    SciTech Connect (OSTI)

    Montgomery, John V.; Gueretta, Jeanie

    2012-07-01

The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management. DOE is committed to preserving records that document our nation's Cold War legacy, and the Office of Legacy

In response to these rules, the U.S. Department of Energy (DOE), Transportation Management Division (TMD), has developed a transportation safety training program. This program supplies designed instructional methodology and course materials to provide basic levels of DOT training to personnel for whom training has become mandatory. In addition, this program provides advanced hazardous waste and radioactive material packaging and transportation training to help personnel achieve proficiency and/or certification as hazardous waste and radioactive material shippers. This training program does not include site-specific or task-specific training beyond DOT requirements.

  3. Office of Legacy Management. Information and Records Management. Transition Guidance

    SciTech Connect (OSTI)

    2004-03-01

The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and

The UPAFC Records Management Plan is based on the life cycle of a record - the evolution of a record from creation until final disposition. There are three major phases in the life cycle of a record: (1) creation and receipt, (2) maintenance and use, and (3) disposition. Accordingly, the Records Management Plan is structured to follow each of those phases. During each of the three phases, some kind of control is mandatory. The Records Management Plan establishes appropriate standards, policies, and procedures to ensure adequate control is always maintained. It includes a plan for records management, a plan for records management training activities, and a plan for auditing and appraising the program.

  5. Baseline requirements of the proposed action for the Transportation Management Division routing models

    SciTech Connect (OSTI)

    Johnson, P.E.; Joy, D.S.

    1995-02-01

The potential impacts associated with the transportation of hazardous materials are important to shippers, carriers, and the general public. This is particularly true for shipments of radioactive material. The shippers are primarily concerned with safety, security, efficiency, and equipment requirements. The carriers are concerned with the potential impact that radioactive shipments may have on their operations--particularly if such materials are involved in an accident. The general public has also expressed concerns regarding the safety of transporting radioactive and other hazardous materials through their communities. Because transportation routes are a central concern in hazardous material transport, the prediction of likely routes is the first step toward resolution of these issues. In response to these routing needs, several models have been developed over the past fifteen years at Oak Ridge National Laboratory (ORNL). The HIGHWAY routing model is used to predict routes for truck transportation, the INTERLINE routing model is used to predict both rail and barge routes, and the AIRPORT locator model is used to determine airports with specified criteria near a specific location. As part of the ongoing improvement of the US Department of Energy`s (DOE) Environmental Management Transportation Management Division`s (EM-261) computer systems and development efforts, a Baseline Requirements Assessment Session on the HIGHWAY, INTERLINE, and AIRPORT models was held at ORNL on April 27, 1994. The purpose of this meeting was to discuss the existing capabilities of the models and data bases and to review enhancements of the models and data bases to expand their usefulness. The results of the Baseline Requirements Assessment Section will be discussed in this report. The discussions pertaining to the different models are contained in separate sections.

    1993-08-01

Expanding technology, increased emphasis on cost containment, and an ever growing list of requirements and regulations present challenges to records managers. The multi-contractor environment of the Department of Energy`s (DOE) Hanford Site further complicates the picture. In an effort to strengthen the site`s records management program, representatives of DOE`s Richland Operations Office and its four Hanford contractors joined forces. This synergistic Team Hanford approach continues to spawn success and is looked on as a model for similar DOE sites.

    Smith, Thomas P.

