    The high accuracy of modern space astrometry requires the use of General Relativity to model the propagation of stellar light through the gravitational field encountered from a source to a given observer inside the Solar System. In this sense relativistic astrometry is part of fundamental physics. The general relativistic definition of astrometric measurement needs an appropriate use of the concept of reference frame, which should then be linked to the conventions of the IAU Resolutions (2000), which fix the celestial coordinate system. A consistent definition of the astrometric observables in the context of General Relativity is also essential to find uniquely the stellar coordinates and proper motion, this being the main physical task of the inverse ray tracing problem. Aim of this work is to set the level of reciprocal consistency of two relativistic models, GREM and RAMOD (Gaia, ESA mission), in order to garantee a physically correct definition of light direction to a star, an essential item for deducing the star coordinates and proper motion within the same level of measurement accuracy.

    The Department of Energy is developing an estimate of the undeveloped hydro-power potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Connecticut.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

The goal is to cover basic material and strike a reasonable compromise between overly generalized statements and detailed analyses. The section ``Supplemental Figures and Tables`` contains statistics, graphs, maps, and other illustrations that show trends, patterns, geographic locations, and similar coal-related information. The section ``Coal Terminology and Related Information`` provides additional information about terms mentioned in the text and introduces some new terms. The last edition of Coal Data: A Reference was published in 1991. The present edition contains updated data as well as expanded reviews and additional information. Added to the text are discussions of coal quality, coal prices, unions, and strikes. The appendix has been expanded to provide statistics on a variety of additional topics, such as: trends in coal production and royalties from Federal and Indian coal leases, hours worked and earnings for coal mine employment, railroad coal shipments and revenues, waterborne coal traffic, coal export loading terminals, utility coal combustion byproducts, and trace elements in coal. The information in this report has been gleaned mainly from the sources in the bibliography. The reader interested in going beyond the scope of this report should consult these sources.     In many clinical MRI scenarios, existing imaging information can be used to significantly shorten acquisition time or to improve Signal to Noise Ratio (SNR). In some cases, a previously acquired image can serve as a reference image, that may exhibit similarity to the image being acquired. Examples include similarity between adjacent slices in high resolution MRI, similarity between various contrasts in the same scan and similarity between different scans of the same patient. In this paper we present a general framework for utilizing reference images for fast MRI. We take into account that the reference image may exhibit low similarity with the acquired image and develop an iterative weighted approach for reconstruction, which tunes the weights according to the degree of similarity. Experiments demonstrate the performance of the method in three different clinical MRI scenarios: SNR improvement in high resolution brain MRI, utilizing similarity between T2-weighted and fluid-attenuated inversion recovery (FLAIR)...

    We consider quantum communication in the case that the communicating parties not only do not share a reference frame but use imperfect quantum communication channels, in that each channel applies some fixed but unknown unitary rotation to each qubit. We discuss similarities and differences between reference frames within that quantum communication model and gauge fields in gauge theory.     This document describes a microgrid cyber security reference architecture. First, we present a high-level concept of operations for a microgrid, including operational modes, necessary power actors, and the communication protocols typically employed. We then describe our motivation for designing a secure microgrid; in particular, we provide general network and industrial control system (ICS)-speci c vulnerabilities, a threat model, information assurance compliance concerns, and design criteria for a microgrid control system network. Our design approach addresses these concerns by segmenting the microgrid control system network into enclaves, grouping enclaves into functional domains, and describing actor communication using data exchange attributes. We describe cyber actors that can help mitigate potential vulnerabilities, in addition to performance bene ts and vulnerability mitigation that may be realized using this reference architecture. To illustrate our design approach, we present a notional a microgrid control system network implementation, including types of communica- tion occurring on that network, example data exchange attributes for actors in the network, an example of how the network can be segmented to create enclaves and functional domains, and how cyber actors can be used to enforce network segmentation and provide the neces- sary level of security. Finally, we describe areas of focus for the further development of the reference architecture.

