    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

    Venting range hoods are important residential ventilation components that remove pollutants generated by cooking activities and natural gas cooking burners. To address the lack of data on range hood installations in California, we conducted a survey by examining photographs of homes for sale or rent listed on a popular real estate web site. The survey was conducted in November 2010 and April–May 2011. Posted photos of the homes were reviewed to determine if a hood was installed, the type of hood, and two installation details that can impact performance, namely the height above the cooktop and the degree to which the hood covers the cooktop burners. We additionally collected information about the homes, including asking price for purchase or rent, type of building (e.g. detached house, townhouse or apartment), building age, floor area, and cooktop fuel type. Listings were first sampled to focus on homes built since 2005, then randomly sampled to include varied prices and locations around the state. Data were obtained for 1002 homes built between 1865 and 2011 (median year built 1989). Homes for sale varied in asking price from $16,000 to $16,500,000 (median $353,000) and homes for rent varied from $500 to $25,000 (median $2125) per month. Approximately 74% of the sample had natural gas cooktops. In this sample, natural gas cooktops were more prevalent in more expensive homes than in less expensive homes. Across the entire sample, 7.4 % appeared to have no hood installed, 33% had a short hood, 13% had a deep hood and 47% had a microwave over the range. The percentage of these hoods that vent to the outdoors could not be determined. Hood type was related to coverage of the cooktop. For deep hoods, 76% appeared to cover most or all of the cooktop burners. For short hoods, 70% covered about three quarters of the cooktop. And for microwaves the vast majority (96%) covered the back burners but not the front burners. Hood type was also correlated with asking price or monthly rent, with deep hoods most common in the most expensive homes. Hood type was also correlated with home age, with microwave hoods more common in newer homes. Installation height was related to device type with microwaves installed lower (closer) to the cooktop (median 18 inches), and short hoods (median 28 inches) and deep hoods (median 30 inches) installed higher. Deep range hoods are more common with natural gas cooktops than with electric cooktops, and slightly fewer homes with natural gas cooktops lack a range hood (7%) than homes with electric cooktops (9%). This study provides limited but useful information about the characteristics of range hoods in California homes and demonstrates the potential value of non-traditional forms of data collection.

    The Osage Mineral Reservation Estate is located in Osage County, Oklahoma. Minerals on the Estate are owned by members of the Osage Tribe who are shareholders in the Estate. The Estate is administered by the Osage Agency, Branch of Minerals, operated by the U.S. Bureau of Indian Affairs (BIA). Oil, natural gas, casinghead gas, and other minerals (sand, gravel, limestone, and dolomite) are exploited by lessors. Operators may obtain from the Branch of Minerals and the Osage Mineral Estate Tribal Council leases to explore and exploit oil, gas, oil and gas, and other minerals on the Estate. Operators pay a royalty on all minerals exploited and sold from the Estate. A mineral Resource Information system was developed for this project to evaluate the remaining hydrocarbon resources located on the Estate. Databases on Microsoft Excel spreadsheets of operators, leases, and production were designed for use in conjunction with an evaluation spreadsheet for estimating the remaining hydrocarbons on the Estate.

    A personal radiation monitor of the chirper type is provided for detecting ionizing radiation. A battery powered high voltage power supply is used to generate and apply a high voltage bias to a G-M tube radiation sensor. The high voltage is monitored by a low-loss sensing network which generates a feedback signal to control the high voltage power supply such that the high voltage bias is recharged to +500 VDC when the current pulses of the sensor, generated by the detection of ionizing radiation events, discharges the high voltage bias to +450 VDC. During the high voltage recharge period an audio transducer is activated to produce an audible "chirp". The rate of the "chirps" is controlled by the rate at which the high voltage bias is recharged, which is proportional to the radiation field intensity to which the sensor is exposed. The chirp rate sensitivity is set to be approximately 1.5 (chirps/min/MR/hr.). The G-M tube sensor is used in a current sensing mode so that the device does not paralyze in a high radiation field.

