    The Ozone Transport Commission`s (OTC) Nitrogen Oxides (NO{sub x}) Budget Program will implement the emissions reduction goal of the 1994 Memorandum of Understanding between its twelve member states and the District of Columbia. The program will achieve its significant NO{sub x} reductions from electric utilities and industrial boilers using a {open_quotes}cap-and-trade{close_quotes} approach modeled after the US Environmental Protection Agency`s sulfur dioxide emissions trading under the Acid Rain Program. The similarity of the two programs has led to the development of an important partnership between the OTC states and EPA`s Acid Rain Division, Over the past two years, Acid Rain Program staff have shared their technical expertise and assisted extensively in the development of the program`s rules. Leveraging the investment EPA made in the systems used to run the Acid Rain Program, the OTC states have asked the Acid Rain Division to administer the data systems for them, and together are working to expand its existing Emissions Tracking System and to modify a clone of the sulfur dioxide Allowance Tracking System, to fulfill the unique requirements of the NO{sub x} Budget Program. This partnership is an important example of the new type of cooperation and sharing of expertise and resources that should develop between EPA and states as they launch multi-state programs to address regional pollution problems that defy a single-state solution.

  3. Allowance trading activity and state regulatory rulings: Evidence from the US Acid Rain Program

    The US Acid Rain Program is one of the first, and by far the most extensive, applications of a market based approach to pollution control. From the beginning, there has been concern whether utilities would participate in allowance trading, and whether regulatory activity at the state level would further complicate utilities` decision to trade allowances. This paper finds that public utility commission regulation has encouraged allowance trading activity in states with regulatory rulings, but that allowance trading activity has not been limited to states issuing regulations. Until there is evidence suggesting that significant additional cost savings could have been obtained if additional allowance trading activity had occurred in states without regulations or that utilities in states with regulations are still not taking advantage of all cost saving trading opportunities, this analysis suggests that there is little reason to believe that allowance trading activity is impeded by public utility commission regulations.

    The Clean Coal Technology (CCT) Program was initiated by the US Department of Energy (DOE) in part as a response to the 1986 Joint Report of the US and Canadian Special Envoys on Acid Rain, with a particular focus on coal-burning electric power plants. The fist three solicitations of the CCT Program were aimed primarily at mitigating the potential impacts of acid rain. Subsequently, the Clean Air Act Amendments of 1990 established emission reduction targets for SO{sub 2} and No{sub x}, which influenced the goals of the last two CCT Program. This paper provides an overview of the CCT Program and reports the significant results, with emphasis on emissions reduction as well as their impact on ozone formation.

For example, the use of computerized audits has increased, cooling and baseload measures have been added, weatherization approaches tailored to the unique construction characteristics of mobile homes have been developed, the weatherization of large multifamily buildings has expanded and become more sophisticated, the flexibility to improve 'energy-related' health and safety has been provided, and leveraging with utilities, other state programs, and owners of large multifamily buildings has increased considerably. The Department of Energy tasked ORNL with planning the new evaluation in light of its experience in conducting the previous national evaluation and the metaevaluations. This preliminary evaluation plan, developed by ORNL, documents how the new national evaluation will be performed. In the remaining portion of this section, the purpose and fundamental questions the evaluation will address are identified and how these questions were derived is discussed.

    To improve the quantitative description of precipitation processes in climate models, the Atmospheric Radiation Measurement (ARM) Climate Research Facility deployed rain gauges located near disdrometers (DISD and VDIS data streams). This handbook deals specifically with the rain gauges that make the observations for the RAIN data stream. Other precipitation observations are made by the surface meteorology instrument suite (i.e., MET data stream).

  13. Preliminary Analysis of the Jobs and Economic Impacts of 1603 Treasury Grant Program

    This analysis responds to a request from the Department of Energy Office of Energy Efficiency and Renewable Energy (DOE-EERE) to the National Renewable Energy Laboratory (NREL) to estimate the direct and indirect jobs and economic impacts of projects supported by the §1603 Treasury grant program. The analysis employs the Jobs and Economic Development Impacts (JEDI) models to estimate the gross jobs, earnings, and economic output supported by the construction and operation of solar photovoltaic (PV) and large wind (greater than 1 MW) projects funded by the §1603 grant program. Through November 10, 2011, the §1603 grant program has provided approximately $9.0 billion in funds to over 23,000 PV and large wind projects, comprising 13.5 GW of electric generating capacity.

    The U.S. Department of Energy Office of Environmental Management (EM) is engaging the national laboratories to provide the scientific and technological rigor to support EM program and project planning, technology development and deployment, project execution, and assessment of program outcomes. As an early demonstration of this new responsibility, Savannah River National Laboratory (SRNL) and Pacific Northwest National Laboratory (PNNL) have been chartered to implement a science and technology program addressing Hanford Tank waste feed acceptance and product qualification. As a first step, the laboratories examined the technical risks and uncertainties associated with the planned waste feed acceptance and qualification testing for Hanford tank wastes. Science and technology gaps were identified for work associated with 1) feed criteria development with emphasis on identifying the feed properties and the process requirements, 2) the Tank Waste Treatment and Immobilization Plant (WTP) process qualification program, and 3) the WTP HLW glass product qualification program. Opportunities for streamlining the accetpance and qualification programs were also considered in the gap assessment. Technical approaches to address the science and technology gaps and/or implement the opportunities were identified. These approaches will be further refined and developed as strong integrated teams of researchers from national laboratories, contractors, industry, and academia are brought together to provide the best science and technology solutions. Pursuing the identified approaches will have immediate and long-term benefits to DOE in reducing risks and uncertainties associated with tank waste removal and preparation, transfers from the tank farm to the WTP, processing within the WTP Pretreatment Facility, and in producing qualified HLW glass products. Additionally, implementation of the identified opportunities provides the potential for long-term cost savings given the anticipated

    Available in abstract form only. Full text of publication follows: A stepwise site selection process has been adopted for geological disposal of HLW in Japan. Literature surveys (LS), followed by preliminary investigations (PI) and, finally, detailed investigations (DI) in underground facilities will be carried out in the successive selection stages. In the PI stage, surface-based investigations such as borehole surveys and geophysical prospecting will be implemented with two main objectives. The first is to obtain information relating to legal requirements on siting, such as the occurrence of igneous or fault activity, and to confirm the extremely low likelihood of adverse impacts on the candidate site resulting from such phenomena. The second is to obtain the information required for the design and performance assessment of the engineered barrier system and the repository. In order to implement these preliminary investigations rigorously and efficiently within the constraints of a limited time period, budget and resources, PI planning before commencing investigations and on-site PI management during the investigation phase are very important issues. The planning and management of PI have to be performed by NUMO staff, but not all staff have sufficient experience in the range of disciplines involved. NUMO therefore decided to compile existing knowledge and experience in the planning and management of investigations in the form of manuals to be used to improve and maintain internal expertise. Experts with experience in overseas investigation programs were requested to prepare these manuals.     Specimens containing surface cracks were tested in either tension or bending to compare the stress intensity factor at failure with plane strain fracture toughness (K{sub Ic}) in an International Cooperative Test Program. The material was heat treated to {sigma}{sub ys} = 1 587 MPa and K{sub Ic} = 54 MPa m{sub 1/2}. Because substantial stable crack growth occurred for some specimens, the test plan was modified to include detecting the onset of crack growth. It is shown that P{sub max} and the original fatigue precrack size cannot be employed to calculate K{sub max} for comparison with K{sub Ic} when significant stable crack growth occurs. However, using P{sub init} (load at which stable crack growth is initiated) and the original fatigue precrack size to calculate K{sub max} or K{sub {phi}=30{degree}} provides a very useful comparison with K{sub Ic}. The influence of variations in fatigue precrack configuration on test results are also discussed.

