    Some utilities and thermal researchers are devising thermoelectric and thermophotovoltaic technologies to convert furnace heat to electricity and keep home heating systems functioning during extended power failures. Storms that damage power lines often leave homes without heat, since the electricity supplied to furnace blowers is cut along with all other electricity. One case in points is the March 1991 ice storm that left nearly 200,000 Rochester Gas and Electric Corp. customers without electrical power, some for up to two weeks. This led the Rochester, N.Y., utility, RG and E, to search for an independent power source that could provide homes with heat during prolonged outages. RG and E funded development of a continuous gas furnace by the GE Research and Development Center in Schenectady, N.Y., that would keep its customers' homes heated and provide some electricity during power outages. Since natural gas lines are rarely interrupted during a power outage, the furnace is still a potential source of heat, but only if there is some way to supply electricity that is independent of the grid, said Bruce Snow, manager and chief engineer of the technical services division at RG and E. The electricity would power the furnace blower, which blows hot air through air ducts, or run the motor that pumps water through a piping system to keep the house warm. Such a thermoelectrical system involves heating the two junctions of thermocouples, which are made of dissimilar wires, at two different temperatures in order to create electricity. A newer technology, thermophoto-voltaics, also converts heat to electricity. In this process described here, the heat causes an emitter to radiate a wavelength of light, which is converted into electricity by a photovoltaic unit.

    The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management.     Despite its unique challenges, production at Chevron Mining's western Wyoming mine is increasing. The 1,200 foot deep pits consecutively terrace down (more similar to the open pits used in hard rock mining), exposing multiple splitting seams of varying coal qualities. The seams dip from 17 to 22{sup o} and vary in thickness from five to 80 feet or more. Generally three different pits, all of changing coal properties, are worked. The coal is blended to meet specific specifications. The article describes operations at the mine and its transport, once blended, to the nearby Naughton power station or by haul truck to the Elkol tipple. Employment at the mine, with its good safety record, is discussed.

    A device is described for automatica1ly recording pulse annplitude distribution received from a counter. The novelty of the device consists of the over-all arrangement of conventional circuit elements to provide an easy to read permanent record of the pulse amplitude distribution during a certain time period. In the device a pulse analyzer separates the pulses according to annplitude into several channels. A scaler in each channel counts the pulses and operates a pen marker positioned over a drivable recorder sheet. Since the scalers in each channel have the sanne capacity, the control circuitry permits counting of the incoming pulses until one scaler reaches capacity, whereupon the input is removed and an internal oscillator supplies the necessary pulses to fill up the other scalers. Movement of the chart sheet is initiated wben the first scaler reaches capacity to thereby give a series of marks at spacings proportional to the time required to fill the remaining scalers, and accessory equipment marks calibration points on the recorder sheet to facilitate direct reading of the number of external pulses supplied to each scaler.

    Next-generation exascale systems, those capable of performing a quintillion (10{sup 18}) operations per second, are expected to be delivered in the next 8-10 years. These systems, which will be 1,000 times faster than current systems, will be of unprecedented scale. As these systems continue to grow in size, faults will become increasingly common, even over the course of small calculations. Therefore, issues such as fault tolerance and reliability will limit application scalability. Current techniques to ensure progress across faults like checkpoint/restart, the dominant fault tolerance mechanism for the last 25 years, are increasingly problematic at the scales of future systems due to their excessive overheads. In this work, we evaluate a number of techniques to decrease the overhead of checkpoint/restart and keep this method viable for future exascale systems. More specifically, this work evaluates state-machine replication to dramatically increase the checkpoint interval (the time between successive checkpoint) and hash-based, probabilistic incremental checkpointing using graphics processing units to decrease the checkpoint commit time (the time to save one checkpoint). Using a combination of empirical analysis, modeling, and simulation, we study the costs and benefits of these approaches on a wide range of parameters. These results, which cover of number of high-performance computing capability workloads, different failure distributions, hardware mean time to failures, and I/O bandwidths, show the potential benefits of these techniques for meeting the reliability demands of future exascale platforms.