    In this paper we consider theories in which reality is described by some underlying variables. Each value these variables can take represents an ontic state (a particular state of reality). The preparation of a quantum state corresponds to a distribution over the ontic states. If we make three basic assumptions, we can show that the distributions over ontic states corresponding to distinct pure states are non-overlapping. This means that we can deduce the quantum state from a knowledge of the ontic state. Hence, if these assumptions are correct, we can claim that the quantum state is a real thing (it is written into the underlying variables that describe reality). The key assumption we use in this proof is ontic indifference - that quantum transformations that do not affect a given pure quantum state can be implemented in such a way that they do not affect the ontic states in the support of that state. In fact this assumption is violated in the Spekkens toy model (which captures many aspects of quantum theory and in which different pure states of the model have overlapping distributions over ontic states). This paper proves that ontic indifference must be violated in any model reproducing quantum theory in which the quantum state is not a real thing. The argument presented in this paper is different from that given in a recent paper by Pusey, Barrett, and Rudolph. It uses a different key assumption and it pertains to a single copy of the system in question.

    The human brain functions through a chemically-induced biological process which operates in a manner similar to electrical systems. The signal resulting from this biochemical process can actually be monitored and read using tools and having patterns similar to those found in electrical and electronics engineering. The primary signature of this electrical activity is the ''brain wave'', which looks remarkably similar to the output of many electrical systems. Likewise, the device currently used in medical arenas to read brain electrical activity is the electroencephalogram (EEG) which is synonymous with a multi-channel oscilloscope reading. Brain wave readings and recordings for medical purposes are traditionally taken in clinical settings such as hospitals, laboratories or diagnostic clinics. The signal is captured via externally applied scalp electrodes using semi-viscous gel to reduce impedance. The signal will be in the 10 to 100 microvolt range. In other instances, where surgeons are attempting to isolate particular types of minute brain signals, the electrodes may actually be temporarily implanted in the brain during a preliminary procedure. The current configurations of equipment required for EEGs involve large recording instruments, many electrodes, wires, and large amounts of hard disk space devoted to storing large files of brain wave data which are then eventually analyzed for patterns of concern. Advances in sensors, signal processing, data storage and microelectronics over the last decade would seem to have paved the way for the realization of devices capable of ''real time'' external monitoring, and possible assessment, of brain activity. A myriad of applications for such a capability are likewise presenting themselves, including the ability to assess brain functioning, level of functioning and malfunctioning. Our plan is to develop the sensors, signal processing, and portable instrumentation package which could capture, analyze, and communicate information on brain activity which could be of use to the individual, medical personnel or in other potential arenas. To take this option one step further, one might foresee that the signal would be captured, analyzed, and communicated to a person or device and which would result an action or reaction by that person or device. It is envisioned that ultimately a system would include a sensor detection mechanism, transmitter, receiver, microprocessor and associated memory, and audio and/or visual alert system. If successful in prototyping, the device could be considered for eventual implementation in ASIC form or as a fully integrated CMOS microsystem.

    We investigate the recently proposed possibility of chaotic inflation with respect to the imaginary part of the field T in a supersymmetric embedding of the Starobinsky model. We show that the stage of rapid expansion driven by Im T in this model ends almost instantly, and the subsequent stages of inflation are driven by the real part of the field T, as in the standard Starobinsky model. Thus, the Starobinsky model and its supersymmetric generalizations remain disfavored by the recent BICEP2 data.

