    The increased need to manage California?s electricity grid in real time is a result of the ongoing transition from a system operated by vertically-integrated utilities serving native loads to one operated by an independent system operator supporting competitive energy markets. During this transition period, the traditional approach to reliability management -- construction of new transmission lines -- has not been pursued due to unresolved issues related to the financing and recovery of transmission project costs. In the absence of investments in new transmission infrastructure, the best strategy for managing reliability is to equip system operators with better real-time information about actual operating margins so that they can better understand and manage the risk of operating closer to the edge. A companion strategy is to address known deficiencies in offline modeling tools that are needed to ground the use of improved real-time tools. This project: (1) developed and conducted first-ever demonstrations of two prototype real-time software tools for voltage security assessment and phasor monitoring; and (2) prepared a scoping study on improving load and generator response models. Additional funding through two separate subsequent work authorizations has already been provided to build upon the work initiated in this project.

    It is the policy of the U.S. Department of Energy (DOE) to improve environmental quality and conserve natural and economic resources by, among other things, increasing the reuse and recycle of recoverable materials in order to minimize land disposal of wastes. Consistent with this policy, DOE's Office of Environmental Management believes it is important to pursue strategies for reusing and recycling the large and growing DOE inventory of recoverable non-real property. However, responsible pursuit of such strategies requires careful prior consideration of the available alternatives, given the radiological character of much of the non-real property to be released. Requirements applicable to considerations of this type are established by Order DOE 5400.5, Radiation Protection of the Public and the Environment. This article describes the development and content of a step-by-step process designed to provide confidence that radiological doses to the public from recycle or reuse of released non-real property containing residual radioactive material meet applicable regulatory standards, are as low as reasonably achievable, and meet the requirements in Order DOE 5400.5 for release of such material. The full process, described in the Draft Handbook for Controlling Release for Reuse or Recycle of Non-Real Property Containing Residual Radioactive Material (for interim use and comment), DOE-HDBK-xxxx-97 (June 1997), is available for viewing and downloading at http://www.em.doe.gov/recyc.

This article deals with the accurate measurement and modeling of the polarization properties of real aluminum mirrors, as used in astronomical telescopes. Main goals are the characterization of the aluminum oxide layer thickness at different times after evaporation and its influence on the polarization properties of the mirror. The full polarization properties of an aluminum mirror are measured with Mueller matrix ellipsometry at different incidence angles and wavelengths. The best fit of theoretical Mueller matrices to all measurements simultaneously is obtained by taking into account a model of bulk aluminum with a thin aluminum oxide film on top of it.     The purpose of the research project was to advance the concept of real-time water quality management in the San Joaquin Basin by developing an application to drainage of seasonal wetlands in the Grassland Water District. Real-time water quality management is defined as the coordination of reservoir releases, return flows and river diversions to improve water quality conditions in the San Joaquin River and ensure compliance with State water quality objectives. Real-time water quality management is achieved through information exchange and cooperation between shakeholders who contribute or withdraw flow and salt load to or from the San Joaquin River. This project complements a larger scale project that was undertaken by members of the Water Quality Subcommittee of the San Joaquin River Management Program (SJRMP) and which produced forecasts of flow, salt load and San Joaquin River assimilative capacity between 1999 and 2003. These forecasts can help those entities exporting salt load to the River to develop salt load targets as a mechanism for improving compliance with salinity objectives. The mass balance model developed by this project is the decision support tool that helps to establish these salt load targets. A second important outcome of this project was the development and application of a methodology for assessing potential impacts of real-time wetland salinity management. Drawdown schedules are typically tied to weather conditions and are optimized in traditional practices to maximize food sources for over-wintering wildfowl as well as providing a biological control (through germination temperature) of undesirable weeds that compete with the more proteinaceous moist soil plants such as swamp timothy, watergrass and smartweed. This methodology combines high resolution remote sensing, ground-truthing vegetation surveys using established survey protocols and soil salinity mapping using rapid, automated electromagnetic sensor technology. This survey methodology could be complemented with biological surveys of bird use and invertebrates to produce a robust long-term monitoring strategy for habitat health and sustainability.

