    This report summarizes the underlying historical and regulatory framework supporting the concept of authorizing release for restricted or unrestricted reuse or recycle of real and non-real U.S. Department of Energy (DOE) properties containing residual radioactive material. Basic radiation protection principles as recommended by the International Commission on Radiological Protection are reviewed, and international initiatives to investigate radiological clearance criteria are reported. Applicable requirements of the U.S. Nuclear Regulatory Commission, the Environmental Protection Agency, DOE, and the State of Washington are discussed. Several processes that have been developed for establishing cleanup and release criteria for real and non-real DOE property containing residual radioactive material are presented. Examples of DOE real property for which radiological cleanup criteria were established to support unrestricted release are provided. Properties discussed include Formerly Utilized Sites Remedial Action Project sites, Uranium Mill Tailings Remedial Action Project sites, the Shippingport decommissioning project, the south-middle and south-east vaults in the 317 area at Argonne National Laboratory, the Heavy Water Components Test Reactor at DOE`s Savannah River Site, the Experimental Boiling Water Reactor at Argonne National Laboratory, and the Weldon Spring site. Some examples of non-real property for which DOE sites have established criteria to support unrestricted release are also furnished. 10 figs., 4 tabs.

    A major international RBMK safety review project managed by AEA Technology and funded by the CEC TACIS Programme, and the governments of Canada, Sweden and Finland is assessing the safety of RBMK Reactors as operated in Russia, Lithuania and Ukraine. RBMK reactors have been the subject of numerous safety studies by other Eastern and Western European organizations and Canada. Their objectives were, by necessity, not consistent (for example, identifying the deficiencies, reviewing and assessing the safety, checking the existing safety reports, establishing western style safety justifications). However, they share a common technical content in many areas. As a result a considerable number of Safety Recommendations have already been published. The current problem is to categorize and evaluate these recommendations.

    The work and results described in this final report pertain to the demonstration of real-time characterization technologies applied to potentially contaminated surface soils in and around Area of Concern (AOC) 492 at the Paducah Gaseous Diffusion Plant (PGDP). The work was conducted under the auspices of Kentucky Research Consortium for Energy and Environment (KRCEE). KRCEE was created to support the Department of Energy's (DOE) efforts to complete the expeditious and economically viable environmental restoration of the Paducah Gaseous Diffusion Plant (PGDP), the Western Kentucky Wildlife Management Area (WKWMA), and surrounding areas.

    There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

    The Department of Energy (DOE) Review of the U.S. Large Hadron Collider (LHC) Accelerator project was conducted February 23--26, 1998, at the request of Dr. John R. O`Fallon, Director, Division of High Energy Physics, Office of Energy Research, U.S. DOE. This is the first review of the U.S. LHC Accelerator project. Overall, the Committee found that the U.S. LHC Accelerator project effort is off to a good start and that the proposed scope is very conservative for the funding available. The Committee recommends that the project be initially baselined at a total cost of $110 million, with a scheduled completion data of 2005. The U.S. LHC Accelerator project will supply high technology superconducting magnets for the interaction regions (IRs) and the radio frequency (rf) straight section of the LHC intersecting storage rings. In addition, the project provides the cryogenic support interface boxes to service the magnets and radiation absorbers to protect the IR dipoles and the inner triplet quadrupoles. US scientists will provide support in analyzing some of the detailed aspects of accelerator physics in the two rings. The three laboratories participating in this project are Brookhaven National Laboratory, Fermi National Accelerator Laboratory (Fermilab), and Lawrence Berkeley National Laboratory. The Committee was very impressed by the technical capabilities of the US LHC Accelerator project team. Cost estimates for each subsystem of the US LHC Accelerator project were presented to the Review Committee, with a total cost including contingency of $110 million (then year dollars). The cost estimates were deemed to be conservative. A re-examination of the funding profile, costs, and schedules on a centralized project basis should lead to an increased list of deliverables. The Committee concluded that the proposed scope of US deliverables to CERN can be readily accomplished with the $110 million total cost baseline for the project. The current deliverables should serve as

