    The increased need to manage California?s electricity grid in real time is a result of the ongoing transition from a system operated by vertically-integrated utilities serving native loads to one operated by an independent system operator supporting competitive energy markets. During this transition period, the traditional approach to reliability management -- construction of new transmission lines -- has not been pursued due to unresolved issues related to the financing and recovery of transmission project costs. In the absence of investments in new transmission infrastructure, the best strategy for managing reliability is to equip system operators with better real-time information about actual operating margins so that they can better understand and manage the risk of operating closer to the edge. A companion strategy is to address known deficiencies in offline modeling tools that are needed to ground the use of improved real-time tools. This project: (1) developed and conducted first-ever demonstrations of two prototype real-time software tools for voltage security assessment and phasor monitoring; and (2) prepared a scoping study on improving load and generator response models. Additional funding through two separate subsequent work authorizations has already been provided to build upon the work initiated in this project.

    It is the policy of the U.S. Department of Energy (DOE) to improve environmental quality and conserve natural and economic resources by, among other things, increasing the reuse and recycle of recoverable materials in order to minimize land disposal of wastes. Consistent with this policy, DOE's Office of Environmental Management believes it is important to pursue strategies for reusing and recycling the large and growing DOE inventory of recoverable non-real property. However, responsible pursuit of such strategies requires careful prior consideration of the available alternatives, given the radiological character of much of the non-real property to be released. Requirements applicable to considerations of this type are established by Order DOE 5400.5, Radiation Protection of the Public and the Environment. This article describes the development and content of a step-by-step process designed to provide confidence that radiological doses to the public from recycle or reuse of released non-real property containing residual radioactive material meet applicable regulatory standards, are as low as reasonably achievable, and meet the requirements in Order DOE 5400.5 for release of such material.     This report summarizes the underlying historical and regulatory framework supporting the concept of authorizing release for restricted or unrestricted reuse or recycle of real and non-real U.S. Department of Energy (DOE) properties containing residual radioactive material. Basic radiation protection principles as recommended by the International Commission on Radiological Protection are reviewed, and international initiatives to investigate radiological clearance criteria are reported. Applicable requirements of the U.S. Nuclear Regulatory Commission, the Environmental Protection Agency, DOE, and the State of Washington are discussed. Several processes that have been developed for establishing cleanup and release criteria for real and non-real DOE property containing residual radioactive material are presented. Examples of DOE real property for which radiological cleanup criteria were established to support unrestricted release are provided. Properties discussed include Formerly Utilized Sites Remedial Action Project sites, Uranium Mill Tailings Remedial Action Project sites, the Shippingport decommissioning project, the south-middle and south-east vaults in the 317 area at Argonne National Laboratory, the Heavy Water Components Test Reactor at DOE`s Savannah River Site, the Experimental Boiling Water Reactor at Argonne National Laboratory, and the Weldon Spring site. Some examples of non-real property for which DOE sites have established criteria to support unrestricted release are also furnished. 10 figs., 4 tabs.

    An implicit methodology based on chemical group theory to formulate a jet aviation fuel surrogate by the measurements of several combustion related fuel properties is tested. The empirical formula and derived cetane number of an actual aviation fuel, POSF 4658, have been determined. A three component surrogate fuel for POSF 4658 has been formulated by constraining a mixture of n-decane, iso-octane and toluene to reproduce the hydrogen/carbon ratio and derived cetane number of the target fuel. The validity of the proposed surrogate is evaluated by experimental measurement of select combustion properties of POSF 4658, and the POSF 4658 surrogate. (1)A variable pressure flow reactor has been used to chart the chemical reactivity of stoichiometric mixtures of POSF 4658/O{sub 2}/N{sub 2} and POSF 4658 surrogate/O{sub 2}/N{sub 2} at 12.5 atm and 500-1000 K, fixing the carbon content at 0.3% for both mixtures. (2)The high temperature chemical reactivity and chemical kinetic-molecular diffusion coupling of POSF 4658 and POSF 4658 surrogate have been evaluated by measurement of the strained extinction limit of diffusion flames. (3)The autoignition behavior of POSF 4658 and POSF 4658 surrogate has been measured with a shock tube at 674-1222 K and with a rapid compression machine at 645-714 K for stoichiometric mixtures of fuel in air at pressures close to 20 atm. The flow reactor study shows that the character and extent of chemical reactivity of both fuels at low temperature (500-675 K) and high temperature (900 K+) are extremely similar. Slight differences in the transition from the end of the negative temperature coefficient regime to hot ignition are observed. The diffusion flame strained extinction limits of the fuels are observed to be indistinguishable when compared on a molar basis. Ignition delay measurements also show that POSF 4658 exhibits NTC behavior. Moreover, the ignition delays of both fuels are also extremely similar over the temperature range studied in

