    This document proposes a framework concept to achieve the objectives of raising buildings efficiency and energy savings potential benefitting building owners and operators. We call it a transaction-based framework, wherein mutually-beneficial and cost-effective market-based transactions can be enabled between multiple players across different domains. Transaction-based building controls are one part of the transactional energy framework. While these controls realize benefits by enabling automatic, market-based intra-building efficiency optimizations, the transactional energy framework provides similar benefits using the same market -based structure, yet on a larger scale and beyond just buildings, to the society at large.

    This report provides a detailed description of, and the baseline assumptions and simulation results for, the building prototype simulations conducted for the building types designated in the Work Plan for Demand-side Management Assessment of Hawaii`s Demand-Side Resources (HES-4, Phase 2). This report represents the second revision to the initial building prototype description report provided to DBEDT early in the project. Modifications and revisions to the prototypes, based on further calibration efforts and on comments received from DBEDT Staff have been incorporated into this final version. These baseline prototypes form the basis upon which the DSM measure impact estimates and the DSM measure data base were developed for this project. This report presents detailed information for each of the 17 different building prototypes developed for use with the DOE-21E program (23 buildings in total, including resorts and hotels defined separately for each island) to estimate the impact of the building technologies and measures included in this project. The remainder of this section presents some nomenclature and terminology utilized in the reports, tables, and data bases developed from this project to denote building type and vintage. Section 2 contains a more detailed discussion of the data sources, the definition of the residential sector building prototypes, and results of the DOE-2 analysis. Section 3 provides a similar discussion for the commercial sector. The prototype and baseline simulation results are presented in a separate section for each building type. Where possible, comparison of the baseline simulation results with benchmark data from the ENERGY 2020 model or other demand forecasting models specific to Hawaii is included for each building. Appendix A contains a detailed listing of the commercial sector baseline indoor lighting technologies included in the existing and new prototypes by building type.

    We present Herschel observations of 62 early-type galaxies (ETGs), including 39 galaxies morphologically classified as S0+S0a and 23 galaxies classified as ellipticals using SPIRE at 250, 350, and 500 {mu}m as part of the volume-limited Herschel Reference Survey (HRS). We detect dust emission in 24% of the ellipticals and 62% of the S0s. The mean temperature of the dust is (T{sub d} ) = 23.9 {+-} 0.8 K, warmer than that found for late-type galaxies in the Virgo Cluster. The mean dust mass for the entire detected early-type sample is logM{sub d} = 6.1 {+-} 0.1 M{sub Sun} with a mean dust-to-stellar-mass ratio of log(M{sub d} /M{sub *}) = -4.3 {+-} 0.1. Including the non-detections, these parameters are logM{sub d} = 5.6 {+-} 0.1 and log(M{sub d} /M{sub *}) = -5.1 {+-} 0.1, respectively. The average dust-to-stellar-mass ratio for the early-type sample is fifty times lower, with larger dispersion, than the spiral galaxies observed as part of the HRS, and there is an order-of-magnitude decline in M{sub d} /M{sub *} between the S0s and ellipticals. We use UV and optical photometry to show that virtually all the galaxies lie close to the red sequence yet the large number of detections of cool dust, the gas-to-dust ratios, and the ratios of far-infrared to radio emission all suggest that many ETGs contain a cool interstellar medium similar to that in late-type galaxies. We show that the sizes of the dust sources in S0s are much smaller than those in early-type spirals and the decrease in the dust-to-stellar-mass ratio from early-type spirals to S0s cannot simply be explained by an increase in the bulge-to-disk ratio. These results suggest that the disks in S0s contain much less dust (and presumably gas) than the disks of early-type spirals and this cannot be explained simply by current environmental effects, such as ram-pressure stripping. The wide range in the dust-to-stellar-mass ratio for ETGs and the lack of a correlation between dust mass and optical luminosity suggest that much of the dust in the ETGs detected by Herschel has been acquired as the result of interactions, although we show these are unlikely to have had a major effect on the stellar masses of the ETGs. The Herschel observations tentatively suggest that in the most massive systems, the mass of interstellar medium is unconnected to the evolution of the stellar populations in these galaxies.