    This report contributes initial findings from an analysis of significant aspects of the gridSMART® Real-Time Pricing (RTP) – Double Auction demonstration project. Over the course of four years, Pacific Northwest National Laboratory (PNNL) worked with American Electric Power (AEP), Ohio and Battelle Memorial Institute to design, build, and operate an innovative system to engage residential consumers and their end-use resources in a participatory approach to electric system operations, an incentive-based approach that has the promise of providing greater efficiency under normal operating conditions and greater flexibility to react under situations of system stress. The material contained in this report supplements the findings documented by AEP Ohio in the main body of the gridSMART report. It delves into three main areas: impacts on system operations, impacts on households, and observations about the sensitivity of load to price changes.

  18. Grand Junction Projects Office Remedial Action Project: Feasibility test of real-time radiation monitoring during removal of surface contamination from concrete floors

    This feasibility test was conducted to determine if real-time radiation-monitoring instruments could be mounted on decontamination machines during remediation activities to provide useful and immediate feedback to equipment operators. The U.S. Department of Energy (DOE) sponsored this field test under the Grand Junction Projects Office Remedial Action Project (GJPORAP) to identify a more efficient method to remove radiological contamination from concrete floor surfaces. This test demonstrated that project durations and costs may be reduced by combining radiation-monitoring equipment with decontamination machines. The test also demonstrated that a microprocessor-based instrument such as a radiation monitor can withstand the type of vibration that is characteristic of floor scabblers with no apparent damage. Combining radiation-monitoring equipment with a decontamination machine reduces the time and costs required to decontaminate concrete surfaces. These time and cost savings result from the reduction in the number of interim radiological surveys that must be conducted to complete remediation. Real-time radiation monitoring allows equipment operators to accurately monitor contamination during the decontamination process without support from radiological technicians, which also reduces the project duration and costs. The DOE Grand Junction Projects Office recommends more extensive and rigorous testing of this real-time radiation monitoring to include a variety of surfaces and decontamination machines. As opportunities arise, additional testing will be conducted under GJPORAP.

    Since the early part of the 20th century, the US trucking industry has provided a safe and economical means of moving commodities across the country. At the present time, nearly 80% of the US domestic freight movement involves the use of trucks. The US Department of Energy (DOE) is spearheading a number of research efforts to improve heavy vehicle fuel efficiencies. This includes research in engine technologies (including hybrid and fuel cell technologies), lightweight materials, advanced fuels, and parasitic loss reductions. In addition, DOE is developing advanced tools and models to support heavy vehicle truck research, and is leading the 21st Century Truck Partnership whose stretch goals involve a reduction by 50% of the fuel consumption of heavy vehicles on a ton-mile basis. This Medium Truck Duty Cycle (MTDC) Project is a critical element in DOE s vision for improved heavy vehicle energy efficiency and is unique in that there is no other national database of characteristic duty cycles for medium trucks. It involves the collection of real-world data for various situational characteristics (rural/urban, freeway/arterial, congested/free-flowing, good/bad weather, etc.) and looks at the unique nature of medium trucks drive cycles (stop-and-go delivery, power takeoff, idle time, short-radius trips), to provide a rich source of data that can contribute to the development of new tools for fuel efficiency and modeling, provide DOE a sound basis upon which to make technology investment decisions, and provide a national archive of real-world-based medium-truck operational data to support heavy vehicle energy efficiency research. The MTDC project involves a two-part field operational test (FOT). For the Part-1 FOT, three vehicles, each from two vocations (urban transit and dry-box delivery) were instrumented for one year of data collection.     This plan describes how the Multi-Function Waste Tank Facility (MWTF) Project conducts reviews of design media; describes actions required by Project participants; and provides the methodology to ensure that the design is complete, meets the technical baseline of the Project, is operable and maintainable, and is constructable. Project W-236A is an integrated project wherein the relationship between the operating contractor and architect-engineer is somewhat different than that of a conventional project.     The rapid pace of wind power development in the U.S. over the last decade has outstripped the ability of most project developers to provide adequate equity capital and make efficient use of project-related tax benefits. In response, the sector has created novel project financing structures that feature varying combinations of equity capital from project developers and third-party tax-oriented investors, and in some cases commercial debt. While their origins stem from variations in the financial capacity and business objectives of wind project developers, as well as the risk tolerances and objectives of equity and debt providers, each structure is, at its core, designed to manage project risk and allocate federal tax incentives to those entities that can use them most efficiently. This article surveys the six principal financing structures through which most new utility-scale wind projects (excluding utility-owned projects) in the U.S. have been financed from 1999 to the present. These structures include simple balance-sheet finance, several varieties of all-equity special allocation partnership 'flip' structures, and two leveraged structures. In addition to describing each structure's mechanics, the article also discusses its rationale for use, the types of investors that find it appealing and why, and its relative frequency of use in the market. The article concludes with a generalized summary of how a developer might choose one structure over another.