    A real-time performance monitoring system for monitoring an electric power grid. The electric power grid has a plurality of grid portions, each grid portion corresponding to one of a plurality of control areas. The real-time performance monitoring system includes a monitor computer for monitoring at least one of reliability metrics, generation metrics, transmission metrics, suppliers metrics, grid infrastructure security metrics, and markets metrics for the electric power grid. The data for metrics being monitored by the monitor computer are stored in a data base, and a visualization of the metrics is displayed on at least one display computer having a monitor. The at least one display computer in one said control area enables an operator to monitor the grid portion corresponding to a different said control area.

    There exist certain systems which generate real-time data at high bandwidth, but do not necessarily require the long-term retention of that data in normal conditions. In some cases, the data may not actually be useful, and in others, there may be too much data to permanently retain in long-term storage whether it is useful or not. However, certain portions of the data may be identified as being vitally important from time to time, and must therefore be retained for further analysis or permanent storage without interrupting the ongoing collection of new data. We have developed a system, Mahanaxar, intended to address this problem. It provides quality of service guarantees for incoming real-time data streams and simultaneous access to already-recorded data on a best-effort basis utilizing any spare bandwidth. It has built in mechanisms for reliability and indexing, can scale upwards to meet increasing bandwidth requirements, and handles both small and large data elements equally well. We will show that a prototype version of this system provides better performance than a flat file (traditional filesystem) based version, particularly with regard to quality of service guarantees and hard real-time requirements.

    Developers of real-time embedded software often need to build the operating system, kernel, tools and supporting applications from source to work with the differences in their hardware configuration. The first attempts to introduce Linux-based real-time embedded systems into the Fermilab accelerator controls system used this approach but it was found to be time-consuming, difficult to maintain and difficult to adapt to different hardware configurations. Buildroot is an open source build system with a menu-driven configuration tool (similar to the Linux kernel build system) that automates this process. A customized Buildroot [1] system has been developed for use in the Fermilab accelerator controls system that includes several hardware configuration profiles (including Intel, ARM and PowerPC) and packages for Fermilab support software. A bootable image file is produced containing the Linux kernel, shell and supporting software suite that varies from 3 to 20 megabytes large – ideal for network booting. The result is a platform that is easier to maintain and deploy in diverse hardware configurations

    The purpose of the research project was to advance the concept of real-time water quality management in the San Joaquin Basin by developing an application to drainage of seasonal wetlands in the Grassland Water District. Real-time water quality management is defined as the coordination of reservoir releases, return flows and river diversions to improve water quality conditions in the San Joaquin River and ensure compliance with State water quality objectives. Real-time water quality management is achieved through information exchange and cooperation between shakeholders who contribute or withdraw flow and salt load to or from the San Joaquin River. This project complements a larger scale project that was undertaken by members of the Water Quality Subcommittee of the San Joaquin River Management Program (SJRMP) and which produced forecasts of flow, salt load and San Joaquin River assimilative capacity between 1999 and 2003. These forecasts can help those entities exporting salt load to the River to develop salt load targets as a mechanism for improving compliance with salinity objectives. The mass balance model developed by this project is the decision support tool that helps to establish these salt load targets. A second important outcome of this project was the development and application of a methodology for assessing potential impacts of real-time wetland salinity management. Drawdown schedules are typically tied to weather conditions and are optimized in traditional practices to maximize food sources for over-wintering wildfowl as well as providing a biological control (through germination temperature) of undesirable weeds that compete with the more proteinaceous moist soil plants such as swamp timothy, watergrass and smartweed. This methodology combines high resolution remote sensing, ground-truthing vegetation surveys using established survey protocols and soil salinity mapping using rapid, automated electromagnetic sensor technology.     The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    The San Joaquin River Riparian Habitat Restoration Program (SJRRP) has recognized the potential importance of real-time monitoring and management to the success of the San Joaquin River (SJR) restoration endeavor. The first step to realizing making real-time management a reality on the middle San Joaquin River between Friant Dam and the Merced River will be the installation and operation of a network of permanent telemetered gauging stations that will allow optimization of reservoir releases made specifically for fish water temperature management. Given the limited reservoir storage volume available to the SJJRP, this functionality will allow the development of an adaptive management program, similar in concept to the VAMP though with different objectives. The virtue of this approach is that as management of the middle SJR becomes more routine, additional sensors can be added to the sensor network, initially deployed, to continue to improve conditions for anadromous fish.

