    Demand continues to increase while transmission line construction is being constrained by multiple factors— economic, environmental, and political. Effective and efficient utilization of transmission lines is thus of great importance in an open access environment. Large blocks of power are transferred from areas with inexpensive generation to heavy load demand areas or areas with high generation costs. This results in some transmission paths being loaded closer to their path ratings, which limits further power transfer between areas. Traditionally, rating of important paths was determined off line by assuming the worst-case study scenario; once determined, it could be used for years. With increasing uncertainty arising from rapid growth of renewable energy and smart technologies, path rating studies are needed in near-real time to account for the latest system status and support a reliable and economic power grid. This paper adopts a simplified procedure based on standards of the North American Electric Reliability Corporation (NERC) to determine total transfer capability (TTC) or transfer limit for the purpose of demonstrating the benefits and necessity of real-time path rating. Initial studies are conducted to compute TTC of a two-area test system and a 39-bus test system. Results indicate that path rating can be significantly affected by loading conditions, generator schedules, system topology and other factors.

    Ratings of transmission paths, typically determined in an offline environment, are static and tend to be conservative, leading to underutilization of transmission assets, higher costs of system operation and renewable energy integration, and lower efficiency and savings. With the ever-increasing transmission congestion costs and new challenges from renewable integration, increasing transfer capacity of existing transmission lines is essential. Real-time path rating provides a promising approach to enabling additional power transfer capability and fully utilizing transfer capability. In this paper, the feasibility of real-time path rating is investigated. Several promising technologies to achieve real-time path rating are discussed. Various benefits that can be expected from real-time path rating, such as increased transfer capability and reduced total generation cost, are demonstrated through simulations conducted on the Western Electricity Coordinating Council system model.

    Real-time thermal rating is a smart-grid technology that allows the rating of electrical conductors to be increased based on local weather conditions. Overhead lines are conventionally given a conservative, constant seasonal rating based on seasonal and regional worst case scenarios rather than actual, say, local hourly weather predictions. This paper provides a report of two pioneering schemes-one in the U.S. and one in the U.K.-where real-time thermal ratings have been applied. Thereby, we demonstrate that observing the local weather conditions in real time leads to additional capacity and safer operation. Second, we critically compare both approaches and discuss their limitations. In doing so, we arrive at novel insights which will inform and improve future real-time thermal rating projects.

    There is confusion in the marketplace regarding the impact of solar photovoltaics (PV) on the user's actual electricity bill under California Net Energy Metering, particularly with binomial tariffs (those that include both demand and energy charges) and time-of-use (TOU) rate structures. The City of San Diego has extensive real-time electrical metering on most of its buildings and PV systems, with interval data for overall consumption and PV electrical production available for multiple years. This paper uses 2007 PV-system data from two city facilities to illustrate the impacts of binomial rate designs. The analysis will determine the energy and demand savings that the PV systems are achieving relative to the absence of systems. A financial analysis of PV-system performance under various rate structures is presented. The data revealed that actual demand and energy use benefits of binomial tariffs increase in summer months, when solar resources allow for maximized electricity production. In a binomial tariff system, varying on- and semi-peak times can result in approximately $1,100 change in demand charges per month over not having a PV system in place, an approximate 30% cost savings. The PV systems are also shown to have a 30%-50% reduction in facility energy charges in 2007.

    Purpose: To evaluate the performance of a diode array in the routine verification of planned dose to points inside the rectum from prostate high dose rate (HDR) brachytherapy using a real-time planning system. Methods: A dosimetric study involving 28 patients was undertaken where measured doses received during treatment were compared to those calculated by the treatment planning system (TPS). After the ultrasound imaging required for treatment planning had been recorded, the ultrasound probe was replaced with a geometric replica that contained an 8 mm diameter cylindrical cavity in which a PTW diode array type 9112 was placed. The replica probe was then positioned inside the rectum with the individual diode positions determined using fluoroscopy. Dose was then recorded during the patients' treatment and compared to associated coordinates in the planning system. Results: Factors influencing diode response and experimental uncertainty were initially investigated to estimate the overall uncertainty involved in dose measurements, which was determined to be {+-}10%. Data was acquired for 28 patients' first fractions, 11 patients' second fractions, and 13 patients' third fractions with collection dependent upon circumstances. Deviations between the diode measurements and predicted values ranged from -42% to +35% with 71% of measurements experiencing less than a 10% deviation from the predicted values. If the {+-}10% measurement uncertainty was combined with a tolerated dose discrepancy of {+-}10% then over 95% of the diode results exhibited agreement with the calculated data to within {+-}20%. It must also be noted that when large dose discrepancies were apparent they did not necessarily occur for all five diodes in the one measurement. Conclusions: This technique provided a method that could be utilized to detect gross errors in dose delivery of a real-time prostate HDR plan. Limitations in the detection system used must be well understood if meaningful results are to be achieved.

