    We report the serendipitous discovery of the Sloan Digital Sky Survey star, SDSS J160043.6+074802.9 to be a very rapid pulsator. The variation is dominated by a frequency near 8380 microHz (period = 119.33 s) with a large amplitude (0.04 mag) and its first harmonic at 16760 microHz (59.66 s; 0.005 mag). In between these frequencies, we find at least another 8 variations with periods between 62 and 118 seconds and amplitudes between about 0.007 and 0.003 mag; weaker oscillations might also be present. Preliminary spectrograms from the performance verification phase of the Southern African Large Telescope indicate that SDSS J160043.6+074802.9 is a spectroscopic binary consisting of an sdO star and a late-type main-sequence companion. This makes it the first unambiguous detection of such an sdO star to pulsate, and certainly the first found to exhibit multi-frequency variations.

    A spectroscopic analysis of SDSS J160043.6+074802.9, a binary system containing a pulsating subdwarf-O (sdO) star with a late-type companion, yields Teff = 70 000 +/- 5000 K and log g = 5.25 +/- 0.30, together with a most likely type of K3V for the secondary star. We compare our results with atmospheric parameters derived by Fontaine et al. (2008) and in the context of existing evolution models for sdO stars. New and more extensive photometry is also presented which recovers most, but not all, frequencies found in an earlier paper. It therefore seems probable that some pulsation modes have variable amplitudes. A non-adiabatic pulsation analysis of uniform metallicity sdO models show those having log g > 5.3 to be more likely to be unstable and capable of driving pulsation in the observed frequency range.

    Grand Rapids, Michigan is striving to reduce it environmental footprint. The municipal government organization has established environmental sustainability policies with the goal of securing 100% of its energy from renewable sources by 2020. This report describes the process by which the City of Grand Rapids evaluated, selected and installed solar panels on the Water/Environmental Services Building. The solar panels are the first to be placed on a municipal building. Its new power monitoring system provides output data to assess energy efficiency and utilization. It is expected to generate enough clean solar energy to power 25 percent of the building. The benefit to the public includes the economic savings from reduced operational costs for the building; an improved environmentally sustainable area in which to live and work; and increased knowledge about the use of solar energy. It will serve as a model for future energy saving applications.

    The intruder orbitals from the fp shell play important role in the structure of nuclei around the line of stability in the upper sd shell. Experimentally we have studied {sup 35}Cl, {sup 30}P, {sup 36}Cl, {sup 37}Ar and {sup 34}Cl in this mass region using the INGA setup. Large basis cross-shell shell model calculations have indicated the need for change of the sd-fp energy gap for reliable reproduction of negative parity and high spin positive parity states. Indication of population of states of large deformation has been found in our data. Theoretical interpretation of these states has been discussed.

    Nuclei in the upper-sd shell usually exhibit characteristics of spherical single particle excitations. In the recent years, employment of sophisticated techniques of gamma spectroscopy has led to observation of high spin states of several nuclei near A ? 40. In a few of them multiparticle, multihole rotational states coexist with states of single particle nature. We have studied a few nuclei in this mass region experimentally, using various campaigns of the Indian National Gamma Array setup. We have compared and combined our empirical observations with the large-scale shell model results to interpret the structure of these nuclei. Indication of population of states of large deformation has been found in our data. This gives us an opportunity to investigate the interplay of single particle and collective degrees of freedom in this mass region.

    AA Dor is an eclipsing, close, post common-envelope binary consisting of a sdOB primary star and an unseen secondary with an extraordinary small mass - formally a brown dwarf. The brown dwarf may have been a former planet which survived a common envelope phase and has even gained mass. A recent determination of the components' masses from results of NLTE spectral analysis and subsequent comparison to evolutionary tracks shows a discrepancy to masses derived from radial-velocity and the eclipse curves. Phase-resolved high-resolution and high-SN spectroscopy was carried out in order to investigate on this problem. We present results of a NLTE spectral analysis of the primary, an analysis of its orbital parameters, and discuss possible evolutionary scenarios.

    The microscopic structure of neutron-rich sd-shell nuclei is investigated by using the spherical shell-model in the sd-pf valence space with the extended pairing plus quadrupole-quadrupole forces accompanied by the monopole interaction (EPQQM). The calculation reproduces systematically the known energy levels for even-even and odd-mass nuclei including the recent data for 43S, 46S and 47Ar. In particular, the erosion of the N=28 shell closure in 42Si can be explained. Our EPQQM results are compared with other shell-model calculations with the SDPF-NR and SDPF-U effective interactions.

