    The apparatus for collecting radiant energy and converting same to alternate energy form includes a housing having an interior space and a radiation transparent window allowing, for example, solar radiation to be received in the interior space of the housing. Means are provided for passing a stream of fluid past said window and for injecting radiation absorbent particles in said fluid stream. The particles absorb the radiation and because of their very large surface area, quickly release the heat to the surrounding fluid stream. The fluid stream particle mixture is heated until the particles vaporize. The fluid stream is then allowed to expand in, for example, a gas turbine to produce mechanical energy. In an aspect of the present invention properly sized particles need not be vaporized prior to the entrance of the fluid stream into the turbine, as the particles will not damage the turbine blades. In yet another aspect of the invention, conventional fuel injectors are provided to inject fuel into the fluid stream to maintain the proper temperature and pressure of the fluid stream should the source of radiant energy be interrupted. In yet another aspect of the invention, an apparatus is provided which includes means for providing a hot fluid stream having hot particles disbursed therein which can radiate energy, means for providing a cooler fluid stream having cooler particles disbursed therein, which particles can absorb radiant energy and means for passing the hot fluid stream adjacent the cooler fluid stream to warm the cooler fluid and cooler particles by the radiation from the hot fluid and hot particles. 5 figs.

    This invention is an ultra-low frequency electromagnetic telemetry receiver which fuses multiple input receive sources to synthesize a decodable message packet from a noise corrupted telemetry message string. Each block of telemetry data to be sent to the surface receiver from a borehole tool is digitally encoded into a data packet prior to transmission. The data packet is modulated onto the ULF EM carrier wave and transmitted from the borehole to the surface and then are simultaneously detected by multiple receive sensors disbursed within the rig environment. The receive sensors include, but are not limited to, electric field and magnetic field sensors. The spacing of the surface receive elements is such that noise generators are unequally coupled to each receive element due to proximity and/or noise generator type (i.e. electric or magnetic field generators). The receiver utilizes a suite of decision metrics to reconstruct the original, non noise-corrupted data packet from the observation matrix via the estimation of individual data frames. The receiver will continue this estimation process until: 1) the message validates, or 2) a preset "confidence threshold" is reached whereby frames within the observation matrix are no longer "trusted".

    Neuronal activity arises from an interaction between ongoing firing generated spontaneously by neural circuits and responses driven by external stimuli. Using mean-field analysis, we ask how a neural network that intrinsically generates chaotic patterns of activity can remain sensitive to extrinsic input. We find that inputs not only drive network responses, but they also actively suppress ongoing activity, ultimately leading to a phase transition in which chaos is completely eliminated. The critical input intensity at the phase transition is a nonmonotonic function of stimulus frequency, revealing a 'resonant' frequency at which the input is most effective at suppressing chaos even though the power spectrum of the spontaneous activity peaks at zero and falls exponentially. A prediction of our analysis is that the variance of neural responses should be most strongly suppressed at frequencies matching the range over which many sensory systems operate.

In a differential configuration, .+-.UWB inputs are connected to separate antennas or to two halves of a dipole antenna. The two input lines include samplers which are commonly strobed by a gating pulse with a very low duty cycle. In a single ended configuration, only a single strobed input line and sampler is utilized. The samplers integrate, or average, up to 10,000 pulses to achieve high sensitivity and good rejection of uncorrelated signals.

    A novel technique and structure that maximizes the extraction of information from reference pulses for UWB-TR receivers is introduced. The scheme efficiently processes an incoming signal to suppress different types of UWB as well as non-UWB interference prior to signal detection. Such a method and system adds a feedback loop mechanism to enhance the signal-to-noise ratio of reference pulses in a conventional TR receiver. Moreover, sampling the second order statistical function such as, for example, the autocorrelation function (ACF) of the received signal and matching it to the ACF samples of the original pulses for each transmitted bit provides a more robust UWB communications method and system in the presence of channel distortions.

