    A quick-change filter cartridge. In sampling systems for measurement of airborne materials, a filter element is introduced into the sampled airstream such that the aerosol constituents are removed and deposited on the filter. Fragile sampling media often require support in order to prevent rupture during sampling, and careful mounting and sealing to prevent misalignment, tearing, or creasing which would allow the sampled air to bypass the filter. Additionally, handling of filter elements may introduce cross-contamination or exposure of operators to toxic materials. Moreover, it is desirable to enable the preloading of filter media into quick-change cartridges in clean laboratory environments, thereby simplifying and expediting the filter-changing process in the field. The quick-change filter cartridge of the present invention permits the application of a variety of filter media in many types of instruments and may also be used in automated systems. The cartridge includes a base through which a vacuum can be applied to draw air through the filter medium which is located on a porous filter support and held there by means of a cap which forms an airtight seal with the base. The base is also adapted for receiving absorbing media so that both particulates and gas-phase samples may be trapped for investigation, the latter downstream of the aerosol filter.

    A quick stop device for abruptly interrupting the cutting of a workpiece by a cutter is disclosed. The quick stop device employs an outer housing connected to an inner workpiece holder by at least one shear pin. The outer housing includes an appropriate shank designed to be received in the spindle of a machine, such as a machine tool. A cutter, such as a drill bit, is mounted in a stationary position and the workpiece, mounted to the workpiece holder, is rotated during engagement with the cutter. A trigger system includes at least one spring loaded punch disposed for movement into engagement with the workpiece holder to abruptly stop rotation of the workpiece holder. This action shears the shear pin and permits continued rotation of the spindle and outer housing without substantially disturbing the chip root formed during cutting.

    The First G-APD Cherenkov Telescope (FACT) was built on the Canary Island of La Palma in October 2011 as a proof of principle for silicon based photosensors in Cherenkov Astronomy. The scientific goal of the project is to study the variability of active galatic nuclei (AGN) at TeV energies. Observing a small sample of TeV blazars whenever possible, an unbiased data sample is collected. This allows to study the variability of the selected objects on timescales from hours to years. Results from the first three years of monitoring will be presented. To provide quick flare alerts to the community and trigger multi-wavelength observations, a quick look analysis has been installed on-site providing results publicly online within the same night. In summer 2014, several flare alerts were issued. Results of the quick look analysis are summarized.

  14. ATRC Neutron Detector Testing Quick Look Report

    As part of the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) program, a joint Idaho State University (ISU) / French Alternative Energies and Atomic Energy Commission (CEA) / Idaho National Laboratory (INL) project was initiated in FY-10 to investigate the feasibility of using neutron sensors to provide online measurements of the neutron flux and fission reaction rate in the ATR Critical Facility (ATRC). A second objective was to provide initial neutron spectrum and flux distribution information for physics modeling and code validation using neutron activation based techniques in ATRC as well as ATR during depressurized operations. Detailed activation spectrometry measurements were made in the flux traps and in selected fuel elements, along with standard fission rate distribution measurements at selected core locations. These measurements provide additional calibration data for the real-time sensors of interest as well as provide benchmark neutronics data that will be useful for the ATR Life Extension Program (LEP) Computational Methods and V&V Upgrade project. As part of this effort, techniques developed by Prof. George Imel will be applied by Idaho State University (ISU) for assessing the performance of various flux detectors to develop detailed procedures for initial and follow-on calibrations of these sensors. In addition to comparing data obtained from each type of detector, calculations will be performed to assess the performance of and reduce uncertainties in flux detection sensors and compare data obtained from these sensors with existing integral methods employed at the ATRC. The neutron detectors required for this project were provided to team participants at no cost. Activation detectors (foils and wires) from an existing, well-characterized INL inventory were employed. Furthermore, as part of an on-going ATR NSUF international cooperation, the CEA sent INL three miniature fission chambers (one for detecting fast flux and two for detecting thermal flux) with associated electronics for assessment. In addition, Prof. Imel, ISU, has access to an inventory of Self-Powered Neutron Detectors (SPNDs) with a range of response times as well as Back-to-Back (BTB) fission chambers from prior research he conducted at the Transient REActor Test Facility (TREAT) facility and Neutron RADiography (NRAD) reactors. Finally, SPNDs from the National Atomic Energy Commission of Argentina (CNEA) were provided in connection with the INL effort to upgrade ATR computational methods and V&V protocols that are underway as part of the ATR LEP. Work during fiscal year 2010 (FY10) focussed on design and construction of Experiment Guide Tubes (EGTs) for positioning the flux detectors in the ATRC N-16 locations as well as obtaining ATRC staff concurrence for the detector evaluations. Initial evaluations with CEA researchers were also started in FY10 but were cut short due to reactor reliability issues. Reactor availability issues caused experimental work to be delayed during FY11/12. In FY13, work resumed; and evaluations were completed. The objective of this "Quick Look" report is to summarize experimental activities performed from April 4, 2013 through May 16, 2013.

