    This report documents the FY13 efforts to enhance a dataset of spent nuclear fuel isotopic composition data for use in developing intrinsic signatures for nuclear forensics. A review and collection of data from the open literature was performed in FY10. In FY11, the Spent Fuel COMPOsition (SFCOMPO) excel-based dataset for nuclear forensics (NF), SFCOMPO/NF was established and measured data for graphite production reactors, Boiling Water Reactors (BWRs) and Pressurized Water Reactors (PWRs) were added to the dataset and expanded to include a consistent set of data simulated by calculations. A test was performed to determine whether the SFCOMPO/NF dataset will be useful for the analysis and identification of reactor types from isotopic ratios observed in interdicted samples.

    Astronomy has a long history of acquiring, systematizing, and interpreting large quantities of data. Starting from the earliest sky atlases through the first major photographic sky surveys of the 20th century, this tradition is continuing today, and at an ever increasing rate. Like many other fields, astronomy has become a very data-rich science, driven by the advances in telescope, detector, and computer technology. Numerous large digital sky surveys and archives already exist, with information content measured in multiple Terabytes, and even larger, multi-Petabyte data sets are on the horizon. Systematic observations of the sky, over a range of wavelengths, are becoming the primary source of astronomical data. Numerical simulations are also producing comparable volumes of information. Data mining promises to both make the scientific utilization of these data sets more effective and more complete, and to open completely new avenues of astronomical research. Technological problems range from the issues of database design and federation, to data mining and advanced visualization, leading to a new toolkit for astronomical research. This is similar to challenges encountered in other data-intensive fields today. These advances are now being organized through a concept of the Virtual Observatories, federations of data archives and services representing a new information infrastructure for astronomy of the 21st century. In this article, we provide an overview of some of the major datasets in astronomy, discuss different techniques used for archiving data, and conclude with a discussion of the future of massive datasets in astronomy.

    This document is one in a series of topical reports compiled by the Pacific Northwest National Laboratory to summarize technical information on selected topics important to the performance of a probabilistic seismic hazard analysis of the Hanford Site. The purpose of this report is to summarize available data and analyses relevant to fault recurrence and strain rates within the Yakima Fold Belt. Strain rates have met with contention in the expert community and may have a significant potential for impact on the seismic hazard estimate at the Hanford Site. This report identifies the alternative conceptual models relevant to this technical issue and the arguments and data that support those models. It provides a brief description of the technical issue and principal uncertainties; a general overview on the nature of the technical issue, along with alternative conceptual models, supporting arguments and information, and uncertainties; and finally, suggests some prospective approaches to reducing uncertainties about earthquake recurrence rates for the Yakima Fold Belt.

    Grid enabled physics analysis requires a workload management system (WMS) that takes care of finding suitable computing resources to execute data intensive jobs. A typical example is the WMS available in the LCG2 (also referred to as EGEE-0) software system, used by several scientific experiments. Like many other current grid systems, LCG2 provides a file level granularity for accessing and analysing data. However, application scientists such as high energy physicists often require a higher abstraction level for accessing data, i.e. they prefer to use datasets rather than files in their physics analysis. We have improved the current WMS (in particular the Matchmaker) to allow physicists to express their analysis job requirements in terms of datasets. This required modifications to the WMS and its interface to potential data catalogues. As a result, we propose a simple data location interface that is based on a Web service approach and allows for interoperability of the WMS with new dataset and file catalogues...