    An improved tower-mounted central solar energy receiver for heating air drawn through the receiver by an induced draft fan is described. A number of vertically oriented, energy absorbing, fin-shaped slats are radially arranged in a number of concentric cylindrical arrays on top of the tower coaxially surrounding a pipe having air holes through which the fan draws air which is heated by the slats which receive the solar radiation from a heliostat field. A number of vertically oriented and wedge-shaped columns are radially arranged in a number of concentric cylindrical clusters surrounding the slat arrays. The columns have two mirror-reflecting sides to reflect radiation into the slat arrays and one energy absorbing side to reduce reradiation and reflection from the slat arrays.

    A surface acoustic wave (SAW) correlator spread-spectrum (SS) receiver is disclosed which utilizes a first demodulation stage with a chip length n and a second demodulation stage with a chip length m to decode a transmitted SS signal having a code length l=n.times.m which can be very long (e.g. up to 2000 chips or more). The first demodulation stage utilizes a pair of SAW correlators which demodulate the SS signal to generate an appropriate code sequence at an intermediate frequency which can then be fed into the second demodulation stage which can be formed from another SAW correlator, or by a digital correlator. A compound SAW correlator comprising two input transducers and a single output transducer is also disclosed which can be used to form the SAW correlator SS receiver, or for use in processing long code length signals.

    The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

    Several major conceptual design studies of solar central receiver systems and components have been completed in the last year. The results of these studies are used to compare the projected cost of electric power generation using central receiver systems with that of more conventional power generation. The cost estimate for a molten salt central receiver system is given. Levelized busbar energy cost is shown as a function of annual capacity factor indicating the fraction of the cost due to each of the subsystems. The estimated levelized busbar energy cost for a central receiver (70 to 90 mills per kilowatt hour) is compared with the levelized busbar energy cost for a new coal fired Rankine cycle plant. Sensitivities to the initial cost of coal and the delta fuel escalation are shown. (WHK)

The receiver includes a V-shaped aluminum extrusion having a pair of outer faces each formed with a channel receiving a string of solar cells in thermal contact with the extrusion. Each cell string is attached to a continuous glass cover secured within the channel with spring clips to isolate the string from the external environment. Repair or replacement of solar cells is effected simply by detaching the spring clips to remove the cover/cell assembly without interrupting circulation of coolant fluid through the receiver. The lower surface of the channel in thermal contact with the cells of the string is anodized to establish a suitable standoff voltage capability between the cells and the extrusion. Primary electrical insulation is provided by a dielectric tape disposed between the coolant tube and extrusion. Adjacent solar cells are soldered to interconnect members designed to accommodate thermal expansion and mismatches. The coolant tube is clamped into the extrusion channel with a releasably attachable clamping strip to facilitate easy removal of the receiver from the coolant circuit.

    A hybrid high-temperature solar receiver is provided which comprises a solar heat-pipe-receiver including a front dome having a solar absorber surface for receiving concentrated solar energy, a heat pipe wick, a rear dome, a sidewall joining the front and the rear dome, and a vapor and a return liquid tube connecting to an engine, and a fossil fuel fired combustion system in radial integration with the sidewall for simultaneous operation with the solar heat pipe receiver, the combustion system comprising an air and fuel pre-mixer, an outer cooling jacket for tangentially introducing and cooling the mixture, a recuperator for preheating the mixture, a burner plenum having an inner and an outer wall, a porous cylindrical metal matrix burner firing radially inward facing a sodium vapor sink, the mixture ignited downstream of the matrix forming combustion products, an exhaust plenum, a fossil-fuel heat-input surface having an outer surface covered with a pin-fin array, the combustion products flowing through the array to give up additional heat to the receiver, and an inner surface covered with an extension of the heat-pipe wick, a pin-fin shroud sealed to the burner and exhaust plenums, an end seal, a flue-gas diversion tube and a flue-gas valve for use at off-design conditions to limit the temperature of the pre-heated air and fuel mixture, preventing pre-ignition.