    Fly ash is a fine powdery material created when coal is burned to generate electricity. Before escaping into the environment via the utility stacks, the ash is collected and may be stored for beneficial uses or disposed of, if necessary. The use of fly ash provides environmental benefits, such as the conservation of natural resources, the reduction of greenhouse gas emissions and eliminating the needed for ash disposal in landfills. It is also a valuable mineral resource that is used in construction and manufacturing. Fly ash is used in the production of Portland cement, concrete, mortars and stuccos, manufactured aggregates along with various agricultural applications. As mineral filler, fly ash can be used for paints, shingles, carpet backing, plastics, metal castings and other purposes.     The U.S. Nuclear Regulatory Commission has established the Program to Assess the Reliability of Emerging Nondestructive Techniques (PARENT) whose goal is to investigate the effectiveness of current and novel nondestructive examination procedures and techniques to find flaws in nickel-alloy welds and base materials. This is to be done by conducting a series of open and blind international round-robin tests on a set of piping components that include large-bore dissimilar metal welds, small-bore dissimilar metal welds, and bottom-mounted instrumentation penetration welds. The blind testing is being conducted in two segments, one is called Quick-Blind and the other is called Blind. The Quick-Blind testing and destructive analysis of the test blocks has been completed. This report describes the four Quick-Blind test blocks used, summarizes their destructive analysis, gives an overview of the nondestructive evaluation (NDE) techniques applied, provides an analysis inspection data, and presents the conclusions drawn.

    Saline aquifers of high permeability bounded by overlying/underlying seals may be surrounded laterally by low-permeability zones, possibly caused by natural heterogeneity and/or faulting. Carbon dioxide (CO{sub 2}) injection into and storage in such 'closed' systems with impervious seals, or 'semi-closed' systems with nonideal (low-permeability) seals, is different from that in 'open' systems, from which the displaced brine can easily escape laterally. In closed or semi-closed systems, the pressure buildup caused by continuous industrial-scale CO{sub 2} injection may have a limiting effect on CO{sub 2} storage capacity, because geomechanical damage caused by overpressure needs to be avoided. In this research, a simple analytical method was developed for the quick assessment of the CO{sub 2} storage capacity in such closed and semi-closed systems. This quick-assessment method is based on the fact that native brine (of an equivalent volume) displaced by the cumulative injected CO{sub 2} occupies additional pore volume within the storage formation and the seals, provided by pore and brine compressibility in response to pressure buildup. With nonideal seals, brine may also leak through the seals into overlying/underlying formations. The quick-assessment method calculates these brine displacement contributions in response to an estimated average pressure buildup in the storage reservoir. The CO{sub 2} storage capacity and the transient domain-averaged pressure buildup estimated through the quick-assessment method were compared with the 'true' values obtained using detailed numerical simulations of CO{sub 2} and brine transport in a two-dimensional radial system. The good agreement indicates that the proposed method can produce reasonable approximations for storage-formation-seal systems of various geometric and hydrogeological properties.