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75C water from shallow wells. Power production is assisted by the availability of gravity fed, 7C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469). Existing U. S. plants focus on high-grade geothermal systems located in the west. However, interest in non-traditional geothermal development is increasing. A comprehensive new MIT-led study of the potential for geothermal energy within the United States predicts that mining the huge amounts of stored thermal energy in the Earths crust not associated with hydrothermal systems, could supply a substantial portion of U.S. electricity with minimal environmental impact (Tester, et al., 2006, available at http://geothermal.inl.gov). There is also renewed interest in geothermal production from other non-traditional sources such as the overpressured zones in the Gulf Coast and warm water co-produced with oil and gas. Ormat Technologies, Inc., a major geothermal company, recently acquired geothermal leases in the offshore overpressured zone of Texas.     We present a framework for use at a typical Grid site to facilitate custom interactive parallel dataset analysis targeting terabyte-scale datasets of the type typically produced by large multi-institutional science experiments. We summarize the needs for interactive analysis and show a prototype solution that satisfies those needs. The solution consists of desktop client tool and a set of Web Services that allow scientists to sign onto a Grid site, compose analysis script code to carry out physics analysis on datasets, distribute the code and datasets to worker nodes, collect the results back to the client, and to construct professional-quality visualizations of the results.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis.     With the mainstream adoption of references to datasets in astronomical manuscripts, researchers today are able to provide direct links from their papers to the original data that were used in their study. Following a process similar to the verification of references in manuscripts, publishers have been working with the NASA Astrophysics Data System (ADS) to validate and maintain links to these datasets. Similarly, many astronomical data centers have been tracking publications based on the observations that they archive, and have been working with the ADS to maintain links between their datasets and the bibliographic records in question. In addition to providing a valuable service to ADS users, maintaining these correlations allows the data centers to evaluate the scientific impact of their missions. Until recently, these two activities have evolved in parallel on independent tracks, with ADS playing a central role in bridging the connection between publishers and data centers. However, the ADS is now implementing the capability for all parties involved to find out which data links have been published with which manuscripts, and vice versa. This will allow data centers to periodically harvest the ADS to find out if there are new papers which reference datasets available in their archives. In this paper we summarize the state of the dataset linking project and describe the new harvesting interface.

    Regional wind integration studies require detailed wind power output data at many locations to perform simulations of how the power system will operate under high penetration scenarios. The wind datasets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as being time synchronized with available load profiles.As described in this presentation, the WIND Toolkit fulfills these requirements by providing a state-of-the-art national (US) wind resource, power production and forecast dataset.

    Integrating vision and language has long been a dream in work on artificial intelligence (AI). In the past two years, we have witnessed an explosion of work that brings together vision and language from images to videos and beyond. The available corpora have played a crucial role in advancing this area of research. In this paper, we propose a set of quality metrics for evaluating and analyzing the vision & language datasets and categorize them accordingly. Our analyses show that the most recent datasets have been using more complex language and more abstract concepts, however, there are different strengths and weaknesses in each.

    This report discusses a project that used prototyping technology to access and analyze climate data. This project was initially funded under the DOEs Next Generation Internet (NGI) program, with follow-on support from BER and the Mathematical, Information, and Computational Sciences (MICS) office. In this prototype, we developed Data Grid technologies for managing the movement and replication of large datasets, and applied these technologies in a practical setting (i.e., an ESG-enabled data browser based on current climate data analysis tools), achieving cross-country transfer rates of more than 500 Mb/s. Having demonstrated the potential for remotely accessing and analyzing climate data located at sites across the U.S., we won the Hottest Infrastructure award in the Network Challenge event. While the ESG I prototype project substantiated a proof of concept (Turning Climate Datasets into Community Resources), the SciDAC Earth System Grid (ESG) II project made this a reality. Our efforts targeted the development of metadata technologies (standard schema, XML metadata extraction based on netCDF, and a Metadata Catalog Service), security technologies (Web-based user registration and authentication, and community authorization), data transport technologies (GridFTPenabled OPeNDAP-G for high-performance access, robust multiple file transport and integration with mass storage systems, and support for dataset aggregation and subsetting), as well as web portal technologies to provide interactive access to climate data holdings. At this point, the technology was in place and assembled, and ESG II was poised to make a substantial impact on the climate modelling community.

