Contributions to the Nearby Stars (NStars) Project: Spectroscopy of Stars Earlier than M0 within 40 parsecs: The Northern Sample I

We have embarked on a project, under the aegis of the Nearby Stars (NStars)/ Space Interferometry Mission Preparatory Science Program to obtain spectra, spectral types, and, where feasible, basic physical parameters for the 3600 dwarf and giant stars earlier than M0 within 40 parsecs of the sun. In this paper we report on the results of this project for the first 664 stars in the northern hemisphere. These results include precise, homogeneous spectral types, basic physical parameters (including the effective temperature, surface gravity and the overall metallicity, [M/H]) and measures of the chromospheric activity of our program stars. Observed and derived data presented in this paper are also available on the project's website at http://stellar.phys.appstate.edu/ .

Automated Demand Response and Commissioning

This paper describes the results from the second season of research to develop and evaluate the performance of new Automated Demand Response (Auto-DR) hardware and software technology in large facilities. Demand Response (DR) is a set of activities to reduce or shift electricity use to improve the electric grid reliability and manage electricity costs. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. We refer to this as Auto-DR. The evaluation of the control and communications must be properly configured and pass through a set of test stages: Readiness, Approval, Price Client/Price Server Communication, Internet Gateway/Internet Relay Communication, Control of Equipment, and DR Shed Effectiveness. New commissioning tests are needed for such systems to improve connecting demand responsive building systems to the electric grid demand response systems.

Solar Ready: An Overview of Implementation Practices

This report explores three mechanisms for encouraging solar ready building design and construction: solar ready legislation, certification programs for solar ready design and construction, and stakeholder education. These methods are not mutually exclusive, and all, if implemented well, could contribute to more solar ready construction. Solar ready itself does not reduce energy use or create clean energy. Nevertheless, solar ready building practices are needed to reach the full potential of solar deployment. Without forethought on incorporating solar into design, buildings may be incompatible with solar due to roof structure or excessive shading. In these cases, retrofitting the roof or removing shading elements is cost prohibitive. Furthermore, higher up-front costs due to structural adaptations and production losses caused by less than optimal roof orientation, roof equipment, or shading will lengthen payback periods, making solar more expensive. With millions of new buildings constructed each year in the United States, solar ready can remove installation barriers and increase the potential for widespread solar adoption. There are many approaches to promoting solar ready, including solar ready legislation, certification programs, and education of stakeholders. Federal, state, and local governments have the potential to implement programs that encourage solar ready and in turn reduce barriers to solar deployment. With the guidance in this document and the examples of jurisdictions and organizations already working to promote solar ready building practices, federal, state, and local governments can guide the market toward solar ready implementation.

This readiness evaluation considers hole selection and characterization, verification, containment issues, nuclear explosive safety studies, test authorities, event operations planning, canister-rack preparation, site preparation, diagnostic equipment setup, device assembly facilities and processes, device delivery and insertion, emplacement, stemming, control room activities, readiness briefing, arming and firing, test execution, emergency response and reentry, and post event analysis to include device diagnostics, nuclear chemistry, and containment. This survey concludes that the LLNL program and its supporting contractors could execute an event within six months of notification, and a second event within the following six months, given the NET group`s evaluation and the following three restraints: (1) FY94 (and subsequent year) funding is essentially constant with FY93, (2) Preliminary work for the initial event is completed to the historical sic months status, (3) Critical personnel, currently working in dual use technologies, would be recallable as needed.

Lightning Arrestor Connectors Production Readiness

The Lightning Arrestor Connector (LAC), part “M”, presented opportunities to improve the processes used to fabricate LACs. The A## LACs were the first production LACs produced at the KCP, after the product was transferred from Pinnellas. The new LAC relied on the lessons learned from the A## LACs; however, additional improvements were needed to meet the required budget, yield, and schedule requirements. Improvement projects completed since 2001 include Hermetic Connector Sealing Improvement, Contact Assembly molding Improvement, development of a second vendor for LAC shells, general process improvement, tooling improvement, reduction of the LAC production cycle time, and documention of the LAC granule fabrication process. This report summarizes the accomplishments achieved in improving the LAC Production Readiness.

Technology Readiness Levels (TRLs) originated as a way for the National Aeronautics and Space Administration (NASA) to monitor the development of systems being readied for space. The technique has found wide application as part of the more general topic of system engineering. In this paper, we consider the applicability of TRLs to systems being readied for the smart grid. We find that there are many useful parallels, and much to be gained by this application. However, TRLs were designed for a developer who was also a user. That is not usually the case for smart grid developments. We consider the matter from the point of view of the company responsible for implementation, typically a utility, and we find that there is a need for connecting the many standards in the industry. That connection is explored, and some new considerations are introduced.

Automated Demand Response Opportunities in Wastewater Treatment Facilities

Wastewater treatment is an energy intensive process which, together with water treatment, comprises about three percent of U.S. annual energy use. Yet, since wastewater treatment facilities are often peripheral to major electricity-using industries, they are frequently an overlooked area for automated demand response opportunities. Demand response is a set of actions taken to reduce electric loads when contingencies, such as emergencies or congestion, occur that threaten supply-demand balance, and/or market conditions occur that raise electric supply costs. Demand response programs are designed to improve the reliability of the electric grid and to lower the use of electricity during peak times to reduce the total system costs. Open automated demand response is a set of continuous, open communication signals and systems provided over the Internet to allow facilities to automate their demand response activities without the need for manual actions. Automated demand response strategies can be implemented as an enhanced use of upgraded equipment and facility control strategies installed as energy efficiency measures. Conversely, installation of controls to support automated demand response may result in improved energy efficiency through real-time access to operational data. This paper argues that the implementation of energy efficiency opportunities in wastewater treatment facilities creates a base for achieving successful demand reductions. This paper characterizes energy use and the state of demand response readiness in wastewater treatment facilities and outlines automated demand response opportunities.