    The Department of Energy's (DOE's) Lawrence Livermore National Laboratory (Livermore) is a premier research and development institution for science and technology supporting the core mission of national security. According to Livermore, as of November 2008 the Laboratory managed 64,933 items of Government personal property valued at about $1 billion. At the beginning of Fiscal Year 2008, Livermore reported 249 DOE property items valued at about $1.3 million that were missing, unaccounted for, or stolen during Fiscal Year 2007. Livermore centrally tracks property utilizing the Sunflower Assets system (Sunflower), which reflects the cradle to grave history of each property item. Changes in the custodianship and/or location of a property item must be timely reported by the custodian to the respective property center representative for updating in Sunflower. In Fiscal Year 2008, over 2,000 individuals were terminated as a result of workforce reduction at Livermore, of which about 750 received a final notification of termination on the same day that they were required to depart the facility. All of these terminations potentially necessitated updates to the property database, but the involuntary terminations had the potential to pose particular challenges because of the immediacy of individuals departures. The objective of our inspection was to evaluate the adequacy of Livermore's internal controls over Government property. Based upon the results of our preliminary field work, we particularly focused on personal property assigned to terminated individuals and stolen laptop computers. We concluded that Livermore's internal controls over property could be improved, which could help to reduce the number of missing, unaccounted for, or stolen property items. Specifically, we found that: (1) The location and/or custodian of approximately 18 percent of the property items in our sample, which was drawn from the property assigned to individuals terminated on short notice in 2008, was inaccurately reflected in Sunflower. The data in this system is relied upon for tracking purposes, so inaccurate entries could increase the probability of property not being located during inventories and, thus, being reported as 'lost' or 'missing'. We believe that providing formal training to property custodians, which was not being done at the time of our inspection, could help improve this situation. (2) Some property custodians were not adequately protecting their Government laptop computers when taking them offsite, and they were not held accountable for the subsequent theft of the laptops. We made several recommendations to management intended to improve property controls at Livermore.

    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    The U.S. Department of Energy's (DOE's) environmental cleanup activities will generate large amounts of non-real (personal) property over the next few decades. Although much of this material does not contain abovebackground concentrations of residual radioactive material, some does contain above-background concentrations. In many cases, property containing or potentially containing above-background concentrations of residual radioactive material has been disposed of by burial. However, some of the property may be expensive equipment or devices that are still useful, and the incentive to recover them for reuse is high. Other property may be valuable metals, such as nickel, copper, or high-quality stainless steel, which can easily be recycled. Yet another category of property that will be involved is bulky material, such as concrete and carbon steel, which will require considerable space for burial. Although the values of these latter materials may not be significant, recycling presents an attractive option for alleviating limited burial capacity and ever-increasing disposal costs at licensed or authorized disposal facilities. Authorized release provisions for nonreal property are contained in Order DOE 5400.5, which DOE has proposed to be codified in Title 10, Part 834, of the Code of Federal Regulations (10 CFR 834), and in related guidance. The Department has also issued (for use and comment) the Draft Handbook for Controlling Release for Reuse or Recycle of Property Containing Residual Radioactive Material. As described in the handbook, authorized release can be accomplished using a step-by-step process. The process emphasizes application of the as-low-as-reasonably-achievable (ALARA) concept to derive release limits. This process involves identifying viable alternatives, followed by dose calculations and an optimization (cost/benefit) analysis to arrive at a preferred release alternative. Demonstration that a release alternative is ALARA does not have to be elaborate if the individual and collective doses are small (on the order of a few mrem and person-rem per year). The approach outlined in the handbook also addresses stakeholder participation and the need to coordinate with the U.S. Nuclear Regulatory Commission or the responsible Agreement State to ensure that DOE-approved releases will not result in an unlicensed release of property that is subject to NRC licensing requirements.

    The San Joaquin River Riparian Habitat Restoration Program (SJRRP) has recognized the potential importance of real-time monitoring and management to the success of the San Joaquin River (SJR) restoration endeavor. The first step to realizing making real-time management a reality on the middle San Joaquin River between Friant Dam and the Merced River will be the installation and operation of a network of permanent telemetered gauging stations that will allow optimization of reservoir releases made specifically for fish water temperature management. Given the limited reservoir storage volume available to the SJJRP, this functionality will allow the development of an adaptive management program, similar in concept to the VAMP though with different objectives. The virtue of this approach is that as management of the middle SJR becomes more routine, additional sensors can be added to the sensor network, initially deployed, to continue to improve conditions for anadromous fish.

