    This report on Washington is one of a series intended to preserve the data collected for GEOTHERM and make the data available to the public. Three computer-generated indexes are found in appendices A, B, and C of this report. The indexes give one line summaries of each GEOTHERM record describing the chemistry of geothermal springs and wells in the sample file for Washington. Each index is sorted by different variables to assist the user in locating geothermal records describing specific sites. Appendix A is sorted by county name and the name of the source. Also given are latitude, longitude (both in decimal minutes), township, range, section, GEOTHERM record identifier, and temperature (/sup 0/C). Appendix is sorted by county, township, range, and section. Also given are name of source, GEOTHERM record identifier, and temperature (/sup 0/C).     The Northwest Transformer site (NWT), a 1.6-acre former salvage yard, is approximately 2 miles south of Everson in Whatcom County, Washington. The site is in a rural area and is bordered by low-density residential areas to the north and east, and farmland to the south. The NWT site was used for transformer storage and salvage. Storage and salvage operations were conducted in an onsite barn where PCB-contaminated dielectric fluid was drained from the transformers before dismantling. Transformer casings and associated parts were incinerated onsite, and some of the recovered oil was burned to heat the barn. Spillage and leakage of PCB-laden oil on the ground appeared to have occurred frequently, and some oil apparently was dumped directly into a seepage pit onsite, contaminating soil and possibly ground water. This operable unit includes investigations of ground water and the onsite barn to determine whether either is sufficiently contaminated to merit a subsequent operable unit. The primary contaminant of concern affecting the soil is PCB. The selected remedial action for this are site included.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    The Washington Department of Commerce, via a U.S. Department of Energy grant, supported research into siting and permitting processes for wind projects by Skagit County, Washington. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

    The U.S. Department of Energy's (DOE's) Rocky Flats Site (Rocky Flats), located near Denver, Colorado, was listed on the Comprehensive Environmental Response, Compensation, and Liability Act National Priorities List (NPL) in 1989. Subsequent cleanup and closure activities were completed in October 2005 and the final remedy was selected in September 2006. The remedy is 'no further action' for the generally un-impacted Peripheral Operable Unit (OU), formerly known as the Buffer Zone, and institutional and physical controls with continued monitoring for the Central OU, formerly the industrialized area. The Peripheral OU has been deleted from the NPL and jurisdiction over the majority of land in that OU (3,953 acres) was transferred to the U.S. Fish and Wildlife Service (USFWS) on July 12, 2007, to establish the Rocky Flats National Wildlife Refuge. The remaining approximately 929 acres in the Peripheral OU were retained by DOE's Office of Legacy Management where outstanding mineral leases and mining operations exist. As mineral rights are purchased or mining operations and mineral leases are completed and fully reclaimed, jurisdiction of portions of the 929 acres will also be transferred to USFWS for inclusion into the refuge. During the almost 2 years since cleanup and closure work was completed at Rocky Flats, DOE and USFWS have worked the specific legal parameters, timing, and constraints of the 3,953-acre transfer. Many lessons have been learned, based on these early experiences. (authors)

    The Project Records Information System (PRIS) is an interactive system developed for the Information Services Division (ISD) of Martin Marietta Energy Systems, Inc., to perform indexing, maintenance, and retrieval of information about Engineering project record documents for which they are responsible. This PRIS User's Manual provides instruction on the use of this system.     Title 44 US Code, ``Public Printing and Documents,`` regulations issued by the General Service Administration (GSA) in 41 CFR Chapter 101, Subchapter B, ``Management and Use of Information and Records,`` and regulations issued by the National Archives and Records Administration (NARA) in 36 CFR Chapter 12, Subchapter B, ``Records Management,`` require each agency to prepare and issue a comprehensive records disposition schedule that contains the NARA approved records disposition schedules for records unique to the agency and contains the NARA`s General Records Schedules for records common to several or all agencies. The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC. NUREG-0910, Rev. 3, contains ``NRC`s Comprehensive Records Disposition Schedule,`` and the original authorized approved citation numbers issued by NARA. Rev. 3 incorporates NARA approved changes and additions to the NRC schedules that have been implemented since the last revision dated March, 1992, reflects recent organizational changes implemented at the NRC, and includes the latest version of NARA`s General Records Schedule (dated August 1995).