    It is DOE`s objective to operate its facilities and to conduct its activities so that radiation exposures to members of the public are maintained within acceptable limits and exposures to residual radioactive materials are controlled. To accomplish this, DOE has adopted Order DOE 5400.51 `Radiation Protection of the Public and the Environment`, and will be promulgating IO CR Part 834 to codify and clarify the requirements of DOE 5400.5. Under both DOE 5400.5 and 10 CR Part 834, radioactively contaminated DOE property is prohibited from release unless specific actions have been completed prior to the release. This paper outlines a ten-step process that, if followed, will assist DOE Operations and contractor personnel in ensuring that the required actions established by Order DOE 5400.5 and 10 CR Part 834 have been appropriately completed prior to the release for reuse or recycle of non-real property (e.g., office furniture, computers, hand tools, machinery, vehicles and scrap metal). Following the process will assist in ensuring that radiological doses to the public from the released materials will meet applicable regulatory standards and be as low as reasonably achievable (ALARA).

    Energy Research Company (ERCo) of Staten Island, NY has developed a sensor capable of measuring in situ and in real time, both the elemental composition and the temperature of molten glass. A prototype sensor has been designed, constructed and tested in ERCo's laboratory. The sensor was used to collect atomic emission spectra from molten fiberglass via Laser Induced Breakdown Spectroscopy (LIBS). From these spectra, we were able to readily identify all elements of interest (B, Si, Ca, Fe, Mg, Na, Sr, Al). The high signal-to-background signals achieved suggest that data from the sensor can be used to determine elemental concentrations, either through calibration curves or using ERCo's calibrationless method. ERCo's technology fits in well with DOE's Glass Industry Technology Roadmap which emphasizes the need for accurate process and feedstock sensors. Listed first under technological barriers to increased production efficiency is the 'Inability to accurately measure and control the production process'. A large-scale glass melting furnace, developed by SenCer Inc. of Penn Yan, NY was installed in ERCo's laboratory to ensure that a large enough quantity of glass could be melted and held at temperature in the presence of the water-cooled laser sensor without solidifying the glass.

