    In 2005 the National Ground Intelligence Center (NGIC) proposed that the PATTON Alliance provide assistance in evaluating and obtaining the Integrated Gazetteer Database (IGDB), developed for the Naval Space Warfare Command Research group (SPAWAR) under Advance Research and Development Activity (ARDA) funds by MITRE Inc., fielded to the text-based search tool GeoLocator, currently in use by NGIC. We met with the developers of GeoLocator and identified their requirements for a better gazetteer. We then validated those requirements by reviewing the technical literature, meeting with other members of the intelligence community (IC), and talking with both the United States Geologic Survey (USGS) and the National Geospatial Intelligence Agency (NGA), the authoritative sources for official geographic name information. We thus identified 12 high-level requirements from users and the broader intelligence community. The IGDB satisfies many of these requirements. We identified gaps and proposed ways of closing these gaps. Three important needs have not been addressed but are critical future needs for the broader intelligence community. These needs include standardization of gazetteer data, a web feature service for gazetteer information that is maintained by NGA and USGS but accessible to users, and a common forum that brings together IC stakeholders and federal agency representatives to provide input to these activities over the next several years. Establishing a robust gazetteer web feature service that is available to all IC users may go a long way toward resolving the gazetteer needs within the IC. Without a common forum to provide input and feedback, community adoption may take significantly longer than anticipated with resulting risks to the war fighter.

    We investigate the role of networks of alliances in preventing (multilateral) interstate wars. We first show that, in the absence of international trade, no network of alliances is peaceful and stable. We then show that international trade induces peaceful and stable networks: trade increases the density of alliances so that countries are less vulnerable to attack and also reduces countries' incentives to attack an ally. We present historical data on wars and trade, noting that the dramatic drop in interstate wars since 1950, and accompanying densification and stabilization of alliances, are consistent with the model but not other prominent theories.

    We introduce the concept of an {\\em operator decision making technique} and apply it to a concrete political problem: should a given political party form a coalition or not? We focus on the situation of three political parties, and divide the electorate into four groups: partisan supporters of each party and a group of undecided voters. We consider party-party interactions of two forms: shared or differing alliance attitudes. Our main results consist of time-dependent decision functions for each of the three parties, and their asymptotic values, i.e., their final decisions on whether or not to form a coalition.

    A defensive $k$-alliance in a graph is a set $S$ of vertices with the property that every vertex in $S$ has at least $k$ more neighbors in $S$ than it has outside of $S$. A defensive $k$-alliance $S$ is called global if it forms a dominating set. In this paper we study the problem of partitioning the vertex set of a graph into (global) defensive $k$-alliances. The (global) defensive $k$-alliance partition number of a graph $\\Gamma=(V,E)$, ($\\psi_{k}^{gd}(\\Gamma)$) $\\psi_k^{d}(\\Gamma)$, is defined to be the maximum number of sets in a partition of $V$ such that each set is a (global) defensive $k$-alliance. We obtain tight bounds on $\\psi_k^{d}(\\Gamma)$ and $\\psi_{k}^{gd}(\\Gamma)$ in terms of several parameters of the graph including the order, size, maximum and minimum degree, the algebraic connectivity and the isoperimetric number.     The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    The recovery of lowland rainforest vegetation on the Island of Hawaii was evaluated 2 years after clearcutting. Rainforest quality was assessed with regeneration success associated with the environmental changes. Sixty-three percent of the 57 vascular species in the forest were native to the Hawaiian rainforest. Phanerophytes were the most important life form. The presence of Psidium cattleianum and other alien species demonstrated disturbances had occurred in selected areas prior to the clearcutting. Two years after clearcutting (1987), only 24% of the 101 species coming into the clearcut area were native. The shrubs, micro- and nano-phanerophyte, were the dominant life forms, represented by Pipturus albidus, a native rainforest shrub or tree, and four non-native shrub species. Metrosideros polymorpha, the dominant tree in the native forest, was successfully regenerating from seed across the clear-cut area. The forest seedbank analysis also demonstrated that Metrosideros, along with the seeds of important exotic species colonizing the clearcut area were presented in the forest soils. The forest and clearcut species had a high rate of correlation with the elevation gradient. The underlying lava flows strong influenced past and present vegetation associations. In the clearcut area, the degree of compaction and distance from the forest were critical factors determining the composition of recovering vegetation. The microclimate variables of soils, significantly altered due to the effects of clearcutting, and competition from weeds probably lead to poor germination and growth of native rainforest species. This native forest is not pristine, but unique in stature, in complex of cohort stands, and in position on the landscape. It is extremely prone to species composition shift following perturbation, due to the presence of the weed seedbank in the forest seedbank as demonstrated in the dominance of these species across the clearcut area.