    This paper discusses key principles for the development of materials property information management software systems. There are growing needs for automated materials information management in various organizations. In part these are fuelled by the demands for higher efficiency in material testing, product design and engineering analysis. But equally important, organizations are being driven by the needs for consistency, quality and traceability of data, as well as control of access to proprietary or sensitive information. Further, the use of increasingly sophisticated nonlinear, anisotropic and multi-scale engineering analyses requires both processing of large volumes of test data for development of constitutive models and complex materials data input for Computer-Aided Engineering (CAE) software. And finally, the globalization of economy often generates great needs for sharing a single gold source of materials information between members of global engineering teams in extended supply-chains. Fortunately material property management systems have kept pace with the growing user demands and evolved to versatile data management systems that can be customized to specific user needs. The more sophisticated of these provide facilities for: (i) data management functions such as access, version, and quality controls; (ii) a wide range of data import, export and analysis capabilities; (iii) data pedigree traceability mechanisms; (iv) data searching, reporting and viewing tools; and (v) access to the information via a wide range of interfaces. In this paper the important requirements for advanced material data management systems, future challenges and opportunities such as automated error checking, data quality characterization, identification of gaps in datasets, as well as functionalities and business models to fuel database growth and maintenance are discussed.

    To support marine ecological resource management and emergency response and to enhance scientific understanding of physical and biogeochemical processes in Puget Sound, a real-time Puget Sound Operational Forecast System (PS-OFS) was developed by the Coastal Ocean Dynamics & Ecosystem Modeling group (CODEM) of Pacific Northwest National Laboratory (PNNL). PS-OFS employs the state-of-the-art three-dimensional coastal ocean model and closely follows the standards and procedures established by National Oceanic and Atmospheric Administration (NOAA) National Ocean Service (NOS). PS-OFS consists of four key components supporting the Puget Sound Circulation and Transport Model (PS-CTM): data acquisition, model execution and product archive, model skill assessment, and model results dissemination. This paper provides an overview of PS-OFS and its ability to provide vital real-time oceanographic information to the Puget Sound community. PS-OFS supports pacific northwest region’s growing need for a predictive tool to assist water quality management, fish stock recovery efforts, maritime emergency response, nearshore land-use planning, and the challenge of climate change and sea level rise impacts. The structure of PS-OFS and examples of the system inputs and outputs, forecast results are presented in details.

The frequency dependence of the spectral emissivity is represented as a power series. The Stefan-Boltzmann law, total energy density, number density of photons, Helmholtz free energy density, internal energy density, enthalpy density, entropy density, heat capacity at constant volume, pressure, and total emissivity are expressed in terms of the polylogarithm functions. The general expressions for the thermal radiative and thermodynamic functions are applied for the study of thermal radiation of liquid and solid zirconium carbide. These functions are calculated using experimental data for the frequency dependence of the normal spectral emissivity in the visible-near infrared range at the melting (freezing) point.     New data collection system equipment was installed in Xcel Energy substations and data was collected from 6 substations and 20 feeders. During Phase I, ABB collected and analyzed 793 real-time events to date from 6 Xcel Energy substations and continues today. The development and integration of several applications was completed during the course of this project, including a model-based faulted segment identification algorithm, with very positive results validated with field-gathered data discussed and included in this report. For mostly underground feeders, the success rate is 90% and the overreach rate is 90%. For mostly overhead feeders, the success rate is 74% and the overreach rate is 50%. The developed method is producing very accurate results for mostly underground feeders. For mostly overhead feeders, due to the bad OMS data quality and varying fault resistance when arcing, the developed method is producing good results but with much room for improvement. One area where the algorithm can be improved is the accuracy for sub-cycle fault events. In these cases, the accuracy of the conventional signal processing methods suffers due to most of these methods being based on a one-cycle processing window. By improving the signal processing accuracy, the accuracy of the faulted segment identification algorithm will also improve significantly. ABB intends to devote research in this area in the near future to help solve this problem. Other new applications developed during the course of the project include volt/VAR monitoring, unbalanced capacitor switching detection, unbalanced feeder loading detection, and feeder overloading detection. An important aspect of the demonstration phase of the project is to show the ability to provide adequate “heads-up” time ahead of customer calls or AMI reports so that the operators are provided with the much needed time to collect information needed to address an outage. The advance notification feature of the demonstration system provides this time and helps accelerate service restoration ultimately. To demonstrate the effectiveness of this feature, a demo system using substation data alone was set up to compare the minutes saved over a period of 22 months for two feeders where the real-time notification system has been deployed. The metric used for performance assessment is the time difference between the actual outage time from the OMS versus the time the notification email was received on the operators desk. Over the period of 22 months, we have accumulated over 7600 minutes (32 hours) ahead of actual outage time compared to the OMS timestamps. The significance of this analysis is that it shows the potential to reduce the SAIDI minutes and directly impact utility performance in terms of outage duration. If deployed at scale, it would have a significant impact on system reliability. To put this number in perspective, it would be helpful to assign a dollar figure to the potential savings that could be realized. According to the host utility, the average cost for each customer-minute-out (CMO) is approximately $0.30 across the operating company. This includes both direct and indirect costs such as bad press. The outage data over the previous 4 years show that the average customer count on primary/tap level outages is about 56. Accordingly, the total minutes saved amounts to 425,600 CMOs on the average. This would in turn result in a potential cost savings figure of $127,680 for two feeders alone over the period of performance. This empirical evidence validates the strong value proposition of the project that was contemplated at the onset and its potential impact to reduce outage duration in support of DOE’s goal of 20%