    As photovoltaic penetration of the power grid increases, accurate predictions of return on investment require accurate prediction of decreased power output over time. Degradation rates must be known in order to predict power delivery. This article reviews degradation rates of flat-plate terrestrial modules and systems reported in published literature from field testing throughout the last 40 years. Nearly 2000 degradation rates, measured on individual modules or entire systems, have been assembled from the literature, showing a median value of 0.5%/year. The review consists of three parts: a brief historical outline, an analytical summary of degradation rates, and a detailed bibliography partitioned by technology.

    We present recent results from the Laboratory for Cosmological Data Mining (http://lcdm.astro.uiuc.edu) at the National Center for Supercomputing Applications (NCSA) to provide robust classifications and photometric redshifts for objects in the terascale-class Sloan Digital Sky Survey (SDSS). Through a combination of machine learning in the form of decision trees, k-nearest neighbor, and genetic algorithms, the use of supercomputing resources at NCSA, and the cyberenvironment Data-to-Knowledge, we are able to provide improved classifications for over 100 million objects in the SDSS, improved photometric redshifts, and a full exploitation of the powerful k-nearest neighbor algorithm. This work is the first to apply the full power of these algorithms to contemporary terascale astronomical datasets, and the improvement over existing results is demonstrable. We discuss issues that we have encountered in dealing with data on the terascale, and possible solutions that can be implemented to deal with upcoming petascale datasets.

    A cloud properties and radiative heating rates dataset is presented where cloud properties retrieved using lidar and radar observations are input into a radiative transfer model to compute radiative fluxes and heating rates at three ARM sites located in the Tropical Western Pacific (TWP) region. The cloud properties retrieval is a conditional retrieval that applies various retrieval techniques depending on the available data, that is if lidar, radar or both instruments detect cloud. This Combined Remote Sensor Retrieval Algorithm (CombRet) produces vertical profiles of liquid or ice water content (LWC or IWC), droplet effective radius (re), ice crystal generalized effective size (Dge), cloud phase, and cloud boundaries. The algorithm was compared with 3 other independent algorithms to help estimate the uncertainty in the cloud properties, fluxes, and heating rates (Comstock et al. 2013). The dataset is provided at 2 min temporal and 90 m vertical resolution. The current dataset is applied to time periods when the MMCR (Millimeter Cloud Radar) version of the ARSCL (Active Remotely-Sensed Cloud Locations) Value Added Product (VAP) is available. The MERGESONDE VAP is utilized where temperature and humidity profiles are required. Future additions to this dataset will utilize the new KAZR instrument and its associated VAPs.

    The Bioenergy Knowledge Discovery Framework invites users to discover the power of bioenergy through an interface that provides extensive access to research data and literature, GIS mapping tools, and collaborative networks. The Bioenergy KDF supports efforts to develop a robust and sustainable bioenergy industry. The KDF facilitates informed decision making by providing a means to synthesize, analyze, and visualize vast amounts of information in a relevant and succinct manner. It harnesses Web 2.0 and social networking technologies to build a collective knowledge system that can better examine the economic and environmental impacts of development options for biomass feedstock production, biorefineries, and related infrastructure.     Holdings include datasets, models, and maps. This is a very new resource, but the collections will grow due to both DOE contributions and individuals data uploads.     The AFIP-6 (ATR Full-size-plate In center flux trap Position) Characterization Summary Report outlines the fresh fuel characterization efforts performed during the AFIP-6 experiment. The AFIP-6 experiment was designed to evaluate the performance of monolithic uranium-molybdenum (U-Mo) fuels at a scale prototypic of Advanced Test Reactor (ATR) fuel plates (45-inches long). The AFIP-6 test was the first test with plates that were swaged into the rails of the assembly. This test served to examine the effects of a plate in a swaged condition with longer fuel zones (22.5-inches long), that were centered in the plate. AFIP-6 test plates employed a zirconium interlayer that was co-rolled with the fuel foil. Previous mini-plate and AFIP irradiation experiments performed in ATR have demonstrated the stable behavior of the interface between the U-Mo fuel and the zirconium interlayer.

