  2. Georgia Shore Assistance Act

    SciTech Connect (OSTI)

    Pendergrast, C.

    1984-01-01

The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

The Regional Energy Deployment System (ReEDS) is a deterministic optimization model of the deployment of electric power generation technologies and transmission infrastructure throughout the contiguous United States into the future. The model, developed by the National Renewable Energy Laboratory's Strategic Energy Analysis Center, is designed to analyze the critical energy issues in the electric sector, especially with respect to potential energy policies, such as clean energy and renewable energy standards or carbon restrictions. ReEDS provides a detailed treatment of electricity-generating and electrical storage technologies and specifically addresses a variety of issues related to renewable energy technologies, including accessibility and cost of transmission, regional quality of renewable resources, seasonal and diurnal generation profiles, variability of wind and solar power, and the influence of variability on the reliability of the electrical grid. ReEDS addresses these issues through a highly discretized regional structure, explicit statistical treatment of the variability in wind and solar output over time, and consideration of ancillary services' requirements and costs.

  8. Reactivity of Hydrogen and Methanol on (001) Surfaces of WO3, ReO3, WO3/ReO3 and ReO3/WO3

    SciTech Connect (OSTI)

    2011-05-16

Bulk tungsten trioxide (WO3) and rhenium trioxide (ReO3) share very similar structures but display different electronic properties. WO3 is a wide bandgap semiconductor while ReO3 is an electronic conductor. With the advanced molecular beam epitaxy techniques, it is possible to make heterostructures comprised of layers of WO3 and ReO3. These heterostructures might display reactivity different than pure WO3 and ReO3. The interactions of two probe molecules (hydrogen and methanol) with the (001) surfaces of WO3, ReO3, and two heterostructures ReO3/WO3 and WO3/ReO3 were investigated at the density functional theory level. Atomic hydrogen prefers to adsorb at the terminal O1C sites forming a surface hydroxyl on four surfaces. Dissociative adsorption of a hydrogen molecule at the O1C site leads to formation of a water molecule adsorbed at the surface M5C site. This is thermodynamically the most stable state. A thermodynamically less stable dissociative state involves two surface hydroxyl groups O1CH and O2CH. The interaction of molecular hydrogen and methanol with pure ReO3 is stronger than with pure WO3 and the strength of the interaction substantially changes on the WO3/ReO3 and ReO3/WO3 heterostructures. The reaction barriers for decomposition and recombination reactions are sensitive to the nature of heterostructure. The calculated adsorption energy of methanol on WO3(001) of -65.6 kJ/mol is consistent with the previous experimental estimation of -67 kJ/mol. This material is based upon work supported as part of the Center for Molecular Electrocatalysis, an Energy Frontier Research Center funded by the US Department of Energy, Office of Science, Office of Basic Energy Sciences.

  9. Vacuum charge fractionlization re-examined

    E-Print Network [OSTI]

    2008-08-01

We consider a model of a quantized fermion field that is based on the Dirac equation in one dimensional space and re-examine how the fermion number of the vacuum, or the vacuum charge, varies when an external potential is switched on. With this model, fractionization of the vacuum charge has been illustrated in the literature by showing that the external potential can change the vacuum charge from zero to a fractional number. Charge conservation then appears violated in this process. This is because the charge that has been examined in this context is only a part of the total charge of the vacuum. The total charge is conserved. It is not fractionalized unless the Dirac equation has a zero mode. Two other confusing aspects are discussed. One is concerned with the usage of the continuum limit and the other with the regularization of the current operator. Implications of these aspects of the vacuum problem are explored.

    SciTech Connect (OSTI)

    Boing, L.E.

    1997-06-01

With the decision to decommission a nuclear facility, it is necessary to evaluate whether to fully demolish a facility or to re-use the facility in some capacity. This evaluation is often primarily driven by both the past mission of the site and the facility and the site's perceived future mission. In the case where the facility to be decommissioned is located within a large research or industrial complex and represents a significant resource to the site's future mission, it may be a perfect candidate to be re-used in some fashion. However, if the site is a rather remote older facility with little chance of being modified to today's standards for its re-use, the chances for its re-use will be substantially reduced. In this presentation, some specific cases of former nuclear facilities being decommissioned and re-used will be reviewed and some factors required to be considered in making this decision will be reviewed.

A large number of current and future experiments in neutrino and dark matter detection use the scintillation light from noble elements as a mechanism for measuring energy deposition. The scintillation light from these elements is produced in the extreme ultraviolet (EUV) range, from 60 - 200 nm. Currently, the most practical technique for observing light at these wavelengths is to surround the scintillation volume with a thin film of Tetraphenyl Butadiene (TPB) to act as a fluor. The TPB film absorbs EUV photons and reemits visible photons, detectable with a variety of commercial photosensors. Here we present a measurement of the re-emission spectrum of TPB films when illuminated with 128, 160, 175, and 250 nm light. We also measure the fluorescence efficiency as a function of incident wavelength from 120 to 250 nm.

