean`` A508 Cl. 4 mod. was found to meet all specification requirements. In addition, the superclean material was found to possess superior upper shelf CVN properties, a lower FATT{sub 50} and NDTT, along with superior microcleanliness compared to conventional material. Finally, the superclean material was found to be immune to temper embrittlement based on the short-term embrittlement treatments examined.

    Duplex and super duplex stainless steels are ferrous alloys with up to 26% chromium, 8% nickel, 5% molybdenum and 0.3% nitrogen, which are largely used in applications in media containing ions from the halogen family, mainly the chloride ion (Cl{sup -}). The emergence of this material aimed at substituting Copper-Nickel alloys (Cupro-Nickel) that despite presenting good corrosion resistance, has mechanical properties quite inferior to steel properties. The metallurgy of duplex and super duplex stainless steel is complex due to high sensitiveness to sigma phase precipitation that becomes apparent, due to the temperatures they are exposed on cooling from solidification as well as from heat treatment processes. The objective of this study was to verify the influence of heat treating temperatures on the microstructure and hardness of ASTM A890/A890M Gr 6A super duplex stainless steel type. Microstructure control is of extreme importance for castings, as the chemical composition and cooling during solidification inevitably provide conditions for precipitation of sigma phase. Higher hardness in these materials is directly associated to high sigma phase concentration in the microstructure, precipitated in the ferrite/austenite interface. While heat treatment temperature during solution treatment increases, the sigma phase content in the microstructure decreases and consequently, the material hardness diminishes. When the sigma phase was completely dissolved by the heat treatment, the material hardness was influenced only due to ferrite and austenite contents in the microstructure.

    Electroless nicke-plate characteristics are substantially influenced by percent phosphorous concentrations. Available ASTM analytical methods are designed for phosphorous concentrations of less than one percent compared to the 4.0 to 20.0% concentrations common in electroless nickel plate. A variety of analytical adaptations are applied through the industry resulting in poor data continuity.     Series of tests were conducted following ASTM Standard Procedure C1733 to evaluate the repeatability of the test and the effects of several test parameters, including the solution-to-soil mass ratio, test duration, pH, and the concentrations of contaminants in the solution. This standard procedure is recommended for measuring the distribution coefficient (K{sub d}) of a contaminant in a specific soil/groundwater system. One objective of the current tests was to identify experimental conditions that can be used in future interlaboratory studies to determine the reproducibility of the test method. This includes the recommendation of a standard soil, the range of contaminant concentrations and solution matrix, and various test parameters. Quantifying the uncertainty in the distribution coefficient that can be attributed to the test procedure itself allows the differences in measured values to be associated with differences in the natural systems being studied. Tests were conducted to measure the uptake of Cs and Sr dissolved as CsCl and Sr(NO{sub 3}){sub 2} in a dilute NaHCO{sub 3}/SiO{sub 2} solution (representing contaminants in a silicate groundwater) by a NIST standard reference material of San Joaquin soil (SRM 2709a). Tests were run to measure the repeatability of the method and the sensitivity of the test response to the reaction time, the mass of soil used (at a constant soil-to-solution ratio), the solution pH, and the contaminant concentration. All tests were conducted in screw-top Teflon vessels at 30 C in an oven. All solutions were passed through a 0.45-{mu}m pore size cellulose acetate membrane filter and stabilized with nitric acid prior to analysis with inductively-coupled plasma mass spectrometry (ICP-MS). Scoping tests with soil in demineralized water resulted in a solution pH of about 8.0 and the release of small amounts of Sr from the soil. Solutions were made with targeted concentrations of 1 x 10{sup -6} m, 1 x 10{sup -5} m, 2.5 x 10{sup -5} m, 5 x 10{sup -5} m, 1 x 10{sup -4} m, and 5 x 10{sup -4} m to measure the effects of the Cs and Sr concentrations on their uptake by the soil. The pH values of all solutions were adjusted to about pH 8.5 so that the effects of pH and concentration could be measured separately. The 1 x 10{sup -4} m solutions were used to measure the repeatability of the test and the effects of duration, scale, and imposed pH on the test response.