    This program summary document presents a comprehensive overview of the research, development, and demonstration (RD and D) activities that will be performed in FY 1981 by the Assistant Secretary for Fossil Energy (ASFE), US Department of Energy (DOE). The ASFE technology programs for the fossil resources of coal, petroleum (including oil shale) and gas have been established with the goal of making substantive contributions to the nation's future supply and efficienty use of energy. On April 29, 1977, the Administration submitted to Congress the National Energy Plan (NEP) and accompanying legislative proposals designed to establish a coherent energy policy structure for the United States. Congress passed the National Energy Act (NEA) on October 15, 1978, which allows implementation of the vital parts of the NEP. The NEP was supplemented by additional energy policy statements culminating in the President's address on July 15, 1979, presenting a program to further reduce dependence on imported petroleum. The passage of the NEA-related energy programs represent specific steps by the Administration and Congress to reorganize, redirect, and clarify the role of the Federal Government in the formulation and execution of national energy policy and programs. The energy technology RD and D prog4rams carried out by ASFE are an important part of the Federal Government's effort to provide the combination and amounts of energy resources needed to ensure national security and continued economic growth.

    Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers. Reported here is a summary of the testing carried out at Pacific Northwest National Laboratory on these technologies to date, as well as measurements on 3He tubes at various pressures. Details on these measurements are available in the referenced reports. Sponsors of these tests include the Department of Energy (DOE), Department of Homeland Security (DHS), and the Department of Defense (DoD), as well as internal Pacific Northwest National Laboratory funds.

    We analyze the accretion properties of 21 low mass T Tauri stars using a dataset of contemporaneous near ultraviolet (NUV) through optical observations obtained with the Hubble Space Telescope Imaging Spectrograph (STIS) and the ground based Small and Medium Aperture Research Telescope System (SMARTS), a unique dataset because of the nearly simultaneous broad wavelength coverage. Our dataset includes accreting T Tauri stars (CTTS) in Taurus, Chamaeleon I, $\\eta$ Chamaeleon and the TW Hydra Association. For each source we calculate the accretion rate by fitting the NUV and optical excesses above the photosphere, produced in the accretion shock, introducing multiple accretion components characterized by a range in energy flux (or density) for the first time. This treatment is motivated by models of the magnetospheric geometry and accretion footprints, which predict that high density, low filling factor accretion spots co-exist with low density, high filling factor spots.     Purpose: The severe reduction of salivary function (xerostomia) is a common complication after radiation therapy for head-and-neck cancer. Consequently, guidelines to ensure adequate function based on parotid gland tolerance dose-volume parameters have been suggested by the QUANTEC group and by Ortholan et al. We perform a validation test of these guidelines against a prospectively collected dataset and compared with a previously published dataset. Methods and Materials: Whole-mouth stimulated salivary flow data from 66 head-and-neck cancer patients treated with radiotherapy at the British Columbia Cancer Agency (BCCA) were measured, and treatment planning data were abstracted. Flow measurements were collected from 50 patients at 3 months, and 60 patients at 12-month follow-up. Previously published data from a second institution, Washington University in St. Louis (WUSTL), were used for comparison. A logistic model was used to describe the incidence of Grade 4 xerostomia as a function of the mean dose of the spared parotid gland. The rate of correctly predicting the lack of xerostomia (negative predictive value [NPV]) was computed for both the QUANTEC constraints and Ortholan et al. recommendation to constrain the total volume of both glands receiving more than 40 Gy to less than 33%. Results: Both datasets showed a rate of xerostomia of less than 20% when the mean dose to the least-irradiated parotid gland is kept to less than 20 Gy. Logistic model parameters for the incidence of xerostomia at 12 months after therapy, based on the least-irradiated gland, were D{sub 50} = 32.4 Gy and and {gamma} = 0.97. NPVs for QUANTEC guideline were 94% (BCCA data), and 90% (WUSTL data). For Ortholan et al. guideline NPVs were 85% (BCCA) and 86% (WUSTL). Conclusion: These data confirm that the QUANTEC guideline effectively avoids xerostomia, and this is somewhat more effective than constraints on the volume receiving more than 40 Gy.