It allows a detailed study of the relative contributions of ''in-situ'' (within the main host) and ''ex-situ'' (within satellite galaxies) star formation to each major Galactic component in a close Milky Way analog. We investigate these two star-formation channels as a function of galactocentric distance, along different lines of sight above and along the disk plane, and as a function of cosmic time. We find that: (1) approximately 70% of today's stars formed in-situ; (2) more than two thirds of the ex-situ stars formed within satellites after infall; (3) the majority of ex-situ stars are found today in the disk and in the bulge; (4) the stellar halo is dominated by ex-situ stars, whereas in-situ stars dominate the mass profile at distances ? 5 kpc from the center at high latitudes; and (5) approximately 25% of the inner, r ? 20 kpc, halo is composed of in-situ stars that have been displaced from their original birth sites during Eris' early assembly history.

    The safety assessment of packages for the transport of radioactive materials with content containing liquids requires special consideration. The main focus is on water as supplementary liquid content in Type B(U) packages. A typical content of a Type B(U) package is ion exchange resin, waste of a nuclear power plant, which is not dried, normally only drained. Besides the saturated ion exchange resin, a small amount of free water can be included in these contents. Compared to the safety assessment of packages with dry content, attention must be paid to some more specific issues. An overview of these issues is provided. The physical and chemical compatibility of the content itself and the content compatibility with the packages materials must be demonstrated for the assessment. Regarding the mechanical resistance the package has to withstand the forces resulting from the freezing liquid. The most interesting point, however, is the pressure build-up inside the package due to vaporization. This could for example be caused by radiolysis of the liquid and must be taken into account for the storage period. If the package is stressed by the total inner pressure, this pressure leads to mechanical loads to the package body, the lid and the lid bolts. Thus, the pressure is the driving force on the gasket system regarding the activity release and a possible loss of tightness. The total pressure in any calculation is the sum of partial pressures of different gases which can be caused by different effects. The pressure build-up inside the package caused by the regulatory thermal test (30 min at 800 deg. C), as part of the cumulative test scenario under accident conditions of transport is discussed primarily. To determine the pressure, the temperature distribution in the content must be calculated for the whole period from beginning of the thermal test until cooling-down. In this case, while calculating the temperature distribution, conduction and radiation as well as evaporation and condensation during the associated process of transport have to be considered. This paper discusses limiting amounts of water inside the cask which could lead to unacceptable pressure and takes into account saturated steam as well as overheated steam. However, the difficulties of assessing casks containing wet content will be discussed. From the authority assessment point of view, drying of the content could be an effective way to avoid the above described pressure build-up and the associated difficulties for the safety assessment.     The primary objective of the project was to obtain information regarding the effect of the length of the positive phase of blast on the response of drag and semidrag structures. A total of six steel-frame buildings were tested during this operation. The structure of each type nearest ground zero was located such that if the yield of the weapon was near the lower limit of its predicted range, it would probably undergo considerable inelastic deformation. Conversely, those structures farthest from ground zero were located such that if the yield of the nuclear device was near the upper limit of its predicted range, they would be substantially deformed, but would not collapse. The third building of each type was located at an intermediate point between these two extremes. Instrumentation was provided to obtain records of the transient structural deflections, strains, and accelerations, as well as of overpressure and dynamic pressure versus time at the sites of the various test structures.

    Building homes underground is a rapidly growing concept. From less than 200 in 1977 to about 6000 homes at present, this trend is discussed in detail. Although dirt is a poor insulator, its temperature moderating properties offer advantages. The need for insulating an underground house is discussed as well as the advantages of this type of home: (1) security advantages (fewer entrances); (2) storm resistance; (3) protection against fire; (4) lower maintenance costs; (5) space for lawn and garden is greater; and (6) these homes are quieter. The three principle types of underground homes are discussed in detail and illustrated with drawings and floor plans. These are: (1) the elevational type (most popular) with all doors and windows on one wall with other walls and roof completely covered; (2) penetrational homes with windows and doors on more than one side; and (3) the atrium home which is built around an open courtyard or atrium. Problems associated with earth-sheltered homes (underground water, structural strength requirements, building codes, indoor air pollution, costs, and financing) are discussed and suggestions are made for cutting costs. 4 references.     The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies.     Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

The BCL contains components which are the building blocks of an energy model. They can represent physical characteristics of the building such as roofs, walls, and windows, or can refer to related operational information such as occupancy and equipment schedules and weather information. Each component is identified through a set of attributes that are specific to its type, as well as other metadata such as provenance information and associated files. The BCL also contains energy conservation measures (ECM), referred to as measures, which describe a change to a building and its associated model. For the BCL, this description attempts to define a measure for reproducible application, either to compare it to a baseline model, to estimate potential energy savings, or to examine the effects of a particular implementation. The BCL currently contains more than 30,000 components and measures. A faceted search mechanism has been implemented on the BCL that allows users to filter through the search results using various facets. Facet categories include component and measure types, data source, and energy modeling software type. All attributes of a component or measure can also be used to filter the results.