    Welding of heavy section steel has traditionally used the automatic submerged arc welding (ASAW) process because of the high deposition rates achievable. However, the properties, particularly fracture toughness, of the weld are often inferior when compared to base material. This project evaluated the use of narrow groove gas tungsten arc welding (GTAW) to improve weld material properties. The welding procedures were developed for ASTM A508 Class 4 base material using a 1% Ni filler material complying to AWS Specification A.23-90-EF3-F3-N. A narrow groove joint preparation was used in conjunction with the GTAW process so competitive fabrication rates could be achieved when compared to the ASAW process. Weld procedures were developed to refine weld substructure to achieve better mechanical properties. Two heaters of weld wire were used to examine the effects of minor filler metal chemistry differences on weld mechanical properties. Extensive metallographic evaluations showed excellent weld quality with a refined microstructure. Chemical analysis of the weld metal showed minimal weld dilution by the base metal. Mechanical testing included bend and tensile tests to ensure weld quality and strength. A Charpy impact energy curve versus temperature and fracture toughness curve versus temperature were developed for each weld wire heat. Results of fracture toughness and Charpy impact testing indicated an improved transition temperature closer to that of the base material properties.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S.Department of Energy’s Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at seven sites outside the NTS, including Ash Meadows National Wildlife Refuge, Sarcobatus Flat, Beatty, Rachel, Caliente, Pahranagat National Wildlife Refuge, and Crater Flat, and at four sites on the NTS. The trailer is stationed at any one site for approximately eight weeks at a time.     Nine hectares (23 acres) of a degraded section of Patuxent Research Refuge in Laurel, Maryland, USA, were converted to wetland habitat by the Baltimore Gas and Electric Company in 1994. The wetlands were created as mitigation for 5.7 ha (14 acres) of wetlands that were impacted as part o the construction of 8.5-km (5.3-mile) 500-kV over-head transmission line on the refuge. The area consists of a created forested wetland of 5.5 ha(13.5 acres), a seasonally inundated green-free reservoir of 7.6 ha (6.5 acres), and an impounded pond wetland of 1.2 ha (3 acres). Construction included the planting of 6131 trees, 4276 shrubs, and 15,102 emergent plants. Part of the site has been studied intensively since completion and survival of trees and shrubs after two years was 88%. Measurements of these transplants have shown growth greater than on other created sites in Maryland. Grasses and other herbaceous vegetation were dominant plants in the meter-square plots in the first two years of sampling of the created forested wetland. Wildlife surveys for birds, mammals, amphibians, and reptiles have revealed diverse communities. Although these communities represent species consistent with open habitat, more typical forest species should colonize the area as it undergoes succession into a more mature forested wetland. The creation, management, and research of this mitigation site represents an excellent example of a partnership between a private electric power company and a federal wildlife refuge. This partnership has increased local biodiversity and improved regional water quality of the Patuxent River and the Chesapeake Bay. 6 refs., 7 figs., 4 tabs.

    Steigenvald Lake National Wildlife Refuge (NWR, refuge) was established as a result of the U. S. Army Corps of Engineers (COE) transferring ownership of the Stevenson tract located in the historic Steigerwald Lake site to the U.S. Fish and Wildlife Service (FWS, Service) for the mitigation of the fish and wildlife losses associated with the construction of a second powerhouse at the Bonneville Dam on the Columbia River and relocation of the town of North Bonneville (Public Law 98-396). The construction project was completed in 1983 and resulted in the loss of approximately 577 acres of habitat on the Washington shore of the Columbia River (USFWS, 1982). The COE determined that acquisition and development of the Steigenvald Lake area, along with other on-site project management actions, would meet their legal obligation to mitigate for these impacts (USCOE, 1985). Mitigation requirements included restoration and enhancement of this property to increase overall habitat diversity and productivity. From 1994 to 1999, 317 acres of additional lands, consisting of four tracts of contiguous land, were added to the original refuge with Bonneville Power Administration (BPA) funds provided through the Washington Wildlife Mitigation Agreement. These tracts comprised Straub (191 acres), James (90 acres), Burlington Northern (27 acres), and Bliss (9 acres). Refer to Figure 1. Under this Agreement, BPA budgeted $2,730,000 to the Service for 'the protection, mitigation, and enhancement of wildlife and wildlife habitat that was adversely affected by the construction of Federal hydroelectric dams on the Columbia River or its tributaries' in the state of Washington (BPA, 1993). Lands acquired for mitigation resulting from BPA actions are evaluated using the habitat evaluation procedures (HEP) methodology, which quantifies how many Habitat Units (HUs) are to be credited to BPA. HUs or credits gained lessen BPA's debt, which was formally tabulated in the Federal Columbia River Power System Loss Assessments and adopted as part of the Northwest Power Planning Council's Fish and Wildlife Program as a BPA obligation (BPA, 1994). Steigenvald Lake NWR is located in southwest Washington (Clark County), within the Columbia River Gorge National Scenic Area. Historically part of the Columbia River flood plain, the refuge area was disconnected from the river by a series of dikes constructed by the COE for flood control in 1966. An aerial photograph from 1948 portrays this area as an exceedingly complex mosaic of open water, wetlands, sloughs, willow and cottonwood stands, wet meadows, upland pastures, and agricultural fields, which once supported a large assemblage of fish and wildlife populations. Eliminating the threat of periodic inundation by the Columbia River allowed landowners to more completely convert the area into upland pasture and farmland through channelization and removal of standing water. Native pastures were 'improved' for grazing by the introduction of non-native fescues, orchard grass, ryegrass, and numerous clovers. Although efforts to drain the lake were not entirely successful, wetland values were still significantly reduced.