    The Ocean Thermal Energy Conversion (OTEC) principle is discussed along with general system and cycle types, specific OTEC designs, applications, and the ocean thermal resource. the historic development and present status of OTEC are reviewed. Power system components of the more technically advanced closed-cycle OTEC concept are discussed: heat exchangers, corrosion and biofouling countermeasures, working fluids, ammonia power systems, and on-platform seawater sytems. Several open-cycle features are also discussed. A critical review of the ocean engineering aspects of the OTEC power system is presented. Major subsystems such as platform, cold water pipe, mooring system, dynamic positioning system and power transmission cable system are assessed for their relationships with the ocean environment and with each other. Nine available studies of OTEC costs are reviewed, and tentative comparisons are made between OTEC and traditional fuel costs. OTEC products and markets are considered. Possible environmental and social effects of OTEC development are discussed. International and national laws regulating OTEC plants are reviewed, specifically, the United Nations Third Conference on the Law of the Sea and the Ocean Thermal Energy Conversion Act of 1980. Coast Guard regulations, OSHA laws, and state and local government regulations are also considered as well as attitudes of the utilities. (LEW)

    The early precursors of laser ultrasonics on paper were Prof. Y. Berthelot from the Georgia Institute of Technology/Mechanical Engineering department, and Prof. P. Brodeur from the Institute of Paper Science and Technology, both located in Atlanta, Georgia. The first Ph.D. thesis that shed quite some light on the topic, but also left some questions unanswered, was completed by Mont A. Johnson in 1996. Mont Johnson was Prof. Berthelot's student at Georgia Tech. In 1997 P. Brodeur proposed a project involving himself, Y. Berthelot, Dr. Ken Telschow and Mr. Vance Deason from INL, Honeywell-Measurex and Dr. Rick Russo from LBNL. The first time the proposal was not accepted and P. Brodeur decided to re-propose it without the involvement from LBNL. Rick Russo proposed a separate project on the same topic on his side. Both proposals were finally accepted and work started in the fall of 1997 on the two projects. Early on, the biggest challenge was to find an optical detection method which could detect laser-induced displacements of the web surface that are of the order of .1 micron in the ultrasonic range. This was to be done while the web was having an out-of-plane amplitude of motion in the mm range due to web flutter; while moving at 10 m/s to 30 m/s in the plane of the web, on the paper machine. Both teams grappled with the same problems and tried similar methods in some cases, but came up with two similar but different solutions one year later. The IPST, GT, INL team found that an interferometer made by Lasson Technologies Inc. using the photo-induced electro-motive force in Gallium Arsenide was able to detect ultrasonic waves up to 12-15 m/s. It also developed in house an interferometer using the Two-Wave Mixing effect in photorefractive crystals that showed good promises for on-line applications, and experimented with a scanning mirror to reduce motion-induced texture noise from the web and improve signal to noise ratio.     Ten prototypes of continuous emission monitors (CEMs) for measuring trace metal or trace organic species concentrations were tested. Of the 10 CEMs tested, four measured incinerator flue gas concentrations of several specific volatile organic compounds (VOCs), one measured total particulate-bound polynuclear aromatic hydrocarbon (PAH) concentrations, two measured flue gas concentrations of several (up to 14) trace metals, and three measured mercury concentrations. While the testing consisted of obtaining quantitative measurement data on the four measures of CEM performance checked in a relative accuracy test audit (RATA) as described in 40 CFR 60 Appendix F -- relative accuracy (RA), calibration drift (CD), zero drift (ZD), and response time - the primary project objective focused on the RA measurement. Four series of tests were performed, each simultaneously testing up to three monitors measuring the same or similar analyte type. Each test series consisted of performing triplicate Reference Method (RM) measurements at each of three target flue gas monitored analyte concentrations while the tested CEMs were in operation.