    New data collection system equipment was installed in Xcel Energy substations and data was collected from 6 substations and 20 feeders. During Phase I, ABB collected and analyzed 793 real-time events to date from 6 Xcel Energy substations and continues today. The development and integration of several applications was completed during the course of this project, including a model-based faulted segment identification algorithm, with very positive results validated with field-gathered data discussed and included in this report. For mostly underground feeders, the success rate is 90% and the overreach rate is 90%. For mostly overhead feeders, the success rate is 74% and the overreach rate is 50%. The developed method is producing very accurate results for mostly underground feeders. For mostly overhead feeders, due to the bad OMS data quality and varying fault resistance when arcing, the developed method is producing good results but with much room for improvement. One area where the algorithm can be improved is the accuracy for sub-cycle fault events. In these cases, the accuracy of the conventional signal processing methods suffers due to most of these methods being based on a one-cycle processing window. By improving the signal processing accuracy, the accuracy of the faulted segment identification algorithm will also improve significantly. ABB intends to devote research in this area in the near future to help solve this problem. Other new applications developed during the course of the project include volt/VAR monitoring, unbalanced capacitor switching detection, unbalanced feeder loading detection, and feeder overloading detection. An important aspect of the demonstration phase of the project is to show the ability to provide adequate “heads-up” time ahead of customer calls or AMI reports so that the operators are provided with the much needed time to collect information needed to address an outage.     A decision support system(DSS)is under development to assistin the control and management of episodes of dissolved oxygen sag in aDeep Water Ship Channel (DWSC), located in Stockton, California. The DWSCwas formed by excavating the bed of the San Joaquin River in the 1950'sto allow navigation by ocean-going cargo ships to the Port of Stockton.The deepened channel has the effect of increasing hydraulic residencetime by a factor of ten. allowing accumulation of decaying algae andother oxygen demanding substances - which creates a barrier to themigration of anadromous fish. This problem, which manifests itself inlate summer and early autumn, is an impediment to a multimillion dollarhabitat restoration effort for the salmon fishery in the San JoaquinRiver basin (SJRB). A hydrodynamic and water quality model of the Deltaand San Joaquin River forms the basis of the DSS which will provideforecasts of dissolved oxygen sag in the DWSC and provide modelingsupport for management actions such as forced aeration to improvedissolved oxygen concentrations in the Ship Channel. A graphical userinterlace, currently used for displaying flow and salinity forecasts onthe San Joaquin River, is being adapted to allow the display of dissolvedoxygen forecasts and to encourage the formation of a stakeholder-ledentity or institution to adaptively manage the problem.

  8. Using an external surrogate for predictor model training in real-time motion management of lung tumors

    Purpose: Precise prediction of respiratory motion is a prerequisite for real-time motion compensation techniques such as beam, dynamic couch, or dynamic multileaf collimator tracking. Collection of tumor motion data to train the prediction model is required for most algorithms. To avoid exposure of patients to additional dose from imaging during this procedure, the feasibility of training a linear respiratory motion prediction model with an external surrogate signal is investigated and its performance benchmarked against training the model with tumor positions directly. Methods: The authors implement a lung tumor motion prediction algorithm based on linear ridge regression that is suitable to overcome system latencies up to about 300 ms. Its performance is investigated on a data set of 91 patient breathing trajectories recorded from fiducial marker tracking during radiotherapy delivery to the lung of ten patients. The expected 3D geometric error is quantified as a function of predictor lookahead time, signal sampling frequency and history vector length. Additionally, adaptive model retraining is evaluated, i.e., repeatedly updating the prediction model after initial training. Training length for this is gradually increased with incoming (internal) data availability. To assess practical feasibility model calculation times as well as various minimum data lengths for retraining are evaluated. Relative performance of model training with external surrogate motion data versus tumor motion data is evaluated. However, an internal–external motion correlation model is not utilized, i.e., prediction is solely driven by internal motion in both cases. Results: Similar prediction performance was achieved for training the model with external surrogate data versus internal (tumor motion) data. Adaptive model retraining can substantially boost performance in the case of external surrogate training while it has little impact for training with internal motion data. A minimum

