    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

    Quadrennial Energy Review: The health of the people of our nation is a major vulnerability that must be addressed in any energy policy. Pollution produced by generating energy impacts our overall health. To encourage healthful sources of energy we have to make sure that the true costs of energy are paid up front. This means not allowing energy development that produces dangerous pollutants. Coal burning causes asthma and mercury poisoning and contributes to climate change that is not priced into energy generated by coal. Allowing liability exemptions to energy producers hides true costs. Nuclear power producers must be accountable for any radiation sickness that resulting from their operations. Fracking must not be exempted from safe drinking water regulations. Even more significant for oil and gas production, hazardous wastes (including methane) generated by exploration and production must be regulated under the Resource Conservation and Recovery Act (RCRA). (Pertinent to this, please enter into the Quadrennial Energy Review proceedings the attached first three pages of an article about RCRA.     Energy savings performance contracts (ESPCs) are a method of financing energy conservation projects using the energy cost savings generated by the conservation measures themselves. Ideally, reduced energy costs are visible as reduced utility bills, but in fact this is not always the case. On large military bases, for example, a single electric meter typically covers hundreds of individual buildings. Savings from an ESPC involving only a small number of these buildings will have little effect on the overall utility bill. In fact, changes in mission, occupancy, and energy prices could cause substantial increases in utility bills. For this reason, other, more practical, methods have been developed to measure and verify savings in ESPC projects. Nevertheless, increasing utility bills--when ESPCs are expected to be reducing them--are problematic and can lead some observers to question whether savings are actually being achieved. In this paper, the authors use utility bill analysis to determine energy, demand, and cost savings from an ESPC project that installed geothermal heat pumps in the family housing areas of the military base at Fort Polk, Louisiana. The savings estimates for the first year after the retrofits were found to be in substantial agreement with previous estimates that were based on submetered data. However, the utility bills also show that electrical use tended to increase as time went on. Since other data show that the energy use in family housing has remained about the same over the period, the authors conclude that the savings from the ESPC have persisted, and increases in electrical use must be due to loads unassociated with family housing. This shows that under certain circumstances, and with the proper analysis, utility bills can be used to estimate savings from ESPC projects. However, these circumstances are rare and over time the comparison may be invalidated by increases in energy use in areas unaffected by the ESPC.

    House-Senate conferees approved a bill which would establish a $20 billion US Synthetic Fuels Corp., a $3.1 billion bank to fund energy conservation and solar energy projects, a $1.4 billion biomass-to-energy program, and other energy conservation and production measures. An order requiring the filling of the SPR at a minimum average rate of 100,000 bbl/day beginning 10/1/80 was attached to the bill. If that rate is not achieved, the SPR measure requires that Elk Hills, Calif., field crude be sold or exchanged to acquire other crude for the SPR. Some OPEC members have threatened to reduce their output if the US buys oil for storage. The SPR measure will increase US refiners' crude-acquisition costs by $0.04/gal, which will be passed along to purchasers. The SPR goal is 750 million bbl of crude; current capacity is 250 million bbl, with only 91.7 million bbl in place. A House subcommittee issued a report recommending that the 118,000 bbl/day oil production from US National Petroleum Reserves (NPR) be reserved for the US Department of Defense (DOD) and stored in the SPR, but criticizing DOD for inefficiencies in its energy office, inadequate conversion to coal, and inadequate storage facilities.

A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    In multifamily and attached buildings, traditional duct sealing methods are often impractical or costly and disruptive because of the difficulty in accessing leakage sites. In this project, two retrofit duct sealing techniques -- manually-applied sealants and injecting a spray sealant, were implemented in several low-rise multi-unit buildings. An analysis on the cost and performance of the two methods are presented. Each method was used in twenty housing units: approximately half of each group of units are single story and the remainder two-story. Results show that duct leakage to the outside was reduced by an average of 59% through the use of manual methods, and by 90% in the units where the injected spray sealant was used. It was found that 73% of the leakage reduction in homes that were treated with injected spray sealant was attributable to the manual sealing done at boots, returns and the air handler. The cost of manually-applying sealant ranged from $275 to $511 per unit and for the injected spray sealant the cost was $700 per unit. Modeling suggests a simple payback of 2.2 years for manual sealing and 4.7 years for the injected spray sealant system. Utility bills were collected for one year before and after the retrofits. Utility bill analysis shows 14% and 16% energy savings using injected spray sealant system and hand sealing procedure respectively in heating season whereas in cooling season, energy savings using injected spray sealant system and hand sealing were both 16%.

    Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

    Like castor oil, the Superfund law can be difficult medicine to swallow, and no one wants to volunteer for a dose. Indeed, the law`s harsh and unbending liability scheme sometimes hinders the cleanup of contaminated property. Confronted with the choice of redeveloping an old {open_quotes}brownfield{close_quotes} urban industrial site or building at a pristine new {open_quotes}greenfield{close_quotes} location, most companies opt for the latter. The brownfield problem is especially troubling because the law often prevents voluntary cleanups at relatively low priority sites that usually don`t get caught up in the Superfund program. This paper describes the Upton Bill which would require the US EPA to establish cleanup standards for hazrdous substances, allow for public comment on a proposed response plan, and require a voluntary party to submit detailed annual reports and maintain records.

    The US Army Forces Command (FORSCOM) tasked Pacific Northwest Laboratory (PNL) in support of the US Department of Energy (DOE) Federal Energy Management Program (FEMP) to conduct a postconstruction evaluation of the air-source heat pumps installed in family housing at Hunter Army Air Field (AAF). The objective of this project was to investigate and resolve concerns about an increase in energy costs at Hunter AAF following the installation of heat pumps in November 1992. After completing several analyses and a field inspection of the heat pumps in family housing at Hunter AAF, the following conclusions were made: the installation of air-source heat pumps reduced the annual energy cost in family housing by $46,672 in 1993; the heat pump thermostat controls in Hunter AAF family housing appear to be incorrectly installed; and the Hunter AAF electric utility bill increased 10% during the first 6 months of 1993 compared to the first 6 months of 1992.

This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    More than 1 million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

    In FY1999, Pacific Northwest National Laboratory conducted an energy efficiency campaign for residential housing at the Fort Lewis Army Installation near Tacoma, Washington. Preliminary weather-corrected calculations show energy savings of 10{percent} from FY98 for energy use in family housing. This exceeded the project's goal of 3{percent}. The work was funded by the U.S. DOEs Federal Energy Management Program (FEMP), Office of Energy Efficiency and Renewable Energy. The project adapted FEMP's national ``You Have the Power Campaign'' at the local level, tailoring it to the military culture. The applied research project was designed to demonstrate the feasibility of tailored, research-based strategies to promote energy conservation in military family housing. In contrast to many energy efficiency efforts, the campaign focused entirely on actions residents could take in their own homes, as opposed to technology or housing upgrades. Behavioral change was targeted because residents do not pay their own utility bills; thus other motivations must drive personal energy conservation. This campaign augments ongoing energy savings from housing upgrades carried out by Fort Lewis. The campaign ran from September 1998 through August 1999. The campaign strategy was developed based on findings from previous research and on input from residents and officials at Fort Lewis. Energy use, corrected to account for weather differences, was compared with the previous year's use. Survey responses from 377 of Fort Lewis residents of occupied housing showed that the campaign was moderately effective in promoting behavior change. Of those who were aware of the campaign, almost all said they were now doing one or more energy-efficient things that they had not done before. Most people were motivated by the desire to do the right thing and to set a good example for their children. They were less motivated by other factors.

    Residential photovoltaic (PV) systems in the US are often compensated at the customer's underlying retail electricity rate through net metering. There is growing interest in understanding how potential changes in rates may impact the value of bill savings from PV. This article uses a production cost and capacity expansion model to project California hourly wholesale electricity market prices under a reference scenario and a 33% renewables scenario. Second, based on the wholesale electricity market prices generated by the model, the article develops retail rates (i.e., flat, time-of-use, and real-time pricing) for each future scenario based on standard retail rate design principles. Finally, based on these retail rates, the bill savings from PV are estimated for 226 California residential customers under two types of net metering, for each scenario. The article finds that high renewable penetrations can drive substantial changes in residential retail rates and that these changes, together with variations in retail rate structures and PV compensation mechanisms, interact to place substantial uncertainty on the future value of bill savings from residential PV.