  20. Preliminary results and status report of the Hawaiian Scientific Observation Hole program

    The Hawaii Natural Energy Institute (HNEI), an institute within the School of Ocean and Earth Science and Technology, at the University of Hawaii at Manoa has drilled three Scientific Observation Holes (SOH) in the Kilauea East Rift Zone to assess the geothermal potential of the Big Island of Hawaii, and to stimulate private development of the resource. The first hole drilled, SOH-4, reached a depth of 2,000 meters and recorded a bottom hole temperature of 306 C. Although evidence of fossil reservoir conditions were encountered, no zones with obvious reservoir potential were found. The second hole, SOH- 1, was drilled to a depth of 1,684 meters, recorded a bottom hole temperature of 206.1 C and effectively defined the northern limit of the Hawaii Geothermal Project-Abbott--Puna Geothermal Venture (HGP-A/PGV) reservoir. The final hole, SOH-2, was drilled to a depth of 2,073 meters, recorded a bottom hole temperature of 350.5 C and has sufficient indicated permeability to be designated as a potential ''discovery''. The SOH program was also highly successful in developing slim hole drilling techniques and establishing subsurface geological conditions.

  13. Preliminary Evaluation of the Section 1603 Treasury Grant Program for Renewable Power Projects in the United States

    This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The program’s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread “gold-plating” or performance problems.

    as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.

    This study explores the local economic impacts of the phase I requirements of the 1990 acid rain legislation. This legislation allows electric utilities to adopt least cost ways of reducing sulfur dioxide pollution. The impact on employment, income and size distribution of income due to a switch to low sulfur coal is examined for a selected number of high sulfur coal producing counties in southern Illinois. In order to achieve the above objectives a generalized non-survey input-output model, IMPLAN (Impact Analysis for Planning), is employed to estimate first- and second-order employment and income effects of a switch to low sulfur coal. Two models, I and II, are constructed to provide these estimates. In Model I, income is generated and adjusted to reflect income retained and spent within the four county region. In Model II, no adjustment is made for flows into and out of the region. In addition to adjustments in income, adjustments in direct employment impacts were made in both models to account for retirements. Scenarios reflecting different degrees of coal switching, low and high switching options, were examined under both models. With regards to size distribution impacts, a newly developed operational model compatible with IMPLAN and developed by Rose et al (1988) was employed. This model is a member of a class of models collectively termed extended input-output models. As in the case of employment and income, allowance was made for income generated, retained and spent within the four counties in the assessment of income distribution impacts. The findings indicate that the adverse effects of a switch to low sulfur coal under the 1990 acid rain legislation will primarily hurt the coal mining industry. Coal mining employment and income will be adversely affected. Employment and income declines in other industries in the region will be fairly slight. Second, income distribution becomes slightly more equal for the local area due to acid rain control.

    The idea of emissions trading was developed more than two decades ago by environmental economists eager to provide new ideas for how to improve the efficiency of environmental protection. However, early emissions trading efforts were built on the historical {open_quotes}command and control{close_quotes} infrastructure which has dominated U.S. environmental protection until today. The {open_quotes}command and control{close_quotes} model initially had advantages that were of a very pragmatic character: it assured large pollution reductions in a time when large, cheap reductions were available and necessary; and it did not require a sophisticated government infrastructure. Within the last five years, large-scale emission trading programs have been successfully designed and started that are fundamentally different from the earlier efforts, creating a new paradigm for environmental control just when our understanding of environmental problems is changing as well. The purpose of this paper is to focus on the largest national-scale program--the Acid Rain Program--and from that experience, forecast when emission trading programs may be headed based on our understanding of the factors currently influencing environmental management. The first section of this paper will briefly review the history of emissions trading programs, followed by a summary of the features of the Acid Rain Program, highlighting those features that distinguish it from previous efforts. The last section addresses the opportunities for emissions trading (and its probable future directions).

    Rains of solitons constitute a class of nonlinear dynamics of dissipative soliton ensembles that we briefly reported in Opt. Express 17, 11776 (2009) from a fiber laser experiment. The existence of a relatively intense noisy background together with several tens of soliton pulses aggregated in a condensed soliton phase constitutes a necessary condition for their appearance. New soliton pulses form spontaneously from the background fluctuations and drift until they reach the condensed soliton phase. We here relate in detail the experimental conditions under which soliton rains manifest and their key features, describe related dynamics observed in their vicinity, and propose an explanation for soliton rain dynamics.

While oceans are generally 46 considered the dominant source of DMS, a shortage of ecosystem observations prevents 47 an accurate analysis of terrestrial DMS sources. Using mass spectrometry, we quantified 48 ambient DMS mixing ratios within and above a primary rainforest ecosystem in the 49 central Amazon Basin in real-time (2010-2011) and at high vertical resolution (2013-50 2014). Elevated but highly variable DMS mixing ratios were observed within the 51 canopy, showing clear evidence of a net ecosystem source to the atmosphere during 52 both day and night in both the dry and wet seasons. Periods of high DMS mixing ratios 53 lasting up to 8 hours (up to 160 ppt) often occurred within the canopy and near the 54 surface during many evenings and nights. Daytime gradients showed mixing ratios (up 55 to 80 ppt) peaking near the top of the canopy as well as near the ground following a rain 56 event. The spatial and temporal distribution of DMS suggests that ambient levels and 57 their potential climatic impacts are dominated by local soil and plant emissions. A soil 58 source was confirmed by measurements of DMS emission fluxes from Amazon soils as 59 a function of temperature and soil moisture. Furthermore, light and temperature 60 dependent DMS emissions were measured from seven tropical tree species. Our study 61 has important implications for understanding terrestrial DMS sources and their role in 62 coupled land-atmosphere climate feedbacks. 63

    A complete understanding of both the steady state and transient background measured by Radiation Portal Monitors (RPMs) is essential to predictable system performance, as well as maximization of detection sensitivity. To facilitate this understanding, a test bed for the study of natural background in RPMs has been established at the Oak Ridge National Laboratory. This work was performed in support of the Second Line of Defense Program's mission to detect the illicit movement of nuclear material. In the present work, transient increases in gamma ray counting rates in RPMs due to rain are investigated. The increase in background activity associated with rain, which has been well documented in the field of environmental radioactivity, originates from the atmospheric deposition of two radioactive daughters of radon-222, namely lead-214 and bismuth-214 (henceforth {sup 222}Rn, {sup 214}Pb and {sup 214}Bi). In this study, rainfall rates recorded by a co-located weather station are compared with RPM count rates and High Purity Germanium spectra. The data verifies these radionuclides are responsible for the dominant transient natural background fluctuations in RPMs. Effects on system performance and potential mitigation strategies are discussed.