They can represent physical characteristics of the building such as roofs, walls, and windows, or can refer to related operational information such as occupancy and equipment schedules and weather information. Each component is identified through a set of attributes that are specific to its type, as well as other metadata such as provenance information and associated files. The BCL also contains energy conservation measures (ECM), referred to as measures, which describe a change to a building and its associated model. For the BCL, this description attempts to define a measure for reproducible application, either to compare it to a baseline model, to estimate potential energy savings, or to examine the effects of a particular implementation. The BCL currently contains more than 30,000 components and measures. A faceted search mechanism has been implemented on the BCL that allows users to filter through the search results using various facets. Facet categories include component and measure types, data source, and energy modeling software type. All attributes of a component or measure can also be used to filter the results.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

    During the period from October, 1997, through March, 1998, ANL-E Health Physics conducted a pre-D and D characterization of Building 301, referred to as the Hot Cell Facility. While primary emphasis was placed on radiological evaluation, the presence of non-nuclear hazardous and toxic material was also included in the scope of the characterization. This is one of the early buildings on the ANL-E site, and was heavily used in the 1950`s and 1960`s for various nuclear reaction and reactor design studies. Some degree of cleanup and contamination fixation was done in the 1970`s, so that the building could be used with a minimum of risk of personnel contamination. Work records are largely nonexistent for the early history of the building, so that any assumptions about extent and type of contamination had to be kept very open in the survey planning process. The primary contaminant was found to be painted-over Cs-137 embedded in the concrete floors, although a variety of other nuclides consistent with the work said to have been performed were found in smaller quantities. Due to leaks and drips through the floor, a relatively modest amount of soil contamination was found in the service trench under the building, not penetrating deeply. Two contaminated, disconnected drain lines leaving the building could not be traced by site records, and remain a problem for remediation. The D and D Characterization Plan was fulfilled.

The optical reference apparatus provides a temperature stable, high precision, isolated voltage reference through the use of optical isolation techniques to eliminate current and impedance coupling errors.     This document describes a microgrid cyber security reference architecture. First, we present a high-level concept of operations for a microgrid, including operational modes, necessary power actors, and the communication protocols typically employed. We then describe our motivation for designing a secure microgrid; in particular, we provide general network and industrial control system (ICS)-speci c vulnerabilities, a threat model, information assurance compliance concerns, and design criteria for a microgrid control system network. Our design approach addresses these concerns by segmenting the microgrid control system network into enclaves, grouping enclaves into functional domains, and describing actor communication using data exchange attributes. We describe cyber actors that can help mitigate potential vulnerabilities, in addition to performance bene ts and vulnerability mitigation that may be realized using this reference architecture. To illustrate our design approach, we present a notional a microgrid control system network implementation, including types of communica- tion occurring on that network, example data exchange attributes for actors in the network, an example of how the network can be segmented to create enclaves and functional domains, and how cyber actors can be used to enforce network segmentation and provide the neces- sary level of security. Finally, we describe areas of focus for the further development of the reference architecture.