This paper describes the testing and computer simulation of the RE 1-11 Wankel type expander. During 1982-1983 the RE 1-11 was evaluated using high pressure steam as a working fluid (2.76-6.5MPa, 231-410C). Test objectives were to map engine performance, identify hardware weaknesses and to provide a data base for simulation validation. The conical rotary inlet valve proved to be the principal problem area, cracking of the carbon seat and steam leakage being dominant factors in expander performance. A steady state computer simulation was developed that was used to predict RE 1-11 performance and to investigate alternative expander configurations. A detailed study was made of RE 1-11 friction losses. All significant hydrodynamic, coulomb and momentum losses were considered and indicated mechanical efficiencies in the range 60 to 80%.

Graphical abstract: - Highlights: • RE/ZrO{sub 2} (RE = Sm, Eu) nano-materials have been successfully synthesized. • Defect and electron structures determine the absorption properties on visible light. • Nano-sized Zr{sub 0.8}Sm{sub 0.2}O{sub 2??} has good visible-light-responsive photocatalytic activities. • In the future, it can be used in wastewater treatment and environmental protection. - Abstract: Zirconia modified by Samarium/Europium, RE/ZrO{sub 2} (RE = Sm, Eu), composite oxide nano-materials have been successfully synthesized by improved sol–gel method. Characterization results show that X-ray diffraction (XRD) peaks of products gradually shift to the lower angle with the increase of rare earth which implies that the lattice distances of RE/ZrO{sub 2} nano-materials are gradually enlarged. Moreover, the molar ratios between zirconium and rare earth are consistent with the chemical formula and both of them are uniformly distributed in samples. Optical properties indicate that defect structures and electron configurations of RE/ZrO{sub 2} (RE = Sm, Eu) with single phase determine their absorption properties on visible light. Photocatalytic experiments indicate Zr{sub 0.8}Sm{sub 0.2}O{sub 2??} nano-crystals have excellent visible-light-responsive photocatalytic activities on Methylene blue and Rhodamine B which results from the special defect structure, suitable electronic configuration, and larger specific surface area. It follows that Zr{sub 0.8}Sm{sub 0.2}O{sub 2??} nano-crystals are new visible-light-responsive photocatalysts which can be applied in dye wastewater treatment and environmental protection in the future.

We have studied the structural and electronic properties of Ce{sub 2}Ti{sub 2}O{sub 7} (CeTO) and Pr{sub 2}Ti{sub 2}O{sub 7} (PrTO) by first-principles density functional theory calculations. The computed structural parameters are in fairly good agreement with the available experimental findings. Band structure calculations using the GGA+U approach predict an insulating ground state for the herein studied compounds. The insulating band gaps of 2.00 eV and 2.83 eV are found for CeTO and PrTO, respectively. The analysis of the density of states reveals that the strongly localized RE 4f levels act as charge-trapping sites, predicting a lower photocatalytic activity for CeTO. We have also calculated the optical properties for both CeTO and PrTO. Based on these properties, it is predicted that these titanates are insensitive to ultra-violet radiation, while they are more sensitive to frequencies of the radiation in visible and early UV regions.

The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited. As a result, the premise of the Act is that no stranger should have or control identifiable DNA samples or genetic information about an individual unless that individual specifically authorizes the collection of DNA samples for the purpose of genetic analysis, authorized the creation of that private information, and has access to and control over the dissemination of that information.

The ternary rare-earth-metal chromium gallides RE{sub 4}CrGa{sub 12} (RE=Tb-Tm) have been prepared by reactions of the elements at 1000 Degree-Sign C in the presence of excess gallium used as a self-flux. Their structures are derived by inserting Cr atoms into a quarter of the empty Ga{sub 6} octahedral clusters found in the parent binary gallides REGa{sub 3} (AuCu{sub 3}-type), although single-crystal X-ray diffraction studies suggest that complex superstructures may be adopted. An ideal ordered Y{sub 4}PdGa{sub 12}-type structure was successfully refined for a crystal of Dy{sub 4}CrGa{sub 12} (Pearson symbol cI34, space group Im3{sup Macron }m, Z=2, a=8.572(1) A). Magnetic measurements on single-crystal samples reveal ferromagnetic or possibly ferrimagnetic ordering for the Tb, Dy, and Er members (T{sub C}=22, 15, and 2.8 K, respectively) and antiferromagnetic ordering for the Ho member (T{sub N}=7.5 K). Band structure calculations on a hypothetical 'Y{sub 4}CrGa{sub 12}' model suggest that the Cr atoms carry no local magnetic moment. - Graphical abstract: RE{sub 4}CrGa{sub 12} is derived by inserting Cr atoms into empty Ga{sub 6} octahedral clusters present in the parent binary gallides REGa{sub 3}. Black-Right-Pointing-Pointer RE{sub 4}CrGa{sub 12} compounds show predominantly ferromagnetic ordering. Cleaning up the large number of contaminated waste sites at Department of Energy (DOE) facilities in the US presents a large and complex problem. Each waste site poses a singular set of circumstances (different contaminants, environmental concerns, and regulations) that affect selection of an appropriate response. Pacific Northwest Laboratory (PNL) developed ReOpt to provide information about the remedial action technologies that are currently available. It is an easy-to-use personal computer program and database that contains data about these remedial technologies and auxiliary data about contaminants and regulations. ReOpt will enable engineers and planners involved in environmental restoration efforts to quickly identify potentially applicable environmental restoration technologies and access corresponding information required to select cleanup activities for DOE sites.

