    The Department of Energy’s Office of Electricity Delivery and Energy Reliability (DOE-OE) funded INL Researchers to evaluate a novel process for assessing and mitigating cyber security risks. The proof of concept level of the method was tested in an industry environment. This case study, plus additional case studies will support the further development of the method into a tool to assist industry in securing their critical networks. This report provides an understanding of the process developed in the Response Analysis and Characterization Tool (ReACT) project. This report concludes with lessons learned and a roadmap for final development of these tools for use by industry.

The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this study is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options.     A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    The reEnergize Program helped to build a market for residential and commercial energy evaluations and upgrades. The program provided incentives to encourage participants to save energy, save money, and make their homes and businesses more safe, healthy, and comfortable. As part of the Better Buildings Neighborhood Program (BBNP), the successful investment of this $10 million grant toward market development was the first grant funding collaboration between the cities of Omaha and Lincoln. Through more than three years of work, thousands of participants, contractors, and community members worked together to make the reEnergize Program a demonstration of how to “Build Energy Smart Communities.”

    The structural, electronic, and mechanical properties of ReB and ReC have been studied by use of the density functional theory. For each compound, six structures are considered, i.e., hexagonal WC, NiAs, wurtzite, cubic NaCl, CsCl, and zinc-blende type structures. The results indicate that for ReB and ReC, WC type structure is energetically the most stable among the considered structures, followed by NiAs type structure. ReB-WC (i.e., ReB in WC type structure) and ReB-NiAs are both thermodynamically and mechanically stable. ReC-WC and ReC-NiAs are mechanically stable and becomes thermodynamically stable above 35 and 55 GPa, respectively. The estimated hardness from shear modulus is 34 GPa for ReB-WC, 28 GPa for ReB-NiAs, 35 GPa for ReC-WC and 37 GPa for ReC-NiAs, indicating that they are potential candidates to be ultra-incompressible and hard materials. - Graphical Abstract: The enthalpy-pressure diagram for ReC from the selected structures. ReC-WC and ReC-NiAs become thermodynamically stable above 35 and 55 GPa, respectively. ReC-WC is the most stable phase.

    The Regional Energy Deployment System (ReEDS) is a deterministic optimization model of the deployment of electric power generation technologies and transmission infrastructure throughout the contiguous United States into the future. The model, developed by the National Renewable Energy Laboratory's Strategic Energy Analysis Center, is designed to analyze the critical energy issues in the electric sector, especially with respect to potential energy policies, such as clean energy and renewable energy standards or carbon restrictions. ReEDS provides a detailed treatment of electricity-generating and electrical storage technologies and specifically addresses a variety of issues related to renewable energy technologies, including accessibility and cost of transmission, regional quality of renewable resources, seasonal and diurnal generation profiles, variability of wind and solar power, and the influence of variability on the reliability of the electrical grid. ReEDS addresses these issues through a highly discretized regional structure, explicit statistical treatment of the variability in wind and solar output over time, and consideration of ancillary services' requirements and costs.

    A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

    The Waste Isolation Pilot Plant (WIPP), located near Carlsbad, New Mexico, is a deep geologic repository for the disposal of transuranic (TRU) wastes generated by atomic energy defense activities. The WIPP Land Withdrawal Act (LWA) [1] requires the U.S. Department of Energy (DOE) to submit documentation to the U.S. Environmental Protection Agency (EPA) that demonstrates WIPP's continuing compliance with the disposal regulations in Title 40 of the Code of Federal Regulations (CFR) Part 191 Subparts B and C, not later than five years after initial receipt of waste for disposal at the repository, and every five years thereafter until the decommissioning of the facility is completed. On May 18, 1998, after review of the Compliance Certification Application (CCA) (63 FR 27405), the EPA certified that the WIPP did comply with the final disposal regulations and criteria of 40 CFR parts 191 and 194. On March 26, 1999, the first receipt of contact-handled (CH) TRU waste was received at WIPP thus initiating the 5-year countdown to the first re-certification. Five years after the first receipt of waste at WIPP, on March 26, 2004, the DOE submitted a Compliance Re-certification Application (CRA) [2]. The CRA includes TRU waste inventory as a key factor. The TRU waste inventory defines what is expected to be emplaced in the repository; and, therefore, how the performance of the repository will be affected. Performance of the WIPP is determined via the Performance Assessment (PA), a set of complex algorithms used to model the long-term performance of the repository. The TRU waste inventory data that are important to this assessment include: 1) volumes of stored, projected and emplaced waste; 2) radionuclide activity concentrations; 3) waste material parameter densities; 4) estimates of the masses of chelating agents; 5) estimates of the oxyanions; 6) estimates of expected cement masses; and 7) estimates of the types and amounts of materials that will be used to emplace the waste. The data that are collected and maintained as the TRU waste inventory provide the waste source term used in the PA to model long-term repository performance. (authors)