    The proposed system has been designed to identify dermatopathologies or to apply personalized phototherapy treatments. The system emits electromagnetic waves in different spectral bands in the range of visible and near infrared to irradiate the target (skin or any other object) to be spectrally characterized. Then, an imaging sensor measures the target response to the stimulus at each spectral band and, after processing, the system displays in real time two images. In one of them the value of each pixel corresponds to the more reflected wavenumber whereas in the other image the pixel value represents the energy absorbed at each band. The diagnosis capability of this system lies in its multispectral design, and the phototherapy treatments are adapted to the patient and his lesion by measuring his absorption capability. This “in situ” absorption measurement allows us to determine the more appropriate duration of the treatment according to the wavelength and recommended dose. The main advantages of this system are its low cost, it does not have moving parts or complex mechanisms, it works in real time, and it is easy to handle. For these reasons its widespread use in dermatologist consultation would facilitate the work of the dermatologist and would improve the efficiency of diagnosis and treatment. In fact the prototype has already been successfully applied to pathologies such as carcinomas, melanomas, keratosis, and nevi.

How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). Reasons customers gave for why they weren't price-responsive include implicit value placed on reliability, pricing structures, lack of flexibility in adjusting production inputs, just-in-time practices, perceived barriers to onsite generation, and insufficient time. We draw these observations into a framework that could help refine economic theory of dynamic pricing by providing real-world descriptions of how firms behave and why.

    One of the key deliverables for the DOE-funded controls research at LBNL for FY04 was the development of a prototype Personal Workspace Control system. The successful development of this system is a critical milestone for the LBNL Lighting Controls Research effort because this system demonstrates how IBECS can add value to today's Task Ambient lighting systems. LBNL has argued that by providing both the occupant and the facilities manager with the ability to precisely control the operation of overhead lighting and all task lighting in a coordinated manner, that task ambient lighting can optimize energy performance and occupant comfort simultaneously [Reference Task Ambient Foundation Document]. The Personal Workspace Control system is the application of IBECS to this important lighting problem. This report discusses the development of the Personal Workspace Control to date including descriptions of the different fixture types that have been converted to IBECS operation and a detailed description of the operation of PWC Scene Controller, which provides the end user with precise control of his task ambient lighting system. The objective, from the Annual Plan, is to demonstrate improvements in efficiency, lighting quality and occupant comfort realized using Personal Workspace Controls (PWC) designed to optimize the delivery of lighting to the individual's workstation regardless of which task-ambient lighting solution is chosen. The PWC will be capable of controlling floor-mounted, desk lamps, furniture-mounted and overhead lighting fixtures from a personal computer and handheld remote. The PWC will use an environmental sensor to automatically monitor illuminance, temperature and occupancy and to appropriately modulate ambient lighting according to daylight availability and to switch off task lighting according to local occupancy. [Adding occupancy control to the system would blunt the historical criticism of occupant-controlled lighting - the tendency of the occupant to leave lights on]. The PWC will be an entirely open networking system in which all manufacturers of task lights, furniture-mounted lighting and ballast manufacturers can participate and have a business position.

    Recently uncovered second derivative discontinuous solutions of the simplest linear ordinary differential equation define not only an nonstandard extension of the framework of the ordinary calculus, but also provide a dynamical representation of the ordinary real number system. Every real number can be visualized as a living cell -like structure, endowed with a definite evolutionary arrow. We discuss the relevance of this extended calculus in the study of living systems. We also present an intelligent version of the Newton's first law of motion.

    The explosive growth of the information age has had a profound effect on the appearance of today`s office. Although the telephone still remains an important part of the information exchange and processing system within an office, other electronic devices are now considered required equipment within this environment. This office automation equipment includes facsimile machines, photocopiers, personal computers, printers, modems, and other peripherals. A recent estimate of the installed base indicated that 42 million personal computers and 7.3 million printers are in place, consuming 18.2 billion kWh/yr-and this installed base is growing (Luhn 1992). From a productivity standpoint, it can be argued that this equipment greatly improves the efficiency of those working in the office. But of primary concern to energy system designers, building managers, and electric utilities is the fact that this equipment requires electric energy. Although the impact of each incremental piece of equipment is small, installation of thousands of devices per building has resulted in office automation equipment becoming the major contributor to electric consumption and demand growth in commercial buildings. Personal computers and associated equipment are the dominant part of office automation equipment. In some cases, this electric demand growth has caused office buildings electric and cooling systems to overload.