NGNP Infrastructure Readiness Assessment: Consolidation Report

The Next Generation Nuclear Plant (NGNP) project supports the development, demonstration, and deployment of high temperature gas-cooled reactors (HTGRs). The NGNP project is being reviewed by the Nuclear Energy Advisory Council (NEAC) to provide input to the DOE, who will make a recommendation to the Secretary of Energy, whether or not to continue with Phase 2 of the NGNP project. The NEAC review will be based on, in part, the infrastructure readiness assessment, which is an assessment of industry's current ability to provide specified components for the FOAK NGNP, meet quality assurance requirements, transport components, have the necessary workforce in place, and have the necessary construction capabilities. AREVA and Westinghouse were contracted to perform independent assessments of industry's capabilities because of their experience with nuclear supply chains, which is a result of their experiences with the EPR and AP-1000 reactors. Both vendors produced infrastructure readiness assessment reports that identified key components and categorized these components into three groups based on their ability to be deployed in the FOAK plant. The NGNP project has several programs that are developing key components and capabilities. For these components, the NGNP project have provided input to properly assess the infrastructure readiness for these components.

Issues in maintaining readiness of instruments for deployment and use in emergency response situation often differ from those in maintaining instruments for normal operations. Confunding circumstances include use of non-availability of check sources, ensuring instruments are always in calibration and operable, possible use of instruments in different climates, packaging of instrumentation for deployment, transport of instrumentation and check sources, and ensuring users are familiar with instruments. Methods and procedures for addressing these issues are presented. Instrumentation used for survey, in situ measurements, electronic dosimetry, and air conditioning are discussed.

The activity evaluates potential automatic-to-manual transition scenarios in terms of relative feasibility, safety, cost, and social implications. The check-out alternatives range from minimal testing of the operator and the vehicle to extensive testing of the operator and vehicle. The vehicle functions analysis presents a summary of functions that are critical to safe manual operation and proposes several options for validation. Two possible check-out processes are discussed, one intended for AHS lanes dedicated to automated traffic, and one intended for mixed mode lanes in which AHS and non-AHS vehicles are traveling. The transition to manual control will involve preparing the driver to resume manual operation prior to release of vehicle functions. Proposed tasks which could be used to determine that the driver is ready to receive control of the automated vehicle are examined.

Software Technology Readiness for the Smart Grid

Abstract Budget and schedule overruns in product development due to the use of immature technologies constitute an important matter for program managers. Moreover, unexpected lack of technology maturity is also a problem for buyers. Both sides of the situation would benefit from an unbiased measure of technology maturity. This paper presents the use of a software maturity metric called Technology Readiness Level (TRL), in the milieu of the smart grid. For most of the time they have been in existence, power utilities have been protected monopolies, guaranteed a return on investment on anything they could justify adding to the rate base. Such a situation did not encourage innovation, and instead led to widespread risk-avoidance behavior in many utilities. The situation changed at the end of the last century, with a series of regulatory measures, beginning with the Public Utility Regulatory Policy Act of 1978. However, some bad experiences have actually served to strengthen the resistance to innovation by some utilities. Some aspects of the smart grid, such as the addition of computer-based control to the power system, face an uphill battle. It is our position that the addition of TRLs to the decision-making process for smart grid power-system projects, will lead to an environment of more confident adoption.

The Light Water Reactor Sustainability (LWRS) Program was established by the U.S. Department of Energy Office of Nuclear Energy (DOE-NE) to develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors. The LWRS Program is divided into four R&D Pathways: (1) Materials Aging and Degradation; (2) Advanced Light Water Reactor Nuclear Fuels; (3) Advanced Instrumentation, Information and Control Systems; and (4) Risk-Informed Safety Margin Characterization. This report describes an irradiation testing readiness analysis in preparation of LWRS experiments for irradiation testing at the Idaho National Laboratory (INL) Advanced Test Reactor (ATR) under Pathway (2). The focus of the Advanced LWR Nuclear Fuels Pathway is to improve the scientific knowledge basis for understanding and predicting fundamental performance of advanced nuclear fuel and cladding in nuclear power plants during both nominal and off-nominal conditions. The Waste Receiving and Processing Module 1 (WRAP 1) will be used to receive, sample, treat, and ship contact-handled (CH) transuranic (TRU), low-level waste (LLW), and low-level mixed waste (LLMW) to storage and disposal sites both on the Hanford site and off-site. The primary mission of WRAP 1 is to characterize and certify CH waste in 55-gallon and 85-gallon drums; and its secondary function is to certify CH waste standard waste boxes (SWB) and boxes of similar size for disposal. The WRAP 1 will provide the capability for examination (including x-ray, visual, and contents sampling), limited treatment, repackaging, and certification of CH suspect-TRU waste in 55-gallon drums retrieved from storage, as well as newly generated CH LLW and CH TRU waste drums. The WRAP 1 will also provide examination (X-ray and visual only) and certification of CH LLW and CH TRU waste in small boxes. The decision to perform an Operational Readiness Review (ORR) was made in accordance with WHC-CM-5-34, Solid Waste Disposal Operations Administration, Section 1.4, Operational Readiness Activities. The ORR will ensure plant and equipment readiness, management and personnel readiness, and management programs readiness for the initial startup of the facility. This implementation plan is provided for defining the conduct of the WHC ORR.

