At the request of the National Renewable Energy Laboratory (NREL), the RAND Corporation examined the relationship between energy demand and energy prices with the focus on whether the relationships between demand and price differ if these are examined at different levels of data resolution. In this case, RAND compares national, regional, state, and electric utility levels of data resolution. This study is intended as a first step in helping NREL understand the impact that spatial disaggregation of data can have on estimating the impacts of their programs. This report should be useful to analysts in NREL and other national laboratories, as well as to policy nationals at the national level. It may help them understand the complex relationships between demand and price and how these might vary across different locations in the United States.

Highlights: > The paper estimates landfill externalities associated with emissions, disamenities and transport. > Transport externalities vary from 24.22 to 31.42 Rands per tonne. > Costs of emissions (estimated using benefits transfer) vary from 0.07 to 28.91 Rands per tonne. > Disamenities (estimated using hedonic pricing) vary from 0.00 to 57.46 Rands per tonne. > Overall, external costs for urban landfills exceed those of a regional landfill. - Abstract: The external (environmental and social) costs of landfilling (e.g. emissions to air, soil and water; and 'disamenities' such as odours and pests) are difficult to quantify in monetary terms, and are therefore not generally reflected in waste disposal charges or taken into account in decision making regarding waste management options. This results in a bias against alternatives such as recycling, which may be more expensive than landfilling from a purely financial perspective, but preferable from an environmental and social perspective. There is therefore a need to quantify external costs in monetary terms, so that different disposal options can be compared on the basis of their overall costs to society (financial plus external costs). This study attempts to estimate the external costs of landfilling in the City of Cape Town for different scenarios, using the benefits transfer method (for emissions) and the hedonic pricing method (for disamenities). Both methods (in particular the process of transferring and adjusting estimates from one study site to another) are described in detail, allowing the procedures to be replicated elsewhere. The results show that external costs are currently R111 (in South African Rands, or approximately US$16) per tonne of waste, although these could decline under a scenario in which energy is recovered, or in which the existing urban landfills are replaced with a new regional landfill.

DOE-sponsored battery R and D: recent advances

The main thrust of the battery research is in electric and hybrid vehicles. At the same time, batteries are being developed for utility load leveling and photovoltaic storage. Electric vehicle battery technology will be advanced in the late 1980's through RandD. Key battery development goals, based on the requirements of a passenger vehicle with a 100 mile range, acceptable performance, and a reasonable life cycle cost, are a specific energy of 56 Wh/kg (C/3 rate), a specific peak power for 30 seconds of 104 W/kg, a life of 800 cycles (80% depth of discharge), and an OEM price of /70/Wh-hr. Since 1978, differing technical approaches directed at achieving the battery goals have been pursued by each of the nine RandD contractors (three lead-acid, two nickel/iron, three nickel/zinc, and one zinc/chloride). RandD emphasis is placed on specific energy/power for lead-acid, cost for nickel/iron, cycle life for nickel/zinc, and packaging design and system control for the zinc/chloride battery. The article reviews progress by 12 laboratories.

This volume contains the appendices for the ''Impact of Geothermal Technology Improvements on Royalty Collections on Federal Lands, Final Report, Volume I.'' The material in this volume supports the conclusions presented in Volume I and details each Known Geothermal Resource Area's (KGRA's) royalty estimation. Appendix A details the physical characteristics of each KGRA considered in Volume I. Appendix B supplies summary narratives on each state which has a KGRA. The information presented in Appendix C shows the geothermal power plant area proxies chosen for each KGRA considered within the report. It also provides data ranges which fit into the IMGEO model for electric energy cost estimates. Appendix D provides detailed cost information from the IMGEO model if no Geothermal Program RandD goals were completed beyond 1987 and if all the RandD goals were completed by the year 2000. This appendix gives an overall electric cost and major system costs, which add up to the overall electric cost. Appendix E supplies information for avoided cost projections for each state involved in the study that were used in the IMGEO model run to determine at what cost/kWh a 50 MWe plant could come on line. Appendix F supplies the code used in the determination of royalty income, as well as, tabled results of the royalty runs (detailed in Appendix G). The tabled results show royalty incomes, assuming a 10% discount rate, with and without RandD and with and without a $0.01/kWh transmission cost. Individual data sheets for each KGRA royalty income run are presented in Appendix G.