L. 104-201, 110 Stat. 2422 [1], requires the U.S. Department of Energy (DOE) to prepare and submit documentation demonstrating continued compliance with the Environmental Protection Agency's (EPA's) radioactive waste disposal standard 40 CFR Part 191 [2] every five years starting after first waste receipt in accordance with the criteria of 40 CFR 194 [3]. The DOE submitted the WIPP Compliance Certification Application (CCA) [4] to EPA in 1996 and it was approved by EPA in 1998. The first shipment of waste was received for disposal at WIPP on March 26, 1999. Subsequently, the first Compliance Re-certification Application (CRA) [5] was submitted to EPA on March 26, 2004. Reflecting on lessons learned from the previous applications, the DOE is proposing a change in the format for the next CRA due on March 26, 2009. The DOE has an objective to communicate plans, schedules and re-certification methodology as early as possible to EPA and stakeholders. With that objective in mind, the DOE began communicating the proposed new application strategy to the EPA in mid- 2006. For the 2009 CRA submittal, the DOE is proposing to align the document's format to match each section to the requirements of the WIPP compliance criteria at 40 CFR Part 194 [3] and the EPA re-certification support documents. The benefits of the revised format include improved integration of all regulatory, operational, and programmatic activities; easier access to historical information and decisions; a decreased level of effort for DOE, EPA and Stakeholder review; enhancing the likelihood of a quicker re-certification decision; and potentially reducing DOE's post-submittal CRA tasks. This paper will provide insight to those wishing to understand and be kept abreast of changes in the WIPP's certification process. (authors)

    Electromagnetic design considerations for fast acting controllers in a power system is introduced and defined. A distinction is made in relation to the more commonly understood system control design necessary for damping electromechanical oscillations using stability programs and eigenanalysis. Electromagnetic eigenanalysis tools have limited availability and are consequently rarely used. Electromagnetic transients programs (emtp) on the other hand are widely used and a procedure for undertaking electromagnetic control design of fast acting controllers in a power system using emtp is presented.

    RE{sup 3+} (RE?=?Pr, Sm, Er, Tm)-activated CaZnOS samples were prepared by a solid-state reaction method at high temperature, and their photoluminescence properties were investigated. Doping with RE{sup 3+} (RE?=?Pr, Sm, Er, Tm) into layered-CaZnOS resulted in typical RE{sup 3+} (RE?=?Pr, Sm, Er, Tm) f-f line absorptions and emissions, as well as the charge transfer band of Sm{sup 3+} at about 3.3?eV. The energy level scheme containing the position of the 4f and 5d levels of all divalent and trivalent lanthanide ions with respect to the valence and conduction bands of CaZnOS has been constructed based on the new data presented in this work, together with the data from literature on Ce{sup 3+} and Eu{sup 2+} doping in CaZnOS. The detailed energy level scheme provides a platform for interpreting the optical spectra and could be used to comment on the valence stability of the lanthanide ions in CaZnOS.

    Graphical abstract: - Highlights: • RE/ZrO{sub 2} (RE = Sm, Eu) nano-materials have been successfully synthesized. • Defect and electron structures determine the absorption properties on visible light. • Nano-sized Zr{sub 0.8}Sm{sub 0.2}O{sub 2??} has good visible-light-responsive photocatalytic activities. • In the future, it can be used in wastewater treatment and environmental protection. - Abstract: Zirconia modified by Samarium/Europium, RE/ZrO{sub 2} (RE = Sm, Eu), composite oxide nano-materials have been successfully synthesized by improved sol–gel method. Characterization results show that X-ray diffraction (XRD) peaks of products gradually shift to the lower angle with the increase of rare earth which implies that the lattice distances of RE/ZrO{sub 2} nano-materials are gradually enlarged. Moreover, the molar ratios between zirconium and rare earth are consistent with the chemical formula and both of them are uniformly distributed in samples. Optical properties indicate that defect structures and electron configurations of RE/ZrO{sub 2} (RE = Sm, Eu) with single phase determine their absorption properties on visible light. Photocatalytic experiments indicate Zr{sub 0.8}Sm{sub 0.2}O{sub 2??} nano-crystals have excellent visible-light-responsive photocatalytic activities on Methylene blue and Rhodamine B which results from the special defect structure, suitable electronic configuration, and larger specific surface area. It follows that Zr{sub 0.8}Sm{sub 0.2}O{sub 2??} nano-crystals are new visible-light-responsive photocatalysts which can be applied in dye wastewater treatment and environmental protection in the future.

