    Excavation of a Superfund site, the Ralph Gray Truncking Company located in Westminster Orange County, California was anticipated to release sulfur dioxide and other chemicals. The California Department of Health Services, under cooperative agreement with the Agency for Toxic Substances and Disease Registry, conducted a surveillance study to assess whether illnesses were associated with cleanup activities. A panel primarily composed of more sensitive persons (n = 36) was selected to report daily respiratory symptoms and odors. Exposures included sulfur dioxide (SO{sub 2}) measurements and daily tonnage of waste removed. Analysis used Conditional Likelihood Regression and Generalized Estimating Equations (GEE) methods. Levels of SO{sub 2} were generally higher than usual ambient air, at times exceeding levels which can cause health effects among asthmatics in laboratory settings. Wheeze and cough were significantly associated with tonnage of waste removed, especially on days when the highest amounts of waste were removed. Upper respiratory symptoms were found to be associated with SO{sub 2}, and weak relationships were found with nausea and burning nose and SO{sub 2}.

    This analysis is an update to the 2005 Energy Efficiency Potential Study completed by KEMA for the Kauai Island Utility Cooperative (KIUC) and identifies potential energy efficiency opportunities in the residential sector on Kauai (KEMA 2005). The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program. This report finds that there remains potential energy efficiency savings that could be cost-effectively incentivized through a utility residential demand-side management program on Kauai if implemented in such a way that the program costs per measure are consistent with the current residential program costs.

    DNV Renewables (USA) Inc. (DNV KEMA) received a grant from the U.S. Department of Energy (DOE) to develop the curriculum for a series of short courses intended to address Topic Area 5 – Workforce Development, one of the focus areas to achieve the goals outlined in 20% Wind by 2030: Increasing Wind Energy’s Contribution to Electricity Supply. The aim of the curriculum development project was to provide material for instructors to use in a training program to help professionals transition into careers in wind energy. Under this grant DNV KEMA established a “knowledge boosting” program for the wind energy industry with the following objectives: 1. Develop technical training curricula and teaching materials for six key topic areas that can be implemented in a flexible format by a knowledgeable instructor. The topic areas form a foundation that can be leveraged for subsequent, more detailed learning modules (not developed in this program). 2. Develop an implementation guidance document to accompany the curricula outlining key learning objectives, implementation methods, and guidance for utilizing the curricula. This curriculum is intended to provide experienced trainers course material that can be used to provide course participants with a basic background in wind energy and wind project development. The curriculum addresses all aspects of developing a wind project, that when implemented can be put to use immediately, making the participant an asset to U.S. wind industry employers. The curriculum is comprised of six short modules, together equivalent in level of content to a one-semester college-level course. The student who completes all six modules should be able to understand on a basic level what is required to develop a wind project, speak with a reasonable level of confidence about such topics as wind resource assessment, energy assessment, turbine technology and project economics, and contribute to the analysis and review of project information. The content of the curriculum is based on DNV KEMA’s extensive experience in consulting and falls under six general topics: 1. Introduction to wind energy 2. Wind resource and energy assessment 3. Wind turbine systems and components 4. Wind turbine installation, integration, and operation 5. Feasibility studies 6. Project economics Each general topic (module) covers 10-15 sub-topics. Representatives from industry provided input on the design and content of the modules as they were developed. DNV KEMA developed guidance documents to accompany the training curricula and materials in order to facilitate usage of the curricula in a manner consistent with industries requirements. Internal and external pilot trainings using selections of the curriculum provided valuable feedback that was then used to modify and improve the material and make it more relevant to participants. The pilot trainings varied in their content and intensity, and each served as an opportunity for the trainers to better understand which techniques proved to be the most successful for accelerated learning. In addition, the varied length and content of the trainings, which were adjusted to suit the focus and budget for each particular situation, highlight the flexibility of the format. The material developed under this program focused primarily on onshore wind project development. The course material could be extended in the future to address the unique aspects of offshore project development.

