    The moduli used in RSA (see [5]) can be generated by many different sources. The generator of that modulus (assuming a single entity generates the modulus) knows its factorization. They would have the ability to forge signatures or break any system based on this moduli. If a moduli and the RSA parameters associated with it were generated by a reputable source, the system would have higher value than if the parameters were generated by an unknown entity. So for tracking, security, confidence and financial reasons it would be beneficial to know who the generator of the RSA modulus was. This is where digital marking comes in. An RSA modulus ia digitally marked, or digitally trade marked, if the generator and other identifying features of the modulus (such as its intended user, the version number, etc.) can be identified and possibly verified by the modulus itself. The basic concept of digitally marking an RSA modulus would be to fix the upper bits of the modulus to this tag. Thus anyone who sees the public modulus can tell who generated the modulus and who the generator believes the intended user/owner of the modulus is.

    Calculations for reactivity held in control rods have underpredicted the observed Mark 22 reactivity. Reactivity predictions by charge designers have accounted for this by including large biases which change with exposure and reactor region. The purpose of this study was to thoroughly investigate the methods and data used in the reactivity calculations. The goal was to identify errors and improvements and make necessary corrections.

    The design and construction of the new Mark III vertex chamber is described. Initial tests with cosmic rays prove the ability of track reconstruction and yield triplet resolutions below 50 ..mu..m at 3 atm using argon/ethane (50:50). Also performed are studies using a prototype of a pressurized wire vertex chamber with 8 mm diameter straw geometry. Spatial resolution of 35mm was obtained using dimethyl ether (DME) at 1 atm and 30 ..mu..m using argon/ethane (50/50 mixture) at 4 atm. Preliminary studies indicate the DME to adversely affect such materials as aluminized Mylar and Delrin.

    The invention is a method and apparatus for marking components by inducing a shock wave on the surface that results in an indented (strained) layer and a residual compressive stress in the surface layer. One embodiment of the laser peenmarking system rapidly imprints, with single laser pulses, a complete identification code or three-dimensional pattern and leaves the surface in a state of deep residual compressive stress. A state of compressive stress in parts made of metal or other materials is highly desirable to make them resistant to fatigue failure and stress corrosion cracking. This process employs a laser peening system and beam spatial modulation hardware or imaging technology that can be setup to impress full three dimensional patterns into metal surfaces at the pulse rate of the laser, a rate that is at least an order of magnitude faster than competing marking technologies.

    The Technical Measurements Center has prepared uranium mill tailings reference materials for use by remedial action contractors and cognizant federal and state agencies. Four materials were prepared with varying concentrations of radionuclides, using three tailings materials and a river-bottom soil diluent. All materials were ground, dried, and blended thoroughly to ensure homogeneity. The analyses on which the recommended values for nuclides in the reference materials are based were performed, using independent methods, by the UNC Geotech (UNC) Chemistry Laboratory, Grand Junction, Colorado, and by C.W. Sill (Sill), Idaho National Engineering Laboratory, Idaho Falls, Idaho. Several statistical tests were performed on the analytical data to characterize the reference materials. Results of these tests reveal that the four reference materials are homogeneous and that no large systematic bias exists between the analytical methods used by Sill and those used by TMC. The average values for radionuclides of the two data sets, representing an unbiased estimate, were used as the recommended values for concentrations of nuclides in the reference materials. The recommended concentrations of radionuclides in the four reference materials are provided. Use of these reference materials will aid in providing uniform standardization among measurements made by remedial action contractors. 11 refs., 9 tabs.

The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid.     Containment flooding is an important strategy for severe accident management of a conventional boiling water reactor (BWR) system. The purpose of this work is to investigate the containment flooding strategy of the Mark-III system after a reactor pressure vessel (RPV) breach. The Kuosheng Power Plant is a typical BWR-6 nuclear power plant (NPP) with Mark-III containment. The Severe Accident Management Guideline (SAMG) of the Kuosheng NPP has been developed based on the BWR Owners Group (BWROG) Emergency Procedure and Severe Accident Guidelines, Rev. 2. Therefore, the Kuosheng NPP is selected as the plant for study, and the MAAP4 code is chosen as the tool for analysis. A postulated specific station blackout sequence for the Kuosheng NPP is cited as a reference case for this analysis. Because of the design features of Mark-III containment, the debris in the reactor cavity may not be submerged after an RPV breach when one follows the containment flooding strategy as suggested in the BWROG generic guideline, and the containment integrity could be challenged eventually. A more specific containment flooding strategy with drywell venting after an RPV breach is investigated, and a more stable plant condition is achieved with this strategy. Accordingly, the containment flooding strategy after an RPV breach will be modified for the Kuosheng SAMG, and these results are applicable to typical Mark-III plants with drywell vent path.

    An external, reference electrode is provided for long term use with a high temperature, high pressure system. The electrode is arranged in a vertical, electrically insulative tube with an upper portion serving as an electrolyte reservior and a lower portion in electrolytic communication with the system to be monitored. The lower end portion includes a flow restriction such as a porous plug to limit the electrolyte release into the system. A piston equalized to the system pressure is fitted into the upper portion of the tube to impart a small incremental pressure to the electrolyte. The piston is selected of suitable size and weight to cause only a slight flow of electrolyte through the porous plug into the high pressure system. This prevents contamination of the electrolyte but is of such small flow rate that operating intervals of a month or more can be achieved.