    Temperature and angular momentum dependence of the quadrupole deformation is studied in the middle of the sd-shell for 28Si and 27Si isotopes using the spherical shell model approach. The shell model calculations have been performed using the standard USD interaction and the canonical partition function constructed from the calculated eigen-solutions. It is shown that the extracted average quadrupole moments show a transitional behavior as a function of temperature and the inferred transitional temperature is shown to vary with angular-momentum. The quadrupole deformation of the individual eigen-states is also analyzed.

    In this report we derive both time and frequency-domain methods for inverse identification of sources in elastodynamics and acoustics. The inverse/design problem is cast in a PDE-constrained optimization framework with efficient computation of gradients using the adjoint method. The implementation of source inversion in Sierra/SD is described, and results from both time and frequency domain source inversion are compared to actual experimental data for a weapon store used in captive carry on a military aircraft. The inverse methodology is advantageous in that it provides a method for creating ground based acoustic and vibration tests that can reduce the actual number of flight tests, and thus, saving costs and time for the program.

    The dielectron widths of {psi}(4040), {psi}(4160), and {psi}(4415), and their ratios are shown to be in good agreement with experiment, if in all cases the S-D mixing with a large mixing angle {theta} {approx_equal} 34 deg. is taken. Arguments are presented why continuum states give small contributions to the wave functions at the origin. We find that the Y (4360) resonance, considered as a pure 3 {sup 3}D{sub 1} state, would have very small dielectron width, {Gamma}{sub ee}(Y (4360)) = 0.060 keV. On the contrary, for large mixing between the 4 {sup 3}S{sub 1} and 3 {sup 3}D{sub 1} states with the mixing angle {theta} = 34.8 deg., {Gamma}{sub ee}({psi}(4415)) = 0.57 keV coincides with the experimental number, while a second physical resonance, probably Y (4360), has also a rather large {Gamma}{sub ee}(Y ({approx}4400)) = 0.61 keV. For the higher Y (4660) resonance, considered as a pure 5 {sup 3}S{sub 1} state, we predict the dielectron width {Gamma}{sub ee}(Y (4660)) = 0.70 keV, but it becomes significantly smaller, namely 0.31 keV, if the mixing angle between the 5 {sup 3}S{sub 1} and 4 {sup 3}D{sub 1} states has the characteristic value {theta} = 34 deg. The mass and dielectron width of the 6 {sup 3}S{sub 1} charmonium state are calculated.

    Disclosed are improvments to a rapid road repair vehicle comprising an improved cleaning device arrangement, two dispensing arrays for filling defects more rapidly and efficiently, an array of pre-heaters to heat the road way surface in order to help the repair material better bond to the repaired surface, a means for detecting, measuring, and computing the number, location and volume of each of the detected surface imperfection, and a computer means schema for controlling the operation of the plurality of vehicle subsystems. The improved vehicle is, therefore, better able to perform its intended function of filling surface imperfections while moving over those surfaces at near normal traffic speeds.

    Disclosed is a rapid road repair vehicle capable of moving over a surface to be repaired at near normal posted traffic speeds to scan for and find an the high rate of speed, imperfections in the pavement surface, prepare the surface imperfection for repair by air pressure and vacuum cleaning, applying a correct amount of the correct patching material to effect the repair, smooth the resulting repaired surface, and catalog the location and quality of the repairs for maintenance records of the road surface. The rapid road repair vehicle can repair surface imperfections at lower cost, improved quality, at a higher rate of speed than was was heretofor possible, with significantly reduced exposure to safety and health hazards associated with this kind of road repair activities in the past.

    Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

    The rapid thermal cycling of a material is targeted. A solid state heat exchanger with a first well and second well is coupled to a power module. A thermoelectric element is coupled to the first well, the second well, and the power module, is configured to transfer thermal energy from the first well to the second well when current from the power module flows through the thermoelectric element in a first direction, and is configured to transfer thermal energy from the second well to the first well when current from the power module flows through the thermoelectric element in a second direction. A controller may be coupled to the thermoelectric elements, and may switch the direction of current flowing through the thermoelectric element in response to a determination by sensors coupled to the wells that the amount of thermal energy in the wells falls below or exceeds a pre-determined threshold.

