A method and apparatus are described relating to the real time automatic detection and classification of characteristic type surface imperfections occurring on the surfaces of material of interest such as moving hot metal slabs produced by a continuous steel caster. A data camera transversely scans continuous lines of such a surface to sense light intensities of scanned pixels and generates corresponding voltage values. The voltage values are converted to corresponding digital values to form a digital image of the surface which is subsequently processed to form an edge-enhanced image having scan lines characterized by intervals corresponding to the edges of the image. The edge-enhanced image is thresholded to segment out the edges and objects formed by the edges by interval matching and bin tracking. Features of the objects are derived and such features are utilized to classify the objects into characteristic type surface imperfections. 43 figs.

    2012-04-01T23:59:59.000Z

This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

More than two years have passed since the United Nations (U.N.) Security Council unanimously passed Resolution 1540. This seminal measure requires all U.N. Member States to enact and enforce ďeffective measures to establish domestic controls to prevent the proliferation of nuclear, chemical, biological weapons and their means of delivery.Ē Has this Resolution been successful? Did the 1540 Committee established by the Resolution fulfill its mandate? What does the future hold for Resolution 1540? Will it become an integral part of the web of nonproliferation treaties and regimes or will it recede into history as a well-meaning but unfulfilled attempt to prevent proliferation? These questions are timely and important to the nuclear materials management community and a discourse on their answers is needed.

Structure and dynamics of real nanosystems emerge from the unreduced solution of the underlying interaction problem. It has the property of dynamic multivaluedness giving genuine dynamic randomness and complexity (physics/9806002, physics/0405063). Chaoticity is irreducibly high in nanoscale systems and underlies exponentially high efficiency of their real, complex-dynamic operation (physics/0211071). Applications include real, dynamically chaotic quantum devices, nano-biotechnology, and genetics.

This report of the US Council for Energy Awareness covers the following main topics. (1) Electricity and Economic growth: growth of these has been roughly parallel. New electric generating capacity will be needed if the US is to sustain economic growth. All resources - coal, oil, natural gas, renewables, energy efficiency, and nuclear energy - have a role to play. (2) Nuclear Energy and the Environment: Nuclear energy is one of the cleanest sources of electric power. (3) Nuclear Power and Energy Independence: Nuclear energy is partly responsible for the dramatic reduction in oil use by electric utilities over the past 20 years. (4) Nuclear Energy: Insurance for the future: As US utilities plan to meet the growing need for electric power, they face major uncertainties (increased competion; the extent that demand-side management and efficiency can reduce need; future price and supply of natural gas; impact of the 1990 Clean Air Act amendments; possibility of increased fossil fuel restrictions) Nuclear energy represents prudent, strategic planning against these uncertainties.

    SciTech Connect (OSTI)

    Abel, Fred H.

    1981-07-07T23:59:59.000Z

Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

The U.S. Interagency Geothermal Coordinating Council was a multi-agency group charged with identifying and reducing barriers to geothermal energy development in the U.S. Many of the issues covered related to regulations for and progress in the leasing of Federal lands in the West for power development. The IGCC reports are important sources of historical information. Table 1 lists significant events in the history of use of geothermal energy in the U.S., starting in1884. That is useful for tracking which Federal departments and agencies managed aspects of this work over time. Table 2 gives a complete accounting for all Federal outlays for geothermal energy development for FY 1979 - 1989, including non-DOE outlays. Table 3 shows the status of the U.S. Geothermal Loan Guarantee Program at end of FY 1989: of the $500 million authorized, $285 million was committed to eight projects, and about $40 million had been paid out on project defaults. An additional $101 million had been repaid by the borrowers. (DJE 2005)