    Naturally occurring radioactive materials (NORM) sometimes accumulate inside pieces of equipment associated with oil and gas production and processing activities. Typically, the NORM accumulates when radium that is present in solution in produced water precipitates out in scale and sludge deposits. Scrap equipment containing residual quantities of these NORM-bearing scales and sludges can present a waste management problem if the radium concentrations exceed regulatory limits or activate the alarms on radiation screening devices installed at most scrap metal recycling facilities. Although NORM-contaminated scrap metal currently is not disposed of by re-melting, this form of recycling could present a viable disposition option for this waste stream. Studies indicate that re-melting NORM-contaminated scrap metal is a viable recycling option from a risk-based perspective. However, a myriad of economic, regulatory, and policy issues have caused the recyclers to turn away virtually all radioactive scrap metal. Until these issues can be resolved, re-melting of the petroleum industry's NORM-impacted scrap metal is unlikely to be a widespread practice. This paper summarizes the issues associated with re-melting radioactive scrap so that the petroleum industry and its regulators will understand the obstacles. This paper was prepared as part of a report being prepared by the Interstate Oil and Gas Compact Commission's NORM Subcommittee.

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

    This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

    The Recovery Act: Districtwide Geothermal Heating Conversion project performed by the Blaine County School District was part of a larger effort by the District to reduce operating costs, address deferred maintenance items, and to improve the learning environment of the students. This project evaluated three options for the ground source which were Open-Loop Extraction/Re-injection wells, Closed-Loop Vertical Boreholes, and Closed-Loop Horizontal Slinky approaches. In the end the Closed-Loop Horizontal Slinky approach had the lowest total cost of ownership but the majority of the sites associated with this project did not have enough available ground area to install the system so the second lowest option was used (Open-Loop). In addition to the ground source, this project looked at ways to retrofit existing HVAC systems with new high efficiency systems. The end result was the installation of distributed waterto- air heat pumps with water-to-water heat pumps installed to act as boilers/chillers for areas with a high ventilation demand such as they gymnasiums. A number of options were evaluated and the lowest total cost of ownership approach was implemented in the majority of the facilities. The facilities where the lowest total cost of ownership approaches was not selected were done to maintain consistency of the systems from facility to facility. This project had a number of other benefits to the Blaine County public. The project utilizes guaranteed energy savings to justify the levy funds expended. The project also developed an educational dashboard that can be used in the classrooms and to educate the community on the project and its performance. In addition, the majority of the installation work was performed by contractors local to Blaine County which acted as an economic stimulus to the area during a period of recession.

    The National Environmental Policy Act of 1969 (NEPA) sets forth national policy for the protection of the environment. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved. Lawrence Berkeley Laboratory (LBL), complies with the provisions of both NEPA and CEQA. This document defines the responsibilities and authorities for NEPA/CEQA compliance at LBL.

    A somatostatin analogue Lanreotide was labelled with sup 1 sup 8 sup 8 Re, sup 9 sup 9 Tc sup m and sup 1 sup 3 sup 1 I. Labelling was accomplished by reduction of cysteine bridge, which provided sulfhydryl groups for chelation with sup 1 sup 8 sup 8 Re/ sup 9 sup 9 Tc sup m. Stannous chloride was used as reducing agent, while tartrate acted as transchelating agent.     We use the new ZZ Ceti stars (hydrogen atmosphere white dwarf variables; DAVs) discovered within the Sloan Digital Sky Survey (Mukadam et al. 2004) to re-define the empirical ZZ Ceti instability strip. This is the first time since the discovery of white dwarf variables in 1968 that we have a homogeneous set of spectra acquired using the same instrument on the same telescope, and with consistent data reductions, for a statistically significant sample of ZZ Ceti stars. The homogeneity of the spectra reduces the scatter in the spectroscopic temperatures and we find a narrow instability strip of width ~950K, from 10850--11800K. We question the purity of the DAV instability strip as we find several non-variables within. We present our best fit for the red edge and our constraint for the blue edge of the instability strip, determined using a statistical approach.

