    Grand Rapids, Michigan is striving to reduce it environmental footprint. The municipal government organization has established environmental sustainability policies with the goal of securing 100% of its energy from renewable sources by 2020. This report describes the process by which the City of Grand Rapids evaluated, selected and installed solar panels on the Water/Environmental Services Building. The solar panels are the first to be placed on a municipal building. Its new power monitoring system provides output data to assess energy efficiency and utilization. It is expected to generate enough clean solar energy to power 25 percent of the building. The benefit to the public includes the economic savings from reduced operational costs for the building; an improved environmentally sustainable area in which to live and work; and increased knowledge about the use of solar energy. It will serve as a model for future energy saving applications.

    The West Short Pine Hills field is a shallow gas field that produces from the Shannon Sandstone Member, on the Camp Crook anticline in southwestern Harding County, South Dakota. The Alma McCutchin 1-17 Heikkila discovery was drilled in the NW1/4, Sec. 17, T16N, R2E, to a depth of 1600 ft and completed in October 1977 for 600 MCFGD from perforations at 1405-1411 ft. To date, 40 gas wells have been completed with total estimated reserves of more than 20 bcf. The field encompasses 12,000 ac, with a current drill-site spacing unit of 160 ac. The field boundaries are fairly well defined, except on the south edge of the field. The wells range in depth from 1250 to 2200 ft, and cost $60,000-$85,000 to drill and complete. Core and log analyses indicate that the field has 70 ft of net pay, with average porosity of 30% and average permeability of 114 md. Most wells have been completed with nitrogen-sand frac. Williston Basin Interstate Pipeline Company of Bismarck, North Dakota, operates a compressor station and 2.5 mi of 4-in. line that connects the field to their 160 in. north-south transmission line to the Rapid City area. Currently, producers are netting $1.10-$1.25/million Btu. The late Mathew T. Biggs of Casper, Wyoming, was the geologist responsible for mapping and finding this gas deposit.

    Disclosed are improvments to a rapid road repair vehicle comprising an improved cleaning device arrangement, two dispensing arrays for filling defects more rapidly and efficiently, an array of pre-heaters to heat the road way surface in order to help the repair material better bond to the repaired surface, a means for detecting, measuring, and computing the number, location and volume of each of the detected surface imperfection, and a computer means schema for controlling the operation of the plurality of vehicle subsystems. The improved vehicle is, therefore, better able to perform its intended function of filling surface imperfections while moving over those surfaces at near normal traffic speeds.

    Disclosed is a rapid road repair vehicle capable of moving over a surface to be repaired at near normal posted traffic speeds to scan for and find an the high rate of speed, imperfections in the pavement surface, prepare the surface imperfection for repair by air pressure and vacuum cleaning, applying a correct amount of the correct patching material to effect the repair, smooth the resulting repaired surface, and catalog the location and quality of the repairs for maintenance records of the road surface. The rapid road repair vehicle can repair surface imperfections at lower cost, improved quality, at a higher rate of speed than was was heretofor possible, with significantly reduced exposure to safety and health hazards associated with this kind of road repair activities in the past.

    Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

    The rapid thermal cycling of a material is targeted. A solid state heat exchanger with a first well and second well is coupled to a power module. A thermoelectric element is coupled to the first well, the second well, and the power module, is configured to transfer thermal energy from the first well to the second well when current from the power module flows through the thermoelectric element in a first direction, and is configured to transfer thermal energy from the second well to the first well when current from the power module flows through the thermoelectric element in a second direction. A controller may be coupled to the thermoelectric elements, and may switch the direction of current flowing through the thermoelectric element in response to a determination by sensors coupled to the wells that the amount of thermal energy in the wells falls below or exceeds a pre-determined threshold.

    The expanding availability of alternative fuels and advanced vehicles makes it easier than ever to reduce petroleum use, cut emissions, and save on fuel costs. The Clean Cities 2012 Vehicle Buyer's Guide features a comprehensive list of model year 2012 vehicles that can run on ethanol, biodiesel, electricity, propane or natural gas. Drivers and fleet managers across the country are looking for ways to reduce petroleum use, fuel costs, and vehicle emissions. As you'll find in this guide, these goals are easier to achieve than ever before, with an expanding selection of vehicles that use gasoline or diesel more efficiently, or forego them altogether. Plug-in electric vehicles made a grand entrance onto U.S. roadways in model year (MY) 2011, and their momentum in the market is poised for continued growth in 2012. Sales of the all-electric Nissan Leaf surpassed 8,000 in the fall of 2011, and the plug-in hybrid Chevy Volt is now available nationwide. Several new models from major automakers will become available throughout MY 2012, and drivers are benefiting from a rapidly growing network of charging stations, thanks to infrastructure development initiatives in many states. Hybrid electric vehicles, which first entered the market just a decade ago, are ubiquitous today. Hybrid technology now allows drivers of all vehicle classes, from SUVs to luxury sedans to subcompacts, to slash fuel use and emissions. Alternative fueling infrastructure is expanding in many regions, making natural gas, propane, ethanol, and biodiesel attractive and convenient choices for many consumers and fleets. And because fuel availability is the most important factor in choosing an alternative fuel vehicle, this growth opens up new possibilities for vehicle ownership. This guide features model-specific information about vehicle specs, manufacturer suggested retail price (MSRP), fuel economy, and emissions. You can use this information to compare vehicles and help inform your buying decisions. This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov. For some newer vehicle models, EPA data was not available at the time of this guide's publication; in these cases, manufacturer estimates are provided, if available.

Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans.     The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at the New Betatron Building, located in the South Plant facility of Granite City Steel Division, 1417 State Street, Granite City, Illinois. The survey was performed in August 1991. The purpose of the survey was to determine whether the property was contaminated with radioactive residues, principally {sup 238}U, as a result of work done for the Atomic Energy Commission (AEC) from 1958 to 1966. The survey included a surface gamma scan of the ground surface outdoors near the building, the floor and walls in all accessible areas inside the building, and the roof; measurement of beta-gamma dose rates, alpha radiation levels, and removable alpha and beta-gamma activity levels at selected locations inside the building and on the roof; and radionuclide analysis of outdoor soil samples and indoor samples of shield-wall fill material land debris. Analysis of soil, shield-wall fill material, debris, and smear samples showed no residual {sup 238}U attributable to former AEC-supported operations at this site. None of the indoor or outdoor gamma exposure rate measurements were elevated above DOE guidelines. The slight elevations in gamma levels found outdoors and on the roof over the shield wall are typical of naturally occurring radioactive substances present in coal ash and cinders in the fill material surrounding the building and in concrete and cinders used in constuction of the shield wall. The slightly elevated gamma levels measured at soil sampling locations can be attributed to the presence of naturally occurring radionuclides. In all samples, {sup 226}Ra and {sup 238}U appeared to be in equilibrium, indicating that these radionuclides were of natural origin and not derived from former AEC activities at this site.

    Jet vetoes are a prominent part of the signal selection in various analyses at the LHC. We discuss jet vetoes for which the transverse momentum of a jet is weighted by a smooth function of the jet rapidity. With a suitable choice of the rapidity-weighting function, such jet-veto variables can be factorized and resummed allowing for precise theory predictions. They thus provide a complementary way to divide phase space into exclusive jet bins. In particular, they provide a natural and theoretically clean way to implement a tight veto on central jets with the veto constraint getting looser for jets at increasingly forward rapidities. We mainly focus our discussion on the 0-jet case in color-singlet processes, using Higgs production through gluon fusion as a concrete example. For one of our jet-veto variables we compare the resummed theory prediction at NLL'+NLO with the recent differential cross section measurement by the ATLAS experiment in the $H\\to\\gamma\\gamma$ channel, finding good agreement. We also propose that these jet-veto variables can be measured and tested against theory predictions in other SM processes, such as Drell-Yan, diphoton, and weak diboson production.

    Dealing with complex environmental issues frequently inhibits redevelopment of industrial sites in urban settings. In 1993, the City of Chicago (City) Department of Planning and Development, Department of Buildings, and Mayor`s Office joined the Department of Environment to investigate reuse of former industrial/commercial properties (brownfields) suspected of environmental or industrial contamination. The collective result is the Brownfield Program, a three-pronged initiative: Brownfield Pilot Program, Brownfield Forum, and Brownfield Research. Black and Veatch Waste Science, Inc. (Waste Science) carried the Brownfield Program forward by performing a Phase 1 environmental site assessment for the City on one of five pilot sites. Waste Science subsequently completed a Phase 2 environmental site assessment and Phase 3 site remediation at the site. Waste oil and PCB-contaminated soil was removed.

    Planned, routine ground water sampling activities at the US Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project site near Falls City, Texas, are described in this water sampling and analysis plan (WSAP). The following plan identifies and justifies the sampling locations, analytical parameters, and sampling frequency for the routine monitoring stations at the site. The ground water data are used for site characterization and risk assessment. The regulatory basis for routine ground water monitoring at UMTRA Project sites is derived from the US Environmental Protection Agency (EPA) regulations in 40 CFR Part 192. Sampling procedures are guided by the UMTRA Project standard operating procedures (SOP) (JEG, n.d.), the Technical Approach Document (TAD) (DOE, 1989), and the most effective technical approach for the site. The Falls City site is in Karnes County, Texas, approximately 8 miles [13 kilometers southwest of the town of Falls City and 46 mi (74 km) southeast of San Antonio, Texas. Before surface remedial action, the tailings site consisted of two parcels. Parcel A consisted of the mill site, one mill building, five tailings piles, and one tailings pond south of Farm-to-Market (FM) Road 1344 and west of FM 791. A sixth tailings pile designated Parcel B was north of FM 791 and east of FM 1344.