    Title 44 US Code, ``Public Printing and Documents,`` regulations issued by the General Service Administration (GSA) in 41 CFR Chapter 101, Subchapter B, ``Management and Use of Information and Records,`` and regulations issued by the National Archives and Records Administration (NARA) in 36 CFR Chapter 12, Subchapter B, ``Records Management,`` require each agency to prepare and issue a comprehensive records disposition schedule that contains the NARA approved records disposition schedules for records unique to the agency and contains the NARA`s General Records Schedules for records common to several or all agencies. The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC. NUREG-0910, Rev. 3, contains ``NRC`s Comprehensive Records Disposition Schedule,`` and the original authorized approved citation numbers issued by NARA. Rev. 3 incorporates NARA approved changes and additions to the NRC schedules that have been implemented since the last revision dated March, 1992, reflects recent organizational changes implemented at the NRC, and includes the latest version of NARA`s General Records Schedule (dated August 1995).

    The use of coiled tubing as an alternate production tubing string has been attempted or considered by numerous operators in the past. However, its use has been tempered due to several problems known to be inherent with coiled tubing recompletions. Some of the problems encountered are: Killing the well to allow for tubing installation always carries the risk of formation damage; Candidate wells normally are marginal producers and may not produce sufficient revenue to justify the cost of a major workover; Procedures followed to install surface equipment may be hazardous; Previous installation designs required running the coiled tubing to the top of the tree, affecting the functional loss of all existing wellhead equipment; Often substandard modifications were required to reconnect into existing production facilities. However, a prototype spool and tubing hanger that incorporated modifications designed to solve these problems has been developed jointly by Reeled Tubing, Inc., and Well-head Control Systems. The solution is a new concept in the coiled tubing hanger. The design incorporates a floating element, which is a combination slip bowl, seal element and retaining sub. The entire assembly is installed and activated in the bore of a specially designed spool installed between the primary and secondary master valves of the existing wellhead.

    By the end of the 1980s, MAN B&W had introduced engine diagnosis systems for the company`s four-stroke and two-stroke engines. These two systems, Modis and Capa, form the basis for the company`s CoCoS (computer controlled surveillance) project, which started in 1991. The CoCoS system, as it is now available, consists of four modules: the engine diagnosis system, the maintenance planning system the spare parts catalog and the spare parts ordering and stock handling system. The modules can be applied as an integrated system, communicating with each other, but they can also be used as separate systems. Furthermore they can be installed in existing engine plants. The four modules of the CoCoS system are designed to provide the tools to monitor the condition of the ship machinery, indicate irregularities, identify the fading component and suggest required repair measures. 5 figs.

    This paper describes a potential role for arms control monitoring technology in peace-keeping operations. The basic idea is to utilize monitoring technology developed or suggested for treaty verification (primarily Conventional Forces Europe (CFE), but other treaties as well) to minimize the exposure of humans as part of ``peace-keeping`` forces in various trouble spots throughout the world. The impetus comes from the dangers and high costs of stationing peace-keeping of forces in areas such as Bosnia-Herzegovina. Aside from the costs associated with such efforts the loss of life has escalated recently from 743 peace keepers lost from 1948 to 1988, to 180 lives lost in 1993 alone. Some potential advantages to using technology for certain monitoring roles are discussed in the paper and include: minimizing exposure/risk to peace-keeping personnel from hostile fire, hostage taking, etc.; sharable technology will allow all parties to view results, assess violations or transgressions, etc.; can be applied to equipment, railways, roads, etc., to confirm human and other monitoring capabilities; and provides data to settle disputes on which side initiated hostilities.

While an administrative record is established by the regulators under RCRA, DOE is recommending that DOE facilities also maintain all decision-making documentation. This information brief provides answers to questions regarding the administrative record requirements under CERCLA and under the proposed RCRA corrective action rulemaking.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

    Preservative clothes which are able to absorb radiation beam are needed not only for saving people working at radioactive environment but also for saving others from natural and man-made radiation sources we are exposed in daily life. Barite is a mineral which can be used for armour plating because of high atomic numbered element barium constituent of barite. In this study, armour plating property of barite was applied to fabrics. Barite coated fabric having characteristic of keeping radiation was obtained by penetrating barite on cloth via coating method. Radiation keeping property of fabrics obtained was determined via image processing. The results of experiments showed that barite coated fabrics have blocked radiation more than normal fabrics have done.