    This report summarizes technical progress achieved during the cooperative research agreement between Honeywell and U.S. Department of Energy to develop a high-temperature Re-configurable Processor for Data Acquisition (RPDA). The RPDA development has incorporated multiple high-temperature (225C) electronic components within a compact co-fired ceramic Multi-Chip-Module (MCM) package. This assembly is suitable for use in down-hole oil and gas applications. The RPDA module is programmable to support a wide range of functionality. Specifically this project has demonstrated functional integrity of the RPDA package and internal components, as well as functional integrity of the RPDA configured to operate as a Multi-Channel Data Acquisition Controller. This report reviews the design considerations, electrical hardware design, MCM package design, considerations for manufacturing assembly, test and screening, and results from prototype assembly and characterization testing.

    Non-mode-matched cavity-enhanced absorption spectrometry (e.g., cavity ringdown spectroscopy and integrated cavity output spectroscopy) is commonly used for the ultrasensitive detection of trace gases. These techniques are attractive for their simplicity and robustness, but their performance may be limited by the reflection of light from the front mirror and the resulting low optical transmission. Although this low transmitted power can sometimes be overcome with higher power lasers and lower noise detectors (e.g., in the near-infrared), many regimes exist where the available light intensity or photodetector sensitivity limits instrument performance (e.g., in the mid-infrared). In this article, we describe a method of repeatedly re-injecting light reflected off the front mirror of the optical cavity to boost the cavity's circulating power and deliver more light to the photodetector and thus increase the signal-to-noise ratio of the absorption measurement. We model and experimentally demonstrate the method's performance using off-axis cavity ringdown spectroscopy (OA-CRDS) with a broadly tunable external cavity quantum cascade laser. The power coupled through the cavity to the detector is increased by a factor of 22.5. The cavity loss is measured with a precision of 2 × 10{sup ?10} cm{sup ?1}/?(Hz;) an increase of 12 times over the standard off-axis configuration without reinjection and comparable to the best reported sensitivities in the mid-infrared. Finally, the re-injected CRDS system is used to measure the spectrum of several volatile organic compounds, demonstrating the improved ability to resolve weakly absorbing spectroscopic features.

    Two laws governing activities in the marine environment are considered in this Reference Book. The Marine Protection, Research, and Sanctuaries Act (MPRSA, P.L. 92-532) regulates ocean dumping of waste, provides for a research program on ocean dumping, and provides for the designation and regulation of marine sanctuaries. The Marine Mammal Protection Act (MMPA, P.L. 92-522) establishes a federal program to protect and manage marine mammals. The Fishery Conservation and Management Act (FCMA, P.L. 94-265) establishes a program to regulate marine fisheries resources and commercial marine fishermen.     We re-examine solar emission of hidden photons gamma' (mass m) caused by kinetic mixing. We calculate the emission rate with thermal field theory methods and with a kinetic equation that includes "flavor oscillations" and photon absorption and emission by the thermal medium. In the resonant case both methods yield identical emission rates which, in the longitudinal channel, are enhanced by a factor w_P^2/m^2 (plasma frequency w_P) in agreement with An, Pospelov and Pradler (2013). The Sun must not emit more energy in a "dark channel" than allowed by solar neutrino measurements, i.e., not more than 10% of its photon luminosity. Together with the revised emission rate, this conservative requirement implies a bound \\chi<4\\times 10^-12 eV/m for the kinetic mixing parameter. This is the most restrictive stellar limit below m ~ 3 eV, whereas for larger masses the transverse channel dominates together with limits from other stars. A recent analysis of XENON10 data marginally improves the solar limit, leaving open the opportunity to detect solar hidden photons with future large-scale dark matter experiments. Detecting low-mass hidden photons with the ALPS-II photon-regeneration experiment also remains possible.