    2011-04-12

A copolymer and water/ethanol solvent solution capable of binding with airborne contaminants or potential airborne contaminants, such as biological weapon agents or toxic particulates, coagulating as the solvent evaporates, and adhering the contaminants to a surface so as to inhibit the re-suspension of such contaminants. The solution uses a water or ethanol/water mixture for the solvent, and a copolymer having one of several functional group sets so as to have physical and chemical characteristics of high adhesion, low viscosity, low surface tension, negative electrostatic charge, substantially neutral pH, and a low pKa. Use of the copolymer solution prevents re-aerosolization and transport of unwanted, reactive species thus increasing health and safety for personnel charged with decontamination of contaminated buildings and areas.

    2013-01-01

In the present study an in vitro bilayer model system of the pulmonary alveolocapillary barrier was established to investigate the role of the microvascular endothelium on re-epithelialization. The model system, confluent monolayer cultures on opposing sides of a porous membrane, consisted of a human microvascular endothelial cell line (HPMEC-ST1.6R) and an alveolar type II like cell line (A549), stably expressing EGFP and mCherry, respectively. These fluorescent proteins allowed the real time assessment of the integrity of the monolayers and the automated analysis of the wound healing process after a scratch injury. The HPMECs significantly attenuated the speed of re-epithelialization, which was associated with the proximity to the A549 layer. Examination of cross-sectional transmission electron micrographs of the model system revealed protrusions through the membrane pores and close contact between the A549 cells and the HPMECs. Immunohistochemical analysis showed that these close contacts consisted of heterocellular gap-, tight- and adherens-junctions. Additional analysis, using a fluorescent probe to assess gap-junctional communication, revealed that the HPMECs and A549 cells were able to exchange the fluorophore, which could be abrogated by disrupting the gap junctions using connexin mimetic peptides. These data suggest that the pulmonary microvascular endothelium may impact the re-epithelialization process. -- Highlights: ? Model system for vital imaging and high throughput screening. ? Microvascular endothelium influences re-epithelialization. ? A549 cells form protrusions through membrane to contact HPMEC. ? A549 cells and HPMECs form heterocellular tight-, gap- and adherens-junctions.

    SciTech Connect (OSTI)

    Annas, G.J.; Glantz, L.H.; Roche, P.A.

    1995-02-28

The Genetic Privacy Act is a proposal for federal legislation. The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. The DNA molecule holds an extensive amount of currently indecipherable information. The major goal of the Human Genome Project is to decipher this code so that the information it contains is accessible. The privacy question is, accessible to whom? The highly personal nature of the information contained in DNA can be illustrated by thinking of DNA as containing an individual`s {open_quotes}future diary.{close_quotes} A diary is perhaps the most personal and private document a person can create. It contains a person`s innermost thoughts and perceptions, and is usually hidden and locked to assure its secrecy. Diaries describe the past. The information in one`s genetic code can be thought of as a coded probabilistic future diary because it describes an important part of a unique and personal future. This document presents an introduction to the proposal for federal legislation `the Genetic Privacy Act`; a copy of the proposed act; and comment.

The structural variations among the three series of isostructural RE{sub 2}MgGe{sub 2}, RE{sub 2}InGe{sub 2}, and RE{sub 2}CdGe{sub 2} compounds are discussed, as well as the crystal chemistry changes as a function of the decreasing size of the rare-earth metals (lattice constants a=7.176(2)-7.4589(12) A and c=4.1273(14)-4.4356(13) A). The experimental results have been complemented by tight-binding linear muffin-tin orbital (TB-LMTO) electronic structure calculations. - Graphical abstract: More than 300 compounds have been reported to crystallize with the tetragonal U{sub 3}Si{sub 2} structure type, or the Mo{sub 2}FeB{sub 2} structure type, which is its ordered ternary variant. Among them, there are several large RE{sub 2}CdX{sub 2} classes, where the X-elements are typically late transition metals such as Cu, Ni, Au, Pd, Pt, and Rh. The new RE{sub 2}CdGe{sub 2} phases (RE=Y, Pr, Nd, Sm, Gd-Yb) increase the diversity and represent the first cadmium germanides. Highlights: Black-Right-Pointing-Pointer RE{sub 2}CdGe{sub 2} (RE=Y, Pr, Nd, Sm, Gd-Yb) are new ternary germanides. Black-Right-Pointing-Pointer Their structures can be recognized as a 1:1 intergrowth of CsCl- and AlB{sub 2}-like slabs. Black-Right-Pointing-Pointer The Ge atoms are covalently bound into Ge{sub 2} dumbbells. Black-Right-Pointing-Pointer Almost all RE{sub 2}CdGe{sub 2} phases are the first structurally characterized phases in the respective ternary RE-Cd-Ge systems.