    This final scientific report documents the Industrial Technology Program (ITP) Stage 2 Concept Development effort on Data Center Energy Reduction and Management Through Real-Time Optimal Control (RTOC). Society is becoming increasingly dependent on information technology systems, driving exponential growth in demand for data center processing and an insatiable appetite for energy. David Raths noted, 'A 50,000-square-foot data center uses approximately 4 megawatts of power, or the equivalent of 57 barrels of oil a day1.' The problem has become so severe that in some cases, users are giving up raw performance for a better balance between performance and energy efficiency. Historically, power systems for data centers were crudely sized to meet maximum demand. Since many servers operate at 60%-90% of maximum power while only utilizing an average of 5% to 15% of their capability, there are huge inefficiencies in the consumption and delivery of power in these data centers. The goal of the 'Recovery Act: Decreasing Data Center Energy Use through Network and Infrastructure Control' is to develop a state of the art approach for autonomously and intelligently reducing and managing data center power through real-time optimal control. Advances in microelectronics and software are enabling the opportunity to realize significant data center power savings through the implementation of autonomous power management control algorithms. The first step to realizing these savings was addressed in this study through the successful creation of a flexible and scalable mathematical model (equation) for data center behavior and the formulation of an acceptable low technical risk market introduction strategy leveraging commercial hardware and software familiar to the data center market. Follow-on Stage 3 Concept Development efforts include predictive modeling and simulation of algorithm performance, prototype demonstrations with representative data center equipment to verify requisite performance and continued commercial partnering agreement formation to ensure uninterrupted development, and deployment of the real-time optimal control algorithm. As a software implementable technique for reducing power consumption, the RTOC has two very desirable traits supporting rapid prototyping and ultimately widespread dissemination. First, very little capital is required for implementation. No major infrastructure modifications are required and there is no need to purchase expensive capital equipment. Second, the RTOC can be rolled out incrementally. Therefore, the effectiveness can be proven without a large scale initial roll out. Through the use of the Impact Projections Model provided by the DOE, monetary savings in excess of $100M in 2020 and billions by 2040 are predicted. In terms of energy savings, the model predicts a primary energy displacement of 260 trillion BTUs (33 trillion kWh), or a 50% reduction in server power consumption. The model also predicts a corresponding reduction of pollutants such as SO2 and NOx in excess of 100,000 metric tonnes assuming the RTOC is fully deployed. While additional development and prototyping is required to validate these predictions, the relative low cost and ease of implementation compared to large capital projects makes it an ideal candidate for further investigation.