  5. Customer Impact Evaluation for the 2009 Southern California Edison Participating Load Pilot

    The 2009 Participating Load Pilot Customer Impact Evaluation provides evidence that short duration demand response events which cycle off air conditioners for less than thirty minutes in a hot, dry environment do not lead to a significant degradation in the comfort level of residents participating in the program. This was investigated using: (1) Analysis of interval temperature data collected from inside residences of select program participants; and (2) Direct and indirect customer feedback from surveys designed and implemented by Southern California Edison at the conclusion of the program season. There were 100 indoor temperature monitors that were acquired by LBNL for this study that transmitted temperature readings at least once per hour with corresponding timestamps during the program season, June-October, 2009. Recorded temperatures were transferred from the onsite telemetry devices to a mesh network, stored, and then delivered to KEMA for analysis. Following an extensive data quality review, temperature increases during each of the thirty demand response test events were calculated for each device. The results are as follows: (1) Even for tests taking place during outside temperatures in excess of 100 degrees Fahrenheit, over 85 percent of the devices measured less than a 0.5 degree Fahrenheit temperature increase indoors during the duration of the event. (2) For the increases that were observed, none was more than 5 degrees and it was extremely rare for increases to be more than 2 degrees. At the end of the testing season SCE and KEMA designed and conducted a survey of the a facilities and public works managers and approximately 100 customers feedback survey to assess the extent the PLP events were noticed or disrupted the comfort level of participants. While only a small sampling of 3 managers and 16 customer surveys were completed, their responses indicate: (1) No customer reported even a moderate level of discomfort from the cycling-off of their air conditioners during test events; and (2) Very few customers noticed any of the thirty events at all. The results of this study suggest that the impacts on comfort from short-duration interruptions of air-conditioners, even in very hot climates, are for the most part very modest, if they are even noticed at all. Still, we should expect that these impacts will increase with longer interruptions of air-conditioning. By the same token, we should also expect that they will be less significant in cooler climates.

    The combination of premature failure of wind turbine gearboxes and the downtime caused by those failures leads to an increase in the cost of electricity produced by the wind. There is a need for guidance to asset managers regarding how to maximize the longevity of their gearboxes in order to help keep the cost of wind energy as low as possible. A low cost of energy supports the US Department of Energy's goal of achieving 20% of the electricity in the United States produced by wind by the year 2030. DNV KEMA has leveraged our unique position in the industry as an independent third party engineering organization to study the problem of gearbox health management and develop guidance to project operators. This report describes the study. The study was conducted in four tasks. In Task 1, data that may be related to gearbox health and are normally available to wind project operators were collected for analysis. Task 2 took a more in-depth look at a small number of gearboxes to gain insight in to relevant failure modes. Task 3 brought together the previous tasks by evaluating the available data in an effort to identify data that could provide early indications of impending gearbox failure. Last, the observations from the work were collected to develop recommendations regarding gearbox health management.

    This is the seventeenth Quarterly Technical Report for DOE Cooperative Agreement No: DEFC26-00NT40753. The goal of the project is to develop cost effective analysis tools and techniques for demonstrating and evaluating low NOx control strategies and their possible impact on boiler performance for boilers firing US coals. The Electric Power Research Institute (EPRI) is providing co-funding for this program. The SCR slipstream reactor was assembled and installed at Plant Gadsden this quarter. Safety equipment for ammonia had not been installed at the end of the quarter, but will be installed at the beginning of next quarter. The reactor will be started up next quarter. Four ECN corrosion probes were reinstalled at Gavin and collected corrosion data for approximately one month. Two additional probes were installed and removed after about 30 hours for future profilometry analysis. Preliminary analysis of the ECN probes, the KEMA coupons and the CFD modeling results all agree with the ultrasonic tube test measurements gathered by AEP personnel.

    US EPA regulations limit the release of Krypton-85 to the environment from commercial facilities after January 1, 1983. In order to comply with these regulations, Krypton-85, which would be released during reprocessing of commercial nuclear fuel, must be collected and stored. Technology currently exists for separation of krypton from other inert gases, and for its storage as a compressed gas in steel cylinders. The requirements, which would be imposed for 100-year storage of Krypton-85, have led to development of processes for encapsulation of krypton within a stable solid matrix. The objective of this effort was to provide preconceptual engineering designs, technical evaluations, and life cycle costing data for comparison of two alternate candidate processes for encapsulation of Krypton-85. This report has been prepared by The Ralph M. Parsons Company for the US Department of Energy.

  10. Kirkland gets license in hot Philippines area

    This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

    The National Ignition Facility (NIF) is being built at the Lawrence Livermore National Laboratory (LLNL) as an international research center for inertial confinement fusion (ICF). This paper will provide an overview of NIF, review NIF seismic criteria, and briefly discuss seismic analyses of NIF optical support structures that have been performed by LLNL and the Ralph M. Parsons Company, the Architect and Engineer (A&E) for NIF. The NIF seismic design and evaluation criteria is based on provisions in DOE Standard 1020 (DOE-STD-1020), the Uniform Building Code (UBC), and the LLNL Mechanical Engineering Design Safety Standards (MEDSS). Different levels of seismic requirements apply to NIF structures, systems, and components (SSCs) based on their function. The highest level of requirements are defined for optical support structures and SSCs which could influence the performance of optical support structures, while the minimum level of requirements are Performance Category 2 (PC2) requirements in DOE-STD-1020. To demonstrate that the NIF seismic criteria is satisfied, structural analyses have been performed by LLNL and Parsons to evaluate the responses of optical support structures and other SSCs to seismic-induced forces.

