    Since 1905, Albert Einstein's ''miraculous year'', modern physics has advanced explosively. In 2005, the World Year of Physics, a session at the SAA Annual meeting discusses three institutional initiatives--Einstein's collected papers, an international geophysical program, and a research laboratory--to examine how physics and physicists are documented and how that documentation is being collected, preserved, and used. This paper provides a brief introduction to the research laboratory (SLAC), discusses the origins of the SLAC Archives and History Office, its present-day operations, and the present and future challenges it faces in attempting to preserve an accurate historical record of SLAC's activities.

    The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for the decommissioning of NRC-licensed facilities. As a part of this action, the Commission published in the Federal Register (59 FR 43200), on August 22, 1994, a proposed rule on radiological criteria for decommissioning, soliciting comments both on the rule as proposed and on certain specific items as identified in its supplementary statement of considerations. A draft Generic Environmental Impact Statement (GEIS) in support of the rule, also published in August 1994 as NUREG-1496, along with its Appendix A (NUREG-1501), were also made available for comment. A staff working draft on regulatory guidance (NUREG-1500)was also made available. This report summarizes the 1,309 comments on the proposed rule and supplementary items and the 311 comments on the GEIS as excerpted from 101 docketed letters received associated in the Federal/Register notice. Comments from two NRC/Agreement-States meetings are also summarized.

    An improved receiver and receiver mount for calutrons are described. The receiver can be manipulated from outside the tank by a single control to position it with respect to the beam. A door can be operated exteriorly also to prevent undesired portions of the beam from entering the receiver. The receiver has an improved pocket which is more selective in the ions collected.     S>This patent relates to improvements in calutron devices and, more specifically, describes a receiver fer collecting the ion curreot after it is formed into a beam of non-homogeneous isotropic cross-section. The invention embodies a calutron receiver having an ion receiving pocket for separately collecting and retaining ions traveling in a selected portion of the ion beam and anelectrode for intercepting ions traveling in another selected pontion of the ion beam. The electrode is disposed so as to fix the limit of one side of the pontion of the ion beam admitted iato the ion receiving pocket.

    A novel calutron receiver is described for collecting the constituent material of two closely adjacent selected portions of an ion beam in separate compartments. The receiver is so conntructed that ion scatter and intermixing of the closely adjacent beam portions do nnt occur when the ions strike the receiver structure, and the beam is sharply separated Into the two compartments. In essence, these desirable results are achieved by inclining the adjoining wall of one compartment with respect to the approaching ions to reduce possible rebounding of ions from the compartment into the adjacent compartment.

    An improvement in a calutron receiver for collecting the isotopes ts described. The electromagnetic separation of the isotopes produces a mass spectrum of closely adjacent beams of ions at the foci regions, and a dividing wall between the two pockets is arranged at an angle. Substantially all of the tons of the less abundant isotope enter one of the pockets and strike one side of the wall directly, while substantially none of the tons entering the other pocket strikes the wall directly.

    The apparatus for collecting radiant energy and converting same to alternate energy form includes a housing having an interior space and a radiation transparent window allowing, for example, solar radiation to be received in the interior space of the housing. Means are provided for passing a stream of fluid past said window and for injecting radiation absorbent particles in said fluid stream. The particles absorb the radiation and because of their very large surface area, quickly release the heat to the surrounding fluid stream. The fluid stream particle mixture is heated until the particles vaporize. The fluid stream is then allowed to expand in, for example, a gas turbine to produce mechanical energy. In an aspect of the present invention properly sized particles need not be vaporized prior to the entrance of the fluid stream into the turbine, as the particles will not damage the turbine blades. In yet another aspect of the invention, conventional fuel injectors are provided to inject fuel into the fluid stream to maintain the proper temperature and pressure of the fluid stream should the source of radiant energy be interrupted. In yet another aspect of the invention, an apparatus is provided which includes means for providing a hot fluid stream having hot particles disbursed therein which can radiate energy, means for providing a cooler fluid stream having cooler particles disbursed therein, which particles can absorb radiant energy and means for passing the hot fluid stream adjacent the cooler fluid stream to warm the cooler fluid and cooler particles by the radiation from the hot fluid and hot particles.

    This invention is an ultra-low frequency electromagnetic telemetry receiver which fuses multiple input receive sources to synthesize a decodable message packet from a noise corrupted telemetry message string. Each block of telemetry data to be sent to the surface receiver from a borehole tool is digitally encoded into a data packet prior to transmission. The data packet is modulated onto the ULF EM carrier wave and transmitted from the borehole to the surface and then are simultaneously detected by multiple receive sensors disbursed within the rig environment. The receive sensors include, but are not limited to, electric field and magnetic field sensors. The spacing of the surface receive elements is such that noise generators are unequally coupled to each receive element due to proximity and/or noise generator type (i.e. electric or magnetic field generators). The receiver utilizes a suite of decision metrics to reconstruct the original, non noise-corrupted data packet from the observation matrix via the estimation of individual data frames. The receiver will continue this estimation process until: 1) the message validates, or 2) a preset "confidence threshold" is reached whereby frames within the observation matrix are no longer "trusted".

