    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

Generally, organizations can address their own carbon emissions through energy efficiency, fuel switching, on-site renewable energy systems, renewable energy purchased from utilities or in the form of renewable energy certificates (RECs), and carbon offsets. This paper explores the role of green power and carbon offsets in carbon footprinting and the distinctions between the two products. It reviews how leading greenhouse gas (GHG) reporting programs treat green power purchases and discusses key issues regarding how to account for the carbon benefits of renewable energy. It also discusses potential double counting if renewable energy generation is used in multiple markets.

    This closure plan describes the activities necessary to close the 324 Radiochemical Engineering Cells (REC) and High-Level Vault (HLV) in accordance with the Washington State Dangerous Waste regulations. To provide a complete description of the activities required, the closure plan relies on information contained in the 324 Building B-Cell Safety Cleanout Project (BCCP) plans, the 324 Building REC HLV Interim Waste Management Plan (IWMP), the Project Management Plan for Nuclear Facilities Management 300 Area Compliance Program, and the 324 High Level Vault Interim Removal Action Project (project management plan [PMP]). The IWMP addresses the management of mixed waste in accordance with state and federal hazardous waste regulations. It provides a strategy for managing high-activity mixed waste in compliance with Resource Conservation and Recovery Act (RCRA) requirements or provides for an alternative management approach for the waste. The BCCP outlines the past, present, and future activities necessary for removing from B-Cell the solid waste, including mixed waste generated as a result of historical research and development (R&D) activities conducted in the cell. The BCCP also includes all records and project files associated with the B-Cell cleanout. This information is referenced throughout the closure plan. The PMP sets forth the plans, organization, and systems that Pacific Northwest National Laboratory (PNNL) will use to direct and control the 324 High-Level Vault Interim Removal Action Project. This project will develop and implement a treatment strategy that will remove and stabilize the inventory of liquid waste from the 324 HLV tanks. The PMP also provides for flushing and sampling the flush solution.

    AlliedSignal Inc., Kansas City Division, the production agency, was provided with funding to acquire purchased product components in support of the MAST (Multi-Application Surety Technology) Program. Implementation efforts, closing procurement status, and proposals for improvements in the procurement process are presented. The intent of this project was to fund the Purchased Product Team`s traditional procurement of components, with significantly reduced flowtime, in accordance with the Qualification Evaluation System, and to exercise the system to the extent possible. When funding was reduced, it became obvious that full implementation of the Qualification Evaluation System could not be achieved due to limited resources.

    An approach to the optimal purchasing of raw materials that will achieve a desired product quality at a minimum cost is presented. A PLS (Partial Least Squares) approach to formulation modeling is used to combine databases on raw material properties and on past process operations and to relate these to final product quality. These PLS latent variable models are then used in a sequential quadratic programming (SQP) or mixed integer nonlinear programming (MINLP) optimization to select those raw-materials, among all those available on the market, the ratios in which to combine them and the process conditions under which they should be processed. The approach is illustrated for the optimal purchasing of metallurgical coals for coke making in the steel industry.

    This paper outlines the process of developing a gas purchasing strategy with the use of a linear programming model. The linear model is used to determine the least cost approach regarding the acquisition of natural gas which has a considerable impact on the company`s financial performance. The author discusses the importance of optimizing gas costs from an end-user`s perspective. The Midland Cogeneration Venture (MCV) is the country`s largest cogeneration facility. The Facility has been certified by FERC (Federal Energy Regulatory Commission) as a Q.F. (Qualifying Facility) under PURPA (Public Utility Regulatory Policies Act of 1978). Unlike utilities, who have the ability to pass costs through to customers, MCV`s revenues are based on long-term contracts with its utility and industrial customers. Therefore, MCV cannot pass costs through to its customers. As such, effectively managing costs is vital to the success of the company.

Here, we report the crystal structure of the C-terminal nuclease domain of RecE at 2.8 {angstrom} resolution. RecE forms a toroidal tetramer with a central tapered channel that is wide enough to bind dsDNA at one end, but is partially plugged at the other end by the C-terminal segment of the protein. Four narrow tunnels, one within each subunit of the tetramer, lead from the central channel to the four active sites, which lie about 15 {angstrom} from the channel. The structure, combined with mutational studies, suggests a mechanism in which dsDNA enters through the open end of the central channel, the 5{prime}-ended strand passes through a tunnel to access one of the four active sites, and the 3{prime}-ended strand passes through the plugged end of the channel at the back of the tetramer.