    A Department of Energy (DOE) review of the Conceptual Design Report (CDR) for the National Spallation Neutron Source (NSNS) was conducted. The NSNS will be a new high-power spallation neutron source; initially, it will operate at 1 megawatt (MW), but is designed to be upgradeable to significantly higher power, at lower cost, when accelerator and target technologies are developed for higher power. The 53-member Review Committee examined the projected cost, schedule, technical scope, and management structure described in the CDR. For each of the major components of the NSNS, the Committee determined that the project team had produced credible designs that can be expected to work well. What remains to be done is to integrate the design of these components. With the exception of the liquid mercury target, the NSNS Project will rely heavily on proven technologies and, thus, will face a relatively low risk to successful project completion. The Total Project Cost (TPC) presented to the Committee in the CDR was $1.266 billion in as-spent dollars. In general, the Committee felt that the laboratory consortium had presented a credible estimate for each of the major components but that value engineering might produce some savings. The construction schedule presented to the Committee covered six years beginning in FY 1999. The Committee questioned whether all parts of the project could be completed according to this schedule. In particular, the linac and the conventional facilities appeared to have overly optimistic schedules. The NSNS project team was encouraged to reexamine these activities and to consider a more conservative seven-year schedule. Another concern of the Committee was the management structure. In summary, the Committee felt that this Conceptual Design Report was a very credible proposal, and that there is a high probability for successful completion of this major project within the proposed budget, although the six-year proposed schedule may be optimistic.

    Because of concerns with the growing threat of global climate change from increasing emissions of greenhouse gases, the US and other countries are implementing, by themselves or in cooperation with one or more other nations (i.e., joint implementation), climate change mitigation projects. These projects will reduce greenhouse gas (GHG) emissions or sequester carbon, and will also result in non-GHG impacts (i.e., environmental, economic, and social impacts). Monitoring, evaluating, reporting, and verifying (MERV) guidelines are needed for these projects in order to accurately determine their net GHG, and other, benefits. Implementation of MERV guidelines is also intended to: (1) increase the reliability of data for estimating GHG benefits; (2) provide real-time data so that mid-course corrections can be made; (3) introduce consistency and transparency across project types and reporters; and (4) enhance the credibility of the projects with stakeholders. In this paper, the authors review the issues and methodologies involved in MERV activities. In addition, they review protocols and guidelines that have been developed for MERV of GHG emissions in the energy and non-energy sectors by governments, nongovernmental organizations, and international agencies. They comment on their relevance and completeness, and identify several topics that future protocols and guidelines need to address, such as (1) establishing a credible baseline; (2) accounting for impacts outside project boundaries through leakage; (3) net GHG reductions and other impacts; (4) precision of measurement; (5) MERV frequency; (6) persistence (sustainability) of savings, emissions reduction, and carbon sequestration; (7) reporting by multiple project participants; (8) verification of GHG reduction credits; (9) uncertainty and risk; (10) institutional capacity in conducting MERV; and (11) the cost of MERV.