DOE-OE and DOE-SC workshops (Reference 1-3) identified the key power grid problem that requires insight addressable by the next generation of exascale computing is coupling of real-time data streams (1-2 TB per hour) as the streams are ingested to dynamic models. These models would then identify predicted disruptions in time (2-4 seconds) to trigger the smart grid s self healing functions. This project attempted to establish the feasibility of this approach and defined the scientific issues, and demonstrated example solutions to important smart grid simulation problems. These objectives were accomplished by 1) using the existing frequency recorders on the national grid to establish a representative and scalable real-time data stream; 2) invoking ORNL signature identification algorithms; 3) modeling dynamically a representative region of the Eastern interconnect using an institutional cluster, measuring the scalability and computational benchmarks for a national capability; and 4) constructing a prototype simulation for the system s concept of smart grid deployment. The delivered ORNL enduring capability included: 1) data processing and simulation metrics to design a national capability justifying exascale applications; 2) Software and intellectual property built around the example solutions; 3) demonstrated dynamic models to design few second self-healing.

The objective of this paper is to present test cases for wind turbine generator and wind power plant models commonly used during commissioning of wind power plants to ensure grid integration compatibility. In this paper, different types of wind power plant models based on the Western Electricity Coordinating Council Wind Generator Modeling Group's standardization efforts are implemented on a real-time digital simulator, and different test cases are used to gauge their grid integration capability. The low-voltage ride through and reactive power support capability and limitations of wind turbine generators under different grid conditions are explored. Several types of transient events (e.g., symmetrical and unsymmetrical faults, frequency dips) are included in the test cases. The differences in responses from different types of wind turbine are discussed in detail.

Energy economists have long argued the benefits of real time pricing (RTP) of electricity. Their basis for modeling customers response to short-term fluctuations in electricity prices are based on theories of rational firm behavior, where management strives to minimize operating costs and optimize profit, and labor, capital and energy are potential substitutes in the firm's production function. How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). Reasons customers gave for why they weren't price-responsive include implicit value placed on reliability, pricing structures, lack of flexibility in adjusting production inputs, just-in-time practices, perceived barriers to onsite generation, and insufficient time. We draw these observations into a framework that could help refine economic theory of dynamic pricing by providing real-world descriptions of how firms behave and why.

This Programmatic Agreement (PA) addresses the built environment (i.e., buildings and structures) constructed during the Manhattan Project and Cold War Era periods of Hanford`s operational history. As such it encompasses the years 1943 through 1990. The identification, evaluation, and treatment of buildings and historic archeological remains on the Hanford Site predating 1943 will be accomplished through Sections 800.4 through 800.6 of the Council`s regulations. This PA will be in effect from the date of signature until September 30, 2000. Completion of the Sitewide Treatment Plan established under this PA satisfies all Section 106 requirements for identification, evaluation, and treatment necessary for all undertakings, up to and including demolition which may affect Manhattan Project and Cold War Era properties. This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000. Identification, evaluation, and treatment of properties constructed on the Hanford Site after 1990 will be handled pursuant to the regulations in effect at the time such properties are eligible for review.

    2015-01-01T23:59:59.000Z

We present the extension of Frozen Density Embedding (FDE) theory to real-time Time Dependent Density Functional Theory (rt-TDDFT). FDE a is DFT-in-DFT embedding method that allows to partition a larger Kohn-Sham system into a set of smaller, coupled Kohn-Sham systems. Additional to the computational advantage, FDE provides physical insight into the properties of embedded systems and the coupling interactions between them. The extension to rt-TDDFT is done straightforwardly by evolving the Kohn-Sham subsystems in time simultaneously, while updating the embedding potential between the systems at every time step. Two main applications are presented: the explicit excitation energy transfer in real time between subsystems is demonstrated for the case of the Na$_4$ cluster and the effect of the embedding on optical spectra of coupled chromophores. In particular, the importance of including the full dynamic response in the embedding potential is demonstrated.

This paper is an introduction to the theory of multivector functions of a real variable. The notions of limit, continuity and derivative for these objects are given. The theory of multivector functions of a real variable, even being similar to the usual theory of vector functions of a real variable, has some subtle issues which make its presentation worhtwhile. We refer in particular to the derivative rules involving exterior and Clifford products, and also to the rule for derivation of a composition of an ordinary scalar function with a multivector function of a real variable.