    Stirling-cycle engines have been identified as a promising technology for the conversion of concentrated solar energy into usable electrical power. In previous experimented work, we have demonstrated that a heat pipe receiver can significantly improve system performance-over a directly-illuminated heater head. The design and operating conditions of a heat pipe receiver differ significantly from typical laboratory heat pipes. New wick structures have been developed to exploit the characteristics of the solar generation system. Typically, these wick structures allow vapor generation within the wick. Conventional heat pipe models do not handle this enhancement yet it can more than double the performance of the wick. In this study, I develop a steady-state model of a boiling-enhanced wick for a solar heat pipe receiver. The model is used for design-point calculations and is written in FORTRAN90. Some limited comparisons have been made with actual test data.

    The 2009 FFRDC survey collected the total number of postdocs employed by FFRDCs in the United States—categorized by source of support, citizenship, sex, and field of research—as of October 1, 2009. The universe for the 2009 GSS-FFRDC survey was the Master Government List of Federally Funded Research and Development Centers. The 2009 survey also contacted the NIH’s Intramural Research Program because it employs the largest number of postdocs in the federal government. The FFRDC survey collected data via a web instrument. Topics included the type of support the postdocs received (federal and nonfederal), their sex, citizenship, race/ethnicity, and field of research.

Here we show that CD9 plays a stimulus-independent role in angiogenesis and that inhibiting CD9 expression or function is a potential antiangiogenic therapy. Knocking down CD9 expression significantly inhibited in vitro endothelial cell migration and invasion induced by vascular endothelial growth factor (VEGF) or hepatocyte growth factor (HGF). Injecting CD9-specific small interfering RNA (siRNA-CD9) markedly inhibited HGF- or VEGF-induced subconjunctival angiogenesis in vivo. Both results revealed potent and stimulus-independent antiangiogenic effects of targeting CD9. Furthermore, intravitreous injections of siRNA-CD9 or anti-CD9 antibodies were therapeutically effective for laser-induced retinal and choroidal neovascularization in mice, a representative ocular angiogenic disease model. In terms of the mechanism, growth factor receptor and downstream signaling activation were not affected, whereas abnormal localization of integrins and membrane type-1 matrix metalloproteinase was observed during angiogenesis, by knocking down CD9 expression. Notably, knocking down CD9 expression did not induce death and mildly inhibited proliferation of quiescent endothelial cells under conditions without an angiogenic stimulus. Thus, CD9 does not directly affect growth factor-induced signal transduction, which is required in angiogenesis and normal vasculature, but is part of the angiogenesis machinery in endothelial cells during angiogenesis. In conclusion, targeting CD9 produced stimulus-independent antiangiogenic effects predominantly in activated endothelial cells during angiogenesis, and appears to be an effective and safe antiangiogenic approach. These results shed light on the biological roles of CD9 and may lead to novel antiangiogenic therapies.

    The Federal Fleet Conversion Task Force was created by Executive Order 12844, signed by President Clinton on April 21, 1993. In the Order, the President directed that purchases of alternative fueled vehicles by the Federal Government be substantially increased beyond the levels required by current law. The President charged the Task Force with developing recommendations for carrying out the Executive Order, with special emphasis on setting a course that will lead to the widespread use of alternative fueled vehicles by Federal, State, and local government fleets, by private fleets and, ultimately, by individuals. The chief recommendation of the Task Force is the establishment of a Presidential Clean Cities Initiative. To support creation of the Presidential Initiative, the Task Force identified 38 cities and regions, prioritized into three tiers, for concentrating the Initiative`s efforts in Fiscal Years 1994 through 1996. This concentration of effort is key to the effectiveness of the Initiative. The 38 cities and regions would receive priority funding for Federal vehicle purchases and for infrastructure development. In addition, the Task Force has made specific recommendations for overcoming numerous regulatory, economic, and technical barriers that have slowed the introduction of alternative fueled vehicles into general use.