Sweeping has become the workhorse algorithm for creating conforming hexahedral meshes of complex models. This paper describes progress on the automatic, robust generation of MultiSwept meshes in CUBIT. MultiSweeping extends the class of volumes that may be swept to include those with multiple source and multiple target surfaces. While not yet perfect, CUBIT's MultiSweeping has recently become more reliable, and been extended to assemblies of volumes. Sweep Forging automates the process of making a volume (multi) sweepable: Sweep Verification takes the given source and target surfaces, and automatically classifies curve and vertex types so that sweep layers are well formed and progress from sources to targets.

In this presentation, we describe the GoSam (Golem/Samurai) framework for the automated computation of multi-particle scattering amplitudes at the one-loop level. The amplitudes are generated analytically in terms of Feynman diagrams, and can be evaluated using either D-dimensional integrand reduction or tensor decomposition. GoSam can be used to compute one-loop corrections to Standard Model (QCD and EW) processes, and it is ready to link generic model files for theories Beyond SM. Mission and Readiness Assessment for Fusion Nuclear Facilities

Magnetic fusion development toward DEMO will most likely require a number of fusion nuclear facilities (FNF), intermediate between ITER and DEMO, to test and validate plasma and nuclear technologies and to advance the level of system integration. The FNF mission space is wide, ranging from basic materials research to net electricity demonstration, so there is correspondingly a choice among machine options, scope, and risk in planning such a step. Readiness requirements to proceed with a DEMO are examined, and two FNF options are assessed in terms of the contributions they would make to closing DEMO readiness gaps, and their readiness to themselves proceed with engineering design about ten years from now. An advanced tokamak (AT) pilot plant with superconducting coils and a mission to demonstrate net electricity generation would go a long way toward DEMO. As a next step, however, a pilot plant would entail greater risk than a copper-coil FNSF-AT with its more focussed mission and technology requirements. The stellarator path to DEMO is briefly discussed. Regardless of the choice of FNF option, an accompanying science and technology development program, also aimed at DEMO readiness, is absolutely essential.

The objective of this project was to advance scientific understanding of the influence of individual cognitive attributes on decision making. The project has developed a quantitative model known as RumRunner that has proven effective in predicting the propensity of an individual to shift strategies on the basis of task and experience related parameters. Three separate studies are described which have validated the basic RumRunner model. The Technology Readiness Level (TRL) process is used to quantitatively assess the maturity of a given technology. The TRL process has been developed and successfully used by the Department of Defense (DOD) for development and deployment of new technology and systems for defense applications. In addition, NASA has also successfully used the TRL process to develop and deploy new systems for space applications. Advanced nuclear fuels and materials development is a critical technology needed for closing the nuclear fuel cycle. Because the deployment of a new nuclear fuel forms requires a lengthy and expensive research, development, and demonstration program, applying the TRL concept to the advanced fuel development program is very useful as a management and tracking tool. This report provides definition of the technology readiness level assessment process as defined for use in assessing nuclear fuel technology development for the Advanced Fuel Campaign (AFC).

Integrated Approach to Documenting Readiness for a Potential Criticality Incident

There have been 60 highly publicized criticality accidents1 over the last 60 years and the nature of the hazard is unique. Recent studies2 discuss the benefits of knowing what to expect during and immediately following these events. Emergency planning and response standards2 provide an effective tool for establishing an adequate level of readiness to a criticality accident. While these planning requirements cover a broad spectrum of activities to establish readiness, a concise and routinely reviewed criticality accident scenario may be the most valuable tool in developing a cohesive understanding and response to these challenging events. Using a guideline3 for criticality safety evaluations the analytical work and emergency planning to mitigate a criticality accident at the Radiochemical Processing Laboratory at the Pacific Northwest National Laboratory, was developed. Using a single document the analysis that established the accident characteristics, response scenario based on emergency staffing and planning, and anticipated dose consequences were integrated. This single document approach provides a useful platform to integrate the initial planning and guide the review of proposed changes to emergency response plans.

Final Report on HOLODEC 2 Technology Readiness Level

During the period of this project, the Holographic Detector for Clouds 2 (HOLODEC 2) instrument has advanced from a laboratory-proven instrument with some initial field testing to a fully flight-tested instrument capable of providing useful cloud microphysics measurements. This can be summarized as 'Technology Readiness Level 8: Technology is proven to work - Actual technology completed and qualified through test and demonstration.' As part of this project, improvements and upgrades have been made to the optical system, the instrument power control system, the data acquisition computer, the instrument control software, the data reconstruction and analysis software, and some of the basic algorithms for estimating basic microphysical variables like droplet diameter. Near the end of the project, the instrument flew on several research flights as part of the IDEAS 2011 project, and a small sample of data from the project is included as an example. There is one caveat in the technology readiness level stated above: the upgrades to the instrument power system were made after the flight testing, so they are not fully field proven. We anticipate that there will be an opportunity to fly the instrument as part of the IDEAS project in fall 2012.