The Instrumentation and Controls (IandC) Division of Oak Ridge National Laboratory (ORNL) performs basic and applied instrumentation and controls research, development and design engineering, specialized instrument design and fabrication, and maintenance services for instruments, electronics, and computers. The IandC Division is one of the largest RandD organizations of its type among government laboratories, and it exists as the result of an organizational strategy to integrate ORNL's instrumentation and controls-related disciplines into one dedicated functional organization to increase the Laboratory's expertise and capabilities in these rapidly expanding, innovative areas of technology. The Division participates in the programs and projects of ORNL by applying its expertise and capabilities in concert with other divisions to perform basic research and mission-oriented technology development. Many of the Division's RandD tasks that are a part of a larger ORNL program are of sufficient scope that the IandC effort constitutes a separate program element with direct funding and management responsibility within the Division. DMM is a program using one-space-dimensional multigroup diffusion theory to calculate the reactivity or critical conditions and flux distribution of a multiregion reactor. Calculations of fission-produced xenon and samarium and time variation due to production and depletion of isotopes are an essential part of this program. The adjoint fluxes may also be computed, and the program includes the calculation of the nuclear constaants from fairly simple input combined with a library of cross sections. ORNL R and D on advanced small and medium power reactors: Selected topics

From 1984-1985, ORNL studied several innovative small and medium power nuclear concepts with respect to viability. Criteria for assessment of market attractiveness were developed and are described here. Using these criteria and descriptions of selected advanced reactor concepts, and assessment of their projected market viability in the time period 2000-2010 was made. All of these selected concepts could be considered as having the potential for meeting the criteria but, in most cases, considerable RandD would be required to reduce uncertainties. This work and later studies of safety and licensing of advanced, passively safe reactor concepts by ORNL are described. The results of these studies are taken into account in most of the current (FY 1989) work at ORNL on advanced reactors. A brief outline of this current work is given. One of the current RandD efforts at ORNL which addresses the operability and safety of advanced reactors is the Advanced Controls Program. Selected topics from this Program are described. 13 refs., 1 fig.

Carbon tetrachloride (CCl{sub 4}) has been used extensively within the Department of Energy (DOE) nuclear weapons facilities. High levels of CCl{sub 4} at these facilities represent a potential health hazard for workers conducting cleanup operations and for surrounding communities. The overall purpose of these studies is to improve the scientific basis for assessing the health risk associated with human exposure to CCl{sub 4}. Specifically, the authors will determine the toxicokinetics of inhaled and ingested CCl{sub 4} in F344/Crl rats. B6C3F{sub 1} mice, and Syrian hamsters. They will also evaluate species differences in the metabolism of CCl{sub 4} by rats, mice, hamsters, and man. Dose-response relationships will be determined in all these studies. This information will be used to improve the physiologically based pharmacokinetic (PBPK) model for CCl{sub 4} originally developed by Paustenbach et al. (1988) and more recently revised by Thrall and Kenny (1996). The authors will also provide scientific evidence that CCl{sub 4}, like chloroform, is a hepatocarcinogen only when exposure results in cell damage, cell killing, and regenerative cell proliferation.

The industry, national, and consumer perspectives on solar power are reviewed. With a 30% increase in dealer/installers, and a 30% attrition rate, about 60% of the participants in the market are ''new kids on the block.'' The installed value of the market was $750 million in 1981. There was a 30% decline in volumes, due to the recession, in 1982. As for the national perspective, solar is labor intensive, and generated a billion dollars worth of jobs. As the DOE has abandoned all but high risk ''core technology'' RandD has faltered some. But desiccant heat pumps, polymer collectors, and parabolic collectors are discussed.