Changing the size of the space lab leads to the fact that the dependence of microaccelerations from time to time has the property similar to the self-affinity of fractal functions. With the help of microaccelerations, based on the model of the real part of the fractal Weierstrass-Mandelbrot function is proposed to form the inertial-mass characteristics of laboratory space with a given level of microaccelerations.

Aluminum alloys pose several properties that make them one of the most popular engineering materials: they have excellent corrosion resistance, and high weight-to-strength ratio. Resistance spot welding of aluminum alloys is widely used today but oxide film and aluminum thermal and electrical properties make spot welding a difficult task. Electrode degradation due to pitting, alloying and mushrooming decreases the weld quality and adjustment of parameters like current and force is required. To realize these adjustments and ensure weld quality, a tool to measure weld quality in real time is required. In this paper, a real time ultrasonic non-destructive evaluation system for aluminum spot welds is presented. The system is able to monitor nugget growth while the spot weld is being made. This is achieved by interpreting the echoes of an ultrasound transducer located in one of the welding electrodes. The transducer receives and transmits an ultrasound signal at different times during the welding cycle. Valuable information of the weld quality is embedded in this signal. The system is able to determine the weld nugget diameter by measuring the delays of the ultrasound signals received during the complete welding cycle. The article presents the system performance on aluminum alloy AA6022.

Real-time computing has traditionally been considered largely in the context of single-processor and embedded systems, and indeed, the terms real-time computing, embedded systems, and control systems are often mentioned in closely related contexts. However, real-time computing in the context of multinode systems, specifically high-performance, cluster-computing systems, remains relatively unexplored. Imposing real-time constraints on a parallel (cluster) computing environment introduces a variety of challenges with respect to the formal verification of the system's timing properties. In this paper, we give a motivating example to demonstrate the need for such a system--- an application to estimate the electromechanical states of the power grid--- and we introduce a formal method for performing verification of certain temporal properties within a system of parallel processes. We describe our work towards a full real-time implementation of the target application--- namely, our progress towards extracting a key mathematical kernel from the application, the formal process by which we analyze the intricate timing behavior of the processes on the cluster, as well as timing measurements taken on our test cluster to demonstrate use of these concepts.

We have measured the real (dielectric constant) and imaginary (loss factor) components of the complex relative permittivity at 298 [degree]K using microwave frequencies (2, 10, and 18--40 GHz), for bulk SiO[sub 2]-aerogels and for two types of organic aerogels, resorcinol-formaldehyde (RF) and melamine-formaldehyde (MF). Measured dielectric constants are found to vary linearly between values of 1.0 and 2.0 for aerogel densities from 10 to 500 kg/m[sup 3]. For the same range of densities, the measured loss tangents vary linearly between values of 2[times]10[sup [minus]4] and 7[times]10[sup [minus]2]. The observed linearity of the dielectric properties with density in aerogels at microwave frequencies shows that their dielectric behavior is more gas-like than solid-like. The dielectric properties of aerogels are shown to be significantly affected by the adsorbed water internal to the bulk material. For example, water accounts for 7% of the dielectric constant and 70% of the loss at microwave frequencies for silica aerogels. Because of their very high porosity, even with the water content, the aerogels are among the few materials exhibiting such low dielectric properties. Our measurements show that aerogels with greater than 99% porosity have dielectric constants less than 1.03; these are the lowest values ever reported for a bulk solid material.