    The usefulness of Home Energy Rating Systems (HERS) is primarily derived from the accurate analysis of the present energy efficiency of a home and the cost effectiveness of the measures that are recommended for improving its efficiency. The Energy Efficient Mortgage is predicated on the concept that the mortgage money spent to improve the efficiency of a home will cost less per months to finance that the utility bill savings that are generated. Computer simulation programs are used to estimate the annual energy used for heating, cooling and domestic hot water. A large sample of rated homes in San Jose California was analyzed to compare predicted energy sue with actual bills. The HERS predictions for both heating and cooling were found to significantly overestimate the energy use of low rated homes compared to efficient homes. Cooling energy use of low rated homes with air conditioning was actually lower than for efficient homes with air conditioning. Significant correlation between family characteristics and home efficiency are thought to be part of the reason for this dilemma. A number of areas are proposed for further work to improve the HERS estimates.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    Federal agencies have implemented many energy efficiency projects over the years with direct funding or alternative financing vehicles such as energy savings performance contracts (ESPCs). While it is generally accepted that these projects save energy and costs, the savings are usually not obvious in the utility bills. This is true for many valid technical reasons, even when savings are verified in other ways to the highest degree of certainty. However, any perceived deficiency in the evidence for savings is problematic when auditors or other observers evaluate the outcome of energy projects and the achievements of energy management programs. This report discusses under what circumstances energy savings should or should not be evident in utility bills. In the special case of a large ESPC project at the Army's Fort Polk, the analysis of utility bills carried out by the authors does unequivocally confirm and quantify savings. The data requirements and methods for arriving at definitive answers through utility bill analysis are demonstrated in our discussion of the Fort Polk project. The following paragraphs address why the government generally should not expect to see savings from ESPC projects in their utility bills. We also review lessons learned and best practices for measurement and verification (M&V) that can assure best value for the government and are more practical, straightforward, and cost-effective than utility bill analysis.

    Smart Metering is a concept that allows to collect fine-grained consumption profiles from customers by replacing traditional electricity meters with Smart Meters in customers' households. The recorded consumption profile is the basis for the calculation of time-dependent tariffs but also allows deduction of the inhabitant's personal schedules and habits. The current reporting of such consumption profiles only protects this data from 3rd parties but falls short to protect the customer's privacy from illegitimate abuse by the supplier itself. We propose a privacy-preserving profile reporting protocol that enables billing for time-dependent tariffs without disclosing the actual data of the consumption profile to the supplier. But is this a fair or accurate perception? Moreimportantly, should the federal agencies evaluate the success or failureof ESPCs by comparing the utility costs before and after projectimplementation?In fact, ESPC contracts employ measurement andverification (M&V) protocols to measure and ensure kilowatt-hour orBTU savings at the project level. In most cases, the translation toenergy cost savings is not based on actual utility rate structure, but acontracted utility rate that takes the existing utility rate at the timethe contract is signed with a clause to escalate the utility rate by afixed percentage for the duration of the contract.     In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    The LCLS reference undulator has been measured 22 times during the course of undulator tuning. These measurements provide estimates of various statistical errors. This note gives a summary of the reference undulator measurements and it provides estimates of the undulator tuning errors. We measured the reference undulator many times during the tuning of the LCLS undulators. These data sets give estimates of the random errors in the tuned undulators. The measured trajectories in the reference undulator are stable and straight to within {+-}2 {micro}m. Changes in the phase errors are less than {+-}2 deg between data sets. The phase advance in the cell varies by less than {+-}2 deg between data sets. The rms variation between data sets of the first integral of B{sub x} is 9.98 {micro}Tm, and the rms variation of the second integral of B{sub x} is 17.4 {micro}Tm{sup 2}. The rms variation of the first integral of B{sub y} is 6.65 {micro}Tm, and the rms variation of the second integral of B{sub y} is 12.3 {micro}Tm{sup 2}. The rms variation of the x-position of the fiducialized beam axis is 35 {micro}m in the final production run This corresponds to an rms uncertainty in the K value of {Delta}K/K = 2.7 x 10{sup -5}. The rms variation of the y-position of the fiducialized beam axis is 4 {micro}m in the final production run.

    Several bills were introduced in the past two Congresses to reduce emissions of sulfur dioxide and nitrogen oxides from electric power plants. The effects of these bills on electricity costs depend on features of the bills, on the mix of generating capacity owned by different electric utilities, on the technologies available for complying with the legislation, and on the time horizon used to calculate the costs. A system of computer software has been developed to make utility-specific estimates of the effects of different legislation on electricity costs. This paper presents sample results from a larger analysis of six pieces of legislation. These results suggest that the emissions trading systems proposed in some legislation, and adopted in the Clean Air Act Amendments of 1991, may have less effect than expected on the cost of complying with the legislation. 5 refs., 2 figs., 2 tabs.