    During the last few years, new technologies have been introduced for real-time continuous measurement of the flow rates of outdoor air (OA) into HVAC systems; however, an evaluation of these measurement technologies has not previously been published. This document describes a test system and protocols developed for a controlled evaluation of these measurement technologies. The results of tests of four commercially available measurement technologies and one prototype based on a new design are also summarized. The test system and protocol were judged practical and very useful. The series of tests identified three commercially available measurement technologies that should provide reasonably accurate measurements of OA flow rates as long as air velocities are maintained high enough to produce accurately measurable pressure signals. In HVAC systems with economizer controls, to maintain the required air velocities the OA intake will need to be divided into two sections in parallel, each with a separate OA damper. The errors in OA flow rates measured with the fourth commercially available measurement technology were 20% to 30% with horizontal probes but much larger with vertical probes. The new prototype measurement technology was the only one that appears suitable for measuring OA flow rates over their full range from 20% OA to 100% OA without using two separate OA dampers. All of the measurement devices had pressure drops that are likely to be judged acceptable. The influence of wind on the accuracy of these measurement technologies still needs to be evaluated.

The valuation for electricity spread option under Vasicek interest model is placed and the formulas for parameter estimators are calculated.     According to recent estimations the financial gap between Large Reactors (LR) and Small Medium Reactors (SMRs) seems not as huge as the economy of scale would suggest, so the SMRs are going to be important players of the worldwide nuclear renaissance. POLIMIs INCAS model has been developed to compare the investment in SMR with respect to LR. It provides the value of IRR (Internal Rate of Return), NPV (Net Present Value), LUEC (Levelized Unitary Electricity Cost), up-front investment, etc. The aim of this research is to integrate the actual INCAS model, based on discounted cash flows, with the real option theory to measure flexibility of the investor to expand, defer or abandon a nuclear project, under future uncertainties. The work compares the investment in a large nuclear power plant with a series of smaller, modular nuclear power plants on the same site. As a consequence it compares the benefits of the large power plant, coming from the economy of scale, to the benefit of the modular project (flexibility) concluding that managerial flexibility can be measured and used by an investor to face the investment risks.     Surface sampling for Bacillus anthracis spores has traditionally relied on detection via bacterial cultivation methods. Although effective, this approach does not provide the level of organism specificity that can be gained through molecular techniques. False negative rates (FNR) and limits of detection (LOD) were determined for two B. anthracis surrogates with modified rapid viability-polymerase chain reaction (mRV-PCR) following macrofoam-swab sampling. This study was conducted in parallel with a previously reported study that analyzed spores using a plate-culture method. B. anthracis Sterne (BAS) or B. atrophaeus Nakamura (BG) spores were deposited onto four surface materials (glass, stainless steel, vinyl tile, and plastic) at nine target concentrations (2 to 500 spores/coupon; 0.078 to 19.375 colony-forming units [CFU] per cm²). Mean FNR values for mRV-PCR analysis ranged from 0 to 0.917 for BAS and 0 to 0.875 for BG and increased as spore concentration decreased (over the concentrations investigated) for each surface material. FNRs based on mRV-PCR data were not statistically different for BAS and BG, but were significantly lower for glass than for vinyl tile. FNRs also tended to be lower for the mRV-PCR method compared to the culture method. The mRV-PCR LOD?? was lowest for glass (0.429 CFU/cm² with BAS and 0.341 CFU/cm² with BG) and highest for vinyl tile (0.919 CFU/cm² with BAS and 0.917 CFU/cm² with BG). These mRV-PCR LOD?? values were lower than the culture values (BAS: 0.678 to 1.023 CFU/cm² and BG: 0.820 to 1.489 CFU/cm²). The FNR and LOD?? values reported in this work provide guidance for environmental sampling of Bacillus spores at low concentrations.

    A method and apparatus are described relating to the real time automatic detection and classification of characteristic type surface imperfections occurring on the surfaces of material of interest such as moving hot metal slabs produced by a continuous steel caster. A data camera transversely scans continuous lines of such a surface to sense light intensities of scanned pixels and generates corresponding voltage values. The voltage values are converted to corresponding digital values to form a digital image of the surface which is subsequently processed to form an edge-enhanced image having scan lines characterized by intervals corresponding to the edges of the image. The edge-enhanced image is thresholded to segment out the edges and objects formed by the edges by interval matching and bin tracking. Features of the objects are derived and such features are utilized to classify the objects into characteristic type surface imperfections. 43 figs.

    Dynamic Line Rating (DLR) is a smart grid technology that allows the rating of electrical conductors to be increased based on local weather conditions. Overhead lines are conventionally given a conservative rating based on worst case scenarios. We demonstrate that observing the conditions in real time leads to additional capacity and safer operation. This paper provides a report of a pioneering scheme in the United States of America in which DLR has been applied. Thereby, we demonstrate that observing the local weather conditions in real time leads to additional capacity and safer operation. Secondly, we discuss limitations involved. In doing so, we arrive at novel insights which will inform and improve future DLR projects. Third, we provide a policy background and discussion to clarify the technology’s potential and identifies barriers to the imminent adoption of dynamic line rating systems. We provide suggestions for regulatory bodies about possible improvements in policy to encourage adoption of this beneficial technology.