The Real Time System Operations (RTSO) 2006-2007 project focused on two parallel technical tasks: (1) Real-Time Applications of Phasors for Monitoring, Alarming and Control; and (2) Real-Time Voltage Security Assessment (RTVSA) Prototype Tool. The overall goal of the phasor applications project was to accelerate adoption and foster greater use of new, more accurate, time-synchronized phasor measurements by conducting research and prototyping applications on California ISO's phasor platform - Real-Time Dynamics Monitoring System (RTDMS) -- that provide previously unavailable information on the dynamic stability of the grid. Feasibility assessment studies were conducted on potential application of this technology for small-signal stability monitoring, validating/improving existing stability nomograms, conducting frequency response analysis, and obtaining real-time sensitivity information on key metrics to assess grid stress. Based on study findings, prototype applications for real-time visualization and alarming, small-signal stability monitoring, measurement based sensitivity analysis and frequency response assessment were developed, factory- and field-tested at the California ISO and at BPA. The goal of the RTVSA project was to provide California ISO with a prototype voltage security assessment tool that runs in real time within California ISO?s new reliability and congestion management system. CERTS conducted a technical assessment of appropriate algorithms, developed a prototype incorporating state-of-art algorithms (such as the continuation power flow, direct method, boundary orbiting method, and hyperplanes) into a framework most suitable for an operations environment. Based on study findings, a functional specification was prepared, which the California ISO has since used to procure a production-quality tool that is now a part of a suite of advanced computational tools that is used by California ISO for reliability and congestion management.

A neural network has been developed that uses first-arrival energy to predict the characteristics of impending earthquake seismograph signals. The propagation of ground motion energy through the earth is a highly nonlinear function. This is due to different forms of ground motion as well as to changes in the elastic properties of the media throughout the propagation path. The neural network is trained using seismogram data from earthquakes. Presented with a previously unseen earthquake, the neural network produces a profile of the complete earthquake signal using data from the first seconds of the signal. This offers a significant advance in the real-time monitoring, warning, and subsequent hazard minimization of catastrophic ground motion.

Contingency analysis is a key function in control centers to assess the impact of various combinations of power system component failures based on state estimates. Today's practice analyzes only a limited set of contingency cases and lacks of capabilities in presenting the results in a way that is easy to be understood by grid operators in a short time frame of seconds to minutes. This limits the ability to operate the power grid for better reliability and efficiency. Faster analysis of more cases is required to safely and reliably operate today's power grids which have a less margin and more intermittent renewable energy sources. This paper explores the advancements in high performance computing and visual analytics for improving the computational speed and the information representation in contingency analysis. A framework of advanced contingency analysis is proposed. Case studies using the Western Electricity Coordinating Council (WECC) system are presented to demonstrate the feasibility of the proposed framework. Comparative assessment by real power grid operators has been performed as part of a WECC operator training class. The assessment results demonstrate the validity of the proposed contingency analysis and visualization approach.

Microwave-induced plasma is described for continuous, real time trace element monitoring under harsh and variable conditions. The sensor includes a source of high power microwave energy and a shorted waveguide made of a microwave conductive, refractory material communicating with the source of the microwave energy to generate a plasma. The high power waveguide is constructed to be robust in a hot, hostile environment. It includes an aperture for the passage of gases to be analyzed and a spectrometer is connected to receive light from the plasma. Provision is made for real time in situ calibration. The spectrometer disperses the light, which is then analyzed by a computer. The sensor is capable of making continuous, real time quantitative measurements of desired elements, such as the heavy metals lead and mercury. 3 figs.

To step up from current day fusion experiments to power producing fusion reactors, it is necessary to control long pulse, burning plasmas. Stability and confinement properties of tokamak fusion reactors are determined by the current or q profile. In order to control the q profile, it is necessary to measure it in real-time. A real-time motional Stark effect diagnostic is being developed at Korean Superconducting Tokamak for Advanced Research for this purpose. This paper focuses on 3 topics important for real-time measurements: minimize the use of ad hoc parameters, minimize external influences and a robust and fast analysis algorithm. Specifically, we have looked into extracting the retardance of the photo-elastic modulators from the signal itself, minimizing the influence of overlapping beam spectra by optimizing the optical filter design and a multi-channel, multiharmonic phase locking algorithm.