The Summary Plan is based on research subplans in four specific areas: global carbon cycle, climate effects, vegetative response and indirect effects. These subplans have emanated from a series of national and international workshops, conferences, and from technical reports. The plans have been peer reviewed by experts in the relevant scientific fields. Their execution is being coordinated between the responsible federal and international government agencies and the involved scientific community.

    This report documents the BES Engineering Research Program for fiscal year 1993; it provides a summary for each of the program projects in addition to a brief program overview. The report is intended to provide staff of Congressional committees, other executive departments, and other DOE offices with substantive program information so as to facilitate governmental overview and coordination of Federal research programs. Of equal importance, its availability facilitates communication of program information to interested research engineers and scientists. The organizational chart for the DOE Office of Energy Research (OER) on the next page delineates the six Divisions within the OER Office of Basic Energy Sciences (BES). Each BES Division administers basic, mission oriented research programs in the area indicated by its title. The BES Engineering Research Program is one such program; it is administered by the Engineering and Geosciences Division of BES.     A number of activities are underway as part of the Spent Nuclear Fuels Project (SNFP) related to the processing and disposing of sludge in the 105-K Basins (K Basins). Efforts to rigorously define data requirements for these activities are being made using the Data Quality Objectives (DQO) process. Summaries of current sludge characterization data are required to both help support this DQO process and to allow continued progress with on-going engineering activities (e.g., evaluations of disposal alternatives). This document provides the status of K Basins sludge characterization data currently available to the Nuclear Fuel Evaluations group. This group is tasked by the SNFP to help develop and maintain the characterization baseline for the K Basins. The specific objectives of this document are to: (1) provide a current summary (and set of references) of sludge characterization data for use by SNFP initiatives, to avoid unnecessary duplication of effort and to support on-going initiatives; (2) submit these data to an open forum for review and comment, and identify additional sources of significant data that may be available; (3) provide a summary of current data to use as part of the basis to develop requirements for additional sludge characterization data through the DQO process; (4) provide an overview of the intended activities that will be used to develop and maintain the sludge characterization baseline.

  15. Combining Weather Data for a Dataset Sufficient for Generating High-Resolution Weather Prediction Models

    Assessments of the effects of climate change typically require information at scales of 10 km or less. In regions with complex terrain, much of the spatial variability in climate (temperature, precipitation, and snow water) occurs on scales below 10 km. Since the typical global climate model simulations grid size is more than 200 km, it is necessary to develop models with much higher resolution. Unfortunately, no datasets currently produced are both highly accurate and provide data at a sufficiently high resolution. As a result, current global climate models are forced to ignore the important climate variations that occur below the 200 km scale. This predicament prompted the creation of a global hybrid dataset with information for precipitation, temperature, and relative humidity. The resulting dataset illustrated the importance of having high-resolution datasets and gives clear proof that regions with complex terrain require a fine resolution grid to give an accurate represent at ion of their climatology. For example, the Andes Mountains in Chile cause a temperature shift of more than 25C within the same area as a single 2.5 grid cell from the NCEP dataset. Fortunately the CRU, U.D., GPCP, and NCEP datasets, when hybridized, are able to provide both precision and satisfactory resolution with global coverage. This composite will enable the development of both high-resolution models and quality empirical downscaling methods--both of which are necessary for scientists to more accurately predict the effects of global climate change. Without accurate long-term forecasts, climatologists and policy makers will not have the tools they need to effectively reduce the negative effects human activity have on the earth.