    This final scientific report documents the Industrial Technology Program (ITP) Stage 2 Concept Development effort on Data Center Energy Reduction and Management Through Real-Time Optimal Control (RTOC). Society is becoming increasingly dependent on information technology systems, driving exponential growth in demand for data center processing and an insatiable appetite for energy. David Raths noted, 'A 50,000-square-foot data center uses approximately 4 megawatts of power, or the equivalent of 57 barrels of oil a day1.' The problem has become so severe that in some cases, users are giving up raw performance for a better balance between performance and energy efficiency. Historically, power systems for data centers were crudely sized to meet maximum demand. Since many servers operate at 60%-90% of maximum power while only utilizing an average of 5% to 15% of their capability, there are huge inefficiencies in the consumption and delivery of power in these data centers. The goal of the 'Recovery Act: Decreasing Data Center Energy Use through Network and Infrastructure Control' is to develop a state of the art approach for autonomously and intelligently reducing and managing data center power through real-time optimal control. Advances in microelectronics and software are enabling the opportunity to realize significant data center power savings through the implementation of autonomous power management control algorithms. The first step to realizing these savings was addressed in this study through the successful creation of a flexible and scalable mathematical model (equation) for data center behavior and the formulation of an acceptable low technical risk market introduction strategy leveraging commercial hardware and software familiar to the data center market.     This paper discusses the challenges associated with creating a data management system for waste tracking at the Advanced Mixed Waste Treatment Plant (AMWTP) at the Idaho National Engineering Lab (INEEL). The waste tracking system combines data from plant automation systems and decision points. The primary purpose of the system is to provide information to enable the plant operators and engineers to assess the risks associated with each container and determine the best method of treating it. It is also used to track the transuranic (TRU) waste containers as they move throughout the various processes at the plant. And finally, the goal of the system is to support paperless shipments of the waste to the Waste Isolation Pilot Plant (WIPP). This paper describes the approach, methodologies, the underlying design of the database, and the challenges of creating the Data Management System (DMS) prior to completion of design and construction of a major plant. The system was built utilizing an Oracle database platform, and Oracle Forms 6i in client-server mode. The underlying data architecture is container-centric, with separate tables and objects for each type of analysis used to characterize the waste, including real-time radiography (RTR), non-destructive assay (NDA), head-space gas sampling and analysis (HSGS), visual examination (VE) and coring. The use of separate tables facilitated the construction of automatic interfaces with the analysis instruments that enabled direct data capture. Movements are tracked using a location system describing each waste container's current location and a history table tracking the container's movement history. The movement system is designed to interface both with radio-frequency bar-code devices and the plant's integrated control system (ICS). Collections of containers or information, such as batches, were created across the various types of analyses, which enabled a single, cohesive approach to be developed for verification and

    Purpose: We used Real-Time Position Management (RPM) to evaluate breath hold amplitude and variability when gating with a visually monitored deep inspiration breath hold technique (VM-DIBH) with retrospective cine image chest wall position verification. Methods: Ten patients with left-sided breast cancer were treated using VM-DIBH. Respiratory motion was passively collected once weekly using RPM with the marker block positioned at the xiphoid process. Cine images on the tangent medial field were acquired on fractions with RPM monitoring for retrospective verification of chest wall position during breath hold. The amplitude and duration of all breath holds on which treatment beams were delivered were extracted from the RPM traces. Breath hold position coverage was evaluated for symmetric RPM gating windows from ± 1 to 5 mm centered on the average breath hold amplitude of the first measured fraction as a baseline. Results: The average (range) breath hold amplitude and duration was 18 mm (3–36 mm) and 19 s (7–34 s). The average (range) of amplitude standard deviation per patient over all breath holds was 2.7 mm (1.2–5.7 mm). With the largest allowable RPM gating window (± 5 mm), 4 of 10 VM-DIBH patients would have had ≥ 10% of their breath hold positions excluded by RPM. Cine verification of the chest wall position during the medial tangent field showed that the chest wall was greater than 5 mm from the baseline in only 1 out of 4 excluded patients. Cine images verify the chest wall/breast position only, whether this variation is acceptable in terms of heart sparing is a subject of future investigation. Conclusion: VM-DIBH allows for greater breath hold amplitude variability than using a 5 mm gating window with RPM, while maintaining chest wall positioning accuracy within 5 mm for the majority of patients.

    The project has provided science-based tools for the long-term management of salinity in drainage discharges from wetlands to the San Joaquin River. The results of the project are being used to develop best management practices (BMP) and a decision support system to assist wetland managers adjust the timing of salt loads delivered to the San Joaquin River during spring drawdown. Adaptive drainage management scheduling has the potential to improve environmental compliance with salinity objectives in the Lower San Joaquin River by reducing the frequency of violation of Vernalis salinity standards, especially in dry and critically dry years. The paired approach to project implementation whereby adaptively managed and traditional practices were monitored in a side-by-side fashion has provided a quantitative measure of the impacts of the project on the timing of salt loading to the San Joaquin River. The most significant accomplishments of the project has been the technology transfer to wetland biologists, ditch tenders and water managers within the Grasslands Ecological Area. This “learning by doing” has build local community capacity within the Grassland Water District and California Department of Fish and Game providing these institutions with new capability to assess and effectively manage salinity within their wetlands while simultaneously providing benefits to salinity management of the San Joaquin River.