    The project has provided science-based tools for the long-term management of salinity in drainage discharges from wetlands to the San Joaquin River. The results of the project are being used to develop best management practices (BMP) and a decision support system to assist wetland managers adjust the timing of salt loads delivered to the San Joaquin River during spring drawdown. Adaptive drainage management scheduling has the potential to improve environmental compliance with salinity objectives in the Lower San Joaquin River by reducing the frequency of violation of Vernalis salinity standards, especially in dry and critically dry years. The paired approach to project implementation whereby adaptively managed and traditional practices were monitored in a side-by-side fashion has provided a quantitative measure of the impacts of the project on the timing of salt loading to the San Joaquin River. The most significant accomplishments of the project has been the technology transfer to wetland biologists, ditch tenders and water managers within the Grasslands Ecological Area. This “learning by doing” has build local community capacity within the Grassland Water District and California Department of Fish and Game providing these institutions with new capability to assess and effectively manage salinity within their wetlands while simultaneously providing benefits to salinity management of the San Joaquin River.

    Successful management of river salt loads in complex and highly regulated river basins such as the San Joaquin of California presents significant challenges to Information Technology. Models are used as means of simulating major hydrologic processes in the basin which affect water quality and can be useful as tools for organizing basin information in a structured and readily accessible manner. Models can also be used to extrapolate the results of system monitoring since it is impossible to collect data for every point and non-point source of a pollutant in the Basin. Fundamental to every model is the concept of mass balance. This paper describes the use of state-of-the-art sensor technologies deployed in concert to obtain the first water and salinity budgets for a 60,000 hectare tract of seasonally managed wetlands in the San Joaquin Basin of California.

This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.

    The Real Time System Operations (RTSO) 2006-2007 project focused on two parallel technical tasks: (1) Real-Time Applications of Phasors for Monitoring, Alarming and Control; and (2) Real-Time Voltage Security Assessment (RTVSA) Prototype Tool. The overall goal of the phasor applications project was to accelerate adoption and foster greater use of new, more accurate, time-synchronized phasor measurements by conducting research and prototyping applications on California ISO's phasor platform - Real-Time Dynamics Monitoring System (RTDMS) -- that provide previously unavailable information on the dynamic stability of the grid. Feasibility assessment studies were conducted on potential application of this technology for small-signal stability monitoring, validating/improving existing stability nomograms, conducting frequency response analysis, and obtaining real-time sensitivity information on key metrics to assess grid stress. Based on study findings, prototype applications for real-time visualization and alarming, small-signal stability monitoring, measurement based sensitivity analysis and frequency response assessment were developed, factory- and field-tested at the California ISO and at BPA. The goal of the RTVSA project was to provide California ISO with a prototype voltage security assessment tool that runs in real time within California ISO?s new reliability and congestion management system. CERTS conducted a technical assessment of appropriate algorithms, developed a prototype incorporating state-of-art algorithms (such as the continuation power flow, direct method, boundary orbiting method, and hyperplanes) into a framework most suitable for an operations environment. Based on study findings, a functional specification was prepared, which the California ISO has since used to procure a production-quality tool that is now a part of a suite of advanced computational tools that is used by California ISO for reliability and congestion management.

    A method and apparatus are described relating to the real time automatic detection and classification of characteristic type surface imperfections occurring on the surfaces of material of interest such as moving hot metal slabs produced by a continuous steel caster. A data camera transversely scans continuous lines of such a surface to sense light intensities of scanned pixels and generates corresponding voltage values. The voltage values are converted to corresponding digital values to form a digital image of the surface which is subsequently processed to form an edge-enhanced image having scan lines characterized by intervals corresponding to the edges of the image. The edge-enhanced image is thresholded to segment out the edges and objects formed by the edges by interval matching and bin tracking. Features of the objects are derived and such features are utilized to classify the objects into characteristic type surface imperfections. 43 figs.

The property is located in the Upper John Day subbasin within the Columbia basin. The property consists of two parcels comprising 4,232 acres. The Mainstem parcel consists of 3,445 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem John Day River. The Middle Fork parcel consists of 786 acres and is located one mile to the west of the town of Austin, OR on the Middle Fork John Day River. The Forrest Conservation Area is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. Acquisition of the Forrest Conservation Area was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by hydroelectric facilities on the Columbia River and its tributaries. The intent of the Conservation Area is to partially mitigate fish and wildlife impacts for the John Day Dam on the Columbia River as outlined in the Northwest Power Planning Council's Wildlife Program (NPPC 1994, {section}11.1, {section}7.6). While the Tribes hold fee-title to the property, the BPA has assured a level of management funding for the protection and restoration of fish and wildlife habitat through a memorandum of agreement.