    This report estimates the local economic impacts that could be anticipated from the development of a 100 megawatt (MW) geothermal power plant in eastern Whatcom County, Washington, near Mt. Baker, as shown in Figure 1. The study was commissioned by the Bonneville Power Administration to quantify such impacts as part of regional confirmation work recommended by the Northwest Power Planning Council. Whatcom County was chosen due to both identified geotherrnal resources and developer interest. The analysis will focus on two phases: a plant construction phase, including well field development, generating plant construction, and transmission line construction; and an operations phase. Economic impacts will occur to the extent that construction and operations affect the local economy. These impacts will depend on the existing structure of the Whatcom County economy and estimates of revenues that may accrue to the county as a result of plant construction, operation, and maintenance. Specific impacts may include additional direct employment at the plant, secondary impacts from wage payments being used to purchase locally produced goods and services, and impacts due to expenditures of royalty and tax payments received by the county. The basis for the analysis of economic impacts in this study is the US Forest Service IMPLAN input-output modeling system.

    This report presents information on the location, physical characteristics, and water chemistry of low-temperature geothermal resources in Washington. The database includes 941 thermal (>20C or 68F) wells, 34 thermal springs, lakes, and fumaroles, and 238 chemical analyses. Most thermal springs occur in the Cascade Range, and many are associated with stratovolcanoes. In contrast, 97 percent of thermal wells are located in the Columbia Basin of southeastern Washington. Some 83.5 percent are located in Adams, Benton, Franklin, Grant, Walla Walla, and Yakima Counties. Yakima County, with 259 thermal wells, has the most. Thermal wells do not seem to owe their origin to local sources of heat, such as cooling magma in the Earth`s upper crust, but to moderate to deep circulation of ground water in extensive aquifers of the Columbia River Basalt Group and interflow sedimentary deposits, under the influence of a moderately elevated (41C/km) average geothermal gradient.

    The Bonneville Power Administration (BPA) funds the ``Annual Coded Wire Tag Program -- Missing Production Groups for Columbia River Hatcheries`` project. The Washington Department of Fish and Wildlife (WDFW) [formerly the Washington Department of Fisheries (WDF) and the Washington Department of Wildlife (WDW)], Oregon Department of Fish and Wildlife (ODFW) and the United States Fish and Wildlife Service (USFWS) all operate salmon and steelhead rearing programs in the Columbia River basin. The intent of the funding is to coded-wire tag at least one production group of each species at each Columbia Basin hatchery to provide a holistic assessment of survival and catch distribution over time. Data generated by this project contributes to WDFW`s obligations for representative tagging under the Endangered. Species Act (ESA) permit for operating Columbia Basin facilities. WDFW facilities operating outside the Snake River basin are required to have a Section 10, ``Incidental Take`` permit. Consistent with special conditions within this permit, WDFW has now reached it`s objective to tag representative groups from all WDFW Columbia Basin releases.