    Successful management of river salt loads in complex and highly regulated river basins such as the San Joaquin of California presents significant challenges to Information Technology. Models are used as means of simulating major hydrologic processes in the basin which affect water quality and can be useful as tools for organizing basin information in a structured and readily accessible manner. Models can also be used to extrapolate the results of system monitoring since it is impossible to collect data for every point and non-point source of a pollutant in the Basin. Fundamental to every model is the concept of mass balance. This paper describes the use of state-of-the-art sensor technologies deployed in concert to obtain the first water and salinity budgets for a 60,000 hectare tract of seasonally managed wetlands in the San Joaquin Basin of California.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. Discussion topics and real-life examples concentrate on transitioning an employee from a 'Techie' to a manager; common characteristics of being a manager; the history and academic study of management; competition, change and the business of waste management; what to do after taking over a department by applying Hylko's Star of Success; command media; the formal and informal organizational charts; chain of command; hiring and developing high-degree, autonomous employees through effective communication and delegation; periodic status checks; and determining if the program is working successfully. These common characteristics of a strong management/leadership culture and practical career tips discussed herein provide a solid foundation for any company or department that is serious about developing

    The Real Time System Operations (RTSO) 2006-2007 project focused on two parallel technical tasks: (1) Real-Time Applications of Phasors for Monitoring, Alarming and Control; and (2) Real-Time Voltage Security Assessment (RTVSA) Prototype Tool. The overall goal of the phasor applications project was to accelerate adoption and foster greater use of new, more accurate, time-synchronized phasor measurements by conducting research and prototyping applications on California ISO's phasor platform - Real-Time Dynamics Monitoring System (RTDMS) -- that provide previously unavailable information on the dynamic stability of the grid. Feasibility assessment studies were conducted on potential application of this technology for small-signal stability monitoring, validating/improving existing stability nomograms, conducting frequency response analysis, and obtaining real-time sensitivity information on key metrics to assess grid stress. Based on study findings, prototype applications for real-time visualization and alarming, small-signal stability monitoring, measurement based sensitivity analysis and frequency response assessment were developed, factory- and field-tested at the California ISO and at BPA. The goal of the RTVSA project was to provide California ISO with a prototype voltage security assessment tool that runs in real time within California ISO?s new reliability and congestion management system. CERTS conducted a technical assessment of appropriate algorithms, developed a prototype incorporating state-of-art algorithms (such as the continuation power flow, direct method, boundary orbiting method, and hyperplanes) into a framework most suitable for an operations environment. Based on study findings, a functional specification was prepared, which the California ISO has since used to procure a production-quality tool that is now a part of a suite of advanced computational tools that is used by California ISO for reliability and congestion management.

This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.

    Energy economists have long argued the benefits of real time pricing (RTP) of electricity. Their basis for modeling customers response to short-term fluctuations in electricity prices are based on theories of rational firm behavior, where management strives to minimize operating costs and optimize profit, and labor, capital and energy are potential substitutes in the firm's production function. How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). Reasons customers gave for why they weren't price-responsive include implicit value placed on reliability, pricing structures, lack of flexibility in adjusting production inputs, just-in-time practices, perceived barriers to onsite generation, and insufficient time. We draw these observations into a framework that could help refine economic theory of dynamic pricing by providing real-world descriptions of how firms behave and why.

    Although researchers have studied which factors influence the behavior of traditional search algorithms, currently not much is known about how domain properties influence the performance of real-time search algorithms. In this paper we demonstrate, both theoretically and experimentally, that Eulerian state spaces (a super set of undirected state spaces) are very easy for some existing real-time search algorithms to solve: even real-time search algorithms that can be intractable, in general, are efficient for Eulerian state spaces. Because traditional real-time search testbeds (such as the eight puzzle and gridworlds) are Eulerian, they cannot be used to distinguish between efficient and inefficient real-time search algorithms. It follows that one has to use non-Eulerian domains to demonstrate the general superiority of a given algorithm. To this end, we present two classes of hard-to-search state spaces and demonstrate the performance of various real-time search algorithms on them.

