    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    We use the sample of known stars and brown dwarfs within 5 pc of the Sun, supplemented with AFGK stars within 10 pc, to determine which stellar spectral types provide the most habitable real estate --- defined to be locations where liquid water could be present on Earth-like planets. Stellar temperatures and radii are determined by fitting model spectra to spatially resolved broad-band photometric energy distributions for stars in the sample. The locations of the HZ's are calculated using an empirical formula for planetary surface temperature and assuming the condition of liquid water, called here the empirical habitable zone, or EHZ. Systems that have dynamically disruptive companions, assuming a 5:1 separation ratios for primary/secondary pairs and either object and a planet, are considered not habitable. We then derive a simple formula to predict the location of the EHZ for main sequence stars based on V-K color.     Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

    In the aftermath of the burst of the ``new economy'' bubble in 2000, the Federal Reserve aggressively reduced short-term rates yields in less than two years from 6.5% to 1.25% in an attempt to coax forth a stronger recovery of the US economy. But, there is growing apprehension that this is creating a new bubble in real estate, as strong housing demand is fuelled by historically low mortgage rates. Are we going from Charybdis to Scylla? This question is all the more excruciating at a time when many other indicators suggest a significant deflationary risk. Using economic data, Federal Reserve Chairman A. Greenspan and Governor D.L. Kohn dismissed recently this possibility. Using the theory of critical phenomena resulting from positive feedbacks in markets, we confirm this view point for the US but find that mayhem may be in store for the UK: we unearth the unmistakable signatures (log-periodicity and power law super-exponential acceleration) of a strong unsustainable bubble there, which could burst before the end of the year 2003.

    Venting range hoods are important residential ventilation components that remove pollutants generated by cooking activities and natural gas cooking burners. To address the lack of data on range hood installations in California, we conducted a survey by examining photographs of homes for sale or rent listed on a popular real estate web site. The survey was conducted in November 2010 and April–May 2011. Posted photos of the homes were reviewed to determine if a hood was installed, the type of hood, and two installation details that can impact performance, namely the height above the cooktop and the degree to which the hood covers the cooktop burners. We additionally collected information about the homes, including asking price for purchase or rent, type of building (e.g. detached house, townhouse or apartment), building age, floor area, and cooktop fuel type. Listings were first sampled to focus on homes built since 2005, then randomly sampled to include varied prices and locations around the state. Data were obtained for 1002 homes built between 1865 and 2011 (median year built 1989). Homes for sale varied in asking price from $16,000 to $16,500,000 (median $353,000) and homes for rent varied from $500 to $25,000 (median $2125) per month. Approximately 74% of the sample had natural gas cooktops. In this sample, natural gas cooktops were more prevalent in more expensive homes than in less expensive homes. Across the entire sample, 7.4 % appeared to have no hood installed, 33% had a short hood, 13% had a deep hood and 47% had a microwave over the range. The percentage of these hoods that vent to the outdoors could not be determined. Hood type was related to coverage of the cooktop. For deep hoods, 76% appeared to cover most or all of the cooktop burners. For short hoods, 70% covered about three quarters of the cooktop. And for microwaves the vast majority (96%) covered the back burners but not the front burners. Hood type was also correlated with asking price or monthly rent, with deep hoods most common in the most expensive homes. Hood type was also correlated with home age, with microwave hoods more common in newer homes. Installation height was related to device type with microwaves installed lower (closer) to the cooktop (median 18 inches), and short hoods (median 28 inches) and deep hoods (median 30 inches) installed higher. Deep range hoods are more common with natural gas cooktops than with electric cooktops, and slightly fewer homes with natural gas cooktops lack a range hood (7%) than homes with electric cooktops (9%). This study provides limited but useful information about the characteristics of range hoods in California homes and demonstrates the potential value of non-traditional forms of data collection.

    Purposes of the seminar on the subject, the basis of this report, include the following: (1) to provide the appraiser an opportunity to learn how to identify and analyze the actual physical consumption of energy as well as the energy-saving improvements in properties under appraisal and in comparable sale and lease properties; (2) to help the appraiser in developing methods to keep meaningful records on the energy consumption of subject and comparable properties so as to observe in an orderly way the behavior of buyers, sellers, tenants, landlords, borrowers, and lenders with respect to energy efficiency; and (3) to assist the appraiser in learning to measure the relative sensitivities of the various segments of the market to energy considerations as indicated by differences in sale prices and rentals. To achieve these goals, the seminar employed two case studies, one for a angle-family residence and one for a multi-family building, both in Topeka, Kansas. The case studies are for illustrative purposes only; in applying the lessons of the seminar to their own daily work, students should be careful to develop information that is pertinent to their subject properties and subject areas and not rely on any of the particulars laid out in the cases.

  20. Split-estate negotiations: the case of coal-bed methane

    Coal-bed methane is an emerging contributor to the US energy supply. Split estates, where landowners control the surface and the energy companies lease the rights to the underground gas from the federal government, often impede successful negotiations for methane extraction. We provide an extensive form representation of the dynamic game of the negotiation process for subsurface access. We then solve for a set of Nash equilibrium outcomes associated with the split estate negotiations. By examining the optimal offers we can identify methods to improve the likelihood of negotiations that do not break down and result in the gas developer resorting to the use of a bond. We examine how changes in transaction costs or entitlements will affect the outcomes, and support our finds with anecdotal evidence from actual negotiations for coal-bed methane access. 55 refs.