SCAMM and FAMM have many similarities in their designs, and they can be converted from one to the other without taking them out of the hot cell. An automated loading system for nuclear reactor fuel elements utilizes a gravity feed conveyor which permits individual fuel pins to roll along a constrained path perpendicular to their respective lengths. The individual lengths of fuel cladding are directed onto movable transports, where they are aligned coaxially with the axes of associated handling equipment at appropriate production stations. Each fuel pin can be reciprocated axially and/or rotated about its axis as required during handling steps. The fuel pins are inserted as a batch prior to welding of end caps by one of two disclosed welding systems.

In 1980 we reported the development of an automated mass spectrometer for large scale batches of samples enriched in nitrogen-15 as ammonium salts. Since that time significant technical progress has been made in the instrument. Perhaps more significantly, administrative and institutional changes have permitted the entire effort to be transferred to the private sector from its original base at the Los Alamos National Laboratory. This has ensured the continuance of a needed service to the international scientific community as revealed by a development project at a national laboratory, and is an excellent example of beneficial technology transfer to private industry.

The Sandia MEMS Passive Shock Sensor : FY08 testing for functionality, model validation, and technology readiness.

This report summarizes the functional, model validation, and technology readiness testing of the Sandia MEMS Passive Shock Sensor in FY08. Functional testing of a large number of revision 4 parts showed robust and consistent performance. Model validation testing helped tune the models to match data well and identified several areas for future investigation related to high frequency sensitivity and thermal effects. Finally, technology readiness testing demonstrated the integrated elements of the sensor under realistic environments.

AUTOMATING GROUNDWATER SAMPLING AT HANFORD

Until this past October, Fluor Hanford managed Hanford's integrated groundwater program for the U.S. Department of Energy (DOE). With the new contract awards at the Site, however, the CH2M HILL Plateau Remediation Company (CHPRC) has assumed responsibility for the groundwater-monitoring programs at the 586-square-mile reservation in southeastern Washington State. These programs are regulated by the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). The purpose of monitoring is to track existing groundwater contamination from past practices, as well as other potential contamination that might originate from RCRA treatment, storage, and disposal (TSD) facilities. An integral part of the groundwater-monitoring program involves taking samples of the groundwater and measuring the water levels in wells scattered across the site. More than 1,200 wells are sampled each year. Historically, field personnel or 'samplers' have been issued pre-printed forms that have information about the well(s) for a particular sampling evolution. This information is taken from the Hanford Well Information System (HWIS) and the Hanford Environmental Information System (HEIS)--official electronic databases. The samplers used these hardcopy forms to document the groundwater samples and well water-levels. After recording the entries in the field, the samplers turned the forms in at the end of the day and the collected information was posted onto a spreadsheet that was then printed and included in a log book. The log book was then used to make manual entries of the new information into the software application(s) for the HEIS and HWIS databases. This is a pilot project for automating this tedious process by providing an electronic tool for automating water-level measurements and groundwater field-sampling activities. The automation will eliminate the manual forms and associated data entry, improve the accuracy of the information recorded, and enhance the efficiency and sampling capacity of field personnel. The goal of the effort is to eliminate 100 percent of the manual input to the database(s) and replace the management of paperwork by the field and clerical personnel with an almost entirely electronic process. These activities will include the following: scheduling the activities of the field teams, electronically recording water-level measurements, electronically logging and filing Groundwater Sampling Reports (GSR), and transferring field forms into the site-wide Integrated Document Management System (IDMS).

An automated data collection system controlled by a desktop computer has been developed for testing Fresnel concentrators (lenses) intended for solar energy applications. The system maps the two-dimensional irradiance pattern (image) formed in a plane parallel to the lens, whereas the lens and detector assembly track the sun. A point detector silicon diode (0.5-mm-dia active area) measures the irradiance at each point of an operator-defined rectilinear grid of data positions. Comparison with a second detector measuring solar insolation levels results in solar concentration ratios over the image plane. Summation of image plane energies allows calculation of lens efficiencies for various solar cell sizes. Various graphical plots of concentration ratio data help to visualize energy distribution patterns.

This report summarizes several historical and ongoing efforts to make small electrical demand-side devices like home appliances more responsive to the dynamic needs of electric power grids. Whereas the utility community often reserves the word demand response for infrequent 2 to 6 hour curtailments that reduce total electrical system peak load, other beneficial responses and ancillary services that may be provided by responsive electrical demand are of interest. Historically, demand responses from the demand side have been obtained by applying external, retrofitted, controlled switches to existing electrical demand. This report is directed instead toward those manufactured products, including appliances, that are able to provide demand responses as soon as they are purchased and that require few, or no, after-market modifications to make them responsive to needs of power grids. Efforts to be summarized include Open Automated Demand Response, the Association of Home Appliance Manufacturer standard CHA 1, a simple interface being developed by the U-SNAP Alliance, various emerging autonomous responses, and the recent PinBus interface that was developed at Pacific Northwest National Laboratory.