    The overall objective is to develop a Solid Oxide Fuel Cell (SOFC) stack that can be economically produced in high volumes and mass customized for different applications in transportation, stationary power generation, and military market sectors. In Phase I, work will be conducted on system design and integration, stack development, and development of reformers for natural gas and gasoline. Specifically, Delphi-Battelle will fabricate and test a 5 kW stationary power generation system consisting of a SOFC stack, a steam reformer for natural gas, and balance-of-plant (BOP) components, having an expected efficiency of {>=}35 percent (AC/LHV). In Phase II and Phase III, the emphasis will be to improve the SOFC stack, reduce start-up time, improve thermal cyclability, demonstrate operation on diesel fuel, and substantially reduce materials and manufacturing cost by integrating several functions into one component and thus reducing the number of components in the system. In Phase II, Delphi-Battelle will fabricate and demonstrate two SOFC systems: an improved stationary power generation system consisting of an improved SOFC stack with integrated reformation of natural gas, and the BOP components, with an expected efficiency of {>=}40 percent (AC/LHV), and a mobile 5 kW system for heavy-duty trucks and military power applications consisting of an SOFC stack, reformer utilizing anode tailgate recycle for diesel fuel, and BOP components, with an expected efficiency of {>=}30 percent (DC/LHV).     Knowing the strategy of an opponent in a competitive environment conveys obvious evolutionary advantages. But this information is costly, and the benefit of being informed may not necessarily offset the additional cost. Here we introduce social dilemmas with informed strategies, and we show that this gives rise to two cyclically dominant triplets that form defensive alliances. The stability of these two alliances is determined by the rotation velocity of the strategies within each triplet. A weaker strategy in a faster rotating triplet can thus overcome an individually stronger competitor. Fascinating spatial patterns favor the dominance of a single defensive alliance, but enable also the stable coexistence of both defensive alliances in very narrow regions of the parameter space. A continuous reentrant phase transition reveals before unseen complexity behind the stability of strategic alliances in evolutionary social dilemmas.