    2012-08-01

We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

A somatostatin analogue Lanreotide was labelled with sup 1 sup 8 sup 8 Re, sup 9 sup 9 Tc sup m and sup 1 sup 3 sup 1 I. Labelling was accomplished by reduction of cysteine bridge, which provided sulfhydryl groups for chelation with sup 1 sup 8 sup 8 Re/ sup 9 sup 9 Tc sup m. Stannous chloride was used as reducing agent, while tartrate acted as transchelating agent. The lower redox potential of ReO sub 4 sup - than TcO sub 4 sup - required the addition of excess SnCl sub 2 and medium-chelating agent for stabilizing the excess of SnCl sub 2 in solution. ITLC and HPLC techniques employed for monitoring the labelling yield revealed >95% labelling efficiency. Radioiodination of lanreotide was carried out by Chloramine-T and iodogen methods. The radiolabelling yield varied between 40-80%. Chloramine-T method was found more suitable than Iodogen method, because approx 25% of the initial iodine activity was adsorbed on Iodogen coating. Avidin-biotin system is widely used in medical research, especially in pretargete...

  12. Solar constraints on hidden photons re-visited

    E-Print Network [OSTI]

    Javier Redondo; Georg Raffelt

    2013-05-13

We re-examine solar emission of hidden photons gamma' (mass m) caused by kinetic mixing. We calculate the emission rate with thermal field theory methods and with a kinetic equation that includes "flavor oscillations" and photon absorption and emission by the thermal medium. In the resonant case both methods yield identical emission rates which, in the longitudinal channel, are enhanced by a factor w_P^2/m^2 (plasma frequency w_P) in agreement with An, Pospelov and Pradler (2013). The Sun must not emit more energy in a "dark channel" than allowed by solar neutrino measurements, i.e., not more than 10% of its photon luminosity. Together with the revised emission rate, this conservative requirement implies a bound \\chisolar limit, leaving open the opportunity to detect solar hidden photons with future large-scale dark matter experiments. Detecting low-mass hidden photons with the ALPS-II photon-regeneration experiment also remains possible.

  13. The 1990 Clean Air Act and the implicit price of sulfur in coal - article no. 41

    SciTech Connect (OSTI)

Lange, I.; Bellas, A.S. [US EPA, Washington, DC (United States)

    2007-07-01

Prior to implementation of the 1990 Clean Air Act Amendments (CAAA), many estimates of the marginal cost of SO{sub 2} abatement were provided to guide policy makers. Numerous studies estimated the marginal cost of abatement to be between $250 and $760 per ton, though permits initially traded well below $200 and remained below $220 until 2004. We use a fixed effects estimator and a hedonic price model of coal purchases in order to determine the implicit price of sulfur. Data on contract coal purchases are divided into regulatory regimes based on when the contract was signed or re-negotiated. We find that purchases by Phase I plants made under contracts signed or re-negotiated after the passage of the 1990 CAAA show an implicit price of SO{sub 2} of approximately $50 per ton, an amount much closer to the eventual permit price. The implicit market price of sulfur seems to have revealed better information than did the calculations of industry experts.

A very fast acting valve capable of producing a very well-defined plug of gas suitable for filling a theta pinch vacuum vessel is given. The valve requires no springs, instead being stopped mainly by a nonlinear force. Thus, the valve is not subject to bouncing; and the ratio of the size of the valve housing to the size of the valve stem is smaller than it would be if springs were needed to stop the valve stem. Furthermore, the valve can be used for thousands of valve firings with no apparent valve damage.