    Intrinsic standards are widely used in the metrology community because they realize the best level uncertainty for many metrology parameters. For some intrinsic standards, recommended practices have been developed to assist metrologists in the selection of equipment and the development of appropriate procedures in order to realize the intrinsic standard. As with the addition of any new standard, the metrology laboratory should consider the pros and cons relative to their needs before purchasing the standard so that the laboratory obtains the maximum benefit from setting up and maintaining these standards. While the specific issues that need to be addressed depend upon the specific intrinsic standard and the level of realization, general issues that should be considered include ensuring that the intrinsic standard is compatible with the laboratory environment, that the standard is compatible with the current and future workload, and whether additional support standards will be required in order to properly maintain the intrinsic standard. When intrinsic standards are used to realize the best level of uncertainty for a specific metrology parameter, they usually require critical and important maintenance activities. These activities can including training of staff in the system operation, as well as safety procedures; performing periodic characterization measurements to ensure proper system operation; carrying out periodic intercomparisons with similar intrinsic standards so that proper operation is demonstrated; and maintaining control or trend charts of system performance. This paper has summarized many of these important issues and therefore should be beneficial to any laboratory that is considering the purchase of an intrinsic standard.

    This report documents the status and trends of 'compliance'--renewable energy certificate (REC) markets used to meet state renewable portfolio standard (RPS) requirements--and 'voluntary' markets--those in which consumers and institutions purchase renewable energy to match their electricity needs on a voluntary basis. Today, 29 states and the District of Columbia have an RPS, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, and all consumers have the option to purchase RECs. This report documents REC activities and trends in the United States. The compliance REC market analysis includes analysis of REC trading, regional REC markets, REC tracking systems, types of compliance RECs, compliance REC pricing trends, and an overview of compliance with RPS polices. The voluntary REC analysis presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing and administrative expenses, voluntary REC pricing, and the voluntary carbon offsets market. The report concludes with a discussion of upcoming guidance from the Federal Trade Commission on green marketing claims, the emergence of community solar programs, and the potential impact of Dodd-Frank regulations on the REC market.

    A comparison of Potomac Electric Power Co. (PEPCO) materials operations with those of eight similar companies showed that, while most have a formal materials group with stated functions, there was no consensus on organization. The study found inadequate warehousing facilities because stores were generally omitted from plant design and later crowded into unwanted space. Most did have central warehousing for transmission and distribution facilities. The companies have purchasing and contract managers, but vendor performance follow up is a problem. Two approaches to vendor bid evaluation have either the user or purchasing make the decision. There was little consistency in inventory control. The study also found that an investment recovery specialist handles most scrap sales, computers are in wide use in material groups, and most utilities evaluate transformer losses over the total life cycle. 2 tables.

    Sandia is a national security laboratory operated for the U.S. department of Energy by the Sandia Corporation, a Lockheed Martin Company. Sandia designs all non-nuclear components for the nation's nuclear weapons, performs a wide variety of energy research and development projects, and works on assignments that respond to national security threats - both military and economic. They encourage and seek partnerships with appropriate U.S. industry and government groups to collaborate on emerging technologies that support their mission. Today, Sandia has two primary facilities, one in Albuquerque, New Mexico, and one in Livermore, California. They employ about 7,600 people and manage about $1.4 billion of work per year. In 1995, a decision was made to move from their in-house developed systems to commercial software. This decision was driven partly by Y2K compliance issues associated with the existing operating system and support environment. Peoplesoft was selected for human resources and Oracle for manufacturing and financial. They implemented Peoplesoft for human resources (HR) in 1997. They then implemented 7 Oracle modules in manufacturing in October 1998, including WIP, BOM, engineering, quality, inventory, MRP, cost management and limited HR/purchasing/receiving functionality required to support manufacturing. In March of 1999, they brought a portion of their Projects module up to allow for input of project/task information by their line customers and on October 1, 1999, they went live with the fill-blown financial package. They implemented projects, GL, receivables, payables, purchasing, assets and incorporated manufacturing modules and HR. This paper will discuss the analysis and implementation of the purchasing module.

Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance.     In practice, it is difficult to determine the optimal amount to spend on marketing and administering a green pricing program. Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketing and program administration. The National Renewable Energy Laboratory (NREL) gathers the data annually from utility green pricing program managers. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007. The smallest utilities (those with less than 25,000 in their eligible customer base) spent 49% of revenues on marketing, significantly more than the overall median. This report addresses the role of renewable energy credit (REC) marketers and start-up costs--and the role of marketing, generally, in achieving program objectives, including expansion of renewable energy.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, nearly 600 utilities in regulated electricity markets--or almost 20% of all utilities nationally--provide their customers a "green power" option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals about 125. Through these programs, more than 40 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2004 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities as benchmarks by which to gauge the success of their green power programs.

    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

A surveillance effort has been identified which will monitor candle filter performance and life during hot gas cleaning in AEP's pressurized fluidized-bed combustion system.     The NPD data base has been developed from the Petroleum Marketing Index (PMI) market research survey. The source for PMI is a national diary panel of approximately 4100 households balanced against the U.S. Census according to demography and geographic location. Survey participants maintain diaries in which they record purchases of gasoline and motor oil for each household vehicle. The PMI survey was augmented to include EPA fuel economy numbers for post 1975 model year vehicles. The steps taken to prepare the data for analysis are discussed, including error correction, smoothing, and collapsing to monthly summary records. This preparation yields a manageable data base which includes monthly summary statistics on travel and fuel use. A statistical smoothing of fuel purchase data was used to reduce the uncertainty in fuel economy calculations introduced by the difference between fuel purchased and fuel consumed. Collapsing to monthly summaries also was done to standardize the observations across the data base to uniform time periods. An overview is given of available data on in-use fuel economy, vehicle miles of travel, and fuel demand, highlighting the quarterly trends in these variables. The data presented are divided into three parts: in-use fuel economy, vehicle miles of travel, and fuel demand and fuel prices.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    For more than 50 years, compression equipment along the 2,000-mile Tennessee Gas Pipeline has been helping to supply natural gas needs for the Northeast. But increasing demand and a need for more environmentally safe equipment mean a major replacement program for the compressor stations that make the natural gas transmission possible. Today it is one of the longest gas pipelines in the world, carrying more than 1 Bcf/d of natural gas. New compression equipment is being installed to boost efficiency and meet more stringent environmental standards. In 1993, Tenneco Energy, purchased by El Paso Energy in December 1996, initiated a Horsepower Replacement Program intended to replace older, inefficient technology with more advanced equipment. A major objective was to improve operational effectiveness and to reduce harmful nitrogen oxide and carbon monoxide emissions by converting much of the machinery to electric-driven compression equipment.

    Tyrosinase-modified carbon paste electrodes were prepared using lyophilised powder of the enzyme purchased from different companies. The selectivity of these electrodes for nine phenolic compounds, including six substituted catechols, has been studied. The signals obtained for catechol were always higher than those found for other phenolic compounds. Cyclic voltammetry and flow injection measurements indicated that the response of the tyrosinase-modified carbon paste electrodes was limited by the rate of the enzymatic oxidation of catechols. Different approaches of past electrode preparation have been studied and compared. Direct mixing of enzyme into the graphite powder doped with the osmium based mediator, resulted in the highest sensitivity for the studied substrates. However, substrate selectivity was found to be dependent on the source of enzyme used for electrode preparation.

    Voluntary consumer decisions to buy electricity supplied from renewable energy sources represent a powerful market support mechanism for renewable energy development. In the early 1990s, a small number of U.S. utilities began offering 'green power' options to their customers. Since then, these products have become more prevalent, both from traditional utilities and from renewable energy marketers operating in states that have introduced competition into their retail electricity markets or offering renewable energy certificates (RECs) online. Today, more than half of all U.S. electricity customers have an option to purchase some type of green power product directly from a retail electricity provider, while all consumers have the option to purchase RECs. This report documents green power marketing activities and trends in the United States including utility green pricing programs offered in regulated electricity markets; green power marketing activity in competitive electricity markets, as well as green power sold to voluntary purchasers in the form of RECs; and renewable energy sold as greenhouse gas offsets in the United States. These sections are followed by a discussion of key market trends and issues. The final section offers conclusions and observations.