    2013-07-01

Cameco Corporation is a world leader in uranium production. Headquartered in Saskatoon, Saskatchewan our operations provide 16% of the world uranium mine production and we have approximately 435 million pounds of proven and probable uranium reserves. Cameco mining operations are located in Saskatchewan, Wyoming, Nebraska and Kazakhstan. Cameco is also a major supplier of uranium processing services required to produce fuel for the generation of clean energy. These operations are based in Blind River, Cobourg and Port Hope, Ontario and are collectively referred to as the Fuel Services Division. The Fuel Services Division produces uranium trioxide from uranium ore concentrate at the Blind River Refinery. Cameco produces uranium hexafluoride and uranium dioxide at the Port Hope Conversion Facility. Cameco operates a fuel manufacturing facility in Port Hope, Ontario and a metal fabrication facility located in Cobourg, Ontario. The company manufactures fuel bundles utilized in the Candu reactors. Cameco's Fuel Services Division produces several types of low-level radioactively contaminated wastes. Internal processing capabilities at both the Blind River Refinery and Port Hope Conversion Facility are extensive and allow for the recycling of several types of waste. Notwithstanding these capabilities there are certain wastes that are not amenable to the internal processing capabilities and must be disposed of appropriately. Disposal options for low-level radioactively contaminated wastes in Canada are limited primarily due to cost considerations. In recent years, Cameco has started to ship marginally contaminated wastes (<500 ppm uranium) to the United States for disposal in an appropriate landfill. The landfill is owned by US Ecology Incorporated and is located near Grand View, Idaho 70 miles southeast of Boise in the Owyhee Desert. The facility treats and disposes hazardous waste, non-hazardous industrial waste and low-activity radioactive material. The site's arid

    SciTech Connect (OSTI)

    Clayton, C.; Gueretta, J.; Tack, J.; Widdop, M.

    2008-07-01

The Manhattan Engineer District (MED) and U.S. Atomic Energy Commission (AEC) contracted for support work through private and academic parties through the early 1960's. The work often involved radioactive materials. Residual radioactive contamination was left at some of more than 600 potentially contaminated (candidate) sites, and worker health and safety concerns remain from the site operations and subsequent remediation activities. The U.S. Department of Energy (DOE) initiated a program to identify and protect records of MED/AEC activities and of remediation work conducted under the Formerly Utilized Sites Remedial Action Program (FUSRAP) to aid in resolving questions about site conditions, liability, and worker health and safety and to ensure ongoing protectiveness of human health and the environment. This paper discusses DOE activities undertaken to locate records collections, confirm retention schedules and access requirements, and document information about the collections for use by future stewards. In conclusion: DOE-LM recognizes that records and information management is a critical component of effective LTS and M. Records are needed to answer questions about site conditions and demonstrate to the public in the future that the sites are safe. DOE-LM is working to satisfy present needs and anticipate future uses for FUSRAP records, and compile a collection of site and program information from which future stewards can readily locate and retrieve needed information. 3. Earth Sciences Division annual report 1990

    SciTech Connect (OSTI)

    1991-06-01

This Annual Report presents summaries of selected representative research activities grouped according to the principal disciplines of the Earth Sciences Division: Reservoir Engineering and Hydrogeology, Geology and Geochemistry, and Geophysics and Geomechanics. Much of the Division`s research deals with the physical and chemical properties and processes in the earth`s crust, from the partially saturated, low-temperature near-surface environment to the high-temperature environments characteristic of regions where magmatic-hydrothermal processes are active. Strengths in laboratory and field instrumentation, numerical modeling, and in situ measurement allow study of the transport of mass and heat through geologic media -- studies that now include the appropriate chemical reactions and the hydraulic-mechanical complexities of fractured rock systems. Of particular note are three major Division efforts addressing problems in the discovery and recovery of petroleum, the application of isotope geochemistry to the study of geodynamic processes and earth history, and the development of borehole methods for high-resolution imaging of the subsurface using seismic and electromagnetic waves. In 1989 a major DOE-wide effort was launched in the areas of Environmental Restoration and Waste Management. Many of the methods previously developed for and applied to deeper regions of the earth will in the coming years be turned toward process definition and characterization of the very shallow subsurface, where man-induced contaminants now intrude and where remedial action is required.

    Glover, J.; Physics

    2008-02-28

This report highlights the activities of the Physics Division of Argonne National Laboratory in 2006. The Division's programs include the operation as a national user facility of ATLAS, the Argonne Tandem Linear Accelerator System, research in nuclear structure and reactions, nuclear astrophysics, nuclear theory, investigations in medium-energy nuclear physics as well as research and development in accelerator technology. The mission of nuclear physics is to understand the origin, evolution and structure of baryonic matter in the universe--the core of matter, the fuel of stars, and the basic constituent of life itself. The Division's research focuses on innovative new ways to address this mission.