This report also includes the process knowledge, analyses, and rationale used to preliminarily exclude certain SNF types from RCRA regulation under 40 CFR {section}261.4(a)(4), ``Identification and Listing of Hazardous Waste,`` as special nuclear and byproduct material. The evaluations and analyses detailed herein have been undertaken as a proactive approach. In the event that DOE-owned SNF is determined to be a RCRA solid waste, this report provides general direction for each site regarding further characterization efforts. This increased international attention on environmental and sociocultural issues has led Amoco to focus efforts on developing new ideas and strategies to facilitate environmental and cultural management. In Ecuador, the major oil producing region is the Ecuadorian portion of the Amazon Basin, referred to locally as the Oriente. Amoco Ecuador BV recently completed a seismic acquisition program in the Oriente with minimum impact to the environment and the communities within the project area. The goal of this article is to describe Amoco`s experience in managing environmental, social, and public perception issues associated with seismic operations in the rain forests of Ecuador.

    Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

    The field performance of weatherizations based on a newly-developed advanced technique for selecting residential energy conservation measures was tested alongside current Retro-Tech-based weatherizations in North Carolina. The new technique is computer-based and determines measures based on the needs of an individual house. In addition, it recommends only those measures that it determines will have a benefit-to-cost ratio greater than 1 for the house being evaluated. The new technique also considers the interaction of measures in computing the benefit-to-cost ratio of each measure. The two weatherization approaches were compared based on implementation ease, measures installed, labor and cost requirements, and both heating and cooling energy savings achieved. One-hundred and twenty houses with the following characteristics participated: the occupants were low-income, eligible for North Carolina`s current weatherization program, and responsible for their own fuel and electric bills. Houses were detached single-family dwellings, not mobile homes; were heated by kerosene, fuel oil, natural gas, or propane; and had one or two operating window air conditioners. Houses were divided equally into one control group and two weatherization groups. Weekly space heating and cooling energy use, and hourly indoor and outdoor temperatures were monitored between November 1989 and September 1990 (pre-period) and between December 1990 and August 1991 (post-period). House consumption models were used to normalize for annual weather differences and a 68{degrees}F indoor temperature. Control group savings were used to adjust the savings determined for the weatherization groups. The two weatherization approaches involved installing attic and floor insulations in near equivalent quantities, and installing storm windows and wall insulation in drastically different quantities. Substantial differences also were found in average air leakage reductions for the two weatherization groups.

    The standard model of atmospheric motions divides the atmosphere into distinct two- and three-dimensional isotropic turbulent regimes separated by a dimensional transition, the [open quotes]mesoscale gap.[close quotes] It is argued that the [open quotes]gap[close quotes] is fictional and that the atmosphere is scaling but anisotropic at all scales. According to this alternative unified scaling model, the dynamics are governed by anisotropic (differentially stratified and rotating) cascade processes yielding highly variable multifractal fields. Just as Gaussian random variables are associated with (linear) sums of random variables, these (nonlinear) multiplicative processes are generically associated with (special) universal multifractals in which many of the details of the dynamics are irrelevant. Although an attempt is made to outline these arguments in a widely accessible form, they are not new to this paper; they provide its context and motivation. The principal purpose of this paper is to test these ideas empirically. This is done using Landsat, NOAA-9, and Metcosat cloud radiances at visible, near-infrared, and thermal infrared wavelengths with length scales spanning the range-166 m-4000 km, radar reflectivities of rain (in the horizontal, vertical, and time), and global daily rainfall accumulations. Spectral analysis, as well as the new double trace moment data-analysis technique, is applied. In each case, rather than the sharp dimensional transition predicted by the standard model, the scaling is found to be relatively well respected right through the mesoscale. The three fundamental universal multifractal exponents are then estimated and one can go on to outline how these exponents (with the help of appropriate space-time transformations) can be used to make dynamic multifractal models. 87 refs., 34 figs., 2 tabs.

    Mature 'McIntosh', 'Empire', and 'Golden Delicious' apple trees (Malus domestica Borkh.) were sprayed with simulated acid rain solutions in the pH range of 2.5 to 5.5 at full bloom in 1980 and in 1981. In 1981, weekly sprays were applied at pH 2.75 and pH 3.25. Necrotic lesions developed on apple petals at pH 2.5 with slight injury appearing at pH 3.0 and pH 3.5. Apple foliage had no acid rain lesions at any of the pH levels tested. Pollen germination was reduced at ph 2.5 in 'Empire'. Slight fruit set reduction at pH 2.5 was observed in 'McIntosh'. The incidence of russetting on 'Golden Delicious' fruits was ameliorated by the presence of rain-exclusion chambers but was not affected by acid rain. With season-long sprays at pH 2.75, there was a slight delay in maturity and lower weight of 'McIntosh' apples. Even at the lowest pH levels no detrimental effects of simulated acid rain were found on apple tree productivity and fruit quality when measured as fruit set, seed number per fruit, and fruit size and appearance.

    The Amazon region has been intensely discussed in the recent years. Most of these discussions have been highly influenced by interests groups. To understand the Amazon area we need to specify what the Amazon is, to describe the forest, to evaluate its mineral and biological resources, and to study the people living in the region. A security analysis reveals that there are no main threats to Brazilian Amazon. Nevertheless, narco guerrillas, acting in neighboring countries, can cross the borders and challenge regional authorities. First World interests may disturb Brazilian policies to the region. To face these threats, Brazilian armed forces maintain a well trained military sharing with other native people the security and the routes towards progress. Brazilian government is also implementing some programs to achieve a well balanced development. The new concepts of sustainable development are applied to keep the region's natural resources available for future generations. Among these programs this paper addresses the ecological economic zoning, Calha Norte Program and Amazon Protection System (SIPAM/SIVAM). In synthesis it demonstrates the Brazilian commitment to integrate, develop and preserve this rich and exotic region.

    Currently, water utility districts in the East Montana area subdivisions are either unable to provide potable water within acceptable federal and/or state drinking water standards, or furnish an adequate water supply to area residents. This preliminary research study ascertained the economical and technical feasibility of a desalination plant to treat brackish groundwater for potable use. Population growth, and the current and projected water demand and consumption were evaluated for the area. Water quality characterization of the local ground-water supply was conducted to evaluate the chemical composition and suitability of the groundwater for desalination. Reverse osmosis, electrodialysis, and multistage flash distillation were evaluated on an economic and technical basis. The objective was to determine the least expensive system that produced a reliable water supply within federal and/or state drinking water standards. In conjunction, an evaluation of numerous brine disposal technologies was made based on economics, technical feasibility, and federal and state regulations. Several recommendations are presented that met the objectives of this study. A pilot desalination plant investigation is proposed.