The production of nuclear weapons materials has generated large quantities of nuclear waste and significant environmental contamination. We have developed new, rapid, automated methods for determination of radionuclides using sequential injection methodologies to automate extraction chromatographic separations, with on-line flow-through scintillation counting for real time detection. This work has progressed in two main areas: radionuclide sensors for water monitoring and automated radiochemical analyzers for monitoring nuclear waste processing operations. Radionuclide sensors have been developed that collect and concentrate radionuclides in preconcentrating minicolumns with dual functionality: chemical selectivity for radionuclide capture and scintillation for signal output. These sensors can detect pertechnetate to below regulatory levels and have been engineered into a prototype for field testing. A fully automated process monitor has been developed for total technetium in nuclear waste streams. This instrument performs sample acidification, speciation adjustment, separation and detection in fifteen minutes or less.

Fully Automated Laser Ablation Liquid Capture Sample Analysis using NanoElectrospray Ionization Mass Spectrometry

RATIONALE: Laser ablation provides for the possibility of sampling a large variety of surfaces with high spatial resolution. This type of sampling when employed in conjunction with liquid capture followed by nanoelectrospray ionization provides the opportunity for sensitive and prolonged interrogation of samples by mass spectrometry as well as the ability to analyze surfaces not amenable to direct liquid extraction. METHODS: A fully automated, reflection geometry, laser ablation liquid capture spot sampling system was achieved by incorporating appropriate laser fiber optics and a focusing lens into a commercially available, liquid extraction surface analysis (LESA ) ready Advion TriVersa NanoMate system. RESULTS: Under optimized conditions about 10% of laser ablated material could be captured in a droplet positioned vertically over the ablation region using the NanoMate robot controlled pipette. The sampling spot size area with this laser ablation liquid capture surface analysis (LA/LCSA) mode of operation (typically about 120 m x 160 m) was approximately 50 times smaller than that achievable by direct liquid extraction using LESA (ca. 1 mm diameter liquid extraction spot). The set-up was successfully applied for the analysis of ink on glass and paper as well as the endogenous components in Alstroemeria Yellow King flower petals. In a second mode of operation with a comparable sampling spot size, termed laser ablation/LESA , the laser system was used to drill through, penetrate, or otherwise expose material beneath a solvent resistant surface. Once drilled, LESA was effective in sampling soluble material exposed at that location on the surface. CONCLUSIONS: Incorporating the capability for different laser ablation liquid capture spot sampling modes of operation into a LESA ready Advion TriVersa NanoMate enhanced the spot sampling spatial resolution of this device and broadened the surface types amenable to analysis to include absorbent and solvent resistant materials.

(abridged) The study of other worlds is key to understanding our own, and not only provides clues to the origin of our civilization, but also looks into its future. Rather than in identifying nearby systems and learning about their individual properties, the main value of the technique of gravitational microlensing is in obtaining the statistics of planetary populations within the Milky Way and beyond. Only the complementarity of different techniques currently employed promises to yield a complete picture of planet formation that has sufficient predictive power to let us understand how habitable worlds like ours evolve, and how abundant such systems are in the Universe. A cooperative three-step strategy of survey, follow-up, and anomaly monitoring of microlensing targets, realized by means of an automated expert system and a network of ground-based telescopes is ready right now to be used to obtain a first census of cool planets with masses reaching even below that of Earth orbiting K and M dwarfs in two distinct stellar populations, namely the Galactic bulge and disk. The hunt for extra-solar planets acts as a principal science driver for time-domain astronomy with robotic-telescope networks adopting fully-automated strategies. Several initiatives, both into facilities as well as into advanced software and strategies, are supposed to see the capabilities of gravitational microlensing programmes step-wise increasing over the next 10 years. New opportunities will show up with high-precision astrometry becoming available and studying the abundance of planets around stars in neighbouring galaxies becoming possible. Finally, we should not miss out on sharing the vision with the general public, and make its realization to profit not only the scientists but all the wider society.

People responding to high-consequence national-security situations need tools to help them make the right decision quickly. The dynamic, time-critical, and ever-changing nature of these situations, especially those involving an adversary, require models of decision support that can dynamically react as a situation unfolds and changes. Automated knowledge capture is a key part of creating individualized models of decision making in many situations because it has been demonstrated as a very robust way to populate computational models of cognition. However, existing automated knowledge capture techniques only populate a knowledge model with data prior to its use, after which the knowledge model is static and unchanging. In contrast, humans, including our national-security adversaries, continually learn, adapt, and create new knowledge as they make decisions and witness their effect. This artificial dichotomy between creation and use exists because the majority of automated knowledge capture techniques are based on traditional batch machine-learning and statistical algorithms. These algorithms are primarily designed to optimize the accuracy of their predictions and only secondarily, if at all, concerned with issues such as speed, memory use, or ability to be incrementally updated. Thus, when new data arrives, batch algorithms used for automated knowledge capture currently require significant recomputation, frequently from scratch, which makes them ill suited for use in dynamic, timecritical, high-consequence decision making environments. In this work we seek to explore and expand upon the capabilities of dynamic, incremental models that can adapt to an ever-changing feature space.