The increased need to manage California?s electricity grid in real time is a result of the ongoing transition from a system operated by vertically-integrated utilities serving native loads to one operated by an independent system operator supporting competitive energy markets. During this transition period, the traditional approach to reliability management -- construction of new transmission lines -- has not been pursued due to unresolved issues related to the financing and recovery of transmission project costs. In the absence of investments in new transmission infrastructure, the best strategy for managing reliability is to equip system operators with better real-time information about actual operating margins so that they can better understand and manage the risk of operating closer to the edge. A companion strategy is to address known deficiencies in offline modeling tools that are needed to ground the use of improved real-time tools. This project: (1) developed and conducted first-ever demonstrations of two prototype real-time software tools for voltage security assessment and phasor monitoring; and (2) prepared a scoping study on improving load and generator response models. Additional funding through two separate subsequent work authorizations has already been provided to build upon the work initiated in this project.

In the Hartle-Hawking ``no boundary'' approach to quantum cosmology, a real tunneling geometry is a configuration that represents a transition from a compact Riemannian spacetime to a Lorentzian universe. I complete an earlier proof that in three spacetime dimensions, such a transition is ``probable,'' in the sense that the required Riemannian geometry yields a genuine maximum of the semiclassical wave function.

This document is adapted from an actual February 2008 deliverable memo and report delivered by the National Renewable Energy Laboratory (NREL) to the City Council of New Orleans, the office of the Mayor of New Orleans, the Chairperson of the Citizen Stakeholders Group (New Orleans Energy Task Force) and the Department of Energy Project Officer in February of 2008. In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. For more information on the strategy for delivering assistance, please see: www.nrel.gov/docs/fy11osti/48689.pdf. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. In general, three actions were suggested for funding mechanisms, two for near-term successes, and two for longer-term success.

Nanoparticle self-assembly dynamics are monitored in real-time by detecting optical diffraction from an all-nanoparticle grating as it self-assembles on a grating pattern recorded on a magnetic medium. The diffraction efficiency strongly depends on concentration, pH, and colloidal stability of nanoparticle suspensions, demonstrating the nanoparticle self-assembly process is highly tunable. This metrology could provide an alternative for detecting nanoparticle properties such as colloidal stability.

The so-called "approximate global convergence" property of this method is shown here. The performance of the algorithm is verified on real data for Diffusion Optical Tomography. Direct applications are in near-infrared laser imaging technology for stroke detection in brains of small animals.

Real-space grids are a powerful alternative for the simulation of electronic systems. One of the main advantages of the approach is the flexibility and simplicity of working directly in real space where the different fields are discretized on a grid, combined with competitive numerical performance and great potential for parallelization. These properties constitute a great advantage at the time of implementing and testing new physical models. Based on our experience with the Octopus code, in this article we discuss how the real-space approach has allowed for the recent development of new ideas for the simulation of electronic systems. Among these applications are approaches to calculate response properties, modeling of photoemission, optimal control of quantum systems, simulation of plasmonic systems, and the exact solution of the Schr\\"odinger equation for low-dimensionality systems.

This report describes the efforts to develop a suite of microanalysis techniques that can rapidly measure a variety of polymer properties of industrial importance, including thermal, photo-oxidative, and color stability; as well as ductility, viscosity, and mechanical and antistatic properties. Additional goals of the project were to direct the development of these techniques toward simultaneous measurements of multiple polymer samples of small size in real time using non-destructive and/or parallel or rapid sequential measurements, to develop microcompounding techniques for preparing polymers with additives, and to demonstrate that samples prepared in the microcompounder could be analyzed directly or used in rapid off-line measurements. These enabling technologies are the crucial precursors to the development of high-throughput screening (HTS) methodologies for the polymer additives industry whereby the rate of development of new additives and polymer formulations can be greatly accelerated.