    The Osage Mineral Reservation Estate is located in Osage County, Oklahoma. Minerals on the Estate are owned by members of the Osage Tribe who are shareholders in the Estate. The Estate is administered by the Osage Agency, Branch of Minerals, operated by the U.S. Bureau of Indian Affairs (BIA). Oil, natural gas, casinghead gas, and other minerals (sand, gravel, limestone, and dolomite) are exploited by lessors. Operators may obtain from the Branch of Minerals and the Osage Mineral Estate Tribal Council leases to explore and exploit oil, gas, oil and gas, and other minerals on the Estate. Operators pay a royalty on all minerals exploited and sold from the Estate. A mineral Resource Information system was developed for this project to evaluate the remaining hydrocarbon resources located on the Estate. Databases on Microsoft Excel spreadsheets of operators, leases, and production were designed for use in conjunction with an evaluation spreadsheet for estimating the remaining hydrocarbons on the Estate.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied. An internal extraction layer comprises two essential components: a light extraction element (LEE) that does the actual extraction of emitted light and a light coupling layer (LCL) that allows the emitted light to interact with the extraction element. Modeling results show that the optical index of the LCL needs to be high, preferably higher than that of the organic layers with an n value of {approx}1.8. In addition, since the OLED structure needs to be built on top of it the LCL needs to be physically and chemically benign. As the project concluded, our focus was on the tandem hybrid device, which proved to be the more efficient architecture. Cost-efficient device fabrication will provide the next challenges with this device architecture in order to allow this architecture to be commercialized.

    Honda Motor Company of Japan in a four-year period from 1968 to 1872 designed, tested, and mass-produced a stratified charge engine, the CVCC, which in comparison to conventional engines of similar output at the time was lower in CO, HC and NO/sub x/ emissions and higher in fuel economy. Honda developed the CVCC engine without government assistance or outside help. Honda's success came at a time when steadily increasing fuel costs and the various provisions of the Clean Air Act had forced US automakers to consider possible alternatives to the conventional gasoline engine. While most major engine manufacturers had investigated some form of stratified charge engine, Honda's CVCC was the only one to find successful market application. This case study examines the circumstances surrounding the development of the CVCC engine and its introduction into the Japanese and American markets.

    The purpose of this report is to present this Consultant`s findings regarding the nature and extent of the mineral estate of the United States at National Petroleum Reserve No. 2 (NPR-2), Buena Vista Hills Field, Kern County, California. Determination of the mineral estate is a necessary prerequisite to this Consultant`s calculation of estimated future cash flows attributable to said estate, which calculations are presented in the accompanying report entitled ``Phase II Final Report, Study of Alternatives for Future Operations of the Naval Petroleum and Oil Shale Reserves, NPR-2, California.`` This Report contains a discussion of the leases in effect at NPR-2 and subsequent contracts affecting such leases. This Report also summarizes discrepancies found between the current royalty calculation procedures utilized at NPR-2 and those procedures required under applicable agreements and regulations. Recommendations for maximizing the government`s income stream at NPR-2 are discussed in the concluding section of this Report.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    This study identifies, documents, and analyzes the strategies of the seven largest oil companies in the world, collectively called the Majors (Exxon, Shell, Gulf, Mobil, Socal, Texaco, and BP). The period covered for each company begins at its origin, generally near 1900, and concludes in 1976. This study documents and analyzes all the major components of the long-term strategies of these companies since their origins. The policy components of each company's strategy are classified into six categories where major changes have occurred in the growth of the large-scale firm. These policy categories are geographic exapansion, size/scale of operations, vertical integration, horizontal combination, product and industry diversification, and administrative structure. With each category, policies can be compared between firms and overtime to illustrate similarities, differences, and changes in strategy. The main results are discussed.

    A method and apparatus are described relating to the real time automatic detection and classification of characteristic type surface imperfections occurring on the surfaces of material of interest such as moving hot metal slabs produced by a continuous steel caster. A data camera transversely scans continuous lines of such a surface to sense light intensities of scanned pixels and generates corresponding voltage values. The voltage values are converted to corresponding digital values to form a digital image of the surface which is subsequently processed to form an edge-enhanced image having scan lines characterized by intervals corresponding to the edges of the image. The edge-enhanced image is thresholded to segment out the edges and objects formed by the edges by interval matching and bin tracking. Features of the objects are derived and such features are utilized to classify the objects into characteristic type surface imperfections. 43 figs.

    The worldwide concern over environmental degradation, increasing pressure on electric utility companies to meet peak energy demand, and the requirement to avoid purchasing power from the real-time energy market are motivating the utility companies to explore new approaches for forecasting energy demand. Until now, most approaches for forecasting energy demand rely on monthly electrical consumption data. The emergence of smart meters data is changing the data space for electric utility companies, and creating opportunities for utility companies to collect and analyze energy consumption data at a much finer temporal resolution of at least 15-minutes interval. While the data granularity provided by smart meters is important, there are still other challenges in forecasting energy demand; these challenges include lack of information about appliances usage and occupants behavior. Consequently, in this paper, we develop an optimization based data mining approach for forecasting real-time energy demand using smart meters data. The objective of our approach is to develop a robust estimation of energy demand without access to these other building and behavior data. Specifically, the forecasting problem is formulated as a quadratic programming problem and solved using the so-called support vector machine (SVM) technique in an online setting. The parameters of the SVM technique are optimized using simulated annealing approach. The proposed approach is applied to hourly smart meters data for several residential customers over several days.

    This report provides background information to the report Energy Company Competitiveness: Little to Do With Subsidies (DOE 1994). The main body of this publication consists of data uncovered during the course of research on this DOE report. This data pertains to major government energy policies in each country studied. This report also provides a summary of the DOE report. In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.