    This report documents the BES Engineering Research Program for fiscal year 1991; it provides a summary for each of the program projects in addition to a brief program overview. The report is intended to provide staff of Congressional committees, other executive departments, and other DOE offices with substantive program information so as to facilitate governmental overview and coordination of Federal research programs. Of equal importance, its availability facilitates communication of program information to interested research engineers and scientists. The organizational chart for the DOE Office of Energy Research (OER) delineates the six Divisions within the OER Office of Basic Energy Sciences (BES). Each BES Division administers basic, mission oriented research programs in the area indicated by its title. The BES Engineering Research Program is one such program; it is administered by the Engineering and Geosciences Division of BES. In preparing this report we asked the principal investigators to submit summaries for their projects that were specifically applicable to fiscal year 1991. Major topics covered include fluid mechanics, fracture mechanics, chemical engineering and mechanical engineering.

    The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) directs the management and operation of the Nevada Test Site (NTS). NNSA/NSO prepares the Nevada Test Site Environmental Report (NTSER) to provide the public an understanding of the environmental monitoring and compliance activities that are conducted on the NTS to protect the public and the environment from radiation hazards and from nonradiological impacts. The NTSER is a comprehensive report of environmental activities performed at the NTS and offsite facilities over the previous calendar year. It is prepared annually to meet the requirements and guidelines of the U.S. Department of Energy (DOE) and the information needs of NNSA/NSO stakeholders.     Nuclear reactions govern major aspects of the chemical evolution od galaxies and stars. Analytic study of the reaction rates and reaction probability integrals is attempted here. Exact expressions for the reaction rates and reaction probability integrals for nuclear reactions in the case of nonresonant, modified nonresonant, screened nonresonant and resonant cases are given. These are expressed in terms of H-functions, G-functions and in computable series forms. Computational aspects are also discussed.

    Regional wind integration studies in the United States require detailed wind power output data at many locations to perform simulations of how the power system will operate under high-penetration scenarios. The wind data sets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as be time synchronized with available load profiles. The Wind Integration National Dataset (WIND) Toolkit described in this paper fulfills these requirements. A wind resource dataset, wind power production time series, and simulated forecasts from a numerical weather prediction model run on a nationwide 2-km grid at 5-min resolution will be made publicly available for more than 110,000 onshore and offshore wind power production sites.

    The proceedings of Working Group 4 of the 2005 Energy Recovery Linac (ERL) workshop are summarized. Working Group 4 dealt with the challenging topic of beam diagnostics for ERL machines. Energy Recovery Linacs represent a challenge for beam diagnostics from several perspectives; invasive versus non-invasive diagnostics, longitudinal and transverse beam diagnostics, overall machine timing/synchronization and machine protection. Beam diagnostics for an ERL can benefit strongly from the experience at third generation light sources, recirculating linacs and presently operating ERLs. During the workshop there were presentations from all these communities, representing a large range operation experience in beam diagnostics. A brief summary Working Group 4 discussion is presented in this paper.

    In May 1980, the Assistant Secretary for Resource Applications within the Department of Energy requested that a group of experienced business executives be assembled to review the operation, financing, and management of the uranium enrichment enterprise as a basis for advising the Secretary of Energy. After extensive investigation, analysis, and discussion, the review group presented its findings and recommendations in a report on December 2, 1980. The following pages contain background material on which that final report was based. This report is arranged in chapters that parallel those of the uranium enrichment management review final report - chapters that contain summaries of the review group's discussion and analyses in six areas: management of operations and construction; long-range planning; marketing of enrichment services; financial management; research and development; and general management.     The annual program summary provides stakeholders within the hydrogen community with a snapshop of important advances that have occurred in the National Hydrogen Program over the fiscal year, including industry interactions and cooperation. The document will also be used to encourage additional potential industrial partners to join the Hydrogen Program Team. Fiscal Year 1994 marked a turning point for the Hydrogen Program, with a budget that grew significantly. The focus of the program was broadened to include development of hydrogen production technologies using municipal solid waste and biomass, in addition to an increased emphasis on industrial involvement and near-term demonstration projects. In order to maintain its near- and long-term balance, the Hydrogen Program will continue with basic, fundamental research that provides the long-term, high-risk, high-payoff investment in hydrogen as an energy carrier.