In this paper, the visualization tools created for monitoring the operations of a real-time pricing demonstration system that runs at a distribution feeder level are presented. The information these tools provide gives insights into demand behavior from automated price responsive devices, distribution feeder characteristics, impact of weather on systemís development, and other significant dynamics. Given the large number of devices that bid into a feeder-level real-time electricity market, new techniques are explored to summarize the present state of the system and contrast that with previous trends as well as future projections. To better understand the system behavior and correctly inform decision-making procedures, effective visualization of the data is imperative.

    E-Print Network [OSTI]

    M Berg; M Bradley

    2000-02-11T23:59:59.000Z

We consider exact solutions generated by the inverse scattering technique, also known as the soliton transformation. In particular, we study the class of simple real pole solutions. For quite some time, those solutions have been considered interesting as models of cosmological shock waves. A coordinate singularity on the wave fronts was removed by a transformation which induces a null fluid with negative energy density on the wave front. This null fluid is usually seen as another coordinate artifact, since there seems to be a general belief that that this kind of solution can be seen as the real pole limit of the smooth solution generated with a pair of complex conjugate poles in the transformation. We perform this limit explicitly, and find that the belief is unfounded: two coalescing complex conjugate poles cannot yield a solution with one real pole. Instead, the two complex conjugate poles go to a different limit, what we call a ``pole on a pole''. The limiting procedure is not unique; it is sensitive to how quickly some parameters approach zero. We also show that there exists no improved coordinate transformation which would remove the negative energy density. We conclude that negative energy is an intrinsic part of this class of solutions.

The US Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1113) for the proposed lease of 957.16 acres of the Oak Ridge Reservation (ORR) to the East Tennessee Economic Council (ETEC), a non-profit community organization, for a period of 10 years, with an option for renewal. ETEC proposes to develop an industrial park on the leased site to provide employment opportunities for DOE and contractor employees affected by decreased federal funding. Based on the results of the analysis reported in the EA and implementation of mitigation measures defined in this Finding of No Significant Impact (FONSI), DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this mitigated FONSI. DOE will implement a Mitigation Action Plan for this project and provide annual reports on mitigation and monitoring.

Table 2 gives a complete accounting for all Federal outlays for geothermal energy development for FY 1979 -1989, including non-DOE outlays. Table 3 shows the status of the U.S. Geothermal Loan Guarantee Program at end of FY 1989: of the $500 million authorized, $285 million was committed to eight projects, and about $40 million had been paid out on project defaults. An additional $101 million had been repaid by the borrowers. (DJE - 2005)

The electric industry is gaining experience with innovative price responsive demand pilots and limited roll-outs to customers. One of these pilots is investigating real-time pricing signals to engage end-use systems and local distributed generation and storage in a distributed optimization process. Attractive aspects about the approach include strong scalability characteristics, simplified interfaces between automation devices, and the adaptability to integrate a wide variety of devices and systems. Experience in this nascent field is revealing a rich array of for engineering decisions and the application of complexity theory. To test the decisions, computer simulations are used to reveal insights about design, demand elasticity, and the limits of response (including consumer fatigue). Agent-based approaches lend themselves well in the simulation to modeling the participation and interaction of each piece of equipment on a distribution feeder. This paper discusses rate design and simulation experiences at the distribution feeder level where consumers and their HVAC systems and water heaters on a feeder receive real-time pricing signals.

We consider a real periodic Schr\\"odinger operator and a physically relevant family of $m \\geq 1$ Bloch bands, separated by a gap from the rest of the spectrum, and we investigate the localization properties of the corresponding composite Wannier functions. To this aim, we show that in dimension $d \\leq 3$ there exists a global frame consisting of smooth quasi-Bloch functions which are both periodic and time-reversal symmetric. Aiming to applications in computational physics, we provide a constructive algorithm to obtain such Bloch frame. The construction yields the existence of a basis of composite Wannier functions which are real-valued and almost-exponentially localized. The proof of the main result exploits only the fundamental symmetries of the projector on the relevant bands, allowing applications, beyond the model specified above, to a broad range of gapped periodic quantum systems with a time-reversal symmetry of bosonic type.