  2. Physics division annual report 1999

    SciTech Connect (OSTI)

    Thayer, K., ed.; Physics

    2000-12-06

ground-breaking research with Garnmasphere was the first study of the limits of stability with angular momentum in the shell stabilized nobelium isotopes. It was found that these heaviest nuclei could be formed at surprisingly high angular momentum, providing important new insight into the production mechanisms for super-heavy elements. Another focus continues to be experiments with short-lived beams for critical nuclear astrophysics applications. Measurements revealed that {sup 44}Ti is more readily destroyed in supernovae than was expected. Major progress was made in collecting and storing unstable ions in the Canadian Penning Trap. The technique of stopping and rapidly extracting ions from a helium gas cell led directly to the new paradigm in the production of rare isotope beams that became RIA. ATLAS provided a record 6046 hours of beam use for experiments in FY99. The facility pressed hard to support the heavy demands of the GammaSphere Research program but maintained an operational reliability of 93%. Of the 29 different isotopes provided as beams in FY99, radioactive beams of {sup 44}Ti and {sup 17}F comprised 6% of the beam time. The theoretical efforts in the Division made dramatic new strides in such topics as quantum Monte Carlo calculations of light nuclei to understand microscopic many-body forces in nuclei; QCD calculations based on the Dyson-Schwinger approach which were extended to baryon systems and finite temperatures and densities; the structure of heavy nuclei; and proton decay modes of nuclei far from stability. The medium-energy program continues to focus on new techniques to understand how the quark-gluon structure of matter impacts the structure of nuclei. The HERMES experiment began making measurements of the fraction of the spin of the nucleon carried by the glue. Drell-Yan experiments study the flavor composition of the sea of the proton. Experiments at Jefferson lab search for clues of QCD dynamics at the hadronic level. A major advance in

Some of the activities are cooperative efforts with other divisions of the Laboratory, and, in a few cases, with other laboratories. Many of the experiments are directly applicable to problems in weapons and energy, some have only potential applied uses, and others are in pure physics. This report presents abstracts of papers published by E (Experimental Physics) Division staff members between July 1983 and June 1984. In addition, it lists the members of the scientific staff of the division, including visitors and students, and some of the assignments of staff members on scientific committees. Haynes, Ray; Hirschy, Anita

    2013-07-01

On projects that require Earned Value Management (EVMS) Certification, it is critical to quickly prepare for and then successfully obtain certification. This is especially true for government contracts. Projects that do poorly during the review are subject to financial penalties to their company and they lose creditability with their customer creating problems with the project at the outset. At East Tennessee Technology Park (ETTP), we began preparing for Department of Energy (DOE) certification early during proposal development. Once the contract was awarded, while still in transition phase from the previous contractor to our new company, we immediately began reviewing the project controls systems that were in place on the project and determined if any replacements needed to be made immediately. The ETTP contract required the scheduling software to be upgraded to Primavera P6 and we determined that no other software changes would be done prior to certification. Next, preparation of the Project Controls System Description (PCSD) and associated procedures began using corporate standards as related to the project controls systems. During the transition phase, development was started on the Performance Measurement Baseline which is the resource loaded schedule used to measure our performance on the project and which is critical to good Earned Value Management of the project. Early on, and throughout the baseline review, there was positive feedback from the Department of Energy that the quality of the new baseline was good. Having this superior baseline also contributed to our success in EVMS certification. The combined companies of URS and CH2M Hill had recent experience with certifications at other Department of Energy sites and we were able to capitalize on that knowledge and experience. Generic PCSD and procedures consistent with our co-operations approach to Earned Value Management were available to us and were easily tailorable to the specifics of our contract

  3. Physics Division progress report for period ending September 30, 1988

    SciTech Connect (OSTI)

    Livingston, A.B.