This report concerns the Department of Energy's (Department) oversight of Sandia National Laboratories' (Sandia) salary administration practices for employees not covered by union agreements. Sandia is a management and operating (MandO) contractor responsible for research and development (RandD) relating to nuclear weapons and energy. Sandia's 1987 payroll was $319 million, $42 million for bargaining and $277 million for non-bargaining unit employees. For the period covered by the audit, Department policy required Headquarters monitoring and approval of the reasonableness of MandO contractor salary administration practices in cases where the annual non-bargaining payroll exceeded $75 million. The purpose of this audit was to determine whether Department oversight of Sandia employee compensation assured that contractor pay rates were consistent with Department policy.

During this reporting period, significant progress has been made towards the development of the IEMDC System design. Considerable effort was put forth by Curtiss-Wright EMD in the resolution of the technical issue of aerodynamically induced radial forces. This has provided a design basis with which to establish the radial magnetic bearing load capacity and the rotordynamic design. Dresser-Rand has made considerable progress on the flowpath design for the compressor section particularly on the volute and inlet aerodynamic design. All efforts show progression towards the successful integration of a centrifugal compressor and variable speed electric motor ventilated by the process gas. These efforts continue to confirm the feasibility of the IEMDC system design.

The overall objective of the study was the development of guidance that would enable gas-industry R and D managers to make more-reliable assessments of the potential for both initial-cost growth and subsequent long-run cost improvement in alternative coal-gasification technologies. The first phase of the research assessed the reasonableness of the GRI contingency methodology by comparing the results obtained from applying the GRI method and the RAND Pioneer Plant Study (PPS) method to an identical set of eight coal-to-SNG processes. The second phase of the research, which addressed the issue of cost improvement, found that between process introduction and process maturity, overall cost reductions of between 30% (for moderately innovative technologies) and 60% (for highly innovative technologies) are possible. However, these results were highly dependent on a number of key assumptions including: similarity of site characteristics for successive plants; access to prior plant's experience base; and appropriate management attitudes.

This report describes a case study performed by RAND and NREL of government-industry research and development (R&D) aimed at solving materials problems encountered by the forest products industry. The principal problem addressed by the R&D was the failure of tubes that carry water and steam inside boilers used to recover chemicals during papermaking. These recovery boilers are an essential component of the papermaking process because, in addition to providing recycled chemicals to the wood digester, they also provide a significant portion of the process steam and electricity required for plant operation. The industry estimates that, on average, for each day a recovery boiler is shut down, a company loses $300,000. The government-industry team performed systematic analysis, resulting in the recommendation of two possible solutions to the problem. This case study illuminated a number of critical factors in successfully solving industrial process problems through R&D that should guide future efforts.

The report addresses four types of geothermal energy: hydrothermal, geopressured, hot dry rock, and magma systems. Hydrothermal systems are the only type that are now economically competitive commercially. Further technology development by the Department of Energy could make the uneconomical hydrothermal resources commercially attractive to the industry. The economics are more uncertain for the longer-term technologies for extracting energy from geopressured, hot dry rock, and magma systems. For some sites, the cost of energy derived from geopressured and hot dry rock systems is projected within a commercially competitive range. The use of magma energy is too far in the future to make reasonable economic calculations.

It is written for those in industry, academia, and government who have a special interest in solar thermal systems that use parabolic dishes as collectors. The evolution of parabolic technology is described, and examples of projects in operation and under construction are included. Solar thermal dish technology can supply either electric or thermal energy to various applications over a broad range of system sizes and temperatures. High and volatile fuel prices coupled with erratic fuel availability have made reliable fuel forecasting vitally important for the nation's energy industry. The costs of error or missed opportunities are now enormous for management, stockholders, bondholders, gas and electricity ratepayers, and, of course, utility regulators. Fuel market forecasts affect a host of management decisions ranging from tactical fuel planning (e.g., how much oil, coal, and, eventually, gas to purchase on the spot market over the next 3 months) to strategic power system planning (e.g., what generating mix is optimal for the 1990s) and oil and gas exploration and production (EandP) planning (e.g., what portfolio of gas prospects should be developed this decade in the lower 48 states). The State of the Industrial Compressor Market

The industrial compressor industry in the United States has been operating in a textbook example of a mature market. No truly new compressor technology has been introduced in the past thirty years and there is none on the horizon. Competitive pressures have pushed manufacturers to increase per-employee productivity and implement strict inventory and purchasing procedures to maintain profitability. Many major players that were in the rotary screw industry ten to fifteen years ago (Joy, Chicago Pneumatic, Worthington and Kellogg, to name a few) are gone. With Ingersoll-Rand's recent departure, Gardner Denver is the only U.S. company that manufactures an industrial, double-acting, reciprocating compressor. The dynamic compressor manufacturers face a similar situation. When inflation, small as it is, is factored in, industrial compressor prices have held steady or fallen in each of the past five years. With these market conditions, it is likely that the number of companies that manufacture industrial compressors will continue to decline. The companies that survive and grow will be the ones that offer solutions instead of just equipment.