    DOE-OE and DOE-SC workshops (Reference 1-3) identified the key power grid problem that requires insight addressable by the next generation of exascale computing is coupling of real-time data streams (1-2 TB per hour) as the streams are ingested to dynamic models. These models would then identify predicted disruptions in time (2-4 seconds) to trigger the smart grid s self healing functions. This project attempted to establish the feasibility of this approach and defined the scientific issues, and demonstrated example solutions to important smart grid simulation problems. These objectives were accomplished by 1) using the existing frequency recorders on the national grid to establish a representative and scalable real-time data stream; 2) invoking ORNL signature identification algorithms; 3) modeling dynamically a representative region of the Eastern interconnect using an institutional cluster, measuring the scalability and computational benchmarks for a national capability; and 4) constructing a prototype simulation for the system s concept of smart grid deployment. The delivered ORNL enduring capability included: 1) data processing and simulation metrics to design a national capability justifying exascale applications; 2) Software and intellectual property built around the example solutions; 3) demonstrated dynamic models to design few second self-healing.

    This paper describes the analysis component of the Enrichment Diagnostic System (EDS) developed for the Atomic Vapor Laser Isotope Separation Program (AVLIS) at Lawrence Livermore National Laboratory (LLNL). Four different types of analysis are performed on data acquired through EDS: (1) absorption spectroscopy on laser-generated spectral lines, (2) mass spectrometer analysis, (3) general purpose waveform analysis, and (4) separation performance calculations. The information produced from this data includes: measures of particle density and velocity, partial pressures of residual gases, and overall measures of isotope enrichment. The analysis component supports a variety of real-time modeling tasks, a means for broadcasting data to other nodes, and a great degree of flexibility for tailoring computations to the exact needs of the process. A particular data base structure and program flow is common to all types of analysis. Key elements of the analysis component are: (1) a fast access data base which can configure all types of analysis, (2) a selected set of analysis routines, (3) a general purpose data manipulation and graphics package for the results of real time analysis. Each of these components are described with an emphasis upon how each contributes to overall system capability. 3 figs.

    Aluminum alloys pose several properties that make them one of the most popular engineering materials: they have excellent corrosion resistance, and high weight-to-strength ratio. Resistance spot welding of aluminum alloys is widely used today but oxide film and aluminum thermal and electrical properties make spot welding a difficult task. Electrode degradation due to pitting, alloying and mushrooming decreases the weld quality and adjustment of parameters like current and force is required. To realize these adjustments and ensure weld quality, a tool to measure weld quality in real time is required. In this paper, a real time ultrasonic non-destructive evaluation system for aluminum spot welds is presented. The system is able to monitor nugget growth while the spot weld is being made. This is achieved by interpreting the echoes of an ultrasound transducer located in one of the welding electrodes. The transducer receives and transmits an ultrasound signal at different times during the welding cycle. Valuable information of the weld quality is embedded in this signal. The system is able to determine the weld nugget diameter by measuring the delays of the ultrasound signals received during the complete welding cycle. The article presents the system performance on aluminum alloy AA6022.

    Real-time computing has traditionally been considered largely in the context of single-processor and embedded systems, and indeed, the terms real-time computing, embedded systems, and control systems are often mentioned in closely related contexts. However, real-time computing in the context of multinode systems, specifically high-performance, cluster-computing systems, remains relatively unexplored. Imposing real-time constraints on a parallel (cluster) computing environment introduces a variety of challenges with respect to the formal verification of the system's timing properties. In this paper, we give a motivating example to demonstrate the need for such a system--- an application to estimate the electromechanical states of the power grid--- and we introduce a formal method for performing verification of certain temporal properties within a system of parallel processes. We describe our work towards a full real-time implementation of the target application--- namely, our progress towards extracting a key mathematical kernel from the application, the formal process by which we analyze the intricate timing behavior of the processes on the cluster, as well as timing measurements taken on our test cluster to demonstrate use of these concepts.