    Sandia National Laboratory (SNL) is leading an effort to develop reference models for marine and hydrokinetic technologies and wave and current energy resources. This effort will allow the refinement of technology design tools, accurate estimates of a baseline levelized cost of energy (LCoE), and the identification of the main cost drivers that need to be addressed to achieve a competitive LCoE. As part of this effort, Oak Ridge National Laboratory was charged with examining and reporting reference river inflow characteristics for reference model 2 (RM2). Published turbulent flow data from large rivers, a water supply canal and laboratory flumes, are reviewed to determine the range of velocities, turbulence intensities and turbulent stresses acting on hydrokinetic technologies, and also to evaluate the validity of classical models that describe the depth variation of the time-mean velocity and turbulent normal Reynolds stresses. The classical models are found to generally perform well in describing river inflow characteristics. A potential challenge in river inflow characterization, however, is the high variability of depth and flow over the design life of a hydrokinetic device. This variation can have significant effects on the inflow mean velocity and turbulence intensity experienced by stationary and bottom mounted hydrokinetic energy conversion devices, which requires further investigation, but are expected to have minimal effects on surface mounted devices like the vertical axis turbine device designed for RM2. A simple methodology for obtaining an approximate inflow characterization for surface deployed devices is developed using the relation umax=(7/6)V where V is the bulk velocity and umax is assumed to be the near-surface velocity. The application of this expression is recommended for deriving the local inflow velocity acting on the energy extraction planes of the RM2 vertical axis rotors, where V=Q/A can be calculated given a USGS gage flow time-series and stage vs. cross-section area rating relationship.

(CE) site in Windsor, Connecticut (Figure A-1) was involved in the research, development, engineering, production, and servicing of nuclear fuels, systems, and services. The site is currently undergoing decommissioning that will lead to license termination and unrestricted release in accordance with the requirements of the License Termination Rule in 10 CFR Part 20, Subpart E. Asea Brown Boveri Incorporated (ABB) has been decommissioning the CE site since 2001.

    By working with builder partners on test homes, researchers from the U.S. Department of Energy's Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 "Performance House" was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the "Performance House" were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    A detailed description of the laws and programs of the State of Connecticut governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey of the former Bridgeport Brass Company facility, Seymour, Connecticut. The survey was performed in May 1992. The purpose of the survey was to determine if the facility had become contaminated with residuals containing radioactive materials during the work performed in the Ruffert building under government contract in the 1960s. The survey included a gamma scanning over a circumscribed area around the building, and gamma and beta-gamma scanning over all indoor surfaces as well as the collection of soil and other samples for radionuclide analyses. Results of the survey demonstrated radionuclide concentrations in indoor and outdoor samples, and radiation measurements over floor and wall surfaces, in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines. Elevated uranium concentrations outdoors were limited to several small, isolated spots. Radiation measurements exceeded guidelines indoors over numerous spots and areas inside the building, mainly in Rooms 1--6 that had been used in the early government work.

  12. Evidence for old crust in the provenance of the Trap Falls Formation, southwestern Connecticut

    The Trap Fall Formation is a multiply deformed, amphibolite facies metasedimentary sequence in southwestern Connecticut. It contains interlayered pelitic schists and lesser quartzites, and may represent turbidites. The major element compositions of 3 schists are compatible with a shale protolith. Their aluminous nature (CIA = 68--70) suggests a weathering history in the source, but may in part be a result of metamorphic processes. High SiO[sub 2] (85--91%) and Zr (305--370 ppm) concentrations in the quartzites are consistent with a significant component of recycled sediment in the source. A single abraded detrital zircon from a quartzite gives a concordant U-Pb age of 1,009 [plus minus] 6 Ma and suggests a source in Grenville-aged crust. E[sub Nd] at 450 Ma of [minus] 9.2 for one schist sample is also consistent with older crust. REE patterns for 2 pelitic schists and a quartzite (Fig.) are parallel to PAAS (post-Archean average shale). Thus the authors suggest that recycled sediment derived from older cratonic sources dominates the source for the Trap Falls Formation. Models for the tectonic setting of deposition should be consistent with these observations.

This Tank Characterization Reference Guide, therefore, serves as a common location for much of the generic tank information that is otherwise contained in many documents. The report is intended to be an introduction to the issues and history surrounding the generation, storage, and management of the liquid process wastes, and a presentation of the sampling, analysis, and modeling activities that support the current waste characterization. This report should provide a basis upon which those unfamiliar with the Hanford Site tank farms can start their research.

    The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies.     The report gives results of an environmental characterization of refuse-derived (RDF) semi-suspension burning technology at a facility in Hartford, Connecticut, that represents state-of-the-art technology, including a spray dryer/fabric filter flue-gas cleaning (FGC) system for each unit. Results were obtained for a variety of steam production rates, combustion conditions, flue gas temperatures, and acid gas removal efficiencies. All incoming wastes and residue streams were weighed, sampled, and analyzed. Key combustor and FGC system operating variables were monitored on a real time basis. A wide range of analyses for acid gases, trace organics, and heavy metals was carried out on gas emissions and all ash residue discharges.