Impact of geothermal technology improvements on royalty collections on Federal lands: Volume 1

The purpose of this study was to predict the value of increased royalties that could be accrued through the year 2010 by the federal government as a result of the accomplishments of the US Department of Energy (DOE) geothermal research and development (RandD) program. The technology improvements considered in this study coincide with the major goals and objectives of the DOE program as set forth in Section 3.0 and will: allow the geothermal industry to maintain a long-term competitive posture in the more favorable fields; and permit it to become competitive where the resource is of lower quality. The study was confined to power generation from liquid-dominated hydrothermal geothermal reservoirs. The technologies for exploiting the liquid-dominated, or hot water, fields for power generation are relatively new and still under development. Thus, each technology enhancement that permits greater economic use of the resource will potentially enhance royalty revenues. Potential royalty revenue from dry steam power production at The Geysers, direct use of geothermal fluids, and use of advanced geothermal technologies (i.e., hot dry rock, magma, and geopressured) has not been considered in this assessment. 12 refs.

This study has shown that the impact of specifying, procuring, using, and monitoring refuse-derived fuel (RDF) on the organizational structure and the operations and management activities of Wright-Patterson Air Force Base has been generally minimal and essentially absorbed into the various ongoing functional activities. However, the project manager devoted over 75 percent of his time to the program since it started and additional housecleaning personnel were assigned to the operating staff to remove the dust and debris resulting from the RDF. The research and development nature of this particular activity contributes to the necessity of having a project manager with time to keep the program on track and interested persons informed as to its progress. Weather this impact would be reflected in follow-on implementation programs is problematic and dependent upon how the program is viewed locally, the need for further RandD, and the visibility required or desired. The level of effort dedicated to this project was 5.6 man-years the first year and is expected to be 4.0 man-years the second year. The associated salary costs are $130,500 and $86,500, respectively. An assessment of the applicability of CITA to the operation of the RDF facility at WPAFB indicates that this and other Air Force central heating plants will be reviewed for possible contract operation in FY 1984.

Explores 4 large battery RandD programs. Two are individual electrochemical systems for electric utility energy storage: zinc-chlorine and sodium sulfur. The third is a high-temperature battery, lithium-iron sulfide, which is expected to be applicable in electric vehicles. Reviews the nearer term EV battery development programs, which include zinc-nickel oxide, iron-nickel oxide, and lead-acid batteries. Suggests that batteries appear to be an ideal companion to coal- and nuclear power-derived electrical energy, to play a key role in electrical generation and distribution networks and to power vehicles. Batteries could augment solarderived electrical energy to attain continuity and reliability of power. Battery systems now under development represent a broad range of possible approaches encompassing extremes of the periodical table, a wide variety of operating temperatures, and limitless design concepts. Along with substantial international emphasis on battery development, this range of approaches suggests that one or more candidate systems can be demonstrated to have commercial viability. While commercial viability can be demonstrated, actual implementation will be deterred by high capital cost, substantial commercialization costs, and buyer reluctance. Concludes that because oil has an unstable future, legislation or regulation coupled with personal inconvenience (rationing or waiting in gas lines) can override the economics of utility battery energy storage.

