    Jefferson Labs outreach efforts towards the goals of Accelerator Stewardship Test Facility Pilot Program consist of the labs efforts in three venues. The first venue, at the end of March is to meet with the members of Virginia Tech Corporate Research Center (VTCRC) (http://www.vtcrc.com/tenant-directory/) in Blacksburg, Virginia. Of the nearly 160 members, we expect that many engineering companies (including mechanical, electrical, bio, software) will be present. To this group, we will describe the capabilities of Jefferson Labs accelerator infrastructure. The description will include not only the facilities but also the intellectual expertise. No funding is requested for this effort. The second venue is to reach the industrial exhibitors at the 6th International Particle Accelerator Conference (IPAC15). Jefferson Lab will host a booth at the conference to reach out to the >75 industrial exhibitors (https://www.jlab.org/conferences/ipac2015/SponsorsExhibitors.php) who represent a wide range of technologies. A number of these industries could benefit if they can access Jefferson Labs accelerator infrastructure. In addition to the booth, where written material will be available, we plan to arrange a session A/V presentation to the industry exhibitors. The booth will be hosted by Jefferson Labs Public Relations staff, assisted on a rotating basis by the labs scientists and engineers. The budget with IPAC15 designations represents the request for funds for this effort. The third venue is the gathering of Southeastern Universities Research Association (SURA) university presidents. Here we plan to reach the research departments of the universities who can benefit by availing themselves to the infrastructure (material sciences, engineering, medical schools, material sciences, to name a few). Funding is requested to allow for attendance at the SURA Board Meeting. We are coordinating with DOE regarding these costs to raise the projected conference management cost ceiling in the Conference Management Tool.

  6. Atmospheric Radiation Measurement (ARM) Data from Niamey, Niger for the Radiative Atmospheric Divergence using AMF, GERB and AMMA Stations (RADAGAST)

    The Atmospheric Radiation Measurement (ARM) Program is the largest global change research program supported by the U.S. Department of Energy. The primary goal of the ARM Program is to improve the treatment of cloud and radiation physics in global climate models in order to improve the climate simulation capabilities of these models. To achieve this goal, ARM scientists and researchers around the world use continuous data obtained through the ARM Climate Research Facility. The ARM Mobile Facility (AMF) operates at non-permanent sites selected by the ARM Program. Sometimes these sites can become permanent ARM sites, as was the case with Graciosa Island in the Azores. It is now known as the Eastern North Atlantic permanent site. In January 2006 the AMF deployed to Niamey, Niger, West Africa, at the Niger Meteorological Office at Niamey International Airport. This deployment was timed to coincide with the field phases and Special Observing Periods of the African Monsoon Multidisciplinary Analysis (AMMA). The ARM Program participated in this international effort as a field campaign called "Radiative Divergence using AMF, GERB and AMMA Stations (RADAGAST).The primary purpose of the Niger deployment was to combine an extended series of measurements from the AMF with those from the Geostationary Earth Radiation Budget (GERB) Instrument on the Meteosat operational geostationary satellite in order to provide the first well-sampled, direct estimates of the divergence of solar and thermal radiation across the atmosphere. A large collection of data plots based on data streams from specific instruments used at Niamey are available via a link from ARM's Niamey, Niger site information page. Other data can be found at the related websites mentioned above and in the ARM Archive. Users will be requested to create a password, but the plots and data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    In Olympia, the Washington Energy Extension Service program is provided by the Olympic Renewable Resources Association's Energy Outreach Center. The Center has provided Thurston County residents with consistent and reliable information on energy conservation and renewable resources since 1980. During those four years, a seasonal pattern of activities has developed which reflects strong shifts in class attendance and inquiries by EOC users over the course of the year. Classes include: design of superinsulated passive solar and earth sheltered homes; sunspace design, coldframe construction and tax credits for solar energy systems; caulking, weatherstripping, storm windows and chimney cleaning; and solar and wood hot water systems. All are scheduled according to dictates of seasonal needs and interests.