    A variation on the ''Office of Real Soon Now'' has been designed and deployed at Lawrence Livermore National Laboratory (LLNL). The ASCI VIEWS (VIEWS) program [1], the element of the program developing tools for data management and visualization, is investigating a variety of display technologies, motivated in part by the large size, high resolution, and complexity of data sets that ASCI users frequently explore and analyze. While large, tiled displays have been well received at LLNL, availability and ease-of-use problems have motivated exploration of alternatives [2]. The ''Office of Real Soon Now'' Project [3, 4, 5] at the University of North Carolina at Chapel Hill (UNC) has built ''low fidelity'' versions of the ''Office of the Future'' [6, 7] that can be installed in users' offices now. At UNC, the Office of Real Soon Now installations use only a small number of relatively inexpensive projectors,generally two or three, that limit resolution and features. These projectors are connected to Microsoft Windows PCs or Apple computers that are used for daily activities, such as reading email, writing papers, and debugging programs. Even though the UNC faculty involved are predominantly computer graphics researchers, these display systems are used mainly for text-oriented applications [5]. Designing, developing, and deploying an office-based system at LLNL would provide opportunities to adapt the system to our specific uses and to evaluate such systems for a range of tasks beyond those typically found at UNC. The goals of the LLNL display system are to exceed previous UNC versions in resolution, to run Unix-based applications, and to support interactive visualization of simulation data better than can be done via current workstations and monitors.

    Through their John Day Basin Office, the Confederated Tribes of Warm Springs Reservation of Oregon (Tribes) acquired the Forrest Ranch during July of 2002. The property consists of two parcels located in the John Day subbasin within the Columbia basin. The mainstem parcel consists of 3,503 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem of the John Day River. The middle fork parcel consists of 820 acres and is located one mile to the west of the town of Austin, OR on the middle fork John Day River. The Forrest Ranch Project is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. The Forrest Ranch acquisition was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by the operation of their hydroelectric facilities on the Columbia River and its tributaries. Following lengthy negotiations with the BPA and property owner, the Tribes were able to conclude the acquisition of the Forrest Ranch in July of 2002. The intent of the acquisition project was to partially mitigate fish and wildlife impacts for the John Day Dam on the Columbia River as outlined in the Northwest Power Planning Council's Wildlife Program (NPPC 1994, section 11.1, section 7.6). While the Tribes hold fee-title to the property, the BPA has assured a level of program funding through a memorandum of agreement and annual statement of work. As early as 1997, the Tribes identified this property as a priority for restoration in the John Day basin. In 2000, the Tribes arranged an agreement with the landowner to seek funds for the acquisition of both the Middle Fork and upper Mainstem John Day River holdings of Mr. John Forrest. This property had been a priority of not only the Tribes, but of many other basin natural resource agencies. The contract period was the first year of the program with December 2001 through July 2nd 2002 being previous to acquisition of the property. The majority of the activities conducted under the contract period were spent on O&M and pre acquisition activities.