    Producing, accelerating and colliding very high power, low emittance beams for long periods is a formidable problem in real-time control. As energy has grown exponentially in time so has the complexity of the machines and their control systems. Similar growth rates have occurred in many areas, e.g., improved integrated circuits have been paid for with comparable increases in complexity. However, in this case, reliability, capability and cost have improved due to reduced size, high production and increased integration which allow various kinds of feedback. In contrast, most large complex systems (LCS) are perceived to lack such possibilities because only one copy is made. Neural nets, as a metaphor for LCS, suggest ways to circumvent such limitations. It is argued that they are logically equivalent to multi-loop feedback/forward control of faulty systems. While complimentary to AI, they mesh nicely with characteristics desired for real-time systems. Such issues are considered, examples given and possibilities discussed. 21 refs., 6 figs.

    This paper describes the analysis component of the Enrichment Diagnostic System (EDS) developed for the Atomic Vapor Laser Isotope Separation Program (AVLIS) at Lawrence Livermore National Laboratory (LLNL). Four different types of analysis are performed on data acquired through EDS: (1) absorption spectroscopy on laser-generated spectral lines, (2) mass spectrometer analysis, (3) general purpose waveform analysis, and (4) separation performance calculations. The information produced from this data includes: measures of particle density and velocity, partial pressures of residual gases, and overall measures of isotope enrichment. The analysis component supports a variety of real-time modeling tasks, a means for broadcasting data to other nodes, and a great degree of flexibility for tailoring computations to the exact needs of the process. A particular data base structure and program flow is common to all types of analysis.     Abstract—Dynamic pricing schemes have been implemented in commercial and industrial application settings, and recently they are getting attention for application to residential customers. Time-of-use and critical-peak-pricing rates are in place in various regions and are being piloted in many more. These programs are proving themselves useful for balancing energy during peak periods; however, real-time (5 minute) pricing signals combined with automation in end-use systems have the potential to deliver even more benefits to operators and consumers. Besides system peak shaving, a real-time pricing system can contribute demand response based on the locational marginal price of electricity, reduce load in response to a generator outage, and respond to local distribution system capacity limiting situations. The US Department of Energy (DOE) is teaming with a mid-west electricity service provider to run a distribution feeder-based retail electricity market that negotiates with residential automation equipment and clears every 5 minutes, thus providing a signal for lowering or raising electric consumption based on operational objectives of economic efficiency and reliability. This paper outlines the capability of the real-time pricing system and the operational scenarios being tested as the system is rolled-out starting in the first half of 2012.

    We study the process of thermal activation mediated by sphaleron transitions by analyzing the real-time dynamics of the decay out of equilibrium in a $1+1$ dimensional field theory with a metastable state. The situation considered is that of a rapid supercooling in which the system is trapped in a metastable state at a temperature larger than the mass of the quanta, but smaller than the energy to create a critical droplet. The initial density matrix is evolved in time and the nucleation rate (probability current at the saddle point) is computed. The nucleation rate is {\\it time dependent}, vanishing at early times, reaching a maximum at a time $t \\approx 1/m$ with $m$ the mass of quanta in the metastable state, and decreasing at long times as a consequence of unitarity. An estimate for the average number of particles of ``true vacuum'' produced as a function of time during the nucleation process is obtained.

    Outflows are common in many astrophysical systems which contain black holes and neutron stars. Difference between stellar outflows and outflows from these systems is that the outflows in these systems have to form out of the inflowing material only. The inflowing material can form a hot and dense cloud surrounding the compact object either because of centrifugal barrier or a denser barrier due to pair plasma or pre-heating effects. This barrier behaves like a stellar surface as far as the mass loss is concerned. We estimate the outflow rate from such considerations. These estimated rates roughly match with the rates in real observations as well as those obtained from numerical experiments.

    The Real Time System Operations (RTSO) 2006-2007 project focused on two parallel technical tasks: (1) Real-Time Applications of Phasors for Monitoring, Alarming and Control; and (2) Real-Time Voltage Security Assessment (RTVSA) Prototype Tool. The overall goal of the phasor applications project was to accelerate adoption and foster greater use of new, more accurate, time-synchronized phasor measurements by conducting research and prototyping applications on California ISO's phasor platform - Real-Time Dynamics Monitoring System (RTDMS) -- that provide previously unavailable information on the dynamic stability of the grid. Feasibility assessment studies were conducted on potential application of this technology for small-signal stability monitoring, validating/improving existing stability nomograms, conducting frequency response analysis, and obtaining real-time sensitivity information on key metrics to assess grid stress. Based on study findings, prototype applications for real-time visualization and alarming, small-signal stability monitoring, measurement based sensitivity analysis and frequency response assessment were developed, factory- and field-tested at the California ISO and at BPA. The goal of the RTVSA project was to provide California ISO with a prototype voltage security assessment tool that runs in real time within California ISO?s new reliability and congestion management system. CERTS conducted a technical assessment of appropriate algorithms, developed a prototype incorporating state-of-art algorithms (such as the continuation power flow, direct method, boundary orbiting method, and hyperplanes) into a framework most suitable for an operations environment. Based on study findings, a functional specification was prepared, which the California ISO has since used to procure a production-quality tool that is now a part of a suite of advanced computational tools that is used by California ISO for reliability and congestion management.