  12. Review of Monitoring Plans for Gas Bubble Disease Signs and Gas Supersaturation Levels on the Columbia and Snake Rivers.

    Montgomery Watson was retained by the Bonneville Power Administration to evaluate the monitoring program for gas bubble disease signs and dissolved gas supersaturation levels on the Columbia and Snake rivers. The results of this evaluation will provide the basis for improving protocols and procedures for future monitoring efforts. Key study team members were Dr. John Colt, Dr. Larry Fidler, and Dr. Ralph Elston. On the week of June 6 through 10, 1994 the study team visited eight monitoring sites (smolt, adult, and resident fish) on the Columbia and Snake rivers. Additional protocol evaluations were conducted at the Willard Field Station (National Biological Survey) and Pacific Northwest Laboratories at Richland (Battelle). On June 13 and 14, 1994, the study team visited the North Pacific Division office of the U.S. Corps of Engineers and the Fish Passage Center to collect additional information and data on the monitoring programs. Considering the speed at which the Gas Bubble Trauma Monitoring Program was implemented this year, the Fish Passage Center and cooperating Federal, State, and Tribal Agencies have been doing an incredible job. Thirty-one specific recommendations are presented in this report and are summarized in Section 14.

Abstract: The red-cockaded woodpecker (Picoides borealis) population on the Savannah River Site has been closely monitored and studied over the last 17 years. In 1985, the USDA Forest Service Southern Research Station was given responsibility to study and manage this population in an effort to prevent its extirpation. In December 1985, there were only 4 individuals on the site: 1 pair and 2 solitary males. The population had increased to a total of 175 individuals in 42 active clusters in 2002. Although this represents a very successful recovery effort, there has been substantial annual variation in nesting survival from banding to fledging. Data were analyzed to more completely understand the factors affecting reproduction. No significant effects of age of the breeding male and female, years paired, number of helpers, habitat quality, number of nestings, and time of nest initiation were found when comparing reproductive success in 117 nesting attempts from 1999 to 2002. However, the number of neighboring groups had a direct effect on mortality rates, possibly demonstrating the importance of cluster spacing.

  14. Cyber Incidents Involving Control Systems

    The Analysis Function of the US-CERT Control Systems Security Center (CSSC) at the Idaho National Laboratory (INL) has prepared this report to document cyber security incidents for use by the CSSC. The description and analysis of incidents reported herein support three CSSC tasks: establishing a business case; increasing security awareness and private and corporate participation related to enhanced cyber security of control systems; and providing informational material to support model development and prioritize activities for CSSC. The stated mission of CSSC is to reduce vulnerability of critical infrastructure to cyber attack on control systems. As stated in the Incident Management Tool Requirements (August 2005) ''Vulnerability reduction is promoted by risk analysis that tracks actual risk, emphasizes high risk, determines risk reduction as a function of countermeasures, tracks increase of risk due to external influence, and measures success of the vulnerability reduction program''. Process control and Supervisory Control and Data Acquisition (SCADA) systems, with their reliance on proprietary networks and hardware, have long been considered immune to the network attacks that have wreaked so much havoc on corporate information systems. New research indicates this confidence is misplaced--the move to open standards such as Ethernet, Transmission Control Protocol/Internet Protocol, and Web technologies is allowing hackers to take advantage of the control industry's unawareness. Much of the available information about cyber incidents represents a characterization as opposed to an analysis of events. The lack of good analyses reflects an overall weakness in reporting requirements as well as the fact that to date there have been very few serious cyber attacks on control systems. Most companies prefer not to share cyber attack incident data because of potential financial repercussions. Uniform reporting requirements will do much to make this information available to Department of Homeland Security (DHS) and others who require it. This report summarizes the rise in frequency of cyber attacks, describes the perpetrators, and identifies the means of attack. This type of analysis, when used in conjunction with vulnerability analyses, can be used to support a proactive approach to prevent cyber attacks. CSSC will use this document to evolve a standardized approach to incident reporting and analysis. This document will be updated as needed to record additional event analyses and insights regarding incident reporting. This report represents 120 cyber security incidents documented in a number of sources, including: the British Columbia Institute of Technology (BCIT) Industrial Security Incident Database, the 2003 CSI/FBI Computer Crime and Security Survey, the KEMA, Inc., Database, Lawrence Livermore National Laboratory, the Energy Incident Database, the INL Cyber Incident Database, and other open-source data. The National Memorial Institute for the Prevention of Terrorism (MIPT) database was also interrogated but, interestingly, failed to yield any cyber attack incidents. The results of this evaluation indicate that historical evidence provides insight into control system related incidents or failures; however, that the limited available information provides little support to future risk estimates. The documented case history shows that activity has increased significantly since 1988. The majority of incidents come from the Internet by way of opportunistic viruses, Trojans, and worms, but a surprisingly large number are directed acts of sabotage. A substantial number of confirmed, unconfirmed, and potential events that directly or potentially impact control systems worldwide are also identified. Twelve selected cyber incidents are presented at the end of this report as examples of the documented case studies (see Appendix B).