This article examines how local assessment of the value of public utilities for tax purposes can lead to a disproportionate amount being paid by the utility relative to other taxpayers in the local area. A review of the methods used is presented along with some examples of how they are inadequate for the assessment of public utility property which is predominantly personal property as opposed to real estate.

Purposes of the seminar on the subject, the basis of this report, include the following: (1) to provide the appraiser an opportunity to learn how to identify and analyze the actual physical consumption of energy as well as the energy-saving improvements in properties under appraisal and in comparable sale and lease properties; (2) to help the appraiser in developing methods to keep meaningful records on the energy consumption of subject and comparable properties so as to observe in an orderly way the behavior of buyers, sellers, tenants, landlords, borrowers, and lenders with respect to energy efficiency; and (3) to assist the appraiser in learning to measure the relative sensitivities of the various segments of the market to energy considerations as indicated by differences in sale prices and rentals. To achieve these goals, the seminar employed two case studies, one for a angle-family residence and one for a multi-family building, both in Topeka, Kansas. The case studies are for illustrative purposes only; in applying the lessons of the seminar to their own daily work, students should be careful to develop information that is pertinent to their subject properties and subject areas and not rely on any of the particulars laid out in the cases.

An in-line gas monitor capable of accurate gas composition analysis in a continuous real time manner even under strong applied vacuum conditions operates by mixing an air sample with helium forming a sample gas in two complementary sample loops embedded in a manifold which includes two pairs of 3-way solenoid valves. The sample gas is then analyzed in an ion trap mass spectrometer on a continuous basis. Two valve drivers actuate the two pairs of 3-way valves in a reciprocating fashion, so that there is always flow through the in-line gas monitor via one or the other of the sample loops. The duty cycle for the two pairs of 3-way valves is varied by tuning the two valve drivers to a duty cycle typically between 0.2 to 0.7 seconds.

Health physicists from the CH2M HILL Plateau Remediation Company collaborated with Berkeley Nucleonics Corporation to modify the SAM 940 isotope identifier instrument to be used for nuclear waste remediation. These modifications coupled with existing capabilities of the SAM 940 have proven to be invaluable during remediation activities, reducing disposal costs by allowing swift remediation of targeted areas that have been identified as having isotopes of concern (IOC), and eliminating multiple visits to sites by declaring an excavation site clear of IOCs before demobilizing from the site. These advantages are enabled by accumulating spectral data for specific isotopes that is nearly 100 percent free of false positives, which are filtered out in 'real time.'

A speech analyzer for interpretation of sound includes a sound input which converts the sound into a signal representing the sound. The signal is passed through a plurality of frequency pass filters to derive a plurality of frequency formants. These formants are converted to voltage signals by frequency-to-voltage converters and then are prepared for visual display in continuous real time. Parameters from the inputted sound are also derived and displayed. The display may then be interpreted by the user. The preferred embodiment includes a microprocessor which is interfaced with a television set for displaying of the sound formants. The microprocessor software enables the sound analyzer to present a variety of display modes for interpretive and therapeutic used by the user. 19 figs.

We evaluate quark number densities at imaginary chemical potential by lattice QCD with clover-improved two-flavor Wilson fermion. The quark number densities are extrapolated to the small real chemical potential region by assuming some function forms. The extrapolated quark number densities are consistent with those calculated at real chemical potential with the Taylor expansion method for the reweighting factors. In order to study the large real chemical potential region, we use the two-phase model consisting of the quantum hadrodynamics model for the hadron phase and the entanglement-PNJL model for the quark phase. The quantum hadrodynamics model is constructed to reproduce nuclear saturation properties, while the entanglement-PNJL model reproduces well lattice QCD data for the order parameters such as the Polyakov loop, the thermodynamic quantities and the screening masses. Then, we calculate the mass-radius relation of neutron stars and explore the hadron-quark phase transition with the two-phase model.