    The expanding availability of alternative fuels and advanced vehicles makes it easier than ever to reduce petroleum use, cut emissions, and save on fuel costs. The Clean Cities 2012 Vehicle Buyer's Guide features a comprehensive list of model year 2012 vehicles that can run on ethanol, biodiesel, electricity, propane or natural gas. Drivers and fleet managers across the country are looking for ways to reduce petroleum use, fuel costs, and vehicle emissions. As you'll find in this guide, these goals are easier to achieve than ever before, with an expanding selection of vehicles that use gasoline or diesel more efficiently, or forego them altogether. Plug-in electric vehicles made a grand entrance onto U.S. roadways in model year (MY) 2011, and their momentum in the market is poised for continued growth in 2012. Sales of the all-electric Nissan Leaf surpassed 8,000 in the fall of 2011, and the plug-in hybrid Chevy Volt is now available nationwide. Several new models from major automakers will become available throughout MY 2012, and drivers are benefiting from a rapidly growing network of charging stations, thanks to infrastructure development initiatives in many states. Hybrid electric vehicles, which first entered the market just a decade ago, are ubiquitous today. Hybrid technology now allows drivers of all vehicle classes, from SUVs to luxury sedans to subcompacts, to slash fuel use and emissions. Alternative fueling infrastructure is expanding in many regions, making natural gas, propane, ethanol, and biodiesel attractive and convenient choices for many consumers and fleets. And because fuel availability is the most important factor in choosing an alternative fuel vehicle, this growth opens up new possibilities for vehicle ownership. This guide features model-specific information about vehicle specs, manufacturer suggested retail price (MSRP), fuel economy, and emissions. You can use this information to compare vehicles and help inform your buying decisions. This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov. For some newer vehicle models, EPA data was not available at the time of this guide's publication; in these cases, manufacturer estimates are provided, if available.

    Many small countries are in need of additional territory. They build landfills and expensive artificial islands. The ocean covers 71 per cent of the Earth surface. Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans. These cheap platforms protected by air-film (bottom and sides) and a conventional insulating cover (top) and having a cooling system can exist for an unlimited time.     The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

A rapidly deployable intrusion detection system (RADIDS) has many potential applications within the DOE Complex: back-up protection for failed zones in a perimeter intrusion detection and assessment system, intrusion detection and assessment capabilities in temporary locations, protection of assets during Complex reconfiguration, and protection in hazardous locations, protection of assets during Complex reconfiguration, and protection in hazardous locations.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

    The semiclassical corrections to the Cardy-Verlinde entropy of a five-dimensional Schwarzschild de-Sitter black hole (SdS_5) are explicitly evaluated. These corrections are considered within the context of KKW analysis and arise as a result of the self-gravitation effect. In addition, a four-dimensional spacelike brane is considered as the boundary of the SdS_5 bulk background. It is already known that the induced geometry of the brane is exactly given by that of a radiation-dominated FRW universe. By exploiting the CFT/FRW-cosmology relation, we derive the self-gravitational corrections to the first Friedmann-like equation which is the equation of the brane motion. The additional term that arises due to the semiclassical analysis can be viewed as stiff matter where the self-gravitational corrections act as the source for it. This result is contrary to standard analysis that regards the charge of SdS_5 bulk black hole as the source for stiff matter. Furthermore, we rewrite the Friedmann-like equation in a such way that it represents the conservation equation of energy of a point particle moving in a one-dimensional effective potential. The self-gravitational corrections to the effective potential and, consequently, to the point particle's motion are obtained. A short analysis on the asymptotic behavior of the 4-dimensional brane is presented.

    he electric quadrupole coupling constant of the 31Al ground state is measured to be nu_Q = |eQV_{zz}/h| = 2196(21)kHz using two different beta-NMR (Nuclear Magnetic Resonance) techniques. For the first time, a direct comparison is made between the continuous rf technique and the adiabatic fast passage method. The obtained coupling constants of both methods are in excellent agreement with each other and a precise value for the quadrupole moment of 31Al has been deduced: |Q(31Al)| = 134.0(16) mb. Comparison of this value with large-scale shell-model calculations in the sd and sdpf valence spaces suggests that the 31Al ground state is dominated by normal sd-shell configurations with a possible small contribution of intruder states. The obtained value for |Q(31Al)| and a compilation of measured quadrupole moments of odd-Z even-N isotopes in comparison with shell-model calculations shows that the proton effective charge e_p=1.1 e provides a much better description of the nuclear properties in the sd-shell than the adopted value e_p=1.3 e.

Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    Jet vetoes are a prominent part of the signal selection in various analyses at the LHC. We discuss jet vetoes for which the transverse momentum of a jet is weighted by a smooth function of the jet rapidity. With a suitable choice of the rapidity-weighting function, such jet-veto variables can be factorized and resummed allowing for precise theory predictions. They thus provide a complementary way to divide phase space into exclusive jet bins. In particular, they provide a natural and theoretically clean way to implement a tight veto on central jets with the veto constraint getting looser for jets at increasingly forward rapidities. We mainly focus our discussion on the 0-jet case in color-singlet processes, using Higgs production through gluon fusion as a concrete example. For one of our jet-veto variables we compare the resummed theory prediction at NLL'+NLO with the recent differential cross section measurement by the ATLAS experiment in the $H\\to\\gamma\\gamma$ channel, finding good agreement. We also propose that these jet-veto variables can be measured and tested against theory predictions in other SM processes, such as Drell-Yan, diphoton, and weak diboson production.

The collective result is the Brownfield Program, a three-pronged initiative: Brownfield Pilot Program, Brownfield Forum, and Brownfield Research. Black and Veatch Waste Science, Inc. (Waste Science) carried the Brownfield Program forward by performing a Phase 1 environmental site assessment for the City on one of five pilot sites. Waste Science subsequently completed a Phase 2 environmental site assessment and Phase 3 site remediation at the site. Waste oil and PCB-contaminated soil was removed.

    The invention relates to a methanol-to-hydrogen cracking reactor for use with a fuel cell vehicular power plant. The system is particularly designed for rapid start-up of the catalytic methanol cracking reactor after an extended shut-down period, i.e., after the vehicular fuel cell power plant has been inoperative overnight. Rapid system start-up is accomplished by a combination of direct and indirect heating of the cracking catalyst. Initially, liquid methanol is burned with a stoichiometric or slightly lean air mixture in the combustion chamber of the reactor assembly. The hot combustion gas travels down a flue gas chamber in heat exchange relationship with the catalytic cracking chamber transferring heat across the catalyst chamber wall to heat the catalyst indirectly. The combustion gas is then diverted back through the catalyst bed to heat the catalyst pellets directly. When the cracking reactor temperature reaches operating temperature, methanol combustion is stopped and a hot gas valve is switched to route the flue gas overboard, with methanol being fed directly to the catalytic cracking reactor. Thereafter, the burner operates on excess hydrogen from the fuel cells.

    The U.S. Department of Energy's (DOE) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. A national network of nearly 100 Clean Cities coalitions brings together stakeholders in the public and private sectors to deploy alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Each year DOE asks Clean Cities coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT). NREL analyzes the data and translates them into petroleum-use reduction impacts, which are summarized in this report.

    The S-Farm overground transfer (OGT) line will bypass the existing line(s), between valve pits 241-S-B and 241-S-D that no longer meet system requirements. The new OGT line will provide a waste transfer pipeline between these valve pits in support of saltwell pumping activities. The length of the OGT line is approximately 180 ft from pit to pit. The primary pipe is nominal 1-in. diameter stainless steel (SST) braided Ethylene-propylene Diene Monomer (EPDM) hose. The encasement pipe is a nominal 3-in., flanged, SST pipe made up of several different length pipe spool pieces (drawing H-2-829564, sh. 1 and sh. 2). The OGT line slopes from valve pit 241-S-B toward valve pit 241-S-D. At each end, the primary and encasement pipe connect to a pit entry spool piece. The pit entry spool pieces are constructed of prefabricated SST materials. These spool pieces allow for the separation of the primary and encasement pipelines after the pipes have entered the valve pits (drawing H-2-818280, sh. 2). The pit entry spool pieces also allow for leak detection of the encasement pipe at each end (drawing H-2-829564, sh. 2). The OGT encasement pipeline is supported above ground by adjustable height unistrut brackets and precast concrete bases (drawing H-2-829654, sh. 1). The pipeline is heat-traced and insulated. The heat tracing and insulation supply and retain latent heat that prevents waste solidification during transfers and provides freeze protection. The total length of the pipeline is above ground, thereby negating the need for cathodic corrosion protection. This Construction Integrity Assessment Report (CIAR) is prepared by Fluor Daniel Northwest for Numatec Hanford Corporation/Lockheed Martin Hanford Corporation, the operations contractor, and the U. S. Department of Energy, the system owner. The CIAR is intended to verify that construction was performed in accordance with the provisions of Washington Administrative Code, WAC-173-303-640 (3) (c), (e), (f) and (h).

    A gang of motorcycle riders arrived at the NNSA's Kansas City Plant on July 1 to help celebrate a significant safety achievement - working nearly five million hours, covering a one-year period without a lost-time injury. The bikers -- some of whom are plant employees -- represent Bikers Against Child Abuse, the local nonprofit selected to receive a $5,000 donation as part of the plant's safety achievement celebration. The organization was selected because it aligns with the plant's community outreach focus on Family Safety & Security and partnership with the plant's union members.