    This work presents the application of a newly developed method to facilitate the distinction between primary and secondary organic compounds in ambient aerosols based on their chiral analysis. The organic constituents chosen for chiral analysis are the four stereomers of the 2-methyltetrols, (2R,3S)- and (2S,3R)- methylerythritol and (2S,3S)- and (2R,3R)- methylthreitol. Ambient PM10 aerosol samples were collected between June 2008 and June 2009 near Manaus, Brazil, in a remote tropical rainforest environment of central Amazonia. The samples were analyzed for the presence of these four stereomers because qualitatively, in a previous study, they have been demonstrated to have partly primary origins. Thus the origin of these compounds may be primary and secondary from the biosynthesis and oxidation processes of isoprene within plants and also in the atmosphere. Using authentic standards, the quantified concentrations were in average 78.2 and 72.8 ng m-3 for (2R,3S)- and (2S,3R)- methylerythritol and 3.1 and 3.3 ng m-3 for (2S,3S)- and (2R,3R)- methylthreitol during the dry season and 7.1, 6.5, 2.0, and 2.2 ng m-3 during the wet season, respectively. Furthermore, these compounds were found to be outside the confidence interval for racemic mixtures (enantiomeric fraction, Ef = 0.5 -0.01) in nearly all the samples, with deviations of up to 32 % (Ef = 0.61) for (2R,3S)-methylerythritol and 47 % (Ef = 0.65) for (2S,3S)-methylthreitol indicating (99% confidence level) biologically-produced 2-methyltetrols. The minimum primary origin contribution ranged between 0.19 and 29.67 ng m-3 for the 2-methylerythritols and between 0.15 and 1.2 ng m-3 for the 2-methylthreitols. The strong correlation of the diatereomers (racemic 2-methylerythritol and 2-methylthreitol) in the wet season implied a secondary origin. Assuming the maximum secondary contribution in the dry season, the secondary fraction in the wet season was 81-99 % and in the dry season, 10 - 95 %. Nevertheless, from the total 2-methyltetrol mass, the secondary mass represented 31 % whereas the primary 69 %. These results could have been expected for PM10 aerosols and might be different for fine particles at the same site. In addition, correlations with isoprene emission estimates for this site only showed an anti-correlation with 2-methylthreitol suggesting their direct emission from biological activity. The present study reinforces the importance of the analysis of chiral organic compounds to correctly assess the contribution of primary biogenic emissions and isoprene oxidation products to biogenic secondary organic aerosol.

  3. Forest Restoration Carbon Analysis of Baseline Carbon Emissions and Removal in Tropical Rainforest at La Selva Central, Peru

    Conversion of tropical forest to agricultural land and pasture has reduced forest extent and the provision of ecosystem services, including watershed protection, biodiversity conservation, and carbon sequestration. Forest conservation and reforestation can restore those ecosystem services. We have assessed forest species patterns, quantified deforestation and reforestation rates, and projected future baseline carbon emissions and removal in Amazon tropical rainforest at La Selva Central, Peru. The research area is a 4800 km{sup 2} buffer zone around the Parque Nacional Yanachaga-Chemillen, Bosque de Proteccion San Matias-San Carlos, and the Reserva Comunal Yanesha. A planned project for the period 2006-2035 would conserve 4000 ha of forest in a proposed 7000 ha Area de Conservacion Municipale de Chontabamba and establish 5600 ha of natural regeneration and 1400 ha of native species plantations, laid out in fajas de enriquecimiento (contour plantings), to reforest 7000 ha of agricultural land. Forest inventories of seven sites covering 22.6 ha in primary forest and 17 sites covering 16.5 ha in secondary forest measured 17,073 trees of diameter {ge} 10 cm. The 24 sites host trees of 512 species, 267 genera, and 69 families. We could not identify the family of 7% of the trees or the scientific species of 21% of the trees. Species richness is 346 in primary forest and 257 in the secondary forest. In primary forest, 90% of aboveground biomass resides in old-growth species. Conversely, in secondary forest, 66% of aboveground biomass rests in successional species. The density of trees of diameter {ge} 10 cm is 366 trees ha{sup -1} in primary forest and 533 trees ha{sup -1} in secondary forest, although the average diameter is 24 {+-} 15 cm in primary forest and 17 {+-} 8 cm in secondary forest. Using Amazon forest biomass equations and wood densities for 117 species, aboveground biomass is 240 {+-} 30 t ha{sup -1} in the primary sites and 90 {+-} 10 t ha{sup -1} in the secondary sites. Aboveground carbon density is 120 {+-} 15 t ha{sup -1} in primary forest and 40 {+-} 5 t ha{sup -1} in secondary forest. Forest stands in the secondary forest sites range in age from 10 to 42 y. Growth in biomass (t ha{sup -1}) as a function of time (y) follows the relation: biomass = 4.09-0.017 age{sup 2} (p < 0.001). Aboveground biomass and forest species richness are positively correlated (r{sup 2} = 0.59, p < 0.001). Analyses of Landsat data show that the land cover of the 3700 km{sup 2} of non-cloud areas in 1999 was: closed forest 78%; open forest 12%, low vegetation cover 4%, sparse vegetation cover 6%. Deforestation from 1987 to 1999 claimed a net 200 km{sup 2} of forest, proceeding at a rate of 0.005 y{sup -1}. Of those areas of closed forest in 1987, only 89% remained closed forest in 1999. Consequently, closed forests experienced disruption in the time period at double the rate of net deforestation. The three protected areas experienced negligible deforestation or slight reforestation. Based on 1987 forest cover, 26,000 ha are eligible for forest carbon trading under the Clean Development Mechanism, established by the Kyoto Protocol to the United Nations Framework Convention on Climate Change. Principal components analysis showed that distance to nonforest was the factor that best explained observed patterns of deforestation while distance to forest best explained observed patterns of reforestation, more significant than elevation, distance to rivers, distance to roads, slope, and distance to towns of population > 400. Aboveground carbon in live vegetation in the project area decreased from 35 million {+-} 4 million t in 1987 to 34 million {+-} 4 million t in 1999. Projected aboveground carbon in live vegetation would fall to 33 million {+-} 4 million t in 2006, 32 million {+-} 4 million t in 2011, and 29 million {+-} 3 million t in 2035. Projected net deforestation in the research area would total 13,000 {+-} 3000 ha in the period 1999-2011, proceeding at a rate of 0.003 {+-} 0.0007 y{sup -1}, and would total 33,000 {+-} 7000