    This engineering note documents calculations done to determine the margin of safety for the lower clean room roof. The analysis was done to give me a feeling of what the loads, stresses and capacity of the roof is prior to installation and installation work to be done for the helium refrigerator upgrade. The result of this quick look showed that the calculated loads produce stress values and loads at about half the allowables. Based on this result, I do not think that special precautions above personal judgement are required for the installation work.

    Due to increasing energy demands in the United States and more installed wind projects, rural communities and local governments with limited or no experience with wind energy now have the opportunity to become involved in this industry. Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows. This fact sheet provides an overview of elements found in typical wind energy ordinances to educate state and local government officials, as well as policy makers.

The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE).     NREL's Controllable Grid Interface tests wind turbines off-line from the grid, verifies compliance with standards, and provides grid operators with the performance information they need for a faction of the time and cost it would take to test the turbine in the field. To understand the behavior of wind turbines during grid disturbances, manufacturers and utility grid operators need to perform a series of tests and accurate transient simulation studies. The latest edition of the IEC 61400-21 standard describes methods for such tests that include low voltage ride-through (LVRT), active power set-point control, ramp rate limitations, and reactive power capability tests. The IEC methods are being widely adopted on both national and international levels by wind turbine manufacturers, certification authorities, and utilities. Utility operators also need to estimate how much power wind turbines might be able provide to help regulate grid frequency during situations when they need additional energy quickly, and after design modifications or changes are made to control software, manufacturers may be required to retest their turbines. But testing wind turbines in the field can be a lengthy and expensive process often requiring manufacturers and utility operators to send equipment and personnel to remote locations for long periods of time. NREL's National Wind Technology Center (NWTC) has developed a new Controllable Grid Interface (CGI) test system that can significantly reduce the time and cost required to conduct these tests. The CGI is first test facility in the United States that has fault simulation capabilities and allows manufacturers and system operators to conduct the tests required for certification in a controlled laboratory environment. It is the only system in the world that is fully integrated with two dynamometers and has the capacity to extend that integration to turbines in the field and to a matrix of electronic and mechanical storage devices, all of which are located within close proximity on the same site. NREL's 7.5 MVA CGI tests wind turbines off-line from the grid, verifies compliance with standards, and provides grid operators with the performance information they need for a fraction of the time and cost it would take to test the turbine in the field. The system combines hardware and real-time control software and is designed to operate with the NWTC's 2.5-MW dynamometer as well as the center's new 5-MW dynamometer test facilities. It is designed to work with four types of wind turbines, photovoltaic systems, and energy storage inverters. Results from the dynamometer tests can also be used to fine tune and validate the dynamic models used in integration studies and help industry improve turbine performance and develop test standards for renewable technologies and energy storage.

    Amchitka Island is near the western end of the Aleutian Island chain and is the largest island in the Rat Island Group that is located about 1,340 miles west-southwest of Anchorage, Alaska, and 870 miles east of the Kamchatka Peninsula in eastern Russia. The island is 42 miles long and 1 to 4 miles wide, with an area of approximately 74,240 acres. Elevations range from sea level to more than 1,100 feet above sea level. The coastline is rugged; sea cliffs and grassy slopes surround nearly the entire island. Vegetation on the island is low-growing, meadow-like tundra grasses at lower elevations. No trees grow on Amchitka. The lowest elevations are on the eastern third of the island and are characterized by numerous shallow lakes and heavily vegetated drainages. The central portion of the island has higher elevations and fewer lakes. The westernmost 3 miles of the island contains a windswept rocky plateau with sparse vegetation.

    The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.

    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved. 7 figs.

These data visualizations are produced in near real time automatically and are called Quick-Looks (QLs). The quick-looks contains unofficial data of unknown quality. Once data is released one can obtain the full data-set from any instrument available, and along with that, a statement about the data quality from the ARM archive. The database provides Quick-looks for the Barrow ACRF site (NSA C1), the Atqasuk ACRF site (NSA C2), or the SHEBA ice campaign of 1997 and 1998.     We explore optimization methods for planning the placement, sizing and operations of Flexible Alternating Current Transmission System (FACTS) devices installed into the grid to relieve congestion created by load growth or fluctuations of intermittent renewable generation. We limit our selection of FACTS devices to those that can be represented by modification of the inductance of the transmission lines. Our master optimization problem minimizes the $l_1$ norm of the FACTS-associated inductance correction subject to constraints enforcing that no line of the system exceeds its thermal limit. We develop off-line heuristics that reduce this non-convex optimization to a succession of Linear Programs (LP) where at each step the constraints are linearized analytically around the current operating point. The algorithm is accelerated further with a version of the cutting plane method greatly reducing the number of active constraints during the optimization, while checking feasibility of the non-active constraints post...