    Mature McIntosh, Empire, and Golden Delicious apple trees (Malus domestica) were sprayed with simulated acid rain solutions in the pH range of 2.5 to 5.5 at full bloom in 1980 and 1981. In 1981, weekly sprays were applied at pH 2.75 and pH 3.25. Necrotic lesions developed on apple petals at pH 2.5 with slight injury appearing at pH 3.0 and 3.5. Apple foliage had no acid rain lesions at any of the pH levels tested. Pollen germination was reduced at pH 2.5 in Empire. Slight fruit set reduction at pH 2.5 was observed in McIntosh. Even at the lowest pH levels no detrimental effects of simulated acid rain were found on apple tree productivity and fruit quality when measured as fruit set, seed number per fruit, and fruit size and appearance.

    The issue of acid rain is being addressed on a world-wide basis. The major industrial nations are all implementing new laws that are directed at reducing the emissions of gases that are believed to contribute to acid rain. The United States has been a pioneer in this area with a major clean-air bill that became law in the early 1970s and amended in the late 1970s. In the mid-1980s, the U.S. embarked on a program to develop new clean-coal technologies, which would provide a cost-effective means of further reducing gaseous emissions from fossil-fired power facilities. The clean coal program at Babcock and Wilcox is presented.

As of that date two new agencies, the Energy Regulatory Commission (ERC) and the Utility Regulatory Commission (URC), have replaced the Public Service Commission. The Commission is comprised of three members appointed by the governor with the approval of the senate. Commissioners serve full time and are appointed for six year terms. No more than two of the members may be from the same political party. Title 61 of the Idaho Code, which establishes the Commission and delineates its powers, vests all regulatory responsibility in the Commission to the exclusion of local government. However, as an incident to their franchising power, municipalities may impose reasonable regulations on the use of their streets. The Idaho Supreme Court holds that the transfer of regulatory power over public utilities to the Commission did not diminish the powers and duties of municipalities to control and maintain their streets and alleys. Limited statutory authority also exists giving municipalities the power to regulate the fares, rates, rentals, or charges made for the service rendered under any franchise granted in such city, except such as are subject to regulation by the Public Utilities Commission. The Commission is comprised of three members appointed by the governor, with the advice of at least two-thirds of the senate, for a six-year term. Prior to the passage of the Texas Public Utility Regulatory Act (PURA) in 1975, the power to regulate public utilities was vested almost exclusively in municipalities. Under PURA, municipalities retain exclusive original jurisdiction over all electric, water, and sewer utilities within the municipality. PURA provides that all regulations pertaining to public utilities promulgated by local regulatory agencies remain in effect unless they are superceded by Commission rules. The municipality's governing body is required to exercise its regulatory authority under rules and standards consistent with those promulgated by the Commission. The Commission has exclusive appellate jurisdiction to review orders and ordinances of regulatory municipalities.     The authority to regulate public utilities in Mississippi is vested generally in the Public Service Commission, composed of three members elected for four year terms from separate districts of the state. Within the purview of its powers, the authority of the Commission supersedes that of local governments. It is empowered to amend municipal franchises that contain provisions conflicting with its exclusive jurisdiction over the rates and standards of service of public utilities. Local governments play a role in regulating public utilities only through the exercise of their zoning and franchising powers. They may also operate their own utilities which are totally exempt from Commission control, unless they provide services more than one mile beyond their corporate boundaries. Other than a procedure in which certain provisions in municipal franchises may be subject to modification by the Commission, there is no process by which the decisions of local government respecting utilities are reviewed by the Commission.     Under the Public Utilities Act of 1965, utilities in North Carolina are regulated by the State's Utility Commission. The Commission consists of seven members who are appointed by the governor, subject to confirmation by the General Assembly sitting in joint session. The Commissioners serve eight year terms and the governor designates one of the commissioners as chairman. The Commission has an office of the executive director, who is appointed to a six year term by the governor subject to confirmaion by the General Assembly. The executive director heads the Commission's public staff. The public staff's duties include reviewing, investigating, and making recommendations on utility rates and services and intervention on behalf of the public in proceedings affecting consumer rates and generating plant certification. The Commission has the same power to regulate the operation of privately-owned public utilities within municipalities as it has to control those ouside. The only power over privately-owned utilities reserved to the municipalities is the power to grant franchises. A municipality may maintain its own utility systems, and such systems are not subject to the control and jurisdiction of the Commission.     The authority to regulate public utilities is vested generally in the Illinois Commerce Commission, comprised of five members appointed by the governor with the advice and consent of the senate and appointed for five year terms. They must be free from any employment or pecuniary interests in any business subject to regulation by the Commission. Local governments may exercise a large degree of regulatory authority over public utilities providing services within a municipality. The question of whether a municipality will exercise regulatory control over local public utilities must be put to the voters of the city. If the proposition is approved by a majority of the voters, the municipality may regulate services and rates and exercise most of the regulatory functions otherwise assigned to the Commission. If any public utility is dissatisfied with any action of a municipality, the utility is entitled to apply to the Commission for review of the action. On review, the Commission may take any determination which it deems just and reasonable. In addition, municipally-owned utilities are excluded specifically from the definition of public utility. These utilities are not within the jurisdiction of the Commission and are regulated locally.     The Constitution of the State of California grants to the Legislature control over persons and private corporations that own or operate a line, plant, or system for the production, generation, or transmission of heat, light, water, or power to be furnished either directly or indirectly to or for the public. The Constitution establishes the Public Utilities Commission and grants certain specific powers to the PUC, including the power to fix rates, establish rules and prescribe a uniform system of accounts. The Constitution also recognizes that the Legislature has plenary power to confer additional authority and jurisdiction upon the PUC. The Constitution prohibits regulation by a city, county, or other municipal body of matters over which the Legislature has granted regulatory power to the PUC. This provision does not, however, impair the right of any city to grant franchises for public utilities. The California legislature has enacted the California Public Utilities Code and has designated the PUC as the agency to implement the regulatory provisions of the Code.     The South Dakota Public Utilities Commission is authorized by statute to regulate gas and electric utilities. The Commission consists of three elected commissioners each of whom serves for a six year term.     Over the next twenty years, the Earth`s rain forests may decrease by forty percent! This paper presents a revolutionary corporate entity for the protection of those forests, the biological diversity conservation district (biodistricts). The underlying cause of rain forest destruction is unfettered competition for limited resources. The competitors are many: farmers, business, local and national governments, the biotechnology and ecotourism industries, multinational companies, public utilities, and indigenous groups. To varying degrees, all compete within the marketplace. biodistricts will bring together two forces once thought to be antithetical: conservation an development. They will be set up in corporate form, owned and controlled by groups claiming access to the forest resources. Because the various groups will fight for the same resources habitats, ecosystems, and genetic diversity-each will prevent the others from destroying them. The district members will ensure that all businesses maintain sustainable development practices because the economic success of the district depends upon the area`s natural beauty and biological diversity. This paper analyzes the effects on the culture, politics, economy and conservation there. It will conclude that the comprehensive approach taken by biodistricts is the only method for solving the problem of rain forest destruction; that it is economically feasible, culturally viable, and ethically defensible. By March 1, 1995, the paper will represent not only the culmination of eighteen months of research, writing and interviews regarding biological diversity conservation, but also the impetus to push the thinking of environmentalists and business persons in a new direction, perhaps the only direction that will allow the nations of the world to protect their forests for the next twenty years and beyond.