    This is an English translation of the Italian version of an encyclopedia chapter that appeared in the Italian Encyclopedia of the Physical Sciences, edited by Bruno Bertotti (1994). Following requests from colleagues we have decided to make it available to a more general readership. We present the motivation for constructing General Relativity, provide a short discussion of tensor algebra, and follow the set up of Einstein equations. We discuss briefly the initial value problem, the linear approximation and how should non gravitational physics be described in curved spacetime.

    By working with builder partners on test homes, researchers from the U.S. Department of Energy’s Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 “Performance House” was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the “Performance House” were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    At the request of the USDOE, a team from ORNL conducted an independent radiological verification survey at the former Bridgeport Brass Company Facility, Seymour, Connecticut, from September 1992 to March 1993. Purpose of the survey was to determine whether residual levels of radioactivity inside the Ruffert Building and selected adjacent areas were rmediated to levels below DOE guidelines for FUSRAP sites. The property was contaminated with radioactive residues of {sup 238}U from uranium processing experiments conducted by Reactive Metals, Inc., from 1962 to 1964 for the Atomic Energy Commission. A previous radiological survey did not characterize the entire floor space because equipment which could not be moved at the time made it inaccessible for radiological surveys. During the remediation process, additional areas of elevated radioactivity were discovered under stationary equipment, which required additional remediation and further verification. Results of the independent radiological verification survey confirm that, with the exception of the drain system inside the building, residual uranium contamination has been remediated to levels below DOE guidelines for unrestricted release of property at FUSRAP sites inside and outside the Ruffert Building. However, certain sections of the drain system retain uranium contamination above DOE surface guideline levels. These sections of pipe are addressed in separate, referenced documentation.

    The SNAP Operating System (SOS) is a FORTRAN 77 program which provides assistance to the safeguards analyst who uses the Safeguards Automated Facility Evaluation (SAFE) and the Safeguards Network Analysis Procedure (SNAP) techniques. Features offered by SOS are a data base system for storing a library of SNAP applications, computer graphics representation of SNAP models, a computer graphics editor to develop and modify SNAP models, a SAFE-to-SNAP interface, automatic generation of SNAP input data, and a computer graphic post-processor for SNAP. The SOS Reference Manual provides detailed application information concerning SOS as well as a detailed discussion of all SOS components and their associated command input formats. SOS was developed for the US Nuclear Regulatory Commission's Office of Nuclear Regulatory Research and the US Naval Surface Weapons Center by Pritsker and Associates, Inc., under contract to Sandia National Laboratories.

    The article presents an alternative approach to the definition of vector electrodynamic potential and its properties. It is shown that generally it has vortical and potential components. The system of differential equations of generalized electrodynamics (the macroscopical theory) is written down; and on the basis of these equations the mechanism of occurrence of the electromagnetic waves spreading in the direction of vector (longitudinal E-waves) is explained. It is demonstrated that the new macroscopical theory is in accordance with quantum electrodynamics. The author investigates the issue of physical pithiness of longitudinal electromagnetic E-waves and specifies the references to the experimental researches confirming the new theory.

    Reference electrodes are frequently applied to isolate the performance of one electrode in a solid oxide fuel cell. However, reference electrode simulations raise doubt to veracity of data collected using reference electrodes. The simulations predict that the reported performance for the one electrode will frequently contain performance of both electrodes. Nonetheless, recent reports persistently treat data so collected as ideally isolated. This work confirms the predictions of the reference electrode simulations on two SOFC designs, and to provides a method of validating the data measured in the 3-electrode configuration. Validation is based on the assumption that a change in gas composition to one electrode does not affect the impedance of the other electrode at open circuit voltage. This assumption is supported by a full physics simulation of the SOFC. Three configurations of reference electrode and cell design are experimentally examined using various gas flows and two temperatures. Impedance data are subjected to deconvolution analysis and equivalent circuit fitting and approximate polarization resistances of the cathode and anode are determined. The results demonstrate that the utility of reference electrodes is limited and often wholly inappropriate. Reported impedances and single electrode polarization values must be scrutinized on this basis.