A second charge storage capacitor is connected between the receiver input and the first diode.     We theoretically study the quantum receivers with adaptive measurements feedback for discriminating quadrature amplitude modulation (QAM) coherent states in terms of average symbol error rate. For rectangular 16-QAM signal set, with different stages of adaptive measurements, the effects of realistic imperfection parameters including the sub-unity quantum efficiency and the dark counts of on-off detectors, as well as the transmittance of beam splitters and the mode mismatch factor between the signal and local oscillating fields on the symbol error rate are separately investigated through Monte Carlo simulations. Using photon-number-resolving detectors (PNRD) instead of on-off detectors, all the effects on the symbol error rate due to the above four imperfections can be suppressed in a certain degree. The finite resolution and PNR capability of PNRDs are also considered. We find that for currently available technology, the receiver shows a reasonable gain from the standard quantum limit (SQL) with moderate stages.

    In 2005, the Environmental Protection Agency (EPA) finalized two regulations, the Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule CAMR, that would reduce emissions from coal-fired power plants in the United States. Both CAIR and CAMR are included in the Annual Energy Outlook 2006 reference case. The EPA has received 11 petitions for reconsideration of CAIR and has provided an opportunity for public comment on reconsidering certain aspects of CAIR. Public comments were accepted until January 13, 2006. The EPA has also received 14 petitions for reconsideration of CAMR and is willing to reconsider certain aspects of the rule. Public comments were accepted for 45 days after publication of the reconsideration notice in the Federal Register. Several states and organizations have filed lawsuits against CAMR. The ultimate decision of the courts will have a significant impact on the implementation of CAMR.

    In a ''green roof,'' a layer of vegetation (e.g., a roof garden) covers the surface of a roof to provide shade, cooler indoor and outdoor temperatures, and effective storm-water management to reduce runoff. The main components are waterproofing, soil, and plants. There are two basic kinds: intensive and extensive. An intensive green roof often features large shrubs and trees, and it can be expensive to install and maintain. An extensive green roof features shallow soil and low-growing, horizontally spreading plants that can thrive in the alpine conditions of many rooftops. These plants do not require a lot of water or soil, and they can tolerate a significant amount of exposure to the sun and wind. This Federal Technology Alert focuses on the benefits, design, and implementation of extensive green roofs and includes criteria for their use on federal facilities.

    A heliostat reflector assembly for a solar central receiver system comprises a light-weight, readily assemblable frame which supports a sheet of stretchable reflective material and includes mechanism for selectively applying tension to and positioning the sheet to stretch it to optical flatness. The frame is mounted on and supported by a pipe pedestal assembly that, in turn, is installed in the ground. The frame is controllably driven in a predetermined way by a light-weight drive system so as to be angularly adjustable in both elevation and azimuth to track the sun and efficiently continuously reflect the sun's rays to a focal zone, i.e. central receiver, which forms part of a solar energy utilization system, such as a solar energy fueled electrical power generation system. The frame may include a built-in system for testing for optical flatness of the reflector. The preferable geometric configuration of the reflector is octagonal; however, it may be other shapes, such as hexagonal, pentagonal or square. Several different embodiments of means for tensioning and positioning the reflector to achieve optical flatness are disclosed. The reflector assembly is based on the stretch frame concept which provides an extremely light-weight, simple, low-cost reflector assembly that may be driven for positioning and tracking by a light-weight, inexpensive drive system.