    The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies. It is hoped that this guide will aid in the design and procurement process and result in successful implementation of building sensor and control systems.     Prior to the 1980s, the commonly used type 300 austenitic series stainless steels (SS) in the chemical process industry were available in two grades: those with regular carbon content (straight grades) and those with extra-low carbon content (L-grades). When welding the straight grades, it was possible to sensitize the base metal adjacent to the weld. The carbon combines with the chromium at the grain boundaries, leaving a zone depleted of chromium, below the minimum required for SS, adjacent to the grain boundaries. Even a relatively mild corrosive environment then is able to selectively attack this region along grain boundaries. The dual-marked grades (types 304/304L and 316/316L) appeared, with the carbon content of an L-grade and the strength of a straight grade. Initially, there was no national code acceptance for dual marked grades. Designers were obliged to use L-grade stress values. To get around this, people were known to grind off the unacceptable part of the dual marking designation and deliver whatever grade was initially specified. ASME International now has formally stated that dual-marked grades may be used at straight grade stresses for all product forms and piping to 1,000 F (540 C).

    We study a general filtering problem with marked point process observations. The motivation comes from modeling financial ultra-high frequency data. First, we rigorously derive the unnormalized filtering equation with marked point process observations under mild assumptions, especially relaxing the bounded condition of stochastic intensity. Then, we derive the Poisson chaos expansion for the unnormalized filter. Based on the chaos expansion, we establish the uniqueness of solutions of the unnormalized filtering equation. Moreover, we derive the Poisson chaos expansion for the unnormalized filter density under additional conditions. To explore the computational advantage, we further construct a new consistent recursive numerical scheme based on the truncation of the chaos density expansion for a simple case. The new algorithm divides the computations into those containing solely system coefficients and those including the observations, and assign the former off-line.

    The operation of the University of Durham Mark 6 atmospheric Cerenkov telescope is discussed. The telescope has been used to detect gamma rays at energies {>=}150 GeV and to achieve good discrimination between gamma ray and hadron initiated showers, using both conventional imaging and novel fluctuation measures. The telescope was commissioned in 1995 and a description of its operation is presented. Verification of the performance during observations of PSR B1706-44 is described.

In addition, many words have developed interpretations somewhat different from their commonly accepted meanings. The 3rd Edition of the Energy Reference Handbook records and standardizes these terms in a comprehensive glossary. Special emphasis is placed on providing terms and definitions in the area of alternative fuels-synthetics from coal and oil shale; solar; wind; biomass; geothermal; and more - as well as traditional fossil fuels. In total, more than 3,500 terms, key words, and phrases used daily in energy literature are referenced.     This document describes a microgrid cyber security reference architecture. First, we present a high-level concept of operations for a microgrid, including operational modes, necessary power actors, and the communication protocols typically employed. We then describe our motivation for designing a secure microgrid; in particular, we provide general network and industrial control system (ICS)-speci c vulnerabilities, a threat model, information assurance compliance concerns, and design criteria for a microgrid control system network. Our design approach addresses these concerns by segmenting the microgrid control system network into enclaves, grouping enclaves into functional domains, and describing actor communication using data exchange attributes. We describe cyber actors that can help mitigate potential vulnerabilities, in addition to performance bene ts and vulnerability mitigation that may be realized using this reference architecture. To illustrate our design approach, we present a notional a microgrid control system network implementation, including types of communica- tion occurring on that network, example data exchange attributes for actors in the network, an example of how the network can be segmented to create enclaves and functional domains, and how cyber actors can be used to enforce network segmentation and provide the neces- sary level of security. Finally, we describe areas of focus for the further development of the reference architecture.

  10. Reference Inflow Characterization for River Resource Reference Model (RM2)

    Sandia National Laboratory (SNL) is leading an effort to develop reference models for marine and hydrokinetic technologies and wave and current energy resources. This effort will allow the refinement of technology design tools, accurate estimates of a baseline levelized cost of energy (LCoE), and the identification of the main cost drivers that need to be addressed to achieve a competitive LCoE. As part of this effort, Oak Ridge National Laboratory was charged with examining and reporting reference river inflow characteristics for reference model 2 (RM2). Published turbulent flow data from large rivers, a water supply canal and laboratory flumes, are reviewed to determine the range of velocities, turbulence intensities and turbulent stresses acting on hydrokinetic technologies, and also to evaluate the validity of classical models that describe the depth variation of the time-mean velocity and turbulent normal Reynolds stresses. The classical models are found to generally perform well in describing river inflow characteristics. A potential challenge in river inflow characterization, however, is the high variability of depth and flow over the design life of a hydrokinetic device. This variation can have significant effects on the inflow mean velocity and turbulence intensity experienced by stationary and bottom mounted hydrokinetic energy conversion devices, which requires further investigation, but are expected to have minimal effects on surface mounted devices like the vertical axis turbine device designed for RM2. A simple methodology for obtaining an approximate inflow characterization for surface deployed devices is developed using the relation umax=(7/6)V where V is the bulk velocity and umax is assumed to be the near-surface velocity. The application of this expression is recommended for deriving the local inflow velocity acting on the energy extraction planes of the RM2 vertical axis rotors, where V=Q/A can be calculated given a USGS gage flow time