    The objective of this grant was to further the development of Montana??s vast wind resources for small, medium, and large scale benefits to Montana and the nation. This was accomplished through collaborative work with wind industry representatives, state and local governments, the agricultural community, and interested citizens. Through these efforts MT Dept Environmental Quality (DEQ) was able to identify development barriers, educate and inform citizens, as well as to participate in regional and national dialogue that will spur the development of wind resources. The scope of DEQ??s wind outreach effort evolved over the course of this agreement from the development of the Montana Wind Working Group and traditional outreach efforts, to the current focus on working with the state??s university system to deliver a workforce trained to enter the wind industry.

    The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    Advances in the science of genetics have implications for individuals and society, and have to be taken into account at the policy level. Studies of ethical, legal and social issues related to genomic research have therefore been integrated in the Human Genome Project (HGP) since the earliest days of the project. Since 1990, three to five percent of the HGP annual budget has been devoted to such studies, under the umbrella of the Ethical, Legal, and Social Implications (ELSI) Programs of the National Human Genome Research Institute of the National Institute of Health, and of the Office of Biological and Environmental Research of the U.S. Department of Energy (DOE). The DOE-ELSI budget has been used to fund a variety of projects that have aimed at ?promoting education and help guide the conduct of genetic research and the development of related medical and public policies? (HGP, 2003). As part of the educational component, a significant portion of DOE-ELSI funds have been dedicated to public outreach projects, with the underlying goal of promoting public awareness and ultimately public discussion of ethical, legal, and social issues surrounding availability of genetic information (Drell, 2002). The essential assumption behind these projects is that greater access to information will lead to more knowledge about ethical, legal and social issues, which in turn will lead to enhanced ability on the part of individuals and communities to deal with these issues when they encounter them. Over the same period of time, new concepts of ?public understanding of science? have emerged in the theoretical realm, moving from a ?deficit? or linear dissemination of popularization, to models stressing lay-knowledge, public engagement and public participation in science policy-making (Lewenstein, 2003). The present project uses the base of DOE-funded ELSI educational project to explore the ways that information about a new and emerging area of science that is intertwined with public issues has been used in educational public settings to affect public understanding of science. After a theoretical background discussion, our approach is three-fold. First, we will provide an overview, a ?map? of DOE-funded of outreach programs within the overall ELSI context to identify the importance of the educational component, and to present the criteria we used to select relevant and representative case studies. Second, we will document the history of the case studies. Finally, we will explore an intertwined set of research questions: (1) To identify what we can expect such projects to accomplish -in other words to determine the goals that can reasonably be achieved by different types of outreach, (2) To point out how the case study approach could be useful for DOE-ELSI outreach as a whole, and (3) To use the case study approach as a basis to test theoretical models of science outreach in order to assess to what extent those models accord with real world outreach activities. For this last goal, we aim at identifying what practices among ELSI outreach activities contribute most to dissemination, or to participation, in other words in which cases outreach materials spark action in terms of public participation in decisions about scientific issues.

    WPA works with 33 State Wind Working Groups to educate stakeholders on wind energy topics and to achieve the basics needed for effective wind development in a state. WPA has accelerated outreach and communication efforts with 13 priority states: Alaska, Arizona, Indiana, Maryland, Massachussetts, Michigan, Nebraska, Nevada, North Carolina, Ohio, South Dakota, Utah, and Virginia. These states have the potential to contribute substantially to the national portfolio of wind energy but do not yet have large amounts of wind energy applications on the ground. This is often due to barriers in in-state knowledge and understanding of wind energy issues and potential that impact the policy environment and the market environment. There are common regional issues among the states, and important learning opportunities can be gained by cross-training and sharing experiences. The Regional Wind Energy Institutes (RWEIs) are train-the-trainer organizations that work to develop a cadre of in-state outreach specialists who reach out to audiences of decisionmakers (e.g., the ag community, state and local officials, utilities, regulatory bodies) to build understanding, create public acceptance, take advantage of regional synergies, and eventually to impact polices and the market environment for effective wind implementation.