    The overall, long term objective of the Solar Central Receiver Hybrid Power System is to identify, characterize, and ultimately demonstrate the viability and cost effectiveness of solar/fossil, steam Rankine cycle, hybrid power systems that: (1) consist of a combined solar central receiver energy source and a nonsolar energy source at a single, common site, (2) may operate in the base, intermediate, and peaking capacity modes, (3) produce the rated output independent of variations in solar insolation, (4) provide a significant savings (50% or more) in fuel consumpton, and (5) produce power at the minimum possible cost in mills/kWh. It is essential that these hybrid concepts be technically feasible and economically competitive with other systems in the near to mid-term time period (1985-1990) on a commercial scale. The program objective for Phase I is to identify and conceptually characterize solar/fossil steam Rankine cycle, commercial-scale, power plant systems that are economically viable and technically feasible. This volume contains appendices to the conceptual design and systems analysis studies gien in Volume II, Books 1 and 2. (WHK)

    An improved coolant flow control for use in radiant energy receivers of the type having parallel flow paths is disclosed. A coolant performs as a temperature dependent valve means, increasing flow in the warmer flow paths of the receiver, and impeding flow in the cooler paths of the receiver. The coolant has a negative temperature coefficient of viscosity which is high enough such that only an insignificant flow through the receiver is experienced at the minimum operating temperature of the receiver, and such that a maximum flow is experienced at the maximum operating temperature of the receiver. The valving is accomplished by changes in viscosity of the coolant in response to the coolant being heated and cooled. No remotely operated valves, comparators or the like are needed.

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

    The Federal Demonstration Project is a cooperative effort between a number of universities, a private research institute, and several federal agencies to increase research productivity by eliminating unnecessary administrative procedures and by streamlining and standardizing needed controls. The Project aims to locate responsibility for decision-making as close as possible to principal investigators while maintaining necessary institutional and agency oversight to ensure accountability. By freeing researchers from some of their paperwork burden, more efficient research administration systems will enable investigators to spend more of their time doing science and engineering. The Federal Demonstration Project is an outgrowth of an earlier activity sponsored by five major federal R D agencies at the Florida State University System and the University of Miami. In Florida, the focus was on standardizing and streamlining procedures for administering research grants after the grants had been awarded to the universities. (See Attachment 1 for descriptions of the demonstrations carried out under the Florida Demonstration Project). In May 1988, the most successful of the demonstrated procedures were approved by the US Office of Management and Budget for use in grants awarded by any federal agency to any research organization. The new procedures give agencies authority to waive requirements that grantees obtain federal approval prior to taking a number of administrative actions with respect to grant management. The FDP institutions together with the participating federal agencies are designing and demonstrating innovative research administration procedures and are assessing the impact of those new procedures.

    The design of a hybrid solar/gas heat pipe receiver for the SBP 9 kW dish/Stirling system using a United Stirling AB V160 Stirling engine and the results of on-sun testing in alternative and parallel mode will be reported. The receiver is designed to transfer a thermal power of 35 kW. The heat pipe operates at around 800 C, working fluid is sodium. Operational options are solar-only, gas augmented and gas-only mode. Also the design of a second generation hybrid heat pipe receiver currently developed under a EU-funded project, based on the experience gained with the first hybrid receiver, will be reported. This receiver is designed for the improved SPB/L. and C.-10 kW dish/Stirling system with the reworked SOLO V161 Stirling engine.

  18. Determining Price Reasonableness in Federal ESPCs

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

Over the four years covered in this document, the Alliance To Save Energy conducted liaison with the private sector through our Federal Energy Productivity Task Force. In this time, the Alliance held several successful workshops on the uses of metering in Federal facilities and other meetings. We also conducted significant research on energy efficiency, financing, facilitated studies of potential energy savings in energy intensive agencies, and undertook other tasks outlined in this report.

    The impossibility of perfectly discriminating non orthogonal quantum states imposes far-reaching consequences both on quantum and classical communication schemes. We propose and numerically analyze an optimized quantum receiver for the discrimination of phase encoded signals. Our scheme outperforms the standard quantum limit and approaches the Helstrom bound for any signal power. The discrimination is performed via an optimized, feedback-mediated displacement prior to a photon counting detector. We provide a detailed analysis of the influence of excess noise and technical imperfections on the average error probability. The results demonstrate the receiver's robustness and show that it can outperform any classical receiver over a wide range of realistic parameters.