    certified reference materials (CRM), all having an isotopic purity of at least 99.4% {sup 233}U and including materials up to 99.996% purity. Current plans include rescuing the purest {sup 233}U materials during a 3-year project beginning in FY 2012 in three phases involving preparations, handling preserved materials, and cleanup. The first year will involve preparations for handling the rescued material for sampling, analysis, distribution, and storage. Such preparations involve modifying or developing work control documents and physical preparations in the laboratory, which include preparing space for new material-handling equipment and procuring and (in some cases) refurbishing equipment needed for handling {sup 233}U or qualifying candidate CRM. Once preparations are complete, an evaluation of readiness will be conducted by independent reviewers to verify that the equipment, work controls, and personnel are ready for operations involving handling radioactive materials with nuclear criticality safety as well as radiological control requirements. The material-handling phase will begin in FY 2013 and be completed early in FY 2014, as currently scheduled. Material handling involves retrieving candidate CRM items from the ORNL storage facility and shipping them to another laboratory at ORNL; receiving and handling rescued items at the laboratory (including any needed initial processing, acquisition and analysis of samples from each item, and preparation for shipment); and shipping bulk material to destination labs or to a yet-to-be-designated storage location. There are seven groups of {sup 233}U identified for handling based on isotopic purity that require the utmost care to prevent cross-contamination. The last phase, cleanup, also will be completed in 2014. It involves cleaning and removing the equipment and material-handling boxes and characterizing, documenting, and disposing of waste.     A receiver is described for collecting isotopes in a calutron The receiver has several compartments, formed by a sertes of parallel metal plates and an open front. Each plate has flanges which space it from the other plates and a flexible extension pressing against a common supporting red to maintain the plate in assembled relation when all but the last rod is removed.     An improved long-life design for solar energy receivers provides for greatly reduced thermally induced stress and permits the utilization of less expensive heat exchanger materials while maintaining receiver efficiencies in excess of 85% without undue expenditure of energy to circulate the working fluid. In one embodiment, the flow index for the receiver is first set as close as practical to a value such that the Graetz number yields the optimal heat transfer coefficient per unit of pumping energy, in this case, 6. The convective index for the receiver is then set as closely as practical to two times the flow index so as to obtain optimal efficiency per unit mass of material.

    An improved tower-mounted central solar energy receiver for heating air drawn through the receiver by an induced draft fan. A number of vertically oriented, energy absorbing, fin-shaped slats are radially arranged in a number of concentric cylindrical arrays on top of the tower coaxially surrounding a pipe having air holes through which the fan draws air which is heated by the slats which receive the solar radiation from a heliostat field. A number of vertically oriented and wedge-shaped columns are radially arranged in a number of concentric cylindrical clusters surrounding the slat arrays. The columns have two mirror-reflecting sides to reflect radiation into the slat arrays and one energy absorbing side to reduce reradiation and reflection from the slat arrays.

It provides a road map to the safety and health hazard identification and control requirements contained in the Department`s orders and provides EM guidance on the applicability and integration of these requirements. This includes a definition of four classes of facilities (nuclear, non-nuclear, radiological, and other industrial); the thresholds for facility hazard classification; and applicable safety and health hazard identification, controls, and documentation. The standard applies to the classification, development, review, and approval of hazard identification and control documentation for EM facilities.

    At present, most companies in the hazardous materials process industries are knowledgeable in the requirements of the OSHA Process Safety Management (PSM) standard (29 CFR 1910.119), issued in May of 1992. The current question facing many of these companies is no longer ``How does one comply?`` but rather, ``What does one do with all the documentation generated from the OSHA PSM Standard?``. Using an Electronic Performance Support System (EPSS) for delivering and controlling OSHA PSM documentation will be discussed.     Sweet sorghum stalks (42% sugar, dry basis (d.b.)) and bagasse (10% sugar, d.b.) from a cane mill were stored to preserve sugar. Bagasse and stalks were stored outdoors in sealed containers (anaerobic conditions). Treatments included using carbon dioxide or sulfur dioxide atmospheres or surface spraying with propionic acid or aqueous ammonia. Stalks were also stored outdoors under aerobic conditions. Treatments included drying the stalks or spraying with propionic acid. After 200 days, propionic acid (anaerobic) and SO/sub 2/-treated stalks had 34% and 19% of the original sugar remaining, respectively. No other samples had more than 3% of the original sugar remaining. 28 references, 6 tables.

    The Plant Control System (PCS) is a heterogeneous computer system composed of numerous sub-systems. The PCS represents every major computer system that is used to support operation of the Waste Receiving and Processing (WRAP) facility. This document, the System Design Description (PCS SDD), includes several chapters and appendices. Each chapter is devoted to a separate PCS sub-system. Typically, each chapter includes an overview description of the system, a list of associated documents related to operation of that system, and a detailed description of relevant system features. Each appendice provides configuration information for selected PCS sub-systems. The appendices are designed as separate sections to assist in maintaining this document due to frequent changes in system configurations. This document is intended to serve as the primary reference for configuration of PCS computer systems. The use of this document is further described in the WRAP System Configuration Management Plan, WMH-350, Section 4.1.

    The United States Strategic Petroleum Reserve (SPR) maintains an underground storage system consisting of caverns that were leached or solution mined in four salt domes located near the Gulf of Mexico in Texas and Louisiana. The SPR comprises more than 60 active caverns containing approximately 700 million barrels of crude oil. Sandia National Labo- ratories (SNL) is the geotechnical advisor to the SPR. As the most pressing need at the inception of the SPR was to create and fill storage volume with oil, the decision was made to leach the caverns and fill them simultaneously (leach-fill). Therefore, A.J. Russo developed SANSMIC in the early 1980s which allows for a transient oil-brine interface (OBI) making it possible to model leach-fill and withdrawal operations. As the majority of caverns are currently filled to storage capacity, the primary uses of SANSMIC at this time are related to the effects of small and large withdrawals, expansion of existing caverns, and projecting future pillar to diameter ratios. SANSMIC was identified by SNL as a priority candidate for qualification. This report continues the quality assurance (QA) process by documenting the "as built" mathematical and numerical models that comprise this document. The pro- gram flow is outlined and the models are discussed in detail. Code features that were added later or were not documented previously have been expounded. No changes in the code's physics have occurred since the original documentation (Russo, 1981, 1983) although recent experiments may yield improvements to the temperature and plume methods in the future.