    The City of Lowell set four goals at the beginning of the Better Buildings Neighborhood Program: 1. Improve the Downtown Historic Park District’s Carbon Footprint 2. Develop a sustainable and replicable model for energy efficiency in historic buildings 3. Create and retain jobs 4. Promote multi‐stakeholder partnerships The City of Lowell, MA was awarded $5 million in May 2010 to conduct energy efficiency retrofits within the downtown National Historical Park (NHP). The City’s target was to complete retrofits in 200,000 square feet of commercial space and create 280 jobs, while adhering to the strict historical preservation regulations that govern the NHP. The development of a model for energy efficiency in historic buildings was successfully accomplished. BetterBuildings Lowell’s success in energy efficiency in historic buildings was due to the simplicity of the program. We relied strongly on the replacement of antiquated HVAC systems and air sealing and a handful of talented energy auditors and contractors. BetterBuildings Lowell was unique for the Better Buildings Neighborhood Program because it was the only program that focused solely on commercial properties. BetterBuildings Lowell did target multi‐family properties, which were reported as commercial, but the majority of the building types and uses were commercial. Property types targeted were restaurants, office buildings, museums, sections of larger buildings, mixed use buildings, and multifamily buildings. This unique fabric of building type and use allows for a deeper understanding to how different properties use energy. Because of the National Historical Park designation of downtown Lowell, being able to implement energy efficiency projects within a highly regulated historical district also provided valuable research and precedent proving energy efficiency projects can be successfully completed in historical districts and historical buildings. Our program was very successful in working with the local Historic Board, which has jurisdiction in the NHP. The Historic Board was cooperative with any exterior renovations as long as they were not changing the existing aesthetics of the property. If we were replacing a rooftop condenser it needed to be placed where the existing rooftop condenser was located. Receiving proper approval from the Historic Board for any external energy conservation measures was known by all the participating contractors. One area of the retrofits that was contentious regarded venting of the new HVAC equipment. Installing external stacks was not allowed so the contractors had to negotiate with the Historic Board regarding the proper way to vent the equipment that met the needs mechanically and aesthetically. Overall BetterBuildings Lowell was successful at implementing energy and cost saving measures into 31 commercial properties located within the NHP. The 31 retrofits had 1,554,768 square feet of commercial and multifamily housing and a total predicted energy savings exceeding 22,869 a year. Overall the City of Lowell achieved its target goals and is satisfied with the accomplishments of the BetterBuildings program. The City will continue to pursue energy efficient programs and projects.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and hence are reluctant to share their data. The California Commercial End Use Survey (CEUS), the primary source of data for Cal-Arch, is a unique source of information on commercial buildings in California. It has not been made public; however, it was made available by CEC to LBNL for the purpose of developing a public benchmarking tool.

    An alignment reference device provides a collimated laser beam that minimizes angular deviations therein. A laser beam source outputs the beam into a single mode optical fiber. The output end of the optical fiber acts as a source of radiant energy and is positioned at the focal point of a lens system where the focal point is positioned within the lens. The output beam reflects off a mirror back to the lens that produces a collimated beam.

The section ``Supplemental Figures and Tables`` contains statistics, graphs, maps, and other illustrations that show trends, patterns, geographic locations, and similar coal-related information. The section ``Coal Terminology and Related Information`` provides additional information about terms mentioned in the text and introduces some new terms. The last edition of Coal Data: A Reference was published in 1991. The present edition contains updated data as well as expanded reviews and additional information. Added to the text are discussions of coal quality, coal prices, unions, and strikes. The appendix has been expanded to provide statistics on a variety of additional topics, such as: trends in coal production and royalties from Federal and Indian coal leases, hours worked and earnings for coal mine employment, railroad coal shipments and revenues, waterborne coal traffic, coal export loading terminals, utility coal combustion byproducts, and trace elements in coal. The information in this report has been gleaned mainly from the sources in the bibliography. The reader interested in going beyond the scope of this report should consult these sources. The statistics are largely from reports published by the Energy Information Administration.

    PEAR (Program for Energy Analysis of Residences) provides an easy-to-use and accurate method of estimating the energy and cost savings associated with various energy conservation measures in site-built single-family homes. Measures such as ceiling, wall, and floor insulation; different window type and glazing layers; infiltration levels; and equipment efficiency can be considered. PEAR also allows the user to consider the effects of roof and wall color, movable night insulation on the windows, reflective and heatmore » absorbing glass, an attached sunspace, and use of a night temperature setback. Regression techniques permit adjustments for different building geometries, window areas and orientations, wall construction, and extension of the data to 880 U.S. locations determined by climate parameters. Based on annual energy savings, user-specified costs of conservation measures, fuel, lifetime of measure, loan period, and fuel escalation and interest rates, PEAR calculates two economic indicators; the Simple Payback Period (SPP) and the Savings-to-Investment Ratio (SIR). Energy and cost savings of different sets of conservation measures can be compared in a single run. The program can be used both as a research tool by energy policy analysts and as a method for nontechnical energy calculation by architects, home builders, home owners, and others in the building industry.« less

    Cogeneration is now accepted as a cost-effective and environmentally friendly means of meeting some of a building`s heating and power needs. Cogeneration plants have been installed in many buildings throughout the United Kingdom. Because of commercial pressures, building owners and cogeneration companies are keen to reduce the time and money involved in sizing units, and a decision support tool has been developed to aid the engineer in selecting the unit size. An initial assessment of the sizing can be made with only knowledge of the building`s type, size, and location, which enables the model to be used in new build situations. For an existing building, the accuracy of the predictions can then be progressively improved by providing more information about the building`s energy use, enabling the optimum unit to be identified. This paper briefly describes the model and demonstrates its use through an example feasibility study.