European coal mining technology

Most new developments in mechanized longwall coal technology have been pioneered by European mines and equipment manufacturers. But ironically, the most successful adaptations of European-inspired longwalling systems have occurred in North America, Australia, South Africa and elsewhere, enabling those mines to achieve even greater productivity and cost-effective utilization than the Europeans enjoy. This anomaly has little to do with mining talents, but arises instead from a pair of factors: 1) the extremely difficult mining and geological conditions of European coal basins; and 2) the profound differences between the management style and operating routines of the largely state-owned mines of Europe and the privately-owned, profit oriented mining companies abroad. Nevertheless, Europe continues to lead the way in new developments, driven by the chemistry of tough mining conditions and the commitments of its national mining industries to invest in new technology. As a third ingredient, the supra-national European Economic Community (EEC) plays an important role in promoting and funding new developments through its various agencies. A recent EEC information symposium on new methods of coal winning at Luxembourg focused on state-of-the-art longwall technology. Thus a look at current Euopean RandD programs yields pointers as to what the international coal industry may expect in the future.

The increase in world oil prices since 2003 has prompted renewed interest in producing and using liquid fuels from unconventional resources, such as biomass, oil shale, and coal. This book focuses on issues and options associated with establishing a commercial coal-to-liquids (CTL) industry within the United States. It describes the technical status, costs, and performance of methods that are available for producing liquids from coal; the key energy and environmental policy issues associated with CTL development; the impediments to early commercial experience; and the efficacy of alternative federal incentives in promoting early commercial experience. Because coal is not the only near-term option for meeting liquid-fuel needs, this book also briefly reviews the benefits and limitations of other approaches, including the development of oil shale resources, the further development of biomass resources, and increasing dependence on imported petroleum. A companion document provides a detailed description of incentive packages that the federal government could offer to encourage private-sector investors to pursue early CTL production experience while reducing the probability of bad outcomes and limiting the costs that might be required to motivate those investors. The program was devoted to a laboratory investigation of the emulsifying characteristics of different pumps suitable for shipboard pumping of bilge and ballast water oily wastes. The tests were designed to investigate the effect of several parameters, such as oil type, input oil concentration, detergent, pump operating characteristics (pressure and flow rate), and salt versus fresh water, on emulsification. Tests were conducted on the Foster-Miller tests loop. No. 2 fuel oil, lubricating oil and No. 6 fuel oil were the oils tested at concentrations ranging from 1 to 10%. The oils were tested with and without the addition of 10% Gamlen D surfactant. The pumps used were a Parker Diaphragm pump, a Blackmer Sliding Vane pump, an Ingersoll Rand Centrifugal pump and a Deming Centrifugal pump. Pump pressure ranged from 10 to 60 psi and flow rate from 10 to 100 gpm. A total of 270 tests were conducted covering 198 different operating points, 108 concerning pump comparison, 54 concerning oil concentration and surfactant, and 45 concerning salt water.

data collection efforts are used to gauge the problem of crime in America. These two data series are intended to measure different aspects of crime, but this point is often lost in the front-page headline summaries of whether crime is up, down, or about the same. Confusion regarding the two crime indicators is exacerbated when the two data series show substantially different trends, as was the case with the most recent release of data in 2001. For this column, we asked Michael Rand and Callie Rennison of the U.S. Bureau of Justice Statistics to describe the two national crime indicators and their differences. Their article clearly describes the distinct approaches to measuring crime used by these two data series, and provides a strong justification for maintaining these two approaches to address very distinct policy needs. Just a thought... A previous Window on Washington column from summer 1998 discussed the U.S. Census Bureaus Small-Area Income and Poverty Estimates Program, which used administrative records and census data in conjunction with Current Population Survey estimates to produce modelbased small-area estimates that incorporated information from all these sources. It would be interesting to see if a similar approach might be used to provide small-area estimates of violent crime, possibly by fitting a regression model to the National Crime Victimization Survey data, using the Uniform Crime Reports and other data as explanatory variables. Such approaches to combine information from the two national crime indicatorscontinuing efforts to refine inferences from two frequently confused data seriesare interesting possibilities for future research.