    This invention uses a dipole magnet to bend the path of a charged particle beam. As the deflected particles exit the magnet, they are spatially dispersed in the bend-plane of the magnet according to their respective momenta and pass to a plurality of chambers having Faraday probes positioned therein. Both the current and energy distribution of the particles is then determined by the non-intersecting Faraday probes located along the chambers. The Faraday probes are magnetically isolated from each other by thin metal walls of the chambers, effectively providing real time current-versus-energy particle measurements.

    Many industrial and defence applications require an ability to make instantaneous decisions based on sensor input of a time varying process. Such systems are referred to as `real-time systems` because they process and act on data as it occurs in time. When a vision sensor is used in a real-time system, the processing demands can be quite substantial, with typical data rates of 10-20 million samples per second. A real-time Machine Vision Laboratory (MVL) was established in FY94 to extend our years of experience in developing computer vision algorithms to include the development and implementation of real-time vision systems. The laboratory is equipped with a variety of hardware components, including Datacube image acquisition and processing boards, a Sun workstation, and several different types of CCD cameras, including monochrome and color area cameras and analog and digital line-scan cameras. The equipment is reconfigurable for prototyping different applications. This facility has been used to support several programs at LLNL, including O Division`s Peacemaker and Deadeye Projects as well as the CRADA with the U.S. Textile Industry, CAFE (Computer Aided Fabric Inspection). To date, we have successfully demonstrated several real-time applications: bullet tracking, stereo tracking and ranging, and web inspection. This work has been documented in the ongoing development of a real-time software library.

    DOE-OE and DOE-SC workshops (Reference 1-3) identified the key power grid problem that requires insight addressable by the next generation of exascale computing is coupling of real-time data streams (1-2 TB per hour) as the streams are ingested to dynamic models. These models would then identify predicted disruptions in time (2-4 seconds) to trigger the smart grid s self healing functions. This project attempted to establish the feasibility of this approach and defined the scientific issues, and demonstrated example solutions to important smart grid simulation problems. These objectives were accomplished by 1) using the existing frequency recorders on the national grid to establish a representative and scalable real-time data stream; 2) invoking ORNL signature identification algorithms; 3) modeling dynamically a representative region of the Eastern interconnect using an institutional cluster, measuring the scalability and computational benchmarks for a national capability; and 4) constructing a prototype simulation for the system s concept of smart grid deployment. The delivered ORNL enduring capability included: 1) data processing and simulation metrics to design a national capability justifying exascale applications; 2) Software and intellectual property built around the example solutions; 3) demonstrated dynamic models to design few second self-healing.

The RTDMS application was built on the Grid-3P technology platform and takes real-time information collected by Synchronized Phasor Measurement Units (PMU5) or other collection devices and transmitted to a central Phasor Data Concentrator (PDC) for monitoring grid dynamics.     The Confederated Tribes of Warm Springs Reservation of Oregon (Tribes) acquired the Forrest Conservation Area during July of 2002. The property is located in the Upper John Day subbasin within the Columbia basin. The property consists of two parcels comprising 4,232 acres. The Mainstem parcel consists of 3,445 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem John Day River. The Middle Fork parcel consists of 786 acres and is located one mile to the west of the town of Austin, OR on the Middle Fork John Day River. The Forrest Conservation Area is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. Acquisition of the Forrest Conservation Area was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by hydroelectric facilities on the Columbia River and its tributaries. The intent of the Conservation Area is to partially mitigate fish and wildlife impacts for the John Day Dam on the Columbia River as outlined in the Northwest Power Planning Council's Wildlife Program (NPPC 1994, {section}11.1, {section}7.6). While the Tribes hold fee-title to the property, the BPA has assured a level of management funding for the protection and restoration of fish and wildlife habitat through a memorandum of agreement.

    Apparatus for analyzing aerosols in essentially real time includes a virtual impactor which separates coarse particles from fine and ultrafine particles in an aerosol sample. The coarse and ultrafine particles are captured in PTFE filters, and the fine particles impact onto an internal light reflection element. The composition and quantity of the particles on the PTFE filter and on the internal reflection element are measured by alternately passing infrared light through the filter and the internal light reflection element, and analyzing the light through infrared spectrophotometry to identify the particles in the sample.