A coiled tubing unit with slim hole tools successfully re-entered and cored an existing Elf Aquitaine vertical well in the Paris basin in France. This experiment proved that coiled tubing could be used to drill, core, and test a slim hole well. Elf Aquitaine studied the use of coiled tubing for drilling inexpensive exploration wells in the Paris basin. As a result of this study, Elf believed that coiled tubing exploration drilling could significantly reduce exploration costs. This paper reports on a number of questions raised by this study: Can coiled tubing be used effectively to drill slim open hole How would the drilling rate compare with that of a conventional drilling rig If the rate were too slow, coiled tubing might not be economical. Can a straight vertical well be drilled Coiled tubing pipe has a residual curvature from bending over the reel and gooseneck. Will this curvature make it impossible to drill straight Can the coiled tubing also be used to take cores Once the hole is drilled, can it be tested with coiled tubing

  3. Resilient Control System Execution Agent (ReCoSEA)

In an increasingly networked world, critical infrastructure systems suffer from two types of vulnerability. The first is the traditionally recognized problem of monitoring the systems for faults and failures, recognizing and analyzing data, and responding with real understanding to the problems of the system. Increasingly complex systems create the opportunity for single points of failure to cascade when inaccurate assessment of system health increases response time or leads to faulty analysis of the problems involved. A second problem involves vulnerability to cyber intrusion, in which bad actors can mask system deterioration or present false data about system status. A resilient system will protect stability, efficiency, and security. To ensure these three states, the system must react to changing conditions within the system with coordination: no one component of the system can be allowed to react to problems without real consideration of the effects of that action on other components within the system. Systems with multi-agent design typically have three layers of action, a management layer, a coordination layer, and an execution layer. A resilient multi-agent system will emphasize functions of the execution layer, which has the responsibility of initiating actions, monitoring, analyzing, and controlling its own processes, while feeding information back to the higher levels of management and coordination. The design concept of a resilient control system execution agent (ReCoSEA) grows out of these underpinnings, and through the use of computational intelligence techniques, this paper suggests an associated design methodology.

We re-examine solar emission of hidden photons ?' (mass m) caused by kinetic ?–?' mixing. We calculate the emission rate with thermal field theory methods and with a kinetic equation that includes ?–?' ''flavor oscillations'' and ? absorption and emission by the thermal medium. In the resonant case both methods yield identical emission rates which, in the longitudinal channel, are enhanced by a factor ?{sub P}{sup 2}/m{sup 2} (plasma frequency ?{sub P}) in agreement with An, Pospelov and Pradler (2013). The Sun must not emit more energy in a ''dark channel'' than allowed by solar neutrino measurements, i.e., not more than 10% of its photon luminosity. Together with the revised emission rate, this conservative requirement implies ? < 4 × 10{sup ?12}(eV/m) for the kinetic mixing parameter. This is the most restrictive stellar limit below m ? 3eV, whereas for larger masses the transverse channel dominates together with limits from other stars. A recent analysis of XENON10 data marginally improves the solar limit, leaving open the opportunity to detect solar hidden photons with future large-scale dark matter experiments. Detecting low-mass hidden photons with the ALPS-II photon-regeneration experiment also remains possible.

We consider the interaction between a relativistic fireball and material assumed to be still located just outside the progenitor star. Only a small fraction of the expected mass is sufficient to efficiently decelerate the fireball, leading to dissipation of most of its kinetic energy. Since the scattering optical depths are still large at distances comparable to the progenitor radius, the dissipated energy is trapped in the system, accelerating it to relativistic velocities. The process resembles the birth of another fireball at radii R~1e11 cm, not far from the transparency radius, and with a starting bulk Lorentz factors Gamma_c~10. As seen in the observer frame, this "re--generated" fireball appears collimated within an angle theta_j=1/Gamma_c. If the central engine works intermittently, the funnel can, at least partially, refill and the process can repeat itself. We discuss how this idea can help solving some open issues of the more conventional internal shock scenario for interpreting the Gamma-Ray Burst...

The Recovery Act: Districtwide Geothermal Heating Conversion project performed by the Blaine County School District was part of a larger effort by the District to reduce operating costs, address deferred maintenance items, and to improve the learning environment of the students. This project evaluated three options for the ground source which were Open-Loop Extraction/Re-injection wells, Closed-Loop Vertical Boreholes, and Closed-Loop Horizontal Slinky approaches. In the end the Closed-Loop Horizontal Slinky approach had the lowest total cost of ownership but the majority of the sites associated with this project did not have enough available ground area to install the system so the second lowest option was used (Open-Loop). In addition to the ground source, this project looked at ways to retrofit existing HVAC systems with new high efficiency systems. The end result was the installation of distributed waterto- air heat pumps with water-to-water heat pumps installed to act as boilers/chillers for areas with a high ventilation demand such as they gymnasiums. A number of options were evaluated and the lowest total cost of ownership approach was implemented in the majority of the facilities. The facilities where the lowest total cost of ownership approaches was not selected were done to maintain consistency of the systems from facility to facility. This project had a number of other benefits to the Blaine County public. The project utilizes guaranteed energy savings to justify the levy funds expended. The project also developed an educational dashboard that can be used in the classrooms and to educate the community on the project and its performance. In addition, the majority of the installation work was performed by contractors local to Blaine County which acted as an economic stimulus to the area during a period of recession.