  15. Designing PV Incentive Programs to Promote System Performance: AReview of Current Practice

    Some stakeholders continue to voice concerns about the performance of customer-sited photovoltaic (PV) systems, particularly because these systems typically receive financial support through ratepayer- or publicly-funded programs. Although much remains to be understood about the extent and specific causes of poor PV system performance, several studies of the larger programs and markets have shed some light on the issue. An evaluation of the California Energy Commission (CEC)'s Emerging Renewables Program, for example, found that 7% of systems, in a sample of 95, had lower-than-expected power output due to shading or soiling (KEMA 2005). About 3% of a larger sample of 140 systems were not operating at all or were operating well below expected output, due to failed equipment, faulty installation workmanship, and/or a lack of basic maintenance. In a recent evaluation of the other statewide PV incentive program in California, the Self-Generation Incentive Program, 9 of 52 projects sampled were found to have annual capacity factors less than 14.5%, although reasons for these low capacity factors generally were not identified (Itron 2005). Studies of PV systems in Germany and Japan, the two largest PV markets worldwide, have also revealed some performance problems associated with issues such as shading, equipment and installation defects, inverter failure, and deviations from module manufacturers' specifications (Otani et al. 2004, Jahn & Nasse 2004). Although owners of PV systems have an inherent incentive to ensure that their systems perform well, many homeowners and building operators may lack the necessary information and expertise to carry out this task effectively. Given this barrier, and the responsibility of PV incentive programs to ensure that public funds are prudently spent, these programs should (and often do) play a critical role in promoting PV system performance. Performance-based incentives (PBIs), which are based on actual energy production rather than the rated capacity of the modules or system, are often suggested as one possible strategy. Somewhat less recognized are the many other program design options also available, each with its particular advantages and disadvantages. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance - including, but not limited to, PBIs - used by 32 prominent PV incentive programs in the U.S. (see Table 1).1 We focus specifically on programs that offer an explicit subsidy payment for customer-sited PV installations. PV support programs that offer other forms of financial support or that function primarily as a mechanism for purchasing renewable energy credits (RECs) through energy production-based payments are outside the scope of our review.2 The information presented herein is derived primarily from publicly available sources, including program websites and guidebooks, programs evaluations, and conference papers, as well as from a limited number of personal communications with program staff. The remainder of this report is organized as follows. The next section presents a simple conceptual framework for understanding the issues that affect PV system performance and provides an overview of the eight general strategies to encourage performance used among the programs reviewed in this report. The subsequent eight sections discuss in greater detail each of these program design strategies and describe how they have been implemented among the programs surveyed. Based on this review, we then offer a series of recommendations for how PV incentive programs can effectively promote PV system performance.

    This Deliverable No. 18b - Capital and Operating Cost Estimates includes a detailed presentation of the 12,500 BPD coal-to-methanol-to-gasoline plant from the standpoint of capital, preoperations, start-up and operations cost estimation. The base capital cost estimate in June 1982 dollars was prepared by the Ralph M. Parsons Company under the direction of Grace. The escalated capital cost estimate as well as separate estimates for preoperations, startup and operations activities were developed by Grace. The deliverable consists of four volumes. Volume I contains details of methodology used in developing the capital cost estimate, summary information on a base June 1982 capital cost, details of the escalated capital cost estimate and separate sections devoted to preoperations, start-up, and operations cost. The base estimate is supported by detailed information in Volumes II, III and IV. The degree of detail for some units was constrained due to proprietary data. Attempts have been made to exhibit the estimating methodology by including data on individual equipment pricing. Proprietary details are available for inspection upon execution of nondisclosure and/or secrecy agreements with the licensors to whom the data is proprietary. Details of factoring certain pieces of equipment and/or entire modules or units from the 50,000 BPD capital estimate are also included. In the case of the escalated capital estimate, Grace has chosen to include a sensitivity analysis which allows for ready assessment of impacts of escalation rates (inflation), contingency allowances and the construction interest financing rates on the escalated capital cost. Each of the estimates associated with bringing the plant to commercial production rates has as a basis the schedule and engineering documentation found in Deliverable No. 14b - Process Engineering and Mechanical Design Report, No. 28b - Staffing Plans, No. 31b - Construction Plan, and No. 33b - Startup and Operation Plan.