Variation in Adherence to External Beam Radiotherapy Quality Measures Among Elderly Men With Localized Prostate Cancer

Purpose: To characterize the variation in adherence to quality measures of external beam radiotherapy (EBRT) for localized prostate cancer and its relation to patient and provider characteristics in a population-based, representative sample of U.S. men. Methods and Materials: We evaluated EBRT quality measures proposed by a RAND expert panel of physicians among men aged {>=}65 years diagnosed between 2000 and 2002 with localized prostate cancer and treated with primary EBRT using data from the linked Surveillance, Epidemiology, and End Results (SEER)-Medicare program. We assessed the adherence to five EBRT quality measures that were amenable to analysis using SEER-Medicare data: (1) use of conformal RT planning; (2) use of high-energy (>10-MV) photons; (3) use of custom immobilization; (4) completion of two follow-up visits with a radiation oncologist in the year after therapy; and (5) radiation oncologist board certification. Results: Of the 11,674 patients, 85% had received conformal RT planning, 75% had received high-energy photons, and 97% had received custom immobilization. One-third of patients had completed two follow-up visits with a radiation oncologist, although 91% had at least one visit with a urologist or radiation oncologist. Most patients (85%) had been treated by a board-certified radiation oncologist. Conclusions: The overall high adherence to EBRT quality measures masked substantial variation in geography, socioeconomic status in the area of residence, and teaching affiliation of the RT facility. Future research should examine the reasons for the variations in these measures and whether the variation is associated with important clinical outcomes.

Defining a competency framework to shape the professional education of national security master strategists: a web-based Delphi study

The purpose of this study was to develop a competency framework to shape development of a professional education program for master strategists in national security. The research problem focused on the absence of a competency framework to guide professional education of strategists who must be capable of conceptualization and innovation master strategists. The outcome of this study was a set of the most important components that constitute a professional education framework for master strategists. This Web-based study followed a RAND Delphi heuristic model that is qualitative in nature. Instrumentation for the first round consisted of a short vignette that placed panelists in a unique situation of being able to engage a "time traveler" from 20 years in the future. The time traveler represented a source of perfect knowledge, but could provide only a "yes" or "no" response to panel member questions concerning master strategist professional education needs in the year 2022. In the subsequent two Delphi rounds, the instruments consisted of panel member questions from the previous round. The panel of experts consisted of 12 professional strategists in the field of national security strategy. The results of the study provided support to the description of master strategists as strategic leaders, strategic theoreticians, and strategic practitioners. Panelists highlighted four content domains of personal attributes, security framework, theorybased knowledge, and culture and values that encompass the range of competencies for a master strategist professional education framework. Panel members detailed a need for master strategists to have a higher order temporal perspective to conceive time as epochs and ages, defined as shifts in development punctuated by events and prominent periods in progress, respectively. Panelists described a master strategist professional education framework that mirrored the theory of profound knowledge with meta-competencies as the basic building blocks.

Dresser-Rand completed the preliminary aerodynamic flowpath of the volute and inlet design for the compressor section. This has resulted in considerable progress being made on the development of the compressor section and ultimately towards the successful integration of the IEMDC System design. Significant effort was put forth in the design of aerodynamic components which resulted in a design that meets the limits of aerodynamically induced radial forces previously established. Substantial effort has begun on the mechanical design of the compressor pressure containing case and other internal components. These efforts show progression towards the successful integration of a centrifugal compressor and variable speed electric motor ventilated by the process gas. All efforts continue to confirm the feasibility of the IEMDC system design. During the third quarter reporting period, the focus was to further refine the motor design and to ensure that the IEMDC rotor system supported on magnetic bearing is in compliance with the critical speed and vibration requirements of the API standards 617 and 541. Consequently specification to design magnetic bearings was developed and an RFQ to three magnetic bearing suppliers was issued. Considerable work was also performed to complete preliminary reports on some of the deliverable tasks under phase 1.0. These include specification for the VFD, RFQ for the magnetic bearings, and preliminary write-up for motor instrumentation and control schematic. In order to estimate motor efficiency at various operating points, plots of calculated motor losses, and motor cooling gas flow rates were also prepared. Preliminary evaluations of motor support concepts were performed via FEA to determine modal frequencies. Presentation was made at DOE Morgantown on August 12, 2003 to provide project status update. Preparations for the IEMDC motor-compressor presentation, at the GMRC conference in Salt Lake City to be held on October 5, 2003, were also started. Detailed calculations of cooling gas flow requirements for the motor and magnetic bearings, per several new operating points designated by DR, confirmed that the required gas flow was within the compressor design guidelines. Previous thrust load calculations had confirmed that the magnetic thrust bearing design load capacity of 6,000 lb. was sufficient to handle the net thrust load produced by the motor and compressor pressure loading. Thus the design data that has been generated, for the variable speed 10 MW 12,000 rpm motor, during the last three quarters, continue to confirm the feasibility of an efficient and robust motor design.