    We present an optomechanical accelerometer with high dynamic range, high bandwidth and read-out noise levels below 8 {\\mu}g/$\\sqrt{\\mathrm{Hz}}$. The straightforward assembly and low cost of our device make it a prime candidate for on-site reference calibrations and autonomous navigation. We present experimental data taken with a vacuum sealed, portable prototype and deduce the achieved bias stability and scale factor accuracy. Additionally, we present a comprehensive model of the device physics that we use to analyze the fundamental noise sources and accuracy limitations of such devices.

    Antares is a 24-beam, 40-TW carbon-dioxide laser-fusion system currently nearing completion at the Los Alamos National Laboratory. The 24 beams will be focused onto a tiny target (typically 300 to 1000 ..mu..m in diameter) located approximately at the center of a 7.3-m-diameter by 9.3-m-long vacuum (10/sup -6/ torr) chamber. The design goal is to position the targets to within 10 ..mu..m of a selected nominal position, which may be anywhere within a fixed spherical region 1 cm in diameter. The Antares Reference Telescope System is intended to help achieve this goal for alignment and viewing of the various targets used in the laser system. The Antares Reference Telescope System consists of two similar electro-optical systems positioned in a near orthogonal manner in the target chamber area of the laser. Each of these consists of four subsystems: (1) a fixed 9X optical imaging subsystem which produces an image of the target at the vidicon; (2) a reticle projection subsystem which superimposes an image of the reticle pattern at the vidicon; (3) an adjustable front-lighting subsystem which illuminates the target; and (4) an adjustable back-lighting subsystem which also can be used to illuminate the target. The various optical, mechanical, and vidicon design considerations and trade-offs are discussed. The final system chosen (which is being built) and its current status are described in detail.

    This report, Coal Data: A Reference, summarizes basic information on the mining and use of coal, an important source of energy in the US. This report is written for a general audience. The goal is to cover basic material and strike a reasonable compromise between overly generalized statements and detailed analyses. The section ``Supplemental Figures and Tables`` contains statistics, graphs, maps, and other illustrations that show trends, patterns, geographic locations, and similar coal-related information. The section ``Coal Terminology and Related Information`` provides additional information about terms mentioned in the text and introduces some new terms. The last edition of Coal Data: A Reference was published in 1991. The present edition contains updated data as well as expanded reviews and additional information. Added to the text are discussions of coal quality, coal prices, unions, and strikes. The appendix has been expanded to provide statistics on a variety of additional topics, such as: trends in coal production and royalties from Federal and Indian coal leases, hours worked and earnings for coal mine employment, railroad coal shipments and revenues, waterborne coal traffic, coal export loading terminals, utility coal combustion byproducts, and trace elements in coal. The information in this report has been gleaned mainly from the sources in the bibliography. The reader interested in going beyond the scope of this report should consult these sources. The statistics are largely from reports published by the Energy Information Administration.

    An external, reference electrode is provided for long term use with a high temperature, high pressure system. The electrode is arranged in a vertical, electrically insulative tube with an upper portion serving as an electrolyte reservoir and a lower portion in electrolytic communication with the system to be monitored. The lower end portion includes a flow restriction such as a porous plug to limit the electrolyte release into the system. A piston equalized to the system pressure is fitted into the upper portion of the tube to impart a small incremental pressure to the electrolyte. The piston is selected of suitable size and weight to cause only a slight flow of electrolyte through the porous plug into the high pressure system. This prevents contamination of the electrolyte but is of such small flow rate that operating intervals of a month or more can be achieved. 2 figs.

    The Consortium for Advanced Residential Buildings has provided the technical engineering and building science support for a highly visible demonstration home in connection with the National Association of Home Builders' International Builders Show. The two previous projects, the Las Vegas net-zero ReVISION House and the 2011 VISION and ReVISION Houses in Orlando, met goals for energy efficiency, cost effectiveness, and information dissemination through multiple web-based venues. This project, which was unveiled at the 2012 International Builders Show in Orlando on February 9, is the deep energy retrofit Cool Energy House (CEH). The CEH began as a mid-1990s two-story traditional specification house of about 4,000 ft2 in the upscale Orlando suburb of Windermere.

    An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

    Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.