    Tungsten-halogen (halogen) lamps have traditionally been used to light surgical tasks in hospitals, even though they are in many respects ill-suited to the application due to the large percentage of radiant energy outside the visible spectrum and issues with color rendering/quality. Light-emitting diode (LED) technology offers potential for adjustable color and improved color rendition/quality, while simultaneously reducing side-effects from non-visible radiant energy. It also has the potential for significant energy savings, although this is a fairly narrow application in the larger commercial building energy use sector. Based on analysis of available products and Hospital Energy Alliance member interest, it is recommended that a product specification and field measurement procedure be developed for implementation in demonstration projects.

    Coalition forming is investigated among countries, which are coupled with short range interactions, under the influence of external fields produced by the existence of global alliances. The model rests on the natural model of coalition forming inspired from Statistical Physics, where instabilities are a consequence of decentralized maximization of the individual benefits of actors within their long horizon of rationality as the ability to envision a way through intermediate loosing states, to a better configuration. The effects of those external incentives on the interactions between countries and the eventual stabilization of coalitions are studied. The results shed a new light on the understanding of the complex phenomena of stabilization and fragmentation in the coalition dynamics and on the possibility to design stable coalitions. In addition to the formal implementation of the model, the phenomena is illustrated through some historical cases of conflicts in Western Europe.

Daikin’s Rebel for the first rooftop unit system that was recognized by DOE in May 2012 as meeting the RTU Challenge specifications.     The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    This report summarizes the work performed for Phase I (October 2001 - August 2006) under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled 'Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program'. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. During Phase I of the program significant progress has been made in the area of SOFC technology. A high-efficiency low-cost system was designed and supporting technology developed such as fuel processing, controls, thermal management, and power electronics. Phase I culminated in the successful demonstration of a prototype system that achieved a peak efficiency of 41%, a high-volume cost of $724/kW, a peak power of 5.4 kW, and a degradation rate of 1.8% per 500 hours. . An improved prototype system was designed, assembled, and delivered to DOE/NETL at the end of the program. This prototype achieved an extraordinary peak efficiency of 49.6%.