  3. Using biodiversity methods to assess the impacts of oil and gas development in tropical rain forests

    Oil and gas development in tropical rain forests has attracted international attention because of the potentially adverse effects on the forest ecosystems. Biodiversity is a topic of particular concern, but is difficult to assess for small areas of disturbance. In July 1992 we used light traps to compare insect diversity at canopy and ground level as a means of detecting the impacts of an exploratory well site and related facilities within mature Amazonian rain forest in the Oriente Province of Ecuador. Replicate samples were collected at the well site, in a nearby area of agricultural development, and in a reference site within mature forest. Species richness was determined, and diversity indices were calculated for each set of samples. Results indicated that changes in diversity could be detected in the canopy and at ground level at the well site, but that the reduction in diversity was small. Biological diversity was substantially reduced in the area of agricultural development. Limitations and possible applications of this approach are discussed.

    Occidental Exploration and Production Co. has implemented a comprehensive strategy of strict environmental protection measures and aggressive community relations initiatives in its oil operations in the rain forests of eastern Ecuador. While such measures may not be unique by themselves, Oxy`s efforts to incorporate these measures as a cornerstone of its exploration and development campaign--at the earliest possible stage--can serve as something of a paradigm for oil and gas industry operations in the rain forest. The upshot is that Oxy has a world-class (at least from an environmental standpoint) oil drilling-production operation at the heart of a world-class biological reserve in a pristine rain forest. Even against a backdrop of politically charged concern over industry work in the Amazon region, the project is an unqualified success to Oxy, the government of Ecuador, and most importantly, the native inhabitants there.     The Department of Energy’s Advanced Reactor Technologies Program sponsors research, development and deployment activities through its Next Generation Nuclear Plant, Advanced Reactor Concepts, and Advanced Small Modular Reactor (aSMR) Programs to promote safety, technical, economical, and environmental advancements of innovative Generation IV nuclear energy technologies. The Human Automation Collaboration (HAC) Research Project is located under the aSMR Program, which identifies developing advanced instrumentation and controls and human-machine interfaces as one of four key research areas. It is expected that the new nuclear power plant designs will employ technology significantly more advanced than the analog systems in the existing reactor fleet as well as utilizing automation to a greater extent. Moving towards more advanced technology and more automation does not necessary imply more efficient and safer operation of the plant. Instead, a number of concerns about how these technologies will affect human performance and the overall safety of the plant need to be addressed. More specifically, it is important to investigate how the operator and the automation work as a team to ensure effective and safe plant operation, also known as the human-automation collaboration (HAC). The focus of the HAC research is to understand how various characteristics of automation (such as its reliability, processes, and modes) effect an operator’s use and awareness of plant conditions. In other words, the research team investigates how to best design the collaboration between the operators and the automated systems in a manner that has the greatest positive impact on overall plant performance and reliability.     This paper discusses the impacts of the 1990 Clean Air Act Amendments related to acid rain controls, as they apply to industrial boilers. Emphasis is placed on explaining the Title IV provisions of the Amendments that permit nonutility sources to participate in the SO{sub 2} allowance system. The allowance system, as it pertains to industrial boiler operators, is described, and the opportunities for operators to trade and/or sell SO{sub 2} emission credits is discussed. The paper also reviews flue gas desulfurization system technologies available for industrial boiler operators who may choose to participate in the system. Furnace sorbent injection, advanced silicate process, lime spray drying, dry sorbent injection, and limestone scrubbing are described, including statements of their SO{sub 2} removing capability, commercial status, and costs. Capital costs, levelized costs and cost-effectiveness are presented for these technologies.

This report will provide: 1) a description of the problem space and the kinds of information pertinent to the problem space, 2) a discussion of key relevant or representative literature, 3) a discussion of models and modeling approaches judged to be potentially useful to the research, and 4) the next steps of this research that will be pursued based on this preliminary assessment. This draft report represents a technical deliverable for the NA-22 Simulations, Algorithms, and Modeling (SAM) program. Specifically this draft report is the Task 1 deliverable for project PL09-UtilSocial-PD06, Utility of Social Modeling for Proliferation Assessment. This project investigates non-traditional use of social and cultural information to improve nuclear proliferation assessment, including nonproliferation assessment, proliferation resistance assessments, safeguards assessments and other related studies. These assessments often use and create technical information about the State’s posture towards proliferation, the vulnerability of a nuclear energy system to an undesired event, and the effectiveness of safeguards. This project will find and fuse social and technical information by explicitly considering the role of cultural, social and behavioral factors relevant to proliferation. The aim of this research is to describe and demonstrate if and how social science modeling has utility in proliferation assessment.

    This paper presents a Preliminary Hazards Analysis (PHA) for mixed waste vitrification by joule heating. The purpose of performing a PHA is to establish an initial hazard categorization for a DOE nuclear facility and to identify those processes and structures which may have an impact on or be important to safety. The PHA is typically performed during and provides input to project conceptual design. The PHA is then followed by a Preliminary Safety Analysis Report (PSAR) performed during Title 1 and 2 design. The PSAR then leads to performance of the Final Safety Analysis Report performed during the facility`s construction and testing. It should be completed before routine operation of the facility commences. This PHA addresses the first four chapters of the safety analysis process, in accordance with the requirements of DOE Safety Guidelines in SG 830.110. The hazards associated with vitrification processes are evaluated using standard safety analysis methods which include: identification of credible potential hazardous energy sources; identification of preventative features of the facility or system; identification of mitigative features; and analyses of credible hazards. Maximal facility inventories of radioactive and hazardous materials are postulated to evaluate worst case accident consequences. These inventories were based on DOE-STD-1027-92 guidance and the surrogate waste streams defined by Mayberry, et al. Radiological assessments indicate that a facility, depending on the radioactive material inventory, may be an exempt, Category 3, or Category 2 facility. The calculated impacts would result in no significant impact to offsite personnel or the environment. Hazardous materials assessment indicates that a Mixed Waste Vitrification facility will be a Low Hazard facility having minimal impacts to offsite personnel and the environment.