This article describes an automated distribution scheme that met Lakeland Electric requirements for an automated scheme that would restore power to a major customer in less than 60 seconds. In January 1993, Lakeland Electric and Water (LEW) took on the design and construction of a new 12.47-kV automated distribution system for the Publix Supermarket Industrial complex. The industrial complex in Lakeland, Florida, totals 2 million square feet and houses a dairy processing plant, bakery, produce plant, deli plant, data processing facility for Publix`s entire retail network, purchasing department, as well as several maintenance facilities. The retail chain is LEW`s largest customer with a peak demand of 15.5 MW and a load factor of 81%. Publix`s rapid expansion plan has placed a great deal of pressure on this facility to perform at peak level with no interruptions of product flow. The task at hand was to provide Publix with a state-of-the-art, automated, distribution system built to withstand the inherent weather-related situations in central Florida, lightning and hurricanes.

This report summarizes San Diego Gas& Electric Company?s collaboration with the Demand Response Research Center to develop and test automation capability for the Capacity Bidding Program in 2007. The report describes the Open Automated Demand Response architecture, summarizes the history of technology development and pilot studies. It also outlines the Capacity Bidding Program and technology being used by an aggregator that participated in this demand response program. Due to delays, the program was not fully operational for summer 2007. However, a test event on October 3, 2007, showed that the project successfully achieved the objective to develop and demonstrate how an open, Web?based interoperable automated notification system for capacity bidding can be used by aggregators for demand response. The system was effective in initiating a fully automated demand response shed at the aggregated sites. This project also demonstrated how aggregators can integrate their demand response automation systems with San Diego Gas& Electric Company?s Demand Response Automation Server and capacity bidding program.

The readiness of each of three candidate TES systems for near-term commercialization was examined. It was concluded that of these, TES for residential space and hot-water heating are technically and economically ready for commercialization. TES systems are unlikely to be more attractive than standard-heat-pump systems in all areas of the country; however, in many regions, particularly in the northeast and north central states, TES appears to be more attractive. In the not-too-distant future, use of TES with heat pumps may prove to be the best system nationwide. For the third system, TES for residential space cooling, it was found that those units that are presently technically viable would be too costly except in a few parts of the country; more development will be required before these systems could be commercialized on a national scale. TES systems that might be used in commercial buildings (e.g., stores and office buildings) were not examined. Environmental, market and economic, and institutional-readiness studies are presented. Market penetration and benefit analysis are summarized. Barriers to commercialization are identified along with strategies for overcoming the barriers. Demand Response (DR) can be defined as actions taken to reduce electric loads when contingencies, such as emergencies and congestion, occur that threaten supply-demand balance, or market conditions raise supply costs. California utilities have offered price and reliability DR based programs to customers to help reduce electric peak demand. The lack of knowledge about the DR programs and how to develop and implement DR control strategies is a barrier to participation in DR programs, as is the lack of automation of DR systems. Most DR activities are manual and require people to first receive notifications, and then act on the information to execute DR strategies. Levels of automation in DR can be defined as follows. Manual Demand Response involves a labor-intensive approach such as manually turning off or changing comfort set points at each equipment switch or controller. Semi-Automated Demand Response involves a pre-programmed demand response strategy initiated by a person via centralized control system. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. The receipt of the external signal initiates pre-programmed demand response strategies. We refer to this as Auto-DR (Piette et. al. 2005). Auto-DR for commercial and industrial facilities can be defined as fully automated DR initiated by a signal from a utility or other appropriate entity and that provides fully-automated connectivity to customer end-use control strategies. One important concept in Auto-DR is that a homeowner or facility manager should be able to 'opt out' or 'override' a DR event if the event comes at time when the reduction in end-use services is not desirable. Therefore, Auto-DR is not handing over total control of the equipment or the facility to the utility but simply allowing the utility to pass on grid related information which then triggers facility defined and programmed strategies if convenient to the facility. From 2003 through 2006 Lawrence Berkeley National Laboratory (LBNL) and the Demand Response Research Center (DRRC) developed and tested a series of demand response automation communications technologies known as Automated Demand Response (Auto-DR). In 2007, LBNL worked with three investor-owned utilities to commercialize and implement Auto-DR programs in their territories. This paper summarizes the history of technology development for Auto-DR, and describes the DR technologies and control strategies utilized at many of the facilities. It outlines early experience in commercializing Auto-DR systems within PG&E DR programs, including the steps to configure the automation technology. The paper also describes the DR sheds derived using three different baseline methodologies. Emphasis is given to the lessons learned from installation and commissioning of Auto-DR systems, with a detailed description of the technical coordination roles and responsibilities, and costs.