    BNL is proud to acknowledge all of our 2001 sponsors, with their help and support this has correctly become an oilheat industry conference. It is quite gratifying to see an industry come together to help support an activity like the technology conference, for the benefit of the industry as a whole and to celebrate the beginning of the National Oilheat Research Alliance. This meeting is the fourteenth oil heat industry technology conference to be held since 1984 and the first under a new name, NORA, the National Oilheat research Alliance, and the very first in the new century. The conference is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Program. The Oilheat Research Program at BNL is under the newly assigned program management at the Office of Power Technology within the US DOE. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation. Seventeen technical presentations will be made during the two-day program, all related to oil-heat technology and equipment, these will cover a range of research, developmental, and demonstration activities being conducted within the United States and Europe, including: (1) High-flow Fan Atomization Burner (HFAB) Development and Field Trials; (2) Field Test of the Flame Quality Monitor; (3) NORA/DOE/ BNL Oilheat Five-Year Research Plan; (4) US Department of Energy's Building Cooling Heating and Power for Buildings Program; (5) NORA Education Committee Report; (6) Marketing Oil Heat in Europe: A study in contrasts; (7) Diagnosing Burner Problems with Recorded Data ''The solution to any problem is obvious.. . once it is found''; (8) Variable Firing Rate Oil Burner Using Pulse Fuel Flow Control; (9) Oil-Fired Hydronic Heating Appliances with Reduced Electric Power Consumption and Battery Backup; (10) Peep Into The Nozzle Using Computational Fluid Dynamics; (11) Results of a Parametric Investigation of Spray Characteristics Using a HFAB Type Atomizer; (12) Progression and Improvements in the Design of Blue-flame Oil Burners; (13) Biodiesel as a Heating Oil Blend Stock; (14) Lab Tests of Biodiesel Blends in Residential Heating Equipment; (15) Alternative Fuel Oils and the Effect of Selected Properties in Combustion; (16) New York State Premium Low-Sulfur Heating Fuel Marketplace Demonstration; and (17)The Need for a New Fuel Oil Stability Specification.

The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable.     The drastic effect of local alliances in three-party competition is investigated in democratic hierarchical bottom-up voting. The results are obtained analytically using a model which extends a sociophysics frame introduced in 1986 \\cite{psy} and 1990 \\cite{lebo} to study two-party systems and the spontaneous formation of democratic dictatorship. It is worth stressing that the 1990 paper was published in the Journal of Statistical Physics, the first paper of its kind in the journal. It was shown how a minority in power can preserve its leadership using bottom-up democratic elections. However such a bias holds only down to some critical value of minimum support. The results were used latter to explain the sudden collapse of European communist parties in the nineties. The extension to three-party competition reveals the mechanisms by which a very small minority party can get a substantial representation at higher levels of the hierarchy when the other two competing parties are big. With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

    We investigate the mathematical structure of unit systems and the relations between them. Looking over the entire set of unit systems, we can find a mathematical structure that is called preorder (or quasi-order). For some pair of unit systems, there exists a relation of preorder such that one unit system is transferable to the other unit system. The transfer (or conversion) is possible only when all of the quantities distinguishable in the latter system are always distinguishable in the former system. By utilizing this structure, we can systematically compare the representations in different unit systems. Especially, the equivalence class of unit systems (EUS) plays an important role because the representations of physical quantities and equations are of the same form in unit systems belonging to an EUS. The dimension of quantities is uniquely defined in each EUS. The EUS's form a partially ordered set. Using these mathematical structures, unit systems and EUS's are systematically classified and organized as a hierarchical tree.

    A compact monolithic capacitive discharge unit (CDU) is disclosed in which a thyristor switch and a flyback charging circuit are both sandwiched about a ceramic energy storage capacitor. The result is a compact rugged assembly which provides a low-inductance current discharge path. The flyback charging circuit preferably includes a low-temperature co-fired ceramic transformer. The CDU can further include one or more ceramic substrates for enclosing the thyristor switch and for holding various passive components used in the flyback charging circuit. A load such as a detonator can also be attached directly to the CDU.