    An electromagetic recording head is described for simultaneous recording of a plurality of signals within a small space on a magnetically semsitized medium. Basically the head structure comprises a non-magnetic centerpiece provided with only first and second groups of spaced cut-out slots respectively on opposite sides of the centerpiece. The two groups of slots are in parallel alignment and the slots of one group are staggered with respect to the slots of the other group so that one slot is not directly opposite another slot. Each slot has a magnet pole piece disposed therein and cooperating with a second pole and coil to provide a magnetic flux gap at the upper end of the slot. The present invention comprises phase encoding seismic records and combining the encoded seismic records before migration.     A zero-suppression circuit for self-balancing recorder instruments is presented. The essential elements of the circuit include a converter-amplifier having two inputs, one for a reference voltage and the other for the signal voltage under analysis, and a servomotor with two control windings, one coupled to the a-c output of the converter-amplifier and the other receiving a reference input. Each input circuit to the converter-amplifier has a variable potentiometer and the sliders of the potentiometer are ganged together for movement by the servoinotor. The particular noveity of the circuit resides in the selection of resistance values for the potentiometer and a resistor in series with the potentiometer of the signal circuit to ensure the full value of signal voltage variation is impressed on a recorder mechanism driven by servomotor.

    Unattended surveillance places unique requirements on video recorders. One such requirement, extended operational reliability, often cannot be determined from the manufacturers' data. Subsequent to market surveys and preliminary testing, the Sony 8mm EVO-210 recorder was selected for use in the Modular Integrated Video System (MIVS), while concurrently undergoing extensive reliability testing. A microprocessor based controller was developed to life test and evaluate the performance of the video cassette recorders. The controller has the capability to insert a unique binary count in the vertical interval of the recorded video signal for each scene. This feature allows for automatic verification of the recorded data using a MIVS Review Station. Initially, twenty recorders were subjected to the accelerated life test, which involves recording one scene (eight video frames) every 15 seconds. The recorders were operated in the exact manner in which they are utilized in the MIVS. This paper describes the results of the preliminary testing, accelerated life test and the extensive testing on 130 Sony EVO-210 recorders.