    The Real Time System Operations (RTSO) 2006-2007 project focused on two parallel technical tasks: (1) Real-Time Applications of Phasors for Monitoring, Alarming and Control; and (2) Real-Time Voltage Security Assessment (RTVSA) Prototype Tool. The overall goal of the phasor applications project was to accelerate adoption and foster greater use of new, more accurate, time-synchronized phasor measurements by conducting research and prototyping applications on California ISO's phasor platform - Real-Time Dynamics Monitoring System (RTDMS) -- that provide previously unavailable information on the dynamic stability of the grid. Feasibility assessment studies were conducted on potential application of this technology for small-signal stability monitoring, validating/improving existing stability nomograms, conducting frequency response analysis, and obtaining real-time sensitivity information on key metrics to assess grid stress. Based on study findings, prototype applications for real-time visualization and alarming, small-signal stability monitoring, measurement based sensitivity analysis and frequency response assessment were developed, factory- and field-tested at the California ISO and at BPA. The goal of the RTVSA project was to provide California ISO with a prototype voltage security assessment tool that runs in real time within California ISO?s new reliability and congestion management system. CERTS conducted a technical assessment of appropriate algorithms, developed a prototype incorporating state-of-art algorithms (such as the continuation power flow, direct method, boundary orbiting method, and hyperplanes) into a framework most suitable for an operations environment. Based on study findings, a functional specification was prepared, which the California ISO has since used to procure a production-quality tool that is now a part of a suite of advanced computational tools that is used by California ISO for reliability and congestion management.

    The increased need to manage California?s electricity grid in real time is a result of the ongoing transition from a system operated by vertically-integrated utilities serving native loads to one operated by an independent system operator supporting competitive energy markets. During this transition period, the traditional approach to reliability management -- construction of new transmission lines -- has not been pursued due to unresolved issues related to the financing and recovery of transmission project costs. In the absence of investments in new transmission infrastructure, the best strategy for managing reliability is to equip system operators with better real-time information about actual operating margins so that they can better understand and manage the risk of operating closer to the edge. A companion strategy is to address known deficiencies in offline modeling tools that are needed to ground the use of improved real-time tools. This project: (1) developed and conducted first-ever demonstrations of two prototype real-time software tools for voltage security assessment and phasor monitoring; and (2) prepared a scoping study on improving load and generator response models. Additional funding through two separate subsequent work authorizations has already been provided to build upon the work initiated in this project.

    In this paper, the visualization tools created for monitoring the operations of a real-time pricing demonstration system that runs at a distribution feeder level are presented. The information these tools provide gives insights into demand behavior from automated price responsive devices, distribution feeder characteristics, impact of weather on system’s development, and other significant dynamics. Given the large number of devices that bid into a feeder-level real-time electricity market, new techniques are explored to summarize the present state of the system and contrast that with previous trends as well as future projections. To better understand the system behavior and correctly inform decision-making procedures, effective visualization of the data is imperative.

    We study photoabsorption reaction and real Compton scattering (RCS) within the color dipole model. We rely on a photon wave function derived in the instanton vacuum model, and on the energy dependent phenomenological elastic dipole amplitude. Data for the photoabsorption cross section at high energies agree with our parameter free calculations. We also provide predictions for the differential RCS cross section. Although no data for small angle Compton scattering are available so far, this process can be measured in ultra-peripheral hadronic and nuclear collisions at the LHC.

    The Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Lab can be described as a series of concatenated beamlines. Methods used to measure the Twiss parameters in closed orbit machines are not applicable in such open ended systems. We are using properly selected sets of real orbits in the accelerator, as one would for numerical analysis. The evolution of these trajectories along the beamline models the behavior of a synthetic beam which deterministically supplements beam profile-based Twiss parameter measurements and optimizes the efficiency of beamline tuning. Examples will be presented alongside a description of the process.