Mobile operators currently prefer optimizing their radio networks via re-homing or cutting over the cell sites in 2G or 3G networks. The core network, as the parental part of radio network, is inevitably impacted by the re-homing in radio domain. This paper introduces the cell site re-homing in radio network and analyzes its impact on the performance of GSM/UMTS core network. The possible re-homing models are created and analyzed for core networks. The paper concludes that appropriate re-homing in radio domain, using correct algorithms, not only optimizes the radio network but also helps improve the QoS of the core network and saves the carriers' OPEX and CAPEX on their core networks.

A series of rare-earth metal-magnesium-germanides RE{sub 2}MgGe{sub 2} (RE=Y, Nd, Sm, Gd-Tm, Lu) has been synthesized by reactions of the corresponding elements at high temperature. Their structures have been established by single-crystal and powder X-ray diffraction and belong to the Mo{sub 2}FeB{sub 2} structure type (space group P4/mbm (No. 127), Z=2; Pearson symbol tP10). Temperature dependent DC magnetization measurements indicate Curie-Weiss paramagnetism in the high-temperature regime for all members of the family, excluding Y{sub 2}MgGe{sub 2}, Sm{sub 2}MgGe{sub 2}, and Lu{sub 2}MgGe{sub 2}. At cryogenic temperatures (ca. 60 K and below), most RE{sub 2}MgGe{sub 2} phases enter into an antiferromagnetic ground-state, except for Er{sub 2}MgGe{sub 2} and Tm{sub 2}MgGe{sub 2}, which do not undergo magnetic ordering down to 5 K. The structural variations as a function of the decreasing size of the rare-earth metals, following the lanthanide contraction, and the changes in the magnetic properties across the series are discussed as well. - Graphical Abstract: The structure of RE{sub 2}MgGe{sub 2} (RE=Y, Nd, Sm, Gd-Tm, Lu) can be best viewed as 2-dimensional slabs of Mg and Ge atoms (anionic sub-lattice), and layers of rare-earth metal atoms (cationic sub-lattice) between them. Within this description, one should consider the Ge-Ge dumbbells (formally Ge{sup 6-}{sub 2}), interconnected with square-planar Mg atom as forming flat [MgGe{sub 2}] layers (z=0), stacked along the c-axis with the layers at z=1/2, made of rare-earth metal cations (formally RE{sup 3+}). Highlights: > RE{sub 2}MgGe{sub 2} (RE=Y, Nd, Sm, Gd-Tm, Lu) are new ternary germanides. > Their structures can be recognized as a 1:1 intergrowth of CsCl- and AlB{sub 2}-like slabs. > Ge atoms are covalently bound into Ge{sub 2} dumbbells. > Most RE{sub 2}MgGe{sub 2} phases are antiferromagnetically ordered at cryogenic temperatures.

The phase diagram of the Ni-Re binary system has been partially reinvestigated by chemical, structural and thermal characterization of the arc melted alloys. The experimental results obtained during the present investigation were combined with the literature data and a new phase diagram of the Ni-Re binary system is proposed. In comparison with the Ni-Re phase diagram proposed by Nash et al. in 1985 [1], significant differences in the homogeneity domains, freezing ranges and peritectic reaction temperature were evidenced. On the other hand, thermodynamic modeling of the studied system by using the new experimental information has also been carried out with the help of the CALPHAD method. The calculated Ni-Re phase diagram showed a good agreement with the selected experimental information. - Graphical abstract: Ni-Re phase diagram according to the present study. We present FaRe, a package for Mathematica that implements the decomposition of a generic tensor Feynman integral, with arbitrary loop number, into scalar integrals in higher dimension. In order for FaRe to work, the package FeynCalc is needed, so that the tensor structure of the different contributions is preserved and the obtained scalar integrals are grouped accordingly. FaRe can prove particularly useful when it is preferable to handle Feynman integrals with free Lorentz indices and tensor reduction of high-order integrals is needed. This can then be achieved with several powerful existing tools.

We report the discovery of three new cases of QSOs acting as strong gravitational lenses on background emission line galaxies: SDSS J0827+5224 (zQSO = 0.293, zs = 0.412), SDSS J0919+2720 (zQSO = 0.209, zs = 0.558), SDSS J1005+4016 (zQSO = 0.230, zs = 0.441). The selection was carried out using a sample of 22,298 SDSS spectra displaying at least four emission lines at a redshift beyond that of the foreground QSO. The lensing nature is confirmed from Keck imaging and spectroscopy, as well as from HST/WFC3 imaging in the F475W and F814W filters. Two of the QSOs have face-on spiral host galaxies and the third is a QSO+galaxy pair. The velocity dispersion of the host galaxies, inferred from simple lens modeling, is between \\sigma_v = 210 and 285 km/s, making these host galaxies comparable in mass with the SLACS sample of early-type strong lenses.