    The United States is proposing to purchase from the Russian Federation low enriched uranium (LEU) derived from highly enriched uranium (HEU) resulting from the dismantlement of nuclear weapons in the countries of the former Soviet Union. The purchase would be accomplished through a proposed contract requiring the United States to purchase 15,250 metric tons (tonnes) of LEU (or 22,550 tonnes of UF{sub 6}) derived from blending 500 metric tones uranium (MTU) of HEU from nuclear warheads. The LEU would be in the form of uranium hexafluoride (UF{sub 6}) and would be converted from HEU in Russia. The United States Enrichment Corporation (USEC) is the entity proposing to undertake the contract for purchase, sale, and delivery of the LEU from the Russian Federation. The US Department of Energy (DOE) is negotiating the procedure for gaining confidence that the LEU is derived from HEU that is derived from dismantled nuclear weapons (referred to as ``transparency),`` and would administer the transparency measures for the contract. There are six environments that could potentially be affected by the proposed action; marine (ocean); US ports of entry; truck or rail transportation corridors; the Portsmouth GDP; the electric power industry; and the nuclear fuel cycle industry. These environmental impacts are discussed.

    Issued in 2001, Presidential Executive Order 13221 directed federal agencies to purchase products with low standby power, with the goal of 1) reducing energy consumption in federal facilities, and 2) drawing attention to the problem of high standby power consumption, with guidance provided by the Federal Energy Management Program (FEMP). At that time, standby power was newly recognized as an increasing building energy load. Since then, procurement of products with low standby power have been set in place in acquisition processes, and the purchasing power of the federal government continues to influence manufacturers design decisions related to standby power. In recent years, FEMP has shifted effort from direct manufacturer outreach for data collection, to integrating low standby requirement into broader acquisition programs including Energy Star and Electronic Product Environmental Assessment Tool (EPEAT). Another milestone has been the labeling of low standby products on the GSA Advantage website to simplify and enhance compliance. Looking forward into the program?s future, this question arises How do we design programs over time to reflect market and technology changes, by adjusting programmatic requirements while maintaining effectiveness? This paper discusses that question for the case of standby power, which transitioned from covering a single to multiple environmental attributes, both in the context of the program's past and future.

It also identifies and describes the planned activities that constitute the required quality assurance program for the HWVP. This program applies to the broad scope of quality-affecting activities associated with the overall HWVP Facility. Quality-affecting activities include designing, purchasing, fabricating, handling, shipping, storing, cleaning, erecting, installing, inspecting, testing, maintaining, repairing, and modifying. Also included are the development, qualification, and production of waste forms which may be safely used to dispose of high-level radioactive waste resulting from national defense activities. The HWVP QA program is made up of many constituent programs that are being implemented by the participating organizations.     Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three of PEARL program during the period of October 2002 to April 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The products tested are 20 models of screw-based compact fluorescent lamps (CFL) of various types and various wattages made or marketed by 12 different manufacturers, and ten models of residential lighting fixtures from eight different manufacturers.

    The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    Appliance energy efficiency standards and labeling (S&L) programs have been important policy tools for regulating the efficiency of energy-using products for over 40 years and continue to expand in terms of geographic and product coverage. The most common S&L programs include mandatory minimum energy performance standards (MEPS) that seek to push the market for efficient products, and energy information and endorsement labels that seek to pull the market. This study seeks to review and compare some of the earliest and most well-developed S&L programs in three countries and one region: the U.S. MEPS and ENERGY STAR, Australia MEPS and Energy Label, European Union MEPS and Ecodesign requirements and Energy Label and Japanese Top Runner programs. For each program, key elements of S&L programs are evaluated and comparative analyses across the programs undertaken to identify best practice examples of individual elements as well as cross-cutting factors for success and lessons learned in international S&L program development and implementation. The international review and comparative analysis identified several overarching themes and highlighted some common factors behind successful program elements. First, standard-setting and programmatic implementation can benefit significantly from a legal framework that stipulates a specific timeline or schedule for standard-setting and revision, product coverage and legal sanctions for non-compliance. Second, the different MEPS programs revealed similarities in targeting efficiency gains that are technically feasible and economically justified as the principle for choosing a standard level, in many cases at a level that no product on the current market could reach. Third, detailed survey data such as the U.S. Residential Energy Consumption Survey (RECS) and rigorous analyses provide a strong foundation for standard-setting while incorporating the participation of different groups of stakeholders further strengthen the process. Fourth, sufficient program resources for program implementation and evaluation are critical to the effectiveness of standards and labeling programs and cost-sharing between national and local governments can help ensure adequate resources and uniform implementation. Lastly, check-testing and punitive measures are important forms of enforcement while the cancellation of registration or product sales-based fines have also proven effective in reducing non-compliance. The international comparative analysis also revealed the differing degree to which the level of government decentralization has influenced S&L programs and while no single country has best practices in all elements of standards and labeling development and implementation, national examples of best practices for specific elements do exist. For example, the U.S. has exemplified the use of rigorous analyses for standard-setting and robust data source with the RECS database while Japan?s Top Runner standard-setting principle has motivated manufacturers to exceed targets. In terms of standards implementation and enforcement, Australia has demonstrated success with enforcement given its long history of check-testing and enforcement initiatives while mandatory information-sharing between EU jurisdictions on compliance results is another important enforcement mechanism. These examples show that it is important to evaluate not only the drivers of different paths of standards and labeling development, but also the country-specific context for best practice examples in order to understand how and why certain elements of specific S&L programs have been effective.