    The Department of Energy Organization Act of 1977 created perhaps the most interesting and diverse agency in the Federal Government. The new department brought together for the first time not only most of the government`s energy programs but also defense responsibilities that included the design, construction, and testing of nuclear weapons. The Department of Energy incorporated a score of organizational entities from a dozen departments and agencies, each with its own history and traditions. Uniting these seemingly disparate entities and programs was a common commitment to performing first rate science and technology. The Department of Energy sought--and continues to seek--to be one of the Nation`s premier science and technology organizations. The Department of Energy, 1977--1994, is a summary history of the origins, goals, and achievements of the Department and selected major programs. Beginning with the various fuels policies on the energy side and the Manhattan project on the defense side, the study details how the Department was born of the energy crisis of the early and mid-1970s. The history then surveys the Department and its programs from the Carter through the Clinton administrations. As the energy crisis eased, the Department played a central role on issues as dissimilar as the Strategic Defense Initiative and the Superconducting Super Collider. With the end of the Cold War, the Department of Energy further transformed itself, moving from the building of bombs to partial dismantlement of the nuclear weapons complex and to an increased emphasis on environmental activities and technology transfer efforts.

    The most common method of identifying particle penetration through a filter or adsorber system is through the performance of a periodic penetration test, i.e., in-place test or leak test using an aerosol or gas vapor to challenge the filter or adsorber system. The aerosol is usually formed by vaporization of a liquid, di-2(ethelhexyl sebacate) (DEHS), and allowed to condense to form liquid particles of a certain size and distribution. The gas vapor is formed by vaporization of Freon 11 liquid. The periodic penetration test, although conducted annually, can and has been demonstrated to show the beginning degradation of a filter or adsorber system. Other evidence of penetration can include detection of radiation downstream of the filter system or the existence of an unusually low pressure drop across the filter, i.e., torn filter, etc. However, these kinds of occurrences show up instantaneously and could release radioactive material to the atmosphere before the systems could be shut down. When a filter system fails the in--place test or is showing evidence of.filter or component degradation, corrective measures are put into place in order to return,the system back to its best operating condition. This report presents a summary of all filter tests.

Additionally, site-wide data were needed to determine flow paths, gradients, and velocities associated with the different aquifers underlying the plant site. The program was divided into three phases in order to allow the results of one phase to be evaluated and necessary changes and improvements incorporated into the following phases. This report summarizes the results of all three phases and includes modified graphic logs, lithologic descriptions of the different geologic formations, profiles of each cluster site, hydrostratigraphic cross sections, hydrographs of selected wells within each cluster for the first full year of uninterrupted water level measurements, potentiometric maps developed from data collected from all clusters, completion diagrams for each well, and a summary of laboratory tests. Additionally, the proposed new classification of hydrostratigraphic units at SRS (Aadland and Bledsoe, 1990) has been incorporated.

    The Department of Energy supports research in the geosciences in order to provide a sound foundation of fundamental knowledge in those areas of the geosciences which are germane to the Department of Energy's many missions. The Division of Engineering and Geosciences, part of the Office of Basic Energy Sciences of the Office of Energy Research supports the Geosciences Research Program. The participants in this program include Department of Energy laboratories, academic institutions, and other governmental agencies. Theses activities are formalized by a contract or grant between the Department of Energy and the organization performing the work, providing funds for salaries, equipment, research materials, and overhead. The summaries in this document, prepared by the investigators, describe the scope of the individual programs. The Geosciences Research Program includes research in geology, petrology, geophysics, geochemistry, solar physics, solar-terrestrial relationships, aeronomy, seismology, and natural resource modeling and analysis, including their various subdivisions and interdisciplinary areas.