    Located in the northern Willamette River basin, Tualatin River National Wildlife Refuge (Refuge) was established in 1992 with an approved acquisition boundary to accommodate willing sellers with potentially restorable holdings within the Tualatin River floodplain. The Refuge's floodplain of seasonal and emergent wetlands, Oregon ash riparian hardwood, riparian shrub, coniferous forest, and Garry oak communities are representative of remnant plant communities historically common in the Willamette River valley and offer an opportunity to compensate for wildlife habitat losses associated with the Willamette River basin federal hydroelectric projects. The purchase of the Oleson Units as additions to the Refuge using Bonneville Power Administration (BPA) funds will partially mitigate for wildlife habitat and target species losses incurred as a result of construction and inundation activities at Dexter and Detroit Dams. Lands acquired for mitigation of Federal Columbia River Power System (FCRPS) impacts to wildlife are evaluated using the Habitat Evaluation Procedures (HEP) methodology, which quantifies how many Habitat Units (HUs) are to be credited to BPA. HUs or credits gained lessen BPA's debt, which was formally tabulated in the FCRPS Loss Assessments and adopted as part of the Northwest Power and Conservation Council's Fish and Wildlife Program as a BPA obligation (NWPCC, 1994 and 2000). There are two basic management scenarios to consider for this evaluation: (1) Habitats can be managed without restoration activities to benefit wildlife populations, or (2) Habitats can be restored using a number of techniques to improve habitat values more quickly. Without restoration, upland and wetland areas may be periodically mowed and disced to prevent invasion of exotic vegetation, volunteer trees and shrubs may grow to expand forested areas, and cooperative farming may be employed to provide forage for migrating and wintering waterfowl. Abandoned cropland would comprise over half the total acreage and may be mowed or hayed to reduce exotic vegetation. Grasslands and wetlands may similarly be mowed or hayed, or left fallow. Wetlands would be subject to periodic flooding from the Tualatin River, but would drain quickly and promote undesirable vegetation. Riverine, forested wetland, and mixed forest habitats would likely change little from their current condition. Active restoration would include restoring wetlands with limited use of dikes and water control structures; planting and maintaining native grass, trees, and shrubs; and aggressive management of non-native invasive vegetation. Hydrology would be restored to emergent wetlands mimicking natural cycles thus promoting hydrophytic vegetation beneficial to fish and wildlife. Grassland and former crop areas would be planted with native grasses and trees to recreate prairie and savanna habitat types. Riverine riparian and forested wetland areas would be expanded by planting native trees and shrubs benefiting a multitude of species. Although a 'hands off' approach may provide habitat benefits after many decades, a more proactive approach would provide far more benefits to fish and wildlife, and thus would provide additional habitat credits more quickly.

    The project report describes a two year experiment to control wetland drainage to the San Joaquin River of California from the San Luis National Wildlife Refuge using a decision support system for real-time water quality management. This system required the installation and operation of one inlet and three drainage flow and water quality monitoring stations which allowed a simple mass balance model to be developed of the seasonally managed wetlands in the study area. Remote sensing methods were developed to document long-term trends in wetland moist soil vegetation and soil salinity in response to management options such as delaying the initiation of seasonal wetland drainage. These environmental management tools provide wetland managers with some of the tools necessary to improve salinity conditions in the San Joaquin River and improve compliance with State mandated salinity objectives without inflicting long-term harm on the wild fowl habitat resource.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    The one year of air quality monitoring data collected at the Ash Meadows National Wildlife Refuge (NWR) was the final part of the air quality "Scoping Studies" for the Environmental Monitoring Systems Initiative (EMSI) in southern and central Nevada. The objective of monitoring at Ash Meadows was to examine aerosol and meteorological data, seasonal trends in aerosol and meteorological parameters as well as to examine evidence for long distance transport of some constituents. The 9,307 hectare refuge supports more than 50 springs and 24 endemic species, including the only population of the federally listed endangered Devil’s Hole pupfish (Cyprinodon diabolis) (U.S. Fish and Wildlife Service, 1990). Ash Meadows NWR is located in a Class II air quality area, and the aerosol measurements collected with this study are compared to those of Interagency Monitoring of Protected Visual Environments (IMPROVE) sites. Measurements taken at Ash Meadows NWR over a period of 12 months provide new baseline air quality and meteorological information for rural southwestern Nevada, specifically Nye County and the Amargosa Valley.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.