    The increased need to manage California?s electricity grid in real time is a result of the ongoing transition from a system operated by vertically-integrated utilities serving native loads to one operated by an independent system operator supporting competitive energy markets. During this transition period, the traditional approach to reliability management -- construction of new transmission lines -- has not been pursued due to unresolved issues related to the financing and recovery of transmission project costs. In the absence of investments in new transmission infrastructure, the best strategy for managing reliability is to equip system operators with better real-time information about actual operating margins so that they can better understand and manage the risk of operating closer to the edge. A companion strategy is to address known deficiencies in offline modeling tools that are needed to ground the use of improved real-time tools. This project: (1) developed and conducted first-ever demonstrations of two prototype real-time software tools for voltage security assessment and phasor monitoring; and (2) prepared a scoping study on improving load and generator response models. Additional funding through two separate subsequent work authorizations has already been provided to build upon the work initiated in this project.

    In this paper, the visualization tools created for monitoring the operations of a real-time pricing demonstration system that runs at a distribution feeder level are presented. The information these tools provide gives insights into demand behavior from automated price responsive devices, distribution feeder characteristics, impact of weather on system’s development, and other significant dynamics. Given the large number of devices that bid into a feeder-level real-time electricity market, new techniques are explored to summarize the present state of the system and contrast that with previous trends as well as future projections. To better understand the system behavior and correctly inform decision-making procedures, effective visualization of the data is imperative.

    I propose a new class of interpretations, {\\it real world interpretations}, of the quantum theory of closed systems. These interpretations postulate a preferred factorization of Hilbert space and preferred projective measurements on one factor. They give a mathematical characterisation of the different possible worlds arising in an evolving closed quantum system, in which each possible world corresponds to a (generally mixed) evolving quantum state. In a realistic model, the states corresponding to different worlds should be expected to tend towards orthogonality as different possible quasiclassical structures emerge or as measurement-like interactions produce different classical outcomes. However, as the worlds have a precise mathematical definition, real world interpretations need no definition of quasiclassicality, measurement, or other concepts whose imprecision is problematic in other interpretational approaches. It is natural to postulate that precisely one world is chosen randomly, using the natural probability distribution, as the world realised in Nature, and that this world's mathematical characterisation is a complete description of reality.

    Purpose: Results about the feasibility of a method for quasi real timein vivo dosimetry (IVD) at the isocenter point for volumetric modulated arc therapy (VMAT) are here reported. The method is based on correlations between the EPID signal and the dose on the beam central axis. Moreover, the ?-analysis of EPID images was adopted to verify off-axis reproducibility of fractionated plan delivery. Methods: An algorithm to reconstructin vivo the isocenter dose, D{sub iso}, for RapidArc treatments has been developed. 20 VMAT plans, optimized with two opposite arcs, for prostate, pancreas, and head treatments have been delivered by a Varian linac both to a conic PMMA phantom with elliptical section and to patients. The ratios R between reconstructed D{sub iso} and the planned doses were determined for phantom and patient irradiations adopting an acceptance criterion of ±5%. In total, 40 phantom checks and 400 patient checks were analyzed. Moreover, 3% and 3 mm criteria were adopted for portal image ?-analysis to assess patient irradiation reproducibility. Results: The average ratio R, between reconstructed and planned doses for the PMMA phantom irradiations was equal to 1.007 ± 0.024. When the IVD method was applied to the 20 patients, the average R ratio was equal to 1.003 ± 0.017 and 96% of the tests were within the acceptance criteria. The portal image ?-analysis supplied 88% of the tests within the pass rates ?{sub mean} ? 0.4 and P{sub ?<1} ? 98%. All the warnings were understood comparing the CT and the cone beam CT images and in one case a patient's setup error was detected and corrected for the successive fractions. Conclusions: This preliminary experience suggests that the method is able to detect dosimetric errors in quasi real time at the end of the therapy session. The authors intend to extend this procedure to other pathologies with the integration of in-room imaging verification by cone beam CT.

    A preliminary design of inclinometer for real-time monitoring system of soil displacement is proposed. The system is developed using accelerometer sensor with microelectromechanical system (MEMS) device. The main apparatus consists of a single MEMS sensor attached to a solid pipe and stucked pependicularly far away below the soil surface. The system utilizes small fractions of electrical signals from MEMS sensor induced by the pipe inclination due to soil displacements below the surface. It is argued that the system is accurate enough to detect soil displacements responsible for landslides, and then realizes a simple and low cost landslide early warning system.

    DOE-OE and DOE-SC workshops (Reference 1-3) identified the key power grid problem that requires insight addressable by the next generation of exascale computing is coupling of real-time data streams (1-2 TB per hour) as the streams are ingested to dynamic models. These models would then identify predicted disruptions in time (2-4 seconds) to trigger the smart grid s self healing functions. This project attempted to establish the feasibility of this approach and defined the scientific issues, and demonstrated example solutions to important smart grid simulation problems. These objectives were accomplished by 1) using the existing frequency recorders on the national grid to establish a representative and scalable real-time data stream; 2) invoking ORNL signature identification algorithms; 3) modeling dynamically a representative region of the Eastern interconnect using an institutional cluster, measuring the scalability and computational benchmarks for a national capability; and 4) constructing a prototype simulation for the system s concept of smart grid deployment. The delivered ORNL enduring capability included: 1) data processing and simulation metrics to design a national capability justifying exascale applications; 2) Software and intellectual property built around the example solutions; 3) demonstrated dynamic models to design few second self-healing.

    Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers.     We provide the results from a spectral analysis of nuclear decay data displaying annually varying periodic fluctuations. The analyzed data were obtained from three distinct data sets: 32Si and 36Cl decays reported by an experiment performed at the Brookhaven National Laboratory (BNL), 56Mn decay reported by the Children's Nutrition Research Center (CNRC), but also performed at BNL, and 226Ra decay reported by an experiment performed at the Physikalisch-Technische Bundesanstalt (PTB) in Germany. All three data sets exhibit the same primary frequency mode consisting of an annual period. Additional spectral comparisons of the data to local ambient temperature, atmospheric pressure, relative humidity, Earth-Sun distance, and their reciprocals were performed. No common phases were found between the factors investigated and those exhibited by the nuclear decay data. This suggests that either a combination of factors was responsible, or that, if it was a single factor, its effects on the decay rate experiments are not a direct synchronous modulation. We conclude that the annual periodicity in these data sets is a real effect, but that further study involving additional carefully controlled experiments will be needed to establish its origin.

    Biodiesel fuels are of much interest today either for replacing or blending with conventional fuels for automotive applications. Predicting engine effects of using biodiesel fuel requires accurate understanding of the combustion characteristics of the fuel, which can be acquired through analysis using reliable detailed reaction mechanisms. Unlike gasoline or diesel that consists of hundreds of chemical compounds, biodiesel fuels contain only a limited number of compounds. Over 90% of the biodiesel fraction is composed of 5 unique long-chain C{sub 18} and C{sub 16} saturated and unsaturated methyl esters. This makes modeling of real biodiesel fuel possible without the need for a fuel surrogate. To this end, a detailed chemical kinetic mechanism has been developed for determining the combustion characteristics of a pure biodiesel (B100) fuel, applicable from low- to high-temperature oxidation regimes. This model has been built based on reaction rate rules established in previous studies at Lawrence Livermore National Laboratory. Computed results are compared with the few fundamental experimental data that exist for biodiesel fuel and its components. In addition, computed results have been compared with experimental data for other long-chain hydrocarbons that are similar in structure to the biodiesel components.

    Embodiments are directed to a digital data acquisition method that collects data regarding nuclear fission at high rates and performs real-time preprocessing of large volumes of data into directly useable forms for use in a system that performs non-destructive assaying of nuclear material and assemblies for mass and multiplication of special nuclear material (SNM). Pulses from a multi-detector array are fed in parallel to individual inputs that are tied to individual bits in a digital word. Data is collected by loading a word at the individual bit level in parallel, to reduce the latency associated with current shift-register systems. The word is read at regular intervals, all bits simultaneously, with no manipulation. The word is passed to a number of storage locations for subsequent processing, thereby removing the front-end problem of pulse pileup. The word is used simultaneously in several internal processing schemes that assemble the data in a number of more directly useable forms. The detector includes a multi-mode counter that executes a number of different count algorithms in parallel to determine different attributes of the count data.

    The objective of this research program is to develop a real-time, in situ corrosion monitoring technique for flowing liquid Pb and eutectic PbBi (LBE) systems in a temperature range of 400 to 650 C. These conditions are relevant to future liquid metal cooled fast reactor operating parameters. THis program was aligned with the Gen IV Reactor initiative to develp technologies to support the design and opertion of a Pb or LBE-cooled fast reactor. The ability to monitor corrosion for protection of structural components is a high priority issue for the safe and prolonged operation of advanced liquid metal fast reactor systems. In those systems, protective oxide layers are intentionally formed and maintained to limit corrosion rates during operation. This program developed a real time, in situ corrosion monitoring tecnique using impedance spectroscopy (IS) technology.

    A real-time method and computer system for identifying radioactive materials which collects gamma count rates from a HPGe gamma-radiation detector to produce a high-resolution gamma-ray energy spectrum. A library of nuclear material definitions ("library definitions") is provided, with each uniquely associated with a nuclide or isotope material and each comprising at least one logic condition associated with a spectral parameter of a gamma-ray energy spectrum. The method determines whether the spectral parameters of said high-resolution gamma-ray energy spectrum satisfy all the logic conditions of any one of the library definitions, and subsequently uniquely identifies the material type as that nuclide or isotope material associated with the satisfied library definition. The method is iteratively repeated to update the spectrum and identification in real time.

    Numerous everyday situations like navigation, medical imaging and rescue operations require viewing through optically inhomogeneous media. This is a challenging task as photons, instead of traversing ballistically, propagate predominantly diffusively due to random multiple scattering off the inhomogenieties. Imaging {\\it in real-time} with ballistic light under continuous-wave illumination is even more challenging due to the extremely weak signal, necessitating voluminous data-processing. In this paper, we report imaging through strongly scattering media in real-time and at rates several times the critical flicker frequency of the eye, so that motion is perceived as continuous.     The Department of Energy, the Department of Defense's Defense Logistics Agency, and the Department of Transportation's Federal Transit Administration have funded learning demonstrations and early market deployments to provide insight into applications of hydrogen technologies on the road, in the warehouse, and as stationary power. NREL's analyses validate the technology in real-world applications, reveal the status of the technology, and facilitate the development of hydrogen and fuel cell technologies, manufacturing, and operations. This paper presents the maintenance, safety, and operation data of fuel cells in multiple applications with the reported incidents, near misses, and frequencies. NREL has analyzed records of more than 225,000 kilograms of hydrogen that have been dispensed through more than 108,000 hydrogen fills with an excellent safety record.