    Figuring out an effective and efficient way to manage not only your Requirements Baseline, but also the development of all your individual requirements during a Programs/Projects Conceptual and Development Life Cycle Stages can be both daunting and difficult. This is especially so when you are dealing with a complex and large System of Systems (SoS) Program with potentially thousands and thousands of Top Level Requirements as well as an equal number of lower level System, Subsystem and Configuration Item requirements that need to be managed. This task is made even more overwhelming when you have to add in integration with multiple requirements development teams (e.g., Integrated Product Development Teams (IPTs)) and/or numerous System/Subsystem Design Teams. One solution for tackling this difficult activity on a recent large System of Systems Program was to develop and make use of a Requirements Screening Group (RSG). This group is essentially a Team made up of co-chairs from the various Stakeholders with an interest in the Program of record that are enabled and accountable for Requirements Development on the Program/Project. The RSG co-chairs, often with the help of individual support team, work together as a Program Board to monitor, make decisions on, and provide guidance on all Requirements Development activities during the Conceptual and Development Life Cycle Stages of a Program/Project. In addition, the RSG can establish and maintain the Requirements Baseline, monitor and enforce requirements traceability across the entire Program, and work with other elements of the Program/Project to ensure integration and coordination.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is an integral part of DOE's strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. In the area of environmental legacy management, records management is crucial to the protection of health, environmental, and legal interests of the Department and the public. LM is responsible for maintaining long-term surveillance and maintenance (LTS and M) records in performance of its mission. Maintaining access to the knowledge contained in these record collections is one of LM's primary responsibilities. To fulfill this responsibility, LM established a consolidated records management facility, the LM Business Center (LMBC), to house physical media records and electronic records. A new electronic record keeping system (ERKS) was needed to replace an obsolete system while helping to ensure LM is able to meet ongoing responsibilities to maintain access to knowledge and control the life cycle management of records.     Medical radiation science (MRS) disciplines include medical imaging, radiation therapy and nuclear medicine. These allied health fields are technology driven and evolving rapidly with regard to imaging and treatment techniques within the clinical environment. This research aims to identify the activities academics are currently participating in to maintain clinical currency and offer strategies to support academics to connect with an ever-changing clinical environment. A cross-sectional designed survey was sampled across the nine Australian universities where MRS programmes are offered. The survey targeted academic teaching staff that were working in MRS programmes at the time of distribution (n ≈ 90). Enablers and barriers to maintaining clinical currency as well as support to participate in continuing professional development were rated by the respondents. Descriptive statistics were used to analyse quantitative data, and free-text comment responses were collated and themed. There were 38 responses to the survey (42%) and all three disciplines were represented. Responses highlighted activities valued by academics as contributing to their knowledge of current practice and as resources to inform their teaching. Positive elements included participating in clinical work and research, attending clinical sites and training days and attending scientific meetings. Common barriers identified by academics in this area were time constraints, workload allocation and employer/financial support. This research has identified that Australian MRS academics participate in a broad range of activities to inform their teaching and maintain knowledge of contemporary clinical practice. A connection with the clinical world is valued highly by academics, however, access and support to maintain that link is often a difficulty and as a result for MRS teaching staff keeping up with the clinical [MRS] Joneses is often a challenge.

    The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and

    Mesa Lane Partners (MLP) partnered with the U.S. Department of Energy (DOE) to develop and implement solutions to a build a new, low-energy mixed-use building that consumes at least 50% less energy than requirements set by Energy Standard 90.1-2007 of the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE), the American National Standards Institute (ANSI), and the Illuminating Engineering Society of America (IESNA), as part of DOEs Commercial Building Partnerships (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program. The privately developed 46,000-square-foot LOOP project, which is intended to provide affordable off-campus student housing in an underserved community next to University of California at Santa Barbara, will contain more than 7,000 square feet of retail space, a roof deck, an event space, a gym, and 48 apartments. The project developer, MLP, is aiming to exceed CBP requirement, targeting energy consumption that is at least 65% less than that required by the standard. If the LOOP meets this goal, it is expected to achieve Leadership in Energy and Environmental Design (LEED) Gold certification.

    CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. The challenge is to manage this vast number of requirements to ensure they are appropriately and effectively integrated into CH2M HILL operations. Ensuring compliance with a large number of environmental requirements relies on an organization’s ability to identify, evaluate, communicate, and verify those requirements. To ensure that compliance is maintained, all changes need to be tracked. The CH2M HILL identified that the existing system used to manage environmental requirements was difficult to maintain and that improvements should be made to increase functionality. CH2M HILL established an environmental requirements management procedure and tools to assure that all environmental requirements are effectively and efficiently managed. Having a complete and accurate set of environmental requirements applicable to CH2M HILL operations will promote a more efficient approach to: • Communicating requirements • Planning work • Maintaining work controls • Maintaining compliance

A light source is positioned to illuminate at least a portion of the record, and a linear array camera is positioned to have a field of view of the illuminated portion of the record and orthogonal to the direction of record motion. The elements of the linear array are scanned at increments of motion of the record across the field of view to develop a series of signals corresponding to intensity of light at each element at each scan increment.

    Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

    Neither the National Environmental Policy Act (NEPA) nor the Council on Environmental Quality (CEQ) Regulations for implementing NEPA address the contents of an administrative record (AR). The AR typically contains the documents and information used in the development of NEPA documents and supports the decisions defined in them. The AR also should include all records pertaining to public comments and all records demonstrating the project`s efforts to involve the public. This paper will attempt to establish comprehensive guidelines to be used in assembling an AR in support of a NEPA document. While the AR is created to support an agency`s decisions, its main purpose is to demonstrate that an agency has adhered to NEPA`s procedural requirements. The CEQ requires that relevant environmental documents, comments and responses be part of the record in formal rulemaking or adjudicatory proceedings. Other Federal agency NEPA implementing procedures generally do not provide additional guidance on the contents of an AR. The CEQ and DOE guidelines make reference to the inclusion of relevant NEPA documents. The guidelines established in this paper will aid the NEPA practitioner in determining what constitutes a relevant NEPA document.

    There has been some interest lately in the need for ``authenticated signalling``, and the development of signalling specifications by the ATM Forum that support this need. The purpose of this contribution is to show that if authenticated signalling is required, then supporting signalling facilities for directory services (i.e. key management) are also required. Furthermore, this contribution identifies other security related mechanisms that may also benefit from ATM-level signalling accommodations. For each of these mechanisms outlined here, an overview of the signalling issues and a rough cut at the required fields for supporting Information Elements are provided. Finally, since each of these security mechanisms are specified by a number of different standards, issues pertaining to the selection of a particular security mechanism at connection setup time (i.e. specification of a required ``Security Quality of Service``) are also discussed.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In August 2009 ESnet and the Office of High Energy Physics (HEP), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by HEP. The International HEP community has been a leader in data intensive science from the beginning. HEP data sets have historically been the largest of all scientific data sets, and the communty of interest the most distributed. The HEP community was also the first to embrace Grid technologies. The requirements identified at the workshop are summarized below, and described in more detail in the case studies and the Findings section: (1) There will be more LHC Tier-3 sites than orginally thought, and likely more Tier-2 to Tier-2 traffic than was envisioned. It it not yet known what the impact of this will be on ESnet, but we will need to keep an eye on this traffic. (2) The LHC Tier-1 sites (BNL and FNAL) predict the need for 40-50 Gbps of data movement capacity in 2-5 years, and 100-200 Gbps in 5-10 years for HEP program related traffic. Other key HEP sites include LHC Tier-2 and Tier-3 sites, many of which are located at universities. To support the LHC, ESnet must continue its collaborations with university and international networks. (3) While in all cases the deployed 'raw' network bandwidth must exceed the user requirements in order to meet the data transfer and reliability requirements, network engineering for trans-Atlantic connectivity

    The Hanford Site is a very diverse Department of Energy (DOE) Nuclear Site in Eastern Washington State that includes: retired reactor facilities, spent fuel storage facilities, chemical separations facilities, laboratories, and plutonium separations facilities. As a result worker routine bioassays requirements may include routine whole body counting for mixed fission products, chest counting for uranium or plutonium, and/or urinalyses for plutonium, ura@u@ strontium-90, and tritium depending on work assignments. In such a situation it is easy to perform unnecessary bioassays and incur unnecessary cost. Program Implementation Fluor Daniel Hanford has been working with the Pacific Northwest National. Laboratories to reduce the number of routine bioassays in the internal dosimetry program while ensuring the program is compliant with regulatory requirements. This has been accomplished by: 1. Clearly identifying what work requires routine bioassay 2. Clearly identifying what routine bioassay is required 3. Having a system in place to make sure personnel who need routine bioassay get it and 4. Taking measures to ensure that workers who doiVt need routine bioassay don`t get it.

    In April 2013, a diverse group of researchers from the U.S. Department of Energy (DOE) scientific community assembled to assess data requirements associated with DOE-sponsored scientific facilities and large-scale experiments. Participants in the review included facilities staff, program managers, and scientific experts from the offices of Basic Energy Sciences, Biological and Environmental Research, High Energy Physics, and Advanced Scientific Computing Research. As part of the meeting, review participants discussed key issues associated with three distinct aspects of the data challenge: 1) processing, 2) management, and 3) analysis. These discussions identified commonalities and differences among the needs of varied scientific communities. They also helped to articulate gaps between current approaches and future needs, as well as the research advances that will be required to close these gaps. Moreover, the review provided a rare opportunity for experts from across the Office of Science to learn about their collective expertise, challenges, and opportunities. The "Data Crosscutting Requirements Review" generated specific findings and recommendations for addressing large-scale data crosscutting requirements.