    The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This final report summarizes the experimental procedure and results of all cycles (Cycles 1 through 8) of PEARL program from the beginning of year 2000 to the end of 2007, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. In each cycle of PEARL program, PEARL Board selects a list of Compact Fluorescent Lamp (CFL) and Residential Lighting Fixture (RLF) models that are Energy Star qualified. In Cycle 5, Cycle 7, and Cycle 8, no fixture models were selected. After that PEARL sponsors procure product samples for each selected model from different stores and locations in the retail market and send them to LRC for testing. LRC then receive and select the samples, and test them against Energy Star specifications. After the testing LRC analyze and report the results to PEARL Board. Totally 185 models of CFL and 52 models of RLF were tested in PEARL program. Along with the evolution of the Energy Star specifications from year 2000 to 2003, parameters that were required by Energy Star changed during the eight years of PEARL program. The testing parameters and number of samples tested in PEARL program also changed during this time. For example, in Cycle 1, three samples of each models were tested for their photometric and electrical parameters only; in Cycle 2, 1000-hour Lumen Maintenance and the Rapid Cycle Stress Test was added and an additional set of six samples of each models were tested for Rapid Cycle Stress Test. Also, Cycle 2 data analysis included the testing and verification results against both the 'then existing' specification dated 2000 and the 'then new' specification dated 8/9/2001. In Cycle 3, Lumen Maintenance at 40% life was added and the number of samples for photometric and electrical testing was increased to five. In Cycle 6, the number of samples for photometric and electrical testing increased again to ten so that five of them were tested in base-up position and five in base-down position. A total of 2375 CFL samples were tested in PEARL program, out of the more than 3000 CFL samples that were purchased for the testing purpose of this program.