    The National Oceanic and Atmospheric Administration (NOAA), with DOE’s Bonneville Power Administration (BPA) as a cooperating agency, prepared an EA that assesses the potential environmental impacts of a NOAA Northwest Fisheries Science Center proposal to construct an earthen drainage channel at its Burley Creek Hatchery in Kitsap County, Washington. The project would facilitate increased discharge of treated effluent from the hatchery facility into the adjacent Burley Creek. BPA’s proposal is to fund the project.     Pacific Northwest National Laboratory (PNNL) is a large economic entity, with $1.06 billion in annual funding, $936 million in total spending, and 4,344 employees in fiscal year (FY) 2013. Four thousand, one hundred and one (4,101) employees live in Washington State. The Laboratory directly and indirectly supports almost $1.31 billion in economic output, 6,802 jobs, and $514 million in Washington State wage income from current operations. The state also gains more than $1.21 billion in output, more than 6,400 jobs, and $459 million in income through closely related economic activities, such as visitors, health care spending, spending by resident retirees, and spinoff companies. PNNL affects Washington’s economy through commonly recognized economic channels, including spending on payrolls and other goods and services that support Laboratory operations. Less-commonly recognized channels also have their own impacts and include company-supported spending on health care for its staff members and retirees, spending of its resident retirees, Laboratory visitor spending, and the economic activities in a growing constellation of “spinoff” companies founded on PNNL research, technology, and managerial expertise. PNNL also has a significant impact on science and technology education and community nonprofit organizations. PNNL is an active participant in the future scientific enterprise in Washington with the state’s K-12 schools, colleges, and universities. The Laboratory sends staff members to the classroom and brings hundreds of students to the PNNL campus to help train the next generation of scientists, engineers, mathematicians, and technicians. This investment in human capital, though difficult to measure in terms of current dollars of economic output, is among the important lasting legacies of the Laboratory. Finally, PNNL contributes to the local community with millions of dollars’ worth of cash and in-kind corporate and staff contributions, all of which strengthen the economy. This report quantifies these effects, providing detailed information on PNNL’s revenues and expenditures, as well as the impacts of its activities on the rest of the Washington State economy. This report also describes the impacts of the four closely related activities: health care spending, spinoff companies with roots in PNNL, visitors to the Laboratory, and PNNL retirees.

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

    The U.S. Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Washington.

    A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

    The Institute of Certified Records Managers (ICRM) is a non-profit, certifying organization of professional records managers and administrators. ICRM members are experienced in information requirements, records and information systems, and the related office systems and technologies. All members have met certification requirements and have received the Certified Records Manager (CRM) designation. As the field of information and records management moves toward standardization, and as the application of new technologies and technicalities complicate the measurement and demonstration of professional competence, the need for a means of identifying persons who have basic competency increases. The ICRM is providing such a means by testing and certifying basic knowledge. More and more job announcements are requiring this evidence of competency. Unfortunately, as an organization, NIRMA has a relatively small number of CRMs. The goal of the ICRM Development Group is two-fold; (1) to encourage NIRMA members to obtain their certification by providing basic information and support and; (2) to develop the Nuclear Specialist test module which will demonstrate that bearers have demonstrated expertise in nuclear records management as well as basic competencies. This report covers the examination process.

    Plant cover established without purposeful soil preparation or seeding was measured on ground disturbed by plowing in Washington and by aboveground nuclear explosions in Nevada. After a time lapse of three decades in Washington and two decades in Nevada, fewer species were self-established on the disturbed ground than the nearby undisturbed ground. Alien annual plants were the dominants on the disturbed ground. Cheatgrass (Bromus tectorum) dominated abandoned fields in Washington, and filaree (Erodium cicutarium) dominated disturbed ground in Nevada. Perennial grasses and shrubs appeared to be more successful as invaders in Nevada than in Washington. This distinction is attributed to the superior competitive ability of cheatgrass in Washington.