The Lawrence Livermore National Laboratory (LLNL) 'Draft Programmatic Agreement among the Department of Energy and the California State Historic Preservation Officer Regarding Operation of Lawrence Livermore National Laboratory' requires a review and re-evaluation of the eligibility of laboratory properties for the National Register of Historic Places (NRHP) every five years. The original evaluation was published in 2005; this report serves as the first five-year re-evaluation. This re-evaluation includes consideration of changes within LLNL to management, to mission, and to the built environment. it also determines the status of those buildings, objects, and districts that were recommended as NRHP-eligible in the 2005 report. Buildings that were omitted from the earlier building list, those that have reached 50 years of age since the original assessment, and new buildings are also addressed in the re-evaluation.

Rare earth tantalates La{sub 0.075}Ta{sub 2}O{sub 5.113}, Eu{sub 0.089}Ta{sub 2}O{sub 5.134} and Yb{sub 0.051}Ta{sub 2}O{sub 5.077} have been prepared by solid state reaction at P=7.0 GPa and T=1050–1100 °C and studied by X-ray diffraction, thermal analysis and electron microscopy. Low hydrated amorphous tantalum, lanthanum, europium and ytterbium hydroxides were used as starting materials. Aqueous as well as anhydrous compounds were obtained. Title tantalates are crystallized in the structure type of F–Ta{sub 2}O{sub 5} [Zibrov et al. Russ. J. Inorg. Chem. 48 (2003) 464–471] [5]. The structure was refined by the Rietveld method from X-ray powder diffractometer data: La{sub 0.075}Ta{sub 2}O{sub 5.113}, a=10.5099(2), b=7.2679(1), c=6.9765(1) Å, V=532.90(1) Å{sup 3}, Z=6, space group Ibam; Eu{sub 0.089}Ta{sub 2}O{sub 5.134}, a=10.4182(3), b=7.2685(1), c=6.9832(1) Å, V=528.80(2) Å{sup 3}, Z=6, space group Ibam; Yb{sub 0.051}Ta{sub 2}O{sub 5.077}, a=10.4557(2), b=7.3853(1), c=6.8923(1) Å, V=532.21(1) Å{sup 3}, Z=6, space group Ibam. RE atoms do not replace the tantalum in its positions but the only water in the channels of the structure. Highly charged cations RE{sup +3} compress the unit cell so that its volume becomes less than that of F–Ta{sub 2}O{sub 5}. Significant decrease of the unit cell volume after water removal from the structure is possible due to the puckering of pentagonal bipyramid layers and change of the corrugation angle in the layer. - Graphical abstract: The structure of RE{sub x}Ta{sub 2}O{sub 5+1.5x} and its HRTEM image (“A” arrows show empty channel, “B” arrows show filled channel). - Highlights: • We synthesized new tantalates of RE under high pressure high temperature conditions. • RE atoms replace water molecules in the channels of the structure. • Aqueous as well as anhydrous tantalates were obtained. • Highly charged cations RE{sup +3} compress the unit cell decreasing RE–O distances.

The report should be of use to Federal and State regulators, trade associations, electric utilities, independent power producers, as well as decision-makers in Congress and the Administration.

Using density-functional theory in combination with the direct force method and molecular dynamics we investigate the vibrational properties of a binary Cr-Re ?-phase. In the harmonic approximation, we have computed phonon dispersion curves and density of states, evidencing structural and chemical effects. We found that the ?-phase is mechanically unstable in some configurations, for example, when all crystallographic sites are occupied by Re atoms. By using a molecular-dynamics-based method, we have analysed the anharmonicity in the system and found negligible effects (?0.5 kJ/mol) on the Helmholtz energy of the binary Cr-Re ?-phase up to 2000 K (?0.8T{sub m}). Finally, we show that the vibrational contribution has significant consequences on the disordering of the ?-phase at high temperature.

  15. Representation of the Solar Capacity Value in the ReEDS Capacity Expansion Model: Preprint

    SciTech Connect (OSTI)

    2014-08-01

An important emerging issue is the estimation of renewables' contributions to reliably meeting system demand, or their capacity value. While the capacity value of thermal generation can be estimated easily, assessment of wind and solar requires a more nuanced approach due to resource variability. Reliability-based methods, particularly, effective load-carrying capacity (ELCC), are considered to be the most robust techniques for addressing this resource variability. The Regional Energy Deployment System (ReEDS) capacity expansion model and other long-term electricity capacity planning models require an approach to estimating CV for generalized PV and system configurations with low computational and data requirements. In this paper we validate treatment of solar photovoltaic (PV) capacity value by ReEDS capacity expansion model by comparing model results to literature for a range of energy penetration levels. Results from the ReEDS model are found to compare well with both comparisons--despite not being resolved at an hourly scale.