    The original goal of this award was to develop a proteoglycan chip containing suitable oligosaccharides that could be used as substrates for glycosyltransferases involved in synthesis or proteoglycans in higher plant cell walls. We had previously developed a suite of cloned enzymes that could be used to cleave most of the relevant glycosidic linkages in plant cell walls. The next step, supported by the previous award and this award, was to produce a series of transgenic plants in which synthetic proteins were introduced that contained each of the known sequence motifs that induce prolyl hydroxylation, and subsequent glycosylation. This work was completed and published in Estevez et al (2006). We then engaged on a series of experiments to define the properties of the prolyl hydroxylases that convert certain prolyl resides to hydroxyproline for subsequent glycosylation. This proved to be a challenging goal that required recruitment of an international team of complementary skills and several additional years or research. However, the effort was successful and has been published in Science recenty (Velasquez et al., 2011). In the course of this project, the postdoc supported by the award (Jose Estevez) was asked to provide technical assistance to a colleague at Stanford because of his expertise in marine polysaccharides. This led to the important discovery that marine algae have compounds that could be classified as lignin (Martone et al., 2009).   18. Development of Toroidal Core Transformers

    The original objective of this project was to design, build and test a few prototypes of singlephase dry-type distribution transformers of 25 kVA, 2.4 kV primary to 120 V transformers using cores made of a continuous steel strip shaped like a doughnut (toroid). At different points during the development of the project, the scope was enhanced to include the more practical case of a 25 kVA transformer for a 13.8 kV primary system voltage. Later, the scope was further expanded to design and build a 50 kVA unit to transformer voltage from 7.62 kV to 2x120 V. This is a common transformer used by Con Edison of New York and they are willing to test it in the field. The project officially started in September 2009 and ended in May 2014. The progress was reported periodically to DOE in eighteen quarterly reports. A Continuation Application was submitted to DOE in June 2010. In May 2011 we have requested a non-cost extension of the project. In December 2011, the Statement of Project Objectives (SOPO) was updated to reflect the real conditions and situation of the project as of 2011. A second Continuation Application was made and funding was approved in 2013 by DOE and the end date was extended to May 2014.The technical challenges that were overcome in this project include: the development of the technology to pass the impulse tests, derive a model for the thermal performance, produce a sound mechanical design, and estimate the inrush current. However, the greatest challenge that we faced during the development of the project was the complications of procuring the necessary parts and materials to build the transformers. The actual manufacturing process is relatively fast, but getting all parts together is a very lengthy process. The main products of this project are two prototypes of toroidal distribution transformers of 7.62 kV (to be used in a 13.8 kV system) to 2x120 V secondary (standard utilization voltage); one is rated at 25 kVA and the other at 50 kVA. The 25 kVA transformer passed the impulse test in KEMA high-voltage laboratories. Additional products include: nine papers published in the IEEE Transactions on Power Delivery, one patent has been filed, three PhD students were supported from beginning to graduation, five postdoctoral fellows, and three MSc students were partially supported. The electrical characteristics of our dry-type toroidal transformers are similar to those of the oil-immersed pole mounted transformers currently in use by many utilities, but toroids have higher efficiency. The no-load losses of the 50 kVA prototype are only 45 W. A standard transformer has no-load losses between 90 and 240 W. Thus, even the finest transformer built today with standard technology has double the amount of no-load losses than the prototype toroidal transformer. When the manufacturing process is prepared for mass production, the cost of a dry-type toroidal transformer would be similar to the price of an oil-filed standard design. However, because of the greatly reduced losses, the total ownership cost of a toroidal transformer could be about half of a traditional design. We got a grant from Power Bridge NY in the amount of $149,985 from June 2014 to May 2015 to continue developing the transformer with commercialization objectives. We are considering the possibility to incorporate a company to manufacture the transformers and have contacted investors. The current status of the real life testing is as follows: after several months of silence, Con Edison has re-started conversations and has shown willingness to test the transformer. Other companies, PSE&G and National Grid have recently also shown interest and we will present our product to them soon.