In the past, this option has been suggested as a possible application of the CLIC two-beam accelerator technology (the CLIC Higgs Experiment, CLICHE) or as an option for the ILC. Here we propose a design based on a pair of \\sim 10 GeV recirculating Linacs (Small Accelerator for Photon-Photon Higgs production using Recirculating Electrons, SAPPHiRE) similar in design to those proposed for the LHeC. We present parameters for the e- beams and sketch a laser backscattering system capable of producing a gamma-gamma peak luminosity of 0.36 \\times 10^34/cm2/s with E_CM (gamma-gamma) \\sim 125 GeV. A gamma-gamma collider with such a luminosity could be used to measure accurately the mass, bbar, WW\\ast, and gamma-gamma decays of the Higgs boson. We also comment on possible synergies with other projects such as LHeC, the ILC or CLIC, and on other physics prospects in gamma-gamma and e-gamma collisions.

    In an increasingly networked world, critical infrastructure systems suffer from two types of vulnerability. The first is the traditionally recognized problem of monitoring the systems for faults and failures, recognizing and analyzing data, and responding with real understanding to the problems of the system. Increasingly complex systems create the opportunity for single points of failure to cascade when inaccurate assessment of system health increases response time or leads to faulty analysis of the problems involved. A second problem involves vulnerability to cyber intrusion, in which bad actors can mask system deterioration or present false data about system status. A resilient system will protect stability, efficiency, and security. To ensure these three states, the system must react to changing conditions within the system with coordination: no one component of the system can be allowed to react to problems without real consideration of the effects of that action on other components within the system. Systems with multi-agent design typically have three layers of action, a management layer, a coordination layer, and an execution layer. A resilient multi-agent system will emphasize functions of the execution layer, which has the responsibility of initiating actions, monitoring, analyzing, and controlling its own processes, while feeding information back to the higher levels of management and coordination. The design concept of a resilient control system execution agent (ReCoSEA) grows out of these underpinnings, and through the use of computational intelligence techniques, this paper suggests an associated design methodology.

    In 1983, as a prelude to the monitored retrievable storage (MRS) facility conceptual design, the Pacific Northwest Laboratory (PNL) conducted an evaluation for the US Department of Energy (DOE) that examined alternative concepts for storing spent LWR fuel and high- level wastes from fuel reprocessing. The evaluation was made considering nine concepts for dry away-from-reactor storage. The nine concepts evaluated were: concrete storage cask, tunnel drywell, concrete cask-in-trench, open-cycle vault, metal casks (transportable and stationary), closed-cycle vault, field drywell, and tunnel-rack vault. The purpose and scope of the re-evaluation did not require a repetition of the expert-based examinations used earlier. Instead, it was based on more detailed technical review by a small group, focusing on changes that had occurred since the initial evaluation was made. Two additional storage concepts--the water pool and the horizontal modular storage vault (NUHOMS system)--were ranked along with the original nine. The original nine concepts and the added two conceptual designs were modified as appropriate for a scenario with storage capacity for 15,000 MTU of spent fuel. Costs, area requirements, and technical and historical data pertaining to MRS storage were updated for each concept.

    In 1974, a small innocuous document was submitted to the American Nuclear Society's Criticality Safety Division for publication that would have lasting impacts on this nuclear field The author was Duane Clayton, manager of the Battelle Pacific Northwest National Laboratory's Critical Mass Lab, the world's preeminent reactor critical experimenter with plutonium solutions. The document was entitled, 'Anomalies of Criticality'. 'Anomalies...' was a compilation of more than thirty separate and distinct examples of departures from what might be commonly expected in the field of nuclear criticality. Mr. Clayton's publication was the derivative of more than ten thousand experiments and countless analytical studies conducted world-wide on every conceivable reactor system imaginable: from fissile bearing solutions to solids, blocks to arrays of fuel rods, low-enriched uranium oxide systems to pure plutonium and highly enriched uranium systems. After publication, the document was commonly used within the nuclear fuel cycle and reactor community to train potential criticality/reactor analysts, experimenters and fuel handlers on important things for consideration when designing systems with critically 'safe' parameters in mind The purpose of this paper is to re-introduce 'Anomalies of Criticality' to the current Criticality Safety community and to add new 'anomalies' to the existing compendium. By so doing, it is the authors' hope that a new generation of nuclear workers and criticality engineers will benefit from its content and might continue to build upon this work in support of the nuclear renaissance that is about to occur.