    The Hanford Site began as part of the United States Manhattan Project to research, test and build atomic weapons during World War II. The original 670-square mile Hanford Site, then known as the Hanford Engineer Works, was the last of three top-secret sites constructed in order to produce enriched uranium and plutonium for the world's first nuclear weapons. B Reactor, located about 45 miles northwest of Richland, Washington, is the world's first full-scale nuclear reactor. Not only was B Reactor a first-of-a-kind engineering structure, it was built and fully functional in just 11 months. Eventually, the shoreline of the Columbia River in southeastern Washington State held nine nuclear reactors at the height of Hanford's nuclear defense production during the Cold War era. The B Reactor was shut down in 1968. During the 1980's, the U.S. Department of Energy began removing B Reactor's support facilities. The reactor building, the river pumphouse and the reactor stack are the only facilities that remain. Today, the U.S. Department of Energy (DOE) Richland Operations Office offers escorted public access to B Reactor along a designated tour route. The National Park Service (NPS) is studying preservation and interpretation options for sites associated with the Manhattan Project. A draft is expected in summer 2009. A final report will recommend whether the B Reactor, along with other Manhattan Project facilities, should be preserved, and if so, what roles the DOE, the NPS and community partners will play in preservation and public education. In August 2008, the DOE announced plans to open B Reactor for additional public tours. Potential hazards still exist within the building. However, the approved tour route is safe for visitors and workers. DOE may open additional areas once it can assure public safety by mitigating hazards.

    Since 1946, personnel from the School of Fisheries, University of Washington, have studied the effects of nuclear detonations and the ensuing radioactivity on the marine and terrestrial environments throughout the Central Pacific. A collection of reports and publications about these activities plus a collection of several thousand samples from these periods are kept at the School of Fisheries. General findings from the surveys show that (1) fission products were prevalent in organisms of the terrestrial environment whereas activation products were prevalent in marine organisms; (2) the best biological indicators of fallout radionuclides by environments were (a) terrestrial-coconuts, land crabs; (b) reef-algae, invertebrates; and (c) marine-plankton, fish. Studies of plutonium and americium in Bikini Atoll showed that during 1971-1977 the highest concentrations of {sup 241}Am, 2.85 Bq g-{close_quote} (77 pCi g{sup -1}) and {sup 239,240}Pu, 4.44 Bq g{sup -1} (120 pCi g{sup -1}), in surface sediments were found in the northwest part of the lagoon. The concentrations in the bomb craters were substantially lower than these values. Concentrations of soluble and particulate plutonium and americium in surface and deep water samples showed distributions similar to the sediment samples. That is, the highest concentration of these radionuclides in the water column were at locations with highest sediment concentration. Continuous circulation of water in the lagoon and exchange of water with open ocean resulted in removal of 111 G Bq y{sup -1} (3 Ci y{sup -1}) {sup 241}Am and 222 G Bq y{sup -1} (6 Ci y{sup -1}) {sup 239,240}Pu into the North Equatorial Current. A summary of the surveys, findings, and the historical role of the Laboratory in radioecological studies of the Marshall Islands are presented. 23 refs., 1 fig., 1 tab.

The onsite portion of the audit was conducted May 2--13, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH).     Local coastal onlap and paleobiobathymetric curves for 14 sections define three Cenozoic depositional onlap-offlap cycles separated by regionally significant unconformities. A paleoclimatic curve for western Oregon and Washington, based on paleoecologic data sets, demonstrates that the local transgressions are coincident with cool climates and the regressions with warm climates, and are therefore not driven by glacioeustatic cycles. Comparison of the local coastal onlap and paleobiobathymetric curves with the global Cenozoic Cycle Chart (modified Exxon Sea Level Chart - May, 1986) further demonstrates the uniqueness of the western Washington curves. The global Cenozoic cycle Chart curve represents coastal onlap and sea level curves based on integration of both climate and tectonic variations. The non-parallel cycle pattern for southwest Washington suggests a unique tectonically forced system. Evidence derived from stratigraphic sequences, igneous rock geochemistry, radiometric dating, remnant magnetic patterns, sandstone provenance studies, and paleogeographic reconstructions is used to identify the tectonic events controlling the local depositional cycles. The principal events are (1) middle Eocene accretion of a seamount chain; (2) early-late Eocene westward relocation of subduction; (3) late Eocene onset of Cascade arc volcanism; (4) late-early Miocene plate readjustment due to back-arc extension in the Columbia River Plateau and Great Basin; and (5) late Pliocene to early Pleistocene northeast compression forced by continued subduction of remnants of the Kula Plate beneath North America.