    In the extensive literature dealing with the relativistic phenomenon of Thomas rotation several methods have been developed for calculating the Thomas rotation angle of a gyroscope along a circular world line. One of the most appealing concepts, introduced in \\cite{rindler}, is to consider a rotating reference frame co-moving with the gyroscope, and relate the precession of the gyroscope to the angular velocity of the reference frame. A recent paper \\cite{herrera}, however, applies this principle to three different co-moving rotating reference frames and arrives at three different Thomas rotation angles. The reason for this apparent paradox is that the principle of \\cite{rindler} is used for a situation to which it does not apply. In this paper we rigorously examine the theoretical background and limitations of applicability of the principle of \\cite{rindler}. Along the way we also establish some general properties of {\\it rotating reference frames}, which may be of independent interest.

    A stable positional reference system for use in improving the cutting tool-to-part contour position in numerical controlled-multiaxis metal turning machines is provided. The reference system employs a plurality of interferometers referenced to orthogonally disposed metering bars which are substantially isolated from machine strain induced position errors for monitoring the part and tool positions relative to the metering bars. A microprocessor-based control system is employed in conjunction with the plurality of positions interferometers and part contour description data input to calculate error components for each axis of movement and output them to corresponding axis driven with appropriate scaling and error compensation. Real-time position control, operating in combination with the reference system, makes possible the positioning of the cutting points of a tool along a part locus with a substantially greater degree of accuracy than has been attained previously in the art by referencing and then monitoring only the tool motion relative to a reference position located on the machine base.

    We apply general relativity to construct the post-Newtonian background manifold that serves as a reference level surface in relativistic geodesy for conducting calculation of geoid's undulation. We chose the perfect homogeneous fluid uniformly rotating around a fixed axis as a source of the background manifold. We, then, reformulate and extend rotating-fluid calculations done by a number of previous researchers for astrophysical applications to the realm of relativistic geodesy to find out the algebraic equation of the post-Newtonian reference-ellipsoid. We explicitly perform all integrals characterizing gravitational potentials inside the fluid body and represent them in terms of elementary functions depending on the body's eccentricity. We fully explore the coordinate freedom of the equations describing the post-Newtonian ellipsoid and demonstrate that the fractional deviation of the post-Newtonian level surface from the Maclaurin ellipsoid can be made much smaller than the previously anticipated estimate advocated by Bardeen and Chandrasekhar. We also derive the relations of the post-Newtonian mass and angular velocity of the rotating fluid to the parameters of the post-Newtonian ellipsoid. We find out the gauge-invariant expressions for the post-Newtonian mass and angular momentum of the rotating fluid body as well as the gauge-invariant post-Newtonian formulations of the canonical Pizzetti and Clairaut theorems that are used in geodesy to connect the parameters of the reference ellipsoid to the force of gravity at its pole and on equator. Finally, we expand the post-Newtonian geodetic equations characterizing the post-Newtonian ellipsoid into the Taylor series with respect to the eccentricity of the ellipsoid and discuss them with regard to future practical applications by the International Earth Rotation Service (IERS) and the International Union of Geodesy and Geophysics (IUGG).

    Restrictions on quantum operations give rise to resource theories. Total lack of a shared reference frame for transformations associated with a group G between two parties is equivalent to having, in effect, an invariant channel between the parties and a corresponding superselection rule. The resource associated with the absence of the reference frame is known as ''frameness'' or ''asymmetry.'' We show that any entanglement monotone for pure bipartite states can be adapted as a pure-state frameness monotone for phase-invariant channels [equivalently U(1) superselection rules] and extended to the case of mixed states via the convex-roof extension. As an application, we construct a family of concurrence monotones for U(1) frameness for general finite-dimensional Hilbert spaces. Furthermore, we study ''frameness of formation'' for mixed states analogous to entanglement of formation. In the case of a qubit, we show that it can be expressed as an analytical function of the concurrence analogously to the Wootters formula for entanglement of formation. Our results highlight deep links between entanglement and frameness resource theories.

    A solution to the problem of unifying the General Relativistic and Quantum Theoretical formalisms is given which introduces a new non-axiomatic symbolic method and an algebraic generalization of the Calculus to non-finite symbolisms without reference to the concept of a limit. An essential feature of the non-axiomatic method is the inadequacy of any (finite) statements: Identifying this aspect of the theory with the "existence of an external physical reality" both allows for the consistency of the method with the results of experiments and avoids the so-called "measurement problem" of quantum theory.

The data used in this document were collected from Westinghouse Hanford Company forecasts as well as from surveys of waste generators at other US Department of Energy sites who are now shipping or plan to ship solid wastes to the Hanford Site for disposal.