    A speech analyzer for interpretation of sound includes a sound input which converts the sound into a signal representing the sound.     The aim here is to address the origins of sustainability for the real growth rate in the United States. For over a century of observations on the real GDP per capita of the United States a sustainable two percent growth rate has been observed. To find an explanation for this observation I consider the impact of utility preferences and the effect of mobility of labor \\& capital on every provided measurement. Mobility of labor results in heterogenous rates of increase in prices which is called Baumol's cost disease phenomenon. Heterogeneous rates of inflation then make it impossible to define an invariant measure for the real growth rate. Paradoxical and ambiguous results already have been observed when different measurements provided by the World Bank have been compared with the ones from the central banks.     On December 21, 2004, the Surface Transportation Board (STB) requested that the Energy Information Administration (EIA) analyze the impact of changes in coal transportation rates on projected levels of electric power sector energy use and emissions. Specifically, the STB requested an analysis of changes in national and regional coal consumption and emissions resulting from adjustments in railroad transportation rates for Wyoming's Powder River Basin (PRB) coal using the National Energy Modeling System (NEMS). However, because NEMS operates at a relatively aggregate regional level and does not represent the costs of transporting coal over specific rail lines, this analysis reports on the impacts of interregional changes in transportation rates from those used in the Annual Energy Outlook 2005 (AEO2005) reference case.

    An evaluation is made of the effectiveness of fixed, real-time monitoring systems around nuclear power stations in determining the magnitude of unmonitored releases. The effects of meteorological conditions on the accuracy with which the magnitude of unmonitored releases is determined and the uncertainties inherent in defining these meteorological conditions are discussed. The number and placement of fixed field detectors in a system is discussed, and the data processing equipment required to convert field detector output data into release rate information is described.     Near Real Time Accountability (NRTA) of actinides at high precision in reprocessing plants has been a long sought-after goal in the safeguards community. Achieving this goal is hampered by the difficulty of making precision measurements in the reprocessing environment, equipment cost, and impact to plant operations. Thus the design of future reprocessing plants requires an optimization of different approaches. The Separations and Safeguards Performance Model, developed at Sandia National Laboratories, was used to evaluate a number of NRTA strategies in a UREX+ reprocessing plant. Strategies examined include the incorporation of additional actinide measurements of internal plant vessels, more use of process monitoring data, and the option of periodic draining of inventory to key tanks. Preliminary results show that the addition of measurement technologies can increase the overall measurement uncertainty due to additional error propagation, so care must be taken when designing an advanced system. Initial results also show that relying on a combination of different NRTA techniques will likely be the best option. The model provides a platform for integrating all the data. The modeling results for the different NRTA options under various material loss conditions will be presented.

A triggering circuit operably connected to the flash lamp initially ionizes the flash lamp. A current switch is operably connected between the flash lamp and the discharge capacitor. The current switch has at least one insulated gate bipolar transistor for switching current that is operable to initiate a controllable discharge of the discharge capacitor through the flash lamp. Control means connected to the current switch for controlling the rate of discharge of the discharge capacitor thereby to effectively keep the flash lamp in an ionized state between successive discharges of the discharge capacitor. Advantageously, the control means is operable to discharge the discharge capacitor at a rate greater than 10,000 Hz and even up to a rate greater than about 250,000 Hz. 14 figs.

    Under contract to Pacific Northwest National Laboratory, HaydenTanner, LLC conducted an in-depth analysis of the potential market value of a commercial building energy asset rating program for the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

    We report a molecular dynamics simulation study of the properties of the potential energy landscape sampled by a system of water molecules during the process of generating a glass by cooling, and during the process of regenerating the equilibrium liquid by heating the glass. We study the dependence of these processes on the cooling/heating rates as well as on the role of aging (the time elapsed in the glass state). We compare the properties of the potential energy landscape sampled during these processes with the corresponding properties sampled in the liquid equilibrium state to elucidate under which conditions glass configurations can be associated with equilibrium liquid configurations.

    We consider the power of various quantum complexity classes with the restriction that states and operators are defined over a real, rather than complex, Hilbert space. It is well know that a quantum circuit over the complex numbers can be transformed into a quantum circuit over the real numbers with the addition of a single qubit.   2. Results from the OECD report on international projections of electricity generating costs