Compared with Y{sub 2}O{sub 3}:Eu{sup 3+}, NaLaMgWO{sub 6}:Eu{sup 3+} performed better luminescence properties. ? The results demonstrated NaLaMgWO{sub 6} as a suitable host for RE{sup 3+}-doping. -- Abstract: Single phase of NaLa{sub 1?x}MgWO{sub 6}:xRE{sup 3+} (0 < x ?1) (RE = Eu, Sm, Tb) phosphors were prepared by solid-state reaction method. X-ray diffraction, scanning electron microscopy, the morphology energy-dispersive X-ray spectroscopy, UV–vis diffuse reflectance spectra and photoluminescence were used to characterize the samples. Under the light excitation, NaLaMgWO{sub 6}:Eu{sup 3+}, NaLaMgWO{sub 6}:Sm{sup 3+} and NaLaMgWO{sub 6}:Tb{sup 3+}, phosphors showed the characteristic emissions of Eu{sup 3+} ({sup 5}D{sub 0} ? {sup 7}F{sub 4,3,2,1}), Sm{sup 3+} ({sup 4}G{sub 5/2} ? {sup 6}H{sub 5/2,7/2,9/2}), and Tb{sup 3+} ({sup 5}D{sub 4} ? {sup 7}F{sub 6,5,4,3}), respectively. The intensity of the red emission for Na(La{sub 0.6}Eu{sub 0.4})MgWO{sub 6} is 2.5 times higher than that of (Y{sub 0.95}Eu{sub 0.05}){sub 2}O{sub 3} under blue light irradiation. The quantum efficiencies of the entitled phosphors excited under 394 nm and 464 nm are also investigated and compared with commercial phosphors Y{sub 2}O{sub 3}:Eu{sup 3+}, Sr{sub 2}Si{sub 5}N{sub 8}:Eu{sup 2+} and Y{sub 3}A{sub 5}G{sub 12}:Ce{sup 3+}. The results demonstrated NaLaMgWO{sub 6}:RE{sup 3+} phosphors as potential candidates for white light emitting diode pumped by UV or blue chip.

  6. Thermochemical Insight into the Reduction of CO to CH3OH with [Re(CO)]+ and [Mn(CO)]+ Complexes

    SciTech Connect (OSTI)

Wiedner, Eric S.; Appel, Aaron M.

    2014-05-22

To gain insight into thermodynamic barriers for reduction of CO into CH3OH, free energies for reduction of [CpRe(PPh3)(NO)(CO)]+ into CpRe(PPh3)(NO)(CH2OH) have been determined from experimental measurements. Using model complexes, the free energies for the transfer of H+, H–, and e– have been determined. A pKa of 10.6 was estimated for [CpRe(PPh3)(NO)(CHOH)]+ by measuring the pKa for the analogous [CpRe(PPh3)(NO)(CMeOH)]+. The hydride donor ability (?G°H–) of CpRe(PPh3)(NO)(CH2OH) was estimated to be 58.0 kcal mol–1, based on calorimetry measurements of the hydride transfer reaction between CpRe(PPh3)(NO)(CHO) and [CpRe(PPh3)(NO)(CHOMe)]+ to generate the methylated analog, CpRe(PPh3)(NO)(CH2OMe). Cyclic voltammograms recorded on CpRe(PPh3)(NO)(CMeO), CpRe(PPh3)(NO)(CH2OMe), and [CpRe(PPh3)(NO)(CHOMe)]+ displayed either a quasireversible oxidation (neutral species) or reduction (cationic species). These potentials were used as estimates for the oxidation of CpRe(PPh3)(NO)(CHO) or CpRe(PPh3)(NO)(CH2OH), or the reduction of [CpRe(PPh3)(NO)(CHOH)]+. Combination of the thermodynamic data permits construction of three-dimensional free energy landscapes under varying conditions of pH and PH2. The free energy for H2 addition (?G°H2) to [CpRe(PPh3)(NO)(CO)]+ (+15 kcal mol–1) was identified as the most significant thermodynamic impediment for the reduction of CO. DFT computations indicate that ?G°H2 varies by only 4.3 kcal mol–1 across a series of [CpXRe(L)(NO)(CO)]+, while the experimental ?G°H– values for the analogous series of CpRe(PPh3)(NO)(CHO) varies by 12.9 kcal mol–1. The small range of ?G°H2 values is attributed to a minimal change in the C–O bond polarization upon modification of the ancillary ligands, as determined from the computed atomic charges. This work was supported by the US Department of Energy, Office of Basic Energy Sciences, Division of Chemical Sciences, Geosciences & Biosciences. Pacific Northwest National Laboratory (PNNL) is a multiprogram national laboratory operated for DOE by Battelle.