    As the model energy codes are improved to reach efficiency levels 50 percent greater than current codes, use of on-site renewable energy generation is likely to become a code requirement. This requirement will be needed because traditional mechanisms for code improvement, including envelope, mechanical and lighting, have been pressed to the end of reasonable limits. Research has been conducted to determine the mechanism for implementing this requirement (Kaufman 2011). Kaufmann et al. determined that the most appropriate way to structure an on-site renewable requirement for commercial buildings is to define the requirement in terms of an installed power density per unit of roof area. This provides a mechanism that is suitable for the installation of photovoltaic (PV) systems on future buildings to offset electricity and reduce the total building energy load. Kaufmann et al. suggested that an appropriate maximum for the requirement in the commercial sector would be 4 W/ft{sup 2} of roof area or 0.5 W/ft{sup 2} of conditioned floor area. As with all code requirements, there must be an alternative compliance path for buildings that may not reasonably meet the renewables requirement. This might include conditions like shading (which makes rooftop PV arrays less effective), unusual architecture, undesirable roof pitch, unsuitable building orientation, or other issues. In the short term, alternative compliance paths including high performance mechanical equipment, dramatic envelope changes, or controls changes may be feasible. These options may be less expensive than many renewable systems, which will require careful balance of energy measures when setting the code requirement levels. As the stringency of the code continues to increase however, efficiency trade-offs will be maximized, requiring alternative compliance options to be focused solely on renewable electricity trade-offs or equivalent programs. One alternate compliance path includes purchase of Renewable Energy Credits (RECs). Each REC represents a specified amount of renewable electricity production and provides an offset of environmental externalities associated with non-renewable electricity production. The purpose of this paper is to explore the possible issues with RECs and comparable alternative compliance options. Existing codes have been examined to determine energy equivalence between the energy generation requirement and the RECs alternative over the life of the building. The price equivalence of the requirement and the alternative are determined to consider the economic drivers for a market decision. This research includes case studies that review how the few existing codes have incorporated RECs and some of the issues inherent with REC markets. Section 1 of the report reviews compliance options including RECs, green energy purchase programs, shared solar agreements and leases, and other options. Section 2 provides detailed case studies on codes that include RECs and community based alternative compliance methods. The methods the existing code requirements structure alternative compliance options like RECs are the focus of the case studies. Section 3 explores the possible structure of the renewable energy generation requirement in the context of energy and price equivalence. The price of RECs have shown high variation by market and over time which makes it critical to for code language to be updated frequently for a renewable energy generation requirement or the requirement will not remain price-equivalent over time. Section 4 of the report provides a maximum case estimate for impact to the PV market and the REC market based on the Kaufmann et al. proposed requirement levels. If all new buildings in the commercial sector complied with the requirement to install rooftop PV arrays, nearly 4,700 MW of solar would be installed in 2012, a major increase from EIA estimates of 640 MW of solar generation capacity installed in 2009.     The purpose of this study is to satisfy the requirements of Section 152 of the Energy Policy Act of 1992 (EPAct 92), which directs the Secretary of Energy to ``evaluate the potential use of the purchasing power of the Federal government to promote the development and commercialization of energy efficient products`` (US Congress 1992). Here, purchasing power implies a market presence by the Federal government that is large enough to influence decisions by manufacturers and suppliers about new-product introduction. In recent years, as energy use has become more efficient in the United States in both the public and private sectors, a major contributor to this transition has been the development of innovative technologies and products that reduce the use of energy and/or that use renewable forms of energy. Although the Nation`s efforts toward greater efficiency have been impressive, there are still many opportunities for the widespread introduction of even more energy-saving innovations. This report outlines the actions that DOE can take, in partnership with other Federal agencies, to address the barriers and realize the opportunities from commercializing new technologies.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. This report provides a Q4 2013 update for residential PV systems, based on an objective methodology that closely approximates the book value of a PV system. Several cases are benchmarked to represent common variation in business models, labor rates, and module choice. We estimate a weighted-average cash purchase price of $3.29/W for modeled standard-efficiency, polycrystalline-silicon residential PV systems installed in the United States. This is a 46% decline from the 2013-dollar-adjusted price reported in the Q4 2010 benchmark report. In addition, this report frames the cash purchase price in the context of key price metrics relevant to the continually evolving landscape of third-party-owned PV systems by benchmarking the minimum sustainable lease price and the fair market value of residential PV systems.

The ZNI, a new laboratory facility (125,000 GSF) and a center of excellence at the Keck School of Medicine of USC, was opened in 2003. The goal of the ZNI is to recruit upwards of 30 new faculty investigators engaged in interdisciplinary research programs that will add breadth and depth to existing school strengths in neuroscience, epidemiology and genetics. Many of these faculty, and other faculty researchers at the Keck School will access structural biology and genomics facilities developed in the ZNI.

    Early in 1992 the idea of purchasing a Russian designed and fabricated space reactor power system and integrating it with a US designed satellite went from fiction to reality with the purchase of the first two Topaz II reactors by the Strategic Defense Initiative Organization (now the Ballistic Missile Defense Organization (BMDO). The New Mexico Alliance was formed to establish a ground test facility in which to perform nonnuclear systems testing of the Topaz II, and to evaluate the Topaz 11 system for flight testing with respect to safety, performance, and operability. In conjunction, SDIO requested that the Applied Physics Laboratory in Laurel, MD propose a mission and design a satellite in which the Topaz II could be used as the power source. The outcome of these two activities was the design of the Nuclear Electric Propulsion Space Test Program (NEPSTP) satellite which combines a modified Russian Topaz II power system with a US designed satellite to achieve a specified mission. Due to funding reduction within the SDIO, the Topaz II flight program was postponed indefinitely at the end of Fiscal Year 1993. The purpose of this paper is to present an overview of the NEPSTP mission and the satellite design at the time the flight program ended.