    Narrowband spikes of the decimeter type have been identified in dynamic spectrograms of Phoenix-2 of ETH Zurich and located in position with the Nancay Radioheliograph at the same frequency. The spike positions have been compared with the location of hard X-ray emission and the thermal flare plasma in soft X-rays and EUV lines. The decimetric spikes are found to be single sources located some 20" to 400" away from the flare site in hard or soft X-rays. In most cases there is no bright footpoint nearby. In at least two cases the spikes are near loop tops. These observations do not confirm the widely held view that the spike emission is produced by some loss-cone instability masering near the footpoints of flare loops. On the other hand, the large distance to the flare sites and the fact that these spikes are all observed in the flare decay phase make the analyzed spike sources questionable sites for the main flare electron acceleration. They possibly indicate coronal post-flare acceleration sites.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Power Systems Integration Laboratory at the Energy Systems Integration Facility. At NREL's Power Systems Integration Laboratory in the Energy Systems Integration Facility (ESIF), research focuses on developing and testing large-scale distributed energy systems for grid-connected, stand-alone, and microgrid applications. The laboratory can accommodate large power system components such as inverters for photovoltaic (PV) and wind systems, diesel and natural gas generators, battery packs, microgrid interconnection switchgear, and vehicles. Closely coupled with the research electrical distribution bus at the ESIF, the Power Systems Integration Laboratory will offer power testing capability of megawatt-scale DC and AC power systems, as well as advanced hardware-in-the-loop and model-in-the-loop simulation capabilities. Thermal heating and cooling loops and fuel also allow testing of combined heating/cooling and power systems (CHP).

Research and development aims to improve vehicle efficiency and overcome barriers to the increased use of renewable diesel and other nonpetroleum-based fuels, such as biodiesel and synthetic diesel derived from biomass. The ReFUEL Laboratory features a chassis dynamometer for vehicle performance and emissions research, two engine dynamometer test cells for advanced fuels research, and precise emissions analysis equipment. The main focus of the laboratory is assessment of the technical readiness, performance characterization, and research to help industry move these systems towards optimal renewable-based production and efficient utilization of hydrogen. Research conducted in the Energy Systems Integration Laboratory will advance engineering knowledge and market deployment of hydrogen technologies to support a growing need for versatile distributed electricity generation, applications in microgrids, energy storage for renewables integration, and home and station-based hydrogen vehicle fueling.     Conventional 3D printings are generally time-consuming and printable metal inks are rather limited. From an alternative way, we proposed a liquid phase 3D printing for quickly making metal objects. Through introducing metal alloys whose melting point is slightly above room temperature as printing inks, several representative structures spanning from one, two and three dimension to more complex patterns were demonstrated to be quickly fabricated. Compared with the air cooling in a conventional 3D printing, the liquid-phase-manufacturing offers a much higher cooling rate and thus significantly improves the speed in fabricating metal objects. This unique strategy also efficiently prevents the liquid metal inks from air oxidation which is hard to avoid otherwise in an ordinary 3D printing. Several key physical factors (like properties of the cooling fluid, injection speed and needle diameter, types and properties of the printing ink, etc.) were disclosed which would evidently affect the printing quality.     Conventional 3D printings are generally time-consuming and printable metal inks are rather limited. From an alternative way, we proposed a liquid phase 3D printing for quickly making metal objects. Through introducing metal alloys whose melting point is slightly above room temperature as printing inks, several representative structures spanning from one, two and three dimension to more complex patterns were demonstrated to be quickly fabricated. Compared with the air cooling in a conventional 3D printing, the liquid-phase-manufacturing offers a much higher cooling rate and thus significantly improves the speed in fabricating metal objects. This unique strategy also efficiently prevents the liquid metal inks from air oxidation which is hard to avoid otherwise in an ordinary 3D printing. Several key physical factors (like properties of the cooling fluid, injection speed and needle diameter, types and properties of the printing ink, etc.) were disclosed which would evidently affect the printing quality. In addition, a basic route to make future liquid phase 3D printer incorporated with both syringe pump and needle arrays was also suggested. The liquid phase 3D printing method, which owns potential values not available in a conventional modality, opens an efficient way for quickly making metal objects in the coming time.