IEMDC IN-LINE ELECTRIC MOTOR DRIVEN COMPRESSOR

This report contains the final project summary and deliverables required by the award for the development of an In-line Electric Motor Driven Compressor (IEMDC). Extensive work was undertaken during the course of the project to develop the motor and the compressor section of the IEMDC unit. Multiple design iterations were performed to design an electric motor for operation in a natural gas environment and to successfully integrate the motor with a compressor. During the project execution, many challenges were successfully overcome in order to achieve the project goals and to maintain the system design integrity. Some of the challenges included limiting the magnitude of the compressor aerodynamic loading for appropriate sizing of the magnetic bearings, achieving a compact motor rotor size to meet the rotor dynamic requirements of API standards, devising a motor cooling scheme using high pressure natural gas, minimizing the impact of cooling on system efficiency, and balancing the system thrust loads for the magnetic thrust bearing. Design methods that were used on the project included validated state-of-the-art techniques such as finite element analysis and computational fluid dynamics along with the combined expertise of both Curtiss-Wright Electro-Mechanical Corporation and Dresser-Rand Company. One of the most significant areas of work undertaken on the project was the development of the unit configuration for the system. Determining the configuration of the unit was a significant step in achieving integration of the electric motor into a totally enclosed compression system. Product review of the IEMDC unit configuration was performed during the course of the development process; this led to an alternate design configuration. The alternate configuration is a modular design with the electric motor and compressor section each being primarily contained in its own pressure containing case. This new concept resolved the previous conflict between the aerodynamic flow passage requirements and electric motor requirements for support and utilities by bounding the flowpath within the compressor section. However most importantly, the benefits delivered by the new design remained the same as those proposed by the goals of the project. In addition, this alternate configuration resulted in the achievement of a few additional advantages over the original concept such as easier maintenance, operation, and installation. Interaction and feedback solicited from target clients regarding the unit configuration supports the fact that the design addresses industry issues regarding accessibility, maintainability, preferred operating practice, and increased reliability.