    This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual-flush toilet handles was reversed. The building management retrofitted the building's toilets with handles that operated on reduced flush when pushed down (0.8 gallons) and full flush when pulled up (1.1 gallons). The water pressure on the 5th floor (< 30 psi) is less than half the pressure on the 7th floor (>80 psi). The measured water savings post-retrofit was lower on the 5th floor than the 7th floor. The differences in water pressure may have had an impact on the quantity of water used per floor. The second floor water use was examined prior to and following the toilet fixture retrofit. This floor is where conference rooms for non-building occupants are available for use, thus occupancy is highly variable. The 3-day average volume per flush event was higher post-retrofit (0.79 gallons per event), in contrast to pre-retrofit (0.57 gallons per event). There were 40% more flush events post retrofit, which impacted the findings. Water use in the third floor fitness center was also measured for a limited number of days. Because of water line accessibility, only water use on the men's side of the fitness center was measured and from that the total fitness center water use was estimated. Using the limited data collected, the fitness center shower water use is approximately 2% of the whole building water use. Overall water use in the Wynkoop Building is below the industry baseline and GSA expectations. The dual flush fixture replacement appears to have resulted in additional water savings that are expected to show a savings in the total annual water use.

    When actual energy use by building type is known, benchmarking the performance of those buildings to industry averages can help establish those with greatest opportunities for GHG reduction. Energy intensity can be used as a basis for benchmarking by building type and can be calculated using actual energy use, representative buildings, or available average estimates from agency energy records. Energy intensity should be compared to industry averages, such as the Commercial Buildings Energy Consumption Survey (CBECS) or an agency specific metered sample by location.

After closing the first end of the capillary, the capillary tube may be fully submerged or partially submerged with the second open end inserted into test fluid. The advancement in information and communications technology (ICT) has revolutionized energy management in industrial facilities and large commercial buildings. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging. However, while the technology to support this collaboration has been demonstrated at various degrees of maturity, the integration frameworks and ecosystems of products that support the ability to easily install, maintain, and evolve building systems and their equipment components are struggling to nurture the fledging business propositions of their proponents.

    SOLAR5 is a computer aided design tool to help architects design better, more energy efficient buildings. It is intended for use at the beginning of the design process. To get started, only four pieces of information are necessary to compute the energy needed: the square footage, the number of stories, the kind of building (such as school, home, hotel, or any one of 20 types), and its location (the program stores the temperature ranges formore » fourty major cities). Additional information may be given later to fine tune the design. An expert system using heuristics from a wide range of sources, automatically creates a passive solar baseline building from the four facts specified for that project. By modifying and adapting prior designs the user can create and work upon as many as nine schemes simultaneously. SOLAR5 can analyze the buildings thermal performance for each hour of each month and plot its total heat gain or loss as a three-dimensional surface. After reading the plot, the user can immediately redesign the building and rerun the analysis. Separate heat gain/loss surfaces can be plotted for each of the different parts of the building or schemes that add together to make up the total, including walls, roof, windows, skylights, floor, slab on grade, people, lights, equipment, and infiltration. Two different schemes can be instantly compared by asking for a three-dimensional plot showing only the difference in their performances.     In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the U S. Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480 7A. Additionally, one observation was provided. A status is provided for each recommendation in this document. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process BWHC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480 7A and RLID 5480.7.

    This study focuses on ``other`` end-uses category. The purpose of this study was to determine the relative importance of energy end-use functions other than HVAC and lighting for commercial buildings, and to identify general avenues and approaches for energy use reduction. Specific energy consuming technologies addressed include non-HVAC and lighting technologies in commercial buildings with significant energy use to warrant detailed analyses. The end-uses include office equipment, refrigeration, water heating, cooking, vending machines, water coolers, laundry equipment and electronics other than office equipment. The building types include offices, retail, restaurants, schools, hospitals, hotels/motels, grocery stores, and warehouses.