The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.' GHGs include carbon dioxide (CO{sub 2}), methane (CH{sub 4}), nitrous oxide (N{sub 2}O), perfluorocarbons (PFCs), hydrofluorocarbons (HFCs), and sulfur hexafluoride (SF{sub 6}). Human activities have caused a rapid increase in GHG concentrations. This rising level contributes to global climate change, which contributes to environmental and public health problems.

    This fact sheet describes the offshore renewable energy R&D efforts at NREL's NWTC. As the United States increases its efforts to tap the domestic energy sources needed to diversify its energy portfolio and secure its energy supply, more attention is being focused on the rich renewable resources located offshore. Offshore renewable energy sources include offshore wind, waves, tidal currents, ocean and river currents, and ocean thermal gradients. According to a report published by the National Renewable Energy Laboratory (NREL) in 2010,1 U.S. offshore wind resources have a gross potential generating capacity four times greater than the nation's present electric capacity, and the Electric Power Research Institute estimates that the nation's ocean energy resources could ultimately supply at least 10% of its electric supply. For more than 30 years, NREL has advanced the science of renewable energy while building the capabilities to guide rapid deployment of commercial applications. Since 1993, NREL's National Wind Technology Center (NWTC) has been the nation's premier wind energy research facility, specializing in the advancement of wind technologies that range in size from a kilowatt to several megawatts. For more than 8 years, the NWTC has been an international leader in the field of offshore floating wind system analysis. Today, researchers at the NWTC are taking their decades of experience and extensive capabilities and applying them to help industry develop cost-effective hydrokinetic systems that convert the kinetic energy in water to provide power for our nation's heavily populated coastal regions. The center's capabilities and experience cover a wide spectrum of wind and water energy engineering disciplines, including atmospheric and ocean fluid mechanics, aerodynamics; aeroacoustics, hydrodynamics, structural dynamics, control systems, electrical systems, and testing.

    This document is a supplement to a ''Handbook for Cost Estimating'' (NUREG/CR-3971) and provides specific guidance for developing ''quick'' approximate estimates of the cost of implementing generic regulatory requirements for nuclear power plants. A method is presented for relating the known construction costs for new nuclear power plants (as contained in the Energy Economic Data Base) to the cost of performing similar work, on a back-fit basis, at existing plants. Cost factors are presented to account for variations in such important cost areas as construction labor productivity, engineering and quality assurance, replacement energy, reworking of existing features, and regional variations in the cost of materials and labor. Other cost categories addressed in this handbook include those for changes in plant operating personnel and plant documents, licensee costs, NRC costs, and costs for other government agencies. Data sheets, worksheets, and appropriate cost algorithms are included to guide the user through preparation of rough estimates. A sample estimate is prepared using the method and the estimating tools provided.

The Fact Book contains: national summaries in which a section for each country which summarizes nuclear policy, describes organizational relationships and provides addresses, names of key personnel, and facilities information; and international agencies in which a section for each of the international agencies which has significant fuel cycle involvement, and a listing of nuclear societies. The national summaries, in addition to the data described above, feature a small map for each country as well as some general information.     A radio location system comprises a wireless transmitter that outputs two megahertz period bursts of two gigahertz radar carrier signals. A receiver system determines the position of the transmitter by the relative arrival of the radar bursts at several component receivers set up to have a favorable geometry and each one having a known location. One receiver provides a synchronizing gating pulse to itself and all the other receivers. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information. 5 figs.