    This analysis report describes the methods used to determine hydrologic properties based on the available field data from the unsaturated zone (UZ) at Yucca Mountain, Nevada. The technical scope, content, and management of this analysis report are described in the planning document ''Technical Work Plan for: Unsaturated Zone Flow Analysis and Model Report Integration'' (BSC 2004 [DIRS 169654], Sections 2, 4, and 8). Fracture and matrix properties are developed by analyzing available survey data from the Exploratory Studies Facility (ESF), the Enhanced Characterization of Repository Block (ECRB) Cross-Drift, and/or boreholes; air-injection testing data from surface boreholes and from boreholes in the ESF; and data from laboratory testing of core samples. In addition, the report ''Geologic Framework Model'' (GFM2000) (BSC 2004 [DIRS 170029]) also serves as a source report by providing the geological framework model of the site. This report is a revision of the model report under the same title (BSC 2003 [DIRS 161773]), which in turn superceded the analysis report under the same title. The principal purpose of this work is to provide representative uncalibrated estimates of fracture and matrix properties for use in the model report Calibrated Properties Model. The term ''uncalibrated'' is used to distinguish the properties or parameters estimated in this report from those obtained from the inversion modeling used in ''Calibrated Properties Model''.     Nanoparticle self-assembly dynamics are monitored in real-time by detecting optical diffraction from an all-nanoparticle grating as it self-assembles on a grating pattern recorded on a magnetic medium. The diffraction efficiency strongly depends on concentration, pH, and colloidal stability of nanoparticle suspensions, demonstrating the nanoparticle self-assembly process is highly tunable. This metrology could provide an alternative for detecting nanoparticle properties such as colloidal stability.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These DOE Orders and associated policies establish goals and sustainable stewardship practices that are protective of environmental, natural, and cultural resources, and take a life cycle approach that considers aspects such as: (1) Acquisition and use of environmentally preferable products; (2) Electronics stewardship; (3) Energy conservation, energy efficiency, and renewable energy; (4) Pollution prevention, with emphasis on toxic and hazardous chemical and material reduction; (5) Procurement of efficient energy and water consuming materials and equipment; (6) Recycling and reuse; (7) Sustainable and high-performance building design; (8) Transportation and fleet management; and (9) Water conservation. LBNL's approach to sustainable environmental stewardship required under Order 450.1A poses the challenge of implementing its EMS in a compliance-based, performance-based, and cost-effective manner. In other words, the EMS must deliver real and tangible business value at a minimal cost. The purpose of this plan is to describe Berkeley Lab's approach for achieving such an EMS, including an overview of the roles and responsibilities of key Laboratory parties. This approach begins with a broad-based environmental policy consistent with that stated in Chapter 11 of the LBNL Health and Safety Manual (PUB-3000). This policy states that Berkeley Lab is committed to the following: (1) Complying with applicable environmental, public health, and resource conservation laws and regulations. (2) Preventing pollution, minimizing waste, and conserving natural resources. (3) Correcting environmental hazards and cleaning up existing environmental problems, and (4) Continually improving the Laboratory's environmental performance while maintaining operational capability and sustaining the overall mission of the Laboratory. Title I of the Act authorizes the Department of Energy (DOE) to undertake remedial actions at 24 designated inactive uranium processing sites and associated vicinity properties containing uranium mill tailings and other residual radioactive materials derived from the processing sites. The Act, amended in January 1983, by Public Law 97-415, also authorizes DOE to perform remedial actions at vicinity properties in Edgemont, South Dakota. Cleanup of the Edgemont processing site is the responsibility of the Tennessee Valley Authority. The information these tools provide gives insights into demand behavior from automated price responsive devices, distribution feeder characteristics, impact of weather on system’s development, and other significant dynamics. Given the large number of devices that bid into a feeder-level real-time electricity market, new techniques are explored to summarize the present state of the system and contrast that with previous trends as well as future projections. To better understand the system behavior and correctly inform decision-making procedures, effective visualization of the data is imperative.

    I propose a new class of interpretations, {\\it real world interpretations}, of the quantum theory of closed systems. These interpretations postulate a preferred factorization of Hilbert space and preferred projective measurements on one factor. They give a mathematical characterisation of the different possible worlds arising in an evolving closed quantum system, in which each possible world corresponds to a (generally mixed) evolving quantum state. In a realistic model, the states corresponding to different worlds should be expected to tend towards orthogonality as different possible quasiclassical structures emerge or as measurement-like interactions produce different classical outcomes. However, as the worlds have a precise mathematical definition, real world interpretations need no definition of quasiclassicality, measurement, or other concepts whose imprecision is problematic in other interpretational approaches. It is natural to postulate that precisely one world is chosen randomly, using the natural probability distribution, as the world realised in Nature, and that this world's mathematical characterisation is a complete description of reality.

    The project report describes a two year experiment to control wetland drainage to the San Joaquin River of California from the San Luis National Wildlife Refuge using a decision support system for real-time water quality management. This system required the installation and operation of one inlet and three drainage flow and water quality monitoring stations which allowed a simple mass balance model to be developed of the seasonally managed wetlands in the study area. Remote sensing methods were developed to document long-term trends in wetland moist soil vegetation and soil salinity in response to management options such as delaying the initiation of seasonal wetland drainage. These environmental management tools provide wetland managers with some of the tools necessary to improve salinity conditions in the San Joaquin River and improve compliance with State mandated salinity objectives without inflicting long-term harm on the wild fowl habitat resource.

The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.