This mitigation program purchases private land to be owned and managed by program participants for the protection, mitigation, and enhancement of wildlife affected by the construction and operation of the Federal hydroelectric facilities on the Columbia River. BPA is currently working with the Kalispel Tribe of Indians to acquire and manage three parcels that total approximately 890 acres of land within Pend Oreille County, Washington. The properties proposed for acquisition contain habitats or potential habitats that will provide BPA with credits for partial mitigation of wildlife habitat losses due to the construction of Albeni Falls Dam. The current proposal includes only the fee title acquisition of these parcels; habitat enhancement activities will likely be carried out by the Kalispel Tribe of Indians in the future following the development of a management plan(s) for the lands.

    Effective procurement policies can help governments save considerable amounts of money while also reducing energy consumption. Additionally, private sector companies which purchase large numbers of energy-consuming devices can benefit from procurement policies that minimize life-cycle energy costs. Both public and private procurement programs offer opportunities to generate market-transforming demand for energy efficient appliances and lighting fixtures. In recent years, several governments have implemented policies to procure energy efficient products and services. When deploying these policies, efforts have focused on developing resources for implementation (guidelines, energy efficiency specifications for tenders, life cycle costing tools, training, etc.) rather than defining monitoring systems to track progress against the set objectives. Implementation resources are necessary to make effective policies; however, developing Monitoring and Evaluation (M and E) mechanisms are critical to ensure that the policies are effective. The purpose of this article is to provide policy makers and procurement officials with a preliminary map of existing approaches and key components to monitor Energy Efficient Procurement (EEP) programs in order to contribute to the improvement of their own systems.     A Distributive Process Control system was purchased by Project B-534, ``242-A Evaporator/Crystallizer Upgrades``. This control system, called the Monitor and Control System (MCS), was installed in the 242-A Evaporator located in the 200 East Area. The purpose of the MCS is to monitor and control the Evaporator and monitor a number of alarms and other signals from various Tank Farm facilities. Applications software for the MCS was developed by the Waste Treatment Systems Engineering (WTSE) group of Westinghouse. The standard displays and alarm scheme provide for control and monitoring, but do not directly indicate the signal location or depict the overall process. To do this, WTSE developed a second alarm scheme which uses special programs, annunciator keys, and process graphics. The special programs are written in two languages; Sequence and Batch Language (SABL), and ``C`` language. The WTSE-developed alarm scheme works as described below: SABL relates signals and alarms to the annunciator keys, called SKID keys. When an alarm occurs, a SABL program causes a SKID key to flash, and if the alarm is of yellow or white priority then a ``C`` program turns on an audible horn (the D/3 system uses a different audible horn for the red priority alarms). The horn and flashing key draws the attention of the operator.

    The development of technologically advanced, higher efficiency wind turbines continues to be a high priority activity of the US wind industry. The United States Department of Energy (DOE) is conducting and sponsoring a range of programs aimed at assisting the wind industry with system design, development, and testing. The overall goal is to develop systems that can compete with conventional electric generation for $.05/kWh at 5.8 m/s (13 mph sites) by the mid-1990s and with fossil-fuel-based generators for $.04/kWh at 5.8 m/s sites by the year 2000. These goals will be achieved through several programs. The Value Engineered Turbine Program will promote the rapid development of US capability to manufacture wind turbines with known and well documented records of performance, cost, and reliability, to take advantage of near-term market opportunities. The Advanced Wind Turbine Program will assist US industry to develop and integrate innovative technologies into utility-grade wind turbines for the near-term (mid 1990s) and to develop a new generation of turbines for the year 2000. The collaborative Electric Power Research Institute (EPRI)/DOE Utility Wind Turbine Performance Verification Program will deploy and evaluate commercial-prototype wind turbines in typical utility operating environments, to provide a bridge between development programs currently underway and commercial purchases of utility-grade wind turbines. A number of collaborative efforts also will help develop a range of small systems optimized to work in a diesel hybrid environment to provide electricity for smaller non-grid-connected applications.