    We present a quantum receiver for quadrature amplitude modulation (QAM) coherent states discrimination with homodyne-displacement hybrid structure. Our strategy is to carry out two successive measurements on parts of the quantum states. The homodyne result of the first measurement reveals partial information about the state and is forward to a displacement receiver, which finally identifies the input state by using feedback to adjust a reference field. Numerical simulation results show that for 16-QAM, the hybrid receiver could outperform the standard quantum limit (SQL) with a reduced number of codeword interval partitions and on-off detectors, which shows great potential toward implementing the practical application.

    Reflux heat-pipe receivers have been identified as a desirable interface to couple a Stirling-cycle engine with a parabolic dish solar concentrator. The reflux receiver provides power nearly isothermally to the engine heater heads while decoupling the heater head design from the solar absorber surface design. The independent design of the receiver and engine heater head leads to higher system efficiency. Heat pipe reflux receivers have been demonstrated at approximately 65 kW{sub t} power throughput. Several 25 to 30-kW{sub e} Stirling-cycle engines are under development, and will soon be incorporated in commercial dish-Stirling systems. These engines will require reflux receivers with power throughput limits reaching 90-kW{sub t}. The extension of heat pipe technology from 60 kW{sub t} to 100 kW{sub t} is not trivial. Current heat pipe wick technology is pushed to its limits. It is necessary to develop and test advanced wick structure technologies to perform this task. Sandia has developed and begun testing a Bekaert Corporation felt metal wick structure fabricated by Porous Metal Products Inc. This wick is about 95% porous, and has liquid permeability a factor of 2 to 8 times higher than conventional technologies for a given maximum pore radius. The wick has been successfully demonstrated in a bench-scale heat pipe, and a full-scale on-sun receiver has been fabricated. This report details the wick design, characterization and installation into a heat pipe receiver, and the results of the bench-scale tests are presented. The wick performance is modeled, and the model results are compared to test results.

    The Advanced Geophysical Technology Department (6114) and the Telemetry Technology Development Department (2664) have, in conjunction with the Oil Recovery Technology Partnership, developed a Multi-Level Seismic Receiver (MLSR) for use in crosswell seismic surveys. The MLSR was designed and evaluated with the significant support of many industry partners in the oil exploration industry. The unit was designed to record and process superior quality seismic data operating in severe borehole environments, including high temperature (up to 200{degrees}C) and static pressure (10,000 psi). This development has utilized state-of-the-art technology in transducers, data acquisition, and real-time data communication and data processing. The mechanical design of the receiver has been carefully modeled and evaluated to insure excellent signal coupling into the receiver.

    Geographic information systems (GIS) technology was applied to analyze federal energy demand across the contiguous US. Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters. The analysis shows that there are potential sites in various federal energy clusters that could be evaluated further for placement of an integral pressurized-water reactor (iPWR) to support meeting federal clean energy goals.

  20. Recent reflux receiver developments under the US DOE program

    The United States Department of Energy (DOE) Solar Thermal Program, through Sandia National Laboratories (SNL), is cooperating with industry to commercialize dish-Stirling technology. Sandia and the DOE have actively encouraged the use of liquid metal reflux receivers in these systems to improve efficiency and lower the levelized cost of electricity. The reflux receiver uses two-phase heat transfer as a {open_quotes}thermal transformer{close_quotes} to transfer heat from a parabolic tracking-concentrator to the heater heads of the Stirling engine. The two-phase system leads to a higher available input temperature, lower thermal stresses, longer life, and independent design of the absorber and engine sections. Two embodiments of reflux receivers have been investigated: Pool boilers and heat pipes. Several pool-boiler reflux receivers have been successfully demonstrated on sun at up to 64 kWt throughput at SNL. In addition, a bench-scale device was operated for 7500 hours to investigate materials compatibility and boiling stability. Significant progress has also been made on heat pipe receiver technology. Sintered metal wick heat pipes have been investigated extensively for application to 7.5 kWe and 25 kWe systems. One test article has a massed over 1800 hours of on-sun operation. Another was limit tested at Sandia to 65 kWt throughput. These devices incorporate a nickel-powder thick wick structure with condensate return directly to the wick surface. Circumferential tubular arteries are optionally employed to improve the operating margin. In addition, DOE has begun a development program for advanced wick structures capable of supporting the Utility Scale Joint Venture Program, requiring up to 100 kWt throughput. Promising technologies include a brazed stainless steel powdered metal wick and a stainless steel metal felt wick. Bench-scale testing has been encouraging, and on-sun testing is expected this fall. Prototype gas-fired hybrid solar receivers have also been.