  7. Survival and distribution of Vibrio cholerae in a tropical rain forest stream

    For 12 months Vibrio cholerae and fecal coliforms were monitored along with 9 other water quality parameters at 12 sites in a rain forest watershed in Puerto Rico. Densities of V. cholerae and fecal coliforms were not significantly correlated even though the highest densities of both bacteria were found at a sewage outfall. High densities of V. cholerae were also found at pristine sites high in the watershed. V. cholerae and Escherichia coli were inoculated into membrane diffusion chambers, placed at two sites and monitored for 5 days on two different occasions. Two different direct count methods indicated that the density of E. coli and V. cholerae did not change significantly during the course of either study. Physiological activity, as measured by INT-reduction and relative nucleic acid composition declined for E. coli during the first 12 h then increased and remained variable during the remainder of the study. V. cholerae activity, as measured by relative nucleic acid concentrations, remained high and unchanged for the entire study. INT-reduction in V. cholerae declined initially but regained nearly all of it`s original activity within 48 h. This study suggests that V. cholerae is an indigenous organism in tropical freshwaters and that assays other than fecal coliforms or E. coli must be used for assessing public health risk in tropical waters.

    Following the CD0 approval of the National Synchrotron Light Source II (NSLS-II) during August 2005, Brookhaven National Laboratory prepared a conceptual design for a worldclass user facility for scientific research using synchrotron radiation. DOE SC review of the preliminary baseline in December 2006 led to the subsequent CD1 approval (approval of alternative selection and cost range). This report is the documentation of the preliminary design work for the NSLS-II facility. The preliminary design of the Accelerator Systems (Part 1) was developed mostly based of the Conceptual Design Report, except for the Booster design, which was changed from in-storage-ring tunnel configuration to in external- tunnel configuration. The design of beamlines (Part 2) is based on designs developed by engineering firms in accordance with the specification provided by the Project. The conventional facility design (Part 3) is the Title 1 preliminary design by the AE firm that met the NSLS-II requirements. Last and very important, Part 4 documents the ES&H design and considerations related to this preliminary design. The NSLS-II performance goals are motivated by the recognition that major advances in many important technology problems will require scientific breakthroughs in developing new materials with advanced properties. Achieving this will require the development of new tools that will enable the characterization of the atomic and electronic structure, chemical composition, and magnetic properties of materials, at nanoscale resolution. These tools must be nondestructive, to image and characterize buried structures and interfaces, and they must operate in a wide range of temperatures and harsh environments. The NSLS-II facility will provide ultra high brightness and flux and exceptional beam stability. It will also provide advanced insertion devices, optics, detectors, and robotics, and a suite of scientific instruments designed to maximize the scientific output of the facility

    Ten 3D cloud-resolving model (CRM) simulations and four 3D limited area model (LAM) simulations of an intense mesoscale convective system observed on January 23-24, 2006 during the Tropical Warm Pool International Cloud Experiment (TWP-ICE) are compared with each other and with observations and retrievals from a scanning polarimetric radar, co-located UHF and VHF vertical profilers, and a Joss-Waldvogel disdrometer in an attempt to explain published results showing a low bias in simulated stratiform rainfall. Despite different forcing methodologies, similar precipitation microphysics errors appear in CRMs and LAMs with differences that depend on the details of the bulk microphysics scheme used. One-moment schemes produce too many small raindrops, which biases Doppler velocities low, but produces rain water contents (RWCs) that are similar to observed. Two-moment rain schemes with a gamma shape parameter (?) of 0 produce excessive size sorting, which leads to larger Doppler velocities than those produced in one-moment schemes, but lower RWCs than observed. Two moment schemes also produce a convective median volume diameter distribution that is too broad relative to observations and thus, may have issues balancing raindrop formation, collision coalescence, and raindrop breakup. Assuming a ? of 2.5 rather than 0 for the raindrop size distribution improves one-moment scheme biases, and allowing ? to have values greater than 0 may improve two-moment schemes. Under-predicted stratiform rain rates are associated with under-predicted ice water contents at the melting level rather than excessive rain evaporation, in turn likely associated with convective detrainment that is too high in the troposphere and mesoscale circulations that are too weak. In addition to stronger convective updrafts than observed, limited domain size prevents a large, well-developed stratiform region from developing in CRMs, while a dry bias in ECMWF analyses does the same to the LAMs.

    Many critical loads rely on simple backup generation to provide electricity in the event of a power outage. An Energy Surety Microgrid TM can protect against outages caused by single generator failures to improve reliability. An ESM will also provide a host of other benefits, including integration of renewable energy, fuel optimization, and maximizing the value of energy storage. The ESM concept includes a categorization for microgrid value proposi- tions, and quantifies how the investment can be justified during either grid-connected or utility outage conditions. In contrast with many approaches, the ESM approach explic- itly sets requirements based on unlikely extreme conditions, including the need to protect against determined cyber adversaries. During the United States (US) Department of Defense (DOD)/Department of Energy (DOE) Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) effort, the ESM methodology was successfully used to develop the preliminary designs, which direct supported the contracting, construction, and testing for three military bases.     This article describes the lengthiness and cost of the preliminary steps in a hazardous waste cleanup. The article describes the S-Area lawsuit, an area near Niagara Falls, New York which was an inactive chemical dump. Contaminated sludge was found at a nearby water treatment plant and was traced back to S-Area. In the past five years, S-Area negotiations have cost the U.S. Environmental Protection Agency two million dollars for advice on how work should proceed for the plant and the landfill. This lawsuit was one of the first in the U.S. against a chemical company for endangering the public through unsound waste disposal practices. Negotiation was selected instead of a trial for several reasons which are outlined. S-Area may serve as a model for other such settlements, as it provides for a flexible plan, open to consideration of alternate technologies that may be developed in the future. It contains a phased approach to both defining and evaluating existing problems, then suggesting remedies. It also requires monitoring for at least 35 years or until no danger remains.