    A system is descrbied in which an indication of the prevailing energy consumption in an electrical power metering system and a projected Power demand for one demand interval is provided at selected increments of time withm the demand interval. Each watthour meter in the system is provided with an impulse generator that generates two impulses for each revolution of the meter disc. The total pulses received frorn all the meters are continuously totaled and are fed to a plurality of parallel connected gated counters. Each counter has its gate opened at different sub-time intervals during the demand interval. A multiplier is connected to each of the gated counters except the last one and each multiplier is provided with a different multiplier constant so as to provide an estimate of the power to be drawn over the entire demand interval at the end of each of the different sub-time intervals. Means are provided for recording the ontputs from the different circuits in synchronism with the actuation oi each gate circuit.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2010 ESnet and the Office of Biological and Environmental Research, of the DOE Office of Science, organized a workshop to characterize the networking requirements of the science programs funded by BER. The requirements identified at the workshop are summarized and described in more detail in the case studies and the Findings section. A number of common themes emerged from the case studies and workshop discussions. One is that BER science, like many other disciplines, is becoming more and more distributed and collaborative in nature. Another common theme is that data set sizes are exploding. Climate Science in particular is on the verge of needing to manage exabytes of data, and Genomics is on the verge of a huge paradigm shift in the number of sites with sequencers and the amount of sequencer data being generated.

    The Medium-energy Electron Ion Collider (MEIC), proposed by Jefferson Lab, consists of a series of accelerators. At the top energy are the electron and ion collider rings. For the ion ring, it accelerates five long ion bunches to colliding energy and rebunches ions into a train of very short bunches before colliding. A set of low frequency RF system is needed for the long ion bunch energy ramping. Another set of high frequency RF cavities is needed to rebunch ions. For the electron ring, superconducting RF (SRF) cavities are needed to compensate the synchrotron radiation energy loss. The impedance of the SRF cavities must be low enough to keep the high current electron beam stable. The preliminary design requirements of these RF cavities are presented.

    The Iraq Department of Border Enforcement is rich in personnel, but poor in equipment. An effective border control system must include detection, discrimination, decision, tracking and interdiction, capture, identification, and disposition. An equipment solution that addresses only a part of this will not succeed, likewise equipment by itself is not the answer without considering the personnel and how they would employ the equipment. The solution should take advantage of the existing in-place system and address all of the critical functions. The solutions are envisioned as being implemented in a phased manner, where Solution 1 is followed by Solution 2 and eventually by Solution 3. This allows adequate time for training and gaining operational experience for successively more complex equipment. Detailed descriptions of the components follow the solution descriptions. Solution 1 - This solution is based on changes to CONOPs, and does not have a technology component. It consists of observers at the forts and annexes, forward patrols along the swamp edge, in depth patrols approximately 10 kilometers inland from the swamp, and checkpoints on major roads. Solution 2 - This solution adds a ground sensor array to the Solution 1 system. Solution 3 - This solution is based around installing a radar/video camera system on each fort. It employs the CONOPS from Solution 1, but uses minimal ground sensors deployed only in areas with poor radar/video camera coverage (such as canals and streams shielded by vegetation), or by roads covered by radar but outside the range of the radar associated cameras. This document provides broad operational requirements for major equipment components along with sufficient operational details to allow the technical community to identify potential hardware candidates. Continuing analysis will develop quantities required and more detailed tactics, techniques, and procedures.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. Due to the projected growth in wide area data transfer needs, the ASCR supercomputer centers all expect to deploy and use 100 Gigabit per second networking technology for wide area connectivity as soon as that deployment is financially feasible. In addition to the network connectivity that ESnet provides, the ESnet Collaboration Services (ECS) are critical to several science communities. ESnet identity and trust services, such as the DOEGrids certificate authority, are widely used both by the supercomputer centers and by collaborations such as Open Science Grid (OSG) and the Earth System Grid (ESG).     The requirements for the reporting of polychlorinated biphenyl (PCB)-related activities are found in 40 Code of Federal Regulations (CFR) 761 Subpart J, "General Records and Reports." The PCB Annual Document Log is a detailed record of the PCB waste handling activities at the facility. The facility must prepare it each year by July 1 and maintain it at the facility for at least 3 years after the facility ceases using or storing PCBs and PCB items. While submittal of the PCB Annual Document Log to the U.S. Environmental Protection Agency (EPA) is not required by regulation, EPA has verbally requested in telephone conversations that this report be submitted to them on an annual basis. The Annual Records are not required to be submitted to EPA and are not considered to be part of the Annual Document Log, but are included to provide the complete disposition history or status of all PCB activities during the year. The Annual Document Log section of this report (Section 2.0) meets the requirements of 40 CFR 761.180(a)(2), as applicable, while the Annual Records section (Section 3.0) meets the requirement of 40 CFR 761.180(a)(1).