    Staff at the Hanford Technical Library has developed a suite of programs designed to help busy researchers at the Pacific Northwest National Laboratory (PNNL) make better use of library products and services. Programs include formal training classes, one-on-one consultations, and targeted email messages announcing new materials to researchers in specific fields. A staple of outreach has been to teach classes to library clients covering research tools in their fields. These classes started out in the library classroom and then expanded to other venues around PNNL. Class surveys indicated that many researchers desired a practical approach to learning rather than the traditional lecture format. The library instituted Library Learning Day and hosted classes in the PNNL computer training room to provide lab employees with a hands-on learning experience. Classes are generally offered at noon and lab staff attends classes on their lunch hour. Many just do not have time to spend a full hour in training. Library staff added some experimental half-hour mini classes in campus buildings geared to the projects and interests of researchers there to see if this format was more appealing. As other programs have developed librarians are teaching fewer classes but average attendance figures has remained fairly stable from 2005-2007. In summer of 2004 the library began the Traveling Librarian program. Librarians call-on groups and individuals in 24 buildings on the Richland Washington campus. Five full-time and two part-time librarians are involved in the program. Librarians usually send out email announcements prior to visits and encourage scientists and engineers to make appointments for a brief 15 minute consultation in the researchers own office. During the meeting lab staff learn about products or product features that can help them work more productively. Librarians also make cold calls to staff that do not request a consultation and may not be making full use of the library. Scientists and engineers who require longer sessions can arrange half-hour training appointments in the researchers own office or at the library. Since the program was implemented staff made 165 visits to 1249 laboratory staff including some repeat consultation requests. New acquisitions lists are sent to individuals and groups that would be interested in recent journal, database, and books purchases. These lists are topic specific and targeted to groups and individuals with an interest in the field. For example newly acquired engineering resources are targeted at engineering groups. The new acquisitions list for engineering began mid year in 2005. An analysis of circulation statistics for engineering books in fiscal year 2005, 2006, and 2007 show that circulation increased each year with 2007 circulation nearly double that of 2005. This took place when overall circulation rose in FY06 but fell slightly in FY07. Outreach strategies tailored and individualized can be effective. Offering multiple outreach options offers researchers different ways to interact with library staff and services.

    The Great Basin Center for Geothermal Energy (GBCGE or the Center) was established at the University of Nevada, Reno (UNR) in May 2000 to promote research and utilization of geothermal resources. The Center received funding through this grant to promote increased geothermal development in the Great Basin, with most of the funding used for peerreviewed research. Funding to the Center and work under the contract were initiated in March 2002, with supplemental funding in subsequent years. The Center monitored the research projects that were competitively awarded in a series of proposal calls between 2002 and 2007. Peer-reviewed research promoted identification and utilization of geothermal resources in Nevada. Projects used geology, geochemistry, geophysics, remote sensing, and the synthesis of multi-disciplinary information to produce new models of geothermal systems in the Western U.S. and worldwide. Funds were also used to support graduate student research and training. Part of the grant was used to support public outreach activities, including webpages, online maps and data resources, and informational workshops for stakeholders.

    Nuclear energy generates significant reliable baseload electricity, yet many citizens in countries with nuclear power do not know the facts and benefits this clean energy source provides. For much of its history, the nuclear energy industry has been perceived as secretive and protective. Anti-nuclear activists use this general lack of public knowledge to sensationalise events, spread misinformation, and play on people's emotions. Yet, the nuclear energy industry has done little to combat these falsehoods imposed on the general public. Support for nuclear energy, or lack thereof, is even more pronounced after the extraordinary natural disasters and ensuing nuclear incident in Japan earlier this year, making proactive outreach to restore public trust even more important than before. The industry must inform and educate at all levels to dispel the falsehoods and enable clear, rational decision-making by government officials, business leaders and the general public, if it wants to grow and provide clean energy for the future. AREVA understands that this community outreach and education are just the first steps toward helping clean energy sources grow. We know that energy demand and security means we need to utilize every clean energy source available. We must start the education process from pre-school age to encourage children to enter science, technology, engineering and math curriculums. We must maintain regular community dialog and open discussions and operate in a safe manner, because in the long run, it is these community members who will help ensure energy security for the country. These stakeholders have a strong voice, a voice that can be heard locally, and if necessary, a voice that can impact the future of nuclear energy worldwide. As always, our industry is committed to the relentless pursuit of ever safer nuclear power. The nuclear industry as a whole must restore and win back trust. But the only way to restore this trust is by working together as an industry to engage in open discussion and dialogue.     Mr. Schroeder discussed the work that NREL is performing for the U.S. Department of Transportation on compressed natural gas cylinder end-of-life requirements. CNG vehicles are different from most other vehicles in that the CNG fuel storage cylinders have a pre-determined lifetime that may be shorter than the expected life of the vehicle. The end-of-life date for a cylinder is based on construction and test protocols, and is specific to the construction and material of each cylinder. The end-of-life date is important because it provides a safe margin of error against catastrophic cylinder failure or rupture. The end-of-life dates range from 15 to 25 years from the date of manufacture. NREL worked to develop outreach materials to increase awareness of cylinder end-of-life dates, has provided technical support for individual efforts related to cylinder safety and removal, and also worked with CVEF to document best practices for cylinder removal or inspection after an accident. Mr. Smith discussed the engagement of the DOE Clean Fleets Partners, which were surveyed to identify best practices on managing cylinder inventories and approached to provide initial data on cylinder age in a fleet environment. Both DOE and NREL will continue to engage these fleets and other stakeholders to determine how to best address this issue moving forward.