    The International Energy Agency and Nuclear Energy Agency of the OECD have periodically undertaken a joint study on electricity generating costs in OECD Member countries and selected non-Member countries. This paper presents key results from the 1998 update of this study. Experts from 19 countries drawn from electric utility companies and government provided data on capital costs, operating and maintenance costs, and fuel costs from which levelized electricity generating costs (US cents/kWh) for baseload power plants were estimated in each country using a common set of economic assumptions. Light water nuclear power plants, pulverized coal plants, and natural gas-fired combined cycle gas turbines were the principal options evaluated. five and 10% discount rates, 40-year operating lifetime, and 75% annual load factor were the base assumptions, with sensitivity analyses on operating lifetime and load factor. Fuel costs and fuel escalation were provided individually by country, with a sensitivity case to evaluate costs assuming no real fuel price escalation over plant lifetimes. Of the three principal fuel/technology options, none is predominantly the cheapest option for all economic assumptions. However, fossil-fueled options are generally estimated to be the least expensive option. The study confirms that gas-fired combined cycles have improved their economic performance in most countries in recent years and are strong competitors to nuclear and coal-fired plants. Eleven out of the 18 countries with two or more options show gas-fired plants to be the cheapest option at 10% discount rate. Coal remains a strong competitor to gas when lower discount rates are used. Nuclear is the least expensive at both 5 and 10% discount rate in only two countries. Generally, with gas prices above 5 US$/GJ, nuclear plants constructed at overnight capital costs below 1 650 $/kWe have the potential to be competitive only at lower discount rates.

  3. Real Time Flux Control in PM Motors

    Significant research at the Oak Ridge National Laboratory (ORNL) Power Electronics and Electric Machinery Research Center (PEEMRC) is being conducted to develop ways to increase (1) torque, (2) speed range, and (3) efficiency of traction electric motors for hybrid electric vehicles (HEV) within existing current and voltage bounds. Current is limited by the inverter semiconductor devices' capability and voltage is limited by the stator wire insulation's ability to withstand the maximum back-electromotive force (emf), which occurs at the upper end of the speed range. One research track has been to explore ways to control the path and magnitude of magnetic flux while the motor is operating. The phrase, real time flux control (RTFC), refers to this mode of operation in which system parameters are changed while the motor is operating to improve its performance and speed range. RTFC has potential to meet an increased torque demand by introducing additional flux through the main air gap from an external source. It can augment the speed range by diverting flux away from the main air gap to reduce back-emf at high speeds. Conventional RTFC technology is known as vector control [1]. Vector control decomposes the stator current into two components; one that produces torque and a second that opposes (weakens) the magnetic field generated by the rotor, thereby requiring more overall stator current and reducing the efficiency. Efficiency can be improved by selecting a RTFC method that reduces the back-emf without increasing the average current. This favors methods that use pulse currents or very low currents to achieve field weakening. Foremost in ORNL's effort to develop flux control is the work of J. S. Hsu. Early research [2,3] introduced direct control of air-gap flux in permanent magnet (PM) machines and demonstrated it with a flux-controlled generator. The configuration eliminates the problem of demagnetization because it diverts all the flux from the magnets instead of trying to oppose it. It is robust and could be particularly useful for PM generators and electric vehicle drives. Recent efforts have introduced a brushless machine that transfers a magneto-motive force (MMF) generated by a stationary excitation coil to the rotor [4]. Although a conventional PM machine may be field weakened using vector control, the air-gap flux density cannot be effectively enhanced. In Hsu's new machine, the magnetic field generated by the rotor's PM may be augmented by the field from the stationery excitation coil and channeled with flux guides to its desired destination to enhance the air-gap flux that produces torque. The magnetic field can also be weakened by reversing the current in the stationary excitation winding. A patent for advanced technology in this area is pending. Several additional RTFC methods have been discussed in open literature. These include methods of changing the number of poles by magnetizing and demagnetizing the magnets poles with pulses of current corresponding to direct-axis (d-axis) current of vector control [5,6], changing the number of stator coils [7], and controlling the air gap [8]. Test experience has shown that the magnet strengths may vary and weaken naturally as rotor temperature increases suggesting that careful control of the rotor temperature, which is no easy task, could yield another method of RTFC. The purpose of this report is to (1) examine the interaction of rotor and stator flux with regard to RTFC, (2) review and summarize the status of RTFC technology, and (3) compare and evaluate methods for RTFC with respect to maturity, advantages and limitations, deployment difficulty and relative complexity.

    We present an experimental setup to dramatically reduce a measurement time for obtaining spatial distributions of terahertz electric-field (E-field) vectors. The method utilizes the electro-optic sampling, and we use a charge-coupled device to detect a spatial distribution of the probe beam polarization rotation by the E-field-induced Pockels effect in a ?110?-oriented ZnTe crystal. A quick rotation of the ZnTe crystal allows analyzing the terahertz E-field direction at each image position, and the terahertz E-field vector mapping at a fixed position of an optical delay line is achieved within 21 ms. Video-rate mapping of terahertz E-field vectors is likely to be useful for achieving real-time sensing of terahertz vector beams, vector vortices, and surface topography. The method is also useful for a fast polarization analysis of terahertz beams.

    Permutation entropy quantifies the diversity of possible orderings of the values a random or deterministic system can take, as Shannon entropy quantifies the diversity of values. We show that the metric and permutation entropy rates--measures of new disorder per new observed value--are equal for ergodic finite-alphabet information sources (discrete-time stationary stochastic processes). With this result, we then prove that the same holds for deterministic dynamical systems defined by ergodic maps on $n$% -dimensional intervals. This result generalizes a previous one for piecewise monotone interval maps on the real line (Bandt, Keller and Pompe, "Entropy of interval maps via permutations",\\textit{Nonlinearity} \\textbf{15}, 1595-602, (2002)), at the expense of requiring ergodicity and using a definition of permutation entropy rate differing in the order of two limits. The case of non-ergodic finite-alphabet sources is also studied and an inequality developed. Finally, the equality of permutation and metric entropy rates is extended to ergodic non-discrete information sources when entropy is replaced by differential entropy in the usual way.