    The processes whereby people make decisions about specific behavior, the forces that operate on these decisions, and the interaction of several decisions and their modifying effect upon each other are studied. An overview of the current approach to decision study and behavior-change studies is presented. Brief papers prepared by such experts as Maccoby, Tversky, Cialdine, Margolin, Simon, Heider, Festinger, and Lervin are presented. Methodological considerations are discussed. Task B focuses on the specific issue of the purchase of energy-efficient appliances. Task C investigates individual and small-group data-quantification techniques. Task D explains monitoring of ongoing energy-relevant consumer/purchaser surveys. A cost-benefit analysis is made and discussed in Task E of other public and private information programs designed to serve the public welfare. A number of useful findings are presented with the caveat that cost-benefit analysis is not a precise technique. The application of this study to the needs of the energy-conservation program is summarized. (MCW)

    The American Recovery and Reinvestment Act (Recovery Act) authorized about $300 million in consumer rebate incentives for purchases of products rated under the 'ENERGY STAR' Program. ENERGY STAR, a voluntary labeling program established in 1992, provides consumers with energy efficiency data for a range of products so that they can make informed purchase judgments. The overall goal of the program is to encourage consumers to choose energy efficient products, advancing the nationwide goal of reducing energy consumption. The U.S. Environmental Protection Agency (EPA) managed the ENERGY STAR Program on a stand-alone basis until 1996 when it joined forces with the Department of Energy (Department). A Memorandum of Cooperation expanded the ENERGY STAR product categories, giving the Department responsibility for overseeing eight product categories such as windows, dishwashers, clothes washers, and refrigerators, while EPA retained responsibility for electronic product categories and heating, ventilating, and cooling equipment. Each agency is responsible for setting product efficiency specifications for those items under its control and for ensuring the proper use of the ENERGY STAR label in the marketplace. In August 2007, the EPA Office of Inspector General issued an audit report identifying significant control weaknesses in EPA's management of ENERGY STAR. The Department, concerned by the findings at EPA and eager to improve its own program, developed an approach to verify adherence to product specifications, ensure proper use of the ENERGY STAR label in the marketplace, and improve the establishment of product specifications. As evidenced by the commitment of $300 million in Recovery Act funds, the ENERGY STAR Program plays an important role in the U.S. efforts to reduce energy consumption. We initiated this audit to determine whether the Department had implemented the actions it announced in 2007 to strengthen the Program. The Department had not implemented planned improvements in the ENERGY STAR Program. Our audit revealed that officials had not: (1) Developed a formal quality assurance program to help ensure that product specifications were adhered to; (2) Effectively monitored the use of the ENERGY STAR label to ensure that only qualifying products were labeled as compliant; and (3) Formalized procedures for establishing and revising product specifications and for documenting decisions regarding those specifications. In our judgment, the delay in the Department's planned improvements in its management of the ENERGY STAR Program could reduce consumer confidence in the integrity of the ENERGY STAR label. Such loss of credibility could reduce energy savings, increase consumer risk, and diminish the value of the recent infusion of $300 million for ENERGY STAR rebates under the Recovery Act.

    Four hundred and fifty four clay bonded silicon carbide Schumacher Dia Schumalith candle filters were purchased for installation in the Westinghouse Advanced Particle Filtration (APF) system at the American Electric Power (AEP) plant in Brilliant, Ohio. A surveillance effort has been identified which will monitor candle filter performance and life during hot gas cleaning in AEP`s pressurized fluidized-bed combustion system. A description of the candle surveillance program, strategy for candle filter location selection, as well as candle filter post-test characterization is provided in this memo. The period of effort for candle filter surveillance monitoring is planned through March 1994.

    Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

    The West Valley Demonstration Project (WVDP) is preparing to upgrade their low-level radioactive waste (LLW) characterization and classification program. This thesis describes a survey study of three other DOE sites conducted in support of this effort. The LLW characterization/classification programs of Oak Ridge National Laboratory, Savannah River Site, and Idaho National Engineering Laboratory were critically evaluated. The evaluation was accomplished through tours of each site facility and personnel interviews. Comparative evaluation of the individual characterization/classification programs suggests the WVDP should purchase a real-time radiography unit and a passive/active neutron detection system, make additional mechanical modifications to the segmented gamma spectroscopy assay system, provide a separate building to house characterization equipment and perform assays away from waste storage, develop and document a new LLW characterization/classification methodology, and make use of the supercompactor owned by WVDP.