  1. Heat Pipe Solar Receiver Development Activities at Sandia National Laboratories

    Over the past decade, Sandia National Laboratories has been involved in the development of receivers to transfer energy from the focus of a parabolic dish concentrator to the heater tubes of a Stirling engine. Through the isothermal evaporation and condensation of sodium. a heat-pipe receiver can efficiently transfer energy to an engine's working fluid and compensate for irregularities in the flux distribution that is delivered by the concentrator. The operation of the heat pipe is completely passive because the liquid sodium is distributed over the solar-heated surface by capillary pumping provided by a wick structure. Tests have shown that using a heat pipe can boost the system performance by twenty percent when compared to directly illuminating the engine heater tubes. Designing heat pipe solar receivers has presented several challenges. The relatively large area ({approximately}0.2 m{sup 2}) of the receiver surface makes it difficult to design a wick that can continuously provide liquid sodium to all regions of the heated surface. Selecting a wick structure with smaller pores will improve capillary pumping capabilities of the wick, but the small pores will restrict the flow of liquid and generate high pressure drops. Selecting a wick that is comprised of very tine filaments can increase the permeability of the wick and thereby reduce flow losses, however, the fine wick structure is more susceptible to corrosion and mechanical damage. This paper provides a comprehensive review of the issues encountered in the design of heat pipe solar receivers and solutions to problems that have arisen. Topics include: flow characterization in the receiver, the design of wick systems. the minimization of corrosion and dissolution of metals in sodium systems. and the prevention of mechanical failure in high porosity wick structures.

    We propose a novel upconversion (sum frequency generation) based quantum-optical setup that can be employed as a receiver (Bob) in practical quantum key distribution systems. The pump governing the upconversion process is produced and utilized inside the physical receiver, making its access or control unrealistic for an external adversary (Eve). This pump facilitates several properties which permit Bob to define and control the modes that can participate in the quantum measurement. Furthermore, by manipulating and monitoring the characteristics of the pump pulses, Bob can detect a wide range of quantum hacking attacks launched by Eve.

The reflux receiver provides power nearly isothermally to the engine heater heads while de-coupling the heater head design from the solar absorber surface design. The independent design of the receiver and engine heater head leads to high system efficiency. Heat pipe reflux receivers have been demonstrated at approximately 30 kW{sub t} power throughput by others. This size is suitable fm engine output powers up to 10 kW{sub e}. Several 25-kW{sub e}, Stirling-cycle engines exist, as well as designs for 75-kW{sub t} parabolic dish solar concentrators. The extension of heat pipe technology from 30 kW{sub t} to 75 kW{sub t} is not trivial. Heat pipe designs are pushed to their limits, and it is critical to understand the flux profiles expected from the dish, and the local performance of the wick structure. Sandia has developed instrumentation to monitor and control the operation of heat pipe reflux receivers to test their throughput limits, and analytical models to evaluate receiver designs. In the past 1.5 years, several heat pipe receivers have been tested on Sandia`s test bed concentrators (TBC`s) and 60-kW{sub t} solar furnace. A screen-wick heat pipe developed by Dynatherm was tested to 27.5 kW{sub t} throughput. A Cummins Power Generation (CPG)/Thermacore 30-kW{sub t} heat pipe was pushed to a throughput of 41 kW{sub t} to verify design models. A Sandia-design screen-wick and artery 75-kW{sub t} heat pipe and a CPG/Thermacore 75-kW{sub t} sintered-wick heat pipe were also limit tested on the TBC. This report reviews the design of these receivers, and compares test results with model predictions.