    Electric transmission lines are the lifeline of the electric utility industry, delivering its product from source to consumer. This critical infrastructure is often constrained such that there is inadequate capacity on existing transmission lines to efficiently deliver the power to meet demand in certain areas or to transport energy from high-generation areas to high-consumption regions. When this happens, the cost of the energy rises; more costly sources of power are used to meet the demand or the system operates less reliably. These economic impacts are known as congestion, and they can amount to substantial dollars for any time frame of reference: hour, day or year. There are several solutions to the transmission constraint problem, including: construction of new generation, construction of new transmission facilities, rebuilding and reconductoring of existing transmission assets, and Dynamic Line Rating (DLR). All of these options except DLR are capital intensive, have long lead times and often experience strong public and regulatory opposition. The Smart Grid Demonstration Program (SGDP) project co-funded by the Department of Energy (DOE) and Oncor Electric Delivery Company developed and deployed the most extensive and advanced DLR installation to demonstrate that DLR technology is capable of resolving many transmission capacity constraint problems with a system that is reliable, safe and very cost competitive. The SGDP DLR deployment is the first application of DLR technology to feed transmission line real-time dynamic ratings directly into the system operation’s State Estimator and load dispatch program, which optimizes the matching of generation with load demand on a security, reliability and economic basis. The integrated Dynamic Line Rating (iDLR)1 collects transmission line parameters at remote locations on the lines, calculates the real-time line rating based on the equivalent conductor temperature, ambient temperature and influence of wind and solar radiation on the stringing section, transmits the data to the Transmission Energy Management System, validates its integrity and passes it on to Oncor and ERCOT (Electric Reliability Council of Texas) respective system operations. The iDLR system is automatic and transparent to ERCOT System Operations, i.e., it operates in parallel with all other system status telemetry collected through Supervisory Control and Data Acquisition (SCADA) employed across the company.

    This thesis is concerned with the development of a very fast and highly efficient parallel computer architecture for real-time simulation of continuous systems. Currently, several parallel processing systems exist that may be capable of executing a complex simulation in real-time. These systems are examined and the pros and cons of each system discussed. The thesis then introduced a custom-designed parallel architecture based upon The University of Alabama's OPERA architecture. Each component of this system is discussed and rationale presented for its selection. The problem selected, real-time simulation of the Space Shuttle Main Engine for the test and evaluation of the proposed architecture, is explored, identifying the areas where parallelism can be exploited and parallel processing applied. Results from the test and evaluation phase are presented and compared with the results of the same problem that has been processed on a uniprocessor system.

  17. Toward Real Time Data Analysis for Smart Grids

    This paper describes the architecture and design of a novel system for supporting large-scale real-time data analysis for future power grid systems. The widespread deployment of renewable generation, smart grid controls, energy storage, plug-in hybrids, and new conducting materials will require fundamental changes in the operational concepts and principal components of the grid. As a result, the whole system becomes highly dynamic and requires constant adjusting based on real time data. Even though millions of sensors such as phase measurement units (PMU) and smart meters are being widely deployed, a data layer that can analyze this amount of data in real time is needed. Unlike the data fabric in other cloud services, the data layer for smart grids has some unique design requirements. First, this layer must provide real time guarantees. Second, this layer must be scalable to allow a large number of applications to access the data from millions of sensors in real time. Third, reliability is critical and this layer must be able to continue to provide service in face of failures. Fourth, this layer must be secure. We address these challenges though a scalable system architecture that integrates the I/O and data processing capability in a devise set of devices. Data process operations can be placed anywhere from sensors, data storage devices, to control centers. We further employ compression to improve performance. We design a lightweight compression customized for power grid data. Our system can reduce end-to-end response time by reduce I/O overhead through compression and overlap compression operations with I/O. The initial prototype of our system was demonstrated with several use cases from PNNL’s FPGI and show that our system can provide real time guarantees to a diverse set of applications.

The developed process monitor features Raman and Coriolis/conductivity instrumentation configured for the remote monitoring, MatLab-based chemometric data processing, and comprehensive software for data acquisition/storage/archiving/display. The monitoring system is capable of simultaneously and continuously quantifying the levels of all the chemically significant anions within the waste stream including nitrate, nitrite, phosphate, carbonate, chromate, hydroxide, sulfate, and aluminate. The total sodium ion concentration was also determined independently by modeling inputs from on-line conductivity and density meters. In addition to the chemical information, this monitoring system provides immediate real-time data on the flow parameters, such as flow rate and temperature, and cumulative mass/volume of the retrieved waste stream. The components and analytical tools of the new process monitor can be tailored for a variety of complex mixtures in chemically harsh environments, such as pulp and paper processing liquids, electroplating solutions, and radioactive tank wastes. The developed monitoring system was tested for acceptability before it was deployed for use in Hanford Tank S-109 retrieval activities. The acceptance tests included performance inspection of hardware, software, and chemometric data analysis to determine the expected measurement accuracy for the different chemical species that are encountered during S-109 retrieval.