Operational Readiness Review Final Report for K Basin Fuel Transfer System

An Operational Readiness Review (ORR) was conducted by the U.S. Department of Energy (DOE), Richland Operations Office (RL) to verify that an adequate state of readiness had been achieved for startup of the K Basin Fuel Transfer System (FTS). The DOE ORR was conducted during the period November 6-18, 2002. The DOE ORR team concluded that the K Basin Fuel Transfer System is ready to start operations, subject to completion and verification of identified pre-start findings. The ORR was conducted in accordance with the Spent Nuclear Fuel (SNF) K Basin Fuel Transfer System (FTS) Operational Readiness Review (ORR) Plan of Action and the Operational Readiness Review Implementation Plan for K Basin Fuel Transfer System. Review activities consisted of staff interviews, procedure and document reviews, and observations of normal facility operations, operational upset conditions, and an emergency drill. The DOE ORR Team also reviewed and assessed the adequacy of the contractor ORR3 and the RL line management review. The team concurred with the findings and observations identified in these two reports. The DOE ORR for the FTS evaluated the contractor under single-shift operations. Of concern to the ORR Team was that SNF Project management intended to change from a single-shift FTS operation to a two-shift operation shortly after the completion of the DOE ORR. The ORR team did not assess two-shift FTS operations and the ability of the contractor to conduct a smooth transition from shift to shift. However, the DOE ORR team did observe an operational upset drill that was conducted during day shift and carried over into swing shift; during this drill, swing shift was staffed with fewer personnel as would be expected for two-shift operations. The facility was able to adequately respond to the event with the reduced level of staff. The ORR Team was also able to observe a Shift Manager turnover meeting when one shift manager had to be relieved during the middle of the day. The ORR Team did not have the opportunity to observe a shift turnover from one crew to another. The ORR Team has evaluated the risk of not observing this activity and considers the risk to be minimal based on the fact that operating staff are very familiar with the FTS equipment and its procedures, and because existing Conduct of Operations processes and procedures are adequate and implemented. Because the ORR Team has not observed two-shift FTS operations, we recommend that additional RL oversight be provided at the start of two-shift FTS operations to evaluate the adequacy of crew turnovers.

Enhanced training effectiveness using automated student assessment.

Training simulators have become increasingly popular tools for instructing humans on performance in complex environments. However, the question of how to provide individualized and scenario-specific assessment and feedback to students remains largely an open question. In this work, we follow-up on previous evaluations of the Automated Expert Modeling and Automated Student Evaluation (AEMASE) system, which automatically assesses student performance based on observed examples of good and bad performance in a given domain. The current study provides an empirical evaluation of the enhanced training effectiveness achievable with this technology. In particular, we found that students given feedback via the AEMASE-based debrief tool performed significantly better than students given only instructor feedback.

The automated system has a sample inlet to a sample pump, a sample outlet from the sample pump to at least one flow through electrode with a waste port. At least one computer controls the sample pump and records data from the at least one flow through electrode for a liquid sample. The improvement relies upon (a) at least one source of a calibration sample connected to (b) an injection valve connected to said sample outlet and connected to said source, said injection valve further connected to said at least one flow through electrode, wherein said injection valve is controlled by said computer to select between said liquid sample or said calibration sample. Advantages include improved accuracy because of more frequent calibrations, no additional labor for calibration, no need to remove the flow through electrode(s), and minimal interruption of sampling.

The responses will allow stopping, isolating, or ejecting the suspicious activities. We describe here the design requirements, hardware and software upgrades, and lessons learned from roboticization. We present an overview of the current system performance as well as plans for future upgrades.

A user is able to enter personnel information into the apparatus including medical history, insurance information, co-payment, and answer a series of questions regarding their illness, which is used to determine the assay most likely to yield a positive result. Remotely-located physicians can communicate with users of the apparatus using video tele-medicine and request specific assays to be performed. The apparatus archives submitted samples for additional testing. Users may receive their assay results electronically. Algorithms to Automate LCLS Undulator Tuning

Automation of the LCLS undulator tuning offers many advantages to the project. Automation can make a substantial reduction in the amount of time the tuning takes. Undulator tuning is fairly complex and automation can make the final tuning less dependent on the skill of the operator. Also, algorithms are fixed and can be scrutinized and reviewed, as opposed to an individual doing the tuning by hand. This note presents algorithms implemented in a computer program written for LCLS undulator tuning. The LCLS undulators must meet the following specifications. The maximum trajectory walkoff must be less than 5 {micro}m over 10 m. The first field integral must be below 40 x 10{sup -6} Tm. The second field integral must be below 50 x 10{sup -6} Tm{sup 2}. The phase error between the electron motion and the radiation field must be less than 10 degrees in an undulator. The K parameter must have the value of 3.5000 {+-} 0.0005. The phase matching from the break regions into the undulator must be accurate to better than 10 degrees. A phase change of 113 x 2{pi} must take place over a distance of 3.656 m centered on the undulator. Achieving these requirements is the goal of the tuning process. Most of the tuning is done with Hall probe measurements. The field integrals are checked using long coil measurements. An analysis program written in Matlab takes the Hall probe measurements and computes the trajectories, phase errors, K value, etc. The analysis program and its calculation techniques were described in a previous note. In this note, a second Matlab program containing tuning algorithms is described. The algorithms to determine the required number and placement of the shims are discussed in detail. This note describes the operation of a computer program which was written to automate LCLS undulator tuning. The algorithms used to compute the shim sizes and locations are discussed.