    1989-03-01

This report covers the research and development activities of the Physics Division for the 1988 fiscal year, beginning October 1, 1987, and ending September 30, 1988. The activities of this Division are concentrated in the areas of experimental nuclear physics, experimental atomic physics, and theoretical nuclear and atomic physics. Operation of the Holifield Heavy Ion Research Facility as a national user facility continues to represent the single largest activity within the Division. This year saw the completion of the acceleration tube upgrade of the 25-MV tandem electrostatic accelerator and the achievement of record terminal potentials, operation for an experiment with 25 million volts on terminal, and successful tests with beam at 25.5 MV. The experimental nuclear physics program continues to be dominated by research utilizing heavy ions. These activities, while continuing to center largely on the Holifield Facility, have seen significant growth in the use of facilities that provide intermediate energies and especially ultrarelativistic beams. The UNISOR program, since its inception, has been intimately associated with the Division and, most particularly, with the Holifield Facility. In addition to the Holifield Facility, the Division operates two smaller facilities, the EN Tandem and the ECR Ion Source Facility, as ''User Resources.'' The efforts in theoretical physics, covering both nuclear and atomic physics, are presented. In addition to research with multicharged heavy ions from the ECR source, the effort on atomic physics in support of the controlled fusion program includes a plasma diagnostics development program. The concentration of this program on optical and laser technology is marked by the change in designation to the Laser and Electro-Optics Lab. A small, continuing effort in elementary particle physics, carried out in collaboration with the University of Tennessee, is reported.

  4. Physics division annual report 2005.

    SciTech Connect (OSTI)

    Glover, J.; Physics

    2007-03-12

This report highlights the research performed in 2005 in the Physics Division of Argonne National Laboratory. The Division's programs include operation of ATLAS as a national user facility, nuclear structure and reaction research, nuclear theory, medium energy nuclear research and accelerator research and development. The mission of Nuclear Physics is to understand the origin, evolution and structure of baryonic matter in the universe--the matter that makes up stars, planets and human life itself. The Division's research focuses on innovative new ways to address this mission and 2005 was a year of great progress. One of the most exciting developments is the initiation of the Californium Rare Ion Breeder Upgrade, CARIBU. By combining a Cf-252 fission source, the gas catcher technology developed for rare isotope beams, a high-resolution isobar separator, and charge breeding ECR technology, CARIBU will make hundreds of new neutron-rich isotope beams available for research. The cover illustration shows the anticipated intensities of low-energy beams that become available for low-energy experiments and for injection into ATLAS for reacceleration. CARIBU will be completed in early 2009 and provide us with considerable experience in many of the technologies developed for a future high intensity exotic beam facility. Notable results in research at ATLAS include a measurement of the isomeric states in {sup 252}No that helps pin down the single particle structure expected for superheavy elements, and a new low-background measurement of {sup 16}N beta-decay to determine the {sup 12}C({alpha},{gamma}){sup 16}O reaction rate that is so important in astrophysical environments. Precise mass measurements shed new light on the unitarity of the quark weak-mixing matrix in the search for physics beyond the standard model. ATLAS operated for 4686 hours of research in FY2005 while achieving 95% efficiency of beam delivery for experiments. In Medium-Energy Physics, radium isotopes were

  15. The September 1957 Rocky Flats fire: A guide to record series of the Department of Energy and its contractors

    SciTech Connect (OSTI)

    1995-07-19

The primary purpose of this guide is to help the DOE locate and make available information relating to the 1957 Rocky Flats fire. The records are arranged into six categories: administrative and general; facilities and equipment; production and materials handling; waste management; workplace and environmental monitoring; and employee occupational exposure and health. A brief explanation of each category follows. The administrative and general section pertains to the administration of individual contractor organizations and DOE divisions at Rocky Flats. It also contains records which encompass several different subject areas and therefore can not be placed in a single category. The facilities and equipment category relates to the routine construction and maintenance of plant buildings as well as the purchase and installation of equipment. The production and materials handling records relate primarily to the inventory and production of nuclear materials and weapons components. The waste management records series found under this heading relate to the storage, handling, treatment, and disposal of radioactive, chemical or mixed materials produced or used at Rocky Flats. The records consist mostly of waste sampling and shipment records. The workplace and environmental monitoring records series found in this section pertain to monitoring of the workplace. The section also includes records that document efforts to monitor the environment outside of buildings, either onsite or offsite. Records in this category consist of sampling data and environmental impact reports. The employee occupational exposure and health section pertains to documentation relating to the health and occupational exposures of employees and visitors at Rocky Flats. Records series consist generally of dosimeter data, radiation exposure records, and medical records. Many of the records contain personal data pertaining to individual employees and may therefore be Privacy Act systems and records.