    The objectives of the work were to demonstrate that a 100 MWe central receiver plant, using nitrate salt as the receiver coolant, thermal storage medium, and heat transport fluid in the steam generator, can 1) operate, at full load, for 6,400 hours each year using only solar energy, and 2) satisfy the DOE levelized energy cost goal of $0.09/kWhe (real 2009 $). To achieve these objectives the work incorporated a large range of tasks relating to many different aspects of a molten salt tower plant. The first Phase of the project focused on developing a baseline design for a Molten Salt Tower and validating areas for improvement. Tasks included a market study, receiver design, heat exchanger design, preliminary heliostat design, solar field optimization, baseline system design including PFDs and P&IDs and detailed cost estimate. The baseline plant met the initial goal of less than $0.14/kWhe, and reinforced the need to reduce costs in several key areas to reach the overall $0.09/kWhe goal. The major improvements identified from Phase I were: 1) higher temperature salt to improve cycle efficiency and reduce storage requirements, 2) an improved receiver coating to increase the efficiency of the receiver, 3) a large receiver design to maximize storage and meet the baseload hours objective, and 4) lower cost heliostat field. The second Phase of the project looked at advancing the baseline tower with the identified improvements and included key prototypes. To validate increasing the standard solar salt temperature to 600 °C a dynamic test was conducted at Sandia. The results ultimately proved the hypothesis incorrect and showed high oxide production and corrosion rates. The results lead to further testing of systems to mitigate the oxide production to be able to increase the salt temperature for a commercial plant. Foster Wheeler worked on the receiver design in both Phase I and Phase II looking at both design and lowering costs utilizing commercial fossil boiler manufacturing. The cost and design goals for the project were met with this task, but the most interesting results had to do with defining the failure modes and looking at a “shakedown analysis” of the combined creep-fatigue failure. A separate task also looked at improving the absorber coatings on the receiver tubes that would improve the efficiency of the receiver. Significant progress was made on developing a novel paint with a high absorptivity that was on par with the current Pyromark, but shows additional potential to be optimized further. Although the coating did not meet the emissivity goals, preliminary testing the new paint shows potential to be much more durable, and potential to improve the receiver efficiency through a higher average absorptivity over the lifetime. Additional coatings were also designed and modeled results meet the project goals, but were not tested. Testing for low cycle fatigue of the full length receiver tubes was designed and constructed, but is still currently undergoing testing. A novel small heliostat was developed through an extensive brainstorming and down select. The concept was then detailed further with inputs from component testing and eventually a full prototype was built and tested. This task met or exceeded the accuracy and structure goals and also beat the cost goal. This provides a significant solar field costs savings for Abengoa that will be developed further to be used in future commercial plants. Ultimately the $0.09/kWhe (real 2009 $) and 6,400 hours goals of the project were met.

    The Measurement database, acting as short-term central persistence and front-end of the CERN accelerator Logging Service, receives billions of time-series data per day for 200,000+ signals. A variety of data acquisition systems on hundreds of front-end computers publish source data that eventually end up being logged in the Measurement database. As part of a federated approach to data management, information about source devices are defined in a Configuration database, whilst the signals to be logged are defined in the Measurement database. A mapping, which is often complex and subject to change/extension, is required in order to subscribe to the source devices, and write the published data to the corresponding named signals. Since 2005, this mapping was done by means of dozens of XML files, which were manually maintained by multiple persons, resulting in a configuration that was error prone.     Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

    With the realignment and closure of Federal facilities, especially Department of Defense installations, Federal agencies have been presented with a unique opportunity: the chance to create and dispose of air emission reduction credits (ERCs). This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.