English: Industry does not give attention to the small domestic or professional market of digital technologies for 3D images. What was done on the XX century by using photographic film is not know available to the common people, though the facilities are even better. Some technique developed in Brasil twenty years ago and the use of conventional domestic photo or video cameras allows fot making pictures and films at home by using digital conversions for editing, and two-color goggles. The anaglyphic technique, the same NASA employs to show Mars images to the public, is not employed in Brazil yet. We must analize the reasons for that. O que foi feito ao longo do seculo XX usando filme fotografico nao esta hoje ao alcance das pessoas, sendo que a facilidade de uso e muito maior. Tecnicas desenvolvidas no Brasil ha mais de vinte anos, e o uso de simples cameras convencionais de fotografia e video permitem realizar fotos e filmes caseiros por meio de conversoes digitais na edicao e o uso de oculos bicolor. A tecnica anagifica, a mesma que a NASA usa para mostrar ao publico as imagens de Marte, por exemplo, nao teve espaco no Brasil ainda. Thank you for your interest in the activities of the Lawrence Livermore National Laboratory Computation Directorate. This collection of articles from the Laboratory's Science & Technology Review highlights the most significant computational projects, achievements, and contributions during 2002. In 2002, LLNL marked the 50th anniversary of its founding. Scientific advancement in support of our national security mission has always been the core of the Laboratory. So that researchers could better under and predict complex physical phenomena, the Laboratory has pushed the limits of the largest, fastest, most powerful computers in the world. In the late 1950's, Edward Teller--one of the LLNL founders--proposed that the Laboratory commission a Livermore Advanced Research Computer (LARC) built to Livermore's specifications. He tells the story of being in Washington, DC, when John Von Neumann asked to talk about the LARC. He thought Teller wanted too much memory in the machine. (The specifications called for 20-30,000 words.) Teller was too smart to argue with him. Later Teller invited Von Neumann to the Laboratory and showed him one of the design codes being prepared for the LARC. He asked Von Neumann for suggestions on fitting the code into 10,000 words of memory, and flattered him about ''Labbies'' not being smart enough to figure it out. Von Neumann dropped his objections, and the LARC arrived with 30,000 words of memory. Memory, and how close memory is to the processor, is still of interest to us today. Livermore's first supercomputer was the Remington-Rand Univac-1. It had 5600 vacuum tubes and was 2 meters wide by 4 meters long. This machine was commonly referred to as a 1 KFlop machine [E+3]. Skip ahead 50 years. The ASCI White machine at the Laboratory today, produced by IBM, is rated at a peak performance of 12.3 TFlops or E+13. We've improved computer processing power by 10 orders of magnitude in 50 years, and I do not believe there's any reason to think we won't improve another 10 orders of magnitude in the next 50 years. For years I have heard talk of hitting the physical limits of Moore's Law, but new technologies will take us into the next phase of computer processing power such as 3-D chips, molecular computing, quantum computing, and more. Big computers are icons or symbols of the culture and larger infrastructure that exists at LLNL to guide scientific discovery and engineering development. We have dealt with balance issues for 50 years and will continue to do so in our quest for a digital proxy of the properties of matter at extremely high temperatures and pressures. I believe that the next big computational win will be the merger of high-performance computing with information management. We already create terabytes--soon to be petabytes--of data. Efficiently storing, finding, visualizing and extracting data and turning that into knowledge which aids decision-making and scientific discovery is an exciting challenge. In the meantime, please enjoy this retrospective on computational physics, computer science, advanced software technologies, and applied mathematics performed by programs and researchers at LLNL during 2002. It offers a glimpse into the stimulating world of computational science in support of the national missions and homeland defense.

DoE Advanced Ceramic Microturbine

In July 2001, Ingersoll-Rand began work on this program. Its objective was to introduce ceramic hot section components into the IR family of microturbines to permit higher operating temperatures and hence improved efficiency. The IR microturbine product line combines a novel application of industrial turbocharger equipment, our commercially successful recuperator, and proven industrial gas turbine design practices. The objective of the joint development program is to combine the high production success of the Si{sub 3}N{sub 4} turbocharger rotors, largely from Japan, with the IR turbocharger-based microturbines. The IR 'Ceramic Microturbine' (CMT) program has been configured to use the most practical ceramic rotor, considering size, geometry, proven manufacturing methods, and physical material limitations Performance predictions indicate that 36% LHV electric conversion efficiency could be attained at a Turbine Inlet Temperature (TIT) of nominally 1000 C. The initial 72kW engine is being designed to have comparable life and costs to our current product The package power rating is expandable to 100kW with this equipment by slightly increasing pressure ratio flow and TIT. This program was initially planned as five major tasks In Task 1 a comprehensive analysis of the state of the art ceramics and their applicability to microturbines was performed Milestone I was achieved with the joint DoE/IR decision to concentrate on our 70kW microturbine, with elevated turbine inlet temperature and pressure ratio,. This preserved the ability of the engine to utilize the standard IR recuperator and the majority of the microturbine subassemblies, A commercialization report, projecting the market size, was also completed as part of this task. Task 2's detailed design of the special hot-section components has been completed,. The two critical milestones, No.3 and No.4, associated with the detailed design of the monolithic silicon nitride turbine rotor and the release of the purchase order for this critical component were accomplished in Task 2. Task 3 focused on the design and release of the other non-ceramic components, including the gas generator turbine housing, the power turbine and housing, the combustor, and a new compressor section On September 4, 2002, Milestone No.4 was completed with a Detailed Design Review of the 72 kW 'Ceramic Microturbine'. The customer's concurrence at that design review triggered the release of critical components for manufacturing (Milestone 5). In Task 4, the principle components of the CMT were fabricated and delivered to our Portsmouth facility Manufacturing was mostly completed with the exception of the final machining of the GT and PT housings, the machining of the compressor diffuser, and the fabrication of the compressor cover.