  16. Physics Division annual report 2004.

    SciTech Connect (OSTI)

    Glover, J.

    2006-04-06

This report highlights the research performed in 2004 in the Physics Division of Argonne National Laboratory. The Division's programs include operation of ATLAS as a national user facility, nuclear structure and reaction research, nuclear theory, medium energy nuclear research and accelerator research and development. The intellectual challenges of this research represent some of the most fundamental challenges in modern science, shaping our understanding of both tiny objects at the center of the atom and some of the largest structures in the universe. A great strength of these efforts is the critical interplay of theory and experiment. Notable results in research at ATLAS include a measurement of the charge radius of He-6 in an atom trap and its explanation in ab-initio calculations of nuclear structure. Precise mass measurements on critical waiting point nuclei in the rapid-proton-capture process set the time scale for this important path in nucleosynthesis. An abrupt fall-off was identified in the subbarrier fusion of several heavy-ion systems. ATLAS operated for 5559 hours of research in FY2004 while achieving 96% efficiency of beam delivery for experiments. In Medium Energy Physics, substantial progress was made on a long-term experiment to search for the violation of time-reversal invariance using trapped Ra atoms. New results from HERMES reveal the influence of quark angular momentum. Experiments at JLAB search for evidence of color transparency in rho-meson production and study the EMC effect in helium isotopes. New theoretical results include a Poincare covariant description of baryons as composites of confined quarks and non-point-like diquarks. Green's function Monte Carlo techniques give accurate descriptions of the excited states of light nuclei and these techniques been extended to scattering states for astrophysics studies. A theoretical description of the phenomena of proton radioactivity has been extended to triaxial nuclei. Argonne continues to

    1994-02-01

The Office of Weapons and Materials Planning (DP-27) requested the Planning Support Group (PSG) at the Savannah River Site to help coordinate a Departmental complex-wide nuclear materials storage study. This study will support the development of management strategies and plans until Defense Programs` Complex 21 is operational by DOE organizations that have direct interest/concerns about or responsibilities for nuclear material storage. They include the Materials Planning Division (DP-273) of DP-27, the Office of the Deputy Assistant Secretary for Facilities (DP-60), the Office of Weapons Complex Reconfiguration (DP-40), and other program areas, including Environmental Restoration and Waste Management (EM). To facilitate data collection, a questionnaire was developed and issued to nuclear materials custodian sites soliciting information on nuclear materials characteristics, storage plans, issues, etc. Sites were asked to functionally group materials identified in DOE Order 5660.1A (Management of Nuclear Materials) based on common physical and chemical characteristics and common material management strategies and to relate these groupings to Nuclear Materials Management Safeguards and Security (NMMSS) records. A database was constructed using 843 storage records from 70 responding sites. The database and an initial report summarizing storage issues were issued to participating Field Offices and DP-27 for comment. This report presents the background for the Storage Study and an initial, unclassified summary of storage issues and concerns identified by the sites.

The activities of this Division are concentrated in the areas of experimental nuclear physics, experimental atomic physics, and theoretical nuclear and atomic physics. A major activity within the Division is operation of the Holifield Heavy Ion Research Facility as a national user facility. Highlights for this year, which include a record number of beam hours provided for research, are summarized. The experimental nuclear physics program continues to be dominated by research utilizing heavy ions. These activities, while continuing to center largely on the Holifield Facility, have seen growth in the use of facilities that provide intermediate energies (GANIL) and ultrarelativistic beams (CERN). The UNISOR program, since its inception, has been intimately associated with the Division and, most particularly, with the Holifield Facility. The experimental nuclear structure research of this consortium is included. In addition to the Holifield Facility, the Division also operates two smaller facilities, the EN Tandem and the ECR Ion Source Facility, as /open quotes/User Resources/close quotes/. The tandem continues a long history of supporting research in accelerator-based atomic physics. During this past year, new beam lines have been added to the ECR ion source to create user opportunities for atomic physics experiments with this unique device. These two facilities and the experimental programs in atomic physics are discussed. The efforts in theoretical physics, covering both nuclear and atomic physics, are presented.