While oceans are generally 46 considered the dominant source of DMS, a shortage of ecosystem observations prevents 47 an accurate analysis of terrestrial DMS sources. Using mass spectrometry, we quantified 48 ambient DMS mixing ratios within and above a primary rainforest ecosystem in the 49 central Amazon Basin in real-time (2010-2011) and at high vertical resolution (2013-50 2014). Elevated but highly variable DMS mixing ratios were observed within themore » 51 canopy, showing clear evidence of a net ecosystem source to the atmosphere during 52 both day and night in both the dry and wet seasons. Periods of high DMS mixing ratios 53 lasting up to 8 hours (up to 160 ppt) often occurred within the canopy and near the 54 surface during many evenings and nights.     Patterns of nitrogen trace gas emissions, soil nitrogen flux, and nutrient availability were evaluated at five sites that form a chronosequence in Hawaiian montane rain forest. The estimated age of basaltic parent material from which soils developed at the Kilauea site was 200 yr, 6000 yr at the Puu Makaala site, 185000 yr at the Kohala site, 1.65 x 10{sup 6} yr at the Molokai site, and 4.5 x 10{sup 6} yr at the Kauai site. Peak net N mineralization and nitrification values were found in soils from the 185000-yr-old Kohala site. Nitrogen content of foliage and leaf litter was highest in the intermediate age sites (Puu Makaala and Kohala) and N and P retranslocation was lowest at the Puu Makaala site. Soil cores fertilized with nitrogen had significantly higher rates of root ingrowth than control cores at the two youngest sites (200 and 6000 yr old) but not in older sites (185000 and 4.5 x 10{sup 6}-yr-old sites) and total fine root growth into control cores was greatest at the Kohala site. The highest N{sub 2}O emissions were found at the 185000-yr-old Kohala site, while the highest combined flux of N{sub 2}O + NO was observed at the 4.5 x 10{sup 6}-yr-old Kauai site. While overall N{sub 2}O emission rates were correlated with rates of N transformations, soil water content appeared to influence the magnitude of emissions of N{sub 2}O and the ratios of emissions of NO vs. N{sub 2}O. N{sub 2}O emissions occurred when water-filled pore space (WFPS) values were >40%, with highest emissions in at least two sites observed at WFPS values of 75%. Among sites, high N{sub 2}O emissions were associated with high soil N transformation rates. Large NO fluxes were observed only at the Kauai site when WFPS values were <60%. 50 refs., 8 figs., 4 tabs.

    The US Environmental Protection Agency (EPA) Conservation Verification Protocols (CVPs) are a set of step-by-step procedures for impact monitoring and evaluation of electric utility demand-side management (DSM) programs. The EPA developed these protocols as part of its mission to implement the Acid Rain Program authorized by Title IV of the Clean Air Amendments of 1990. This report provides an overview of the CVPs and how they can be used by electric utilities in DSM program monitoring and evaluation. Both the CVPs Monitoring Path and Stipulated Path procedures are summarized and reviewed. Several examples are provided to illustrate how to calculate DSM program energy savings using the CVPSs.

    This report contains the preliminary findings based on the first phase of an Environmental Survey at the Department of Energy (DOE) Sandia National Laboratories Livermore (SNLL), located at Livermore, California. The Survey is being conducted by DOE's Office of Environment, Safety and Health. The SNLL Survey is a portion of the larger, comprehensive DOE Environmental Survey encompassing all major operating facilities of DOE. The DOE Environmental Survey is one of a series of initiatives announced on September 18, 1985, by Secretary of Energy, John S. Herrington, to strengthen the environmental, safety, and health programs and activities within DOE. The purpose of the Environmental Survey is to identify, via a no fault'' baseline Survey of all the Department's major operating facilities, environmental problems and areas of environmental risk. The identified problem areas will be prioritized on a Department-wide basis in order of importance in 1989. The findings in this report are subject to modification based on the results from the Sampling and Analysis Phase of the Survey. The findings are also subject to modification based on comments from the Albuquerque Operations Office concerning the technical accuracy of the findings. The modified preliminary findings and any other appropriate changes will be incorporated into an Interim Report. The Interim Report will serve as the site-specific source for environmental information generated by the Survey, and ultimately as the primary source of information for the DOE-wide prioritization of environmental problems in the Survey Summary Report. 43 refs., 21 figs., 24 tabs.

  2. Preliminary evaluation of shale-oil resources in Missouri

    This report is a preliminary overview of oil-shale potential in Missouri. Two types of oil shales occur in Missouri: (1) the platform marine type, represented by the Devonian Chattanooga Shale, and (2) black shales in Pennsylvanian cyclothems, many of which overlie currently mined coal beds. The Chattanooga Shale contains black, fissile, carbonaceous shales and reaches a thickness of around 70 ft in southwestern Missouri. Oil-yield data from Missouri are not available, but based on yields from other states, the Chattanooga of southwest Missouri is estimated to contain between 2.6 and 15.8 billion barrels of oil. Preliminary estimates of the black, hard, fissile, carbonaceous Pennsylvanian shales indicate they contain between 100 and 200 billion barrels of shale oil. Many of these units directly overlie currently mined coal seams and could be recovered with the coal, but they are now discarded as overburden. These shales also contain significant amounts of phosphates and uranium. Other Paleozoic units with limited oil-shale potential are the Ordovician Decorah and Maquoketa Formations and the Upper Devonian Grassy Creek Shale. Ambitious research programs are needed to evaluate Missouri oil-shale resources. Further investigations should include economic and technological studies and the drilling, mapping, and sampling of potential oil-shale units. Shrinking supplies of crude oil make such studies desirable.

  3. Preliminary petrographic and radiochemical study of Kiev reservoir sediments

    The Office of Radiation Programs, US Environmental Protection Agency, in cooperation with the Ukraine Ministry for Environmental Protection, is conducting investigations of the impact of Chernobyl radioactivity on the environment and the feasibility of treatability measures. One of the major considerations in this study is the Kiev Reservoir System and testing of methods applicable to treatment of drinking water. Studies of four sediment samples from the lower Kiev Reservoir, fractionated into several size fractions, using detailed petrographic and radiochemical methods, has provided preliminary data of radionuclide association with specific sediment composition and texture. Cesium 154 and 137 ranges from 0.65 to 8.71 pCi/g in the gravelly, silty, sand-sized sediment. The significant activity in the coarse fractions is limited to minor organic plant material (49.3 pCi/g radiocesium) and in the fine silt and clay-size, (containing illite), the activity of radiocesium ranges to 69.8 pCi/g. Thus, very low amounts of sediment volume with unique size and physical properties contain the bulk of radiocesium content. Preliminary studies of the uranium and plutonium isotopes in the sediment reveal overall low activity levels with most uranium association related to natural minerals.

    BWR core shrouds and other reactor internals important to safety are experiencing intergranular stress corrosion cracking (IGSCC). The United States Nuclear Regulatory Commission (NRC) has followed the problem, and as part of its investigations, contracted with the Idaho National Engineering and Environmental Laboratory (INEEL) to conduct a risk assessment. The overall project objective is to assess the potential consequences and risks associated with the failure of IGSCC-susceptible BWR vessel internals, with specific consideration given to potential cascading and common mode effects. The paper presents an overview of the program, discusses the results of a preliminary qualitative assessment, and summarizes a simplified risk assessment that was conducted on sequences resulting from failures of jet pump components of a BWR/4 plant.

    A preliminary hazard assessment was completed during February 2015 to evaluate the conceptual design of the modular hydrothermal liquefaction treatment system. The hazard assessment was performed in 2 stages. An initial assessment utilizing Hazard Identification and Preliminary Hazards Analysis (PHA) techniques identified areas with significant or unique hazards (process safety-related hazards) that fall outside of the normal operating envelope of PNNL and warranted additional analysis. The subsequent assessment was based on a qualitative What-If analysis. This analysis was augmented, as necessary, by additional quantitative analysis for scenarios involving a release of hazardous material or energy with the potential for affecting the public.