    Small business lending is big business and growing. Loans under $1 million totaled $460 billion in June 2001, up $23 billion from 2000. The number of loans under $100,000 continued to grow at a rapid rate, growing by 10.1%. The dollar value of loans under $100,000 increased 4.4%; those of $100,000-$250,000 by 4.1%; and those between $250,000 and $1 million by 6.4%. But getting a loan can be difficult if a business owner does not know how to find small business-friendly lenders, how to best approach them, and the specific criteria they use to evaluate a loan application. This is where the Geothermal Money Book comes in. Once a business and financing plan and financial proposal are written, the Geothermal Money Book takes the next step, helping small geothermal businesses locate and obtain financing. The Geothermal Money Book will: Explain the specific criteria potential financing sources use to evaluate a proposal for debt financing; Describe the Small Business Administration's (SBA) programs to promote lending to small businesses; List specific small-business friendly lenders for small geothermal businesses, including those which participate in SBA programs; Identify federal and state incentives which are relevant to direct use and small-scale (< 1 megawatt) power generation geothermal projects; and Provide an extensive state directory of financing sources and state financial incentives for the 19 states involved in the GeoPowering the West (GPW). GPW is a U.S. Department of Energy-sponsored activity to dramatically increase the use of geothermal energy in the western United States by promoting environmentally compatible heat and power, along with industrial growth and economic development. The Geothermal Money Book will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC?¢????s web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues.     1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e?machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs ? commercial grade software is used to design a hybrid electric vehicle, hardware?in?the?loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride?and?drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Students across the college of engineering and at all degree levels are integrating these courses into their degree programs. Over the three year project the course enrollments on?campus has totaled 1,249. The distance learning enrollments has totaled 315. With such robust enrollments we absolutely expect that these courses will be in the curriculum for the long run. 3) How the project is otherwise of benefit to the public: One outcome of the project is the construction of the Michigan Tech Mobile Lab. Two complete HEV dynamometer test cells, and four work stations are installed in the 16.2 meter Mobile Laboratory and hauled by a class 8 truck. The Mobile Lab is used to teach the university courses. It is also used to deliver short courses to industry, K?12 outreach, and public education. In 2012 the Mobile Lab participated in 22 outreach events, locally, throughout Michigan, and including events in Washington DC, Illinois, and Wisconsin. The Mobile Lab is a hit wherever it goes. In 2013 we will partner with the US Army TARDEC and be featured in their Green Warrior Convoy, a ten city tour starting in Detroit and finishing in Washington DC.

    This fiscal year 2011 progress report summarizes activities carried out under DOE Water Power Task 2.1.7, Permitting and Planning. Activities under Task 2.1.7 address the concerns of a wide range of stakeholders with an interest in the development of the marine and hydrokinetic (MHK) energy industry, including regulatory and resource management agencies, tribes, nongovernmental organizations, and industry. Objectives for Task 2.1.7 are the following: to work with stakeholders to streamline the MHK regulatory permitting process to work with stakeholders to gather information on needs and priorities for environmental assessment of MHK development to communicate research findings and directions to the MHK industry and stakeholders to engage in spatial planning processes in order to further the development of the MHK industry. These objectives are met through three subtasks, each of which is described in this report: 2.1.7.1Regulatory Assistance 2.1.7.2Stakeholder Outreach 2.1.7.3Coastal and Marine Spatial Planning. As MHK industry partners work with the regulatory community and stakeholders to plan, site, permit, and license MHK technologies, they have an interest in a predictable, efficient, and transparent process. Stakeholders and regulators have an interest in processes that result in sustainable use of ocean space with minimal effects to existing ocean users. Both stakeholders and regulators have an interest in avoiding legal challenges by meeting the intent of federal, state, and local laws that govern siting and operation of MHK technologies. The intention of work under Task 2.1.7 is to understand and work to address these varied interests, reduce conflict, identify efficiencies, and ultimately reduce the regulatory costs, time, and potential environmental impacts associated with developing, siting, permitting, and deploying MHK systems.