    This paper describes the analysis component of the Enrichment Diagnostic System (EDS) developed for the Atomic Vapor Laser Isotope Separation Program (AVLIS) at Lawrence Livermore National Laboratory (LLNL). Four different types of analysis are performed on data acquired through EDS: (1) absorption spectroscopy on laser-generated spectral lines, (2) mass spectrometer analysis, (3) general purpose waveform analysis, and (4) separation performance calculations. The information produced from this data includes: measures of particle density and velocity, partial pressures of residual gases, and overall measures of isotope enrichment. The analysis component supports a variety of real-time modeling tasks, a means for broadcasting data to other nodes, and a great degree of flexibility for tailoring computations to the exact needs of the process. A particular data base structure and program flow is common to all types of analysis. Key elements of the analysis component are: (1) a fast access data base which can configure all types of analysis, (2) a selected set of analysis routines, (3) a general purpose data manipulation and graphics package for the results of real time analysis. Each of these components are described with an emphasis upon how each contributes to overall system capability. 3 figs.

    The Thermal Properties Measurement Report summarizes the research, development, installation, and initial use of significant experimental thermal property characterization capabilities at the INL in FY 2015. These new capabilities were used to characterize a U3Si2 (candidate Accident Tolerant) fuel sample fabricated at the INL. The ability to perform measurements at various length scales is important and provides additional data that is not currently in the literature. However, the real value of the data will be in accomplishing a phenomenological understanding of the thermal conductivity in fuels and the ties to predictive modeling. Thus, the MARMOT advanced modeling and simulation capability was utilized to illustrate how the microstructural data can be modeled and compared with bulk characterization data. A scientific method was established for thermal property measurement capability on irradiated nuclear fuel samples, which will be installed in the Irradiated Material Characterization Laboratory (IMCL).

    Feedback traps use closed-loop control to trap or manipulate small particles and molecules in solution. They have been applied to the measurement of physical and chemical properties of particles and to explore fundamental questions in the non-equilibrium statistical mechanics of small systems. These applications have been hampered by drifts in the electric forces used to manipulate the particles. Although the drifts are small for measurements on the order of seconds, they dominate on time scales of minutes or slower. Here, we show that a recursive maximum likelihood (RML) algorithm can allow real-time measurement and control of electric and stochastic forces over time scales of hours. Simulations show that the RML algorithm recovers known parameters accurately. Experimental estimates of diffusion coefficients are also consistent with expected physical properties.

    Aluminum alloys pose several properties that make them one of the most popular engineering materials: they have excellent corrosion resistance, and high weight-to-strength ratio. Resistance spot welding of aluminum alloys is widely used today but oxide film and aluminum thermal and electrical properties make spot welding a difficult task. Electrode degradation due to pitting, alloying and mushrooming decreases the weld quality and adjustment of parameters like current and force is required. To realize these adjustments and ensure weld quality, a tool to measure weld quality in real time is required. In this paper, a real time ultrasonic non-destructive evaluation system for aluminum spot welds is presented. The system is able to monitor nugget growth while the spot weld is being made. This is achieved by interpreting the echoes of an ultrasound transducer located in one of the welding electrodes. The transducer receives and transmits an ultrasound signal at different times during the welding cycle. Valuable information of the weld quality is embedded in this signal. The system is able to determine the weld nugget diameter by measuring the delays of the ultrasound signals received during the complete welding cycle. The article presents the system performance on aluminum alloy AA6022.

    In the context of the LAA detector development program a subgroup Real Time Data Processing has tackled the problem of intelligent triggering. The main goal of this group is to show how fast digital devices, implemented as custom-made or commercial processors, can execute some basic algorithms, and how they can be embedded in the data flow between detector readout components and fully programmable commercial processors, which are expected to be the final data processing filter in real time.

    A three axis electronic flight motion simulator is reported in this paper including the modelling, the controller design as well as the hardware implementation. This flight motion simulator could be used for inertial navigation test and high precision inertial navigation system with good dynamic and static performances. A real time control system is designed, several control system implementation problems were solved including time unification with parallel port interrupt, high speed finding-zero method of rotary inductosyn, zero-crossing management with continuous rotary, etc. Tests were carried out to show the effectiveness of the proposed real time control system.