    The Clean Coal Technology Demonstration Program (known as the CCT Program) reached a significant milestone in 1996 with the completion of 20 of the 39 active projects. The CCT Program is responding to a need to demonstrate and deploy a portfolio of technologies that will assure the U.S. recoverable coal reserves of 297 billion tons could continue to supply the nation`s energy needs economically and in a manner that meets the nation`s environmental objectives. This portfolio of technologies includes environmental control devices that contributed to meeting the accords on transboundary air pollution recommended by the Special Envoys on Acid Rain in 1986. Operational, technical, environmental, and economic performance information and data are now flowing from highly efficient, low-emission, advanced power generation technologies that will enable coal to retain its prominent role into the next millennium. Further, advanced technologies are emerging that will enhance the competitive use of coal in the industrial sector, such as in steelmaking. Coal processing technologies will enable the entire coal resource base to be used while complying with environmental requirements. These technologies are producing products used by utilities and industrial processes. The capability to coproduce products, such as liquid and solid fuels, electricity, and chemicals, is being demonstrated at a commercial scale by projects in the CCT Program. In summary, this portfolio of technologies is satisfying the national need to maintain a multifuel energy mix in which coal is a key component because of its low-cost, availability, and abundant supply within the nation`s borders.

    This interim report presents progress towards the development of meso-scale models of magnetic behavior that incorporate microstructural information. Modeling magnetic signatures in irradiated materials with complex microstructures (such as structural steels) is a significant challenge. The complexity is addressed incrementally, using the monocrystalline Fe (i.e., ferrite) film as model systems to develop and validate initial models, followed by polycrystalline Fe films, and by more complicated and representative alloys. In addition, the modeling incrementally addresses inclusion of other major phases (e.g., martensite, austenite), minor magnetic phases (e.g., carbides, FeCr precipitates), and minor nonmagnetic phases (e.g., Cu precipitates, voids). The focus of the magnetic modeling is on phase-field models. The models are based on the numerical solution to the Landau-Lifshitz-Gilbert equation. From the computational standpoint, phase-field modeling allows the simulation of large enough systems that relevant defect structures and their effects on functional properties like magnetism can be simulated. To date, two phase-field models have been generated in support of this work. First, a bulk iron model with periodic boundary conditions was generated as a proof-of-concept to investigate major loop effects of single versus polycrystalline bulk iron and effects of single non-magnetic defects. More recently, to support the experimental program herein using iron thin films, a new model was generated that uses finite boundary conditions representing surfaces and edges. This model has provided key insights into the domain structures observed in magnetic force microscopy (MFM) measurements. Simulation results for single crystal thin-film iron indicate the feasibility of the model for determining magnetic domain wall thickness and mobility in an externally applied field.     This report is a result of the Hanford Environmental Dose Reconstruction (HEDR) Project. The goal of the HEDR Project is to estimate the radiation dose that individuals could have received from emissions since 1944 at the Hanford Site near Richland, Washington. Members of the HEDR Project`s Environmental Monitoring Data Task have developed databases of historical environmental measurements of such emissions. Hanford documents were searched for information on the radiological monitoring of air, rain, and snow at and near the Hanford Site in Richland, Washington. The monitoring information was reviewed and summarized. The end product is a yearly overview of air, rain, and snow samples as well as ambient radiation levels in the air that were measured from 1945 through 1957. The following information is provided in each annual summary: the media sampled, the constituents (radionuclides) measured/reported, the sampling locations, the sampling frequencies, the sampling methods, and the document references. For some years a notes category is included that contains additional useful information. For the years 1948 through 1957, tables summarizing the sampling locations for the various sample media are also included in the appendix. A large number of documents were reviewed to obtain the information in this report. A reference list is attached to the end of each annual summary. All of the information summarized here was obtained from reports originating at Hanford. These reports are all publicly available and can be found in the Richland Operations Office (RL) public reading room. The information in this report has been compiled without analysis and should only be used as a guide to the original documents.

    The objectives of this study were to build on the findings of the Nevada Potential Repository Preliminary Transportation Strategy Study 1 (CRWMS M&O 1995b), and to provide additional information for input to the repository environmental impact statement (EIS) process. In addition, this study supported the future selection of a preferred rail corridor and/or heavy haul route based on defensible data, methods, and analyses. Study research did not consider proposed legislation. Planning was conducted according to the Civilian Radioactive Waste Management Program Plan (DOE 1994a). The specific objectives of Study 2 were to: eliminate or reduce data gaps, inconsistencies, and uncertainties, and strengthen the analysis performed in Study 1; develop a preliminary list of rail route evaluation criteria that could be used to solicit input from stakeholders during scoping meetings. The evaluation criteria will be revised based on comments received during scoping; restrict and refine the width of the four rail corridors identified in Study 1 to five miles or less, based on land use constraints and engineering criteria identified and established in Study 2; evaluate national-level effects of routing spent nuclear fuel and high-level waste to the four identified branch lines, including the effects of routing through or avoiding Las Vegas; continue to gather published land use information and environmental data to support the repository EIS; continue to evaluate heavy haul truck transport over three existing routes as an alternative to rail and provide sufficient information to support the repository EIS process; and evaluate secondary uses for rail (passenger use, repository construction, shared use).

    A preliminary waste treatment plan was developed for disposing of radioactive inorganic liquid wastes that contain hazardous metals and/or hazardous acid concentrations at Argonne National Laboratory. This plan, which involves neutralization and sulfide precipitation followed by filtration, reduces the concentration of hazardous metals and the acidity so that the filtrate liquid is simply a low-level radioactive waste that can be fed to a low-level waste evaporator.

    Practical planning problems with deterministic forecasts of inherently uncertain parameters often yield unsatisfactory solutions. Stochastic programming formulations allow uncertain parameters to be modeled as random variables with known distributions, but the size of the resulting mathematical programs can be formidable. Decomposition-based algorithms take advantage of special structure and provide an attractive approach to such problems. We consider two classes of decomposition-based stochastic programming algorithms. The first type of algorithm addresses problems with a ``manageable`` number of scenarios. The second class incorporates Monte Carlo sampling within a decomposition algorithm. We develop and empirically study an enhanced Benders decomposition algorithm for solving multistage stochastic linear programs within a prespecified tolerance. The enhancements include warm start basis selection, preliminary cut generation, the multicut procedure, and decision tree traversing strategies. Computational results are presented for a collection of ``real-world`` multistage stochastic hydroelectric scheduling problems. Recently, there has been an increased focus on decomposition-based algorithms that use sampling within the optimization framework. These approaches hold much promise for solving stochastic programs with many scenarios. A critical component of such algorithms is a stopping criterion to ensure the quality of the solution. With this as motivation, we develop a stopping rule theory for algorithms in which bounds on the optimal objective function value are estimated by sampling. Rules are provided for selecting sample sizes and terminating the algorithm under which asymptotic validity of confidence interval statements for the quality of the proposed solution can be verified. Issues associated with the application of this theory to two sampling-based algorithms are considered, and preliminary empirical coverage results are presented.