    The United States Government (USG) Full Operational Capability (FOC) Open Skies aircraft (OC-135) will be equipped with an Infrared Line Scanner AN/AAD-5, fully compliant with the treaty requirements. An extensive trade study is conducted to explore the possibility of switching from film recording to either analog or digital magnetic tape recording when the AAD-5 IRLS is flown in the Open Skies Aircraft. This paper presents preliminary trade study results and the overall conclusions and recommendations based on the analysis. A flight measurement program is now being carried out under the Follow On Sensor Evaluation Program (FOSEP) to evaluate the digital magnetic recording as compared to the film recording and the results of these fight measurement will be presented at a later date. 6 figs., 4 tabs.

    The Spent Nuclear Fuel (SNF) Project document control and records management program, as defined within this document, is based on a broad spectrum of regulatory requirements, Department of Energy (DOE) and Project Hanford and SNF Project-specific direction and guidance. The SNF Project Execution Plan, HNF-3552, requires the control of documents and management of records under the auspices of configuration control, conduct of operations, training, quality assurance, work control, records management, data management, engineering and design control, operational readiness review, and project management and turnover. Implementation of the controls, systems, and processes necessary to ensure compliance with applicable requirements is facilitated through plans, directives, and procedures within the Project Hanford Management System (PHMS) and the SNF Project internal technical and administrative procedures systems. The documents cited within this document are those which directly establish or define the SNF Project document control and records management program. There are many peripheral documents that establish requirements and provide direction pertinent to managing specific types of documents that, for the sake of brevity and clarity, are not cited within this document.

    Hanford, by all accounts, is an enormous and complex project, with thousands of disparate, but co-mingled activities in motion on any given day. The primary target of the mission at Hanford is cleanup of the 586 square-mile site, but there is the equally vital mission of site services and infrastructure. Without functions like the well-maintained site roads, electricity, water, and emergency management services, not a single cleanup project could be undertaken. As the cleanup projects evolve - with new work-scope emerging, while existing projects are completed - there becomes a very real need to keep projects integrated and working to the same 'blueprint'. And the Hanford blueprint extends for years and includes myriad variables that come with meeting the challenges and complexities associated with Hanford cleanup. Because of an innovative and unique contracting strategy, the Department of Energy (DOE) found a way to keep the cleanup projects un-encumbered from the side task of having to self-provide their individual essential site services, thus allowing the cleanup contractors to concentrate their efforts on their primary mission of cleaning up the site. These infrastructure and support services also need to be provided efficiently and cost effectively - done primarily through 'right-sizing' efforts. The real innovation came when DOE had the foresight to include a second provision in this contract which specifically asked for a specialized role of site integrator and innovator, with a special emphasis placed on providing substantial cost savings for the government. The need for a true site integrator function was necessitated by the ever-increasing complexity of projects at Hanford and the progression of cleanup at others. At present, there are two main DOE offices overseeing the cleanup work and six primary contractors performing that work.