    This document provides a model RFP for new generation. The 'base' RFP is for a single-source offshore wind RFP. Required modifications are noted should a state or utility seek multi-source bids (e.g., all renewables or all sources). The model is premised on proposals meeting threshold requirements (e.g., a MW range of generating capacity and a range in terms of years), RFP issuer preferences (e.g., likelihood of commercial operation by a date certain, price certainty, and reduction in congestion), and evaluation criteria, along with a series of plans (e.g., site, environmental effects, construction, community outreach, interconnection, etc.). The Model RFP places the most weight on project risk (45%), followed by project economics (35%), and environmental and social considerations (20%). However, if a multi-source RFP is put forward, the sponsor would need to either add per-MWh technology-specific, life-cycle climate (CO2), environmental and health impact costs to bid prices under the 'Project Economics' category or it should increase the weight given to the 'Environmental and Social Considerations' category.

    US Environmental Protection Agency has proposed a vehicle control system for reducing gasoline vapors that can escape into the environment during refueling of motor vehicles. It has also has been proposed that gasoline refiners lower the volatility of commercial fuels in summer to reduce vehicle evaporative emissions. EPA said nationwide emissions of volatile organic compounds (VOC), a major contributor to the formation of urban ozone, could be reduced as much as 10% under the proposed pollution-control measures.

    The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    Energy Signatures is a proposed new technique for aiding a designer in selecting and sizing passive solar elements on a building. Hourly heat flux profiles for each candidate design element are determined. These profiles are then matched to the hourly energy requirement of the space accounting for weather conditions, internal heat profiles of the space, and the mass characteristics of the building. Simulation analysis techniques are used to determine the Energy Signatures, the load profiles, and check the final result. Least-squares techniques are used to determine the optimum mix of strategies. Examples are given to illustrate development of the method up to the present. Future directions and possibilities are outlined.

    This Environmental Assessment (EA) evaluates the environmental consequences of the proposed conversion and operation of the existing Solar One Facility in Daggett, Ca, near the city of Barstow, to a nitrate salt based heat transfer system, Solar Two. The EA also addresses the alternatives of different solar conversion technologies and alternative sites and discusses a no action alternative. A primary objective of the Solar Two Project is to demonstrate the technical and economic feasibility of a solar central receiver power plant using molten salt as the thermal storage and transport fluid medium. If successful, the information gathered from the Solar Two Project could be used to design larger commercial solar power plants.

  17. Alternatives to proposed replacement production reactors

    To insure adequate supplies of plutonium and tritium for defense purposes, an independent evaluation was made by Los Alamos National Laboratory of the numerous alternatives to the proposed replacement production reactors (RPR). This effort concentrated on the defense fuel cycle operation and its technical implications in identifying the principal alternatives for the 1990s. The primary options were identified as (1) existing commercial reactors, (2) existing and planned government-owned facilities (not now used for defense materials production), and (3) other RPRs (not yet proposed) such as CANDU or CANDU-type heavy-water reactors (HWR) for both plutonium and tritium production. The evaluation considered features and differences of various options that could influence choice of RPR alternatives. Barring a change in the US approach to civilian and defense fuel cycles and precluding existing commercial reactors at government-owned sites, the most significant alternatives were identified as a CANDU-type HWR at Savannah River Plant (SRP) site or the Three Mile Island commercial reactor with reprocessing capability at Barnwell Nuclear Fuel Plant and at SRP.

    The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study. The Revenue Requirement Study Documentation (Documentation), TR-06-FS-BPA-01A, contains key technical assumptions and calculations, the results of the transmission repayment studies, and a further explanation of the repayment inputs and its outputs.