Home Network Technologies and Automating Demand Response

Over the past several years, interest in large-scale control of peak energy demand and total consumption has increased. While motivated by a number of factors, this interest has primarily been spurred on the demand side by the increasing cost of energy and, on the supply side by the limited ability of utilities to build sufficient electricity generation capacity to meet unrestrained future demand. To address peak electricity use Demand Response (DR) systems are being proposed to motivate reductions in electricity use through the use of price incentives. DR systems are also be design to shift or curtail energy demand at critical times when the generation, transmission, and distribution systems (i.e. the 'grid') are threatened with instabilities. To be effectively deployed on a large-scale, these proposed DR systems need to be automated. Automation will require robust and efficient data communications infrastructures across geographically dispersed markets. The present availability of widespread Internet connectivity and inexpensive, reliable computing hardware combined with the growing confidence in the capabilities of distributed, application-level communications protocols suggests that now is the time for designing and deploying practical systems. Centralized computer systems that are capable of providing continuous signals to automate customers reduction of power demand, are known as Demand Response Automation Servers (DRAS). The deployment of prototype DRAS systems has already begun - with most initial deployments targeting large commercial and industrial (C & I) customers. An examination of the current overall energy consumption by economic sector shows that the C & I market is responsible for roughly half of all energy consumption in the US. On a per customer basis, large C & I customers clearly have the most to offer - and to gain - by participating in DR programs to reduce peak demand. And, by concentrating on a small number of relatively sophisticated energy consumers, it has been possible to improve the DR 'state of the art' with a manageable commitment of technical resources on both the utility and consumer side. Although numerous C & I DR applications of a DRAS infrastructure are still in either prototype or early production phases, these early attempts at automating DR have been notably successful for both utilities and C & I customers. Several factors have strongly contributed to this success and will be discussed below. These successes have motivated utilities and regulators to look closely at how DR programs can be expanded to encompass the remaining (roughly) half of the state's energy load - the light commercial and, in numerical terms, the more important residential customer market. This survey examines technical issues facing the implementation of automated DR in the residential environment. In particular, we will look at the potential role of home automation networks in implementing wide-scale DR systems that communicate directly to individual residences.

These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports analyze data and survey results on readiness for the use of plug-in electric vehicles on the Naval Air Station Jacksonville, Naval Station Mayport, and Joint Base Lewis McChord, as informed by the AVTA's testing on plug-in electric vehicle charging equipment. This report summarizes the results from the data center energy efficiency and renewable energy site assessment conducted for the Oregon Army National Guard in Salem, Oregon. A team led by NREL conducted the assessment of the Anderson Readiness Center data centers March 18-20, 2014 as part of ongoing efforts to reduce energy use and incorporate renewable energy technologies where feasible. Although the data centers in this facility account for less than 5% of the total square footage, they are estimated to be responsible for 70% of the annual electricity consumption.

AUTOMATED PROCESS MONITORING: APPLYING PROVEN AUTOMATION TECHNIQUES TO INTERNATIONAL SAFEGUARDS NEEDS

Identification and quantification of specific alpha- and beta-emitting radionuclides in complex liquid matrices is highly challenging, and is typically accomplished through laborious wet chemical sample preparation and separations followed by analysis using a variety of detection methodologies (e.g., liquid scintillation, gas proportional counting, alpha energy analysis, mass spectrometry). Analytical results may take days or weeks to report. Chains of custody and sample security measures may also complicate or slow the analytical process. When an industrial process-scale plant requires the monitoring of specific radionuclides as an indication of the composition of its feed stream or of plant performance, radiochemical measurements must be fast, accurate, and reliable. Scientists at Pacific Northwest National Laboratory have assembled a fully automated prototype Process Monitor instrument capable of a variety of tasks: automated sampling directly from a feed stream, sample digestion / analyte redox adjustment, chemical separations, radiochemical detection and data analysis / reporting. The system is compact, its components are fluidically inter-linked, and analytical results could be immediately transmitted to on- or off-site locations. The development of a rapid radiochemical Process Monitor for 99Tc in Hanford tank waste processing streams, capable of performing several measurements per hour, will be discussed in detail. More recently, the automated platform was modified to perform measurements of 90Sr in Hanford tank waste stimulant. The system exemplifies how automation could be integrated into reprocessing facilities to support international nuclear safeguards needs.

Automated fluid analysis apparatus and techniques

An automated device that couples a pair of differently sized sample loops with a syringe pump and a source of degassed water. A fluid sample is mounted at an inlet port and delivered to the sample loops. A selected sample from the sample loops is diluted in the syringe pump with the degassed water and fed to a flow through detector for analysis. The sample inlet is also directly connected to the syringe pump to selectively perform analysis without dilution. The device is airtight and used to detect oxygen-sensitive species, such as dithionite in groundwater following a remedial injection to treat soil contamination.

The results of each process are utilized to validate the results of the other process and a resulting image is generated that contains only corresponding segmentation that is produced by both processes.

Automation of one-loop QCD corrections

We present the complete automation of the computation of one-loop QCD corrections, including UV renormalization, to an arbitrary scattering process in the Standard Model. This is achieved by embedding the OPP integrand reduction technique, as implemented in CutTools, into the MadGraph framework. By interfacing the tool so constructed, which we dub MadLoop, with MadFKS, the fully automatic computation of any infrared-safe observable at the next-to-leading order in QCD is attained. We demonstrate the flexibility and the reach of our method by calculating the production rates for a variety of processes at the 7 TeV LHC.

An automated vacuum gauge calibration system

An automated system for calibrating vacuum gauges over the pressure range of 10{sup {minus}6} to 0.1 Pa was designed and constructed at the National Institute of Standards and Technology (NIST) for the Department of Energy (DOE) Primary Standards Laboratory at Sandia National Laboratories (SNL). Calculable pressures are generated by passing a known flow of gas through an orifice of known conductance. The orifice conductance is derived from dimensional measurements and accurate flows are generated using metal capillary leaks. The expanded uncertainty (k = 2) in the generated pressure is estimated to be between 1% and 4% over the calibration range. The design, calibration results. and component uncertainties will be discussed.
